At Maryland’s Towson University, a mother has been trying so hard to find a date for her son that police are concerned. The Baltimore Sun reported a woman in her 50s approached students in two campus buildings last week, showed them a picture on her phone and asked if they’d date her son. University officials say the woman isn’t being sought for a criminal investigation, but they do want the third-party propositioning to stop. (AP)

REGION Mya Thompson doesn’t get much sleep. The 25-year-old senior is enrolled in seven classes at Howard University. Some days, she has class from 10 a.m. until 7 p.m., with only enough time to pick up her 6-year-old son, Ma’Khi, from school and to eat before her overnight shift as a dispatcher for D.C. 911 emergency services. Thompson arrives home before dawn — 5 a.m., maybe 6 a.m. — and sleeps for a few hours before repeating the routine. To add to her stress, Thompson was in danger of not graduating. She owed about $2,500 to Howard in tuition, and she didn’t know how she would be able to pay that debt. But last week, a small miracle — an enormous act of kindness — happened. Alfred Street Baptist Church in Alexandria decided to clear the debt of 34 Howard students, including Thompson. The university chose full-time students with a grade-point average of 2.0 or higher who demonstrated significant financial need, with

the idea of donating to Howard — among the nation’s leading historically black colleges and universities, known as HBCUs — came to him during prayer. More than 4,000 parish members contributed to the $100,000 given to erase the debts of Howard seniors. On Jan. 31, the students received an email from the Office of Financial Aid saying a “special financial aid opportunity” awaited them. Studio lights and a camera crew met them at the Interdisciplinary Research Building on campus. Alfred Street Baptist ministers and staff surprised the seniors, and made a video of students’ reactions to show the congregation. Perrye Rollins, a 22-year-old Howard senior who received $8,000 from the church, said she is still in shock. “Now, I can focus on school, my goal is to earn a 4.0 for this semester, and with this gift I can now put all my energy toward that goal and not worry about paying bills to graduate,” she said. Thompson said she is relieved and humbled by Alfred Street Baptist’s generosity. “They have lifted a huge weight off of my shoulders,” she said. MORGAN SMITH (THE WASHINGTON POST)

Is there a path forward? In high-stakes election year, Democrats lack leadership to guide Va. past scandals

Calls for leaders to resign are starting to wane

office as lame ducks until the elections in 2021. Others who had called for Northam’s ouster said privately that he should stay, especially with Fairfax in political jeopardy. “What happened in the first 48 hours was completely legitimate anger, but we need a governor to run the state,” said J. Chapman “Chap” Petersen, D-Fairfax City. “We need to use this as a teaching moment to talk about how the state has changed since 1984.” Several white lawmakers said privately that discussing the racial elements of the controversy is particularly tricky because no one feels comfortable forgiving behavior that African-American lawmakers have condemned. “I honestly believe that most people are very uncomfortable talking about racial differences,” said Kaye Kory, a state delegate who represents a large minority population in Fairfax County district. “A lot of people are worried about what to say.” AMY GARDNER AND

RICHMOND The clamor for the resignation of Virginia’s top two politicians seemed to die down Monday, with some black community leaders forgiving Gov. Ralph Northam over the blackface furor and calling for a fair hearing for Lt. Gov. Justin Fairfax on the sexual assault allegations against him. Over the past several days, practically the entire Democratic establishment rose up to demand fellow Democrats Northam and Fairfax step down. But the tone changed after the weekend. A Democratic state lawmaker who had threatened to begin impeachment proceedings on Monday against Fairfax, Virginia’s highest-ranking black politician, set the idea aside. At the same time, several black leaders made it clear they are willing to give both Northam and Attorney General Mark Herring a second chance, while urging due process for Fairfax. Herring, like Northam, has admitted putting on blackface in the 1980s. Black leaders listed steps they said Northam and Herring should take to redeem themselves, including removing Confederate statues and raising more money for historically black colleges. “In our opinion, it is not enough for you to simply apologize,” the black leaders said in a letter. Of the three politicians under fire, Herring appeared to be in the least danger of being forced out. Black leaders have said they felt he earnestly apologized.

RICHMOND Gov. Ralph Northam and Attorney General Mark Herring are staying. Lt. Gov. Justin Fairfax is fighting. And Virginia Democrats are grappling with how to proceed in a situation with no precedent and no one leading the way out of one of the party’s most disastrous weeks in history. In the corridors of the state Capitol, Virginia Democrats have spent the past week in a state of shock: scurrying to budget negotiations, walking stone-faced past banks of TV cameras and almost universally declining to talk publicly — and even to one another — about the scandals that have engulfed their party. More than a week has passed si nce i mages emerged of Northam’s medical school yearbook page depicting a man in blackface and another in a Ku Klux Klan robe. Since then, two women have accused Fairfax of sexual assault — and Herring has admitted that he wore blackface as a young man. All of it is playing out at the worst possible moment — at the start of a high-stakes election year, when the party is hoping to take control of the legislature and form the crest of a Democratic wave that could spill into the presidential race in 2020. As a group, Virginia Democrats have publicly embraced their party’s zero tolerance for racism and sexual violence. They called for Northam’s resignation, and then for Fairfax’s departure as well, after a second accuser came forward Friday. They condemned Herring but stopped short of calling for him to step down. But privately, Democrats are divided, particularly about whether ousting Northam is best for their party. Some want to talk about how far Virginia has come from

its painful, racist past. Others are uncomfortable about offering redemption to the two white men but not the African-American man, who has vehemently denied the allegations. No one seems to know how to live by the rules their party has set on race and gender, or how to take the first step toward whatever comes next. “I am keeping my nose to the grindstone,” said Barbara Favola, a Democratic state senator from Northern Virginia. “The leaders we have elected are contemplating whether they should remain in office, and I want to give them space at the moment.” Favola spoke before a second woman accused Fairfax of sexual assault; since then, virtually all Virginia Democrats have demanded his resignation. But divisions remain about how to contend with Northam and Herring. Some Democrats declared all three politically doomed but predicted Northam and Herring, at least, would remain in

Developments Fairfax staff members resign: Embattled Virginia Lt. Gov. Justin Fairfax has lost several staff members after two women accused him of sexual assault. Two of his three state staffers resigned, as did the director and the fundraiser of his political action committee. Black leaders support Northam: Some black leaders say they forgive Gov. Ralph Northam for wearing blackface three decades ago and want to give him a second chance. Former Richmond City Councilman Henry “Chuck” Richardson said Monday that Northam is a “good and decent man.” Northam’s interview flub: Historians say Northam wrongly used the term “indentured servants” when referring to the first Africans to arrive in what is now Virginia during a CBS interview. Scholars say they were enslaved. Northam said Monday a historian recently advised him to use the “indentured servant” term. He said he’s “still learning and committed to getting it right.” (AP)

BALTIMORE The veteran police leader from New Orleans chosen to reform Baltimore’s troubled force while reducing one of the country’s highest violent crime rates was on the job Monday in what could be the toughest job in U.S. policing. Baltimore’s City Council will officially decide on Michael Harrison’s nomination next month. But he took the reins Monday as acting commissioner, saying he’s relocated to Maryland’s largest city and is eager to help transform a demoralized department distrusted by many of the people it is tasked with protecting. The 49-year-old has spent his entire 28-year law enforcement career with the New Orleans Police Department. He now faces a formidable to-do list in Baltimore, which led all big U.S. cities in violent crime statistics in 2017 and has been mired in scandal and plagued by mismanagement. He’s the fourth police leader during the administration of Mayor Catherine Pugh, who took office in December 2016. Harrison pledged he will not tread cautiously on rooting out wrongdoing and misconduct by

police colleagues. “There will be no tolerance for corruption,” Harrison said. “I will make strong, certain and swift decisions when those things are brought to my attention.” Yet Harrison also stressed that he was eager to advocate for Baltimore’s police officers and ensure they get the resources they need to be successful. One of Harrison’s first closeddoor meetings in Baltimore was with the city’s top prosecutor. He said they planned to discuss her office’s recently announced policy to stop prosecuting marijuana possession cases, regardless of the fact that possession of more than 10 grams of pot remains illegal in Maryland. A former cab driver who nearly killed an Alexandria police officer has been arrested in an unrelated case on arson and gun charges, months after his release from a Virginia mental hospital. Kashif Bashir, 33, is accused of setting fires at two homes in Prince William County last Wednesday and carrying a firearm, something he is barred from doing after being found not guilty by reason of insanity in the 2013 shooting of Peter Laboy. Bashir confessed a day before the fires to being “overly preoccupied” with his female therapist. On the day of the alleged arson, he admitted he had not been taking his medication.

A Florida man charged for his role in the beating of a black man during a white nationalist rally in Charlottesville has entered an Alford plea. Tyler Watkins Davis, 50, acknowledged prosecutors had enough evidence to convict him of malicious wounding without admitting guilt Friday. Davis was one of four charged in the Aug. 12, 2017, beating of DeAndre Harris. Prosecutor Nina-Alice Antony said video shows Davis striking Harris in the head with a tire thumper, which resembles a club. The other three men charged have already been sentenced to prison. Davis faces up to 20 years when he’s sentenced in August. (AP)

A report by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives says a fire that gutted a public housing complex for seniors in D.C. was likely caused by human activity. Investigators say the September fire at the Arthur Capper Senior Public Housing complex likely started in a small space near the roof that contained electrical wiring. It says there were no fatalities. One 74-year-old tenant was found alive and well inside the wreckage five days after the building was reportedly evacuated. The report says the fire has been classified as “undetermined” at this time. (AP)

A chat with the head of Riders’ Advisory Council already heard. But he would give us his insight. I thought it was a very positive sign that we had the GM coming to talk to our group. That seemed to fade after a while.

Katherine Kortum on Metro, its ridership and why ‘Stand clear’ stinks Q+A Katherine Kortum is someone many Washingtonians have probably never heard of. But if they care about Metro and transportation, they should: She’s the president of the Riders’ Advisory Council (RAC), a volunteer body that’s been around since 2005. After settling in D.C. — where she works as a transportation engineer for the National Academy of Sciences’ Transportation Research Board — Kortum, 35, ditched her car. In 2014, she joined Metro’s Riders’ Advisory Council, which almost met its demise at the hands of its creator last year. Kortum hopes the RAC, now under new bylaws and with fewer members, can become a more effective voice for the millions of riders — about 610,000 on Metrorail and 370,000 on Metrobus every weekday — who use the Washington Metropolitan Area Transit Authority. So why should people care about the RAC? The RAC is a direct line to WMATA. WMATA has a reputation — in my opinion, a welldeserved reputation in recent years — for relative lack of transparency and not necessarily always putting the rider first. And the RAC is the one voice in this region that puts the riders first. What’s the RAC’s most significant contribution? I think that they have been a way for the public to get more of an insight into WMATA’s decisions. Whether public comments at the RAC are truly changing the minds of WMATA staff and board

members, I’m not sure. But at least it’s an entree into the system. One of your pet peeves is that some Metrorail announcements, such as “Stand clear,” make no sense, correct? It drives me bonkers. What does that mean? Frequent riders, we know that that means “hold on, because the train is going to move.” But “stand clear” means nothing to most people. “Hold on,” “Back up” — use a phrase that actually means something to people, not just your standard WMATA-ese. How do you rate general manager Paul Wiedefeld? On the whole, I would say he was an excellent choice for GM. For a while, we had him coming in approximately quarterly. So approximately every three or four meetings, Paul Wiedefeld would come and speak to the group at least at the first part of the meeting. He rarely told us anything earth-shattering that we hadn’t

What should Metro do to reverse falling ridership? As a rider, I very much wish that they would go to expanded service — both in terms of hours and amount of service during current opening hours. I know that [Wiedefeld] has limited service in large part for maintenance issues. And I do respect that. But as a rider, it is frustrating to have the much more limited service as compared to a few years ago. The idea that on the weekends in one of the largest cities in this country that we don’t have a functioning subway until 8 in the morning is disappointing. What’s your view of the D.C. Council’s decision to decriminalize fare evasion? I agree that it should be decriminalized. I wish fare evasion were not a thing. I certainly wish it didn’t happen. However, I don’t think they should go to jail for not paying the fare. I don’t see what’s wrong with [parking tickets] as an analogy.

Is there anything else you’d like add? With all of the challenges that WMATA has, and the fact that we frequent users see plenty to complain about, WMATA is still one of the best systems in the country. The vast majority of rides still work. They get you where you need to go with minimal muss and fuss. The problem is when it doesn’t. Those are the stories that get amplified, and those are where WMATA suffers from a lack of transparency. FREDRICK KUNKLE (THE WASHINGTON POST)

‘Fog of Brexit’ takes toll on Britain’s economy ECONOMY The British economy has not had a worse year since the global financial crisis and Brexit uncertainty is clearly to blame. Even the government admits it. Official figures released Monday showed that a lack of clarity over Brexit weighed on businesses throughout 2018 and kept a lid on their investments. For 2018 as a whole, the economy grew by 1.4 percent. The last time it performed so weakly was in 2012, during Europe’s debt crisis. The last time it had a worse year was in 2009, when it contracted by 4.2 percent in the wake of the global financial crisis that undermined much of the world’s banking system. Monday’s figures showed the slowdown gathering pace as the year came to an end. A surprise 0.4 percent contraction in December means the economy grew at a rate of only 0.2 percent in the fourth quarter, down from 0.6 percent in the third quarter. That backs up other indicators that suggest the uncertainty over Brexit is increasingly hurting the economy at a time when global trends, like a trade war between the U.S. and China, are weighing on world growth. With less than 50 days to go to Brexit day on March 29, firms

have no idea what the country’s new trading relationship with the EU will be, so they’re taking a cautious approach that involves some relocating of activities — and jobs — to EU locations. Britain’s Treasury chief Philip Hammond argued that the British economy remains “fundamentally strong,” but conceded Brexit unease was taking its toll. “There is no doubt that our economy is being overshadowed by the uncertainty created by the Brexit process,” he told Sky News. “I’m afraid this has gone on longer than we would have liked.” The government had expected to be ratifying a withdrawal

agreement with the EU by now. There is no sign that the uncertainty, described as the “fog of Brexit” by the Bank of England, is going to lift anytime soon, so the economy is not expected to have improved at the start of this year. As British Prime Minister Theresa May tries to salvage her Brexit package, fears have grown in recent weeks that Britain could crash out of the EU without a deal. That’s a worstcase scenario that the Bank of England has said could see the British economy shrink by 8 percent within months and house prices collapse by around a third. PAN PYLAS (AP)

Sandusky, Ohio, is ditching Columbus Day in favor of Election Day as a paid holiday. “Ultimately, we knew that Columbus Day was a day that all of our citizens couldn’t necessarily be proud of celebrating,” Eric Wobser, Sandusky’s city manager, told The Washington Post. The move, first reported by the Sandusky Register, means that the city’s more than 200 government employees would receive paid time off the first Tuesday after the first Monday in November. Wobser said officials are hoping to persuade local companies to observe the holiday. Experts have said the U.S. has a low voter turnout in part because elections are held on a work day. Dog DNA testing takes off Rise in genetic exams sparks debate about standards, limitations

MARY ALTAFFER (AP)

SCIENCE As people peer into DNA for clues to health and heritage, man’s best friend is under the microscope, too. Genetic testing for dogs has surged, fueled by companies that echo popular at-home tests for humans, offering a deep dive into a pet’s genes with the swab of a canine cheek. The tests’ rise has stirred debate about standards, interpretation and limitations. But to many dog owners, DNA is a way to get to know their companions better. “It put some pieces of the puzzle together,” said Lisa Topol, who recently tested her mixed-breed dogs Plop and Schmutzy. Plop was the top-scoring mixed-breed, and Schmutzy also competed, in Saturday’s agility contest at the Westminster Kennel Club dog show. Judging toward the coveted best in show prize began Monday. A test by Embark — which this fall became Westminster’s first DNA-testing partner — confirmed Topol’s guess that her high-octane pets are mostly Australian cattle dog. But Schmutzy’s genetic pie chart showed generous amounts of Labrador retriever and Doberman pinscher. “They are the dogs that they are,” Topol said. But the testing “makes me understand them better.” Mass-market tests have fueled research and helped animal shelters attract adopters by providing more information about pets. DNA can back up purebred dogs’ parentage and help breeders try

to eliminate certain diseases. But qualms about the dog DNA boom spilled into the prestigious science journal Nature last year. “Pet genetics must be reined in,” a Boston veterinarian and two other scientists wrote. Their commentary opened with a troubling story: a pug being euthanized because her owners interpreted DNA results to mean she had a rare, degenerative neurological disorder, when in fact her ailment might have been something more treatable. “These [tests] should be used in a limited way until we get a lot more information,” said coauthor and vet Dr. Lisa Moses. One concern is that tests can show genetic mutations that are linked to disease in some breeds but have unknown effects in the breed being tested. It also may

be unclear how often dogs with the mutation ultimately get sick. That means tests, in themselves, can’t necessarily tell pet owners how much they should worry. Or tell breeders whether a dog shouldn’t reproduce.

“The risk for overinterpretation is great,” but DNA testing can be useful along with other tools, saidveterinarian Dr. Diane Brown, CEO of the American Kennel Club Canine Health Foundation. For Rennie Pasquinelli, the benefit is a new perspective on her dog, Murray. He was pegged as a border collie-Boston terrier mix, but an Embark test last month detected just a smidgen of border collie mixed with six other breeds. And no Boston terrier at all. “Obviously, I don’t love him more, or less,” said Pasquinelli, a graduate student in cognitive science at Johns Hopkins University. “It’s like when you know something new about someone. That doesn’t negatively or positively change your opinion on them, but you still look at them in a different way.” JENNIFER PELTZ (AP)

Big uproar over small refunds

Budget, border talks resume amid pessimism

Changes brought on by Trump tax cut have angered many who’ll get less back middle class.” The 39-year-old is a manager at a bookstore, and his wife works for the state government. They have two children. Prugh said he had no reason to believe their tax situation would change this year because he and his wife have lived in the same house for years while their incomes have remained stable. “It totally feels like a scam,” Prugh said. “I did still get a small refund, but compared to what I was expecting from previous years, it was a shock.” The average tax refund check is down 8 percent ($170) this year compared with last, the IRS reported Friday, and the number of people receiving a refund so far has dropped by almost a quarter. An IRS spokesman cautioned not to read too much into early data because it reflects only returns processed through Feb. 1, and the partial government shutdown caused delays in processing filings. Early data can shift a lot, tax experts say, but there’s reason to believe frustrations could rise as more Americans complete their returns. The Government Accountability Office warned last summer that the number of filers who receive refunds was likely to drop for the 2018 tax year, while the number of filers who owe money would rise. The GAO pointed to an IRS estimate that about 4.6 million

their meager refunds as a sign that they paid more in taxes as a result of the Tax Cuts and Jobs Act. Generally, that is not true. According to the Tax Policy Center, 80 percent of filers received a tax cut, and about 5 percent wound up paying more in federal income taxes. The tax cuts showed up in fatter weekly or biweekly paychecks for most Americans, but few people noticed, according to polling. About 75 percent of filers received refunds in recent years. Many Americans appear to like getting a refund because they feel that if they received an extra $20 to $40 a week, they would spend it. But when they get a one-time refund of $1,000 to $2,000, they put it toward paying off credit card debt, paying down a mortgage or saving for retirement. HEATHER LONG (THE WASHINGTON POST)

FINANCE Millions of Americans filling out their 2018 taxes will probably be surprised to learn that their refunds will be less than expected or that they owe money to the Internal Revenue Service after years of receiving refunds. People have already taken to social media, using the hashtag #GOPTaxScam, to vent their anger. Many blame President Trump and the Republicans for shrinking refunds. Some on Twitter even said they wouldn’t vote for Trump again after seeing their refunds slashed. The uproar follows the passage of a major overhaul to the tax code in December 2017, which was enacted with only Republican votes and is considered the biggest legislative achievement of Trump’s first year. While the vast majority of Americans received a tax cut in 2018, refunds are a different matter. Some refunds have decreased because of changes in the law, such as a new limit on property and local income tax deductions, and some have decreased because of how the IRS has altered withholding in paychecks. John Prugh of Ewing Township, N.J., was irate when he completed his 2018 tax return this month and discovered his refund would be $3,000 less than what he received last year. Prugh considers himself “solidly

POLITICS Politically fraught border security negotiations are teetering just days before a potential new government shutdown. The turmoil is testing the changed balance of power in Washington, with lawmakers engaged in a sparring match over immigration policy that is challenging their ability to reach an accord. Republicans say Democratic demands to limit immigrant detentions by federal authorities are a deal breaker — eclipsing the wall issue for now — and represent overreach by Democrats. The two sides also remained separated over how much to spend on President Trump’s promised border wall. A Friday midnight deadline is looming to prevent a second partial government shutdown. The plan is to keep pushing for a deal, in part because the underlying spending measure funds a bevy of Cabinet departments. A collapse of the negotiations could imperil budget talks going forward that are required to prevent steep spending cuts to the Pentagon and domestic agencies. But the talks hit a rough patch over curbing Immigration and Customs Enforcement (ICE), the agency that Republicans see as an emblem of tough immigration policies and Democrats accuse of often going too far. Trump met Monday afternoon with advisers in the Oval Office before heading to Texas for a rally. JONATHAN

Withholding changes The IRS attempted to set withholding levels this past year so that more people would pay correct taxes, meaning they neither owe anything to the IRS at the end of the year nor receive a refund. The agency encouraged Americans to review their withholding level last year, but few did. “Getting a tax refund means that you gave the government an interest-free loan because you overpaid your taxes,” said Nicole Kaeding, of the Tax Foundation, a right-leaning think tank. (TWP)

fewer filers would receive refunds this tax filing season. Another 4.6 million filers were likely to owe money who had not had that experience in the past. Many Americans might see

The agency underscored the need for greater oversight by announcing it had sent 12 warning letters and five advisory letters

FDA Commissioner Scott Gottlieb said the agency is planning policy changes that could lead to the most important regulatory modernization since enactment of the 1994 Dietary Supplement Health and Education Act, which considers supplements safe until proved otherwise. Gottlieb said in an interview that while most supplement makers are responsible, the huge growth in the industry has allowed “bad actors” to sell dangerous products or ones that carry unproven claims.

FDA to up supplement rules

FDA Commissioner Scott Gottlieb said he’s planning policy changes to improve safety of supplements.

Under the 1994 law, dietary supplements are regulated as food and, therefore, are not subject to premarket approval or the

kind of safety and effectiveness testing required for drugs. Since the law was enacted, the industry has grown from 4,000 products and $4 billion a year in sales to as many as 80,000 products and $50 billion in sales, according to the FDA. Gottlieb said he plans a “balanced approach” to improve safety, reduce inaccurate claims and encourage industry innovation. For example, the agency plans to create a rapid-response tool to quickly alert the public if a supplement contains an illegal and potentially dangerous ingredient. It intends to streamline the handling of supplements containing prescription drugs and increase enforcement actions.

POLITICS Hungarian Prime Minister Viktor Orban has built his political brand on saying “no” to immigration. But his stalwart resistance — when combined with an exodus of young workers and low birthrates — has created a demographic nightmare. Hungary’s population is shrinking, a trend that poses long-term risks for the economy. Rather than rethink his immigration policies, the prime minister on Sunday doubled down on his preferred solution: Hungarian women need to have more babies. In his annual state of the nation address, Orban, above, announced a slew of incentives to get his countrymen and women in a baby-making state of mind. Most dramatically, he said any woman who has four children or more will never have to pay income tax again. In addition to the tax exemption for those mothers, the prime minister offered state support for those buying sevenseat vehicles, mortgage relief for parents with multiple children and additional places at nursery schools. Orban did not say how the measures would be funded. In the male-dominated world of Hungarian politics, he is acting with little input from women themselves. The Nationals added starting pitchers Patrick Corbin, left, and Anibal Sanchez this offseason.

THREE POINTERS

New arms are in place The Nationals hope their renovated — and costly — rotation can be more durable NATIONALS The Nationals keep building around the pitcher’s mound because they believe it’s a proven way to win. “Starting pitching is the driver to me,” general manager Mike Rizzo said in November, as if to forecast how he would spend his offseason. “We’ve built our clubs based on having a guy in the middle of the diamond who gives us a chance to win every day.” That was before the Nationals had the busiest offseason in baseball, back when their starting pitching cupboard was bare beyond Max Scherzer, Stephen Strasburg, Tanner Roark and a handful of unproven players. But now, as Rizzo all but promised, the Nationals will open spring training in West Palm Beach, Fla., on Wednesday with an expensive, new-look rotation: Scherzer, Strasburg, Patrick

Corbin and Anibal Sanchez, with three others vying to round it out. They signed Corbin to a sixyear, $140 million contract in December. They landed Sanchez for two years and $19 million later that month. And they brought back Jeremy Hellickson on a one-year, $1.3 million deal last week, expecting the veteran to compete with Joe Ross and Erick Fedde to be the fifth starter. If Hellickson prevails, Washington will spend roughly $95.9 million on its opening day rotation, according to current figures from Cot’s Baseball Contracts. That is more than Cot’s predicts the Athletics, Orioles, Padres, Marlins, Pirates and Rays will spend on their entire teams. The Nationals need that investment to pay off in the kind of durability the rotation lacked in 2018. By season’s end, Washington had 12 pitchers make a start.

The rotation Here is how the rotation shapes up for the Nationals, whose pitchers and catchers report for spring training Wednesday. (EXPRESS) 1 Max Scherzer: There are no

questions here; he was 18-7 in 2018 and led the major leagues in innings pitched (220 ⅔). 2 Stephen Strasburg: Injuries limited him to fewer than 24 innings combined in June, July and August. 3 Patrick Corbin: He threw 200 innings (tied for 12th in the majors) for the Diamondbacks and was 11-7 with a 3.15 ERA. 4 Anibal Sanchez: His durability for Atlanta wasn’t a big plus in 2018, but he made 24 starts, around his career average. His ERA was 2.83. 5 To be determined: Jeremy Hellickson, Joe Ross and Erick Fedde will compete to be the fifth starter.

Nine of them, including Jefry Rodriguez and Tommy Milone, made three or more. The concern about durability focuses on Strasburg, Sanchez and Hellickson. Strasburg, 30, missed most of the summer with injuries and saw his fastball velocity hover in the low 90s when he returned. Sanchez, 34, threw 136 2/3 innings last season for Atlanta but hasn’t made 30 starts since 2012. Hellickson, 31, had just 19 starts in 2018 and only twice finished the sixth inning. Should Hellickson become the fifth starter, the depth options include Ross, Fedde and then a considerable dropoff to Austin Voth, Kyle McGowin and possibly Henderson Alvarez, who has a spring training invitation but hasn’t pitched a full major league season since 2014.

WASHINGTON POST AND GETTY IMAGES

NL East has bulked up With spring training camps opening this week, here’s a reminder that three of the Nationals’ rivals in the NL East (sorry, Marlins fans) strengthened themselves significantly this winter. (TWP)

3 New York Mets They kept the rotation intact and added Robinson Cano at second, Jed Lowrie at third, catcher Wilson Ramos and closer Edwin Diaz. And reliever Jeurys Familia is back.

2 Atlanta Braves Their most interesting new face is 3B Josh Donaldson, the AL MVP in 2015 who has been dogged by injuries. Ex-Braves catcher Brian McCann returns as a backup.

1 Philadelphia Phillies They’re still after Bryce Harper and Manny Machado and added catcher J.T. Realmuto, below, SS Jean Segura, OF Andrew McCutchen and reliever David Robertson.

NFL | ANALYSIS

Bold offseason predictions

The 2019 offseason already is well underway, and the next few months will see major roster changes across the NFL via salary cap casualties, free agent signings and draft picks April 25-27 in Nashville, Tenn. What will be some of the most significant developments of the next 12 months? Here is a handful of predictions. JOHN CLAYTON (FOR THE WASHINGTON POST)

GETTY IMAGES

Browns giving troubled Hunt ‘second chance’

The 49ers will add Antonio Brown and Earl Thomas, and finish 8-8 or better. The Steelers are likely to trade Brown, above, after a flurry of late-season incidents, and the 49ers are eager to get another target for Jimmy Garoppolo, who is returning from injury. Oakland might go after Brown, too, but Pittsburgh would like to get him out of the AFC. Signing Thomas to play free safety would be a natural fit for the 49ers: CB Richard Sherman, who played with Thomas in Seattle, is pushing for it, and the 49ers’ defensive system — mostly cover-one and cover-three — is a copy of what the Seahawks use.

Le’Veon Bell, who will be an unrestricted free agent in March, will sign with the Texans. Why would the Texans pay $15 million per year for a running back when they already have Lamar Miller? Simple: QB Deshaun Watson is still on his rookie contract, so this is the time to make bold investments in an attempt to advance deeper in the playoffs. They may need to outbid their AFC South rivals in Indianapolis: The resurgent Colts have more than $100 million in salary cap room and three draft picks in the first two rounds. The Jets are another possibility, but Houston gives Bell a better chance to contend for a championship.

The NFL will add an eighth official to every game to serve as a video consultant. Based on the missed pass interference call in the Saints’ loss in the NFC title game, the NFL needs to find a way to prevent a repeat. The league communicates with referees in-game, but doesn’t like to make rulings in New York that would change judgment calls. And the competition committee doesn’t favor making interference calls reviewable. Adding an official could be the solution. At the cost of around $2 million in salary, the NFL could hire 17 or 18 additional officials to be at games and help referees with decisions.

Nick Foles will replace Blake Bortles as the starting quarterback in Jacksonville. The Eagles took the first step by picking up Foles’ $20 million option. He then agreed to pay the Eagles $2 million for the chance to become a free agent, which gave the Eagles the opportunity to get draft pick compensation for him (specifically, a third-round choice in 2020). But they still could place the franchise tag on him and trade him. Look for the Eagles to choose that path, which would let them control where he ends up, preventing him from going to a division rival in Washington or New York.

The Dolphins will tank this season, helping to pave the Patriots’ way back to the Super Bowl. The Patriots struggle in Miami, losing five of their last six road games against the Dolphins. The Patriots’ matchup this year should be easier, with the Dolphins expected to cut Ryan Tannehill, above, and tank to get a better quarterback in the 2020 draft. That means New England has a realistic chance to go 6-0 in the AFC East, which could lead to another first-round playoff bye. The Chiefs, Chargers and Colts figure to be tough competition in the AFC, but New England’s easy divisional schedule once again gives the defending champions an edge.

NFL The Browns have signed running back Kareem Hunt, who was cut by the Chiefs in November after video was released showing him shoving and kicking a woman in an incident earlier last year in a Cleveland hotel. Hunt returns to what amounts to unpaid leave on the commissioner’s exempt list. He still faces a potential suspension without pay by the NFL under its personal conduct policy. Browns GM John Dorsey said in a statement Monday that the club doesn’t condone Hunt’s actions but believes he deserves a “second chance” provided he follows a team plan that includes “necessary professional treatment.” Hunt, 23, has been undergoing alcohol and angermanagement counseling since the Chiefs cut him, according to NFL Network. Dorsey, a former general manager of the Chiefs, cited his relationship with Hunt since he was drafted out of the University of Toledo in 2017. Hunt has ties to the Cleveland area; he was born in Elyria and played high school football in Willoughby. Hunt was a Pro Bowl selection and led the league in rushing with 1,327 yards for the Chiefs in 2017. He ran for 824 yards in 11 games last season before being released. The Browns’ top back last season was Nick Chubb, who ran for 996 yards. (TWP/EXPRESS)

United aims to build on 2018

D.C. United has just surpassed the midpoint of training camp — less than three weeks remain until the March 3 opener against MLS Cup champion Atlanta at Audi Field. Coach Ben Olsen, right, has back the foundation of the team that went on an almostspotless run down the stretch of the 2018 regular season. Here are five key questions to consider. STEVEN GOFF (THE WASHINGTON POST)

Has the team found a backup for Rooney?

Is midfielder Acosta happy?

Does D.C. need another center back?

How does United want to play?

What’s the status off Loudoun United?

In need of a reserve behind Wayne Rooney, the club has turned to a well-traveled MLS forward known for his work ethic and strength but, in recent years, not his scoring touch. Quincy Amarikwa, 31, agreed to terms and joined the team Monday. United hopes he can replace Darren Mattocks, who lost his starting job to Rooney and signed with expansion Cincinnati.

United is juggling two delicate issues regarding Argentine maestro Luciano Acosta: the failed transfer talks with Paris SaintGermain and the expiration of his MLS deal next winter. But he does not seem to be pouting over missing his chance to join a major European club, and United is in talks with his agent for a long-term contract that would make Acosta one of MLS’ top-paid players.

Steve Birnbaum is a sure starter after a good season, and with Kofi Opare gone, Frederic Brillant is the only other experienced option. Brillant will turn 34 this summer, and neither he nor Birnbaum is terribly mobile. United is optimistic about Donovan Pines, who left the University of Maryland a year early. Jalen Robinson needs to break out after 14 starts in three seasons.

With most of the starters returning, Olsen has retained a 4-2-3-1 formation in preseason. In workouts, he has emphasized initiating attacks from deeper positions, starting at the back line and circulating the ball through midfield while utilizing overlapping outside defenders. Greater attacking diversity would ease the pressure on Acosta and Rooney.

A month from the debut of m D.C.’s second-division team — which is designed to aid player development — there is still no one officially ly on the roster. Look for young players in D.C. camp, p, academy prospects and a few outsiders to make up Richie Williams’ squad. The team is looking for a site for its first six home games; Audi Field is likely. HEALTH ADVICE

Paleo + veganism = peganism

Timing your daily vitamins

The hybrid ‘pegan’ diet is the latest nutrition fad. Is it any good for you? NUTRITION While Americans are still in varying states of awareness about the keto, paleo and Whole 30 diets, along comes another new eating regimen, labeled “pegan.” After author Mark Hyman included the this hybrid of “paleo” and “vegan” in his 2018 book “Food: What the Heck Should I Eat,” searches related to the pegan diet spiked, landing it on a number of trend lists for 2019. While the pegan diet is more moderate—and potentially easier to follow—than either of its dietary parents, it does restrict many nutritious foods for reasons that aren’t quite supported by science. Here are the pros and cons.

Pros The pegan diet is at its core a plant-based diet, which research shows is good for personal and planetary health. If you want to go pegan, plan to shop for a variety of fruits and vegetables — they’ll make up about 75 percent of your diet. That’s definitely a selling point, says registered dietitian Wesley Delbridge. “Most Americans aren’t getting enough fruits and vegetables,” he says, adding that upping produce also increases fiber intake, helping us get the 25 to

35 grams we need daily. Chicago-based registered dietitian Christine Fitzgerald likes the diet’s plant-based focus: “I think for people who like the plantbased way of eating, but feel overwhelmed and can’t completely commit to a plant-based diet, this gives them some options.” However, she’s concerned that the pegan diet limits fruits to low-glycemic berries, because, it claims, other types of fruit spike blood sugar. “What if you don’t like berries?” she says. The diet emphasizes fatty fish and flaxseed — sources of omega-3, another dietary element Delbridge says Americans don’t get enough of, as well as nuts, avocados, olives and associated oils, which provide healthy unsaturated fats. It also allows some saturated fat from grassfed meat, butter and ghee.

Cons The pegan diet considers animal proteins a “condiment” and suggests choosing fish and seafood with lower mercury levels; both recommendations are in tune with a healthy “flexitarian” diet. But it also warns to eat beans only “once in a while,” something Delbridge takes issue with. “Beans are nature’s superfood,” Delbridge says. “They have

protein, they have fiber, they have starch.” He also points out that beans are inexpensive, and that limiting them highlights one of the pegan diet’s downsides: “If you are low income, I’m not sure that you can afford to buy the foods that he’s suggesting.” The pegan diet prescribes “organic,” “sustainably grown,” “pastureraised,” “grass-fed” food. The diet also prohibits wheat and other gluten-containing grains, other than occasional intake of the ancient wheat einkorn, falsely claiming that most wheat is genetically modified “Frankenwheat.” The pegan diet limits glutenfree grains like quinoa, brown rice, oats and amaranth. The

Arlington’s Mind Your Body Oasis hosts accupressure stress relief workshop Sunday at 1 p.m.; $25

claim? They raise blood sugar and can trigger autoimmunity. There isn’t good science to support the autoimmunity claim, and any carbohydrate-containing food can raise blood sugar. Fitzgerald concludes that the diet has its pros, but cautions against it as a whole. “I prefer to not have everyone follow a specific diet, because that puts them in a black-or-white position: They’re either following the diet or they’re not,” she says. “Promoting heart-healthy fats and increasing plant-based eating are such good pros, but understand that you can increase those foods without going down the diet path.” CARRIE DENNETT

When is the best time to take your vitamins? The theory goes that because you’re getting nutrients throughout the day from food, having your nutrition supplements at night helps your body get some nutrition as you sleep. Jeffrey Blumberg, a professor of nutrition at Tufts University, suggests that isn’t the best approach. “Digestion slows down during sleep, so taking your nutrient supplement late at night would not be associated with an efficient absorption.” Neil Levin, a clinical nutritionist, agrees that morning is best. “Multivitamins tend to do best when taken earlier in the day, as the B vitamins in them might stimulate metabolism and brain function too much for a relaxing evening or before bed,” Levin says. DR. ANDREA BONIOR | BAGGAGE CHECK

It’s just me, him and the lie I told

Q. I have lied to my boyfriend about my job since the night we met. We were drinking and I blurted it out in an oversimplified way and he misconstrued and I didn’t correct him. If he were to find out, I know he would view me differently (even if he could get over the lie). We have been together for four months and I know it is bad and will only get worse. Please give me a pep talk. Like my desperate need to stop Googling “True Detective” spoilers, you know what you have to do. You even know why you have to do it, and what the negative effects will be if you don’t. With every week, day and nanosecond that passes, your lie grows. Your emotional intimacy is further jeopardized, and his right to be upset gets bigger. So figure out the least painful way to get

over this hurdle. Sending him a text first, saying that there is a misunderstanding you need to talk with him about? Writing the whole thing in a note? Forcing yourself to blurt it out? If you’re looking for the extra boost an advice columnist can provide, here it is: I have seen these types of things absolutely kill relationships. Often. Early, apologetic honesty trumps continuing deception every time.

You don’t say how she responds. Lashing out in anger? Getting sullen? Dramatic? You can address that dynamic first without some larger pronouncement about her character. “You’ve gotten quiet, and you seem upset about XYZ. I am sorry if I hurt you. I know it feels more comfortable to ignore me, but I feel confused and rather hurt myself when this happens, and I’d love to find a way that we could talk through these times better.” If you can get her on board with acting on her feelings in a more functional way in the moment, then you can eventually get her on board for the meta-conversation about feelings management in general. But I’d be remiss if I didn’t tell you to take a super hard look at the “criticisms” you are lobbing at her. (You wouldn’t be the first mom to not realize the sting of her words.) Drake was the man with a plan

‘Black Leopard, Red Wolf’ starts a fantasy epic

MUSIC If you believe that music is the greatest thing that human beings ever came up with, then a night when everyone across this country listens to the same music should feel something like fun. Yet somehow, Grammy night remains cruel, or at least unusual. But as the dust settles, here’s one way to know that the Grammys are still pure madness: The most clarifying, truth-to-power moment of Sunday night’s telecast belonged to Drake. Yeah, Drake, that sayer of only the sweetest nothings, the guy who actually made a music video where he just goes around giving people free hugs and money. That video was for “God’s Plan,” and when this year’s Grammy electorate decided that it was worthy of being named best rap song at the 61st Grammy Awards in Los Angeles, Drake, who traditionally goes AWOL on Grammy night, surprised us all by showing up to grip his golden gramophone in person. Then, with his new trophy sparkling

in his well-moisturized hands, he talked about its worthlessness. “I wanna let you know we’re playing an opinion-based sport, not a factual-based sport,” he said. “If you have people who are singing your songs word for word, if you’re a hero in your hometown — look, look — iff there’s people who have regular jobs, who are coming out in the rain, in the snow, spending their hard-earned money to buy tickets to come to your shows? You don’t need this right here. I promise you. You already won.” He wasn’t finished speaking, but Grammy producers don’t like it when Grammy winners tell Grammy viewers that the Grammys themselves don’t matter — so someone in the CBS control room cut him off. Even if Drake hadn’t fully completed his point, he’d already landed a few important punches. First and foremost, he was rightfully ripping the Grammys for its abiding race problems — the fact that rap has been the dominant music of our time, but only one

GETTY IMAGES/EXPRESS ILLUSTRATION

The rapper used his Grammys speech to emphasize the triviality of awards

rap act has ever won album of the year (OutKast in 2004). But Drake was ultimately suggesting that true prestige is conferred on the community level. If you were already a “hero in your hometown,” you needn’t worry about this annual farce of a television show making you feel like a loser. That’s an incredibly potent message to send — the idea that music should unify neighbors and galvanize communities, the idea that music can help you find your people, and that it can help your

people find you. It’s also a completely insane message to hear from one of music’s biggest names. Has the 21st century experienced a more smothering pop omnipresence than Drake? And on Sunday night, this guy was our hero, speaking either his most selfaware or most oblivious truth — a righteous, upside-down moment that could only materialize in the thick, confused, perfumed fog of the Grammys. Hulu, Marvel assemble new superhero team

Hulu is teaming with Marvel to make four animated series based on comic book characters, the streaming service announced Monday. The shows will revolve around the characters Howard the Duck, M.O.D.O.K., Hit-Monkey, Tigra and Dazzler. Director Kevin Smith and comedians Chelsea Handler, right, and Patton Oswalt are among those who have signed deals with Hulu to help produce the cartoons. BOOK REVIEW Stand aside, Beowulf. There’s a new epic hero slashing his way into our hearts, and we may never get all the blood off our hands. Marlon James is a Jamaicanborn writer who won the 2015 Man Booker Prize for “A Brief History of Seven Killings.” “Black Leopard, Red Wolf,” James’ latest that hit shelves last week, is the first spectacular volume of a planned trilogy. James has spun an African fantasy as vibrant, complex and haunting as any Western mythology. Set in a time of political upheaval and rumors of war, the story is set in motion by powerful people want to retrieve a missing boy. Who this boy is, who took him and who wants him back are questions that remain mysterious. Tracker, the indefatigable narrator, is convinced the child is dead. But the case touches a sorrow in him, and he agrees to join a gang of contentious characters who are convinced they can find him. You’ll want to read “Black Leopard, Red Wolf” wearing a smock. It’s an extraordinarily violent story, including a surfeit of sexual attacks. But that only makes Tracker’s concealed tenderness more poignant. Cast out of his house as a teenager, he feels the pain that all discarded beings feel. He’d cut out your tongue for saying this, but beneath that impervious exterior is a kind and gentle soul. Where the Art World and the Real World Intersect

@TAYLORDIORR, tweeting about a perceived double standard by royal

reporters and British publications in stories about Catherine, Duchess of Cambridge, and Meghan, Duchess of Sussex. After Catherine showed d up to Sunday’s British Academy Film Awards in a one-shouldered gown, outlets praised her for the “angelic” outfit. But fans noted that Meghan was slammed for breaking royal protocol when she wore an off-the-shoulder dress to June’s Trooping the Colour.

@SUSAN6366, joking about the set design for a York, Pa., theater’s production of “James and the Giant Peach.” Twitter users pointed out that the prop meant to represent a peach looks more like female genitalia. The set’s appearance inspired a number of anatomy puns and more than a few calls that DreamWrights, which is putting on the play, should next host “The Vagina Monologues.”

THE WASHINGTON POST LAUNCH PARTY: FEBRUARY 21

“Will Smith’s Genie is what appears in my room when I have sleep paralysis.” @JENNYENICHOLSON, joking about the official first look at Will Smith

in blue CGI makeup as Genie in Disney’s live-action remake of “Aladdin.” Smith’s appearance was met with mostly horror from fans of the movie, who didn’t know what to think of his get-up. Some said Smith resembled the Na’vi in “Avatar” or a blue Shrek.

@TROUBLEDOLL, blasting the Recording Academy for excluding Vinnie Paul, the legendary Pantera drummer who died in June, from its “In Memoriam” segment Sunday, which highlights the music industry’s notable deaths of that year. Also excluded were the Buzzcocks’ frontman Pete Shelley and rapper XXXTentacion.

@R1FINESSE_, tweeting about the

AQUARIUS (Jan. 20-Feb. 18) A good friend is likely to be surprised by the fact that you are still exactly who you have always been. PISCES (Feb. 19-March 20) A difference of taste comes between you and someone who wants things his or her way. ARIES (March 21-April 19) You’ll find it very easy to make yourself comfortable in the company of a friend you haven’t seen in a while. TAURUS (April 20-May 20) A trip down memory lane makes you realize just how good things are right now — but that’s no reason to ruin someone else’s fun. Why not play along? MONDAY’S SOLUTION

GEMINI (May 21-June 20) You must

follow the rules, but you shouldn’t find them too restrictive. What you start can be finished before the day is out.

MONDAY’S SOLUTION

LEO (July 23-Aug. 22) Keep your eyes and ears open today, and you’ll be able to help someone who really needs your brand of expertise — and daring. VIRGO (Aug. 23-Sept. 22) You’ll become immersed in a situation today that can build your confidence and put you in a very favorable position.

LIBRA (Sept. 23-Oct. 22) Others are likely to be impressed with the way you handle a surprising situation. The truth is that it’s not a complete surprise to you.

TODAY: Cold air is wedged into the region and rain is likely — with freezing rain in our colder areas in the morning. By afternoon, most of the region should be above freezing with just plain rain. Highs range from the mid-30s in our colder spots to 40 or so downtown. The rain should finally end by around midnight.

SCORPIO (Oct. 23-Nov. 21) You aren’t likely to encounter the typical today, so you must be ready to face that which others may consider too much to handle. SAGITTARIUS (Nov. 22-Dec. 21) Bad news on one front is countered by good news on another. How you react to the first, however, affects how the other pans out.
