A mystery man is being hailed as a hero for buying all the cookies some Girl Scouts had for sale so they wouldn’t have to stand outside. South Carolina mother Kayla Dillard said on Facebook that the man paid $540 cash for all the girls’ cookies, saying he did it “so y’all can get out of this cold” outside a store near Greenville. WYFF-TV reported the man posed for a photo with two Girl Scouts after buying the cookies last week, but no one got his name. (AP)
Firefighters in Bensheim, Germany, on Sunday helped rescue a very fat rat that was stuck in a sewer grate, BBC News reported. Berufstierrettung Rhein Neckar, a local animal rescue organization, had been unable to extricate the rat after being alerted to her plight by a pair of little girls. Animal rescuer Michael Sehr said, “Even animals that are hated by many deserve respect.” With firefighters’ aid, Sehr was able to free the rodent. (EXPRESS)
A group of otters made a rare if not unprecedented appearance in downtown Milwaukee last week. The state Department of Natural Resources says a video of the otters along the Milwaukee River by the Milwaukee Institute of Art and Design is the first documented otter sighting downtown. It says restoration efforts to increase water quality and habitats for fish, frogs and crayfish may have helped create a better food source for otters. (AP)

Kosher Chinese carryout was a leap of faith SILVER SPRING In the summer of 2017, a flyer went up on a bulletin board inside the Shalom Kosher grocery store in the Kemp Mill Shopping Center in Silver Spring. Chin & Lee, a Chinese restaurant, was up for sale. Was anyone interested in buying it? One of Ami Schreiber’s friends snapped a photo, stuck it on Facebook and tagged Ami, along with a message: “Schreiber, you’ve been talking about this for the better part of two decades.” It was time for Ami, a software engineer, and his wife, Rivka, a financial planner — two people with zero experience in running a restaurant — to buy a restaurant. The Schreibers opened their carryout restaurant about a year
ago. It’s called Holy Chow, and it serves kosher Chinese food. Ami’s friends in the Orthodox community of Kemp Mill were accustomed to him reminiscing about the kosher restaurants in New Jersey, where he grew up. The shopping center near his Silver Spring house boasts a kosher pizza parlor, a kosher bakery, a kosher candy store and that kosher supermarket, but no Chinese. Would it support one? “It just kept making sense,” Ami said, of how the couple ran the numbers. “The demographic here, in terms of a high concentration of Jewish people that keep kosher, is too much to ignore.” The Schreibers were confident they’d find an audience for kosher Chinese food — but they knew they couldn’t be the ones doing the actual cooking. Kosher, they know. Chinese, not so much. They advertised in Chineselanguage papers for a head chef and brought David Sun aboard.

He’s been a chef for nearly 40 years — most recently at Oriental East in Silver Spring — but had never cooked kosher food before. There’s no pork or shellfish. There’s no MSG in anything, but that’s an Ami thing (he’s allergic), not a Jewish one. All the ingredients are under the supervision of a mashgiach, or overseer, who is on site and inspects all deliveries. The chicken and beef come from kosher butchers in Baltimore and New York and cost three times as much as
non-kosher meats. “The old restaurant used to do $6 lunch specials,” he said. “We can’t stay in business at $6 lunch.” The price seems not to have ave cost Holy Chow many customomers, which is good. The amount in ticket fines drivers in D.C. racked up last year, WTOP reported. More than 1 million tickets were issued between Sept. 30, 2017, and Sept. 30, 2018, through speed and red light cameras alone, according to WTOP, and of those, 33,000 were dismissed after being challenged. A District-proposed compromise to restore some late-night Metro service appears to be off the table, due to opposition from Maryland. Montgomery County Executive Marc Elrich issued a letter this week to Metro board member Michael Goldman, who represents the state, urging him to vote against the compromise at Thursday’s board meeting. Under a proposal being pushed by D.C. officials, the system would open at 5:30 a.m. weekdays and close at midnight, compared with its current 5 a.m. to 11:30 p.m. schedule. The system would close at 2 a.m. on Fridays and Saturdays. “I urge you to oppose [the alternative] as written for its negative impacts on Montgomery County and insist that stations in Montgomery County continue to open at 5 a.m.,” Elrich wrote, pointing to data obtained from Metro. The region’s U.S. senators wrote to Metro on Tuesday, urging the agency to maintain its shorter hours for the safety of the system and its riders. “We agree with [General Manager Paul Wiedefeld] and safety oversight officials that safety must take precedence over convenience,” said the letter from Democratic Sens. Immigration and Customs Enforcement (ICE) turned a blind eye to abusive conditions confronting thousands of immigrants jailed without being convicted of a crime. ICE did not impose financial penalties when it could have to hold operators of immigrant detention facilities accountable for rampant health and safety violations, according to a report by the Department of Homeland Security’s Office of Inspector General. In fact, agency officials gave operators a pass in many cases by allowing them to avoid inmate facility requirements. The inspector general’s review determined that “ICE
does not adequately hold detention facility contractors accountable for not meeting performance standards.” Despite a failure to meet the standards in thousands of documented cases between Oct. 1, 2015, and June 30, 2018, ICE imposed financial penalties just twice, according to the report. “Instead of holding facilities accountable through financial penalties,” the inspector general found, “ICE issued waivers to facilities with deficient conditions, seeking to exempt them from having to comply with certain detention standards.” But DHS officials insisted contracting tools are not the only means of holding jailers responsible. ICE spokesperson Matthew Bourke said by email: “ICE
has a strong record of holding detention facilities accountable when deficiencies are identified. … If the provider is not performing or is performing below standards or expectations, ICE can terminate the agreement or reduce the population levels immediately. This is a very powerful tool to ensure compliance and to hold a contractor accountable.” But how often is that tool used? Bourke couldn’t say. A response included in the report from Stephen A. Roncone, ICE’s chief financial officer, also was not definite. “There are multiple facilities where ICE terminated the agreement, removed all detainees from the facility, or scaled back its usage of the facility based on non-compliance issues,” he wrote, without providing specific figures. The detainees were not sentenced for a crime. They were in civil custody, waiting for processing and possible deportation. More than 35,000 detainees were in 211 facilities at the end of fiscal 2017. Only five of the jails, with less than 10 percent of the population, were owned by ICE. The report refers to “detention facility contractors,” but many were local and county jails. In 106 contracts the inspector general reviewed, over 14,000 “deficiencies” were found. “These deficiencies include those that jeopardize the safety and rights of detainees, such as failing to notify ICE about sexual assaults,” the inspector general found. When waivers are granted, they can last forever. “Without formal waiver guidance and review processes,” the report said, “ICE may be indefinitely allowing contract facilities to circumvent detention standards intended to assure the safety, security, and rights of detainees.” Follow Joe Davidson on Twitter @joedavidsonWP

Pakistan said there were no casualties, while New Delhi called the attack a pre-emptive strike that hit a terrorist training camp and killed “a very large number” of militants. The airstrike followed a suicide bombing in India’s section of the disputed territory of Kashmir on Feb. 14 that killed more than 40 Indian soldiers. The iceberg will break off the Brunt Ice Shelf when a chasm and a crack, which are currently about 2.5 miles apart on the Antarctic shelf, meet. May: Parliament can ask EU for a Brexit delay U.K. Prime Minister Theresa May admitted Tuesday for the first time that Brexit could be delayed, as the two main parties in Parliament struggle over how — or even if — Britain should leave the European Union. May told lawmakers that if they reject her Brexit withdrawal agreement again next month, they will have an opportunity to vote on whether to ask the EU to delay Brexit beyond the scheduled March 29 departure. May said European leaders would probably grant an extension only once, and any delay should be “short and limited.” She suggested that an extension until June would be best, so Britain would not have to take part in the next round of elections for the European Parliament. This was a major concession by May, who has long insisted that her Brexit deal was the best and only one. Her acceptance of a possible extension indicates how much she and her weak government have ceded control over Brexit to an assertive but divided Parliament. Hard-core Brexiteers fear, and those who want to stay in the EU hope, that a delay might lead to the end of Brexit. But May remains intent on making Brexit happen. POLITICS The House on Tuesday passed a resolution to overturn President Trump’s declaration of a national emergency on the southern border, as Democrats painted an apocalyptic portrait of a lawless chief executive out to gut the Constitution. The 245-182 tally was mostly along party lines, with 13 Republicans defecting to side with Democrats on a vote that effectively became a test of GOP loyalty to Trump. Despite their frequent complaints of executive overreach during the Obama administration, most Republicans fell in line with Trump’s decision to try to circumvent Congress to get billions of dollars for his border wall. As a result, the vote fell short of the two-thirds majority that would be required to overcome Trump’s threatened veto. Republicans countered that Democrats were ignoring a very real crisis at the border, and said that Trump was well within his rights to declare a national emergency, since he was acting under provisions of the National Emergencies Act of 1976. Trump issued the emergency declaration on Feb. 15, as part of a deal to keep the government open after a 35-day partial shutdown. The president agreed to sign a
spending bill to keep the government funded through Sept. 30 while providing $1.375 billion for 55 miles of fencing along the border in Texas, but he said he needed billions more. The administration plans to redirect an additional $6.7 billion from several sources, including $3.6 billion from military construction projects that can be accessed via the emergency declaration. Now that the House has passed the disapproval resolution, the
Senate will have approximately 18 days to take it up, a timeline set by the National Emergencies Act. The law also specifies that Senate passage takes only a simple majority, not the 60-vote majority often required. That means that just four Republican votes would ensure passage of the disapproval resolution — presuming Democrats stick together. POLITICS President Trump’s ex-personal lawyer, Michael Cohen, is expected to describe what he views as Trump’s “lies, racism and cheating,” and possibly even criminal conduct, when he testifies publicly today, according to a person with knowledge of the matter. Cohen is expected to provide evidence in the form of documents. Trump’s former “fixer” arrived on Capitol Hill on Tuesday for a closed-door interview with the Senate intelligence committee. The public will hear from him today when he testifies before the House Oversight and Reform Committee. Senate intelligence chairman Richard Burr said committee members know a lot more than they did when they first interviewed Cohen, and said his committee would take steps to ensure he was telling the truth. Cohen is set to serve prison time for lying to Congress in 2017. Cohen will provide information that he will claim shows Trump deflated his assets to pay lower taxes; paid hush money to porn actress Stormy Daniels; and asked Cohen about the Trump Tower in Moscow project in 2016, the person said. FOREIGN AFFAIRS When President Trump boasts of his wonderful relationship with North Korean supreme leader Kim Jong Un, or claims that there would have been war if he hadn’t been elected, many people cringe. But behind Trump’s boasting and bluster, a small band of experts in North Korean affairs see a strategy taking shape. Making Kim feel respected and secure, they say, offers a possible way to persuade him to give up — or at least scale back — his nuclear arsenal in return for economic and diplomatic rewards. “I am not a Trump supporter on 99 percent of what he does. But, strangely enough, his instincts have been right about North Korea,” said Joel Wit, a senior fellow at the Stimson Center in D.C. who was involved in past negotiations with the North Koreans while at the State Department. So far, Trump’s goals for his second summit with Kim have been a moving target. Ahead of initial talks today in Hanoi, Vietnam, he has flattered and cajoled Kim, described the North as an “economic powerhouse” in waiting and — to the surprise of many — said he was in “no rush” to find a deal that would dismantle Kim’s nuclear program. Even the definition of “denuclearization” still hasn’t been hammered out between U.S. and

North Korean negotiators — with Kim’s regime indicating it could entail a significant rollback on U.S. defense arrangements with allies in the region. Still, supporters of Trump’s outreach, such as Wit, cite North Korea’s tension-easing suspension of nuclear and missile tests as an important step forward. Yet Wit’s view remains a minority one in the polarized world
of Washington. Trump’s Democratic foes — and some Republican hawks — see dangerous signs of a president without much grasp of foreign policy who could be played by the North Koreans. Even Trump’s own intelligence chief, Daniel Coats, testified last month that Kim isn’t likely to give up his nuclear weapons. But there are others — with deeper knowledge of North
Korea than most — who say Trump’s approach is effective. They include Robert Carlin, a visiting scholar at Stanford University who was involved in U.S.North Korea talks from 1992 to 2000, and Siegfried Hecker, a leading nuclear scientist who visited North Korea’s main Yongbyon nuclear complex in 2010. At Stanford, Hecker, Carlin and researcher Elliot Serbin have been charting the degree of risk on the Korean Peninsula since 1992, using a range of indicators ranging from diplomacy to various aspects of North Korea’s nuclear and missile program. “Rapid North/South rapprochement and the Singapore Summit in 2018 dramatically lowered tensions and the threat of war on the Korean Peninsula,” the trio says in a report, “creating space and time to pursue diplomatic solutions.” The risk with North Korea, many experts say, is if Trump rushes to make a deal this week. He could end up granting Kim the diplomatic recognition and economic relief he craves without forcing him to surrender his weapons, allowing North Korea to take its place as a de facto nuclear power, critics fear. He may also undermine U.S. alliances with Japan and South Korea. But Trump is defiantly sure he’s on the right track. “So funny to watch people who have failed for years, they got NOTHING, telling me how to negotiate with North Korea. The percentage increase in charitable giving in the U.S. last year, a lackluster rise despite a strong economy, according to a study by the Fundraising Effectiveness Project published Monday. The study reported a quickening shift away from small donors in favor of wealthy donors. Money from donations under $1,000 fell by more than 4 percent. But gifts from major donors jumped 2.6 percent. Last year’s changes to the tax code meant millions of American taxpayers no longer qualified for the charitable tax deduction. U.S. flexes cyber might NATIONAL SECURITY The U.S. military blocked internet access to an infamous Russian entity seeking to sow discord among Americans during the 2018 midterms, several U.S. officials said, a warning that the Kremlin’s operations against the United States are not cost-free. The strike on the Internet Research Agency in St. Petersburg, a company underwritten by an oligarch close to President Vladimir Putin, was part of the first offensive cyber campaign against Russia designed to thwart attempts to interfere with a U.S. election, the officials said. “They basically took the IRA offline,” according to one individual familiar with the matter who, like others, spoke on the condition of anonymity to discuss classified information. “They shut ’em down.” The operation marked the first muscle-flexing by U.S. Cyber Command, with intelligence from the National Security Agency, under new authorities it was granted by President Trump and Congress last year to bolster offensive capabilities. Whether the impact of the St. Petersburg action will be longlasting remains to be seen. Russia’s tactics are evolving, and some analysts were skeptical of the deterrent value on either the Russian troll factory or on Putin, who, according to U.S. intelligence officials, ordered an “influence” campaign in 2016 to undermine faith in U.S. democracy. U.S. officials have also assessed that the Internet Research Agency works on behalf of the Kremlin. “Such an operation would be more of a pinprick that is more annoying than deterring in the long run,” said Thomas Rid, a strategic studies professor at Johns Hopkins University, who

But some U.S. officials argued that “grand strategic deterrence” is not always the goal. “Part of our objective is to throw a little curve ball, inject a little friction, sow confusion,” said one defense official. “There’s value in that. We showed what’s in the realm of the possible. It’s not the old way of doing business anymore.” The disruption to the Internet Research Agency’s networks took place as Americans went to the polls and a day or so afterward — as the votes were tallied, to prevent the Russians from mounting a disinformation campaign that cast doubt on the results, according to officials. The blockage was so frustrating to the trolls that they complained to their system administrators about the disruption, the officials said. federal prosecutors, is financed by Yevgeny Prigozhin, a tycoon from St. Petersburg and an ally of Putin. Prigozhin, the Internet Research Agency and a company Prigozhin runs called Concord Management and Consulting were among 16 Russian individuals and companies that a grand jury indicted a year ago as part of special counsel Robert Mueller’s investigation into Russian interference in the 2016 election. The CyberCom operation was part of a broader government effort to safeguard the 2018 elections, involving the departments of Homeland Security, State and Justice, as well as the FBI. Two new U.S. authorities facilitated the move against the Internet Research Agency. A presidential order last August gave CyberCom greater latitude to undertake offensive operations below the level of armed conflict — actions that don’t result in death, significant damage or destruction. And a provision in this year’s National Defense Authorization Act also cleared the way for clandestine cyber operations that fall below that same threshold, categorizing them as “traditional military activity.” “The calculus for us here was that you’re just pushing back in the same way that the adversary has for years,” a second defense official said. “It’s not escalatory. In fact, we’re finally in the game.” But other officials are more circumspect. “Causing consternation … may raise the cost of engaging in nefarious activities, but it is not going to cause a nation-state to just drop their election interference or their malign influence in general,” a third official said. “It’s not going to convince the decision-maker at the top.”
COURTS A federal appeals court on Tuesday cleared AT&T’s takeover of Time Warner, rejecting the Trump administration’s claims that the $81 billion deal will harm consumers and reduce competition in the TV industry. The ruling by the U.S. Court of Appeals in Washington came in the high-stakes competition case, approving one of the biggest media marriages ever. It was already completed last spring, soon after a federal trial judge approved it. AT&T, a wireless carrier and TV and home internet provider, absorbed Time Warner, the owner of CNN, HBO, the Warner Bros. movie studio, “Game of Thrones,” sports programming and other shows. The decision was unanimous to uphold the trial judge’s June ruling. Opposing the merger forced the Justice Department to argue against standing legal doctrine that favors mergers among companies that don’t compete directly with each other, known as a vertical merger. The idea behind the merger was to help AT&T — which claims about 25 million of the 90 million U.S. households that are pay TV customers — compete better with online rivals like Netflix, YouTube and Hulu. If the government decided to appeal the ruling, the next step would be the Supreme Court, and it wasn’t clear whether the Justice Department planned to do so. MARCY GORDON

It’s all about stopwatches and cone drills, interviews and physicals. The NFL Scouting Combine at Lucas Oil Stadium in Indianapolis is meant to make or break the draft ratings of more than 300 players. They began arriving Tuesday for interviews with team personnel and will take the field Friday through Monday. The Redskins, who have the 15th pick in the first round of the draft April 25-27, need a quarterback as well as help at several other positions: wide receiver,

guard, safety, cornerback and inside and outside linebacker. Here are five players the Redskins should watch.

Height, weight and hand size are keys. Everyone knows that Oklahoma’s Heisman Trophy winner can throw, but his dimensions are worrisome. College rosters can’t be trusted, so his reported size of 5-feet-10 and 206 pounds must be verified. Anything less than 5-10 leaves him suspect. Beyond that, his hand size — from thumb to pinkie — is believed to be smaller than the accepted minimum of 9 inches. On the field, scouts want to see quicker reads and more ability to find alternate targets downfield. He also must stop staring down intended receivers: That leads to pick-sixes in the NFL.
The Redskins have been studying him during the offseason, maybe as a Plan B and perhaps even as a Round 2 pick. The Duke quarterback was coached by David Cutcliffe, who developed Peyton and Eli Manning, so Jones should have his mechanics down. He slides through the pocket well and throws with a soft touch, while also being able to muscle it downfield when necessary. NFL personnel experts want to see him release the ball faster and show the ability to go off-script. He excels at the medium-range throws that are the staple of Redskins coach Jay Gruden’s game plan.
The Redskins might go for a wide receiver in the first round, and they need someone who can make plays over the middle. The junior from Arizona State has good hands, excels at getting his arms over defenders for receptions in tight quarters and is elusive enough to get extra yards after the catch. Scouts will watch for more precision in his routes, because the NFL doesn’t allow the freelancing that might work in college. At 6-foot3 and 220 pounds, he has the size and strength to outmuscle cornerbacks. The Redskins also will appreciate his downfield blocking.
The Oklahoma offensive lineman is a possible second-round pick. Ford (6-3 ½, 330 pounds) plays left guard — a crucial need for the Redskins — and can fill in at tackle. His speed and run-blocking would greatly help the Redskins’ inside run game. Scouts want to be sure about his footwork when he’s matched against a speedy pass rusher, and also will consider his ability to maintain intensity. But scouts say his demeanor matches that of Redskins left tackle Trent Williams: Both love to bury opponents downfield. That tandem could open up the running game on the left side.
The nephew of former Redskins QB Mark Rypien — the MVP of Super Bowl XXVI — could be a great third-day pickup. Like Mark, Brett throws balls with good velocity across the field. Brett, who o threw 90 touchdown n passes in four seasons ns at Boise State, needss to show more consistency ncy downfield and greater er willingness to improvise, vise, but he plays a gritty game. Would the Redskins care about him if his namee weren’t Rypien? Probably bably not, but like Kirk Cousins usins in 2012, Rypien could d be a solid pick after the Redskins draft a higherherprofile quarterback in n an earlier round.

Arenado, 27, will be baseball’s highest-paid position player — at least until current free agent Bryce Harper signs — with average annual pay of $32.5 million, just ahead of the $31 million of Detroit designated hitter Miguel Cabrera, and behind MLB’s top earner, Arizona pitcher Zack Greinke ($34.4 million). The Wizards have lost four straight since Leonsis sent his 50-win email and are four games behind Charlotte for the East’s last playoff spot. They are on pace to finish 33-49. Things may not get easier after that. John Wall will miss most or all of next season after rupturing an Achilles tendon last month. And Tomas Satoransky, Thomas Bryant and Bobby Portis are due to become restricted free agents this summer. Portis and Jabari Parker were acquired for Otto Porter Jr. in a trade deadline deal with Chicago that came days after Leonsis told WTOP that the Wizards wouldn’t trade Porter, Wall or Bradley Beal this year. “I feel terrible because I read the other day that Otto felt that we had lied to him, and I understand that,” Leonsis told Wise. “We did tell him [that] … “We actually had some other things that we were going to do, another trade that would have kept the core together and given us flexibility. But, man plans and God laughs.”

Green Bay has two first-round picks, so it could offer its second-rounder. With Randall Cobb departing in free agency, getting Brown would be a good way for new coach Matt LaFleur to start his relationship with Aaron Rodgers.
The Steelers want to get Brown out of the AFC, but Oakland is no immediate threat. After trading Amari Cooper, the Raiders need a top target. They have three first-round picks, so it wouldn’t kill the Raiders if they had to give up a second-rounder.
GM Steve Keim has been very aggressive this offseason, so it’s easy to see him spending at least a third-rounder on Brown. Josh Rosen is more likely to bounce back from a tough rookie season if Larry Fitzgerald and Brown are running routes for him.
They have good young wideouts, but Brown would be the capper. The trade for QB Joe Flacco shows that John Elway and the Broncos want to win now, so they might give up a third-rounder and swap picks in the sixth round to let Pittsburgh move up.

Council member Brianne Nadeau’s first stop was at a cafe on Georgia Avenue. Heat Da Spot is in a nondescript gray building, but it nonetheless is one of the most popular cafes in the area. Nadeau enthusiastically greeted several customers as she waited for her order to be prepared. “I think one of the key features of Park View is that it’s really this tightknit residential neighborhood,” says Nadeau, D-Ward 1. “It’s the people, the diversity, it’s knowing the people who own the corner store and all of that that makes it feel like home.” Park View, which has families with roots in the neighborhood dating back 90 years, attracts a diverse population of newcomers. It’s nestled between Columbia Heights and Petworth, and is bordered roughly by Sherman and New Hampshire avenues to the west, Rock Creek Church Road to the north, the Armed Forces Retirement Home property to

The group quickly expanded to encompass community-building activities, including First Friday specials to support neighborhood businesses, monthly street cleanups, book clubs on issues relating to gentrification and block parties every summer. “I really love how engaged this community is with local initiatives and taking care of each other,” Kuiper said. Yola’s ‘Walk Through Fire’ burns bright
He took his ‘Best Shot’ MUSIC If getting a No. 1 hit on country radio is a big deal, it’s an especially rare feat when it’s a singer’s first single. Yet that’s exactly what happened to Jimmie Allen late last year when “Best Shot,” a midtempo ballad about commitment to a relationship, went to the top of the chart. For Allen, that also meant he made history: He became the first black artist to launch his career with a No. 1 single on country radio. As Allen’s team announced this fact and it got picked up in the media, Allen had mixed feelings about seeing the headlines. “It was cool. But at the same time, I was sad about it,” says Allen, 32. “Because it sucks that I’m the first. You know what I mean? I was excited and sad at the same time. I was glad I did it and got it done. But I want it to be where it’s not a thing anymore.” While Allen listed inspirations and other talented artists of color in the genre — Darius Rucker, Charley Pride, Kane Brown,
Mickey Guyton, Tony Jackson, Aaron Vance, Tiera — it remains no secret that the country music world is overwhelmingly white. It was one of the many challenges Allen faced when he moved to Nashville almost 12 years ago and spent a stint sleeping in his car while dreaming of becoming a country singer. Now, Allen is coming off a big breakout: He signed a record deal with Broken Bow Records in summer 2017 and, buoyed by the success of “Best Shot,” released his debut album, “Mercury Lane,” in October 2018. Earlier this month, he was nominated for new male artist of the year at the Academy of Country Music Awards. When he embarked on a long radio tour to promote his music, some warned him the hours and travel would be grueling. He didn’t mind. “Living in your car, being broke, being homeless, being hungry — I’ve seen grueling. Compared to what I went through to live in Nashville, it wasn’t grueling at all,” he said. “I feel

like sometimes we can really lose focus on where we’re at and how blessed we are.” Although Allen sometimes introduces himself in concert as
the black country singer “who’s not Darius or Kane,” he hopes his breakthrough can inspire other artists of color who are trying to make it in Nashville. “I remember growing up, people would say, ‘You could be president!’ Well, for a black kid looking at that, it wasn’t until Obama became president that you were like, ‘Maybe it can really happen,’ ” Allen says. “I feel like the opposite side of that is whatever career you’re chasing — no matter what iitt is — if you don’t see anyone th tthat at looks like you, you should step p up and be the representation tion n so someone else can see it.”
Yola’s “Walk Through Fire,” released Friday, is a scrumptious period piece of an album, evoking the sophisticated country and soul of the late ’60s of Dusty Springfield or, more recently, Nick Lowe. Yola reveals herself to be a rhinestone cowgirl with a powerful yet effortless voice conveying shades of feeling, like on first track, “Faraway Look.” The melody of “Shady Grove” has the simplicity of a children’s tune, but the lyrics’ lament is all grown up. A few tracks with more spirited rhythms would have made “Walk Through Fire” — produced by the Black Keys’ Dan Auerbach — an even more combustive listen. But there’s plenty of quality on hand. entertainment Don Winslow’s series about the war on drugs reaches a powerful end BOOK REVIEW For two decades, Don Winslow has been hard at work on a harrowing, immensely detailed recreation of America’s longest war: the war on drugs. With Tuesday’s release of “The Border,” the third and final novel in this huge enterprise, the story, if not the war, comes to an end. Taken together, these angry, often heartbreaking books stand
as the definitive fictional rendering of an ongoing modern tragedy. Winslow illuminates that tragedy with passion, depth of understanding and a remarkably sustained narrative drive. The first in the series, “The Power of the Dog” (2005), sees two primary antagonists emerge over a 25-year narrative: Art Keller, an obsessive DEA agent, and Adan Barrera, a central figure in a family-run drug cartel. The second volume, 2015’s “The Cartel,” follows Keller and Barrera over a 10-year period replete with internecine battles for turf
and shipping rights. And now we have “The Border.” The bulk of the action takes place in Mexico, where assorted splinter groups wage their endless turf wars, and New York City, the central marketplace for heroin and every other drug. “The Border” is a furious, impassioned novel that directs its anger at a wide assortment of targets.
