Emergency personnel rescued a woman who got stuck trying to enter a vacant Houston home through an air vent. Arthur Reyes was walking by early Friday when he heard the woman crying for help. Reyes told KTRK-TV he was going to a convenience store when he heard the woman and asked her, “What are you doing up there?” Reyes then called 911. The woman told authorities she doesn’t remember how she got in the vent. (AP)

D.C. using new tech to pinpoint 911 calls THE DISTRICT D.C. is using new technology to more precisely pinpoint the location of people who use cellphones to call 911, a shift aimed at getting first responders to emergencies as quickly as possible. City officials joined with a company called RapidSOS that has helped police and fire departments across the country overcome a critical gap in responding to calls: the inability of modern phones to communicate location data to 911 systems built when people talked only over wires. It’s a problem because more than 80 percent of the calls to the nation’s 911 centers are from cellphones. That mirrors the District, which fields up to 3,500 911 calls a day. It might seem strange in this modern era that a person with a cellphone can track the movements of friends or get alerts from retailers as they pass near a

Martin makes the product free to local governments. “It’s a very big step to solving what has been a bane of an issue,” said Steve McMurrer, the 911 systems administrator in Fairfax County. Added Karima Holmes, director of the D.C. Office of Unified Communications: “It saves precious seconds and allows us to get help to the caller as quickly as possible.” The problem has existed since the time cellphones came out, and carriers and 911 centers — many built with 50-year-old technology — need upgrades. Existing systems use cellphone hits from multiple towers to estimate where a phone is located, but the results are spotty. The Federal Communications Commission estimated in 2013 that precise location data could save up to 10,000 lives a year. On Thursday, two female activists disrobed inside the National Gallery of Art to protest what they say is a lack of diversity in the artists being featured. “It’s got to be art, it’s got to be creative. That’s what gets people hooked,” said Adam Eidinger, perhaps Washington’s most highprofile political provocateur. Eidinger is one of D.C.’s public faces for marijuana legalization and is known for disruptive protests. In 2017, his group passed

out 1,000 joints on Capitol Hill. Eidinger lists the advantages to this sort of theatrical approach: It’s more inspiring for the participants and more likely to go viral. It’s also more likely to annoy opponents. “One of the goals is to have a psychological impact, to get into their heads,” he said. He says he’s been arrested 23 times, although he emphasizes that usually isn’t the point. “Just getting arrested is not creative. A Virginia woman was charged with concealing a dead body after hiding her mother’s corpse in their home for 44 days, authorities said Friday. Jo-Whitney Outland, 55, of Bristol hid the corpse of Rosemary Outland, her 78-yearold mother, under 54 blankets in their southwest Virginia home, an official said. There’s an ethos of performative prankster-style protest wired into the District’s history. This confrontational streettheater school is flourishing with the Trump administration as its nemesis. Each month brings new acts of political theater. “It can take a serious issue into more of a playful place,” said Robin Bell, who projects disparaging messages onto the outside of the Trump International Hotel. “Oftentimes we visualize the absurdity of the situation.” In January, a group of activists associated with political pranksters The Yes Men passed out dozens of fake Washington Posts, with detailed articles depicting President Trump resigning and fleeing the White House. THE DISTRICT Former Cardinal Theodore McCarrick has been found guilty by the Vatican of sex abuse and defrocked, as calls rose for Pope Francis to reveal what he knew about the once-powerful American prelate’s apparently decadeslong predatory sexual behavior. The announcement Saturday, delivered in uncharacteristically blunt language for the Vatican, meant that the 88-year-old McCarrick, the former archbishop of Washington, D.C., becomes the highest-ranking churchman and the first cardinal to be punished by dismissal from the clerical state, or laicization. He was notified Friday of the decision, which was upheld upon his appeal and approved by Pope Francis. McCarrick, who in his prestigious red cardinal robes hobnobbed with presidents, other VIP politicians and pontiffs, is now barred from celebrating Mass or other sacraments including confession and from wearing clerical garb. TRANSPORTATION Amazon’s pledge to bring thousands of jobs to Northern Virginia over the next decade has injected new life and urgency into several transportation projects long sought for the area, including a second entrance to the Crystal City Metro station. The $90.8 million project is one of five key initiatives to get an infusion of state funding as part of Virginia’s deal with Amazon — a deal that officials and business leaders say helped accelerate the project to construction within the next five years. As part of the agreement to lure Amazon to Crystal City, Virginia committed to $195 million in transportation improvements, which also include an expansion of the Metroway bus system, a south entrance to the future Potomac Yard Metro station, improvements to U.S. Route 1 and the construction of a pedestrian bridge connecting Reagan National Airport to Crystal City. The Crystal City station, served by the Blue and Yellow lines, and other transit services in the area can handle the projected growth from Amazon, officials said. Just like much of the region, Crystal City has experienced declines in transit ridership in recent years. In 2017, entries at the station were down from a 2010 peak by 8,700, or about 29 percent. The influx of Amazon employees and workers at the anticipated ancillary businesses is expected

A building being renovated for initial Amazon occupancy is immediately to the north of the proposed Metro station entrance. Given the location and the immediacy to the future Amazon headquarters, “there is heightened focus” on advancing work, and getting the station designed and into construction, Arlington Transportation Director Dennis Leach said. “It’ll directly serve the anticipated workforce.” Metro and Arlington County officials said preparations have begun; they are wrapping up conceptual design and expect to get funding this year to move to detailed design and construction as early as 2021. The new entrance would open by 2024. “We are trying to move as quickly as we can,” said Lynn Rivers, Arlington’s transit bureau chief. Arlington is leading the construction effort, in coordination with Metro and developer JBG Smith, which owns the adjacent property where part of the entrance will be located. Andrew VanHorn, executive vice president of JBG Smith, said the Amazon deal gave the project the push it needed to secure funding and move forward. “We are lucky enough to have a greater sense of certainty,” VanHorn said. The cost to build two new tunnels and widen a major highway in the Hampton Roads area of Virginia, according to a contract announced Friday by Gov. Ralph Northam. The price tag — funded by regional gas and sales taxes, tolls and other sources — makes it one of the two biggest transportation projects in the commonwealth’s history. A pair of two-lane tunnels will be added, and Interstate 64’s four lanes will expand to eight during rush hour. The project is slated for completion in November 2025. OKs bill for speed cameras in work zones VIRGINIA Virginia lawmakers approved legislation to allow the commonwealth’s first speed camera program, a significant shift for the state, which has been slow to embrace technology that has long been used by law enforcement in the District, Maryland and elsewhere. The legislation, if signed by Gov. Ralph Northam, would allow Virginia State Police troopers to use the cameras only in highway work zones. A trooper’s vehicle would have to have its blue flashing lights activated — and signs warning of camera use would have to be placed within 1,000 feet of the work zone. Tickets would be issued for vehicles traveling at least 12 mph over the posted speed limit. As in Maryland and the District, the $125 citation would be sent by mail. State Sen. Bill Carrico, R, the legislation’s sponsor, said in bill hearings that drivers would be able to contest the fine. Although the program would be limited in its scope, it would signal an important tryout of automated enforcement in Virginia after years of opposition to plans for widespread deployment of speed cameras. More than 130 communities throughout the U.S. have speed camera programs and 422 have red-light cameras, according to the Insurance Institute for Highway Safety. The extremists are bottled up in the village of Baghouz, where they are hiding among hundreds of civilians and preventing them from leaving. The stalling tactics are likely to further delay a declaration of the end of the ISIS group’s self-proclaimed

caliphate, which the U.S.-backed Syrian Democratic Forces were hoping to make last week. A person familiar with the negotiations said the militants are asking for a corridor to the rebelheld northwestern province of Idlib, and demand that they be allowed to leave along with the evacuated civilians. The Britain-based Syrian Observatory for Human Rights, an activist group that monitors the civil war in Syria, said another request by ISIS to be evacuated to neighboring Iraq was also rejected. ISIS released 10 SDF fighters it had been holding on Sunday, but it was not clear what, if anything, the extremists would get in return, the Observatory said.

The speck of land in Syria’s remote eastern desert, near the border with Iraq, is all that remains of the self-styled caliphate that once sprawled across a third of both countries. In that tiny patch on the banks of the Euphrates River, the militants are holed up in what SDF officials describe as a small tented village atop a network of tunnels. There are civilians inside as well, possibly including hostages. The DeirEzzor 24, an activist collective in eastern Syria, said several trucks loaded with food entered ISIS-held areas in Baghouz on Monday. About half of the 136 who died were children ages 1 to 4 and many of those who died were not inoculated, the officials said. California’s attorney general said he estimated about a dozen states would join a lawsuit against the White House that his office was expected to file after Express’ deadline Monday. Several groups have also initiated legal action. On Friday, the advocacy group Public Citizen filed a lawsuit on behalf of three Texas landowners and an environmental group. Also on Friday, Citizens for Responsibility and Ethics in Washington sued the Justice Department, accusing it of failing to provide documents related to the president’s decision.

Critics of the move have seized on some of Trump’s comments as proof he did not need to declare a national emergency. “I could do the wall over a longer period of time,” Trump said Friday during a Rose Garden speech. “I didn’t need to do this, but I’d rather do it much faster.” The 1976 National Emergencies Act (NEA) does not specify what counts as an “emergency,” but it’s certainly possible a court could decide that speed and convenience are insufficient rationales for an “emergency” that could trigger the NEA.

Trump plans to redirect billions of dollars already appropriated to the Defense Department to pay for 230 miles of barriers. Acting Defense Secretary Patrick Shanahan said he’s examining projects that could be delayed or canceled to free up funds. “All of this money has been assigned for different purposes, so it comes down to: What are you going to trade off?” he said. Sen. Tammy Duckworth, D-Ill., said planned construction of training facilities and aircraft hangars could be jeopardized.

Trump is prepared to issue the first veto of his term if Congress votes to disapprove his declaration, a top White House adviser said on Sunday. Democrats are planning to introduce a resolution disapproving of the declaration and it is likely to pass both chambers. Several Republican senators are already indicating they would vote against Trump — though there do not yet appear to be enough votes to override a veto by the president. (A two-thirds supermajority of both houses would be needed.)

Presidents have declared national emergencies since World War II. Bill Clinton declared 17, George W. Bush 12 and Barack Obama 13. The vast majority have been economic sanctions against foreign actors whose activities pose a national threat. But there have been others. Clinton declared one during the 1996 Cuba embargo, preventing U.S. ships or aircraft from entering Cuban territory without authorization. Obama declared one during the H1N1 swine flu epidemic in 2009. And Bush declared one after 9/11; the order is still in effect.

NATIONALS Left fielder Juan Soto’s encore started just before 9 a.m. Monday, when he walked into Washington’s clubhouse, glanced around with an excited look and, not sure what else to do, went to each locker to shake his teammates’ hands. Soto’s 2018 was full of firsts. His first major league at-bat. His first homer. His first time stepping into the box as a feared middle-of-the-order presence once he became one of the best teenage hitters in baseball history. There is room for more firsts this year, his 20-year-old season, and he added one as soon as he entered the clubhouse in West Palm Beach, Fla.: He had arrived for his first big-league spring training. “It’s really good to see what a nice clubhouse here,” Soto said, laughter bubbling out of a big smile. “ … It feels pretty good being with these guys again. New year, starting from the first day.

Feels pretty good.” At this time last year, Soto was another talented kid on the minor-league back fields, still a few years away from his bigleague debut. Or so everyone thought. After missing most of 2017 with injuries, Soto got a handful of Grapefruit League at-bats and, when camp broke for the regular season, headed to Hagerstown, Md., to begin the year with the low-Class A Suns. A string of injuries led to Soto’s call-up in mid-May. In 116 games, he hit .292 with 22 home runs, 70 runs and 79 walks, the most for any teenager since 1900. And then he finished second in voting for NL rookie of the year. After little more than a blink, he has become the player who could replace Bryce Harper as the centerpiece of the order. A heavyweight sleep aid Thinking of trying a weighted blanket? Here’s what to know. WELLNESS Weighted blankets — duvet-like bed covers weighing from 5 to 25 pounds — are the latest wellness fad, and have become a hot commodity. For example, the Gravity Blanket, which began as a Kickstarter campaign in 2017, reported $16.5 million in sales for 2018. The theory is that a heavierthan-normal blanket hugs a sleeper, and may prevent tossing and turning. As a result, the sleeper feels more secure, and sleeps more soundly and for longer periods of time. The concept isn’t new. Heavy wraps have been used as a calming mechanism for children with autism, ADHD and other sensory disorders for more than a decade, and parents have swaddled their newborns for centuries. Wit h a few exc ept ions , weighted blankets are composed of 6-by-6-inch stitched squares

(some brands are 4-by-4-inch) filled with tiny glass or plastic beads. The only real distinguishing feature is the exterior, which comes in an array of colors, patterns and fabrics such as cotton, flannel, microfiber and polyester. How did weighted blankets morph from a therapeutic tool to a wellness must-have? Word of mouth, says Bill Fish, co-founder of tuck.com, a sleep resource website. “An acquaintance posted about one on Facebook and received 100 comments in the first 24 hours. People swear by their blankets. It’s astounding,” says Fish, who has tested more than a dozen weighted blankets. In the past year, interest in weighted blankets soared. In November 2018, tuck.com recorded 1 million visitors, with the blanket page being the most visited. Sales of Mosaic Weighted Blankets doubled from 2017 to 2018, and SensaCalm has doubled its sales almost every year since 2008. Mike Grillo, president of Gravity Products, says his company was sold out of blankets by Dec. 10. “The holidays overwhelmed

our expectations,” he says. But there is little data on the efficacy of weighted blankets. As Raj Dasgupta, a spokesman for the American Academy of Sleep Medicine, points out, it’s tough to do a randomized double-blind trial on these products. But Dasgupta is open to the use of weighted blankets. He sees sleep as a puzzle made up of pieces including sound, light, temperature and comfort; restless sleepers and those dealing with insomnia need to figure out their missing piece. For some, the answer is a white noise machine, blackout curtains, the perfect pillow or blue-light blockers. “For others, it’s the sensation of being hugged and cuddled — improved comfort,” Dasgupta says. A weighted blanket isn’t for everyone. Some people feel claustrophobic or uncomfortable. Dasgupta says creating good sleep habits can help as much as external sleep aids. Tips for buying Although well-known companies such as Sleep Number are getting into the weighted blanket game, there is no industry leader. Most blankets are sold in 5-pound increments, from 5 to 25 pounds. A general rule of thumb is to choose a blanket that is roughly 10 percent of your body weight. Weighted blankets sell for $70 to $300. The blanket’s size, weight and quality of materials all affect the cost. Whether the blanket is a onepiece or slips into a cover, you want one that is machine-washable. Though they come in various lengths, most are 48 inches wide, a bit narrower than a twin bed, so you won’t be sharing with a partner. If you “sleep warm,” a heavy blanket may exacerbate the problem. Look for a natural-fiber cover or one designed to wick moisture. A return or exchange policy is a must. Some sellers offer trial periods.

Do jade rollers do anything? A jade roller is a handsize, paint-roller-like apparatus with a cylinder of jade stone at one end. Some claim that the rolling motion of the stone on your face can help clear toxins and decrease puffiness, while others assert much loftier results: that they can erase wrinkles, stimulate collagen, tighten pores and improve inflammatory skin conditions. Is there any truth to such claims? Suzanne Friedler, a Manhattan-based dermatologist, says jade rollers are as effective as any form of facial massage, including with your hands. “Any time you massage any of the tissues, you’re increasing circulation. At some point, they do need to be cut off. But there should be a way of cutting them off that is nonetheless helpful and respectful, and

‘Umbrella Academy’ is a refreshingly strange comic book adaptation TV REVIEW Those wondering what Netflix’s superhero future will be, now that the platform has canceled all of its Marvel shows, need look no further than the refreshingly weird “Umbrella Academy.” The show, which began streaming Friday, is a triumphant amalgam of two comic book miniseries: “The Umbrella Academy: Apocalypse Suite” and “The Umbrella Academy: Dallas.” Elements of both series intertwine

as the show uses major moments from each to serve this 10-episode first season. A quick “Umbrella Academy” 101 course goes as follows: 43 children are born to women who, moments before birth, showed no signs of pregnancy. Many of the children are abandoned, but seven are adopted by a wealthy mad scientist, Sir Reginald Hargreeves. He trains the children, all of whom have powers, to be a superhero team known as the Umbrella Academy. The nonstop barrage of comic-book-inspired entertainment has primarily been a one-sided event, with most big movies, live-action and animated shows and streams coming from the big two comic book publishers: Marvel and DC. That’s why “The Umbrella Academy” feels like such an achievement. Hollywood execs and streaming giants are still sifting their fingers through bagged and boarded comics looking for gold, but they’re finally taking chances on the really good stuff. Smollett case takes a turn Reports that the crime may have been staged have left many baffled TELEVISION The outrage that simmered after actor Jussie Smollett said he was attacked in Chicago by people shouting racial and anti-gay slurs was fueled in part by celebrities who spoke out on social media. But the outrage has now been replaced by surprise, doubt and bafflement as those who came out in support of the “Empire” star struggle to digest the

strange twists the case has taken. Published reports emerged in recent days saying that police Smollett think Smollett may have staged the attack — something the actor has denied through his lawyers — or that a grand jury may hear evidence in the case.
