Police in Tulsa, Okla., are searching for a man who crashed his car into the glass doors of an adult store, then ran in to steal lingerie and sex toys. The heist at Hustler Hollywood took place early Monday, when the store was closed, but was caught on video. Authorities said the man ran directly to one section to steal the items, valued at about $300 to $400. Police said the greater cost is likely the damage to the glass doors. (AP)
Three Pennsylvania men imprisoned on drug trafficking charges were keeping a 3-foot alligator as protection, WGAL-TV reported Monday. “As far as we can tell with these drug dealers, the alligator may have been the brains of the operation,” said Chester County District Attorney Tom Hogan. The alligator was in the kitchen of a home where police found heroin, crack cocaine and thousands in cash. They nicknamed the gator “El Chompo.” (EXPRESS)

Mount Vernon parlor reopens with a replica of Virginia’s first sofa VIRGINIA A recently discovered document shows that George and Martha Washington were the proud owners of a vibrant blue serpentineback sofa — the very first sofa, in fact, in Virginia. A re-creation of this 18thcentury sofa is now a showpiece
of Mount Vernon’s front parlor, a room that reopened Saturday after being closed for more than a year of restoration. “It was a real novelty back then,” says Susan Schoelwer, Mount Vernon’s senior curator. “In today’s terms, you would say it was trending.” The Washingtons received the sofa by way of friend and neighbor George William Fairfax, who moved to England in 1774. In England, sofa use dates back to the 1600s, but it was only around 1750 that they showed up in wealthier homes in South Carolina, Maryland and Philadelphia, Schoelwer says. The Richmond zoo announced Saturday that a baby camel was born Feb. 7 to camel parents Walter and Mindy. The new addition is a female dromedary camel. In a Facebook post, the Metro Richmond Zoo reported that the baby is bonding with her mom and her new herd. The zoo is looking for suggestions for a name. One commenter proposed the name ”Alexandra Camelton.” Others joked that the camel should be named “Wednesday,” in honor of Hump Day, a nickname for the middle of the week. (TWP)

In larger jurisdictions like Fairfax County, calling for school cancellations can be a tricky decision.

REGION Announcing a snow day on Twitter is enough to catapult local government officials to the stuff of legend — by teenagers’ standards, anyway. A few years back, students superimposed the face of a Fairfax County school board member on images of the Sistine Chapel and Mount Rushmore after he began tweeting school cancellations. Similar tweets from Superintendent Steven L. Walts in Prince William County, Va., easily generate a couple thousand “likes” and comments that anoint him a “man of the people” and the “greatest superintendent in the country.” Whether a school system decides to cancel or delay classes because of inclement weather — or remains open — opinions and irritation inevitably abound, especially when systems close and little snow or rain actually falls. Some appreciate the caution, while others decry what they view as an unnecessary hassle. With a winter storm warning blanketing much of the D.C. region for today amid predictions of a perilous brew of snow and ice, the decision to cancel classes is a little easier for school leaders. But an elaborate calculus lies behind each call to close schools in large systems with sprawling geographies. It involves monitoring multiple weather forecasts, testing road conditions — and
very early mornings. “Second-guessing weather decisions is Washington’s favorite sport,” said Matthew Guilfoyle, an associate superintendent in Prince William County. “It’s just really important folks understand that the goal is student safety.” It’s easy to call classes off when 6 to 12 inches of snow is expected to fall, he said. But it becomes far dicier when temperatures hover above freezing but could drop and turn rainslickened roads icy. Elevation in different parts of Prince William County can differ by hundreds of feet, Guilfoyle said, so poor conditions in one neighborhood may not be evident in another. When inclement weather is forecast in Loudoun County, Va., a team of at least 10 people start assessing roads at 3 a.m.

Storm to wallop region For only the second time this year, a winter storm warning covers much of the D.C. region today due to the likelihood of a hazardous combination of snow and ice. Temperatures in the upper 20s to around 30 in the morning lift to the low to mid-30s during the afternoon. Total accumulation of snow and sleet should be around 2 to 5 inches, but heavier amounts are likely to the northwest. (TWP)

system in Virginia, parts of the county experienced temperatures in the mid-30s while patches of ice coated other neighborhoods, said Jeffrey Platenberg, assistant superintendent for facilities and transportation services. Before closing the school system, Platenberg consults local television meteorologists, the National Weather Service and agencies charged with salting and clearing roads. A few dozen drivers in the county check roads overnight. And on days schools close, employees shovel parking lots and prepare campuses for the next day. “When people have a day off,” he said, “we don’t.” As of Express’ deadline, the majority of school districts in the region had cancelled classes. Man dies after flames engulf portable toilet Firefighters say a man died in a fire in a portable toilet near the Baltimore Ravens’ stadium. Baltimore police said Sunday’s fire in the parking lot of M&T Bank Stadium didn’t appear to be criminal. Baltimore Fire spokeswoman Blair Skinner says a security guard saw a man engulfed in flames running from the burning toilet. The man hasn’t been identified. City sues chemical giant over PCB water pollution Baltimore has filed a lawsuit against the agrochemical giant Monsanto and two other companies, accusing them of polluting city waterways and stormwater. The legal effort focuses on PCBs, the industrial chemicals that have long accumulated in animals, plants and people around the globe. Baltimore alleges Monsanto knew its PCB chemicals were toxic and didn’t degrade in nature. Monsanto says it believes the complaint is without merit. The company stopped producing PCBs over 40 years ago. (AP)

President Trump’s partial government shutdown is over, but the haunting effects are not. Perhaps nowhere is that demonstrated more than in the Internal Revenue Service, one agency that affects all Americans. Listen to the words of National Taxpayer Advocate Nina Olson, an independent official within the IRS. Her latest report describes an agency with a “shocking” level of service, suffering a “cycle of frustration,” one beset with long-standing problems made worse by the 35-day shutdown. She described an agency so damaged that taxpayer trust and confidence in our tax system has been crippled. “It is irresponsible for an agency that touches all aspects of people’s lives to be underfunded, understaffed, and at the mercy of shutdowns,” she
wrote. “It is making strategic decisions that ultimately burden taxpayers, increase its own rework, and create distance and distrust between taxpayers and the tax agency.” The report provided a slew of statistics demonstrating the depth of the problem. For the last week of the shutdown, ending Jan. 26, only 12.8 percent of taxpayer calls regarding installment agreements and balance due questions were answered. Those that were answered waited 93 minutes. Metrics like these “translate into real harm to real taxpayers,” Olson said. “And they represent increased rework for the IRS downstream, at a time when the IRS is already resource challenged.” IRS officials responded with a statement that said the agency “successfully reopened operations following the shutdown, and the agency is seeing a good start to the 2019 filing season. We are continuing to assess the
impact of the shutdown … and remain proud of the many IRS employees who have risen to the resulting challenges.” The full impact of the shutdown won’t be known for “months, and even years, down the road,” Olson predicted. National Treasury Employees Union (NTEU) President Tony Reardon said that “in some cases, employees are being asked to work overtime specifically to get the agency caught up. Orientation for new hires and refresher training for employees is also behind schedule in some areas. These are all signs of an agency still grappling with a record fiveweek shutdown on the eve of a tax filing season that was already going to be challenging because of the new tax law.” Because of the shutdown, employees estimate “it may take them almost a year to catch up, but many taxpayers cannot wait that long because they need their responses” by April 15, when 2018 taxes are due, said David Carron, a revenue agent and president of NTEU Chapter 6 covering Louisiana and Arkansas. “We would relate this to an assembly line that has been stopped for over a month, but the same amount of products have to be produced” by then. POLITICS President Trump on Tuesday expressed confidence that he would prevail in a lawsuit filed by 16 states seeking to overturn his declaration of a national emergency at the U.S.-Mexico border, saying the states are led by “mostly by Open Border Democrats and the Radical Left.” Trump told reporters Tuesday that he had an “absolute right” to declare an emergency and said that it is an “open and closed case” that he can use the declaration to circumvent Congress to fund long-sought barriers at the border. Trump is seeking to spend roughly $8 billion on border barrier construction, only about $1.4 billion of which has been approved by Congress. He plans to tap money from other funds, including drug-interdiction and military construction projects. The lawsuit filed Monday argues that the president’s decision to declare a national emergency is unconstitutional. It seeks a preliminary injunction that would prevent Trump from acting on his declaration while the case plays out in the courts. Researchers have found a group of rare burrowing owls thriving in a nature preserve near Los Angeles International Airport. The 10 burrowing owls are the most to be seen at LAX Dunes Preserve in 40 years. Scientists attribute the return of the migratory owls to ongoing restoration work at the 300-acre preserve that used to be the beachfront community of Surfridge. The neighborhoods disappeared decades ago as the jet age boomed. The area has been reclaimed by sand, native brush and invasive weeds. It is home to 900 species of plants and animals. (AP)

NATIONAL SECURITY Several current and former Trump administration appointees promoted the sale of nuclear power plants to Saudi Arabia despite repeated objections from members of the National Security Council and other senior White House officials, according to a new report from congressional Democrats. The officials who objected included White House lawyers and H.R. McMaster, then the chief of the National Security Council, according to the report, which cited documents obtained by the committee and accounts of unnamed whistleblowers. The officials called for a halt in the nuclear sales discussions in 2017, citing potential conflicts of interest, national security risks and legal hurdles. But the effort to promote nuclear sales persisted, led by retired Lt. Gen. Michael Flynn, who served briefly as President Trump’s national security adviser, and more recently by Energy Secretary Rick Perry. The possible nuclear power sale was discussed in the Oval Office
as recently as last week. Details about these internal White House battles are contained in a 24-page report released Tuesday morning by House Oversight and Reform Committee Chairman Elijah Cummings, D-Md. It said the unnamed whistleblowers inside the White House came forward because they were distressed at the continued effort to sell the power plants. Committee Republicans said Tuesday they were not included in drafting the report and had not received a copy until Monday night. “This is a delicate and nuanced issue that Chairman Cummings is approaching without bipartisan input and with far-flung requests for information,” said Charli Huddleston, a spokeswoman for Republicans on the committee. The report’s release comes as Saudi-U.S. relations reach a particularly difficult moment. Following the death of Washington Post contributing columnist Jamal Khashoggi, Congress has expressed reluctance to continue with a business-as-usual relationship with Riyadh. FDA: No proof ‘young blood’ infusions work HEALTH Federal health regulators on Tuesday warned consumers against controversial “young blood” treatments — plasma infusions from young donors marketed for conditions such as Parkinson’s, Alzheimer’s, multiple sclerosis and posttraumatic stress disorder. “There is no proven clinical benefit of infusion of plasma from young donors to cure, mitigate, treat, or prevent these conditions, and there are risks associated with the use of any plasma product,” Scott Gottlieb, commissioner of the Food and Drug Administration, and Peter Marks, director of the agency’s Center for Biologics Evaluation and Research, said in a statement. “Simply put,” they added, “we’re concerned that some patients are being preyed upon by unscrupulous actors touting treatments of plasma from young donors as cures and remedies.” Plasma contains proteins that help blood to clot. It’s used to replace low levels of blood proteins in a range of medical situations. For example, some patients with liver disease are unable to make the proteins required for blood to clot. Clinics have been springing up that offer young-donor plasma infusions as a rejuvenating, “antiaging” therapy. One company is Ambrosia, a startup that sells infusions costing $8,000 or $12,000. NATIONAL SECURITY The federal government has acknowledged that it shares its terrorist watchlist with more than 1,400 private entities, including hospitals and universities, prompting concerns from civil libertarians that those mistakenly placed on the list could face a wide variety of hassles in their daily lives. The government’s admission that it shares the list so broadly comes after years of insistence that the list is generally not shared with the private sector. Gadeir Abbas, a lawyer with the Council on American-Islamic Relations, which has filed a constitutional challenge to the government’s use of the watchlist, called the government’s admission shocking. “We’ve always suspected there was private-sector dissemination of the terror watchlist, but we had no idea the breadth of the dissemination would be so large,” Abbas said. The watchlist is supposed to include only those who are known or suspected terrorists, but it contains hundreds of thousands of names. The government’s no-fly list is culled from a small subset of the watchlist. Critics say the list is wildly overbroad and mismanaged, and that large numbers of people wrongly included on the list suffer routine difficulties because of their inclusion. kept secret by the government, but it acknowledged in an earlier lawsuit that it adds hundreds of thousands of names to the list every year. It also emphasized that names are routinely removed from the list. The government’s admission comes in a class-action lawsuit filed in federal court in Alexandria by Muslims who say they regularly experience difficulties in travel, financial transactions and interactions with law enforcement because they have been wrongly added to the list. Timothy Groh, deputy director of operations for the Terrorist Screening Center, filed a written statement this month acknowledging that 1,441 private entities
have received permission to access the watchlist. Groh said those private entities must be in some way connected to the criminal justice system. He cited police forces at private universities, hospital security staff and private correctional facilities as examples. Abbas said now that the government has disclosed how many private entities receive access to the Terrorist Screening Database, the official name of the watchlist, it needs to explain exactly which private entities are receiving it and what they’re doing with it. He has asked a judge to require the government to be more specific. A hearing is scheduled
for Friday. It is not clear what restrictions are placed on how private institutions use the list. The FBI did not respond to emails and phone calls seeking comment. Hugh Handeyside, an attorney with the ACLU’s National Security project, said the government’s disclosure “corroborates what we’ve long suspected.” He said more information is needed to know how private entities use the information. “The likelihood of stigma or adverse consequences is increased” every time the government shares the list with a private organization, a foreign government or any other agency, he said. Now it’s Harper’s turn Machado agrees to $300M deal with Padres, putting the focus on the ex-Nats star MLB For more than three months they have circled each other, 26-year-old superstars with the same objective: sign a massive, standard-setting free agent contract. Manny Machado and Bryce Harper are friends, but this winter they were also competitors, as their respective agents worked the markets with one eye on the other in a high-stakes game of chicken, with the winner the man who emerges with the bigger deal. Now that Machado has come off the board, having reportedly agreed with the San Diego Padres on Tuesday to a 10-year, $300 million contract, the final say will belong to Harper and agent Scott Boras. There is every reason to think their answer, as teams prepare for their first exhibition games this week, is coming soon. The Padres, who haven’t made the playoffs since 2006 and lost 96 games last season, were nevertheless a steady suitor this offseason for Machado, who finished 2018 with the L.A. Dodgers after six-plus seasons with Baltimore. Boasting the game’s best farm
system, with no fewer than 10 of baseball’s top 100 prospects, according to MLB Pipeline, the Padres already had a glowing future. But they saw an opening to strike now in both the NL West and their own metropolitan area, where the departure of the NFL’s Chargers left them as the only major sports franchise in town. Machado’s deal reportedly contains a player opt-out clause after five years, which would let him return to free agency at the end of 2023. He had expressed a preference to play shortstop in his dealings with prospective teams, but will likely be a third baseman in San Diego. Fernando Tatis Jr., the No. 2-ranked prospect in baseball, is San Diego’s shortstop of the future. The Chicago White Sox appear to have been runners-up for Machado, reportedly offering $250 million over eight years, but with options and incentives that could have boosted the payout to $350 million. Calculation blurs Florida Georgia Line
Luke Combs quickly emerged as one of the country scene’s most authentic icons MUSIC About three years ago, songwriter Jonathan Singleton was at a bar in Nashville when a singer he didn’t recognize took the stage. Suddenly, the crowd started buzzing. So Singleton caught the singer’s name and then discreetly took out his phone to Google: Who is “Luke Combs”? Singleton had no idea that soon it would be tough to find a country music listener who didn’t know the answer. But at that moment, as he heard Combs’ powerhouse voice belt out a song called “Hurricane,” he knew that he wanted to work with the guy. A few months later, Singleton signed Combs to a publishing deal with Big Machine Music. And “Hurricane” Hurricane would Hu
eventually go triple platinum. Combs, 28, has shot to stardom so quickly that it’s startling to almost everyone, including him. After he landed a record deal with Sony Music’s Columbia Nashville in fall 2016, his first four singles reached No. 1 on the radio, with the fifth (“Beautiful Crazy”) currently sitting at No. 2 on Billboard’s country chart. His debut record, “This One’s for You,” was the highest-selling country album of 2018. “People always ask me, ‘What’s the secret?’ ” Combs says, laughing. “If I knew what it was, I would be bottling it and selling it instead of what I’m doing now.” Some point to Combs’ traditional ’90s country-influenced sound, which, combined with
modern production, struck a chord. Rob Williford, Combs’ bandleader, has another theory. “I genuinely think for him, it’s nothing but the lack of trying to have a brand,” he says. “It’s 100 percent authentic. You can’t fool people when it comes to that.” A North Carolina native, Combs started out playing gigs at the same bar where he worked in Boone, N.C., and persuaded

But even as Combs has gone from playing for 250 people in bars to selling out 12,500-seat arenas, he’s determined not to forget his working-class roots. His fans still see the guy with a beard and black shirt and hat and boots, dressed very similarly to them. Singleton says they call those fans “Luke-alikes.” “When those fans are there, they see themselves up there,” says Ray Fulcher, who co-wrote eight songs on Combs’ debut album. He adds that Combs often tells his audience, “If I can do this, you can literally do whatever your dream is.” “He really believes s that. … When he says it, the resonance esonance ” EMILY YAHR really strikes people.”
Florida Georgia Line protests a lot on the album “Can’t Say I Ain’t Country,” which dropped Friday. “You can say that I talk and I dress all funny, but you can’t say I ain’t country,” Tyler Hubbard and Brian Kelley sing on the title track. But this is the duo who teamed up with Bebe Rexha, the Backstreet Boys and Nelly, and walking away from that seems a bit calculated. The record is well-crafted, especially when it adopts bits of alt-folk in “Simple.” Yet the current single, “Y’all Boys,” hammers home the Florida Georgia Line talking points, ribbing people who lock their doors and declaring, “You mess with one of us, you get us all boys.” It doesn’t sound organic. ‘Lorena’ gets to the heart of a scandal TV REVIEW There’s a race on to reinterpret recent history, particularly sensational crime cases, trials and other tabloid tragedies, to see how they look in a more modern context. In both television and film, you can achieve this through dramatization or documentary or some combination of the two. The results are often remarkable and unexpectedly cathartic. Which brings us to Lorena Bobbitt, the subject of a naturally
fascinating but slightly overindulged and unevenly paced documentary series that began streaming Friday on Amazon Prime. (Amazon chief executive Jeff Bezos owns Express.) “Lorena,” directed by Joshua Rofe (co-produced by Jordan Peele, among others), is a thorough, four-hour look back at the early morning of June 23, 1993, when Bobbitt, then 22, in what a jury would agree was a moment of temporary insanity, took a knife from the kitchen of her Manassas, Va., apartment and cut off the penis of her husband, John Wayne Bobbitt, then 26, while he slept in their bedroom.
Forgotten in the chaos was a quiet but steady chorus of women’s rights advocates who immediately saw in Lorena the telltale signs of a battered wife: traumatized, desperate, pushed to an extreme. As the film makes clear, American society lacked
