Australian drivers will soon be able to customize their license plates with emoji, CNN reported Tuesday. Along with the standard three letters and two numbers, drivers in Queensland will be able to add one of five emoji faces for the equivalent of about $350. ‘A lot of drama at the nest this year’ THE DISTRICT Drama is unfolding again in Washington, this time in an eagle’s nest. First, the daddy bald eagle went missing. Then two other male suitors showed up at the nest in an oak tree in Southwest Washington. And now, the mother eagle is spending time away from the nest to hunt for food, leading wildlife experts to debate whether they should intervene and remove two eggs. With the two males at the nest, off and on, and no one to help her incubate eggs expected to hatch in the middle of March, experts are worried. While the situation is not uncommon in nature, these bald eagles are accessible via a live video feed at eaglecam.org that gives viewers a constant look into their nest. “It’s a lot of drama at the nest this year,” said Dan Rauch, the District’s wildlife biologist. The nest at the D.C. police academy grounds has been the home of Liberty, the female, and

Justice, the male, for 14 years. They have hatched about 22 eaglets. But troubles arose earlier this month. It started just after the two mated, experts said, and an egg was fertilized. Eagle watchers noticed Feb. 9 that Justice went missing. That same afternoon, a younger male showed up. Eagle watchers call him “M1” or “Aaron Burrd.” Birdwatchers could see he had cuts on his talons, which experts said could be evidence he was in a fight, perhaps with Justice.
“This stuff does happen all the time, but because we don’t have cameras in nests too often, we don’t see it.” DAN RAUCH, the District’s wildlife biologist, said the live eagle camera gives bird-watchers special insight into the drama at the nest this year

At the nest, M1 is trying to court Liberty, as is the new male being dubbed “M2.” Experts warned that male suitors typically destroy eggs that aren’t theirs. Liberty has, at times, protected her offspring and chased off Aaron Burrd. M2, however, has taken a turn at incubating the eggs. “His fatherly instincts may be kicking in,” said Tommy Lawrence, managing director at the
Earth Conservation Corps, which monitors the eagles. “He’s helping to protect the nest.” But there’s another twist. Liberty left the nest recently for about six hours, which worries experts that the eggs’ temperature has dropped too low and they might not hatch. Officials are debating whether to remove the eggs to incubate them, but they would need permission from the U.S. Fish and Wildlife Service. They expect to make a decision soon. Meanwhile, the search for Justice continues. More than 100 emails and calls of possible sightings have poured in to the Earth Conservation Corps., but none has proved to be Justice. People from Silver Spring to as far away as North Carolina claimed to have seen Justice, but experts said that’s unlikely given that he likes to hang out at Oxon Cove Park in Maryland, St. Elizabeths in Southeast, or Hains Point when he’s not at the nest. Experts said they’re hopeful that M2 will start bringing Liberty food at the nest so she can incubate eggs that will hatch. For now, Lawrence said, “We’re waiting to see what happens.”

District eliminates extended school year City to invest more in classroom technology, laptops for students THE DISTRICT Three years after launching an expensive education experiment, the District is eliminating extended school years at 13 campuses after city leaders said there was scant evidence of improved academic achievement, Mayor Muriel Bowser announced Thursday. The program — which costs about $7.5 million a year — adds 20 school days to the calendar of low-performing schools, giving more than 4,000 students shorter and more frequent breaks during an academic year that runs 200 days. The strategy was touted by Arne Duncan, the education secretary under President Barack Obama, as a way to combat “summer brain drain.” Bowser and former D.C. Public Schools chancellor Kaya Henderson hailed the investment in 2016, saying the additional instruction time would give students an extra year of learning by the time they reached eighth grade. City leaders noted at the time that more than half of the District’s charter schools — which are publicly funded and privately operated — already embraced

The budgets provide a blueprint for how the city wants to spend its education funding, outlining big investments and cuts in schools.
Among the investments: technology. The school system plans to spend $4.6 million more on purchasing laptops and other devices — an investment parents and school leaders say is desperately needed. In third, sixth and ninth grades, every student would have a device, probably a laptop. Systemwide, there would be one device for every three students. Ferebee said the investment will make administering standardized tests — which students take on computers — more efficient. “This addresses and speaks to our response from what we heard in the community,” Ferebee said. METRO Every weekday morning, regardless of the weather, Renee Moore gets on her bike. And, even though her office is an hour away and the Anacostia Metro station is just a few blocks away, she begins pedaling to work. “I don’t really think about the Metro because it’s kind of pricey,” she said recently after getting to work. Every time she rides past the station, it illustrates how the past few years have been something of a lost opportunity for Metro. Metro’s drop in ridership has been widely discussed. Getting less attention is that it happened during a time when the number of people living right near Metro’s 40 stations in D.C. grew by the tens of thousands. According to census data provided to Express by the city’s planning office, about 200,000 households were living within a half-mile of a Metro station in the period between 2012 and 2106, about 15,000 more than in the previous five-year period. But even though that meant 38,000 more people were living near a station, ridership didn’t grow. According to Metro’s figures, it fell. Weekday boardings in the District dropped by 13 percent between May 2011 and May 2018 — or by an average of about 57,000 boardings daily — while all those people were moving in around stations.
That was “absolutely” a lost opportunity, said Paul Mackie, research director of Mobility Lab, the research arm of Arlington County Commuter Services. “It doesn’t help that the SafeTrack repair program has led to a general decline in both service and loyalty to Metro,” he said. “But Metro needs to promote itself harder, especially in light of competition from other options like Uber, Lyft, carpooling, escooters, bikes and bikeshare, and the rise in teleworking.” The trend wasn’t universal. Ridership did grow at seven of D.C.’s 40 Metro stations, as the neighborhoods around them grew. About 11,280 households lived near the NoMa-Gallaudet U station between 2012 and 2016, about 50 percent more than the 7,440 living there between 2007 to 2012. And about 1,800 more people got on trains at the station each weekday in May 2018 than in the same month in 2011. But at most stations the opposite happened. Within a half-mile of the U Street station, for instance, there were some 27,237 households between 2012 and 2016 — three times more than were there in the previous five years. Still, the number of boardings each weekday was 1,411 lower in May 2018 than in May 2011. A different set of census figures comparing the period between 2013 and 2017 and the

What’s good news for Metro is that according to the city’s data, nearly all the city’s growth happened in areas within a half-mile of stations. According to the city’s data, 96 percent of the additional 15,829 households the city has seen are near a Metro station. And as Metro improves service, Metro spokeswoman Sherri Ly predicts, ridership will grow. Trains last year were more likely to come on time than at any point in the past seven years, she said. “Riders, regardless of where they live, want to know they can depend on Metro to get them where they want to go when they want to go in a predictable, reliable way,” Ly said. The District Department of Transportation wants to make clear to drivers that the city’s bike lanes are not to be used for parking or to pick up or drop off passengers. It also wants to leave no doubt about the rules for traffic enforcement officers. Chiefly, they say, the lanes are for bike riders. Vehicles are not allowed to enter the lanes unless safely turning at an intersection or into a driveway or alley, or entering a legal parking space. The proposed rules are in response to complaints from cyclists who say that their right of way is often blocked by trucks and cars and that little to no enforcement exists. Officials want to eliminate confusion among some enforcement officers who have found parts of the city’s regulations to be unclear, especially for taxi and ride-share operations. The revised regulations make clear that stopping, standing, parking, loading and unloading passengers, and any other obstructions of bike lanes are prohibited. They also reiterate that other places are also off-limits to cars, even if there is no sign saying so, including crosswalks, bridges, sidewalks and bus lanes. DDOT spokesman Terry Owens said the revised rules will enhance existing regulations by making them “easier to understand for travelers and those enforcing violations.” LUZ LAZO

It ended with a Colombian cardinal warning them they could all face prison if they let such crimes go unpunished. In between, Pope Francis began charting a new course for the Catholic Church to confront clergy sexual abuse and cover-up, a scandal that has consumed his papacy and threatens the credibility of the Catholic hierarchy. Opening a first-ever Vatican summit on preventing abuse, Francis warned 190 bishops and religious superiors on Thursday that their flocks were demanding concrete action, not just words, to punish predator priests and keep children safe. He offered them 21 proposals to consider going forward, some of them obvious and easy to adopt, others requiring new laws. But his main point in summoning the Catholic hierarchy to the Vatican for a four-day tutorial was to impress upon them that clergy sex abuse is not confined to the United States or Ireland, but is a global scourge that requires a concerted, global response.

Francis, the first Latin American pope, called the summit after he himself botched a well-known sex abuse cover-up case in Chile
last year and the scandal reignited in the U.S. In a moving meditation that followed the video testimony of victims, Manila Cardinal Luis Tagle demanded that bishops and superiors no longer turn a blind eye to the harm caused by clergy who rape and molest the young. “Our lack of response to the suffering of victims, yes even to the point of rejecting them and covering up the scandal to protect perpetrators and the institution, has injured our people,” Tagle said. The result, he said, had left a “deep wound in our relationship with those we are sent to serve.”
Zebra stripes are dazzling — particularly to flies. That’s the conclusion of scientists from the University of Bristol and the University of California at Davis who dressed horses in blackand-white striped coats to help determine why zebras have stripes. The researchers found that fewer horseflies landed on the bedecked horses than on those without the striped coats, suggesting that zebra stripes may offer protection from bloodsucking insects that can spread disease. all the juicy details uncovered over the past 20 months could end up sorely disappointed. The exact timing of the special counsel’s endgame is unclear, though The Washington Post reported on Wednesday that Mueller’s confidential report could be delivered to new Attorney General William Barr in the coming days — even as early as next week, according to people familiar with the discussions. Here’s a look at some of the big questions surrounding the investigation that has consumed Washington since it began in May 2017. (AP/THE WASHINGTON POST)
What happens when the investigation ends? There has long been an assumption that all this waiting will lead to a payoff: a full, public report, written by Mueller, that would detail everything that he found — a “Mueller report.” That assumption may have been wrong. Mueller will have to turn in a report of some kind when he’s done. It could be pretty bare-bones. Justice Department regulations require only that Mueller give the attorney general a confidential report that explains the decisions to pursue or to decline prosecutions. That could be as simple as a bullet point list or as fulsome as a report running hundreds of pages.
What does Barr say he’ll do? Barr, who oversees the investigation, said he envisions two reports — and only one for congressional and public consumption. Barr has said he takes seriously the “shall be confidential” part of the regulations governing the report. The attorney general is required only to say the investigation has concluded and describe or explain when he or Deputy Attorney General Rod Rosenstein decided an action Mueller proposed “was so inappropriate or unwarranted” that it should not be pursued. Barr indicated that he expects to use his report to share results with the public. But he said his plans could change.

Will the report come with any big indictments? Whatever we learn may not come right away. But it seems possible Mueller could offer more indictments, and we could learn plenty through them. Roger Stone associate Jerome Corsi has seemed a likely candidate for an indictment — he even predicted he would be indicted. Donald Trump Jr. has reportedly said that he worries he could be indicted, too. The latter would be a massive development. But we could learn plenty through other indictments that could land — or even possibly through additional crimes charged against figures who have already been charged with other crimes.
What will we learn about Trump? The biggest question of all is: What will the report say about Trump? Or, more specifically, what will we and Congress learn it says about Trump? Here’s why that’s a different question: Existing Justice Department guidelines say a sitting president can’t be indicted. So if Barr believes he can only pursue evidence related to prosecutive decisions, where does that leave information about Trump that isn’t technically chargeable? It’s difficult to believe, given the volume of Trump’s questionable actions with regard to people involved in the investigation, that we wouldn’t get this information somehow.

What will Trump do? Trump’s lawyer, Rudy Giuliani, has said Trump’s legal team wants to review any report before it’s released. Giuliani also raised the prospect that Trump lawyers could try to invoke executive privilege to prevent the disclosure of confidential conversations Trump had with aides.
Can Democrats subpoena Mueller and his report? Sure. The chairman of the House Judiciary Committee, Rep. Jerrold Nadler, D-N.Y., has said as much. But Trump could direct the Justice Department to defy the subpoena, setting the stage for a court fight that would almost certainly go to the Supreme Court.
COURTS A federal judge ordered that longtime Republican operative and Trump confidant Roger Stone may not speak publicly about the investigation or case against him. Judge Amy Berman Jackson in Washington said it would be “foolhardy” to wait for Stone to transgress again in the wake of an Instagram post that appeared to show her photo near crosshairs and suggested both she and special counsel Robert Mueller were biased. “I’m not giving you another chance,” she said. “I have serious doubts whether you’ve learned any lesson at all.” If he violates the gag order in any way, Jackson said, she would order him to jail. She rejected his claim that the image was not meant to be threatening. “Roger Stone knows full well the power of words and the power of symbols,” she said. “There’s nothing ambiguous about crosshairs.” Stone can continue to raise funds for his defense and speak on other matters, the judge said. Stone, 66, took the stand Thursday to apologize. “I’m sorry that I abused your trust,” Stone told Jackson. “I’m heartfully sorry. … I can only beseech you to give me a second chance.” Jackson was not moved. “Thank you, but the apology rings quite hollow,” she said. Allies have “unanimously” told the U.S. that they “won’t stay if you pull out,” a senior administration official said. France and Britain are the only other countries with troops on the ground in the U.S.-led coalition battling the Islamic State.
Along with the U.S., they have provided training, supplies, logistics and intelligence for the Syrian Democratic Forces (SDF), the Kurdish-dominated group that has done most of the fighting. U.S., French and British forces also operate heavy artillery and conduct the airstrikes that have been decisive against the militants. French Foreign Minister JeanYves Le Drian said last week that he was mystified by Trump’s policy. On Tuesday, British Foreign Secretary Jeremy Hunt said that “there is no prospect of British forces replacing the Americans” in Syria. TECHNOLOGY YouTube on Thursday cracked down on pedophilic content on the site by purging comments on tens of millions of videos, which serve as a kind of powerful but overlooked social network. A video blogger this week published a report on YouTube documenting how comments and recommendations on the platform direct users to potentially sexual videos of children, allowing them to participate in a “soft-core pedophile ring,” according to the report. YouTube also terminated over 400 channels that posted the comments on videos featuring children. Several major brands, such as Disney and Nestle, this week halted their advertising on YouTube because their ads were played alongside videos with abusive or sexually explicit comments. “Any content — including comments — that endangers minors is abhorrent and we have clear policies prohibiting this on YouTube,” YouTube spokeswoman Andrea Faville said in a statement Thursday. YouTube also said it removed dozens of videos that were posted without malicious intent but were putting children at risk. Drafting a QB: Redskins must buck their history The Redskins desperately need a quarterback to market to a dwindling fan base. Nothing sells hope better than a rookie first-rounder. If they had options, the team’s history suggests it should focus on free agency or a trade, last year’s Alex Smith debacle notwithstanding. Drafting a passer for long-term success has proven nearly impossible for this franchise. The Redskins’ best-ever pick was its first in Washington, in 1937. Sammy Baugh became a Hall of Famer with two championships, and he changed the game forever with his passing. Since then, the Redskins have drafted 40 quarterbacks. Twenty-one never played, including four first-rounders. The best modern-day QBs in Washington — Sonny Jurgensen, Billy Kilmer, Joe Theismann, Doug Williams, Trent Green and Brad Johnson — arrived via trade or free agency. The best homegrown passer in Washington in a generation
was Kirk Cousins (2012-18), a fourth-round afterthought following first-rounder Robert Griffin III. Yet the Redskins let Cousins walk after three 4,000-yard seasons. Drafting a passer has mostly been a failure. The team has managed to draft only seven good quarterbacks, with Baugh and Norm Snead (1961) the only first-rounders (and Snead was traded in 1964 for Jurgensen). Snead was the best passer taken between Eddie LeBaron (a 10th rounder in 1950) and Jay Schroeder (third round, 1984). Mark Rypien, a sixth-rounder in 1986, was the sole QB draftee of the Redskins’ three Super Bowlwinning teams. Still, the Redskins kept drafting passers in Round 1. Heath Shuler was the team’s biggest bust as the third overall pick in 1994. He lost his job by ’96 to seventh-rounder Gus Frerotte. Shuler is still looking for linebackers on crowded street corners. Patrick Ramsey was a 2002 first-rounder. Owner Dan Snyder wanted him over staff

objections. He was a spot player at best and traded in 2006 for a sixth-rounder. Jason Campbell was a fair choice as a 2005 first-rounder, but changes at offensive coordinator kept him from blooming. Griffin also was Snyder’s choice — second overall in 2012 — in perhaps the team’s most electrifying marketing move. The pick looked worthwhile until Griffin was hurt at the end of his rookie season. Unfortunately, the Redskins have salary-cap trouble and couldn’t trade recently for Joe Flacco. Nor can they sign any

free agent costing more than $5 million, because Smith is still owed $20 million this year as he recovers from a broken leg. With the 15th overall pick, the draft is the Redskins’ best option. Then again, there is this guy at Boise State named Brett Rypien, whose uncle played for the Redskins.

The injury to such a high-profile freshman renewed discussion of the NBA’s age limit — 19 and a year removed from high school for domestic players, and 19 for international players. Williamson is 18 and played last season at Spartanburg (S.C.) High School. He might not have wanted to go to the NBA this season, and by all accounts he is thoroughly enjoying himself on an elite team at a famed university. But many people feel he should have had the option to join the NBA this season rather than play without pay before packed arenas on national television.

The talk of the Oscars The Academy Awards are this weekend, after which we’ll all quickly move on to the next important moment in movies (that would be waiting for “Captain Marvel” to open). Still, the Oscars ceremony (8 p.m. Sunday on ABC) will dominate the pop-culture chatter for the next few days, so it’s good to have some idea about the people and the films generating the most buzz. Here are four stories that have shaken up this year’s Oscars season — and

Glenn Close, nominated for “The Wife,” now has seven Oscar nods to her name, going back to 1982 — and not a single win. When “The Wife” came out, it was universally acknowledged that this would be her year. Then Lady Gaga in “A Star Is Born” and Olivia Colman in “The Favourite” made the best actress category a three-horse race. Close’s quietly powerful performance was powerful precisely because it was quiet, and the Academy tends to like a bit more showmanship. That said, Close may take home the Oscar more as a lifetime achievement award — an apology for not recognizing a career properly.
“Green Book” is a perfectly pleasant movie if you ignore the so-strongthey’re-actually-overtones White Savior undertones. It’s engaging enough, and Viggo Mortensen and Mahershala Ali (both nominated for their work) do their best. And “Green Book” could be considered the front-runner with its three Golden Globe wins, including for best picture (musical or comedy). No, the weightless, forgettable “Green Book” doesn’t deserve to be competing for best picture alongside “BlacKkKlansman” and “Roma,” but never underestimate the power of pabulum when it comes to movie awards.
Being the best thing in a bad movie — which “Bohemian Rhapsody” is — should not get you a nomination. Rami Malek did a good job channeling Freddie Mercury, but his performance appeared shinier because everything around it was dull. Malek took home the best actor (drama) Golden Globe, so it’s possible he’ll win the best actor Oscar too, which would be wildly unfair. Not only isn’t his performance the best in this category, it’s inferior to some performances that weren’t even nominated. A part of me hopes Ethan Hawke will be lurking backstage, ready to steal the statue for his work in “First Reformed.”
The runup to the Oscars has been … weird. Kevin Hart was tapped to host, then some homophobic tweets were discovered, then he didn’t apologize but then he kind of did but long story short now there’s no host at all. THEN they were going to present four awards during commercial breaks and air edited footage of the speeches before people reminded them it’s hard to make a movie without, you know, A CINEMATOGRAPHER, so they’re back in. All of this might be a good thing: It’s forced the Academy to try different approaches, which may lead to less bloated future ceremonies.
There’s been a groundswell lately of big names in Hollywood wanting to put more women in director’s chairs. Meanwhile, there isn’t a single woman nominated for the best director Oscar. Again. That wouldn’t be notable except that 2018 brought the staggeringly good, femaledirected independent movies “The Rider” and “Leave No Trace” (as well as fantastic but largely ignored woman-centered films like “Eighth Grade” and “If Beale Street Could Talk”). Sure, there’s more chatter about the need for more women in filmmaking, but this year’s Oscars make it seem like it’s still all just talk.

With an adorable (albeit fire-breathing) star and a formidable new villain, the animated adventure “How to Train Your Dragon: The Hidden World” has a lot going for it. In this third installment of the series of films about Vikings and their dragons, returning writer-director Dean DeBlois neatly ties up the threads of broken families that have dogged the franchise’s characters, including our hero, Hiccup (Jay Baruchel), and his dragon, Toothless. Yet the robust action sequences — and the corny dialogue about the strength we carry within us — just aren’t as thrilling this time around. This franchise still has the power to warm a cold heart, but the fire is burning less bright. PAT PADUA (FOR THE WASHINGTON POST)

The same old song: ‘Bohemian’ not the first off-key biopic If you truly love Queen, “Bohemian Rhapsody” is a Jenga tower of a biopic — doomed from the start, anxious fun after that, with everything toppling to bits in the final scene. Some who dislike this movie have been reasonably repulsed by the prosthetic teeth that Oscar-nominated Rami Malek dons in hopes of transforming himself into the late Queen frontman Freddie Mercury — but the grand finale of “Bohemian Rhapsody” confirms that Malek has a much more significant problem with his donk. When Malek
struts through a restaging of Queen’s triumphal 1985 Live Aid performance at Wembley Stadium, he tries to nail it step for step, but as rock-and-roll connoisseurs, we know something weird is happening. Most musical biopics threaten to derail themselves for a more obvious reason: even the greatest, coolest, most beautiful actors will never be as great, cool or beautiful as the demigods they’re aiming to portray. But what about acting out the music itself? That’s so much harder to pull off. Take all the piano lessons you want, but if you haven’t made big noises for big audiences for hundreds of nights
of your life, it’ll show. Moving your body to a sound is so much different than using your body to generate one. And that’s why the Jenga blocks start to wobble in the middle of “Bohemian Rhapsody,” when Queen begins to tour the American highways in a montage sequence of recreated concerts. Yes, Malek has all of Mercury’s clothes, a few of Mercury’s dance steps and 130 percent of Mercury’s overbite. What he doesn’t have is Mercury’s limbs, Mercury’s ligaments or Mercury’s muscle memory. I’d argue that this unsolvable little problem proves fatal in every musical biopic ever made — the good ones, the lousy ones, even the ones I haven’t seen. In “What’s Love Got to Do With It,” Angela Bassett stops being Tina Turner the moment her character steps on a stage. Never mind his valiant singing — as soon as Joaquin Phoenix strums a guitar in “Walk the Line,” he’s no longer Johnny Cash. And while the cast of “Straight Outta Compton”
barely passed for the wildly charismatic N.W.A., the movie’s pivotal concert scene lands somewhere between a weird Halloween party and a parody sketch with no jokes. As for the miracles that Jamie Foxx worked in “Ray,” let’s not forget that he also had the advantage of playing a singer who didn’t ascend to superstardom on camera. What if we had first met a young Ray Charles on MTV? Would we feel the same about Foxx’s Oscar-winning performance? Malek isn’t all that impressive in his execution of Mercury, but he is insanely brave for accepting the job — something he appears to have done in good faith. Good for him, good for us. That said, if Malek actually wins the Oscar for actor in a leading role at Sunday night’s Academy Awards, it’ll be a bummer, just as “Bohemian Rhapsody” winning best picture would be a farce. Monkees bassist Tork dies at 77
Peter Tork, a blues and folk musician who became a teeny-bopper sensation as a member of the Monkees, died Thursday at 77. The death was announced on his Facebook page, which did not provide further details. Tork mostly played bass and keyboard for the made-for-TV pop group, in addition to singing lead on tracks including “Long Title: Do I Have to Do This All Over Again,” “Head” and “Your Auntie Grizelda.” (THE WASHINGTON POST)

CRIME ”Empire” actor Jussie Smollett gave detailed instructions to two brothers who helped him stage a racist, anti-gay attack on himself, including giving them specific slurs to yell, telling them to shout “MAGA country” and pointing out a surveillance camera that he thought would record the beating, a prosecutor said Thursday. Police said Smollett planned the hoax because he was unhappy with his salary and wanted to promote his career. Before the attack, he also sent a letter that threatened him to the Chicago studio where “Empire” is shot, police said. Smollett, who is black and gay, turned himself in to face accusations that he filed a false police report last month when he told authorities he was attacked in downtown Chicago by two masked men who hurled racist and anti-gay slurs and looped a rope around his neck, police said. The actor walked out of the Cook County jail in Chicago on Thursday about two hours after a hearing in which the judge set his bond at $100,000. Smollett “took advantage of the pain and anger of racism to promote his career,” police Superintendent Eddie Johnson said. One of Smollett’s attorneys, Jack Prior, told the judge that the actor “maintains these are outrageous allegations.” DON BABWIN (AP)
