Drivers were startled to see a hungry bear that got stuck in a garbage truck and took a ride across a stretch of North Carolina. A motorist called Bertie County 911 on Wednesday about a bear hanging off the truck on U.S. Route 17. Apparently, the snackseeking bear climbed on during a stop and was trapped after the driver secured netting that keeps garbage from blowing out. Two men impersonating police officers tried to pull over a South Florida commissioner who is a former officer. Miami-Dade Commissioner Joe Martinez grew suspicious Wednesday when he saw an SUV with flashing lights come up behind him on the Florida Turnpike. Martinez said the SUV was too spiffy to be a police vehicle and had a temporary tag. Instead of pulling over, he flagged down an officer in a squad car, who radioed for help. (AP)

Guinness World Records has a new entry for group moose-calling. Organizers of the Maine Moose Festival announced Wednesday that Guinness had signed off on the record-setting attempt, which took place in June and involved 1,054 people at the Skowhegan Fairgrounds grunting like moose. Trump installs simulator so he can golf at home

THE DISTRICT “How did you get in the robot?” That was the question a young patient at Children’s National Health System had on Thursday for Dr. Bear Bot. Cardiologist Alejandro LopezMagallon answered the question from a blue-lit room on a different floor of the hospital — a control center lined with monitors showing the vital signs of all the patients in the unit as well as live video from their rooms. “I’m not really in the robot,” he explained, adding that he uses Dr. Bear Bot remotely to check in on patients and confer with nurses and parents. The virtual liaison has been making rounds in the hospital’s cardiac intensive care unit since September, but on Thursday, its name was officially announced. Dr. Bear Bot was chosen after a hospital-wide vote by 185 children and staff. The newly named bot, which stands 5 feet, 6 inches tall, celebrated the reveal by passing out robot-themed Valentine’s cards to the patients, with phrases like “I like you a whole bot,” and “Beep mine, Valentine.” Dr. Bear Bot is just one part

Birdwatchers ask: Where is Justice? Experts are starting to get concerned about Justice, a male bald eagle, who hasn’t been seen in several days. Justice went missing Saturday afternoon from a nest at the D.C. police academy in Southwest D.C., where his mate, Liberty, recently laid an egg. A younger male eagle showed up at the nest later Saturday. Birdwatchers think the younger eagle may have been in a fight, perhaps with Justice. President Trump has installed a room-sized “golf simulator” game at the White House, which allows him to play virtual rounds at courses all over the world by hitting a ball into a large video screen. The system replaced an older, less sophisticated simulator that had been installed under President Obama. Trump’s system cost about $50,000 and was installed during the last few weeks in a room in his personal quarters. An official said that Trump paid for the new system and the installation personally.

Northam seeks budget equity VIRGINIA Gov. Ralph Northam, D, presented budget proposals to state lawmakers Thursday morning in his first legislative meeting since the scandal over a racist photo in his medical school yearbook broke two weeks ago. Over a breakfast of bacon, eggs, waffles and fruit in the Executive Mansion, Northam told a group of conferees from the House of Delegates and state Senate that he wants them to add money to several programs aimed at helping minorities and the disadvantaged. Northam did not apologize or directly address the swirl of controversy in the executive branch, and the attendees were cordial and businesslike, according to two people familiar with the meeting who spoke on the condition of anonymity to discuss the closeddoor session. Most of the legislators in attendance have called on Northam to resign, either directly or through their caucuses. The gathering — an annual event — lasted a little more than a half-hour as Northam explained a letter outlining his position. “In order for every Virginian to thrive, we must invest in their success — and that requires a greater focus on issues of equity,” Northam wrote to the Republican chairmen of the House and Senate money committees.

Governor meets with lawmakers for first time since blackface scandal

That language echoes statements Northam has made as he has defied calls to resign over the scandal, saying he wanted to remain in office to work on racial reconciliation. Northam initially took responsibility for the 1984 yearbook picture, which shows one person in blackface and another in Klan robes, but later said he wasn’t in the photo. At the same time, he admitted darkening his face that same year when

he dressed as Michael Jackson for a dance contest. The cascading crises — that unfolded in the span of a single week — have overshadowed the General Assembly session, in which lawmakers reached a bipartisan consensus on a tax plan and modifications to the state’s $117 billion biennial budget. The tax component resolved a major stalemate that has prevented Virginia from being able

to process state income tax returns. Northam is likely to sign the tax legislation soon, increasing the state’s standard deductions and creating a one-time rebate of up to $110 for individual state taxpayers and up to $220 for married couples. But the House and Senate have also proposed a number of changes to the state budget, using new revenue to fund priorities such as teacher pay raises. Northam had initially proposed fewer tax cuts and a far greater array of spending increases, and on Thursday he pushed the lawmakers to restore a few of those requests. Those included: Adding $35.6 million to a program that helps school districts target at-risk students. A House proposal eliminated the extra funding, while the Senate proposed a smaller increase of $14.2 million. Adding $19 million to the Virginia Housing Trust Fund to help reduce evictions among low-income residents. The House budget plan contains no additional funding while the Senate would add about $6 million. Adding $50 million to a fund that helps localities deal with damage from storm water runoff. The House would eliminate all that extra funding; the Senate adds $10 million to the fund. House and Senate committees will take up those individual budget items in meetings over the coming week. Sinking tracks at Braddock Road have caused car floors to sit below the platform, creating accessibility issues.

Braddock Road isn’t scheduled until this summer, and repairs at Greenbelt won’t be made until 2020, because Metro wants to make the fixes when it rebuilds platforms at those stations. Metro is also planning to make repairs at Brookland, which is not having its platform rebuilt. Metro spokeswoman Sherri Ly didn’t know when that would be. She said WMATA is looking for a time when it will be doing other work on the platform. Metro also already raised the tracks at NoMa-Gallaudet U and Rhode Island last year. But there may be problems at other stations. Anthony Oberg, who uses a wheelchair because he has cerebral palsy, said he saw a woman in a wheelchair unable to push herself up onto the platform at East Falls Church last year. Ly said she wasn’t aware of the situation at East Falls Church or of plans to fix it. She said that the

ACCESSIBILITY As the Red Line train approached the Brookland station one day last year, Adie Baez rolled her wheelchair toward the door. She thought she’d be able to just roll off when the train arrived. Most Metro users typically don’t worry about things like stepping off the train at a station. But for those who, like Baez, navigate Metro in a wheelchair, nothing is ever certain. It means never quite being sure whether the elevators will be working at your destination station. And, apparently, it also means never really knowing if you’ll be able to get off the train. Baez goes through life in a wheelchair because she has osteogenesis imperfecta, or brittle bone disease, a genetic disorder that causes her bones to break easily. She gets treatment at Children’s National Medical Center, and she was on her way there that day on the Red Line. But when the door opened at Brookland, she saw that the platform was several inches above the bottom of the train door. She couldn’t get up to the platform. Her wheelchair tilted backward as she struggled. Finally, someone behind her gave her a push. “At that moment, I just felt relieved someone helped me,” she said. But for people with disabilities, being able to live independently means everything. Looking back, she said, her pride was hurt. “It’s not something other people have to do — to ask random people for help,” she said. Metro acknowledged that tracks have sunk so much at a few stations that the floor of the cars can sit below the edge of the platform. Metro says it is aware of the problem at two other stations besides Brookland. Work at

Americans With Disabilities Act allows platforms to be to up to 1½ inches higher than the car floor at stations built before 1991, like East Falls Church. The standard is tighter at newer stations: Platforms can only be five-eighths of an inch higher. Oberg didn’t whip out a tape measure. “But there is no way out of the train without doing a

wheelie,” he said. He serves on a committee that advises Metro on accessibility challenges. Metro does better than other transit agencies in helping people with disabilities get around, Oberg and Baez both said. Oberg, who is from Boston, noted that the subway system in his hometown doesn’t have elevators. But when you have a disability, taking Metro means never being able to relax, because you never know what obstacle will emerge or if you’ll have to ask for help when you exit. It’s too stressful for Baez. TRANSPORTATION The Federal Transit Administration has threatened to withhold up to $1.6 billion in transit funding from the D.C. region, including federal money for construction of Maryland’s Purple Line, if Metro restores late-night service as District officials are pushing, board members were told Thursday. D.C. Mayor Muriel Bowser, Metro Board Chairman Jack Evans and D.C.’s other voting board member, Corbett A. Price, are leading an effort to restore the service hours Metro cut beginning with its SafeTrack rebuilding effort in 2016, contending the agency has had ample time since then to catch up on maintenance. The amount of funding at risk was previously reported to be around $638 million — the amount the FTA had said it was authorized, at a minimum, to withhold if it does not certify the new safety oversight commission by the April deadline. That made Thursday’s figure a staggering revelation for Metro and its board. The amount named Thursday includes $507 million from D.C.; $765 million from Maryland, including Purple Line money; and $282 million from Virginia. “We’re staring down the barrel of a calamity for the system,” Metro board member David Horner said, briefing the panel on a memo in which the FTA spelled out the potential consequences of a reversion to the previous hours. Facebook in talks over fine for privacy lapses TECHNOLOGY The Federal Trade Commission and Facebook are negotiating over a multibillion-dollar fine that would settle the agency’s investigation into the social media giant’s privacy practices, according to two people familiar with the probe. The fine would be the largest the agency has ever imposed on a technology company, but the two sides have not yet agreed on an exact amount. Facebook has expressed initial concern with the FTC’s demands, one of the people said. If talks break down, the FTC could take the matter to court in what would likely be a bruising legal fight. The two people familiar with the probe spoke on the condition of anonymity because they were not authorized to discuss the private talks. Facebook confirmed it is in discussions with the agency but declined to comment further. The FTC declined to comment. Previously, the largest fine the FTC has imposed on a tech giant for breaking an agreement with the federal government to safeguard consumers’ data was a $22.5 million penalty that Google paid in 2012. The FTC’s probe of Facebook began in March of last year in response to reports about the

Facebook ultimately could broker a deal with the U.S. government by agreeing to pay a fine and make some changes to its business practices. That settlement would then have to be approved by a judge. The FTC’s punishment could include a new, tougher order that could force the tech giant to submit to tougher, regular checkups to ensure it’s complying with the settlement, according to two other people familiar with the probe.

Alternatively, Facebook could choose to fight the federal agency over its findings and proposed punishments. If that battle lands in federal court, the move could prove bruising to both sides, analysts say, by putting Facebook’s top executives on a witness stand while subjecting the agency’s authority over tech giants to high-profile judicial review. Adding to the pressure, a collection of consumer advocates urged the FTC last month to penalize Facebook with “substantial fines,” perhaps exceeding $2 billion, along with an order that limits how and when Facebook collects data about its users.

For Trump, a deal with a big caveat

President plans to sign the spending bill and then declare a national emergency pressure to soothe his conservative base and avoid looking like he’s surrendered in his wall battle with Congress. Press secretary Sarah Sanders said Trump would sign the bill and take “other executive action, including a national emergency.” She added, “The president is once again delivering on his promise to build the wall, protect the border and secure our great country.” Trump had demanded $5.7 billion to start building more than 200 miles of wall. The bipartisan agreement provides under $1.4 billion — enough for just 55 miles of “barriers” and “fencing,” according to the bill. Notably, the word “wall” does not appear once in the compromise’s 1,768 pages. An emergency declaration and other assertions of executive power to access money are expected to prompt lawsuits and potential votes in Congress aimed at blocking Trump from diverting money, which could conceivably reach billions of dollars. White House aides and congressional Republicans have suggested Trump might tap funds targeted for military construction, disaster relief and anti-drug efforts. In a surprising development, Senate Majority Leader Mitch McConnell said he would support Trump’s emergency declaration. That was a turnabout for the Kentucky Republican,

crisis at the border and Trump is merely sidestepping Congress, while Republicans have warned that future Democratic presidents could use the move to force spending on their own priorities, such as gun control. But lawmakers from both parties were openly relieved to forestall a fresh federal shutdown and put the border security battle — at least this phase of it — behind them. POLITICS The Senate approved a border security compromise Thursday that ignores most of President Trump’s demands for building a wall with Mexico but would prevent a new government shutdown. The White House said Trump would sign it but then declare a national emergency and perhaps invoke other executive powers to try to shift money to wall-building from elsewhere in the federal budget. Congress’ Democratic leaders, Speaker Nancy Pelosi in the House and Chuck Schumer in the Senate, quickly branded such a presidential declaration “a lawless act, a gross abuse of the power of the presidency and a desperate attempt to distract from the fact that President Trump broke his core promise to have Mexico pay for his wall.” The Senate approved the border security deal by a lopsided 83-16 tally. The House was expected to vote on and pass the basic spending bill compromise late Thursday, after Express’ deadline. Trump’s signature is assured for the bill, which for now would stamp a bipartisan coda on a nasty melee that’s dominated the initial months of power sharing in Washington. HEALTH Longtime cancer disparities between African-Americans and whites — with blacks having a sharply higher mortality rate — have narrowed significantly in recent years and disappeared nearly entirely for a few age groups, including men under 50 and women who are 70 and older, according to a new study by the American Cancer Society. African-Americans still have the highest death rate and the lowest survival rate of any racial or ethnic group for most cancers. But the report noted the overall cancer death rate has been dropping faster in blacks than in whites because of bigger drops in three common cancers: lung, prostate and colorectal. The result: The “excess risk” of cancer death in blacks, compared with whites, fell from 47 percent in 1990 to 19 percent in 2016 for men and from 19 percent to 13 percent for women, according to the study. “Progress has been made, but we still have a long way to go,” said Len Lichtenfeld, interim chief medical officer for the cancer society. The biggest factor in narrowing the gap has been more-rapid decreases in smoking and lung cancer over the past four decades in blacks than in whites, he said. Lichtenfeld noted that early evidence suggests the Affordable Care Act, which expanded health insurance coverage, “made a difference.”

The club can’t expect Alex Smith to return, but that doesn’t mean it will make a big move. Coach Jay Gruden always has believed that Colt McCoy can be an effective starter, and last year’s emergency starter, Josh Johnson, wants to return. Many analysts say that if the Redskins really like a QB at the top of the draft, they should do everything they can to get him; otherwise they should wait until later rounds and pick a player to develop. Given the cap situation, Washington might have to go with McCoy and a project and a low-cost journeyman to compete with Johnson.

Injuries have been a big issue the past two years. Right guard Brandon Scherff (torn pectoral) is expected back for camp, but the Redskins must consider the injuries that have cost left tackle Trent Williams 13 games in the past three seasons, as well as the ailments that slowed right tackle Morgan Moses last year. At minimum, they need a left guard to replace the departing Shawn Lauvao. If a player such as Oklahoma’s Cody Ford, who can play tackle or guard, is available in Round 1 — the Redskins have the 15th pick — they might be compelled to take him.

Injuries to Jamison Crowder and Paul Richardson (and third-down back Chris Thompson) left the Redskins looking slow in 2018. TE Jordan Reed lacked impact as he returned from offseason toe surgery. Coaches continue to be confused by the inconsistency of Josh Doctson. Crowder might be too expensive to re-sign, and free agent Golden Tate also would be too costly. But Antonio Brown’s cousin, Oklahoma’s Marquise Brown, is an appealing prospect. Does Washington dare take a first-round receiver again?

The club currently has no safeties except specialteamer Deshazor Everett and last year’s fourthround pick, Troy Apke, who was hurt most of the year. D.J. Swearinger was cut prior to Week 17; trade deadline pickup Ha Ha Clinton-Dix is a free agent; and Montae Nicholson is on the NFL’s reserve list after his arrest. Top safeties in free agency include Earl Thomas, Landon Collins, Tyrann Mathieu and Clinton-Dix. All might be beyond the Redskins’ budget. Given their affinity for Alabama players, they might consider drafting the Tide’s Deionte Thompson.

The greatest love: ‘Romantic’ reveals rom-coms’ worth “Isn’t It Romantic” is a really-needs-aquestion-markin-the-title takedown of romantic comedies. That means, of course, that we need the central character to be a person who hates romantic comedies. That person is Natalie (Rebel Wilson), an architect who’s constantly mistaken for the office gofer. Her assistant (an excellent but underused Betty Gilpin) is obsessed with romcoms, and streams them all day at her desk. This leads to Natalie going on an EXTENSIVE rant about everything wrong with the genre; it’s largely pointless, because everyone in the audience has already heard everything that is “wrong” with the genre. WE GET IT.

Of course there are some terrible rom-coms, filled with the offensive tropes that too often define them. I just refuse to believe that there are more bad romantic comedies than there are bad action films or bad horror movies. Still, it’s an easy category to sneer at. Which is what Natalie does. After getting clonked on the head, she finds herself transported into the world of a typical rom-com, complete with a rich, handsome hunk (Liam Hemsworth) as the goal; a verrrrrrrry gay best friend (Brandon Scott Jones); and a lethally ambitious work adversary (also Gilpin, in the altuniverse version of Natalie’s previously sweet assistant; now she’s an evil equal who should have been given at least twice as many scenes as she has).

Natalie figures that she has to get to the end of her romantic, comedic situation to get back to normal, and she certainly knows how to play by the rules. As she navigates the route — in which she both abides by and slyly sends up the conventions of rom-coms — she starts to notice how her life has improved. Not just on the surface, with a now-huge apartment, better clothes and Liam Hemsworth showing up in a towel, but in how others perceive her. People respect her, listen to her ideas and are simply nicer to her. She has become the star of her own life. One of the criticisms of romantic comedies is that they provide an unrealistic view of what a woman’s life should be. On the one hand, that’s true: If Liam Hemsworth in a towel is

the ultimate measure of success, then we should all give up and settle for, I don’t know, Liam Neeson in a towel. On the other hand, plenty of modern rom-coms are about women coming into a confidence that should have been theirs all along and discovering that they are worthy of love, of that promotion at work, of Liam Hemsworth in a towel. A good rom-com doesn’t assert that women are successful only if they snag a man; a good rom-com celebrates that women deserve happiness, and sometimes that looks like Liam Hemsworth in a towel. (I’m hoping that repeating the phrase “Liam Hemsworth in a towel” will get me more clicks online. Liam Hemsworth in a towel.) “Isn’t It Romantic” does a solid enough job of revealing the faulty and absurd elements that too often define rom-coms. But it also reveals the faulty and absurd assumptions people often make about any movie in which boy meets girl — and points out that sometimes it’s about girl meeting herself. ‘Alita’ goes down swinging The overly ambitious manga adaptation can’t shake off a messy story FILM REVIEW We have to talk about the eyes. There they are, staring from the screen like saucers in nearly every frame of “Alita: Battle Angel.” If you believe the adage that eyes are windows to the soul, then the movie’s titular heroine has two huge picture windows in the middle of her digitally altered face. The only problem? You might not like what you see through them. The protagonist of this screen adaptation of a 1990s Japanese manga is Alita, an amnesiac cyborg played by Rosa Salazar in a motion-capture performance that features, most notably, gigantic

CGI eyes. (The tale merges live action with characters that are computer-generated composites of machine and human.) Producer and co-writer James Cameron first became enthralled by the source material, Yukito Kishiro’s graphic novel series “Gunnm,” before entering the world of “Avatar,” and he had originally planned to direct “Alita” himself. But the filmmaker yielded the director’s chair to Robert Rodriguez. Set in the year 2563, the film opens with Christoph Waltz’s “cyberphysician” Dyson Ido scavenging for body parts when he discovers the upper half of the cyborg that will become Alita. From there on, it’s hard to follow where this movie (which was originally slated for last summer) goes, in no small part because the film

itself has trouble finding a path. At times, it’s the story of raising a rebellious teenager, one who is trying to recall her past life. But then the film will veer, almost aimlessly, into a look at the bureaucratic world of the hunter-warriors who serve as a vigilante-style police force. Furthermore, several members of the supporting cast are

woefully underused, including Mahershala Ali as the shadowy Vector, and Jennifer Connelly as Ido’s ex-lover turned rival. It’s easy to see why Cameron and Rodriguez might have been drawn to the story. At its core, however muddled, there are classic sci-fi themes of class and what it means to be human. So it’s baffling that the film goes to such lengths to show Alita’s sheer brutality. Even more galling? The creative team seems so confident that the world will catch “Alita” fever that the movie ends in a cliffhanger that suggests there will be a second one. Here’s hoping that someone digging through the rubble of this movie for sequel material finds a crucial body part: a working brain. HAU CHU (THE WASHINGTON POST)

‘Happy Death Day 2U’ plagued by fatal flaws FILM REVIEW The 2017 thriller “Happy Death Day” took a “Groundhog Day”like concept — a young woman must relive the same day, over and over — and put it in service of a largely uninspired collegeset horror movie. But some people never learn from their mistakes, no matter how often they repeat them. Case in point: “Happy Death Day 2U.” The story begins at fictional Bayfield University as Ryan (Phi Vu), a gifted science major, joins a group of friends at a high-tech lab where they’re working on what amounts to a time machine. The electromagnetic behemoth creates not only an unintentional time loop, but also alternate timelines in which the identity of a killer changes. Soon, the young woman from the first film, Tree (Jessica Rothe), is again the center of the murderer’s attention. By taking over screenwriting duty from Scott Lobdell, who wrote the original, returning director Christopher Landon finds inventive and unexpected ways to tweak the formula. This time, “Death Day” has ambitions, posing questions that other slasher films wouldn’t touch. But, ultimately, “Happy Death Day 2U” doesn’t live up to its aspirations. By the time the climax arrives, the movie has lost its thread, in an increasingly busy “Scooby Doo”-style adventure that, sadly, only points to the possibility of a “Happy Death Day” 3-peat. A social media developer has sued Kim Kardashian West and her company, Kimsaprincess Inc., for $300 million over emoji and other images of the reality star. In a suit filed Tuesday in federal court in Oklahoma City, plaintiff David Liebensohn alleges that he and two others teamed up with Kardashian West to create Kimoji designs and merchandising. Now they’re claiming that Kardashian West ran away with the trademark and never shared the profits.
