What happened when parents, students and educators tried to talk to Education Secretary Betsy DeVos about their public schools—both their needs and challenges, and the amazing work students are doing despite all the challenges? She locked us out. It was DeVos’ one-year anniversary as secretary, and just like most people get feedback on their job performance, those who learn in, teach in and send their kids to public schools wanted to let her know how she was doing on the job. And since she spends so little time in public schools, we needed to bring public schools to her. We received comments from 80,000 people, which a small group of parents, students and educators tried to deliver to DeVos at the Department of Education on Feb. 8. We told her we were coming. We tried to make an appointment. But she refused to meet with us. And when we showed up to drop off everyone’s feedback, she had the doors to the building locked. She refused to read and respond to the comments, and wouldn’t even accept them on a flash drive. DeVos spends a lot of time listening to pollsters and privateers who are trying to soften her image and make a profit off of kids and public schools. But when she had a chance to listen to parents, students and educators—those she actually serves—she opted to lock us out. What was DeVos afraid to hear?

Many portraits show the subject staring vaguely into the middle distance. Not so for these two likenesses, which seem to look directly at you. “I find both of them tremendously engaged with the viewer,” Hobbs told Express. Both portraits are also life-size, which further enhances the sense that you’re really seeing and connecting with the Obamas.
The lush background symbolizes former President Obama’s personal story: Jasmine represents his birthplace of Hawaii, African blue lilies express his father’s Kenyan heritage and chrysanthemums are the official flower of Chicago. “There’s a fight between him and his plants in the foreground. Who gets to be the star of the show, the story or the man who inhabits that story?” Wiley said at the unveiling.
“I tried to negotiate less gray hair. Kehinde’s artistic integrity would not allow him to do what I asked,” Barack Obama joked at the unveiling. The artist actually seems to have made the former president look older than he is, according to Hobbs. “I’m wondering if that was intentional, a way to show that Obama, at this point, is a senior statesman, even though he isn’t 60 yet,” he said.
The 44th president is seated in a chair that “combines 18th-century and turn-of-the-20thcentury motifs,” Hobbs said. “It’s a great way of setting up the president, who combines in himself very different cultures and different worlds.”
“The dress chosen for the painting was designed by Milly. It had abstract patterns that reminded me of the Dutch artist Piet Mondrian’s geometric paintings,” Sherald said Monday. “But Milly’s design also resembles the inspired quilt masterpieces made by the women of Gee’s Bend, a small, remote black community in Alabama where they compose quilts and geometries that transform clothes and fabric remnants into masterpieces.”
Michelle Obama’s grayscale complexion isn’t a mistake: It’s a statement about the cultural construction of race, Hobbs said. “By taking black and white and mixing them together, what this artist is doing is saying, ‘There are not black people, there are not white people, there are gray people.’ ”

Baltimore officers guilty of corruption Two detectives face life in prison as part of rogue gun task force

BALTIMORE Two Baltimore police detectives were convicted Monday of racketeering and robbery in a trial that’s part of an ongoing federal investigation into corruption among rogue members of the city’s beleaguered police force. Detectives Daniel Hersl, 47, and Marcus Taylor, 30, were shackled and led out of the courtroom after the verdict was read. Federal jurors deliberated for two days after hearing nearly three weeks of testimony centered on details of police wrongdoing. Hersl and Taylor faced robbery, extortion and racketeering charges that could land them up to life in prison. They were convicted of racketeering and robbery under the Hobbs Act, which prohibits interference with interstate commerce, but were cleared of possessing a firearm in pursuance of a violent crime. Hersl put his head down and shook it as the verdict was read. Taylor had little reaction. Hersl’s family in the gallery wept and his father called out, “Stay strong, Danny.” William Purpura, Hersl’s lead attorney, said the family was disappointed in the verdict but noted that the jury “did acquit him of one of the more serious crimes.”

First weekday rail closure brings commuters pain

The trial in a federal courthouse has been dominated by testimony of four ex-detectives who worked alongside the defendants in an elite unit known as the Gun Trace Task Force. Those former detectives pleaded guilty to corruption charges about their time on the squad, which was once praised as a group of hard-charging officers chipping away at the tide of illegal guns on city streets. They testified on behalf of the government in the hopes of shaving years off their prison sentences. The former law enforcement officers testified that the unit was actually made up of thugs with badges who broke into homes, stole cash, resold looted narcotics and lied under oath to cover their tracks. Wearing lockup jumpsuits, the
ex-detectives admitted to everything from armed home invasions to staging fictitious crime scenes and routinely defrauding their department with bogus overtime claims. It’s not clear when the ex-detectives who pleaded guilty will be sentenced by a federal judge. Hersl and Taylor were part of a years-long scheme first exposed in 2015 by a Drug Enforcement Administration wiretap on a suspected dealer’s phone. The DEA alerted the FBI. Momodu Gondo, the officer picked up on the wiretap, pleaded guilty last year, along with task force sergeant Wayne Jenkins, its former sergeant Thomas Allers, and detectives Evodio Hendrix, Jemell Rayam and Maurice Ward. In abrupt shift, FBI might stay downtown After more than a decade of pressing Congress for funding to build a new campus in the D.C. suburbs, the FBI is now proposing that it keep some of its employees exactly where they are — in downtown D.C. — and move 2,300 out of the area altogether. On Monday, the Trump administration proposed keeping about 8,300 FBI headquarters staff in the D.C. area, split between a new headquarters to be built in place of the aging J. Edgar Hoover Building and Quantico, Va., home to the bureau’s training academy. Another 2,300 headquarters staff would move to new facilities around the country. House Minority Whip Steny H. Hoyer, D-Md., called the decision “inconceivable.” He urged Congress to reject the plan. (TWP)
D.C. STUDENTS HELPED BY TUITION ASSISTANCE GRANT
The number of District students the D.C. Tuition Assistance Grant has helped to attend and graduate from college since 2000. But the fiscal 2019 White House budget released Monday proposes to eliminate the popular program “because of a lack of a clear federal role for supporting the cost of higher education specifically for District residents.” The federal government provides $40 million for the program, which gives city students — who don’t have access to a robust in-state university system — affordable college options. Some commuters struggled to get to work Monday after an emergency closure of a Baltimore metro system used by tens of thousands of riders every work week. The Baltimore Sun reported that some commuters who usually use the 16-mile line connecting Owings Mills to downtown Baltimore had difficulty finding the coach buses that were organized as a replacement. Untreated wastewater flows into Md. creeks The weekend’s heavy rains caused more than 1.2 million gallons of untreated wastewater to flow into two creeks in Maryland, the Washington Suburban Sanitary Commission (WSSC) said Monday. The utility provides drinking water and wastewater treatment for large parts of Montgomery and Prince George’s counties, but the rain caused problems for two of WSSC’s wastewater treatment facilities in Prince George’s. Police investigate fliers claiming to be from KKK The Loudoun County, Va., sheriff’s office and Leesburg police are investigating after KKK material was found inside small plastic bags near driveways Saturday evening. The sheriff’s office was told Sunday morning about KKK fliers, two with CDs, in several driveways. Less than two hours later, more fliers were discovered near mailboxes and on sidewalks in Lovettsville. Authorities say there is no indication any homes that received fliers were targeted. Some of the fliers were similar to ones reported in Leesburg before Martin Luther King Jr. Day. (AP)

NEW YORK CITY Donald Trump Jr.’s wife was taken to a New York City hospital on Monday as a precaution after she opened an envelope addressed to her husband that contained an unidentified white powder, though police later said the substance wasn’t dangerous, authorities said. The frightening episode happened after 10 a.m., when Vanessa Trump, 40, opened a letter addressed to the president’s son at her mother’s midtown Manhattan apartment, investigators said. She called 911 and said she
was coughing and felt nauseous, police said. “Thankful that Vanessa & my children are safe and unharmed after the incredibly scary situation that occurred this morning,” Donald Trump Jr. wrote on Twitter. “Truly disgusting that certain individuals choose to express their opposing views with such disturbing behavior.” The New York Fire Department said it treated three patients who were then taken to a hospital for evaluation. Police said the envelope contained a letter but provided no other details. Detectives from the New York Police Department’s intelligence division and Secret Service agents were investigating.
Vanessa Trump was taken to a New York hospital as a precaution on Monday after a powder scare.
Secret Service Special Agent Jeffrey Adams said that agents were investigating “a suspicious package addressed to one of our
protectees” in New York but said he couldn’t comment further. Vanessa Trump and Donald Trump Jr. have five children, none of whom were home during the incident. White House spokeswoman Sarah Huckabee Sanders said the president spoke by phone to Vanessa Trump about the incident. The Trump family has had to deal with a number of similar scares. In March 2016, police detectives and FBI agents investigated a threatening letter sent to the Manhattan apartment of Donald Trump Jr.’s brother Eric that also contained a white powder that turned out to be harmless. Trump unveils his $4.4 trillion budget Plan would raise deficit, cut domestic programs that benefit the poor POLITICS President Trump unveiled a $4.4 trillion budget plan Monday that envisions steep cuts to America’s social safety net but mounting spending on the military, formally retreating from last year’s promises to balance the federal budget. The president’s spending outline for the first time acknowledges that the Republican tax overhaul passed last year would add billions to the deficit and not “pay for itself,” as Trump and his Republican allies asserted. If enacted as proposed, though no presidential budget ever is, the plan would establish an era of $1 trillion-plus yearly deficits. The open embrace of red ink is a remarkable public reversal for Trump and his party, which spent years objecting to President Barack Obama’s increased spending. Rhetoric aside, however, Trump’s pattern is in line with past Republican presidents who have overseen spikes in deficits as they simultaneously increased military spending and cut taxes. The budget also includes $1.6 billion for the second stage of Trump’s proposed border wall, a 65-mile segment in south Texas. The number of times male dogs have won “Best in Show” at the Westminster Kennel Club Dog Show, which began Monday, Reuters reports. Infrastructure plan includes selling airports POLITICS President Trump sent Congress a sweeping plan Monday to rebuild the nation’s dilapidated roads and bridges. Trump suggested that his proposal — aimed at spurring $1.5 trillion in spending over a decade — was not as important to him as other recent administration efforts. “If for any reason, they don’t want to support to it, hey, that’s going to be up to them,” Trump said of Congress. “What was very important to me was the military; what was very important to me was the tax cuts.” The administration’s plan is centered on using $200 billion in federal money to leverage more than $1 trillion in local and state tax dollars to fix America’s infrastructure, such as roads, highways, ports and airports. The proposal lists Ronald Reagan Washington National Airport and Dulles International Airport as examples of assets that could be sold. Sen. Lamar Alexander, R-Tenn., warned that the proposal included studying whether the Tennessee Valley Authority, the nation’s largest public utility, should sell its transmission assets. A top executive at international charity Oxfam resigned Monday after accusations that workers prostituted survivors of some of the worst disasters this century. “I am ashamed that this happened on my watch and I take full responsibility,” Oxfam’s deputy chief executive, Penny Lawrence, wrote in a statement. Haiti’s ambassador to Britain told The Guardian newspaper that the victims “may have been underage kids,” and Oxfam’s top leaders are accused of trying to cover up the allegations. Britain’s international development secretary, Penny Mordaunt, told BBC News that Oxfam could lose its government funding. A Times of London report Thursday revealed an internal investigation into Roland van Hauwermeiren, Oxfam’s country director in Haiti after a massive earthquake in 2010. He and several other male workers were accused of turning their guesthouse into what they allegedly referred to as “the whorehouse,” the Times wrote. The Times alleged that Oxfam tried to limit its investigation into van Hauwermeiren, who was allowed to resign in 2011. The Guardian reported that he had also been accused of hiring sex workers in Chad in 2006. Oxfam knew of the allegations before putting van Hauwermeiren in charge of relief efforts in Haiti, the Times wrote.

ASIA Over the past few days, South Koreans have watched one of the world’s deepest cross-border freezes begin to thaw. They saw a ruling Kim family member hopping around the country, attending the Olympics, meeting with South Korean President Moon Jae-in. Then they heard news that the North was inviting Moon to Pyongyang for the kind of summit that hasn’t happened in more than a decade. South Koreans so far have welcomed the most immediate result of those rapid diplomatic developments: a Winter Olympics free of threat from the North. But many in South Korea — particularly in younger generations — are also deeply skeptical of the broader inter-Korean effort. In interviews at Olympic venues, Koreans say they have been mesmerized by the diplomatic spectacle — particularly the visit of Kim Jong Un’s sister, Kim Yo Jong — but some suggested that the South’s welcoming stance was unearned or overdone. “It was a strange feeling seeing North Koreans in South Korean territory,” said Shin Hye-mi, 36. “At some points I thought we were doing too much for them.” Moon himself remains popular in South Korea, and young people say they are willing to put some faith in a leader who came into office last year after months of street protests against his predecessor, Park Geun-hye. “I support President Moon and I believe he’s doing a great job,” said Joo Sang-ha, 34. “Kim Jong Un’s summit proposal signifies that he is acknowledging President Moon as his counterpart, unlike he did with previous administrations.” Skepticism about what has happened during these Olympics

comes from the fear that North Korea is grabbing the world’s attention without any intent to change its behavior. “North Korea has always been talking peace but has been developing and provoking with its nuclear weapons and missiles,” said Jeong Min-ho, 21. “So I don’t see how the situation can take a positive turn after the Olympics.” Moon has advocated for closer ties with the North, nudging South Korea back toward what it once called the Sunshine Policy. During that period, roughly from 1998 to 2008, South Korean presidents held two summits with then-North Korean leader Kim Jong Il, all while giving the authoritarian country large shipments of aid. The hope was that warmer ties could prompt the North to scale down its weapons program. Instead, the North built up its nuclear stockpile and has tested six weapons since 2006. Meantime, there has been a pronounced shift in attitudes in

At the current rate, the world’s oceans on average will be at least 2 feet higher by the end of the century, according to researchers who published a study in Monday’s Proceedings of the National Academy of Sciences. The research, based on 25 years of satellite data, confirms scientists’ computer simulations and is in line with predictions from the United Nations, which releases regular climate change reports. “It’s a big deal” because the projected sea level rise is a conservative estimate and is likely to be higher, said lead author Steve Nerem of the University of Colorado. Scientists not involved with the study said even small changes in sea levels can lead to flooding and erosion. “Any flooding concerns that coastal communities have for 2100 may occur over the next few decades,” Oregon State University coastal flooding expert Katy Serafin said in an email. Two feet of sea level rise “would have big effects on places like Miami and New Orleans, but I don’t still view that as catastrophic” because those cities can survive that amount of rising seas, Nerem said. ‘My insides are shattered’ Former Olympic swimmer Ariana Kukors tells of alleged sex abuse by a past coach to show how young athletes are vulnerable SWIMMING Ariana Kukors was 15 when she realized her 33-year-old coach was interested in more than helping her swim faster, she said, when text messages about school and weekend plans suddenly shifted with a strange question: He wanted to know if she was wearing underwear. She was 16 the first time he asked her to text a naked photo, she said. Later that year, at travel meets and after private workouts before school, her coach made physical advances that, before Kukors turned 18, included sex acts she summarized as “everything but intercourse.” In her first interview since publicly accusing former U.S. Olympic swim coach Sean Hutchison of years of sexual abuse, Kukors — a former world champion and member of Team USA during the 2012 Games — described to The Washington Post a toxic relationship that has given her depression and anxiety.
“My insides are shattered,” said Kukors, 28 , who broke down in tears several times. “As an innocent, young individual who saw this man as a mentor, as a father figure, it was very confusing.” Hutchison, now 46, has called Kukors’ claims “wild allegations” and asserted the two had a consensual relationship for more than a year after the 2012 Games, when he was 41 and she was 23. Last week, federal officers searched Hutchison’s Seattle home and took several electronic devices in search of evidence of Kukors’ claims. Hutchison has not been charged with a crime. Kukors’ attorney Bob Allard has accused USA Swimming of failing to act aggressively on suspicions of an improper relationship between Hutchison and Kukors, claims the organization has rejected. Kukors declined to speak in detail about any blame she believes Olympic officials deserve for her alleged abuse. “If this was about money or a

Kukors broke up with Hutchison in 2013, she said. She said she decided to contact law enforcement with her allegations recently, inspired from watching last month’s lengthy sentencing hearing for former gymnastics physician and serial child molester Larry Nassar. “It took me a while to get to the point where I could acknowledge that I was a victim, and that wasn’t love, there was no consent,” Kukors said. “It was abuse.”
Johnny Manziel is prioritizing his mental health during a comeback he hopes will lead back to the NFL. The 2014 first-round pick of the Browns opened up about his downfall and said he’s taking medication for bipolar disorder during an interview that aired Monday on ABC’s “Good Morning America.” The Heisman winning quarterback hasn’t played since 2015. “Going back throughout the last couple years of my life, I was self-medicating with alcohol,” Manziel said. Manziel, 25, said he was diagnosed as bipolar last summer and that he is sober now. He’s been offered a contract in Canadian Football, but the QB said his goal is “100 percent” a return to the NFL. West Coast cool: Calm Anderson defies conditions Before she won under no-win conditions, Jamie Anderson listened to oldschool rap music. Dr. Dre’s “Chronic 2001” album was the soundtrack for her nerves, as well as the score for the competitive horror film she was forced to watch as tormenting winds thrashed 25 of the world’s best female slopestyle snowboarders. On a gusty day defined by crashes, bruises and resentment that the event wasn’t postponed, Anderson challenged danger. The reigning Olympic champ was the last to go. During an earlier practice Monday morning, she hadn’t been able to land any of her jumps. “Oh, no!” she thought after the warm-up. But now,
she was calm. Who knew Dr. Dre could be so soothing? During her first run, she recorded an 83.00 score that held up for the rest of the competition. She had clinched the gold medal and got to take a victory lap on her second and final run. And, of course, this being the event from hell, the wind lifted and slammed Anderson on her celebratory run. This wasn’t just about the magic of beats and rhymes. That would be giving Dre too much credit. It wasn’t just about bad weather, bad luck and bad International Ski Federation leadership ruining a highprofile opportunity to sell a fledgling sport and accidentally creating a scenario in which only someone of Anderson’s experience could win. This was about a champion
being a champion. It was an awful day for the aesthetics of the sport. But it was a day that verified Anderson’s legend. No one could win, but she did. Everyone complained, but she played her own music. She triumphed by putting together a routine so simple that, under ideal conditions, she figures might not have advanced past qualifying. But the weather shouldn’t diminish the victory. Style matters so much to the growth of women’s slopestyle because it needs fans to see its athleticism and creativity, and the fear is that the crashes made it look like amateur hour. But fortitude is essential to sport. We admire grit. If athletes don’t know how to win ugly sometimes, they don’t know how to win. “I think, when we all signed up for snowboarding, we knew it wasn’t always bluebird, perfect, sunny days like we get in California,” said Anderson, 27, a South Lake Tahoe native. “So my attitude with contests and with even training on any given day is learning to adapt with the weather.” Follow Jerry Brewer on Twitter @JerryBrewer

Shiffrin set for postponed debut ALPINE SKIING Mikaela Shiffrin’s pursuit of gold at the PyeongChang Olympics starts on a different day than expected — and in a different event, the slalom, which is her forte. Of course, that’s assuming they ever get around to doing any racing at all in Alpine skiing. Each of the first two contests were postponed because of winds that exceeded 25 mph. The forecast predicted more of the same today and Wednesday. The latest schedule change came Monday, when the temperature was 5 degrees and the women’s giant slalom was shelved three hours before it was supposed to start. Why we crave the sweet substance, what it does to us and how to kick the habit NUTRITION It’s February, and Instagram is bursting with self-effacing pictures of people who swore off sugar at the beginning of the year, only to fail. Sugar has been shown to have an effect on the brain similar to that of an addictive drug. In fact, quickly removing it from your diet can cause withdrawal symptoms, including fatigue, depression, headaches and muscle aches. No wonder it isn’t easy to quit. It’s not easy, but it’s not impossible — although there are a few things to consider before weaning yourself off sugar.
Blood sugar issues Many sugar cravings stem from a blood sugar imbalance. When your body ingests sugar, your blood sugar spikes and your body releases insulin to lower it to a safer level. If the insulin brings your blood sugar level a bit too low, as often happens, your body craves foods that will raise it and
increase your energy. You’re on a blood sugar roller coaster, and it’s hard to get off it. The key to balancing blood sugar is to eat foods that prevent too much insulin from being released, such as protein and healthy fats, and to consume only small amounts of sugar. It’s also important to eat regular meals and snacks, because blood sugar drops when you skip a meal.
Cover the essential nutrients Protein and fat are crucial to kicking a sugar habit. Unlike sugar, healthy fats and protein provide slow and steady forms of energy. When your body doesn’t find sugar for fuel, it turns to fats, so eating plenty of healthy fats such as nuts, seeds, avocados and olive oil can help your body adjust to getting its energy elsewhere. Protein helps you feel satiated, which can reduce hunger and cravings, and many of the amino acids in protein help build the brain chemicals that make us feel good. When we feel

Outsmarting cravings Here are some tips to help you kick the sugar habit: Start with a solid breakfast. The less sugar you eat in the morning, the more balanced you will be all day. High-protein breakfasts have been proven to reduce cravings. Plan your meals in advance, to prevent dips in blood sugar. Dehydration can make you feel hungry, so drink plenty of water. When you crave sweets, wait 10 minutes and change your environment. Take a walk, or get into a project. Smoothies, if made without added sugars and with plenty of fiber, will satisfy your cravings without causing a blood sugar surge. Avoid artificial sweeteners, which have been shown to boost cravings. Trick your body by eating something sour when you want something sweet. The sour flavor can stimulate the taste buds and distract you from the craving. C.S.

Stress causes the hormone cortisol to flood your body, releasing glucose from your liver, which in turn raises your blood sugar, which can cause cravings. Poor sleep also can trigger excess eating, including increased sugar consumption, as you seek energy to combat your fatigue. Sometimes we experience cravings that are nothing but a habit. Listen to cravings and try to determine their root: true hunger, emotional eating or habit.

The truth about coffee Is coffee healthy or unhealthy? Italian researchers collected studies on the health effects of coffee, reviewed the evidence, then offered up a report in the Annual Review of Nutrition. They looked at 127 meta-analyses, which lump together and analyze studies on similar topics, and calculated the strength of each study. They found that no studies showed a “convincing” level of evidence in either direction. But several found “probable” evidence that drinking coffee is associated with a decreased risk of many common cancers, ranging from a 2 to 20 percent reduction in risk, depending on the type. Q. My mother used to be adventurous, but the older she has gotten, the more afraid of germs/planes/unusual foods/changes in routine she has become. It makes me sad because I always visualized that we would travel together once she retired. Now that she is in a place to enjoy life, she is balking at accompanying me because of these irrational fears and worries. SAD DAUGHTER But does she view these fears and worries as irrational? And more important, does she actually want to change them? She’s got to be on board mentally before getting on board a plane, train or automobile. Many people become less adaptable as they get older, whether just from routines getting ingrained or from heightened anxiety about being less autonomous within
their daily lives. If she really wants both to travel and to work on the barriers she has in getting there, then you can help her get help through cognitive behavioral therapy techniques that gradually nudge her out of her comfort zone. But if the only motivation is coming from you, you’ve got to ask yourself: At what point does a nudge toward adventure become a shove off of a cliff?

It could be that trust and love are being rebuilt, but you still feel like you’ve been cheated in a different way: that he got to break the rules and experience something you can’t. This might be made worse if you feel like he’s gotten away with other things too, or that you are putting in more “work” than he is. But given that (let’s agree on this) your sleeping with someone else would only damage your marriage further, you need to decide how to address these feelings in a constructive way. What is the deficit that’s still shouting that it needs to be filled? You can start with some individual therapy of your own to figure that out, and learn what to do about it.

The striking result is that, although lines like Trump’s “crushing it” are meant as satire, this cartoon president shows some warmth. Trump might be the butt of venomous barbs on “The Late
Show,” but for the sake of a narrative comedy, Colbert’s cartoon Trump is often a yellow-orange buffoon who would not be out of place on “The Simpsons,” “Family Guy” or “The Flintstones.” One reason for the character’s warmth is the voice behind him. Jeff Bergman — who has voiced Homer and Fred Flintstone on “Family Guy” — provides a livedin delivery that doesn’t steer into over-the-top parody. “When you have the cartoon, you don’t necessarily need the voice to be the main source of the satire, and you’d get sick of [a caricature] over 10 episodes,” Licht says. “So his voice, to my mind, is perfect.” MICHAEL CAVNA (THE WASHINGTON POST)
