Police say a damning clue led to the arrest of a Pennsylvania man charged with stealing a pot of meatballs — red sauce smeared on his face and clothes. Authorities have charged 48-year-old Leahman Glenn Robert Potter with burglary, criminal trespass and theft by unlawful taking for allegedly swiping a pot of meatballs from a man’s garage on Monday. He was spotted in front of the man’s house. The pot was found nearby. (AP)

Spring shows up ahead of schedule WEATHER For the second year in a row, spring has sprung early. In the Mid-Atlantic, cherry blossoms started to pop out of their buds in mid-February, and the crocuses have all but come and gone. Temperatures have dipped below freezing on only five mornings this February in the District, and nature is playing along — albeit, perhaps, grudgingly. As much as spring is welcome when it arrives, it seems to feel better after a long winter. This year, winter never really started. December and January both got off to a cold start, but that quickly changed through the end of those months. By midFebruary, March flowers were popping out of the ground. Winter is dead. According to the National Phenology Network, spring is running 20 days or more ahead of schedule in parts of the Ohio River Valley and the Mid-Atlantic. That will soon be the case in the Midwest and the Northeast. This is not surprising. It’s what
should be expected as the climate warms. The 2017 National Climate Assessment reported that the North American growing season — the time between the last frost and the first frost — is getting longer. A longer growing season sounds great, but the longer growing season is inherently related to food shortages. Really. “Plant productivity has not increased” in tandem with the number of growing-season days, according to the National Climate Assessment. There are a number of reasons for this. Ask any citrus grower in the Southeast — a late frost or freeze can wipe out an entire crop, depending on the timing. Once plants have reached a certain phase of development, which happens earlier when winter is warm and spring is early, they are extremely fragile and susceptible to freezing temperatures. If, say, half of the plant’s blossoms are killed off by a freeze, it essentially cuts the plant’s productivity by half. Longer summer temperatures

Cherry blossoms on track to bloom early — again For the third year in a row, cherry blossoms are likely to reach peak bloom on the early side in Washington. Already, green color has emerged in the buds at the Tidal Basin, indicating the bloom process has started, somewhat earlier than normal. The Post’s Capital Weather Gang predicts peak bloom during the window between March 23 and 27 this year, centered on the 25th. This is roughly a week ahead of the 30-year average of March 31. Peak bloom, defined as when 70 percent of the cherry blossoms along the Tidal Basin are in bloom, should coincide with the beginning of this year’s National Cherry Blossom Festival, which runs from March 20 to April 15. keep the environment hospitable for crops, but they need sunlight first and foremost. As the sun angle decreases in the fall, plants lose the light necessary for photosynthesis. It sounds counterintuitive, but plants need a break. They need a period of time each year to turn off and conserve energy. Each plant evolved specifically for a known climate — when, on average, growing season started and ended at certain times. In those conditions, they can shut down their metabolic processes and enter dormancy before the harsh conditions begin. Plants use the steady decrease in temperature in the fall to predict that winter is coming, so they know to go dormant. Longer growing seasons put stress on plants. Climate scientists and biologists are cautious about saying they do not know exactly how plant production will change in the future. Given that this kind of change has not happened before, it is hard to say with certainty whether productivity will continue to decline. A one-block section of Wisconsin Avenue directly in front of the embassy was officially renamed Boris Nemtsov Plaza on Tuesday, in what amounts to a D.C.-sponsored effort to troll the Russian government. minister, Nemtsov became an opposition activist and vocal public critic of President Vladimir Putin. He was shot dead while walking on a bridge near the Kremlin three years ago. The move to rename the street started in the U.S. Congress at the urging of Sen. City council confirms new police commissioner
Local taxes to rise for some after federal overhaul
The Baltimore City Council has confirmed Darryl De Sousa as the city’s new police commissioner. De Sousa will be sworn in today. He was appointed last month after Mayor Catherine Pugh fired Commissioner Kevin Davis for failing to reduce crime. De Sousa has spent 30 years in the Baltimore Police Department, which is struggling with scandal, low morale and a public trust deficit. This month, two members of the corrupt Gun Trace Task Force were convicted on federal racketeering charges. The mayor also said the department is short hundreds of officers and needs to improve hiring practices. (AP)
The federal tax overhaul means nearly half of D.C. taxpayers will pay more in local taxes, boosting city coffers by more than $50 million annually. That’s the finding of a new analysis released Tuesday by D.C. Chief Financial Officer Jeffrey DeWitt on what the new tax law means for District residents. Nearly two-thirds of District residents would see their overall tax bills go down, considering both lower federal tax rates and the loss of certain exemptions, while 17 percent would pay more. The rest would see no change. The median cut is $1,159. The median increase is $929. (THE WASHINGTON POST)

The support was too low even before Trump’s proposed 2019 cuts. At a Senate briefing last month, Julian Blair, a 70-yearold Silver Spring resident, spoke about the hardships service cuts cause. “I accompany a 92-year-old neighbor to the Social Security,” Blair said. “He’s not computerliterate … so I’m going with him. We had to go three times before he could get the service he needs because the lines were so long. And he’s disabled — he can’t stand there all day. There

For the elderly and disabled who complain about poor Social Security assistance now, these might actually end up being the good old days. President Trump’s proposed fiscal 2019 Social Security Administration (SSA) budget would cut staffing — a recipe for long waits in agency offices and on the telephone for those trying to navigate the often difficult world of old age, disability, survivor and Medicare benefits. Retirement and survivor benefits would not be hit. Declining service is nothing new, but under Trump there would be fewer federal employees to deal with an increasing number of people of retirement age. The National Committee to Preserve Social Security and Medicare, an advocacy group, provides these stats to illustrate the problem: About 10,000 baby boomers hit retirement age every day. The increase in workloads coupled with a decrease in staffing led to a 627-day wait for disability applicants’ hearings in 2017. The three-minute telephone wait callers had for SSA’s 800

[were] no seats for him.” The administration wants to push more recipients to the internet, but many elderly, like Blair’s 92-year-old neighbor, don’t do business online. And the availability of web-based services hasn’t prevented long lines at Social Security offices. Sue Bird, 66, of Wellington, Nev., told of driving 80 miles to a Social Security office in Reno. When she arrived, she estimated 20 to 30 people were standing outside, waiting to get in. Once she got in, she saw almost 150 waiting inside. “The room was packed with
people,” she said by telephone. “I was shocked.” Blair doesn’t blame the employees. “It’s not anyone’s fault who’s working there,” he said. “It’s just busy.” The blame is not on Social Security employees. But it is somebody’s fault. The staffers are too busy and the waits are too long, because elected leaders aren’t providing enough money for the service the elderly and disabled deserve. Q. President Trump wants pay-for-performance for federal employees. Doesn’t the government already reward employees for good performance? A. Senior executives and certain other employees at high levels are under such systems. In 2016, almost all executives received ratings-based raises, averaging about 2 percent of their salary — nearly $4,000 — and 81 percent also received a cash award, averaging almost $12,000. Most other employees can receive performance-based raises through “quality step increases,” which speed their advancement up through their pay grade. Those are worth about $1,700 on average, but they are not common — only 3 percent of employees received one in 2015. Meanwhile, nearly half received ratings-based cash awards, averaging just over $1,000; a quarter received time-off awards for performance, averaging 19 hours; and smaller numbers received other recognition. The White House has not explained details of its plan, other than slowing the frequency of regular step increases and creating a central $1 billion fund to provide “targeted pay incentives to reward and retain high performers.” Such systems typically combine pay grades into “bands” and replace all in-grade increases with performancebased raises. ECONOMY Convened to examine the causes of civil unrest in black communities, the presidential commission issued a 1968 report with a stark conclusion: America was moving toward two societies, “one black, one white — separate and unequal.” Fifty years after the historic Kerner Commission identified “white racism” as the key cause of “pervasive discrimination in employment, education and housing,” there has been no progress in how African-Americans fare in comparison to whites when it comes to homeownership, unemployment and incarceration, according to a report released Monday by the Economic Policy Institute. In some cases, African-Americans are worse off today than they were before the civil rights movement culminated in laws barring housing and voter discrimination, as well as racial segregation. For example, 7.5 percent of African-Americans were unemployed in 2017, compared with 6.7 percent in 1968 — still roughly twice the white unemployment rate. The rate of homeownership has remained virtually unchanged for African-Americans in the past 50 years. Black homeownership

Ford Motor Co. is making Miami-Dade County its new test bed for self-driving vehicles. The automaker and its partners — Domino’s Pizza, ride-hailing company Lyft and delivery company Postmates — are starting pilot programs to see how consumers react to autonomous and semiautonomous vehicles. Selfdriving startup and Ford partner Argo AI already has a fleet of cars in the area making the highly detailed maps that are necessary for self-driving. Ford also will establish its first-ever autonomous vehicle terminal in Miami, where it will learn how to service and deploy its test fleet. More services will likely be introduced as the partnership goes on, including Chariot, an app-based shuttle service owned by Ford. (AP)

The proportion of kids between age 12 and 17 who have sent a sext, according to a meta-analysis published Monday in the journal JAMA Pediatrics that examined 39 worldwide studies. The analysis also found that 27.4 percent of teens in that age group had received a sext. The authors suggest the discrepancy is likely due to teenagers sending sexts to multiple people without any reciprocation, Quartz reports. NATIONAL SECURITY Officials in at least four countries have privately discussed ways they can manipulate Jared Kushner, the president’s son-inlaw and senior adviser, by taking advantage of his complex business arrangements, financial difficulties and lack of foreign policy experience, according to current and former U.S. officials familiar with intelligence reports on the matter. Among those nations discussing ways to influence Kushner to their advantage were the United Arab Emirates, China, Israel and Mexico, the current and former officials said. It is unclear if any of those countries acted on the discussions, but Kushner’s contacts with certain foreign government officials have raised concerns inside the White House and are a reason he has been unable to obtain a permanent security clearance, the officials said. Kushner’s interim security clearance was downgraded last week from “top secret” to “secret,” which should restrict the access he has had to highly classified information, according to administration officials. H.R. McMaster, President Trump’s national security adviser, learned that Kushner had contacts with foreign officials that he did not coordinate through the National Security
Council or officially report. The issue of foreign officials talking about their meetings with Kushner and their perception of his vulnerabilities was a subject raised in McMaster’s daily intelligence briefings, according to the current and former officials, who spoke on condition of anonymity to discuss sensitive matters. Within the White House, Kushner’s lack of government experience and his business debt were seen from the beginning of his tenure as potential points of leverage that foreign governments could use to influence him, the current and former officials said. Officials in the White House were concerned that Kushner was “naive and being tricked” in conversations with foreign officials, some of whom said they wanted to deal only with Kushner directly and not more experienced personnel, said one former White House official. Foreign governments routinely discuss ways they can influence senior officials in all administrations. “Every country will seek to find their point of leverage,” said one person familiar with intelligence intercepts of foreign officials discussing Kushner. Kushner has an unusually complex set of business arrangements and foreign entanglements for a senior White House aide, experts have said. But his behavior while

The Trump campaign announced the appointment in an email to supporters, saying Parscale, who has been advising the Republican National Committee, will help build out the campaign’s infrastructure and be engaged in supporting candidates in the midterm elections this fall. Trump aides heaped praise on Parscale, who also worked as an assistant at the Trump Organization before the 2016 campaign. Senior White House adviser Jared Kushner, Trump’s son-in-law, called Parscale “essential in bringing a disciplined technology and data-driven approach to how the 2016 campaign was run.” Parscale is credited with helping exploit social media channels during the 2016 campaign, especially Facebook, where the Trump campaign spent roughly $70 million on ads — nearly all in the last four months of the election, according to people familiar with the spending. Court curbs immigrants’ rights COURTS The Supreme Court on Tuesday said immigrants held by the government and facing deportation are not entitled to a bond hearing after months or years of detention. The decision on the case, which had resulted in a deadlock before Justice Neil M. Gorsuch joined the court, has taken on added importance with President Trump’s order of a crackdown on immigration violations. In a 5-to-3 decision, the court’s conservatives said the relevant statute does not even “hint,” as
Justice Samuel A. Alito Jr. wrote, at the broad reading of the right to bail hearings adopted by the U.S. Court of Appeals for the 9th Circuit. That court had ruled that an immigrant held in detention must be given a bond hearing every six months and that detention beyond the initial six months is permitted only if the government proved further detention is justified. Alito rejected that, saying the natural reading of the law authorizes detention “until the end of the applicable proceedings.” The ruling brought an impassioned dissent from Justice Stephen G. Breyer, who underscored his dissatisfaction by reading from the bench.
The plaintiff The case was brought by Alejandro Rodriguez, a lawful permanent resident who came to the United States as an infant. The Department of Homeland Security started removal proceedings because of a conviction for drug possession and an earlier conviction for joyriding. Rodriguez, who was working as a dental assistant, was held for three years before he challenged his confinement; he has since won his case. (TWP)

The six-month deadline that the 9th Circuit set applied to a wide variety of immigrants, including people detained after entering the United States for the first time and longtime legal residents. Tuesday’s decision returns the case to the lower courts for further action, including an examination of whether the detainees have a constitutional right to a bail hearing. Although the Obama administration also held that the law did not require hearings, the case has taken on heightened significance as Trump has vowed to broadly increase immigration enforcement across the United States.

SOCIETY The Anti-Defamation League is reporting a 57 percent increase in anti-Semitic incidents in the U.S. last year, the highest tally the Jewish civil rights group has counted in more than two decades, according to data it released Tuesday. The New York City-based organization found 1,986 antiSemitic incidents last year, up from 1,267 in 2016. That’s the highest total since 1994 and the largest single-year increase since the ADL began collecting data in 1979. The group said the sharp rise includes 952 vandalism incidents, an increase of 86 percent from 2016. It also counted 1,015 incidents of harassment, a 41 percent increase from 2016. ADL national director and CEO Jonathan Greenblatt said the “alarming” increase appears to be fueled by emboldened far-right extremists as well as the “divisive state of our national discourse.” He added that heightened awareness of the problem likely led to increased reporting of antiSemitic incidents. The ADL is urging Congress to pass legislation to expand federal protections against bomb threats to religious institutions. Oklahoma’s Baker Mayfield, Southern Cal’s Sam Darnold and Wyoming’s Josh Allen all figure to be off the board by the time the Redskins pick. But that doesn’t mean the Redskins won’t evaluate them. If one of the top prospects disappoints, they may become available down the road, and Washington will have notes on them once they’re cut or available as free agents in 2022. In the short term, look for the Redskins to find a late-rounder to groom. Nic Shimonek, who threw for 3,963 yards with 33 TDs and 10 interceptions last season at Texas Tech, could be that player.
Washington’s Vita Vea is a very possible first-round choice for the Redskins. But he needs a thorough review regarding red flags. Is he solid at 350 pounds, or does he need to drop 20 pound? Breaking five seconds in the 40-yard dash would show he’s explosive. The interview process may be crucial. The Redskins have been burned by underperforming interior linemen too often. If Vea doesn’t wow them, Plan B could be Alabama’s Da’Ron Payne, an exceptional read-andreact player. The Redskins struck gold in Crimson Tide defensive end Jonathan Allen last season, so they can trust the program.
The Redskins would love to get Saquon Barkley, who rushed for 18 touchdowns in both his sophomore and junior seasons at Penn State, but there’s no way he’ll be available at No. 13. But Washington needs a feature back and could still take one with any of its first three picks. Ronald Jones, a junior who rushed for 1,550 yards and 19 TDs at USC, could be had in the first round. Georgia’s Sony Michel projects to the second round. Kerryon Johnson from Auburn would be a fourth-round steal. The Redskins will watch 40 times closely. They need someone who can slip through the line and bust out long runs.
The Redskins haven’t drafted and developed a star wideout since plucking Gary Clark from the 1984 supplemental draft of USFL players. They’ll try again, but maybe not until the draft’s third day, when rounds 4-7 are called. Anthony Miller is a former high school track star who walked on at Memphis and broke Isaac Bruce’s singleseason school record for receiving yards. Miller’s 40 time may determine whether he goes in the third, fourth or fifth round. Colorado State’s Michael Gallup is a natural athlete who needs to improve his technique as a possible fourth-rounder.
The Redskins need to figure out their future after Jordan Reed and Vernon Davis. Reed missed 10 games last season and hasn’t played in all 16 in any of his five seasons. Davis, 34, is already slowing down. Jeremy Sprinkle didn’t impress as a rookie last year. Washington might like Mike Gesicki from Penn State, but only if he falls to the fourth round. Gesicki is quick, but the Redskins will watch his strength drills because he’s tall (6 feet 6) and lanky. South Carolina’s Hayden Hurst is an old prospect — he’ll be a 25-year-old rookie — but the former minor league baseball player has great hands.

Felix Hernandez sore but uninjured The Mariners believe they caught a break after Felix Hernandez took a line drive off his right arm. Hernandez said Tuesday he was still very sore a day after a liner off the bat of the Cubs’ Victor Caratini hit him in the right forearm, but X-rays came back negative. Committee may change complicated catch rule

The NFL’s competition committee, acting on instructions from Commissioner Roger Goodell to fix the often-confounding catch rule, is considering scrapping the going-to-the-ground portion that led to controversial non-catches over the years by Calvin Johnson, Dez Bryant and Jesse James. “That’s probably where it’ll end up,” one person familiar with the deliberations said Tuesday. The committee may also propose changing the maximum penalty for pass interference to 15 yards. Proposals would be made to the owners in March at the annual NFL meeting. (THE WASHINGTON POST)
Pittsburgh has signed forward Patric Hornqvist to a five-year contract extension, the team announced Tuesday. The deal contains an average annual value $5.3 million and runs through the 2022-23 season. Hornqvist has been a vital part of Pittsburgh’s run to two straight Stanley Cups. He scored the series-clinching goal in Game 6 of the 2017 Stanley Cup finals against Nashville. Hornqvist was set to become a free agent this summer. A condo or co-op?

REAL ESTATE The typical first-time buyer seeking to purchase a home in a city will probably consider one of two options: a condominium or a housing cooperative. Although they are similar, condos and co-ops are not the same, and it is essential to understand their differences before buying one. Susan Isaacs of Slate Properties says many buyers she encounters are minimally informed about condos and even less knowledgeable about co-ops. “Co-ops are not a housing option that historically are well understood,” Isaacs says. Many people confuse condos with co-ops, thinking they are interchangeable. A condo is a private residence in a multi-unit structure that includes ownership of commonly used property. A coop is also a multi-unit building, but that’s where the similarities end. A co-op owner has an interest or share in the entire building and a contract or lease that allows the owner to occupy a unit. While a condo owner owns a unit, a coop owner does not own the unit. Co-ops are collectively owned and managed by their residents, who own shares in a nonprofit
corporation. The corporation holds the title to the property and grants proprietary leases to residents, Isaacs says. The lease grants permanent rights to residents to live in their units and to use the common elements of the cooperative according to the co-op’s bylaws and regulations. Co-ops flourished in D.C. starting in the 1920s. The first D.C. co-op, the Concord, was introduced in 1891, while it took the first condo 70 more years to arrive on the scene, Isaacs says.
Cost differences Co-ops tend to be cheaper per square foot. They typically offer buyers more control as an individual shareholder and often have lower closing costs. Condos are often easier to finance. Obtaining a mortgage for a co-op can be tricky. Some lenders shy away from co-ops or require higher down payments. Condo fees are usually lower. A co-op owner’s monthly fee can include payments for the building’s underlying mortgage and property taxes, amenities, maintenance, utilities and security. Property taxes often are lower for co-ops than condos.

The co-op board An important distinction between a co-op and a condo is that most co-op associations require a prospective purchaser to be approved by the co-op board. The upside is being able to pick your neighbors. The downside is that when you sell, the board must approve the buyer and that can delay the sale. The board can reject applicants for only two reasons: financial or a refusal to abide by the association’s rules and regulations. Some people worry that co-op boards have too much power. However, during the financial downturn, co-ops came through better than most condos. (TWP)
Can you rent it out? David Howell, a broker and vice president with McEnearney Associates, says that because co-ops tend to have restrictions that limit secondary rentals, residents generally feel more invested in the property, which can foster a strong sense of community among shareholders. “It is much more challenging for a co-op owner to decide to rent their property,” Howell
says. “They typically have to get approval from the co-op board, and sometimes there are stipulations included in ownership documents that prohibit rentals. Buyers really have to understand the restrictions and make the best decision for their situation.”
Fostering a community Russell Rader, president of the DC Cooperative Housing Coalition, who has lived in the Westmoreland cooperative in Kalorama since 1999, says he was attracted to co-ops because of the community atmosphere they help foster. “One of the hallmarks of coops is that one-for-all, all-for-one philosophy, and that’s definitely been the case with my building,” he says. Condos and co-ops share several advantages: They are cheaper than buying a house, there’s no yard to mow, and a multi-unit building can provide a sense of security and community. The end of machismo? After years of misogyny, women are finally coming to the forefront of Latin music
MUSIC Ten years ago, when Colombian singer Karol G was a newcomer trying to get her reggaeton mixtapes on the radio, the reactions she received were a depressing combination of confusion, disdain and lewd propositions. “There were no opportunities,” she says. “They wouldn’t even listen to my music because they would say the genre I was doing was for men.” Now the Spanish-speaking music industry is catching up to her. Last year, her debut album, “Unstoppable,” made it to No. 2 on Billboard’s Top Latin Albums chart, and “Ahora Me Llama,” her collaboration with trap wunderkind Bad Bunny, cracked Spotify’s Global 200. Karol G is one of many women making ripples in the Latin industry. Dominican artist Natti Natasha reached No. 6 on the Hot Latin charts with “Criminal,” her duo with reggaeton star Ozuna;
Mexican-American singer Becky G peaked at No. 3 with her Bad Bunny-assisted hit “Mayores”; and Brazilian superstar Anitta nabbed a No. 14 spot thanks to “Downtown” with J Balvin. Even a handful of hits is notable, considering how rarely Latina artists have affected the charts in the past. In 2015, a staggering 22 weeks passed without a female artist appearing on the Hot Latin Songs charts, and a Billboard review showed that only two women reached the No. 1 spot between 2012 and 2016. “In America, there’s a Nicki Minaj, there’s a Katy Perry, there’s an Ariana Grande, there’s a Taylor Swift, and they each represent something different,” Karol G says. “That doesn’t happen in the Latin industry. There are so many men and you can count the women on your fingers, and it’s not because we’re not here. There’s tons of talent.” Rocio Guerrero, Spotify’s head

Becky G dreams of “a ‘Lady Marmaalade’ or something like that” — a large-scale team-up with her er fellow artists. “The music is evolving, the e mentalities are evolving,” Karoll G says of her strong sisterhood.. “Machistas are out of style.”
Dessa plays with new sounds After a hectic period that included writing a forthcoming book of essays and working with “Hamilton” creator Lin-Manuel Miranda, rapper-singer Dessa has released “Chime,” her first album in five years. Much of the new release harks back to the same booming, electric hip-hop sounds heard on Dessa’s previous albums. But several tracks also incorporate classical orchestration, including “Chime’s” dramatic centerpiece, “Velodrome,” about trying to escape life’s rigmaroles. ‘Looming Tower’ finally faces 9/11 STREAMING Not too long ago, Peter Sarsgaard had a difficult conversation with his oldest daughter about 9/11. She was 9 at the time. “There is a whole generation of people … who I think need to start learning about this in some way,” he says. Beginning today, Sarsgaard is teaching on a massive scale as one of the stars of “The Looming Tower,” Hulu’s look at the events before the 2001 attacks, a series that is as much a thriller as a geopolitical education. The 10-episode miniseries, adapted from Lawrence Wright’s Pulitzer Prize-winning book of the same title, starts in 1988 and charts key figures in the CIA and FBI as they chase down clues — and often jostle each other — to uncover Osama bin Laden’s plot
and stop it. The series is brutal about the missed opportunities and rivalries between the agencies. “I wonder if because 17 years have passed almost, whether we’re ready for it now,” says Jeff Daniels, who stars as hardcharging FBI agent John O’Neill (a man the actor calls “an unsung American hero”). “Closer to the actual attack of 9/11, no one wanted to hear if there was someone to blame.” Showrunner Dan Futterman says there are many unanswered questions about the events leading up to 9/11. He just hopes the series can keep up the pressure. “If we made it for anybody, it’s made for those people who’ve been wanting to get answers as to how this happened for a long time,” he says.
