FORT BELVOIR, VA Ashley Hartwell’s hand-painted eyes are bloodshot. She has sweat running down her cheek. She’s an image of a U.S. Army military police soldier on a hot day in Ramadi during the war in Iraq in 2006. And although she is made of acrylic resin and stands motionless in a wooden crate wrapped in clear plastic, she looks ready. The simulated MP, modeled on actual Iraq veteran Hartwell, is among 54 ghostly figures from the Army’s past, waiting for the summons to step into the service’s $200 million museum, which is under construction outside Fort Belvoir, Va. The National Museum of the United States Army is designed to be the service’s flagship museum when it opens late next year, or the year after, officials said. And as such it will include some of the most powerful artifacts from the Army’s history, as well as the model soldiers. The museum has already selected 1,300 “micro” artifacts and 19 “macro” artifacts

Agency considers two maglev train routes

TRANSPORTATION Transportation officials have narrowed to two the number of possible routes for a superconducting maglev train line that would take passengers from Washington to Baltimore in 15 minutes — inching closer to reality a project that some still dismiss as unrealistic. With the pool of route alignments down to two, the Federal Railroad Administration, which is leading a federal review process, can move to select a preferred route and construction process. The federal government’s next step would be giving the clearance for tunneling to begin as early as 2020 and operations in 2027. That’s what project proponents are betting on, anyway. But upon completion of the environmental impact statement in mid-2019, the FRA could also rule against building the line — the wish of many residents along the route’s path. Northeast Maglev, the team of private investors behind the project, touts the line as a way to ease travel along congested Interstate 95. Chiefly, the group says, it would add rail capacity to the Northeast Corridor — the nation’s busiest — while the technology would revolutionize train travel, bringing it closer to

flying, and free of the delays that plague today’s railroads. “Our infrastructure is crying out for some kind of change,” Wayne Rogers, chief executive of Northeast Maglev, told a panel of Maryland lawmakers this month. The 40-mile rail line is planned as the first leg of a system that would move people from Washington to New York in an hour. Building the D.C.-Baltimore stretch could cost between $10 billion and $12 billion; Northeast Maglev says it has secured $5 billion from partners in Japan. In recent months, the FRA eliminated about 10 other routes that had been reviewed as part of the proposal. The eliminated routes would have had the most impact on communities, and some would have necessitated the leveling of hundreds of homes.

The two remaining routes parallel the Baltimore-Washington Parkway. On the east side, the route would encroach on federal land, including the parkway, the National Security Agency at Fort Meade and NASA in Greenbelt. Northeast Maglev officials say this is their preferred option. On the west side, the rail line would track along the edge of the Baltimore-Washington Parkway right of way and affect some residential properties. About 75 percent of the route would run underground — some 80 feet to 100 feet beneath, project officials say. Northeast Maglev estimates the project will create 74,000 construction jobs during the seven-year building period and 1,500 permanent positions once the system is operational. Dead coyotes found hanging in rural areas Prowling coyotes have become so prevalent in rural Virginia that some residents are stringing up carcasses from tree branches. A photographer traveling the back roads of Shenandoah Valley last week captured images of a dozen dead coyotes swaying from a roadside tree in West Augusta. Mike Fies, a wildlife biologist with the Virginia Department of Game and Inland Fisheries, said there are no population-control benefits to stringing up dead coyotes. He said the practice is possibly a holdover from the days when ranchers were paid bounties for each carcass. “Recognizing that coyotes can sometimes cause significant livestock damage in some areas, their carcasses should still be respectfully disposed of,” he said. VA. GOP’S OFFER TO FUND METRO

The amount Virginia House Republican leaders are offering Metro in additional funding in what they billed as a low-cost plan that rules out tax increases and requires the agency to tighten its spending as a condition for getting additional money. The legislation falls short of the approximately $150 million per year the agency says it needs from Virginia. But Metro and its supporters were pleased that the Republican lawmakers appear to be serious about approving increased revenue. (TWP)

U.S. marshals seek suspected MS-13 member indicted in homicide in Frederick County, Md.

A D.C. man whom authorities said battled severe mental illness was sentenced to 35 years in prison Friday for fatally stabbing a stranger on a Metro car in front of horrified passengers headed to Fourth of July outings in 2015. Jasper Spires, 21, sat with his head down for much of the hearing in D.C. Superior Court as family and friends of Kevin Sutherland described the impact of the young man’s slaying. Spires, who pleaded guilty to first-degree, premeditated murder, will have to serve a minimum of 30 years in prison before he is eligible for parole. (TWP) TRANSPORTATION

Baltimore metro to close up to 4 weeks for repairs Maryland officials say the entire Baltimore metro system will need to remain closed for emergency repairs for up to four weeks. The Maryland Transit Administration made the announcement Sunday, after an inspection this weekend of the entire Metro SubwayLink. Gov. Larry Hogan has announced $2.2 million in emergency funding to run shuttle bus bridges along the route. Starting today, buses will stop at all stations Monday through Friday from 5 a.m. to midnight and on Saturdays and Sundays from 6 a.m. to midnight. (AP) POLITICS

Law on paid sick leave takes effect in Maryland A new law requiring Maryland businesses with 15 or more employees to provide up to five days of earned paid sick leave went into effect Sunday. The Senate had approved a bill to delay implementation until July to give businesses more time to prepare, but the delay lacked support in the House. Del. Dereck Davis, who chairs the House committee that decided whether the bill to delay implementation would move forward, said it was “dead on arrival.” (AP/TWP)

Ex-Va. Tech students pleads no contest in teen’s killing

Rep. Harris says he opposes drilling off the state’s coast

Maryland Gov. Larry Hogan has signed an executive order outlining the factors a governor must consider when making parole decisions for an offender sentenced as a juvenile to life in prison. The order announced by Hogan’s office Friday requires that the governor weigh the offender’s age at the time of the crime, as well as demonstrated maturity and rehabilitation. Hogan’s office says the order codifies current practice. Maryland is among states that require the governor to sign off on parole recommendations for lifers. Critics say that leads to too few people being released. (AP)

After listening to days of testimony from prosecution witnesses, a former Virginia Tech student pleaded no contest Friday to killing a 13-year-old girl he met online. David Eisenhauer, 20, entered his plea to all three charges against him in the 2016 stabbing death of Nicole Lovell: first-degree murder, abduction and concealing a body. A plea of no contest means a defendant acknowledges there’s enough evidence to convict him, but doesn’t admit he committed the crime. The plea has the same effect as a guilty plea. Sentencing is scheduled for May. The judge told Eisenhauer he faces up to life, plus 15 years. (AP)

Rep. Andy Harris, R-Md., says he doesn’t support offshore drilling along Maryland’s coast. Harris, the only Republican in Maryland’s congressional delegation, was asked about his position at a recent town hall. Harris said he supports the concept of offshore drilling, but he opposes it where local jurisdictions don’t want it. Harris, who represents the Eastern Shore, said: “Since Ocean City and the local jurisdictions do oppose it in Maryland, I oppose it off the coast of Maryland.” The top lawyers for a dozen coastal states want the U.S. Interior Department to cancel the Trump administration’s plan to expand offshore drilling. Several senior aides fanned out on the morning talk shows to discuss how the White House handled the departure of staff secretary Rob Porter, a rising West Wing star who exited after two ex-wives came forward with allegations of spousal abuse. Speechwriter David Sorensen resigned Friday after his former wife made similar claims. The aides also tried to clarify the reaction from Trump, who has yet to offer a sympathetic word to the women who said they had been abused. “The president believes, as he said the other day, you have to consider all sides,” senior counselor Kellyanne Conway said. “He has said this in the past about incidents that relate to him as well. At the same time, you have to look at the results. The result is that Rob Porter is no longer the staff secretary.” On Saturday, Trump tweeted that “lives are being shattered and destroyed by a mere allegation. Some are true and some are false. … Is there no such thing any longer as Due Process?” The day before, he pointed to

Budget Director Mick Mulvaney said Sunday that the administration’s budget plan will include $3 billion for a wall along the Mexico border that Trump has made a priority, but there will be a contingency for $25 billion in spending on the wall over two years if Congress passes legislation to deal with young immigrants known as “Dreamers.”

The White House plans to stop funding the International Space Station after 2024, ending direct federal support of the orbiting laboratory. But it does not intend to abandon it altogether and is working on a transition plan that could turn the station over to the private sector, according to an internal NASA document obtained by The Post.

The White House wants to change how more than 1.5 million federal workers are paid, emphasizing performance-based raises instead of the current system that generally increases pay based on tenure. The proposal would slow tenure-based increases, generating $10 billion over 10 years for performancebased payments. Some workers with poor reviews could be fired.

TECHNOLOGY Maya Oren wants to dial back her dependence on her smartphone. She plans to do it by getting a new phone — a simple one that doesn’t download apps or take photos. But the 27-year-old Washington entrepreneur isn’t planning to entirely ditch her iPhone to which she has an increasingly dysfunctional relationship. “I wake up in the morning and my heart is racing out of my chest,” she said. “I’m checking Instagram. How many new followers did I get? How many people did I lose? What am I going to post today?” Oren’s new phone won’t have its own number — it will simply accept calls forwarded from her iPhone, so she can attempt, on occasion, to step away from the shiny, buzzing rectangle that has come to feel like an ever-present taskmaster. The past few months have brought an escalating awareness of the perils that lurk in our pockets. Or, most of the time, in the viselike grip of our hands. We are in what Larry Rosen, a psychologist who studies society’s relationship with technology, refers to as a “really interesting pit.” He thinks we’re going to sink even deeper into the abyss of smartphone obsession, though not so deep we can never escape. One by one, agitated people are trying to break the trance. Hence, Maya Oren’s desire for that new gadget, called the Light Phone, with a mission statement that declares: “our phones have become our nervous habit, our invisible crutch.” Kay Rhind, a 52-year-old sales director in Silicon Valley, cuts off her home’s WiFi at 11 every night and downloaded an app that allows her to shut off her three teenagers’ phones remotely.

Andrew Martin, a research librarian in the District, put his little girls on a seven-day no-screen challenge. And those girls wisely insisted that Martin and his wife, Julie, put their own devices away. “It’s really made us realize how insidious the addiction to these screens in our pockets are,” Martin said. “If you have more than 30 seconds without stimulation you have this twitch to reach for your cellphone.” Rosen thinks it’s not just entertainment and utility that pulls us to constantly check our phones. It’s obligation. “If you text me and I don’t text you right back you start thinking things like, ‘Is he mad at me?’ We never think, ‘He’s busy,’ ” Rosen says. This is why he believes trying to quit for a while doesn’t do much good. “When you emerge from your time of detox, the situation is more bleak. Instead of having a few email messages, you’ve now got thousands.”

How to curb the urge Larry Rosen, a psychologist who studies society’s relationship with technology, appreciates that some companies are starting to help consumers crawl out of the hole of obsession. He points to Apple’s Night Shift option, a setting that schedules phones to emit less blue light, which can cause people to stay awake. Other tools are emerging in the form of apps such as Checky and Onward, which allow consumers to track their phone usage. (TWP)

Article after article about smartphone addiction offer similar advice on how to cut back: Don’t use your phone an hour before bed, don’t charge it in your bedroom, don’t check it first thing in the morning and delete social media apps. All good advice that would totally work except they rely on self-control, which we have

proved not to have in this domain. “If you walk out your front door and throw a dart, any of us are addicts. The genie is out of the bottle,” Rhind said. “If everybody is an addict, no one will tell you it’s an addiction. They’ll say ‘it’s a necessity in life.’ ” That’s exactly what she says, when she turns off her teenagers’ phones using the app OurPact but continues to use her own, because “it’s for work.” “I’m justifying myself,” she admits. So are smartphones the cigarettes of our era? Are they an addiction we intuitively know is unhealthy but continue because, well, everyone’s doing it? KANSAS More than half a dozen Kansas teens are running for statewide office in 2018 — a sort of viral movement against apathy that could, in theory, make a high school student governor. Adults are trying to stop it. A state legislative committee moved a bill forward last week that would bar people younger than 18 from running for statewide office, after a 16-year-old discovered a loophole in the state’s electoral laws. The bill would not affect the 2018 election if it becomes law. Jack Bergeson realized Kansas law, while it restricts voting ages, says nothing about who can run for governor, The Kansas City Star reported last August. So the high school junior filed to run in the Democratic primary, campaigning for health care reform, medical marijuana and open-carry gun laws. One of his classmates became his running mate for lieutenant governor. Some political analysts liked the idea of teens running for public office, The Star wrote, noting widespread apathy among young voters in the country. Other adults mocked Bergeson’s campaign. But the teen was not deterred. He talked his friend, Tyler Ruzich, above, into joining the governor’s race on the Republican side. The stars aligned for the two sides quickly, and the contract came together in just a few days. It will have a ripple effect on Washington’s plans for the next few months. The NHL trade deadline is two weeks away, and now that Eller has re-signed, the Capitals have a very clear free agent priority: John Carlson, who’s expected to land a hefty contract as a top defenseman. Locking up Eller early rids MacLellan of at least one concern before the Feb. 26 deadline. Had the contract not

come together, the GM might have looked to add a long-term replacement for Eller, who was scheduled to enter free agency. MacLellan said the Capitals have started contract discussions with Carlson’s representatives and the team is “going to do everything we can to bring him back.” How talks progress could dictate what Washington will look to buy before the deadline. 2. Know your environment It’s important to understand the operations of your company for everyday work, but especially when it comes to salary increases. Does it consider raises only at certain times of the year, or at certain points in budgetary cycles? Is there a set process you have to follow when requesting a raise? Take your company culture into account when you time your proposal. According to a report released this month by the Urban Institute think tank, 41 million adults in America live in an “education desert,” defined as a place where there are either no colleges within 25 miles or just a single community college. Of those people, 3.1 million also lack access to high-speed internet. These dual barriers to higher education disproportionately affect Native Americans. While only 1.3 percent of the U.S. population lives in a complete education desert, nearly 12 percent of Native Americans contend with no access to college, according to the report. “This study demonstrates what many Native Americans, rural Americans, and other Americans living in education deserts already knew: … As long as broadband access depends on geography, place still plays an important role in access to higher education,” the report said. An in-person meeting is the best option when asking for a raise. Practicing your pitch ahead of time can help things go more smoothly. “I ask my clients to write a script,” Stafford says. “It becomes a way of helping them prepare.” The right attitude also increases your chances of success. Confidence and competence are good, demands are not. “Your sincerity can make all the difference in the world,” Hennigan says. “You want to be thoughtful,

What she does Many mornings for Alexandra Mudry-Till start with a trip outside her home to her flower garden, where she prunes, waters and generally checks in on her little muses. Then she heads back into her kitchen to recreate what she sees. Mudry-Till is a lead decorator and partner at Shaw’s Buttercream Bakeshop. Her specialty? The time-consuming sugar flowers that top cakes for weddings

and other special occasions. Making sugar flowers is a craft that calls for mounds of patience and a delicate touch. An average rose can have up to 30 individual petals; one flower can take days to perfect. Mudry-Till plays a role in decorating 20 to 30 cakes on any given weekday. She isn’t much involved in the production of things like cookies, bars and other sweet treats customers see in the shop’s display case — except for those pretty macaroons, which she makes from start to finish. Mudry-Till is often responsible for cakes that people will enjoy

on very important days, like weddings or big celebrations. She says it’s both “terrifying and wonderful” to bring a client’s dream cake to life. “It’s so amazing how different interpretations can be of [one] concept,” she says.

Still, when she packed her bags for Catholic University, she brought her madeleine pan and cooked the spongy cookies in the dorms so often it became a running joke. After completing her degree in D.C., she headed to New York City and began waitressing, picking up office jobs and auditioning on the side. It wasn’t long before she says she began to feel “a little disheartened.” “The only thing that sort of kept me happy during that whole time was continuing to cook and bake,” she says. “It was something I had always loved.” Mudry-Till began her yearlong

culinary school journey at the Culinary Institute of America in 2008, and when she finished, she knew two things for certain: She wanted to work in a bakery, and she wanted that bakery to be in D.C. She maintained that dream as various jobs took her around the world. Ironically, Mudry-Till was let go from her post in Italy the same day that a headhunter reached out to her with a job with the D.C. area’s Neighborhood Restaurant Group in 2010. That’s how she met her now-partner in Buttercream, Tiffany MacIsaac, who then ran the pastry program for NRG’s 14 properties. Mudry-Till worked closely with MacIsaac at Buzz Bakeshop, where the two women expanded and experimented with their

wedding program. MacIsaac and Mudry-Till whipped up a separate concept within Buzz Bakery that eventually became Buttercream Bakeshop.

Who would want this job? To be successful at any bakery, Mudry-Tull says you should be creative, malleable and comfortable with constant change. “It’s a lot of guessing,” she says. “It’s a lot of trying out new techniques and failing.” She says in acting, she learned that you often have to try a new way of conveying a line or an action, and sometimes it just doesn’t work. “You have to learn and fail and move on,” she says.

How can you get the job? A pastry program like the one

Mudry-Till completed at CIA will teach you the techniques you need, but at a faster pace than you might expect. “You have such a small amount of time in culinary school to learn a lot,” she says. Additionally, practical time in

any kitchen is invaluable. “I’m so happy that I worked in restaurants first,” Mudry-Till says. “It made me learn a sense of urgency that you cannot learn just in bakeries. Try some different things. You don’t necessarily know what you’ll end up loving.” And when you show up for that interview at your dream bakery, Mudry-Till’s No. 1 tip is to be honest about what you want out of your new job. If you’re working the register, but dream of experimenting in the kitchen, make that clear. “If you’re coming in at one position but you’re seeking something else, I think be direct and honest about that in your interview so that everybody’s on the same page,” she says. The pretentious clan in ‘Here and Now’ makes the show hard to watch TV REVIEW HBO’s dysfunctional family drama “Here and Now” (9 p.m. Sundays) is a dreadful misfire from “Six Feet Under” and “True Blood” creator Alan Ball, about a family with many first-world problems. In four episodes made available for review, the show rummages through a mixed bag of themes, one of which appears to be an indictment of the performative cultural correctness that sets people off nowadays. “Here and Now” centers on middle-aged Portlanders Audrey Bayer and Greg Boatwright (Holly Hunter and Tim Robbins) and their children. Audrey is a lawyer who devoted her career to a nonprofit, while Greg is a pasthis-prime philosophy professor. As young parents, Audrey and Greg adopted three children — a daughter, Ashley (Jerrika Hinton), from Liberia; a son, Duc

(Raymond Lee), from Vietnam; and another son, Ramon (Daniel Zovatto), from Colombia. The three siblings, now adults, regard their parents’ magnanimous notion of a multiracial family with resentment, as if they were chosen to be prop pieces in Audrey and Greg’s overt display of virtue. Whatever truth there is in that, it also seems like an especially cold way to get to know a family. There’s also the youngest Bayer-Boatwright sibling, Kristen (Sosie Bacon). She is Audrey and Greg’s only biological child — a precociously intelligent high school junior who’s up to no good. As Audrey inflicts a 60th birthday party upon Greg, who only hours earlier was cavorting with a prostitute, a viewer realizes that the Bayer-Boatwrights are yet another unlikable representation of progressive, upper-middleclass life, recalling the lingering weaknesses of Ball’s screenplay for 1999’s “American Beauty,” with its relentless reminders of suburban moral rot. Then Greg’s party toast is

Audrey and Greg take their son to a psychiatrist, Dr. Farid Shokrani (Peter Macdissi). This is where “Here and Now” improves, as we follow the doctor home and meet his wife, Minou (Necar Zadegan), and their gender-fluid teenage son, Navid

(Marwan Salama). The Shokrani household is simply more interesting: Farid, bearing scars from a childhood marred by the Iranian revolution of the 1970s, has all but rejected his Muslim faith, while Minou wants to deepen hers and Navid wears a hijab at home (with smoky-eye makeup). But after four episodes, there’s no indication that “Here and Now” will get better or worse. It just kind of sits there, surrounded in snide dialogue and hollow gestures of concern.
