Officials in the lakeside town have unveiled a 12-foot-tall replica of a largemouth bass to celebrate its claim as the “Big Bass Capital of the World.” Bass fishing draws thousands of people to Lake Eufaula each year. A Kittery, Maine, woman who prepared a salad using lettuce from a Shaw’s supermarket says she realized after a couple of bites that her fork was stuck in a 3-inch lizard. Authorities say a man took a sledgehammer to about a dozen squad cars in a Dallas police station parking lot, causing about $4,900 in damage. Police say Gregory Simpson, 58, walked into the Dallas Central Patrol parking lot at the marshal’s office detention center before dawn Sunday and started hitting the cars. Simpson was arrested and charged with criminal mischief. His motive is unknown. (AP)

for about an hour, craning their necks and squinting at rooftops. “We were just about to leave and go eat when I saw a flash of white in the sky,” Stafford says. “It was just a fleeting glimpse, but I got so excited I was jumping around.” Unfortunately, Stafford’s kids didn’t get to see the owl. ANIMALS Two snowy owls have taken up residence in the courtyards of the U.S. Department of Agriculture building near the Mall, much to the delight of the people who work there. “I call them Thelma and Louise,” says USDA economist Teresa McKeivier, who spotted one of the Arctic birds for the first time on Jan. 8 while looking out a window of colleague Ronald Lord’s office. “I remembered the snowy owl from four years ago, so I knew what they looked like,” McKeivier says, referring to the avian celebrity that wintered in D.C. in 2014. That snowy owl was part of an irruption, a temporary influx of a species into a region it doesn’t normally inhabit. Snowy owl

irruptions tend to occur every four or five years, when the birds migrate farther south than usual after a population boom. That appears to be happening again this winter, with snowy owls turning up in Texas and North Carolina. The snowy owl that visited D.C. in 2014 was hit by a bus, rehabilitated and then hit by another vehicle. Thelma and Louise, in comparison, seem to have more street smarts, says Dan Rauch, a wildlife biologist with D.C.’s Department of Energy and Environment. The birds — probably juvenile females — appear fat and happy, and they’ve found a safe, quiet place to roost, he says. “Unfortunately, they’re in an area where there’s not public access, but the people who work there get to see an amazing animal that no one else can see,” Rauch says. That’s frustrating for D.C. bird-watchers who have learned

THE DISTRICT Student leaders at George Washington University this week called for administrators to remove a sorority chapter from campus, following a racially charged photo that surfaced on Snapchat. The university’s Student Association Senate unanimously passed a resolution Monday night that supported banishing the Alpha Phi sorority from campus and urged George Washington to embrace sweeping diversity and inclusion initiatives. “We recommend that tonight should not be the start or end of these conversations, and our discussion of how we can address racism on campus,” said Sydney Nelson, the organization’s executive vice president. “As a Student Association, we’ll continue to provide the space, and we’ll continue to approach the university and the administration and ourselves to do better and be better because it’s a lot of work we need to do and that starts tonight.” School officials said Tuesday they have not determined sanctions against the sorority. Hundreds of students packed a cavernous lecture hall to support the resolution and to share emotional stories about institutional racism and their concerns with

students on the matter. “There are a lot of affected students who are expressing hurt, and wanting to know if they are welcome at GW,” he said. “We are trying to make clear that they are welcome at GW.” Maltzman said “a broad consensus of disappointment” has emerged about the incident, with a promise to take “action to do better.” Keiko Tsuboi, a senior who attended the meeting, said she is skeptical administrators will act, but hopes to be proven wrong. “We gave you some feasible goals that will make students of color more comfortable at this school and these aren’t just suggestions, they’re demands to make life livable for us,” she said.

Though Metro’s budget staff had offered a grim outlook on the potential return of full service to Glenmont and Shady Grove stations, a new letter from General Manager Paul Wiedefeld to the Montgomery County Council delivers a more optimistic message. In a letter delivered Monday, Wiedefeld said he is planning to start a conversation about what it would take to end the practice of reversing some rush-hour trains at Grosvenor-Strathmore and Silver Spring stations — a practice that started years ago to deal with a shortage of trains and to preserve frequency of service in the downtown core. D.C. Mormon leader James Richard Baird, 61, died last week of carbon monoxide exposure

A 17-year-old student was shot in the parking lot of a Prince George’s County high school Monday evening, police said. An Oxon Hill High School student went outside to the parking lot to meet other individuals inside a vehicle, Prince George’s County police Cpl. Lamar Robinson said, and was shot in the upper body during the meeting. The student, an 11th-grader who was not named by police, is expected to survive, according to Robinson. Ariz. man pleads guilty in $500K magazine scam An Arizona man has pleaded guilty to scamming consumers out of hundreds of thousands of dollars by operating a fake magazine-subscription company. Raheem Oliver, 38, of Phoenix pleaded guilty Monday in federal court in Alexandria to fraud conspiracy charges. Court documents say two elderly consumers in Virginia were each scammed out of more than $50,000 when they were told they owed fines and legal fees for unpaid subscription renewals. Theodrick Joseph Jones,34, was arrested Monday and charged in all 15 cases. The break-ins moved through neighborhoods in waves — Shaw, Mount Pleasant, Logan Circle, then the popular corridors along H Street in Northeast and U Street in Northwest. Lawyer for ex-student says accomplice was ‘motivated’ to kill girl, 13 BLACKSBURG, VA. The accomplice of a former Virginia Tech student charged in the stabbing death of a 13-year-old girl had a fascination with knives and was “deeply motivated” to kill the teen, a defense attorney said Tuesday. At the opening of David Eisenhauer’s murder trial, his attorney John Lichtenstein tried to shift the jury’s focus to his alleged accomplice, Natalie Keepers, who will go on trial in September. Eisenhauer is accused of making a “secret date” with Nicole Lovell after meeting the teen through an instant messaging app. Nicole, a middle school student from Blacksburg, sneaked out of her bedroom to meet Eisenhauer, who was then a student at the nearby campus. On Jan. 27, 2016, Eisenhauer stabbed Nicole 14 times and cut her throat because he was worried his relationship with the underage girl would be exposed, prosecutors said. “He has a problem and his problem is Nicole Lovell,” Commonwealth’s Attorney Mary Pettitt said. Leadership failure: Missing pay angers health care officers the employees might not get their full pay for months. “Officers may receive temporary reductions in monthly compensation over the next 3-4 months while we transition from the Legacy Pay system to the HPSP [Health Professionals Special Pay],” Adams wrote on Jan. 31. “However, we anticipate special pay will be authorized retroactively from January 28, 2018.” Adams didn’t apologize and was vague on the reasons for the special pay interruption, citing only “a number of unanticipated events.” Repeated requests for more information from PHS were denied. Starting 10 years ago, PHS formed workgroups that made recommendations and proposed options, yet the agency didn’t get the job done. “A policy was drafted and is under review for approval and will be finalized in the next few weeks,” Adams said. The U.S. Public Health Service had 10 years to follow congressional direction and adopt a new pay system for members of its Commissioned Corps. It failed. Now, thousands of health professionals who work for the Department of Health and Human Services (HHS), but wear uniforms and insignia like the Navy, must go without “special pay” because their leadership screwed up. These professionals provide care in some of the most remote, deprived and disadvantaged areas of the nation, as well as during disasters. Their uniforms are an outward manifestation of their pride and commitment to service. But PHS is not responding in kind — not just by messing with the officers’ money, but also through a lack of communication, explanation and apology. The special pay is designed to make the corps, whose positions include physicians, dentists and pharmacists, more competitive with the private sector. In a letter to the Commissioned Corps, Surgeon General Jerome Adams said

House overhauls sexual harassment policy for its members The House voted Tuesday to prohibit sexual relationships between lawmakers and their employees, a rules change that brings the institution in line with the military and private sector. The prohibition took immediate effect as Congress moves toward changing the system for reporting and adjudicating employees’ claims of sexual harassment. A separate bill that makes it easier to make complaints and requires lawmakers to reimburse taxpayers for workplace settlements now heads to the Senate. A. In the federal workplace, that term doesn’t refer to reading, writing and ’rithmetic, but rather to recruitment, retention and relocation incentive payments. Agencies can pay them when they otherwise would have trouble filling a position, or keeping a current employee, because the government salary is not competitive with pay elsewhere. They most commonly are paid in occupations including information technology, health care, engineering and law enforcement. As a retention incentive, agencies may add up to 25 percent to an individual’s pay, or up to 10 percent on a group basis. A recruitment incentive may be up to 25 percent of what a prospective employee would be paid, for up to four years. The same applies to incentives for current employees to move to a less desirable place or assignment. For each, the employee must agree to continue working for a period or else repay the agency. With the Office of Personnel Management’s consent, agencies may pay incentives of up to 50 percent to address a “critical agency need.” A recent OPM memo effectively encouraged agencies to make such requests by calling attention to that fact and by making the process easier. Congress close to budget deal Trump: ‘I’d love to see a shutdown’ if demands on immigration not met

POLITICS Buoyed by the sudden likelihood of a budget pact, lawmakers are on track to avoid a repeat of last month’s government shutdown — although President Trump unexpectedly raised the possibility of closing things down again if he can’t have his way on immigration. “I’d love to see a shutdown if we can’t get this stuff taken care of,” Trump declared Tuesday. Trump’s comments were strikingly disconnected from the progress on Capitol Hill, where the House passed a short-term spending measure Tuesday night and Senate leaders were closing in on a larger, long-term pact ahead of a Thursday night deadline. The broader agreement would award whopping spending increases to both the Pentagon and domestic federal programs. It also would approve overdue disaster relief money and, perhaps, crucial legislation to increase the government’s borrowing limit to avoid possible default. Democratic leaders have dropped their strategy of using the funding fight to extract concessions on immigration. Instead, the Democrats prepared to cut a deal that would reap tens of billions of dollars for other priorities — including combatting opioids — while

taking their chances on solving the immigration impasse later. Tuesday night’s 245-182 House vote, mostly along party lines, passed a six-week stopgap spending bill that contains increases for the military that long have been demanded by Trump and his GOP allies. But the measure appears increasingly likely to be rewritten by the Senate to include legislation implementing the brewing broader budget pact. The budget negotiations, conducted chiefly by the Senate’s top leaders, Republican Mitch McConnell of Kentucky and Democrat Chuck Schumer of New York, have intensified in recent days — and the looming government shutdown at midnight Thursday added urgency.

SYRIA Russian and Syrian government forces launched a new wave of airstrikes and shelling Tuesday, plunging the besieged area just outside of Syria’s capital of Damascus into a spiral of violence and despair. At least 55 civilians were killed, while many more were trapped under destroyed buildings in what activists described as one of the deadliest days in the eastern Ghouta region in more than a month. Ten towns, home to nearly 400,000 people trapped by the violence and a tightening siege, were bombed or shelled. CAPE CANAVERAL, FLA. SpaceX’s big new rocket blasted off Tuesday afternoon on its first test flight, carrying a cherry red sports car aiming for an endless road trip past Mars. The Falcon Heavy rose from the same launch pad used by NASA nearly 50 years ago to send men to the moon. With liftoff, the Heavy became the most powerful rocket in use today, doubling the liftoff punch of its closest competitor. The three boosters and 27 engines roared to life at Kennedy Space Center as thousands watched from surrounding beaches, bridges and roads, jamming the highways in scenes unmatched since NASA’s last space shuttle flight. At SpaceX Mission Control in Southern California, employees screamed, whistled and raised pumped fists into the air as the launch commentators called off each milestone. Two of the boosters — both recycled from previous launches — returned minutes later for simultaneous, side-by-side touchdowns at Cape Canaveral. Sonic booms rumbled across the region with the vertical landings. There was no immediate word on whether the third booster, a brand-new one, made it onto the ocean platform 300 miles offshore. SpaceX chief executive Elon Musk owns the rocketing Tesla Roadster, which is shooting for a solar orbit that will reach all the way to Mars. As head of the electric carmaker Tesla, he combined his passions to add a dramatic flair to the Heavy’s long-awaited inaugural flight. A British judge on Tuesday upheld a U.K. arrest warrant for WikiLeaks founder Julian Assange, leaving him still a wanted man in the country where he has spent more than five years inside the Ecuadorean Embassy. Judge Emma Arbuthnot rejected a call from Assange’s lawyers for the warrant to be revoked because he is no longer wanted for questioning in Sweden over alleged sex crimes. It was issued in 2012 for jumping bail. Poland’s president on Tuesday signed legislation that outlaws blaming Poland as a nation for Holocaust crimes committed by Nazi Germany, defying both criticism from Israel and a warning from the U.S. But President Andrzej Duda said he would also ask Poland’s constitutional court to evaluate the bill — leaving open the possibility it would be amended. As currently written, the legislation calls for prison terms of up to three years for falsely attributing the crimes of Nazi Germany to Poland. A magnitude 6.4 earthquake struck Tuesday near the coast of Taiwan, killing two hotel employees and injuring more than 200 other people, officials said. The Central News Agency reported that the ground floor of the Marshal Hotel in Hualien county had caved in, causing the deaths of the two employees. Other buildings were shifted on foundations and rescuers used ladders, ropes and cranes to get residents to safety. The quake came exactly two years after a magnitude 6.4 earthquake struck southern Taiwan, causing the collapse of an apartment complex and the deaths of 115 people. (AP)

Allen’s awful idea: Tagging Cousins won’t help anyone The Redskins are reportedly considering whether to place the franchise tag on quarterback Kirk Cousins. The hope would be to trade Cousins, allowing the team to get back some of what they agreed to give up to acquire Alex Smith from the Chiefs. What a stupid idea. It’s not good business — it’s petty, a sucker punch to the passer whom they’ve already unofficially replaced. Cousins outmaneuvered Washington over the past two years, getting a combined $44 million

after being tagged twice. The Redskins can’t stand to watch Cousins go without extracting something in return. If Washington goes through with this absurd move, which team president Bruce Allen supposedly floated with several league officials last week, only bad things will happen. Allen would be outsmarting himself again. Think back to 2012, when the team was penalized $36 million in cap space because Allen had tried to take advantage of a nocap season in 2010, when he moved massive chunks of salary for Albert Haynesworth and DeAngelo Hall to that

year’s payroll. Using an unprecedented third straight tag on Cousins would cost $34.5 million against the salary cap regardless of whether he signs the deal. Cousins could start a stalemate by refusing to sign, giving the Redskins no money to sign free agents in the interim. That gives the quarterback the power to choke the team into submission. Other teams know the Redskins can’t hold onto Cousins long before rescinding the offer. Those teams would just wait it out. After all, teams don’t want a ridiculous $34.5 million deal for a one-year rental without any guarantees that he’ll sign a long-term deal. The Redskins would be in line to receive a third-round compensatory pick in 2019 if Cousins leaves as a free agent. If they tag him and have to rescind the tag, they lose the right to that compensation. So for the tag to be worth it, Washington would have to get a second-round pick or better

for a trade to be worthwhile. Applying the cheaper, $28 million transition tag gives Cousins the right to field deals from other teams that Washington could match. But the Redskins would get no compensation if they lost Cousins, and signing him would only give them the right to choose his destination in a trade. If the Redskins try this move, they’ll get a black eye around the league. Free agents used to come to Washington despite the front office’s bad reputation because the team consistently overpaid. That practice has disappeared under Allen, whose pettiness in dealing with Cousins would only deter future free agents. The Redskins should just let Cousins go when free agency starts March 14. Allen needs ghs last to learn that he who laughs st. doesn’t always laugh best.

Report: McDaniels spurns Colts On Tuesday night, after the Colts had already announced that Josh McDaniels agreed to terms to become their next head coach, ESPN’s Adam Schefter reported that the Patriots offensive coordinator had backed out of the job and decided to remain in New England. Indianapolis had already scheduled a news conference to introduce McDaniels today. According to Schefter, Patriots owner Robert Kraft began talking to McDaniels in the days following the Patriots’ Super Bowl loss to the Eagles and “wound up sweetening his contract.” McDaniels, 41, has spent nine years as a coordinator for coach Bill Belichick. Report: Wizards shopping Gortat ESPN’s Brian Windhorst reported Tuesday that the Wizards are discussing trades involving center Marcin Gortat, and that several teams have shown interest ahead of Thursday’s trade deadline. According to Zach Lowe at ESPN, Washington is interested in Clippers center DeAndre Jordan, who stands to make $24 million in 2018-19 but has an option to enter free agency this summer. Former U.S. Olympic women’s gymnastics coach John Geddert is facing a criminal investigation after complaints were filed following the sentencing of disgraced ex-sports doctor Larry Nassar, who molested girls at Geddert’s elite gymnastics club in Michigan. The Eaton County Sheriff’s Office said Tuesday that people recently came forward with complaints against Geddert. The office declined to elaborate on the complaints. During Nassar’s hearing, some victims complained that Geddert was physically abusive and indifferent to injuries. One said Geddert knew in the late 1990s of Nassar’s abuse. (AP)

MLB players’ union head Tony Clark said in a statement that the number of unsigned free agents in a historically slow market threatens baseball’s integrity. Justin Timberlake is a man who sounds lost in the woods on his latest album MUSIC REVIEW We’ve arrived at a point where Justin Timberlake has failed us. The superstar pop singer produced epic solo albums with “Justified” in 2002, “FutureSex/ LoveSounds” in 2006 and the two-part “The 20/20 Experience” in 2013. Though he tripped over his own disco ball on the second half of “20/20,” released six months after the first, he rebounded with “Can’t Stop the Feeling!” — a 2016 hit that can put anyone in a good mood. Unfortunately, though, Timberlake not only missteps on his newest album, “Man of the Woods,” he crashes and burns. He’s He s a singer s ge lost in i the woods.

While some of the 16 songs are enjoyable, some feel like leftover effor ts fr om “FutureSex” “Man of or “20/20,” in- the Woods” cluding “Mid- Justin Timberlake night Summer Jam” and “Breeze off the Pond.” It’s almost like he rushed to put out an album to peg to his Super Bowl halftime show — probably the best platform to help push new music for an artist, with more than 100 million viewers watching closely. Listening to the disappointing project is a hard pill to swallow

since Timberlake was once an idol on the level of Beyonce, launching hit after hit and working the stage like a passionate veteran, all while expanding and growing his overall sound. But there’s no way to justify “Man of the Woods.” The title track is unbearable, while “Flannel” is almost as bad, coming off like an awful lullaby. Timberlake recruited producing duo The Neptunes, made up of Pharrell Williams and Chad Hugo, for most of the project, but clearly Williams was too focused on producing movies and film scores, because he doesn’t bring the right heat. Timbaland is also part of the album, as with

Timberlake’s last three, finding success on some of songs. But he’s not always on point: The first single, “Filthy,” which Timbaland co-produced, is a mess. Timberlake can thank country superstar Chris Stapleton for the album’s most redeeming songs. The Grammy-winning singersongwriter co-wrote the Alicia Keys-featured “Morning Light,” as well as “Say Something,” where Stapleton also provides vocals. Timberlake’s issue on “Man of the Woods” is he’s trying to craft a rootsy sound, like Stapleton’s, while also keeping you on the dance floor. Like past ‘Cloverfield’ movies, ‘Paradox’ relies on a clever ad gimmick PERSPECTIVE The biggest surprise during the Super Bowl wasn’t Philadelphia defeating New England despite Tom Brady throwing for more than 500 yards. No, the biggest shock was the surprise debut of the trailer for “The Cloverfield Paradox” — and the revelation that it was going to be available on Netflix right after the game. Here was Netflix’s model of disruption in full flower. But

let’s not forget: The “Cloverfield” franchise has long trafficked in marketing gimmicks designed to paper over flaws in the product. 2008’s “Cloverfield” burrowed its way into the public’s brain with a sly campaign that showed very little. The first trailer didn’t even reveal the name of the movie, which mounted more excitement as people clamored for information. An “alternate reality game” was also paired with it as part of the film’s promotion. It paid off for distributor Paramount Pictures: “Cloverfield” grossed more than $40 million its opening weekend on a $25 million

Something similar happened with “The Cloverfield Paradox,” originally titled “God Particle.” The screenwriter revealed it had been written before “10 Cloverfield Lane” and that they had gone into rewrites during production. The result was a bad hodgepodge of sci-fi-horror cliches that makes little sense. Knowing they had a stinker on their hands, the studio shelved the movie. Along came Netflix, with its endless appetite for content. They kept the movie a secret and acted like it was genius to drop it out of the blue. Except this was a clever way of doing something studios have always done: releasing unmarketable garbage straight to video instead of wasting money on a theatrical campaign. Turns out, the real Cloverfield monster is really just the latest in Hollywood marketing.
