By Vermont standards, this counts as nail-biting suspense

What was supposed to be a nonstop journey from Los Angeles to Maui turned into a dizzying nightmare Friday after the plane turned back three times before the flight was ultimately canceled. Hawaiian Airlines Flight 33 took off twice, each time landing back at the L.A. airport after flying for hours. When the plane tried to depart a third time, it was forced to return to the gate, and the flight was canceled, according to media reports. (TWP)

A grenade from World War I was discovered Saturday at a potato chip factory in Hong Kong, the South China Morning Post reported. Police were able to safely defuse the grenade, which had arrived at the factory in a shipment of potatoes from France. Dave Macri, a historian at the University of Hong Kong, said the field in which the potatoes were grown is thought to have been the location of a trench during the war. (EXPRESS)

Vermont officials have launched their annual contest to guess how long the ice will last on Lake Memphremagog. The Caledonian Record reports that for its “Ice Out” contest, Newport Parks and Recreation put a drawing of a bottle of vanilla on a platform attached to a clock. It will record when the facade, called “Vanilla Ice,” drops into the water. The person with the best guess will win half the contest pool; the rest will go to a park project. (AP)

FILM Sculptor Jorge Vascano sounds like a proud dad. As well he should — some of his kids appeared in the Oscar-nominated film “If Beale Street Could Talk.” All right, maybe not his actual kids. “All of your pieces are like your babies because you’re creating them,” Vascano says. “When I saw them in the movie I was so proud. It’s like having a kid that goes to college.” Vascano is a Brooklyn-based artist from Woodbridge, Va., who attended the Corcoran School of Art. He created some of the sculptures that appear in the film as works by the central character, Fonny. The film’s production company approached Vascano in the fall of 2017 through the New York Academy of Art, where he was studying, and asked to see photographs of some of his work. “I was showing them pictures of my work and the movie company said, ‘OK, we’d like to work with you,’ ” Vascano says. “And

that’s how the whole thing began.” Vascano was afforded plenty of freedom when it came to creating pieces for “Beale Street.” “I wasn’t going to sacrifice the design of the pieces,” he says. They didn’t make a drawing and say, ‘We want you to make this.’ They said to make something with my own aesthetic.” Even with all that freedom, there were some instructions. For example, production wanted to use a piece he made while studying at the Corcoran,

“Blossoming,” but there was one major problem — it was already finished. “They wanted to make scenes of the piece being made, so they asked me if I could make two more pieces in different stages,” the artist says. “One [in the] beginning, and one in the middle.” “Blossoming” doesn’t just occupy a central role in “Beale Street”; at the end of filming, writer and director Barry Jenkins bought it for his personal collection.

“It was a completely surreal experience for me,” says Vascano, who saw Jenkins’ best picture-winning “Moonlight” while on a plane heading to a sculpture residency in Italy just a few months before the production company contacted him. “[Jenkins’] artistry with a sensitive topic really captivated me,” he says. “It really had me thinking and influenced me on the power of art to tell a story. He is a true artist.” KRISTEN PAGE-KIRBY (EXPRESS)

The National Zoo’s infant gorilla has a broken leg, and zoo officials aren’t sure how it happened. Moke, a western lowland gorilla born April 15, fractured his femur. In a Feb. 1 statement, primate keeper Meredith Bastian noted that the youngster “can be a bit of a daredevil.” “We do not know how Moke broke his leg,” Bastian said. “It is entirely possible that he landed the wrong way during one of his many jumps.” Zookeepers are optimistic the injury will heal on its own and won’t hinder Moke’s future growth. Police arrest suspect in hospital shooting A Baltimore hospital went on lockdown Monday after a 24-year-old employee was critically wounded by a gunman near an ambulance bay at the University of Maryland Medical Center. Lt. Col. Kevin Jones said the shooter was apprehended with a loaded pistol a few blocks away from the hospital. Police later said 26-year-old Jamar Haughton of Baltimore was charged with attempted murder, assault and other charges. Police said the gunman knows the victim. (AP)

Virginia Lt. Gov. Justin Fairfax has denied an uncorroborated 2004 sexual misconduct allegation, calling it a “smear.”

Calls from lawmakers for Northam’s resignation seemed to ease Monday. Delegate LaMont Bagby, head of the Legislative Black Caucus, said there was little left to say: “I’m going to let him breathe a little bit, give him space to make the right decision.” The waiting game played out on what was already one of the legislature’s busiest days of the session, with the House and Senate each seeking to complete legislation to send to the other chamber. Finance Secretary Aubrey Layne said he told Northam that the state cannot afford a prolonged period of uncertainty over his future. Northam’s office is in the middle of negotiations with GOP lawmakers over a major tax overhaul and changes to the state budget. The Republicans control both houses of the legislature. “One way or the other, it needs to be resolved,” Layne said. The furor erupted Friday, when Northam first admitted

VIRGINIA A political death watch took shape at Virginia’s Capitol as Gov. Ralph Northam consulted with top administration officials Monday about whether to resign amid furor over a racist photo in his 1984 yearbook. Practically all of the state’s Democratic establishment — and Republican leaders, too — turned against the 59-year-old Democrat after the picture surfaced late last week of someone in blackface next to another person in a Ku Klux Klan hood and robe. The photo was on Northam’s medical school yearbook page. The sense of crisis deepened Monday as the politician next in line to be governor, Democratic Lt. Gov. Justin Fairfax, denied an uncorroborated allegation of sexual misconduct first reported by a conservative website. Fairfax told reporters that the 2004 encounter with a woman was consensual, and he called the accusation a political “smear.” Protest chants, meanwhile, echoed around Capitol Square. Lobbyists complained they were unable to get legislators to focus on bills. Security guards joked about who was going to be the next governor. Cafeteria workers and other staff shook their heads in wonder. And banks of news cameras were set up outside the governor’s Executive Mansion. Northam stayed out of sight as he met with his Cabinet and senior staff to hear their assessment of whether it was feasible for him to stay in office, according to a top administration official who was not authorized to discuss the matter publicly and spoke on condition of anonymity. The meetings included frank conversations about the difficulties of governing under such circumstances, the person said.

Virginia Gov. Ralph Northam met with top officials Monday to discuss his future in office.

he was in the picture without saying which costume he was wearing, and apologized. But a day later, he denied he was in the photo, while also acknowledging he once put on blackface to imitate Michael Jackson at a dance contest in Texas decades ago. The scandal threatens to cripple Northam’s ability to govern. In a sign Monday of the challenges he could face, Katherine Rowe,

president of the College of William & Mary, canceled an appearance by Northam at an event this Friday because his presence would “fundamentally disrupt the sense of campus unity we aspire to.” Northam, a pediatric neurologist who graduated from Eastern Virginia Medical School and came to politics late in life, is one year into his four-year term. If he resigns, Fairfax will become the second African-American governor in Virginia history. The state’s Republican House speaker said lawmakers are hesitant to seek Northam’s impeachment and are hoping he steps down instead. “Obviously, on impeachment, that’s a very high standard,” Speaker Kirk Cox said. “And so I think that’s why I think we have called for the resignation. We hope that’s what the governor does. I think that would obviously be less pain for everyone.” ALAN SUDERMAN (AP)

Trial set for 7 charged in girl’s shooting death A tentative trial date has been set for the seven people charged in the death of a 10-year-old girl who was killed when gunshots were fired into a D.C. crowd. WTOP-FM reported a tentative trial date for August 2020 was set Friday when the seven defendants appeared together in court for the first time on charges in the July shooting of Makiyah Wilson. Marquell Cobbs, Darrise Jeffers, Qujuan Thomas, Quentin Michals, Gregory Taylor and Mark Tee Price are charged with murder in Makiyah’s death. Quanisha Ramsuer is charged with obstructing justice. Fire at Va. pipeline site investigated as arson Authorities say heavy equipment was set on fire at a Mountain Valley Pipeline construction site in Virginia. The Pittsylvania County Sheriff’s Office said a caller reported a vehicle on fire Saturday night in the Smith Mountain community. No one was injured. Officers at the scene discovered the vehicle was a piece of earthmoving equipment. There was about $500,000 in damage. The sheriff’s office said fire marshals have concluded that the blaze was intentionally set and are investigating it as arson. (AP)

Hate crimes in D.C. nearly double LGBTQ community the biggest target in 2-year spike, statistics show THE DISTRICT The number of hate crimes in D.C. rose sharply in 2018, to nearly double the total attributed to bias in the city just two years earlier, according to city statistics. Crimes based on sexual orientation topped the list, according to the Center for the Study of Hate and Extremism, a research center at California State University at San Bernardino. The

center analyzed the rise in hate crimes in the District and in cities across the nation in its annual report on bias crimes. “D.C. is at an all-time high,” said Brian Levin, the professor who led the research study. The District logged 209 hate crimes in 2018, up from 179 in 2017, 107 in 2016, and 66 in 2015. Of the 20 largest cities Levin analyzed, all but four saw an uptick in hate crimes from 2017 to 2018, and the District’s two-year rise was among the most significant. John O. Marsh Jr., conservative Virginia Democrat who served under Ford and Reagan, died Monday at 92

accounted for nearly half of the city’s total hate crimes in 2018. The District recorded 61 crimes in 2018 based on sexual orientation, up from 40 in 2016 and 56 in 2017 (an increase of more than 50 percent over two years). “You see a rise in anti-LGBTQ policies on the national level. … That all adds into this climate where we’re seeing people feeling more vulnerable than they may have ever felt before,” said Stephania Mahdi, the co-chair of the DC Anti-Violence Project. When Shonda was unable to use an escalator at the Judiciary Square station, a station manager came down to help her.

DC RIDER | KERY MURAKAMI

One kind gesture: It may mean more than you know The 22 students in Shonda’s online class on practicing diversity in human services could see her face on their computer screens hundreds of miles away. They could see that her headset pulled back their instructor’s black, curly hair, and they could see her sigh at some of their comments. And if the students looked closely, they might even have made out the logo on the small sign behind her for N Street Village, a nonprofit that provides housing, shelter and supportive services for women at five locations in D.C. But what they couldn’t see were the metal detector and three security guards at the building’s front door. Or the woman sitting forlornly on the steps outside with a suitcase. As far as Shonda knows,

none of her students have figured out that she’s been teaching the class from the basement of the Patricia Handy Place for Women in D.C.’s Chinatown. Or that since she became homeless in May, she’s been sleeping in one of the 12 bunk beds in a room upstairs. Shonda doesn’t look homeless — especially not with a copy of “Harvard Business Review: Manager’s Handbook” on her lap as she heads in on her motorized wheelchair to take the Red Line to the Tenleytown public library, where she grades papers. There was no reason for any of her students to suspect what was going on in her life, any more than there would have been for a station manager at Metro’s Judiciary Square station to understand why the little bit of help he gave her one morning around the holidays seemed to mean so much

to her. But part of why Shonda let herself be talked into having a reporter watch her teach was to make the point there is no type of person who ends up at a woman’s shelter. At Patricia Handy, there are older women who talk about their grandchildren, and much younger women. And there is at least one college instructor, whose last name we agreed not to use because her school doesn’t know she’s leading the class from the basement of a homeless shelter. All this began when Shonda had a job through the Department of Veterans Affairs helping veterans find jobs and live independently. Somewhat burned out, she’d gone to work for a nonprofit that helps with disabilities. But she thought her boss was racist. She was making extra money doing some consulting to help nonprofits improve their management. So she left her job to pursue that. But the contracts ended and not enough new ones came in to cover her rent. One day she came home to find an eviction notice. There have been tough times since then. But one lesson she wants to pass along is that you never know what a kind

gesture can mean to others. One day around the holidays, she was heading back to the shelter after grading papers when her fare card wouldn’t work as she tried to exit the Gallery Place station. The station manager told her to just go through the emergency gate. The next morning, her fare card again didn’t work as she tried to enter at Judiciary Square. A fare gate message told her to go see the station manager. But the manager’s booth is on the mezzanine level, up an escalator that she couldn’t navigate. So she called him on the intercom. A tall man in a WMATA uniform and a beard came down to her, took the card back up the escalator to his booth, did something to fix it, and brought it back. It’s the kind of thing station managers do all the time, and that’s probably how he saw it. But when Shonda got back to the shelter, she felt compelled to get on Twitter to praise him and say, “Thank you.” Small thing, maybe. But it’s been a rough year. “Any kindness my way,” she said, “I appreciate.” Reach Kery Murakami at kery.murakami@washpost.com. Follow him @theDCrider.

Virtual Metro tours met with real skepticism Metro riders — or at least some of its most passionate users and abusers with Twitter handles — took a dim view of the transit agency’s latest service: the ability to offer interactive virtual tours of several subway stations. Metro said Friday that its new StationView tool allows readers to go underground using the agency’s website or Google Maps for a peek at six stations: Union Station, Judiciary Square, Gallery Place-Chinatown, Metro Center, Archives and L’Enfant Plaza. “StationView is an example of how we are creating new, innovative ways to better serve our customers,” Metro General Manager Paul Wiedefeld said. The agency, which said virtual tours are a first for U.S. rail systems, expects to outfit all 91 stations by the end of the year. In response to questions about its cost, Metro spokeswoman Sherri Ly said the agency has spent about $163,000 on the project so far. The early reviews of StationView were cruel, however, at least among Twitter users. “This took budget priority over more trains, more 8-car trains, and working escalators?” one asked. “In case you need to see what crowds of passengers affected by single-tracking looks like,” tweeted another. BAGHDAD Iraq’s president hit back at President Trump on Monday for saying U.S. troops should stay in Iraq to keep an eye on neighboring Iran, saying the U.S. leader did not ask for Iraq’s permission to do so. “We find these comments strange,” said Barham Salih. Trump’s comments added to concerns in Iraq about America’s long-term intentions, particularly after it withdraws its troops from Syria. Trump has angered Iraqi politicians and Iranianbacked factions by arguing he would keep U.S. troops in Iraq and use it as a base to strike Islamic State group targets inside Syria as needed. In an interview with CBS News’ “Face the Nation,” Trump said U.S. troops in Iraq were also needed to monitor Iran. “He didn’t ask Iraq about this,” Salih said Monday. He said U.S. troops were in Iraq as part of an agreement between the two countries with a specific mission of assisting in the fight against ISIS and combating “terrorism.” He said the Iraqi constitution forbids the use of Iraq as a base to threaten the interests or security of neighboring countries. “Don’t overburden Iraq with your own issues,” he added. In the CBS interview, Trump

praised the base in Iraq. “We spent a fortune on building this incredible base,” Trump said. “We might as well keep it. And one of the reasons I want to keep it is because I want to be looking a little bit at Iran, because Iran is a real problem.” He appeared to be referring to Al-Asad air base in western Iraq. The base hosts U.S. troops but belongs to the Iraqi army. Trump’s comments appear to have further inflamed tensions in Iraq over the continued presence of U.S. troops after the defeat of ISIS. Curbing foreign influence has become a hot-button issue in Iraq after parliamentary elections in May in which Shiite

militias backed by Iran made significant gains. The militias fought alongside U.S.-backed Iraqi troops against ISIS in recent years, gaining outsize influence and power along the way. Now, after defeating ISIS militants in their last urban bastions, Iraqi politicians and militia leaders are increasingly speaking out against the continued presence of U.S. forces on Iraqi soil. Former P ri me M i nister Haider al-Abadi also weighed in on Monday: “Iraq should not be used as a spring board to attack its neighbors. We are not proxies in conflicts outside the interests of our nation.”

O’Hare International Airport in Chicago was the busiest airport in the U.S. last year, surpassing Hartsfield-Jackson Atlanta International Airport for the first time since 2014, according to data the Federal Aviation Administration released Monday. O’Hare had more than 903,000 arrivals and departures in 2018, compared with secondplace Atlanta’s 895,000, the data showed. O’Hare operations increased 4.2 percent, compared with a 1.8 percent increase in Atlanta. Los Angeles, Dallas-Fort Worth and Denver international airports rounded out the top five U.S. air traffic hubs. (AP)

Belgium’s Hollywood-worthy bank heist

When police reacted to a warning call at a bank in Antwerp’s famed diamond center, they found the vault door still secured. It was only after they forced their way inside that they realized the sheer audacity of the robbery that had taken place — some 30 empty deposit boxes, a hole in the floor and a tunnel to the sewer system. Police have so far been unable to quantify what the robber or robbers made off with. No suspects have been apprehended. (AP)

Women stand trial for alleging harassment PARIS Six French women stood trial Monday in a defamation lawsuit brought by a former lawmaker they accused of sexual misconduct 1½ years before the #MeToo movement. Four journalists who published allegations from the women and eight others in May 2016 are also defendants in the case filed by Denis Baupin, above, who resigned his leadership post in parliament’s lower house when the media reports came out. Baupin’s lawyer, Emmanuel Pierrat, said his client was the victim of “media lynching” and expects his “innocence” will be “totally proved” during the trial. The defendants said they regard the proceedings as a test of French women’s ability to speak out when they think powerful men sexually harassed or abused them. The lawsuit arose from reports by investigative website Mediapart and radio station France Inter based on accounts from 14 women who alleged Baupin groped, sexted and otherwise harassed them. The alleged harassment took place from 1998 to 2013. Baupin was not in court Monday and doesn’t plan to attend the trial. Defense lawyers requested an order forcing him to appear, but the judge said that as the plaintiff, Baupin had the right not to be there. The trial is to continue today, with more hearings Thursday and Friday. SYLVIE CORBET (AP)

Race wounds exposed

Pastor Lacette Cross of Restoration Fellowship RVA speaks during a protest Monday calling for Virginia Gov. Ralph Northam to resign.

BRYAN TERRY (THE OKLAHOMAN VIA AP)

CULTURE When Virginia Gov. Ralph Northam refused to resign last week, he did so in the shadow of a Capitol built by a founding father and a slave owner, in the former seat of the Confederacy still wrestling with what to do about statues that honor those who fought to preserve slavery. The 35-year-old photo on his yearbook page of a person in blackface and another person in a Ku Klux Klan robe has brought about a stunning reversal of fortune in Northam’s political career and laid bare for the nation just how deeply racist behavior remains interwoven in American culture, institutions and politics. In rejecting calls to step down, the 59-year-old white son of Virginia came across to many African-Americans as displaying a sense of white privilege. “What we have learned over the last 24 hours along with all the incidents of the last two years brings front and center the need for this nation to deal with the question of race once and for all,” NAACP President Derrick Johnson said in an interview Saturday. “Because we have [President] Trump in the White House, who has created a political landscape of intolerance and racial hatred, this has exposed a wound that has been festering for a while now.” Should Northam, a Democrat, ultimately step down, Lt. Gov. Justin Fairfax would become the second black governor in the South since Reconstruction. Last month, Fairfax, the only black official currently elected statewide, sat down in protest as the Virginia Senate recognized Lee-Jackson Day, which honors Confederate generals Robert E. Lee and Stonewall Jackson.

Northam scandal puts a spotlight on deeply embedded racism in the United States

University of Oklahoma President James Gallogly, right, listens as students speak during a rally against racism, organized in response to video that surfaced on social media of an Oklahoma student wearing blackface.

In his initial apology, Northam said the photo does not represent who he is now. A day later, he denied being in the photograph at all, while admitting to wearing blackface to imitate Michael Jackson at a dance contest. The incident is the third in

recent weeks: Last month, Florida’s secretary of state resigned after photos from a 2005 Halloween party showed him in blackface dressed as a Hurricane Katrina victim. Also last month, videos surfaced of people in blackface at the University of

Oklahoma. Two students withdrew from the university and apologized. Such incidents are not only hurtful; they can be harmful when they happen at institutions of higher learning and are perpetrated by people who go on to impact the lives of people of color as decision-makers — from politicians to doctors. A recent University of Virginia study showed that black Americans are systematically undertreated for pain relative to white patients, and that white laypeople and medical students and residents hold false beliefs about the biological differences between the races — beliefs that can affect the perception and treatment of black patients. The trust Northam, a pediatric neurologist, established with his patients was not unlike the faith he sought from voters. In running for governor, many people — including the 87 percent of black voters who supported him — saw Northam as a candidate who belongs to a party associated with justice and equality, who ran against an opponent tied to a president who has been accused of racism. Their vote for Northam was, in part, a rejection of those views and beliefs. The governor’s defiance amid the roar for him to step aside among even his Democratic colleagues, black and white, casts doubt on Northam’s ability to represent these voters going forward, Johnson said. “If we cannot recognize African-Americans are full citizens entitled to humane treatment by our public policymakers, how can we expect public policy to meet the needs and interests of those communities being portrayed as less than human?” Johnson asked. Nayib Bukele, El Salvador’s president-elect, won 53 percent of the vote Sunday. But in breaking the three-decade hold on power by the country’s two dominant parties, the 37-year-old former mayor, who has vowed to root out corruption, will have few friends in the legislature. His party, the Grand Alliance for National Unity, holds 10 seats, while 43 votes are needed to pass laws. His five-year term begins June 1. (AP)

The Department of Justice said Sunday it will work with the Bureau of Prisons to examine what happened at a federal detention center in Brooklyn that lost heat and electricity last week during the polar vortex and to ensure that it has a backup system in place. Electrical power was restored at the Metropolitan Detention Center at about 6:30 p.m. Sunday, an official said. (AP)

Trudeau condemned a “dictatorship willing to use force and fear” to maintain its power. He also announced $53 million in humanitarian aid to support the Venezuelan people. Maduro lashed out at the EU, accusing it of taking orders from the Trump administration. But he stopped short of breaking off diplomatic relations with the 16 European countries that recognized his rival Monday, unlike his swift move to cut ties with the United States.

A growing list of 38 countries have now recognized Guaido, including non-EU European nations Kosovo and Albania. Maduro has shown signs he’s willing to negotiate. In an interview that aired Monday with Italy’s Sky TG24, he said that he had written to Pope Francis asking for help in fostering dialogue with the opposition. VENEZUELA More than a dozen European Union countries endorsed Venezuelan opposition leader Juan Guaido as the country’s interim president on Monday, piling the pressure on embattled President Nicolas Maduro to resign and clear the way for a new presidential election. Maduro stood defiant, rejecting a U.S. offer of humanitarian aid that has shifted attention to Venezuela’s western border with Colombia, where opponents were gearing up to try to bring emergency food and medicine into the country. “We are not beggars,” Maduro said in a speech to troops broadcast on Venezuelan state TV. Spain, Germany, France and Britain delivered diplomatic blows to Maduro’s rule by publicly supporting Guaido after a Sunday deadline for Maduro to call a presidential election passed without action. Sweden, Denmark, Austria, the Netherlands, Lithuania, Finland, Estonia, Latvia, the Czech Republic, Luxembourg, Poland and Portugal also lined up behind Guaido, who last

Did somebody say “Quexit”? Queen Elizabeth II and members of the British royal family are to be secreted away to an undisclosed location outside London if a no-deal Brexit scenario incites riots, British media reported Sunday. With Britain’s scheduled exit from the European Union slated for March 29, Prime Minister Theresa May is running out of time, lawmakers can’t stop squabbling, and Brits are stockpiling items as varied as bicycle parts and bottles of wine. But thanks to plans dating to the Cold War, the queen, at least, will be safe. “These emergency evacuation plans have been in existence since the Cold War but have now been repurposed in the event of civil disorder following a no-deal Brexit,” a source from the British Cabinet Office told The Sunday Times, which chose not to reveal any additional details. “If there were problems in London, clearly you would remove the royal family away from those key sites,” Dai Davies, the former head of royal protection at Scotland Yard, told The Times. “Where and how they will evacuate them is topsecret and I can’t discuss it.” The royals remained in Buckingham Palace during World War II, despite the Nazi Luftwaffe’s frequent bombing of the city, which included hitting the palace. Can Trump sell a call for unity?

Concern grows over Cabinet jobs left empty

Divisive president is expected to urge collaboration in his State of the Union POLITICS The White House says President Trump will call for optimism and unity in tonight’s State of the Union address, using the moment to attempt a reset after two years of bitter partisanship and deeply personal attacks. But will anyone buy it? Skepticism will emanate from both sides of the aisle when Trump enters the House chamber for the prime-time address to lawmakers and the nation. Democrats, emboldened after the midterm elections and the recent shutdown fight, see little evidence of a president willing to compromise. And even the president’s staunchest allies know that bipartisan rhetoric read off a teleprompter is usually undermined by scorching tweets and unpredictable policy maneuvers. Still, the fact that Trump’s advisers feel a need to try a different approach is a tacit acknowledgement that the president’s standing is weakened as he begins his third year in office. The shutdown left some Republicans frustrated over his insistence on a border wall, something they warned him the new Democratic House majority would not bend on. Trump’s approval rating during the shutdown dipped to 34 percent, down from 42 percent a month earlier, according to a recent survey conducted by The Associated

Press-NORC Center for Public Affairs Research. White House counselor Kellyanne Conway said the president would use his address “to call for an end to the politics of resistance, retribution.” “He’s calling for cooperation,” she said, adding that Trump will point to examples of where this has happened on his watch. Officials said the president is also expected to highlight infrastructure, trade and prescription drug pricing as areas in which the parties could work together. But Washington’s most recent debate offered few signs of cooperation between Trump and Democrats. Under pressure from conservative backers, Trump refused to sign a government funding bill that did not include money for his long-sought border wall. With hundreds of thousands of Americans missing paychecks, Trump ultimately agreed to reopen the government for three weeks to allow negotiations on border security to continue. With the new Feb. 15 funding deadline looming, Trump is expected to use his address to outline his demands, which still include funding for a wall along the U.S.-Mexico border. He’s teased the possibility of declaring a national emergency to secure wall funding if Congress doesn’t act, though it appeared unlikely he would take that step tonight. Advisers have also been

Speaker Nancy Pelosi, who won plaudits from Democrats for her hard-line negotiating tactics during the shutdown, will be seated behind the president — a visual reminder of Trump’s political opposition. In the audience will be several Democrats running to challenge Trump in 2020, including Sens. Kamala Harris of California, Cory Booker of New Jersey, Elizabeth Warren of Massachusetts and Kirsten Gillibrand of New York. Another Democratic star, Stacey Abrams, will deliver the party’s response to Trump. Abrams narrowly lost her bid in November to become Georgia’s first black governor, and party leaders are aggressively recruiting her to run for Senate.

POLITICS From the Justice Department to Veterans Affairs, vast swaths of the government have top positions filled by officials serving in an acting capacity — or no one at all. More than two years into the Trump administration, the president has an acting chief of staff, attorney general, defense secretary, Office of Management and Budget director and Environmental Protection Agency chief. “It’s a lot. It’s way too many,” said Sen. James Lankford, R-Okla. “You want to have confirmed individuals there because they have a lot more authority to be able to make decisions and implement policy when you have a confirmed person in that spot.” The president does not share the urgency of some in his party, largely because he sees a benefit to leaving people in interim roles. He has told others it makes the secretaries more “responsive,” an administration official said. “I like acting because I can move so quickly,” Trump told CBS News in an interview that aired Sunday. “It gives me more flexibility.” The Partnership for Public Service estimates that 54 percent of Trump’s civilian executive-branch nominations have been confirmed, compared with 77 percent under former President Barack Obama at the same point. Bill Belichick’s defensive game plan led to his sixth Super Bowl victory as a head coach.

Game didn’t quite figure

SUPER BOWL LIII | ANALYSIS

How Belichick did it

One year after the Patriots allowed 41 points in a Super Bowl loss to the Eagles, they yielded only a field goal Sunday night in a 13-3 victory over the Rams in Atlanta. The three points were the fewest allowed in a Super Bowl in almost five decades. Here is a look at how coach Bill Belichick, with the assistance of defensive play-caller Brian Flores, pulled it off.

ADAM KILGORE (THE WASHINGTON POST)

Old-school preparations

Big change for the big game

A wrinkle within a wrinkle

And one more change-up

Belichick, at 66 the oldest coach to win a Super Bowl, began preparations against the Rams and 33-year-old coach Sean McVay by going old-school. In their first practice after beating the Chiefs in the AFC title game, when other coaches might have rested players after an arduous, emotional contest, Belichick put the Patriots in full pads and went full-bore. He added extra drills and practice periods. Mistakes were met with coaches demanding, “Do it again.” At the end, players toiled through an extra 12 sprints. “It felt like we were running forever,” wide receiver Matthew Slater said.

Belichick unveiled his defensive plan to his team early in the off week. He and his staff had deduced that the Rams specialized in “man beaters,” Pats secondary coach Josh Boyer said — tactics meant to defeat man coverage. The Rams’ shifts and bunched formations thrive against man coverage, which is the style the Patriots played almost all season. But they started in zone coverage Sunday, believing it would limit McVay’s scheme and stagger QB Jared Goff, a 24-yearold facing Belichick for the first time. Goff threw for only 229 yards with one pick. The Pats stuck with the zone most of the night.

Halfway through the first week of preparations, Pats coaches switched the primary role of unheralded Jonathan Jones from corner to safety. All season, he had frequently blitzed as an outside cornerback or a nickelback. When he crept near the line, Goff would assume Jones might blitz. Then he would drop back — not to a corner’s position but to the center of the field, where he was responsible for a deep quarter of pass coverage. When Goff audibled, the Patriots could change their defense simply by moving around Jones. “Early on,” Goff said, “they were able to keep us completely guessing.”

The Patriots also devised exotic pass rushes from an alignment meant to stifle the run and force Goff to beat them. The Patriots walked up two linebackers to the line of scrimmage, effectively employing a six-man defensive line. The alignment clogged running lanes on early downs. When the Rams passed, the Patriots would vary which defenders rushed and which dropped into coverage, frequently using pass-rush combinations they had never shown. “Guys who had been rushers all year, different guys were rushing,” Rams left tackle Andrew Whitworth said.

Edelman adds to his postseason success

New England’s Julian Edelman, a seventh-round draft pick out of Kent State in 2009 who once filled in at defensive back while in search of playing time, keeps building the case for himself as the best wide receiver in NFL postseason history outside of Jerry Rice. Edelman, named Super Bowl MVP after catching 10 passes Sunday for 141 yards, now has 115 playoff receptions, second only to Rice’s 151. (TWP)

CAPITALS As each player took a knee on the ice in a semicircle around Todd Reirden, the Capitals’ coach made an announcement that prompted cheers and stick taps. There were a few pats to goaltender Pheonix Copley’s head and pads. He had just been given a three-year, $3.3 million contract that will begin next season, a significant commitment for someone who has just 21 games of NHL experience. Copley’s deal now runs two years beyond No. 1 netminder Braden Holtby’s contract, which expires after next season. The three-year term was partially done with the 2021 Seattle expansion draft in mind. Copley, 27, is the third backup goaltender in the NHL to get a three-year extension in the past month, making him eligible to be exposed in the expansion draft because he would be under contract for the 2021-22 season. “That’s not the sole consideration, but it is one consideration,”

GM Brian MacLellan said. “I think it’s important for an organization to have goaltending depth, guys who can come in and play.” The organization’s prospects in goal include 21-year-old Ilya Samsonov, a 2015 first-round pick. This is his first season in North America, sharing the net with 23-year-old Vitek Vanecek, a 2014 second-round pick, in the American Hockey League. With Copley and Holtby both under

With Copley locked up for a while, MacLellan arguably has the flexibility to flip a young goaltender for a different asset before the Feb. 25 trade deadline or in the future. Bengals eye U-turn with Taylor

The Miami Dolphins on Monday hired Patriots defensive play-caller Brian Flores, 37, as their head coach. Flores is the NFL’s only nonwhite head coach hired this year, meaning four of the league’s head coaches are minorities — half of last season’s total. “It has been a whirlwind 24 hours,” said Flores, whose previous team won Super Bowl LIII on Sunday. The Dolphins went 7-9 in 2018 to miss the playoffs for the 15th time in 17 years.

The Cincinnati Bengals’ hiring Monday of Rams quarterbacks coach Zac Taylor, 35, is somewhat of a homecoming: Taylor was offensive coordinator at the University of Cincinnati in 2016. “Zach is a bright coach with an offensive mind and background, which is important to have in today’s NFL,” owner Mike Brown said. The Bengals have endured three straight losing seasons and 28 years with no playoff wins. (AP)

fit fit 10,000 steps forward? Truths about counting

As you work toward meeting your step goal, keep these three truths in mind. C.R.

the 10,000-step daily goal is not universally appropriate for all ages and levels of physical function, it is considered “a reasonable target for healthy adults,” according to a 2011 research review published in the International Journal of Behavioral Nutrition and Physical Activity. Here’s why: Most Americans take 4,000 to 6,000 steps through general daily action — working, shopping, walking through parking lots, etc. If you add the 30 minutes of recommended

The quality of the physical activity matters more than the number of steps. Taking 10,000 steps while window-shopping isn’t as beneficial as a brisk walk. Step-counting isn’t a complete picture of your activity. Pedometers don’t measure physical activities such as biking, yoga or swimming. If a step goal becomes too difficult to meet and makes you feel bad, it’s not the right plan. Physical activity should be enjoyable and motivating, not stressful and harmful.

exercise, that’s another 3,000 to 4,000 steps, getting you close to the 10,000-step goal. Tracking steps and having manageable goals can prompt people to do more physical activity. Of course, someone who is less active may set a lower step goal. An increase to 8,000 steps will help an adult who was previously taking only 6,000 (fewer than 5,000 steps a day is considered

sedentary). On the other hand, someone who already walks 10,000 steps may aim for 15,000. But does using a step counter improve your health? Research shows mixed results. Benefits could include increased physical activity and motivation to exercise; reduced anxiety and better mood; and improved glucose tolerance and blood sugar levels. Although some studies show step counting can help control blood pressure levels and reduce body weight, other have found this is not the case. Physicians have also noted that while having patients count steps can motivate them to be more active, it can also deflate patients by underlining their inability to meet a daily goal, and wind up discouraging them from exercising at all. And some researchers are wondering whether they are asking the wrong question. Maybe they should ask, “How many steps are too few?” Consider 10,000 steps as a guiding value, not a prescriptive one. It’s the big picture — being more active — that matters more than any one number. CARA ROSENBLOOM

Imagine yourself exercising. Are you breathing out of your nose or mouth? If you are like most exercisers, you breathe through your mouth, especially as the intensity of the exercise mounts. But experts are learning that breathing through the mouth may not be as efficient or effective for exercise as breathing through the nose. Nasal breathing, as opposed to mouth breathing, can allow more oxygen to get to active tissues. That is because breathing through the nose releases nitric oxide, which is necessary to increase carbon dioxide in the blood, which, in turn, is what releases oxygen. Mouth breathing does not effectively release nitric oxide, which means the cells are not getting as much oxygen as through nasal breathing, which could lead to fatigue and stress during activity.

While the daily fitness tracker goal isn’t based on science, it’s still a decent idea WELLNESS Do you have a step goal? Step counters are built into all iPhones (check out the “Health” app), #10000steps is a popular Instagram hashtag, and watches with pedometers and heart monitors adorn many wrists. People who faithfully adhere to 10,000 daily steps or who scold themselves for not reaching that goal may be surprised to learn that this widely accepted target did not originate as the result of years of scientific research. Instead, it grew out of the marketing campaign for a pedometer invented in 1965 by a Japanese professor of health science who believed walking 10,000 steps daily would help the Japanese people avoid obesity. The name of the pedometer was Manpo-kei (10,000-step meter), and the ads for the device said, “Let’s walk 10,000 steps a day!” More than 50 years later, the idea that adults need to walk 10,000 steps a day retains its power. Over the years, many researchers have studied the 10,0 0 0 -step number to see whether it holds weight. The answer is yes and no. Although

DR. ANDREA BONIOR | BAGGAGE CHECK

My sister just can’t shut up about me Q. My sister is my best friend and I love her a lot. But she spreads my personal information around. She doesn’t do it out of malice and she always apologizes, but she can’t seem to resist. I think it’s part of her way of connecting with people. No matter how long I talk to her about this, it keeps happening. I love having her in my life but I don’t want to invite random others in too. So you’ve talked to her about this a lot, which is great. But I’m guessing that each conversation results in her feeling like you forgive her, and that ultimately it’s not that big of a deal. Now, I’m not saying she doesn’t care about your preferences, but I’m thinking that she probably doesn’t really understand the effect this has on you — which will keep her from being motivated to make

a change. So, lay it out: When she does this, it weakens your relationship. Full stop. Even if you forgive her each time, it creates a bit of a mental barrier for you to confide next time (which is totally reasonable). And that, in turn, will erode your emotional intimacy, until there’s nothing to distinguish her relationship with you from that with her audience.

What exactly does each of you consider “the last minute,” and how unacceptable is it? Might there be some relatively easy compromise here, like her presenting a matter that requires a decision and you two agreeing upon a deadline for it to be hashed out, with a clear-cut means of collaborating to get there? (OK, maybe not so easy.) Perhaps she is exhausted, with many decisions falling on her by default, and you not realizing how much mental projectmanaging she does without your help. Or maybe she is indeed making excuses for her need to control things, and this is a pattern of steamrolling you to get her way. Likely it’s somewhere in between: She’s got a planner’s personality and is generally uncomfortable with your time frame on things. So propose that compromise, and see what it brings. entertainment Natasha Lyonne gets several servings of death in Netflix’s “Russian Doll.”

verbatim

NETFLIX

“In my situation with Bryan, it was not pleasant, not at all. … For anyone who is seeking any solace in all of this, Bryan Singer was fired.”

‘Russian Doll’ isn’t just a ‘Groundhog Day’ repeat The series provides a surprisingly profound meditation on death TV REVIEW We are warned not to judge a book by its cover, even when faced with thousands and thousands of books. The same rule should apply to TV, considering how easy it is to misjudge Netflix’s extraordinary and thoughtfully existential new series “Russian Doll,” which premiered Friday. “Russian Doll” seems, in its first episode, too clever by half and too hip by a mile. It’s a Lower Manhattan-set dramedy that stars Natasha Lyonne as Nadia, a deeply cynical coder who experiences her own death over and

over on the night of her bohemian, drugged-up birthday party. As such, the series presents itself as a loopy misadventure in that uncharted territory between life and death. “Russian Doll” initially looked like more of the calculated ennui of the moment. But the show draws viewers in with questions large and small about death, depression and the redemptive power of friendship. Each time Nadia dies, she is returned to her party, looking at herself in the bathroom mirror and then making her way through a crowd of revelers. She gets a fresh start each time, even as various indicators (rotting fruit, dying flowers, vanishing friends) suggest that this in-between state is a dangerous place to linger.

Those who’ve already watched and praised the series generally agree that a plot swerve in the third episode becomes “Russian Doll’s” most compelling development, and it deserves to not be spoiled. Suffice to say, it turns the series into something more fascinating than a “Groundhog Day” premise of endless resets and raises the viewer’s interest in Nadia’s eventual outcome. Once “Russian Doll” catches on and everyone you know starts raving about the show, it will be tempting for others to overlay some religious and philosophical analysis on top of that hope. If that’s how “Russian Doll” makes you feel, then have at it. But Nadia would probably tell you to shaddup already and just enjoy it.

‘Yo ‘Young and Restless’ star St. John dies at 52

“The Young and the Restless” actor Kristoff St. John has died at age 52. Officials said Los Angeles police were called to his home Sunday, with tthe cause of death not yet available. St. John had played Neil Winters on the CBS soap opera since 1991, winning two daytime Emmys for the show (as well as nine additional nominations) and claiming 10 NAAC Image Awards. He announced in September that he was engaged to model Kseniya Mikhaleva. (AP) NAACP FX’s “Legion” ending after upcoming third season

Tony winner “The Band’s Visit” to close April 7 on Broadway

Forget about Maroon 5’s halftime show MUSIC Maroon 5 has always been a sanitary wipe of a rock band, with a sound that radiates outward from frontman Adam Levine — a tangy-smooth falsetto that has a mysterious ability to clean up after itself. And that must be why this band remains so durable, right? To hear a Maroon 5 song is to feel your brain being wiped clean of the experience as it’s happening. Levine did the magic trick six different ways during Sunday night’s halftime show at the Super Bowl in Atlanta, singing and strutting in a way that felt completely uneventful and perversely savvy. Of course, there were reasons for Maroon 5 to try to disappear. Many criticized the band for even accepting the gig — especially after Rihanna and Cardi B announced that they had each turned it down in solidarity with former NFL star Colin Kaepernick, whose pregame protests against police brutality essentially got him exiled from the league. Maroon 5 played “Harder to Breathe” and “This Love,” warming up to a state of lukewarmth; and then Travis Scott materialized to rap “Sicko Mode”; and then Maroon 5 coasted into “Girls Like You”; and a few moments later, Big Boi recited “The Way You Move”; and then back to Levine and his boyos. Having sidestepped posterity and controversy, Maroon 5 vanished into the Georgia night. CHRIS RICHARDS (TWP)

“Would Liam Neeson have that same energy if the attacker was white?” @REECESTWEETZ, reacting after the actor told The Independent that after a close friend was raped by a black man years ago, Neeson walked the streets for a week “hoping some ‘black bastard’ would come out of a pub and have a go at me,” so he could kill him. Though Neeson said he was ashamed now, he was slammed for having blamed an entire race for one man’s actions.

“Anyone else think Adam Levine looks like an Ed Hardy T-shirt?” @SHORTYSHERMAN, comparing the Maroon 5 frontman’s

tattooed physique to the popular clothing brand’s Americana designs from the mid-2000s. During the band’s performance at Super Bowl LIII, Levine’s two-toned brown sleeveless top immediately caught the attention of viewers who had furniture featuring a similar design. But it was Levine’s removal of his shirt that sparked the strongest reactions, with many comparing his naked chest to a Chipotle bag or a Ouija board.

“It should be a felony offense for how they just teased us with the ‘SpongeBob’ Bubble Bowl.” @JACKMSPELLMAN, reacting after brief

clips from “Band Geeks” — an episode of “SpongeBob SquarePants” — were played at the halftime show. Fans hoped Maroon 5 would cover “Sweet Victory,” the song from the episode, as a tribute after creator Stephen Hillenburg died in November. But the clips were an intro to Travis Scott performing “Sicko Mode.”

“The girl has anxiety, of course she’s gonna try her best to sort out a negative thing that’s making her worry.” @TBYARIANAGB, defending Ariana

Grande as she faces accusations of cultural appropriation for getting a tattoo in Japanese kanji. In since-deleted tweets, Grande said the ink was a sign of “appreciation.” After people called her defensive, Grande said she was trying to resolve the issue due to her anxiety.

AQUARIUS (Jan. 20-Feb. 18) Where you usually stumble, you’re likely to be surefooted, and vice versa. Today provides a number of surprises you can put to good use. PISCES (Feb. 19-March 20) You can derive much satisfaction out of something you put together with a friend or loved one. ARIES (March 21-April 19) What was impossible yesterday is not only possible but also probable today. A similar turn of events is waiting for you. TAURUS (April 20-May 20) You can demonstrate what you’re talking about in no uncertain terms today. Do what you can to win over the hearts and minds of your critics. GEMINI (May 21-June 20) The support you are after can be yours by day’s end, but you may have to do something that goes against the grain. Still, lasting effects are few.

FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

CANCER (June 21-July 22) You’ll be reminded that it’s a very small world indeed, and the work you do is likely to have a much wider impact than originally planned. LEO (July 23-Aug. 22) You don’t want to turn your back on a friend, but he or she may leave you no choice. This is only temporary.

VIRGO (Aug. 23-Sept. 22) You mustn’t make things too elaborate today; simplicity serves you well in all things.

TODAY: Skies become partly sunny and it’s quite mild. Highs aim for the low 60s — about 20 degrees above normal. A cool front passes late in the afternoon, but it’s too late to spoil the warmup. Winds start to come in from the northwest at 5 to 10 mph. Partly to mostly cloudy and a little cooler tonight.

LIBRA (Sept. 23-Oct. 22) You’ll see a light at the end of the tunnel today — perhaps for the first time where a certain difficult project is concerned. SCORPIO (Oct. 23-Nov. 21) A friend makes things more difficult than they need to be, perhaps, but you know how to resolve the most urgent of problems that arise.

Demi decides she’s done with the internet

Bradley seeks sympathy vote Bradley Cooper says he is “terrified” by the prospect of performing “Shallow” from “A Star Is Born” at the Academy Awards. Cooper is expected to sing the track alongside Lady Gaga after it was nominated for best song. The duo provided a preview of that moment last month when they performed the song together at Gaga’s Las Vegas residency. “I just had to Zen out and just pray that I wouldn’t ruin her show,” Cooper told E! News on Saturday. (EXPRESS)

Demi Lovato deleted her Twitter account following criticism that she was laughing at memes about 21 Savage. The rapper was taken into federal immigration custody in the Atlanta area early Sunday on an accusation that he is a British citizen who overstayed his visa. Lovato had tweeted: “So far 21 savage memes have been my favorite part of the Super Bowl.” Wale and Offset were among the artists who tweeted that they didn’t find 21 Savage’s situation funny. Bebe Rexha, meanwhile, blasted the vitriol against Lovato, tweeting: “Attacking someone that is 6 months sober about her personal issues with drugs and mental health over a tweet is LOW.” (AP)

Damon Wayans Jr. apologized Monday for past homophobic tweets that recently resurfaced. “When I tweeted those comments, almost 10 years ago, I was unaware of the emotional impact they could have,” Wayans told Deadline. “I am not excusing that behavior but that is not who I am today.” Wayans’ since-deleted tweets were posted in 2010 and

“Real Housewives of Atlanta” star Cynthia Bailey posted a selfie with a man she mistook for New England Patriots quarterback Tom Brady. The photo was taken Saturday in Atlanta, where Brady’s Patriots won the Super Bowl on Sunday. Posting the photo to Instagram, Bailey wrote: “Confession. I ran into this guy last night in the lobby of the St. Regis. I asked for a picture because I thought he was @tombrady. I really did.” (EXPRESS)
