Veterinarians in Montana revived a cat named Fluffy who was found covered in ice and snow in a snowbank. Dr. Jevon Clark of the Animal Clinic of Kalispell said Thursday that Fluffy was unresponsive and her temperature didn’t register when her owners brought her in. Fluffy is normally a bit crabby, so when she began growling after an hour of being warmed, Clark knew she would be fine. “These crabby cats are survivors,” he said. (AP)
New Orleans police say a man entered a fast-food restaurant and tried to swipe some cash but couldn’t open the register so he made off with fried chicken instead. NOLA.com/The Times-Picayune reported the man entered the Popeyes in eastern New Orleans on Monday morning and tried to steal money from the register. But police say the register wouldn’t budge so he grabbed some fried chicken and fled. He was arrested a short time later. (AP)
The St. Louis Zoo welcomed a baby boom in recent weeks. Zoo officials announced Tuesday that 11 calves of ungulates — hoofed mammals — were born in recent weeks. The calves include three Speke’s gazelles, two addaxes, a Soemmerring’s gazelle, a Grevy’s zebra, two lesser kudus and two lowland nyalas. They were all born between Nov. 20 and Jan. 30. Zoo officials say all the animals are healthy and bonding with their mothers. (AP)

Jefferson Memorial gets a face-lift
CULTURE The rousing patriotic songs — “The Star-Spangled Banner” and “America the Beautiful” — performed before Sunday’s Super Bowl LIII in Atlanta were cheered by the pumped-up crowd in the stadium and seen in homes around the world. But what the television audience did not see was another performance happening right next to the singers on the field — D.C. resident Aarron Loggins doing a theatrical, and quickly viral, sign-language interpretation of the songs. A video of his performance, posted by the National Association of the Deaf on Facebook, has been viewed more than 1 million times and shared by more than 23,000 people. Many of them gushed over Loggins, who is deaf. Loggins, 34 — a dancer, performer and graduate of Gallaudet University — was selected to do an ASL performance of the two songs by the National Football League and the National Association of the Deaf. His performance included sweeping gestures and rhythmic swaying as Gladys Knight

He was shown for a flash at the end of “America the Beautiful.” “This was INSPIRED ASL. Man. Ridiculous that this isn’t covered on live TV,” one commenter wrote. Loggins, who was named

He said that although he is deaf, he was able to synchronize his performance with the singers by using an interpreter who gave him cues about whether the singers drew out certain words in the songs. Loggins said in an email that the experience of performing at the Super Bowl was “amazing,” and he hopes the Super Bowl sign-language performances next year will be seen more fully on television. Racist past rears its head

neighborhood was the site of one of the largest slave trades in the country. A major blot on the state’s history is its “Massive Resistance,” when Virginia’s governor in the late 1950s closed its public schools rather than heed the U.S. Supreme Court’s order to integrate them. Northam’s yearbook photo showing someone in blackface standing next to a person in a Ku Klux Klan hood and robe has been but the latest reminder of the state’s hateful past. The the scandal escalated Wednesday, when Virginia Attorney General Mark Herring was forced to acknowledge that he had put on blackface in 1980 to look like a rapper during a party
RICHMOND TIMES-DISPATCH
VIRGINIA The discovery last week of a racist photo on Gov. Ralph Northam’s 1984 medical school yearbook page has served as a glaring reminder that Virginia — a former bastion of slavery and white supremacy — continues to struggle with mindsets shaped by its turbulent racial history. Even as Virginia has grown more socially liberal in recent decades, evidence that its racist tradition is not yet a thing of the past is everywhere. Statues of Confederate leaders remain the defining feature of Richmond’s Monument Avenue and the state legislature still honors Confederate generals Robert E. Lee and “Stonewall” Jackson every year. “When Virginia voted for Barack Obama in 2008, there was talk that Virginia was now moving into a new era. In actuality, Virginia faked left and went right,” said Gary Flowers, a Richmond native who is the former CEO of the Black Leadership Forum. “This is a 400-year mode that’s going to take some time, but there has to be a radical restructuring of values,” Flowers said. The commonwealth’s history is a complex one that has been marked by contrasts. Virginia was the birthplace of American democracy, but also of enslavement; Richmond was the capital of the Confederacy, but also the home of Douglas Wilder, the nation’s first elected black governor. A statue of black tennis champion Arthur Ashe sits on Monument Avenue alongside those of the Confederate Generals. This year, Virginia will mark the 400th anniversary of the arrival in Jamestown of the first Africans to be sold as slaves in North America. Richmond’s now-trendy Shockoe Bottom

Blackface scandals are a painful reminder that Virginia is still grappling with its history
What’s next? Democratic politicians are now waiting on the Virginia Legislative Black Caucus to respond to the latest developments threatening to bring down the state’s top three elected officials. The caucus quickly condemned Gov. Ralph Northam and called on him to resign. But the group has been silent so far since Lt. Gov. Justin Fairfax was accused of sexually assaulting a woman 15 years ago, a charge he denies. The black lawmakers said they were working on a statement. (AP)

as a 19-year-old student at the University of Virginia. Virginia, the state with the largest number of Confederate monuments, statues and symbols in the nation, still hasn’t come up with a firm plan to respond to calls from the black community to remove them. In 2017, Charlottesville became a symbol of racial turmoil after a woman was killed when white nationalists rallied and rioted to protest the removal of a statue of Lee. Historians say attitudes began to slowly change in Virginia by the late 1960s, pushed by civil rights laws mandating desegregation and other social forces. But until the 1967 Supreme Court Decision in Loving v. Virginia, it was still illegal for Virginians classified as “colored” to marry those classified as “white.” In 1989, Wilder’s election was hailed as a defining moment in the state’s evolution on racial issues. The state’s vote for Obama in 2008 was also seen as a step toward progressiveness. Christy Coleman, the chief executive officer of the American Civil War Museum in Richmond, said Virginia struggles with its history but she also sees progress. “What you’re seeing is sort of this rippling effect, this progress that you talk about is absolutely present, but because we haven’t fully reconciled our history, we have these things that bubble up,” she said. Shawn Utsey, chair of the Department of African American Studies at Virginia Commonwealth University, said the black community feels betrayed by Northam because his talk of equality and inclusion during the 2017 election was seen as a contrast to President Trump. “We had our hopes high and we had the wind knocked out of us,” he said. Activists link sergeant to white nationalism A sergeant with Virginia Capitol Police in Richmond has been placed on leave after an antifascist group said his social media posts referenced symbols used by white-supremacist groups. Sgt. Robert A. Stamm, 36, was placed on paid administrative leave Wednesday, according to a Capitol Police spokesman. Senate votes to overturn post-Labor Day start Maryland’s Democratic-majority Senate voted Thursday to preliminarily approve a bill that allows local school districts to set their own calendars. The action moved the state a step closer to overturning Gov. Larry Hogan’s order that schools must start after Labor Day. Hogan said if the Senate bill passed, he would lead an effort to collect petitions to hold a statewide referendum on the issue. The Senate is expected to take a final vote on the bill Tuesday. If it passes, it would then head to the House for consideration. (TWP) PRINCE GEORGE’S COUNTY

workers the option of paying $9 on top of the $11 fee for a monthly bus pass. In return, workers like Williams get 25 free ride-sharing trips a month through Uber, Lyft or three other companies — enough for Williams to take Uber or Lyft to pre-dawn shifts and the regular bus home. PSTA subsidizes $5 of every ride-sharing trip to and from a bus stop for people who live far from bus routes, said Brad Miller, the agency’s CEO. In December, 158 people were signed up, said PSTA senior planner Bonnie Epstein. Miller can tell what’s at stake from seeing who has signed up for the program this year, he said: “The people signed up aren’t the same ones who were signed up last year.” He’s heard from riders who say the program allowed them to stay in their jobs — and they’ve been promoted to better shifts where they can take regular buses. In Washington, Metro board members are at an impasse over resuming later service hours for trains: midnight Monday through Thursday, 3 a.m. on Friday and Saturday, and midnight on Sunday. Virginia’s delegates on the Metro board oppose the later service, saying they worry about the price tag — up to $45 million — that it brings. They, as well as the Federal Transit Administration, also warn that later hours will cut into time to repair Metro’s tracks as the system plays catch-up after years of neglect. In Pinellas County, outside St. Petersburg, Fla., Dannette Williams used to run into the same problem that thousands of people in the Washington area face every day if they start work before dawn or get off after midnight. By the time she left the late shift at a door manufacturing plant in Clearwater, the buses had stopped running. And before the Pinellas Suncoast Transit Authority began offering subsidized Lyft and Uber rides in 2016, she couldn’t pick up early shifts, though she was trying to earn as much as she could to support her two teens. The buses didn’t run early enough to get her to work by 5:45 a.m. There were times when she needed the cash badly enough that she’d work a late shift anyway. On those nights, Williams recalled, she’d clock out at 11 p.m. and trudge two hours to get home. Men would pull up at times and try to get her to get into their cars. Once, a homeless woman told her to be careful. The homeless woman must have thought she looked like a target, Williams realized. As Metro’s board finds itself torn over restoring late-night train service, one solution being discussed is what the Florida transit agency chose when it wanted to operate for more hours without spending a lot of money. Instead of running buses for earlier and later hours, PSTA started offering low-income

representative, says he wants to find a cheaper way to handle the additional 600,000 rides Metro says it would gain by fully restoring service. Even if Metro were to give people a $10 ride-sharing subsidy, those 600,000 trips would cost Metro only $6 million, a fraction of the cost of restoring the later hours, he said. It’s unclear, though, exactly how much a program similar to the one in Pinellas County would cost in the Washington area and if Metro’s board wouild be willing to pay for it. Though much smaller in scale than Metro, PSTA has subsidized 89,811 rides since the program started in 2016,

using $1.45 million in state grants and $161,000 in matching funds. Metro’s board has asked agency staff to research partnerships with ride-sharing companies. Meanwhile, the idea is working for Williams. She recently took an Uber to work before the sun rose. She’s able to pick up more shifts now, she said. “It’s just helped being able to get my bills paid,” she said. “I mean, I’m still behind because of the pay scale, but I’m not behind as much.” Got a story about riding Metro or have a question? Lyft will let riders choose greener rides TRANSPORTATION Environmentally conscious Lyft riders will soon be able to summon a hybrid or electric vehicle with the tap of an icon, rejecting the conventional combustion engine as their commuting mode of choice, the company announced Wednesday. Lyft’s “Green Mode” seems aimed at easing the concerns of those who rely on ride-hailing to get around but are conscious of the impact their habit might have on the environment. Users will be able to hail one of thousands of new electric vehicles being brought onto the platform along with existing hybrids, beginning first in Seattle on Wednesday before the feature expands to other areas of the country over the rest of 2019. To supplement its greenfriendly initiatives, Lyft said it will introduce thousands of electric vehicles to its driver rental program, Express Drive. The program lets drivers borrow a vehicle to collect earnings on the platform, with maintenance and insurance costs covered by the company. Critics contend that electric and eventually autonomous vehicles, while reducing overall vehicle-related emissions, won’t do anything to reduce congestion. Instead, they may lure riders from more sustainable options such as public transit and cause even more congestion than before. FAIZ SIDDIQUI (THE WASHINGTON POST)

Questions of heritage still haunting Warren
POLITICS

Likely presidential bid is dogged by past claim to be ‘American Indian’

Gene editing sees success, scientists say
SCOTT EISEN (GETTY IMAGES)
WASHINGTON Sen. Elizabeth Warren is on the verge of launching a presidential campaign that should be all about her vision for the future. But first she has to explain her past. For the second time in two weeks, the Massachusetts Democrat apologized Wednesday for claiming Native American identity on multiple occasions early in her career. The move followed a report that she listed her race as “American Indian” — in her own handwriting — on a 1986 registration card for the Texas state bar. By providing fresh evidence that she had personally identified her race, the document resurrected the flap just as she’s trying to gain momentum for her 2020 presidential bid, which she’s expected to announce Saturday. Questions about Warren’s heritage date to at least 2012, when her Republican opponent seized on the issue during her first Senate campaign to argue she identified as a Native American to advance her career. President Trump frequently uses a racial slur to criticize Warren. In October, she released a DNA analysis that purported to bolster her claims to Native American heritage. Instead, it drew quick criticism from some

Native Americans, including a Cherokee Nation official. She apologized in private last week to the principal chief of the Cherokee Nation for “causing confusion on tribal sovereignty and tribal citizenship and the harm that resulted,” said tribal spokeswoman Julie Hubbard. And after The Washington Post reported on the Texas state bar registration, Warren addressed the issue publicly Wednesday, telling reporters that her answers were “based on my understanding of my family’s story.” The GOP is seizing on the moment to sow doubt among voters about Warren. The Republican National Committee filed a
formal grievance with Texas bar officials Wednesday, requesting that Warren be disciplined for making “false claims.” Warren reiterated Wednesday that she did not exact any career benefit from her Native American self-identification. But David Cornsilk, a member of the Cherokee Nation and the United Keetoowah Band of Cherokee Indians in Oklahoma, noted that Warren had identified as a minority in professional settings beyond the Texas state bar. “The conclusion I draw is that she may not have gotten benefit from it, but I believe she certainly was trying to,” he said. Scientists think they have achieved the first gene editing inside the body. Preliminary results suggest that two men with a rare disorder now have a corrective gene at very low levels, which may not be enough to make the therapy a success. Still, it’s a milestone toward one day doctoring DNA to treat many diseases caused by faulty genes. “This is a first step,” said Joseph Muenzer, who gave the results Thursday at a conference. Gene editing is intended as a more precise way to do gene therapy, to disable a bad gene or supply a good one that’s missing. Trying it in adults to treat diseases is not controversial, unlike the recent case of a Chinese scientist who claims to have edited the genes of twin girls as embryos. (AP)

But the group noted that the file never states individuals’ professional status, suggesting this made it easier for the regime to claim it wasn’t holding prisoners of conscience. Parkland fuels shift on guns POLITICS Last year’s shooting at a Florida high school sparked a movement among a younger generation angered by gun violence and set the stage for a significant shift in America’s gun politics. Thousands of student protesters took to the streets and inspired hashtags such as #NeverAgain and #Enough. The students also mobilized to register a new generation of voters. Candidates were emboldened, too. Many of them confronted the issue in last year’s elections and were rewarded with victory over incumbents supported by the National Rifle Association. That helped Democrats take back control of the House. “What we’ve seen here is a tectonic shift in our politics on the guns issue,” said Peter Ambler, executive director of Giffords, the gun violence prevention group founded by former Rep. Gabrielle Giffords. These people “didn’t get elected despite their advocacy for safer gun laws. They got elected because of their advocacy for safer gun laws. They made that a core part of their message to the American people.” The political landscape began to change just days after a former student shot and killed 17 students and adults at Marjory Stoneman Douglas High School in Parkland, Fla. At the state level, a surge of gun-control measures were

As Democrats push for new laws, NRA disputes its influence has waned
enacted, including increasing the minimum age for purchasing a firearm and requiring waiting periods. The number of states with so-called “red flag” laws — which allow temporary confiscation of weapons from people deemed a safety risk — doubled. At the federal level, for the first time in modern history, guncontrol groups outspent the powerful NRA on the 2018 midterm elections. The new Democratic majority in the House this week held its first hearing on gun control in a decade. The Parkland attack came just a few months after two other gun tragedies: the deadliest mass shooting in modern U.S. history that killed 59 people at an outdoor concert in Las Vegas, and

the slayings of 26 churchgoers in Sutherland Springs, Texas. In the wake of those massacres, the NRA’s influence waned. President Trump directed the Justice Department to ban bump stocks, the device used by the Las Vegas gunman that allowed his rifles to mimic fully automatic weaponry. The NRA also faced boycotts from corporate America, with some financial firms refusing to do business with gunmakers and some retailers pulling firearms and ammunition off shelves. Parkland “definitely marked a turning point,” said Adam Winkler, a professor at the University of California Los Angeles School of Law and a gun rights expert. “There is no doubt that the energy, the enthusiasm, the
mobilization of these students was very influential. It did affect a lot of people across the country.” But, he said, the NRA “remains a powerhouse,” and it’s too early to suggest that gun groups’ troubles are insurmountable. NRA spokeswoman Jennifer Baker questioned whether the influence of gun-rights advocates has waned, noting that Florida elected a governor backed by the NRA and a majority of the organization’s legislative candidates won last year. Despite the Democratic gains in Washington, proposals for gun restrictions still face long odds. Any action taken by the House will fail to gain traction in the Senate or be signed into law by Trump, she said. LISA MARIE PANE (AP)

While the tally, which only includes accounts that can see advertisements, shows Twitter’s lesser size in comparison with other social networks — well below Facebook’s 1.2 billion daily users and Snapchat’s 186 million daily users — Twitter also saw a 9 percent increase in daily active users compared with the same period last year. CUCUTA, COLOMBIA Trucks carrying U.S. aid destined for Venezuela arrived Thursday at the Colombian border, where opposition leaders vowed to bring them into their troubled nation despite objections from embattled President Nicolas Maduro. Two semi-trailers loaded with boxed emergency food and medicine rolled into the Colombian border city of Cucuta, which is just across the river from Venezuela. The focus of Venezuela’s political fight now hinges on whether Maduro will allow the aid to enter the country. Maduro denies a humanitarian crisis exists and says Venezuela is not a country of beggars. The Venezuelan military has barricaded a bridge between the two nations with a tanker and two cargo trailers in an apparent attempt to block the aid. Opposition leader Juan Guaido, who requested the international assistance, said it is necessary in a country racked by shortages of basic goods. Guaido, who has the backing of some 40 countries, including the United States, is seeking to oust Maduro. Long-time allies Russia and China continue to support Maduro. Also Thursday, a coalition of European and Latin American nations called on Venezuela to hold free and transparent elections to peacefully resolve its crisis. ‘It will take off like a wildfire’
Amanda Gorrow, of Vancouver, Wash., is afraid to leave her house with her infant because he’s too young to get the measles vaccine
Anti-abortion bills advance in GOP-led states
VANCOUVER, WASH. Amber Gorrow is afraid to leave her house with her infant son because she lives at the epicenter of Washington state’s worst measles outbreak in more than two decades. Born eight weeks ago, Leon is too young to get his first measles shot, putting him at risk for the highly contagious respiratory virus, which can be fatal in small children. Gorrow also lives in a community where, she said, being anti-vaccine is as acceptable as being vegan or going gluten-free. Almost a quarter of kids in Clark County, Wash., a suburb of Portland, Ore., go to school without measles, mumps and rubella immunizations, and Washington Gov. Jay Inslee, D, recently declared a state of emergency amid concern that things could rapidly spin out of control. The Pacific Northwest is home to some of the nation’s most vocal and organized anti-vaccination activists. That movement has helped drive down child immunizations in Washington, as well as in neighboring Oregon and Idaho, to some of the lowest rates in the country, with as many as 10.5 percent of kindergartners in Idaho unvaccinated for measles. That is almost double the median rate nationally. Libertarian-leaning lawmakers, meanwhile, have bowed to public pressure to relax state
laws to exempt virtually any child from state vaccination requirements whose parents object. Washington, Oregon and Idaho allow what they call “philosophical” exemptions, meaning essentially anyone can opt out of the requirements. All those elements combine into a dangerous mix, spurring concern about the resurgence of a deadly disease that once sent tens of thousands of Americans to hospitals each year and killed an estimated 400 to 500 people. “You know what keeps me up at night?” said Clark County Public Health Director Alan Melnick. “Measles is exquisitely contagious. If you have an undervaccinated population, and you introduce a measles case into that population, it will take off like a wildfire.” To date, at least 55 people in Washington and Oregon have gotten sick with the virus, with new cases tallied almost daily. All but five are in Clark County. Most of those infected are unvaccinated children under 10, health officials said. In Washington, with late winter and spring generally the height of measles transmission, health officials say they are scrambling to stop the disease before it can spread further — spending about $200,000 so far tracking down unvaccinated people who may have been exposed.
ALISHA JUCEVIC (FOR THE WASHINGTON POST)
Health officials worry Washington state’s measles outbreak may spin out of control
Measles across the U.S. Last year, 349 measles cases were confirmed across 26 states and the District of Columbia, the second highest total since the disease was declared eliminated from the U.S. in 2000, according to the Centers for Disease Control and Prevention. In the first month of 2019, 10 states have reported cases, all signs of a resurgence of a disease that is entirely preventable with a vaccine that authorities say is safe. (TWP)
Federal guidelines typically recommend that children get the first vaccine dose at 12 to 15 months of age and the second when they are 4 to 6 years old. (Babies may be vaccinated at age 6 months or older if they are at risk of exposure.) The same day Inslee declared
Official: After four months, Bill Cosby, 81, moves to single cell in general population in Pa. state prison
a state of emergency, Washington state Rep. Paul Harris, a Republican from Vancouver who represents Clark County, introduced a bill that would prohibit all exemptions from the measles vaccine requirement save for medical and religious reasons. Anti-vaccine groups are prepared to turn out at a committee hearing scheduled for Friday. Despite this and the defeat of a similar bill in 2015, Harris said he believes the bill has a chance of passage. The resurgence of a vaccine-preventable disease has scared a lot of people, he said, noting that polls show the vast majority of Americans support vaccinations. “It’s the right thing to do,” he said. “This is something we can actually control if we choose to.” LENA H. SUN AND MAUREEN O’HAGAN (THE WASHINGTON POST)
POLITICS President Trump’s call for a ban on late-term abortions is unlikely to prevail in Congress, but Republican legislators in several states are pushing ahead with tough anti-abortion bills that they hope can pass muster with the Supreme Court. Two bills proposing to outlaw abortions after a fetal heartbeat is detected, as early as six weeks into a pregnancy, advanced out of House and Senate committees in Mississippi this week. Republican Gov. Phil Bryant is pledging to sign either into law. Efforts to pass similar bills are underway in Florida, Kentucky, Ohio, South Carolina and Tennessee. Trump, in his State of the Union speech Tuesday night, urged Congress “to prohibit the late-term abortion of children who can feel pain in a mother’s womb.” But legislation to achieve that goal failed to win passage even when Republicans controlled both chambers of Congress. In contrast to the antiabortion momentum in GOP-led states, New Mexico’s House of Representatives approved a bill Wednesday that would remove a dormant criminal ban on abortion. The law has been unenforceable for 45 years because of Roe v. Wade. The bill now moves to the state Senate. Democratic Gov. Michelle Lujan Grisham has said she would sign it. DAVID CRARY (AP)

nation+world Amazon CEO accuses Enquirer’s parent company of ‘extortion’ MEDIA Amazon CEO Jeff Bezos said Thursday that he was the target of an extortion attempt by the National Enquirer, which he said threatened to publish embarrassing photos of him if he didn’t halt his investigation into how the tabloid obtained private texts and photos between him and his mistress. Bezos, who owns The Washington Post and Express, said the Enquirer made the blackmail threat after he began looking into how the tabloid acquired text messages that revealed his

relationship with Lauren Sanchez, a former TV anchor. In a rare statement posted to the online publishing platform Medium, Bezos said the Enquirer wanted him to make a false public statement to the news media that Bezos and his security consultant, Gavin de Becker, “have no knowledge or basis for suggesting that AMI’s coverage [of the affair] was politically motivated or influenced by political forces.” Bezos declined to do so. Instead, he published emails from Enquirer executives to a lawyer representing de Becker, including one in which editor Dylan Howard appears to suggest that the Enquirer would publish revealing photos of Bezos and Sanchez. “. . . expediating [sic] this situation, and with The Washington Post poised to publish unsubstantiated rumors of The National
Enquirer’s initial report, I wanted to describe to you the photos obtained during our newsgathering,” Howard wrote. He added, “It would give no editor pleasure to send this email. I hope common sense can prevail — and quickly.” The photos include a “below the belt selfie” of Bezos, photos of him in tight boxer-briefs and wearing only a towel, and several revealing photos of Sanchez, according to the email. Bezos went on to say that, “Any personal embarrassment AMI could cause me takes a back seat because there’s a much more important matter involved here. If in my position I can’t stand up to this kind of extortion, how many people can?”

RIO DE JANEIRO | Residents look on as firefighters work to recover two bodies trapped inside a bus that was partially buried in a mudslide caused by a violent storm in Rio De Janeiro’s Vidigal slum on Thursday. Torrential downpours and strong winds have killed at least five people, and the storm left a trail of destruction across the city, authorities in Brazil said.
Blast at defunct mine in South Africa kills 5; local media reports say the accident occurred during a robbery attempt
POLITICS Democrats are calling for a Green New Deal intended to transform the U.S. economy to combat climate change and create jobs in renewable energy. Rep. Alexandria Ocasio-Cortez, D-N.Y., above, is teaming up with Sen. Ed Markey, D-Mass., on the plan, which aims to eliminate the U.S. carbon footprint by 2030. “This is now a voting issue across the country,” Markey said. “The green generation has risen up and they are saying they want this issue solved” as one of the top two or three issues in the 2020 election. As outlined Thursday, the nonbinding resolution sets a goal to meet “100 percent of the power demand in the United States through clean, renewable and zero-emission energy sources,” including dramatic increases in wind and solar power. The Green New Deal goes far beyond the Clean Power Plan proposed by former President Obama. President Trump has scrapped Obama’s plan, which imposed emissions limits on coalfired power plants, as a job-killer. The Democrats are likely to meet resistance to their proposal in Congress, especially in the Republican-controlled Senate. Trump, who has expressed doubts about climate change, also is likely to oppose it. Rep. David McKinley, R-W.Va., said: “If anyone thinks that decarbonizing America is going to save the planet, they’re delusional.” MATTHEW DALY (AP)

Otto Porter Jr., the No. 3 overall pick in 2013, never fulfilled expectations in Washington.
DEADLINE DEALS
New plan finally starts Trading Porter gives Wizards the flexibility to refashion roster — or blow it up further ANALYSIS Whether or not owner Ted Leonsis wanted to admit it, something had to give for the Wizards. That was clear before John Wall ruptured his Achilles tendon, and it was crystal clear afterward. The Wizards didn’t wait until the final hours before the NBA’s trade deadline of 3 p.m. Thursday. On Wednesday night, they finally yielded to the harsh reality of their health problems and spending sprees, trading forward Otto Porter Jr. to Chicago for forwards Bobby Portis and Jabari Parker plus a future second-round pick. The move, which exchanges the $55 million owed to Porter over the next two seasons for a pair of expiring contracts, came less than a week after Leonsis said his core of Wall, Bradley
Beal and Porter would remain intact. The move also came a day after it was announced that Wall could be sidelined for the entire 2019-20 season. Later Wednesday, the Wizards dumped additional salary by trading forward Markieff Morris to New Orleans for veteran small forward Wesley Johnson, thereby moving below the NBA’s luxury tax threshold. If the Wizards had been in genuine denial, the Wall news appears to have shaken them out of it. The subsequent U-turn is a promising sign for a franchise that kept hoping for a brighter future without charting a path to get there. Porter, 25, arrived in Washington as a polished No. 3 overall draft pick in 2013. He exits as an enigma. The reliable outside shooter and versatile defender
Failed starting 5 The lineup the Wizards hoped to use this season fell apart quickly. (EXPRESS) PG John Wall: Injuries limited him to 32 games; he might not return until the 2020-21 season. never lived up to his four-year, $106 million extension, often perplexing coaches with his reluctance to shoot. Parting with Porter, even
though he didn’t return a firstround pick, was a no-brainer. The Wizards were going to be on the hook for $92 million for the trio of Wall, Beal and Porter next season, a price so steep that their hands would have been completely tied during this summer’s free agency period. While Washington is guilty of selling low on one of its best players, this is a classic case of better late than never. The Wizards now have options. They can take a look at Portis and decide whether he’s worth re-signing. They can more comfortably approach negotiation with Tomas Satoransky and Thomas Bryant. They can find more short-term minutes for rookie wing Troy Brown. And come July, they can attempt to refashion their rotation around Beal or they can shop their All-Star guard in pursuit of a more intense rebuilding effort. BEN GOLLIVER (THE WASHINGTON POST)

Fultz’s unhappy stay with 76ers ends
Philadelphia officially gave up Thursday on guard Markelle Fultz, the No. 1 overall pick in 2017 whose career was hampered by injuries and mysterious shooting difficulties. The 76ers sent Fultz, a native of Upper Marlboro, Md., to Orlando for undistinguished wing Jonathon Simmons, a protected first-round pick and a second-round pick. Fultz, who hadn’t played since Nov. 19, appeared in 33 games for the 76ers, averaging 7.7 points. (TWP) Clippers send defensive ace Avery Bradley to Memphis for JaMychal Green and Garrett Temple

A fiery groundbreaker
Frank Robinson poses for a photo in 1967, his second season with Baltimore. In 1966, he won the Triple Crown and was the AL MVP.
AP AND THE WASHINGTON POST
1935-2019 Decades before Frank Robinson became the Washington Nationals’ first manager in 2005, he had already had one of the most distinguished and trailblazing careers in baseball history. He was the first — and still the only — player to win the MVP award in both the National and American leagues, and in 1975 he became major league baseball’s first African-American manager. He died Thursday at his home in the Bel Air neighborhood of Los Angeles. He was 83. Major League Baseball announced his death but did not cite a cause. Survivors include his wife, Barbara, and two children. Robinson burst into the national consciousness during his first season with the Cincinnati Reds in 1956, winning the NL’s Rookie of the Year Award. In 1961, he led the Reds to the World Series and won his first MVP. A powerful hitter, swift, graceful outfielder and hard-nosed competitor, Robinson was part of a generation of black players who dominated baseball in the 1950s and ’60s, including Willie Mays, Hank Aaron, Ernie Banks and Roberto Clemente. Robinson, who reached the majors less than a decade after Jackie Robinson broke the color barrier, refused to be intimidated on or off the field. “Pitchers did me a favor when they knocked me down,” he said. “It made me more determined.” After receiving death threats early in his career, Robinson started carrying a gun. In February 1961, he displayed it in a restaurant when a man threatened him with a knife; Robinson was arrested for carrying a concealed weapon. The incident revealed a fissure in his relationship with the Reds.

Frank Robinson, a hard-nosed superstar and MLB’s first black manager, dies at 83
Robinson became the first black manager in MLB history with the Indians in 1975. He also became the first manager of the Nationals in 2005.
Bill DeWitt Sr., then the team’s general manager and later its owner, did not respond to a call for help from Robinson, who spent the night in jail. In 1965, when Robinson hit 33 home runs and drove in 113

in sports history. In 1966, he won the Triple Crown by leading the AL in batting average (.316), home runs (a career-high 49) and runs batted in (122). He capped his 1966 season by homering twice in the World Series and won the series MVP award as the Orioles swept the L.A. Dodgers for the franchise’s first title. He also got his second MVP award for the season. In 1975, while still active as a player, Robinson was named manager of the Cleveland Indians, becoming the first AfricanAmerican to hold the field general’s job. He was manager of the Indians for two-plus seasons and managed the San Francisco Giants (1981-84) and the Orioles (1988-91). He ultimately managed more than 2,000 games. He was at the helm of the Montreal Expos when the franchise moved to Washington in 2005. He led the team during its first two seasons and also was a longtime executive with Major League Baseball. When he retired after 21 seasons as a player in 1976, his 586 home runs ranked fourth behind Aaron, Babe Ruth and Mays. (He is now 10th on the all-time list.) He finished his career with a .294 batting average and 1,812 RBI (21st all time). He was a first-ballot Hall of Famer in 1982. “Does anybody have as complex, as long and as distinguished a career as Robinson?” said Rob Ruck, a University of Pittsburgh history professor and author of “Raceball: How the Major Leagues Colonized the Black and Latin Game.” “If this guy had played in New York or L.A. or Chicago, more of baseball America would have been aware of that.”

Phillies get Realmuto, yield pitching prospects The rebuilding Marlins on Thursday sent All-Star catcher J.T. KRISTEN PAGE-KIRBY | THE REELIST
The good ‘Part’: A lesson in losing a piece of yourself Growing up is a tough gig. Everything about how you relate to the world changes when you’re an adult — you’re the one who has to shove your hand down the kitchen sink to clean out the gunk, good socks start to sound like an awesome gift and throwing a temper tantrum has little effect other than shutting down the federal government. There’s also the emotional cost to pay: Crying less. Hugging less. Playing less. Worrying more. In “The Lego Movie 2: The Second Part,” the characters we met in the 2014 original have returned, though to much more adult circumstances. The bricky bunch have lost their colorful Bricksburg home and now
reside in Apocalypseburg, described by Wyldstyle (Elizabeth Banks) as “a heckish place to live.” According to Wyldstyle, the ever-optimistic Emmet (Chris Pratt) needs to toughen up to survive in this beige new world, which is under constant threat of invasion from the baby-voiced, glitter-puking aliens from Planet Duplo. When invading General Mayhem (Stephanie Beatriz) nabs Wyldstyle and the rest of the core gang, only Emmet is left to save the day — and the world, which is on the brink of a mysterious event called Armomageddon. As Emmet sets off on his rescue mission, he teams up with Rex Dangervest (also Pratt), an ultramasculine space cowboy who pilots a ship crewed by raptors. Rex too says that Emmet needs to wise up and harden
his heart, because that’s what it’s going to take to save his friends. And Emmet listens. We all know where “The Lego Movie 2: Lego Boogaloo” is going with this, right? Of course Emmet will realize that his sweetness is his strength, and that his optimism is a light that others can follow. But “The Lego Movie 2: Revenge of the Lego” adds depth through Wyldstyle’s own journey. Even before her arrival on the relentlessly perky Duplo, she’s already suppressed nearly everything fun and frivolous (and, let’s admit it, feminine) about herself because, to be a grown-up, you have to be taken seriously. She resists the pink and fluffy and bouncy pop fun because she has a job to do, and there’s no room for glitter
‘The Lego Movie 2: The Second Part’ (PG, 106 min.) DIRECTOR: Mike Mitchell STARS: Chris Pratt, Elizabeth Banks, Will Arnett, Nick Offerman IN A NUTSHELL: The heroes of Bricksburg must battle invaders from outer space and restore harmony to the Lego universe.
BAFTA Awards remove director Bryan Singer from “Bohemian Rhapsody” nod amid allegations
on an important quest. Watching Emmet’s sweetness get replaced by the hypermasculinity Rex embodies — defined by isolation, punching and an affinity for “The Matrix” — is an important part of “The Lego Movie 2: The Lego Strikes Back,” but in Wyldstyle we see someone who’s already made that transition. At one point there’s a revelation about her past and someone gasps, “Are you secretly CUTESY?!” — a charge she vehemently denies. In coming-of-age stories, “coming of age” usually means toughening up, losing some fun, cleaning out kitchen sink gunk — moving from Emmet to Rex. “The Lego Movie 2: The Lego-eckoning” is about how growing up can (and possibly should) mean the opposite. Instead of being defined by emotional restraint with a heavy dose of stoicism, adulthood can be about being more open and vulnerable, about being firmly on the side of hope and about being unashamed of finding the color in a beige-bricked world. And then maybe adding some glitter. For more movie musings, follow Kristen on Twitter: @kpagekirby
“The Prodigy” continues the fine tradition of creepy children in horror films, with one intriguing complication: The young villain is a metaphor for parental failure. Filmmaker Nicholas McCarthy waste no time with ambiguity over whether Miles (Jackson Robert Scott) is evil or simply misunderstood. The script is clean and economical, with an inexorable logic to each twist. ALAN ZILBERMAN (FOR THE WASHINGTON POST)
‘Arctic’ PG-13, 98 min.
Director Joe Penna is just as patient as his protagonist, a cargo pilot named Overgard (Mads Mikkelsen) whose plane has crashed in the Arctic. Mikkelsen is perfect in the role, his face close to absolutely stoic, yet still able to convey all the anguish of his situation. With minimal dialogue, “Arctic” manages to immerse us in a tale that plays out as pure and instinctual. PAT PADUA (TWP)

Disregard ‘What Men Want’ Taraji P. Henson charms in a rom-com that has too much on its mind
‘Cold Pursuit’ is a lukewarm revenge thriller
PARAMOUNT PICTURES
FILM REVIEW In “What Men Want,” Taraji P. Henson gains the ability to hear men’s unspoken thoughts after she (1) accidentally drinks druglaced tea; (2) dances to 2 Live Crew’s “Hoochie Mama” during a friend’s bachelorette party; (3) is knocked over by an inflatable penis; and (4) is slammed into a nightclub stage. Nothing about this movie is subtle. That’s almost a good thing. Henson’s lively spirit carries “What Men Want,” an otherwise so-so gender-flipped remake of the 2000 romantic comedy starring Mel Gibson. Replacing Gibson’s chauvinistic adman — a guy mystified by the female mind — Henson stars as Ali Davis, a self-absorbed Atlanta sports agent who will stop at nothing to sign an NBA draft pick after she is passed over for promotion at her firm. Ali’s main issue, both at her testosteronefueled office and in her personal life, is that she seems unable to form meaningful connections with the opposite sex. That includes the young basketball prospect’s helicopter dad (Tracy Morgan), whose approval will determine her success. After diagnosing Ali’s man problem, a psychic called Sister (Erykah Badu, dialed all the way to 11) gives Ali the psychotropic tea. Later, Sister convinces her

panicked customer to use her ability to hear men’s thoughts — or rather, her inability to ignore them — to her advantage. What better way to court her next client, and his father, than to eavesdrop on them thinking? Director Adam Shankman (“Hairspray”) plays to Henson’s strengths, balancing R-rated humor with physical comedy. But the director loses points for burdening the nearly two-hour movie with a bucket of subplots, few of which receive enough attention to justify their existence. For instance: Ali has a onenight stand with an attractive bartender, played by Aldis Hodge. (But wait, he’s still grieving the death of his wife!) Later, she tries to stop one of her three

best friends from marrying a cheater. (But wait, they all secretly resent her for not spending enough time with them!) Luckily, we get to see a lot of Brandon (Josh Brener), Ali’s submissive assistant. Brener and Henson have great chemistry, especially in their scenes
together following the nightclub incident. “I thought black people stopped drinking tea after ‘Get Out,’ ” Brandon wisecracks (an aggressively of-the-moment indicator that this movie aspires to do more than rehash the original.) But there’s also too much of this, and the film’s dialogue is too often on the nose. “From now on,” Ali proclaims, “my self-worth is not going to come from a man’s approval.” “What Men Want” avoids some of the pitfalls of gender-flipping, given how loose its connection to “What Women Want” is. But that doesn’t mean it’s good. It would make a perfectly fine airplane movie. Or maybe save it for the bachelorette party. SONIA RAO (THE WASHINGTON POST)

‘President Is Missing’ finds creative team
Showtime said Thursday that “Mission: Impossible — Fallout” director Christopher McQuarrie, far left, will executive produce the drama series “The President Is Missing,” based on the 2018 mystery novel by Bill Clinton and James Patterson. Anthony Peckham, whose screenplay credits include “Invictus” and “Sherlock Holmes,” will write the series adaptation. (EXPRESS) Deadline: Amy Sherman-Palladino in talks to direct “Gypsy” remake
Nick Jonas to return in “Jumanji” sequel
FILM REVIEW Liam Neeson’s most recurrent role of late — that of a dad whose outrage fuels a violent vigilante campaign — has always been preposterous. But it’s never been nuttier than in “Cold Pursuit,” an action thriller in which the Irish actor plays Nels Coxman, a snowplow operator at a Colorado ski resort with the death-dealing skills of a specialops commando. This time, the absurdity is intentional. The story begins with a murder: Nels’ son Kyle — an airport baggage handler played by Michael Richardson, Neeson’s real-life son — tangles with drug thugs, and is eliminated with a forcible overdose of heroin. Improbably, the cops assume that Kyle’s OD was self-administered. It’s left to Nels to beat, choke and shoot his way to the truth. Adapting his own 2014 film, “In Order of Disappearance,” Norwegian director Hans Petter Moland retells the story with copiously bloody zest. This is a movie in which nearly every one of the abundant killings is not just an act of justice, but also a blackly comic punchline. This will make “Cold Pursuit” a treat for fans of gory, Tarantinostyle romps. Yet the movie is never more than a minor entertainment with a taste for major havoc. Crossbreeding “Taken” with “Reservoir Dogs” is an amusing idea, but not an extraordinary one. MARK JENKINS (TWP)

Jackson reprising his role from 2000’s “Shaft” as the nephew of the original bad mother (shut your mouth!). Jessie T. Usher is his less-than-tough son who starts working with the black private dick who’s a sex machine to all the chicks (Shaft!). KRISTEN PAGE-KIRBY (EXPRESS)
SUMMARY: With “Avengers: Infinity War” ending on what might generously be called a dark note, now it’s time to … watch a trailer full of dark notes. Black Widow is sharpening her sharpshooting skills, Captain America is attending a grief support group, and we’re all looking for a We Miss Cap’s Beard group to help us get over that great loss. @ALBERTFONG98, joking about the
latest feature added to the video-call service Skype that allows users to blur their background. Parent company Microsoft said the feature recognizes hair, hands and arms, keeping the subject in focus. Elated Twitter users rejoiced at the idea of being able to hide their messy homes from others.
“Encouraging unwanted advances from strangers inside a plane? Don’t you even understand harassment, Delta?” @ANOTHERSPANIEL, criticizing the airline for a marketing partnership with Coca-Cola earlier this winter that featured napkins encouraging passengers to write down their number and pass it to their “plane crush.” Many found the napkins to be creepy, not cute, and Delta began pulling them in January.
“Ah yes, blackface but make it fashion, huh?” @TARTEAUXLUNE, blasting Gucci for selling the above sweater, which evoked racist stereotypes. Twitter users eviscerated the luxury brand, which apologized and pulled the sweater from retail outlets, for advertising the item during Black History Month. Gucci’s slip-up comes as Virginia faces a political crisis, with Gov. Ralph Northam and Attorney General Mark Herring admitting to wearing blackface.
“Me think you confused ... ‘Rent’ played on a different street, me think Broadway?” ME_COOKIEMONSTER, jokingly replying
to a question about his rent during the “Sesame Street” character’s Reddit AMA on Wednesday. Cookie Monster’s AMA was filled with new information about his preferences. For example: He sometimes eats fruits and veggies, prefers his mom’s cookie recipe, hates Oscar the Grouch’s sardine cookies and wants to duet with Lady Gaga.

AQUARIUS (Jan. 20-Feb. 18) You’ll want to dig deeper than usual today to move past the basics and get to the real nitty-gritty. A partner has a very good idea! PISCES (Feb. 19-March 20) You and a few friends can put your heads together and come up with an idea that many others will be eager to help you bring to fruition. ARIES (March 21-April 19) You’ll be eager to see how someone has blossomed under your tutelage recently. Take care, however, that you don’t expect too much too soon. TAURUS (April 20-May 20) You can be instrumental in helping others work out a dilemma that has brought things to a standstill. Focus on the central issue. GEMINI (May 21-June 20) What you say must be simple and straightforward today; you cannot afford to be misunderstood because you’re trying to be fancy.
THURSDAY’S SOLUTION
THURSDAY’S SOLUTION
CANCER (June 21-July 22) You can spend more time than usual with a friend who gives as much as you do. He or she is ready to take things to a new level; are you? LEO (July 23-Aug. 22) The time is right for you to look at a certain issue from a new perspective. You’ll surely be forgiven for being overly simplistic.
FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

LIBRA (Sept. 23-Oct. 22) It may be time for you to change direction today, as you are likely to realize that where you were going isn’t the place for you right now.
SAGITTARIUS (Nov. 22-Dec. 21)
You may be unusually restless at this time. You may want to tag along with a friend as he or she goes about some routine business. CAPRICORN (Dec. 22-Jan. 19) You’ll have reason to review a recent performance and come up with one or two ways in which you could have made it better. Be honest. DAILY CODE

Today in History 1587: Mary, Queen of Scots is beheaded at Fotheringhay Castle in England after she was implicated in a plot to murder her cousin, Queen Elizabeth I.
VIRGO (Aug. 23-Sept. 22) Celebrations today may be small, but they will be meaningful. There is much for you to commemorate, but some of it is private.
SCORPIO (Oct. 23-Nov. 21) You mustn’t stand in the way of progress. If a friend is willing to move forward without you, let him; it won’t end the friendship.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Hailey acknowledged they had a falling out when they initially dated three years ago before reconciling in 2018. “It was more like a very dramatic excommunication,” she said. “There was a period where if I walked into a room, he would walk out.” Justin revealed that he stayed celibate before their wedding. “I wanted to rededicate myself to God in that way,” he said.
