Eyes on the Road U.S. to automakers: Limit the number of dashboard diversions MWi^_d]jed Auto dashboards are becoming an arcade of text messages, GPS images, phone calls and Web surfing, the government says, and it’s asking carmakers to curb those distractions when vehicles are moving. Manufacturers have been loading up higher-end vehicles with built-in gadgets in an effort to tempt car buyers who want to multi-task behind the wheel in today’s increasingly connected society. The National Highway Traffic Safety Administration on Thursday proposed voluntary guidelines for manufacturers, including a recommendation that they design dashboards so that distracting devices are automatically disabled unless the vehicle is stopped and the transmission is in park. “The guidelines we’re proposing would offer real-world guidance to automakers to help them devel-

But other technologies recommended for automatic disabling include textmessaging, Internet browsing, social media browsing, phone dialing and computer screen messages of 30 characters or more that are unrelated to driving. The guidelines would make exceptions for these devices if they are designed for use by passengers and can’t be accessed by the driver. Manufacturers are also urged to make technologies safer that drivers are allowed to use while driving — including reducing to two seconds or less the amount of time drivers must divert their eyes from the road. Everyone wants Jeremy Lin these days. Unknown just weeks ago, the 23-year-old point guard’s celebrity has skyrocketed, and it’s not just basketball fans who are along for the ride. Lin’s tale of woe and redemption has been difficult to miss: scholarshipless out of high school, the point guard born to Taiwanese parents went to Harvard. Team-less after the NBA draft, he bounced around the league. Jobless at the start of 2012, he’s now a star. The

NBA emerged from its labor strife last year facing an uncertain future, and at the season’s midpoint, Lin is suddenly the league’s biggest hope. “At this point, it’s pretty clear he’s bigger than sports,” said ESPN sportscaster Mike Yam. New Yorkers are intoxicated with “Linsanity.” Even such celebrities as Spike Lee, Whoopi Goldberg, Mike Tyson, Mary J. Blige and Al Gore — all present for the Knicks’ 100-85 victory over Sacramento on Wednesday — are simply ticket-holders in awe. “The fans are on fire,” said Knicks’ forward Amar’e Stoudemire. The crowd at the Garden wears masks depicting Lin’s face. They wave the Taiwan flag and signs celebrating “Super Lin-tendo.” “It's a lot right now,” Lin conceded last week. “I think I’m getting used to it a little more.”

Yet, if it wasn’t for injuries to others, the Knicks likely would have waived him. “Every time i try to get into Madison Square Garden, the security guards ask me if im a trainer LOL,” Lin tweeted last month. Instead, Lin has logged significant minutes in the past seven games, which the Knicks have won — without star guard Carmelo Anthony. Lin scored more points in his first five starts than any player in NBA history. The hapless Knicks are suddenly unbeatable.

In less than two weeks, the Knicks’ television ratings have jumped, Lin jerseys have sold out and ticket prices have skyrocketed. Lin’s Twitter account has more than 365,000 followers. “What Jeremy Lin is doing is the stuff Hollywood scripts are made of,” said Ronn Torossian, CEO of 5W Public Relations. Lin’s teammates say he hasn’t changed, even if the world around him has. On Wednesday night, as he discreetly exited the locker room, a friend called out, “Hey Jeremy!” Lin quickly apologized for an unintentional snub. “I don't look at anybody nowadays,” he explained. “I’m like —” and playfully covered his eyes, walking on. As if that could shield him from all the excitement that he’s generated.

Like Denver Broncos quarterback Tim Tebow, a polarizing football player with a similar underdog tale, Jeremy Lin is eager to share his faith, and his fan base is broader because of it. “My identity is in Christ and not in basketball,” Lin said recently. “I love playing basketball, and it’s my job. But at the same time, I still recognize I’m a sinner and that’s not going to change regardless of how well I play on the court.”

Settlement on Mental Health Care Approved A judge has given final approval to a settlement in a long-running lawsuit over the way the District of Columbia provides health care to mentally ill residents. U.S. District Court Judge Thomas Hogan gave approval at a hearing Thursday morning in U.S. District Court. The class-action lawsuit was filed in 1974 and is known as the “Dixon case” after one of the plaintiffs, William Dixon. It led to changes in the way the city cares for mentally ill residents. (AP)

Officials at George Washington University are alerting the campus that about 85 students have been sickened by the norovirus this week. University officials said in a statement that norovirus was the cause of dozens of cases of gastrointestinal illness. Students were advised to wash their hands frequently and disinfect surfaces. The school also said it would beef up cleaning of commonly used areas. Fork in the Caps’ Road Crucial trip may be the decisive moment in the team’s season J^[ 9Wf_jWbi After practice on Thursday afternoon, on the eve of what could be the most important road trip of the Capitals’ season, coach Dale Hunter said his team isn’t looking at the big picture. At least, not yet. “You don’t want to look ahead,” Hunter said. “You want to look at one game at a time. … We have blocks of games as far as stats are concerned, but we just need to focus on one game right now.”

Sitting at ninth in the Eastern Conference standings and trailing the division-leading Florida Panthers by three points, the Caps will face the Panthers, Tampa Bay Lightning and Carolina Hurricanes during a road trip that could put Washington back in the playoff picture.

“This whole road trip is extremely important,” defenseman Dennis Wideman said. “We’re going into the [trade deadline], and things are starting to tighten up. We’ve got to have an exceptional road trip.” The outcome also may affect how active the team is at the Feb. 27 trading deadline. Washington is among many teams rumored to be ready to deal at the deadline, but the team’s place in the standings could play a decisive role in what direction it goes. Caps Sing a Sad Tune This Season The past few years, Washington has been a paradise city for Alex Ovechkin and the Capitals. Even with all of the turmoil and struggles, here’s my message to suffering Caps fans: Don’t stop believing. Let’s go crazy and dream Ovechkin could someday — though probably not in 2012 — regain his old form. “We are the champions” may still play in Verizon Center — if GM George McPhee can build the right roster around his superstar. E\ Wbb j^[ fheXb[ci — and there have been many — that troubled the first seven Nationals teams to arrive in Florida for spring training, an abundance of especially qualified starting pitchers has never been one of them. But it is that pleasant quandary that likely will dominate conversation between Sunday, when pitchers and catchers report to Viera, Fla., and opening day, on April 5. These Nationals, put together by general manager Mike Rizzo, arrive with relatively few unsettled spots on the roster and little intrigue to liven up the spring. Rizzo insists that he’s been in “win-now mode” his whole career, but this year when he says it, no eyes are rolled. In each of the last two seasons, the club has won at least 10 more games than it did the prior year. Do it for a third year and the Nationals will find themselves in a playoff race. “We feel that we’re a team that’s going to be very, very competitive in a really, really difficult division,” Rizzo said. “Our goal is to play meaningful games in September and beyond.” DEREK TURNER

The heroines of Brit chick-lit goddess Sophie Kinsella overbuy at Barneys, suffer from spates of amnesia and are forever messing up at work. Yet this doesn’t keep them from finding romance — or Kinsella, creator of the “Confessions of a Shopaholic” series, from selling books. Her latest novel, “I’ve Got Your Number” ($25, Dial Press), centers on a lost engagement ring and a misplaced cell phone. Your heroines have flaws, but people love them. Why? Personally, when I read books about women who fly around the world, have amazing sex and buy up companies, I never relate. I try to write heroines that we relate to. You empathize with people when you feel sorry for them or feel like you’ve been in their place.

In “I’ve Got Your Number,” the heroine picks up a stranger’s phone, and it changes her life. What made you choose this plot? I wrote it because I find technology fascinating. We invest such emotional life in it now. My starting point was that you store everything in this tiny device; it becomes like the key to your life.

The book also features a lot of wedding planning. Why do women like to read about that? I think for a lot of girls, the buildup to the wedding is almost more joyful than the wedding itself. People love to wallow in the details. Your most famous character, Becky Bloomwood Brandon, is a shopaholic. Is she based on you? Bits of me are Becky, but she does things that no one ever would do in real life. So where do you shop in real life? I’m very fond of Selfridges and Liberty. Liberty has a great fashion and history. In the States, I love Anthropologie. Everything smells great and looks beautiful there.

What’s your own relationship with tech like? It’s love-hate. I’d love it if we all wrote to each other with quill pens, yet I find myself addicted to IM and email.

Even though your heroines mess up, they usually get a happy ending. Why? I think readers want a satisfying ending, but not necessarily one with all the knots tied up. I like to leave heroines in a position where the future isn’t all wrapped up.

Reese Witherspoon, why do you do this to me? I do not understand. I mean, I get that you have a mortgage and some kids, and that everyone likes money, but you seem to have forgotten that you are a really, really good actor. To be fair, I haven’t seen “This Means War,” which opens Friday. Maybe it’s amazing. Anything is possible. But the past five or six years — since you won the Oscar for “Walk 8o Ah_ij[d the Line” — have FW][#A_hXo not been promising. You’ve done movies no one saw (like “Rendition” and “Penelope”), and the movies that people did see were not good (like “Four Christmases,” “Water for Elephants” and the absolutely terrible “How Do You Know”). Leave crap like that to Katherine Heigl. Seriously, Reese, you have to start making better choices. Here’s what you should do: Go back to Alexander Payne, who directed you in your best performance to date: as Tracy Flick in “Election.” Ask to be a part of his next movie — you know he’ll have one because “The Descendants” did relatively well. If he doesn’t have a part for you, ask to do something else, like maybe cater the production. Hitch your wagon to him, because he writes complex, funny parts for women, and those are what you do best. Hold out for those. You might have to work less. It isn’t Pixared to death or loud enough to blow the popcorn out of your 20-gallon bucket. But this gorgeous little movie is sure to be beloved by your little people, who may discover what it means to find a magical beauty in the things we can’t altogether see. “Arrietty,” based on Mary Norton’s children’s book series “The Borrowers,” is the story of tiny people who live under floorboards

A piece of delicious art, much like the other films from legendary filmmaker Hayao Miyazaki (“Spirited Away”) and Studio Ghibli, it was the highest-grossing Japanese film in Japan in 2010 — despite its lack of Hollywood tricks. Each frame is a gift. Flowing grasses, watercolor wildflowers twitching in the breeze, a burbling stream, the sound of raindrops as they make their first marks on the

sidewalk. The images are just vivid enough to allow the audience to imagine the fragrance of a newly dampened sidewalk, rather than be pummeled over the head by a storm so real that there’s no room to imagine anything. And among all this beauty is a pretty little plot. There’s not as much of an edge-ofthe-seat factor as in some of Miyazaki’s other films — or, of course, in anything Disney, which is distributing “Arrietty.” But do audiences need to be, well, blown away?

Can’t they actually enjoy a relatively quiet movie? Arrietty (voiced by Bridgit Mendler) is a 14-year-old Borrower who shows us from the first scene that she has pluck, sneaking through the grass midday, with a bay leaf as cover, and standing up to the fat cat that has been stalking her. She’s eager to go along with her serious father (Will Arnett) on a nighttime expedition into the Beans’ house to fetch a sugar cube and one tissue. This is much to the dismay of her hysterical mother (Amy Poehler), who tells Arrietty about cousins who have disappeared. She goes with her father anyway but is spotted by sickly boy Shawn (David Henrie), who tries to befriend her. She’s sure he means no harm, but once Borrowers have been seen, they must leave their home and find a new one. Arrietty is overcome with guilt and frustration. There are misadventures along the way, including a run-in with the housekeeper, Hara (Carol Burnett), that show just how heroic our little heroine is. As in: smart, bring-yourdaughter-to-this heroic. The end isn’t tied up in perfect sparkly pink bows but is left slightly up to us and our imaginations. Remember what that feels like? Upon leaving the theater, a girl of about 6 turned to her grandmother and said dreamily, “That.Was.The. Best.Movie.Ever.” And that sums up why this l it t le m o v ie i s s o v e r y bi g. wood widgetry unspools, it becomes increasingly clear that the romantic tension at play exists mostly between the men in question. As super-spies and best friends whose professional and personal

relationships begin to fray as they vie for alpha-dog status, Chris Pine and Tom Hardy can barely conceal their characters’ longing and heartbreak. Even when the three finally face off in the movie’s preposterously

ballistic third act, it’s the guys who have eyes only for each other. Focusing on the physical attributes of the stars isn’t superficial but, rather, is the whole point when assessing “This Means War,” which exists primarily to allow superior human specimens to prance and preen for the envy and wish-fulfillment of their fatter, plainer fans. “This Means War” proves to be little more than the canned Spam of the movie world — bland, overprocessed and cheap, even when it’s spending millions engulfing highways in balls of ludicrous flame. Ireland sneaks up on the audience with the quiet discretion of the enigmatic protagonist at its center. And, like him, it contains multitudes beneath its prim surface. “Him”? Albert Nobbs is, after all, played by Glenn Close, who we first meet as a meek, impeccably groomed butler at a modest but respectable hotel in Dublin. Nobbs has worked there for nearly 20 years, during which time

high-style nostalgia, “The Artist” arrives like the last, lightest profiterole on the croquembouche. “The Artist” opens in 1927, when dapper Errol Flynn-esque film star George Valentin (Jean Dujardin) rules Hollywoodland as its reigning star, his million-dollar grin coming as easily as the waves of applause that predictably greet every one of his new pictures. When George crosses paths with an eager newcomer named Peppy Miller (Berenice Bejo), he’s cast in the role of mentor (and maybe more). But when talking pictures become the order of the day, she quickly begins an ascent up stardom’s ladder, while George’s fortunes begin their inevitable slide. A.H. BIG MIRACLE (PG, 107 minutes) In this highly partisan era, it’s comforting to revisit 1988, when people from many backgrounds stumbled upon a unifying goal. What issue could possibly ally Greenpeace activists and oil executives, even Reagan and Gorbachev? “Big Miracle,” based on a true story, has the answer: three whales. As the film opens, television reporter Adam Carlson is hard at work, uncovering the fluffiest of feature stories in Alaska. Adam stumbles upon three gray whales that have become trapped under ice. Without human intervention, the whales will be dead in days. Adam’s news flash brings an influx of visitors to the Arctic Circle. Each has his or her own interests in mind, but all

the staff and guests have come to think they know him simply as a reserved keeper of secrets. But two people Nobbs encounter confront him with the secret he has held closest of all: that he’s really a woman who long ago assumed a man’s identity to survive and to this day doesn’t know exactly who he/she is. It would sound utterly absurd if it weren’t based on fact. STEPHANIE MERRY CHRONICLE (PG-13, 83 minutes) Movies that purport to be constructed from found footage usually do so to cloak a flimsy premise. That’s not the issue with “Chronicle,” in which a pretty good idea for a sci-fi thriller is undermined by hastiness. The amateur cameraman is Andrew, a Seattle-area high-schooler who is bullied at school and at home. Andrew’s closest thing to a friend is his cousin Matt. One night, the two attend a rave, where they encounter Matt’s longtime crush, later to serve as the movie’s damsel in distress. The guys wander off with Matt’s pal Steve. In a development any superhero-origin buff will recognize, the boys crawl into a sinkhole and find a weird substance that alters them. They develop superpowers, and Andrew, the weakest of the three, becomes the strongest. Ultimately, “Chronicle” can’t finesse the essential problem of the found-footage genre: When faced with a potentially lethal threat, nobody’s first instinct is to hit “record.” MARK JENKINS CONTRABAND (R, 109 minutes) Directed by actor-director Baltasar Kormakur, the film has a gloomy, propulsive, workingclass energy that feels slightly more

When we first meet Chris Farraday (Mark Wahlberg), he has left the smuggling game to raise a family and build a legitimate business in suburban New Orleans. But when his wife’s younger brother, Andy, winds up in hock to a volatile drug dealer (Giovanni Ribisi), Chris is forced to take up his old ways to pay off the debt and to keep Andy from being shot in the head. Ribisi makes for a compelling, and frighteningly unhinged, villain. Briggs also threatens Chris’ wife and his two young sons, unless Chris comes up with the money. A quick plan is thrown together to hop down to Panama on the next freighter and come back with a pile of counterfeit currency. But the plan spins rapidly, and bloodily, out of control. That said, “Contraband” delivers certain rewards, both expected and unexpected. M . O THE DESCENDANTS (R, 115 minutes) George Clooney doesn’t put a foot wrong except on purpose in “The Descendants,” a pitch-perfect movie that threads a tiny needle between comedy and devastating drama. Clooney’s Matt King is the wealthy descendant of Hawaiian royalty, who, as the movie opens, is watching his wife, Elizabeth, lie comatose in a hospital bed after suffering a near-fatal boating accident. A distant husband and father, Matt must find a way to bond with his daughters, 10-year-old Scottie (Amara Miller) and 17-year-old Alex (Shailene Woodley). “The Descendants” is an ode to emotional dissonance, wherein regret and antic humor can coexist and even share a drink; it’s a tricky tonal high-wire act that writer-director Alexander Payne pulls off with uncommon skill and aplomb. A.H. THE GREY (R, 117 MINUTES) Within its first several minutes, Joe Carnahan’s man-against-nature thriller takes on contours and shadings far more sophisticated than the usual pulp programmer. Liam Neeson plays John Ottway, a sharpshooter who works for an oil company in Alaska keeping gray wolves and other predators at bay. Soon Ottway and his fellow hemen are on a plane bound for civilization. The plane won’t make it, leaving Ottway and six others marooned in the middle of a blank, icy wasteland with subzero winds, punishing snowstorms and packs of hungry wolves. Such pure, elemental motivations and obstacles could easily provide the makings of a brutish but viscerally effective B-movie, but Carnahan aspires to something more, and he largely achieves it. Even with its requisite amount

of hokum, though, “The Grey” executes its battle of the alpha males with toughness, efficiency and even artistry. A.H. Gina Carano, Mallory is a steely, smokyvoiced creation. It emerges that Mallory, a former Marine, has something to do with a Blackwater-esque private contractor and a black ops mission gone wonky. Carano’s not a great actress, but she doesn’t need to be in a movie that, as conceived by screenwriter Lem Dobbs, doesn’t get bogged down in psychology or humanizing backstories. Instead, “Haywire”

simply gives audiences what they came to see: bruising fight sequences set up and executed with economy, skill and one or two genuine jaw-dropping jolts. A.H. barely attempts to make us believe that Hank (Dwayne “The Rock” Johnson) would take his hateful stepson, Sean (Josh Hutcherson), on a spur-of-the-moment trip to the South Pacific just because a mysterious radio transmission has hinted that Verne’s “Mysterious Island” actually exists. The first thing we learn about the place is that proportions are inverted: Life forms that are giant in our world are tiny in this one, and vice versa. But the rule applies only when the filmmakers are thinking about it. JOHN DEFORE JOYFUL NOISE (PG-13, 118 minutes) Times are tough for the citizens of Pacashau, Ga., and not just because the recession has shuttered most of the town’s businesses. The director of the Divinity Church Choir has died, making the group’s chances for top prize at the National Joyful Noise Competition look bleak. To make matters worse, the choir finds itself divided when Vi Rose Hill (Queen Latifah) is chosen over the choir director’s widow, G.G. Sparrow (Dolly Parton), to helm the group. The movie revolves around keeping the faith through obstacle after obstacle, but the dramedy’s ultimate feel-good nature proves infectious, even for those of us whose weekend routine doesn’t include a trip to church. S.M. MAN ON A LEDGE (PG-13, 102 minutes) Sam Worthington plays ex-cop Nick Cassidy, who has been doing a stretch in prison for a crime he didn’t commit. After masterminding a breakout, he winds up at Manhattan’s Roosevelt Hotel, where he calmly opens a window 200 feet up

and climbs out. But wait! Cassidy’s stunt may be more complicated than a mere death wish, as becomes clear when he summons Lydia Mercer to the scene. That tough-as-nails police negotiator is played by Elizabeth Banks in what’s supposed to be a frazzled, hungover state, the first of a series of whoppers that get bigger and dumber as the tick-tock progresses. A.H. ONE FOR THE MONEY (PG-13, 106 minutes) Stephanie Plum (Katherine Heigl) has lost her job selling lingerie at the Newark Macy’s and just lost her car to the repo guys. She needs cash, or something, at least, to share with her dull, stereotypical blue-collar family. So the hot lingerie saleswoman hits up a relative for a piece of his bail bond business. She needs a big score, so she tackles killer cop Joe Morelli, a guy she has a history with. Stephanie learns on the job, chasing Joe. Sometimes he schools her. More often, she’s taught by a commando-like bounty hunter who likes to be called “Ranger,” a potentially fun character who sets off no sparks in the story or with Stephanie. With poor structure, unsnappy “snappy” dialogue, bland characters and tedious direction, “One for the Money” loses big. (AP) RED TAILS (PG-13, 125 minutes) The complexions of its heroes aside, this George Lucas-produced dogfight epic could have been made during the same decade the Tuskegee Airmen helped beat Hitler. The war-movie cliches are as abundant as the antiaircraft fire, and the dialogue is as wooden as a balsa glider. The leading characters are issued one personality trait each, and some don’t even get that. Cuba Gooding Jr., for example, plays Maj. Emanuelle Stance as a man who smokes a pipe. The AfricanAmerican fliers’ great achievement merits a great movie. “Red Tails” isn’t it. M.J.

His charisma menaced Ethan Hawke in “Training Day” and taunted Chris Pine in “Unstoppable,” allowing both actors to look more impressive simply by surviving the encounter. Entering “Safe House,” Ryan Reynolds needs that chance to prove himself. Reynolds plays Matt Weston, a CIA newbie assigned to man a rarely used Cape Town facility. Amid much excitement, a squad of tough agents arrives to interrogate Washington’s Tobin Frost, a top spy who went rogue nine years ago and has been selling America’s secrets ever since. When the safe house is attacked by baddies bent on killing Frost, Weston escapes with him, trying to keep his prisoner alive on the streets. In the field, Frost does get precious moments to play with Weston’s head, but the film doesn’t allow Reynolds enough time to move through wide-eyed self-doubt to find the intelligence his character presumably possesses. J.D. THE WOMAN IN BLACK (PG-13, 95 minutes) According to spiritualists, the veil separating the world of the living from the world of the dead is tissue-thin at times. When it comes to cinematic ghost stories, however, there’s a wide gulf between those who love the genre and those who just like to laugh at it. That divide was in stark evidence at a recent screening of this poltergeist-themed drama in which Daniel Radcliffe plays a London lawyer sent to the middle of nowhere to settle the estate of a deceased woman. “The Woman in Black,” based on Susan

Hill’s 1983 novel, delivers a better-thanserviceable, if less-than-“Sixth Sense”worthy scare. Director James Watkins knows how to make a body jump out of its skin. At the same time, the film is kind of, well, silly. M.O. THE VOW (PG-13, 104 minutes) The romantic drama “The Vow” looks like the kind of annual Valentine’s Day staple that arrives just as calls start flooding flower

shops and chocolate bonbon displays invade your local CVS. Not only do stars Channing Tatum and Rachel McAdams know their way around tearful breakups and torrential reunions, but the plot also follows the familiar path of true love against all odds. Tatum plays Leo, who runs a recording studio and is married to sculptor Paige (McAdams). The perfectly matched free spirits take late-night dips

in Lake Michigan, have tickle fights to relieve stress and host a pop-up wedding at the Art Institute of Chicago. But after a car accident sends Paige through a windshield, she wakes up a different person and reverts back to her former, humorless self. Thus begins the tug-of-war. Paige’s parents urge her to return home to their mansion, while Leo begs her to stay in the city. It’s a shame things are so black

and white, because the movie has more promise than trailers suggest. Although Leo and Paige’s pre-accident relationship is overly schmoopy, they create a winning couple. S.M.
