Third Student Dies After Shooting Prosecutor: Ohio gunman chose his victims at random

The teenage suspect in an Ohio school shooting that killed three students and wounded two didn’t know his victims and chose them randomly, a prosecutor said Tuesday. Suspect T.J. Lane, 17, admitted firing 10 shots with a .22-caliber pistol Monday morning at Chardon High School, Geauga County prosecutor David Joyce said at a juvenile court hearing. The hearing came hours after the death toll rose to three when Demetrius Hewlin, who had been in critical condition, died Tuesday morning, shortly after Police Chief Tim McKenna said 17-yearold Russell King Jr. had died. On Monday, student Daniel Parmertor died hours after the shooting, Lane’s face twitched lightly while the prosecutor recounted the attack, and he sniffled and half-closed his eyes as he walked out of the room with deputies.

T.J. Lane, the suspect in Monday’s shooting at Chardon High School in Chardon, Ohio, is taken into court on Tuesday. The attack killed three students and wounded two.
Lane’s custodial grandfather and two aunts joined him in court; the women reached over and lightly embraced the grandfather as the hearing began. “He chose his victims at random. This is not about bullying. This is not about drugs,” Joyce said after the hearing, appearing to dispel rumors that had been circulating. “This is someone who’s
not well, and I’m sure in our court case we’ll prove that to all of your desires and we’ll make sure justice is done here in this county.” Joyce would not elaborate. Both sides in the case are under a gag order imposed by the judge at the prosecutor’s request. Judge Timothy Grendell ordered the boy, who is considered a juvenile, held for at least 15 days. tified human remains recovered from the Sept. 11, 2001, terrorist attacks on the Pentagon and in Shanksville, Pa., were incinerated and ultimately dumped in a landfill, the Defense Department acknowledged Tuesday. It was the first time that the Pentagon has said that some remains of Sept. 11 victims taken to the Dover Air Force Base mortuary later ended up in a Virginia landfill. On Tuesday, a new Defense Department review of the mortuary operations at Dover revealed that “several portions of remains” recovered from the Sept. 11 attacks at the Pentagon and at Shanksville also ended up in a landfill.
:el[h CehjkWho 8WYa _d j^[ D[mi In November, The Washington Post first disclosed that the Dover, Del., mortuary for years had disposed of incinerated portions of remains of troops killed in Iraq and Afghanistan in a Virginia landfill. The practice involved unidentified or unclaimed body parts; it was not made known to troops’ family members. The Air Force later admitted that it had dumped the incinerated partial remains of at least 274 service members in the landfill between 2003 and 2008, when the practice ended. At the time, Air Force officials said their records only went back to 2003 and that they did not know when the landfill dumping began. ( THE WASHINGTON POST )
The review, led by retired Army Gen. John P. Abizaid, did not quantify how many human remains from Sept. 11 were disposed of in this manner. It said the remains “could not be tested or identified,” apparently because they were too small or charred to do DNA analysis. Those remains were cremated first, but then handed over to a “biomedical waste disposal contractor,” according to Abizaid’s report. Under an arrangement with the Air Force, the contractor trans-

7dWboi_i Russia and China’s opposition to swift action ending Syria’s bloody crackdown on its uprising leaves the West and its Arab allies with few options. The self-proclaimed “Friends of Syria” may have to rely on a slow grind of tightened sanctions, a trickle of humanitarian and military aid smuggled across borders — and calls for ever-more-diluted U.N. Security Council resolutions. Moscow and Beijing twice vetoed Security Council resolutions that strongly condemned Syria. On Tuesday, French Foreign Minister Alain Juppe announced that Paris was preparing yet another resolution, this time focusing on a cease-fire and humanitarian aid. But a problem remains: It still would require some sort of outside force to ensure security. “No matter how artfully these ideas are constructed, you are inevitably involved with military intervention — I don’t care what euphemism you use,” said A. R. Norton, an analyst at Boston University. Some Middle Eastern nations are

Saudi Foreign Minister Saud al-Faisal called such aid “an excellent idea.” However, even a well-armed Syrian opposition is unlikely to pose a credible threat to the Syrian army anytime soon. For now, it seems the West’s best hope for a quick end to the conflict is some kind of military coup. Fukushima Plant Is ‘Fragile,’ Chief Says Little progress seen at nuclear site nearly a year after tsunami EakcW" @WfWd Japan’s tsunami-hit Fukushima power plant remains fragile nearly a year after it suffered multiple meltdowns, its chief said Tuesday, with makeshift equipment — some mended with tape — keeping crucial systems running. An independent report, meanwhile, revealed that the government played down the full danger in the days after the March 11 disaster and secretly considered evacuating Tokyo. OfďŹ cials said the worst is over but the plant remains vulnerable. “I have to admit that it’s still rather fragile,â€? said plant chief Takeshi Takahashi. “It still causes
problems. The government announced in December that three melted reactors at the plant had basically stabilized. It still will take decades to fully decommission the plant, and it must be kept stable until then.

Metro Launches Bus Alert System
Governor says he will sign amended version of measure
Metro has launched an e-mail and text message alert system designed to give bus riders the same sort of information about service disruptions rail riders have been getting. Metrobus users can sign up online to get service information on a maximum of four lines. It can be sent to their mobile devices, pagers or desktop computers. The alert system will operate between 6 a.m. and 8 p.m weekdays.
The Virginia Senate voted Tuesday for a scaled-back version of a contentious proposal that would require women to undergo external ultrasounds before abortions, but not transvaginal ones. The 21-19 vote in the Republican-controlled Senate — mostly along party lines — came after Gov. Robert F. McDonnell asked legislators to soften the bill in the wake of protests on Capitol Square and mocking on national television, including “The Daily Show With Jon Stewart” and “Saturday Night Live.’’ McDonnell, an abortion opponent who had said he would sign the bill, asked lawmakers to amend the measure after it became clear the original legislation would have required a vaginal ultrasound in most cases because abortions usually occur in the first trimester. Ready To Deal Redskins are willing to pay a steep price for a chance to draft Griffin J^[ H[Zia_di The Redskins are prepared to part with two firstround draft picks, plus other selections in the early and middle rounds, to secure the St. Louis Rams’ No. 2 pick in April’s draft and land Baylor quarterback Robert Griffin III, according to people with knowledge of the situation. The Rams are said to be seeking compensation similar to what the San Diego Chargers received from the New York Giants in exchange for Eli Manning in 2004. That year, the Chargers drafted Manning first overall. The Giants sent their fourth overall pick, the next year’s firstround pick, and their 2004 thirdand fifth-round picks to San Diego for the quarterback who has since led New York to two Super Bowl victories. With Sam Bradford locked in as their franchise quarterback, Rams coach Jeff Fisher and general manager Les Snead indicated at the NFL Combine last week that their team is prepared to part with the second overall pick. That trade would allow them to address multiple needs with the picks they could receive in return. The Redskins, according to sources, are willing to trade this year’s sixth overall pick and next year’s top pick — as well as two others in the range demanded by St. Louis. But Washington faces competition from the Cleveland Browns, who own two first-round picks — the fourth and 22nd overall — in this year’s draft, and Miami, which picks eighth this year. Because of the NFL’s new rules, which has established a rookie wage system and lowers the financial investment of a team in a high pick, the Rams’ pick is more highly coveted than it would have been in the past. Redskins coach Mike Shanahan and Fisher are close friends. That relationship could be a factor. But an offer from the Browns of two first-round picks in this year’s draft plus other picks could be hard for St. Louis to pass up. MIKE JONES (THE WASHINGTON POST )

JhWZ_d] FWhjd[h The St. Louis Rams are willing to trade the second overall pick of the April draft. Chief operating officer Kevin Demoff said Tuesday that the team would make a deal under the right circumstances but has not made any commitments despite a report late Monday that a trade had already been decided. He said new coach Jeff Fisher and general manager Les Snead went to the NFL combine with open minds. (AP)

Griffin broke or tied 54 records at Baylor, which finished 10-3, matching the school record for wins.

Last weekend, Griffin wowed scouts by running the 40-yard dash in 4.41 seconds, the fastest of any quarterback at the NFL combine.
8WYakf FbWd If Washington isn’t successful in moving up to the No. 2 overall spot, league sources believe it could select Texas A&M quarterback Ryan Tannehill. Some believe they would be inclined to use the sixth pick on him rather than trade down and try to get him later in the first round or in the second round. Miami also is expected to have interest in Tannehill. The Dolphins just hired Mike Sherman — Tannehill’s head coach at Texas A&M — as their offensive coordinator. (TWP)

Before he played his first football game at Baylor, Griffin — who was a 17-yearold freshman after graduating from high school early — was already a Big 12 champion in the 400-meter hurdles, then finished third in the NCAA meet and participated in the U.S. Olympic trials in that event. (T WP/AP)
L[j[hWd Fh[i[dY[ Regardless of whether the Redskins draft a rookie quarterback, the team is expected to pursue a veteran as well. Indianapolis Colts quarterback Peyton Manning, whose future is up in the air, and Kansas City Chiefs passer Kyle Orton, who is set to hit the free agent market on March 13, have been identified as possible targets for Washington, according to people with knowledge of the situation. He said he hasn’t experienced any complications since, but when United took interest in him this winter to reinforce its backline, the MLS club proceeded with caution. Before finalizing a contract with Dudar, United consulted with Young Boys doctors and reviewed
his medical history. When he arrived in D.C., the club sent him to a neurologist and physical therapist. It administered a neurocognitive test that assessed, among other areas, attention span, memory and judgment. In scouting Dudar, United watched video of him before and after the incident and didn’t notice a drop in performance. What club officials did notice was a 6-foot-4 defender with good footwork, aerial dominance and leadership qualities. With the season opener against Sporting Kansas City 10 days away, Dudar appears to have secured a starting job and will partner with Brandon McDonald or Dejan Jakovic in the heart of United’s back four. “He’s a big guy, but he’s not slow, and very athletic for his size. ... A Big Win for NASCAR Fireworks, laundry detergent salvage the rain-soaked race 7kje HWY_d] Want to capture the nation’s attention? Try a giant fireball. It certainly worked for NASCAR, which salvaged its marquee event despite the first-ever rainout in 54 runnings of the Great American Race. The first prime-time Daytona 500 in NASCAR history earned Fox its highest-rated Monday night audience since Game 5 of the 2010 World Series. And NASCAR surprisingly continued its momentum from last season, partly because of the freak crash in which Juan Pablo Montoya’s car hit a truck loaded with jet fuel, injuring no one but scorching the track and forcing a two-hour delay. If there was any doubt NASCAR successfully reached a mainstream audience, sports talk radio personality Jim Rome dispelled it Tuesday afternoon when he said the race was more entertaining than any Monday night NFL game last season. Rome was particularly fascinated by track workers using laundry

Upright Citizenship Last week I made a pilgrimage to a comedy mecca: the Upright Citizens Brigade Theatre in Los Angeles. Over the last decade, UCB has become the nation’s foremost breeding ground for funny people. Founding members Amy Poehler, Matt Besser, Ian Roberts and Matt Walsh have opened three theaters — in New York and L.A. — that serve as showcases for cutting-edge comedy and training centers for new talent. I went to eight shows at UCB’s 95-seat 8o HkZ_ theater and was floored =h[[dX[h] by the range of comedy and the immense talent on display. The intimate setting made it feel like I was watching my favorite sitcoms performed live in my own living room. I saw “Community’s” Donald Glover and “House of Lies” co-star Ben Schwartz improvise scenes based on audience members’ worst jobs. I watched “Parks and Recreation” writer Harris Wittels do his first stand-up gig in six months. Casey Wilson of “Happy Endings” was alternately aghast and enthusiastic as she mocked clips of reality TV. And this was just a random week in February. This level of comic talent is the norm at UCB. If we’re in the midst of another comedy renaissance, then surely UCB is the hub. For more of Rudi’s thoughts, follow him on Twitter: @rudi_greenberg.

But if you love gaming on the go, you’ll find room for the Vita in your jacket or your carry-on bag. It’s the most beautifully designed portable game console ever, built to deliver the kind of adventures you can’t get in Apple’s App Store or in the Android Market. More than any previous handheld device, the Vita feels immediately comfortable to a gamer who’s spent years with a PlayStation controller in his hands. Mysterious Stranger After bursting onto the scene in the mid-’90s as the golden-voiced singer of the Fugees, Lauryn Hill released her first solo album, 1998’s hugely successful “The Miseducation of Lauryn Hill.” The disc put her firmly in diva legend territory. Then she was elusive for a decade; now she’s touring again. Warner Theatre, 513 13th St. NW; 8 p.m., $55-$150; 202-783-4000, Warnertheater.com. (Metro Center)
Break Out The Castanets Unfortunately, someone snagged the title “Stomp!” before Lisner could, so it had to go with the much more boring Flamenco Festival. The Spanish dance extravaganza kicks off tonight with performances by Carmen Cortés, Rafaela Carrasco and Olga Pericet, three of the most celebrated living flamenco dancers. Lisner Auditorium, 730 21st St. NW; 8 p.m., $35-$65; 202-994-6800, Lisner.org. (Foggy Bottom)
Hours With Allen Leap Day means an extra 24 hours to do fun things! For example, you could see “Annie Hall” at the National Portrait Gallery. It’s the Woody Allenest of all Woody Allen films, with the man himself playing neurotic, nebbishy Alvy and Diane Keaton as the tie-and-vest-wearing title character. National Portrait Gallery, 8th and F streets NW; 6:30 p.m., free; 202-633-8300, Npg.si.edu. (Gallery Place)

Sometimes it seems like TV writers never want to leave grammar school. Why else would they so dutifully commemorate every holiday? No special day is more special to the under-10 set than Leap Day, which arrives every four years. Thus, Leap Day story lines are at the center of tonight’s “The Middle” (8 p.m., ABC) and “Modern Family” (9 p.m., ABC, starring Ty Burrell, above). K.M.

Customers could see more expensive flying costs this summer
The rate the average fare rose between January 2011 and January 2012, according to Airlines for America, a trade group of the biggest carriers. (AP)

Airfares are up and headed higher this summer. Airlines blame soaring fuel prices that could cost them billions more than last year. That means fares, which normally rise as the summer travel season nears, could increase faster than normal. Airlines have already pushed throughout two major price increases this year, and it’s only February, when leisure travel is slow. It’s a sign of things to come. “You’ll see gradual increases and then a much bigger jump in April and May, when people start shopping for the summer travel season,â€? says Rick Seaney, CEO of travel website FareCompare.com. The latest data on average fares show that Southwest charged $140 each way during the fourth quarter, JetBlue charged $156, and United Continental charged $270. Length of ight accounted for most of the difference — on a per-mile basis,
prices were similar. There’s little that airlines can do about fuel prices. They hedge, which is like buying insurance against big price spikes, and they’ve been adding more-efďŹ cient planes, but it takes years to replace a whole eet. The simplest response is to raise fares — that’s what they did nearly a dozen times last year. Airlines will respond to higher fuel prices this year by boosting fares, running fewer sales and cut-

ting some ights, predicts Deutsche Bank analyst Michael Linenberg. He noted that despite a weak economy last year, the seven carriers in Airlines for America, a trade group of the biggest carriers, used the same moves to boost revenue by $14.1 billion, more than offsetting a $12.2 billion increase in fuel spending. If they aren’t careful, airlines could price more passengers out of the market. Vacationers are usually the ďŹ rst to cut back on travel if it becomes too expensive. Americans are already paying an average of $3.72 a gallon for gasoline, up 30 cents in just the last month. DAVID KOENIG (AP)

<b_]^j 9h[m While visiting Florida’s Gulf Coast, I have seen fenced-off areas on the beach protecting turtles’ nests. I would love to witness the hatching and journey to the water of the baby turtles. How do I do this? The Gulf Coast is a great place to see turtles hatching. I’ve done it on the Treasure Coast of Florida. To learn how you can do so, visit Visitflorida. com/articles/turtle-watch. It’s an amazing experience.
A friend and I are traveling to Moscow and St. Petersburg this summer. We like to travel independently, but we’ve been told it’s not so easy in Russia and we should consider a travel agency to plan our trip — helping book hotels, train travel, day tours, etc. Do you agree, or can we easily do it ourselves? Are there any recommended agencies that specialize in Russian travel if we de-
cide to go that route? I would go with an agent if it’s your first. Find one who specializes in Russia at Asta.org, a site for the American Society of Travel Agents. Look for a destination specialist certification like one offered through the Travel Institute at Thetravelinstitute.com. The Washington Post’s Flight Crew fields travel-related questions, comments, gripes and stories at 2 p.m. every Monday at washingtonpost.com/travel.
