Police have captured an emu that’s been on the run in Pennsylvania. Northern York County Regional Police said the large bird was caught Tuesday after residents spotted it walking through yards and on roads. Ellis Animal Services took it to an emu farm, where it is corralled. The emu was first spotted on Feb. 18, scaring a man who was working in his yard. Police have yet to locate its owner. Anyone missing an emu is asked to contact police. (AP)
A library in Ohio received an unusual return: a copy of Life magazine from 1968. The magazine, which features The Beatles on the cover, was mailed to the Cuyahoga County Public Library along with a note of apology and a money order for $100, the library posted to Facebook on Wednesday. “I stole this magazine from the Parma Ridge Road Library when I was a kid. I’m sorry I took it. I’ve enclosed a check for the late fee,” the note read. (EXPRESS)

We are all the pizza intern Washingtonians see themselves in a guy just trying to eat lunch
CULTURE Michael Cohen’s testimony before the House Oversight and Reform committee on Wednesday contained all manner of allegations about President Trump — but the scene wasn’t all hush money payments and Russian business deals. Wall-to-wall coverage of the hearing also gave the internet and the D.C. region a new sensation: Pizza Intern. During a live report outside the committee room, CBS political correspondent Ed O’Keefe
was photobombed Wednesday by an unwitting man with a hunger so large that it had no boundaries — or situational awareness. The still-unidentified man is seen digging into a rectangular box of &pizza. He takes a big, ravenous bite, and before he can even savor the slice, he turns his head hard left, with an expression that is the textbook definition of “deer in the headlights.” It would appear that the someone, maybe a CBS producer, told the man he was an unwanted background diner in O’Keefe’s report. The man, quickly dubbed the Pizza Intern for his naivete, became an instant online celebrity. Video of the moment was
circulated in a tweet sent by Alexandria resident Mike Uehlein. The video has since been viewed more than 1.9 million times. One tweeter called him a “hallway raccoon,” while another said they planned to dress as him for Halloween this year. &pizza, the local chain whose slice the Pizza Intern inhales like a last meal, has embraced him. The company has already developed a Hallway Pizza. There’s even a GoFundMe campaign, which has raised $190 (at the time of this story) to keep the Pizza Intern buried in pies. The Washington Post verified with &pizza that it is indeed their campaign. The company has also changed

its Twitter avatar to the Pizza Intern, confirming that, in Washington, there is no viral moment that cannot be turned into a marketing opportunity. The Pizza Intern’s appeal is not hard to understand. He’s not a hero. He’s just another Capitol Hill worker who puts in long hours and doesn’t have a moment to sit down and eat a proper meal. But more than that, he’s a symbol of something vulnerable — a real hunger captured in all its youthful awkwardness — in the middle of this ruthless, inhumane era in America. The Pizza Intern is the lost puppy we all want to save. The Pizza Intern is us. TIM CARMAN (THE WASHINGTON POST)
SULLY’S SERVICE
H.W. Bush’s service dog is back on duty Sully, the service dog who famously stood by his “boss,” George H.W. Bush, in the months before the former president’s death in November, is back to work. Sully, named after “hero pilot” Chesley “Sully” Sullenberger, was sworn in Wednesday to the Facility Dog Program at Walter Reed National Military Medical Center. The late president had expressed the hope that Sully would serve other veterans. Now, the famous Labrador will visit injured vets and provide comfort to service members and their families. (TWP)

Va. first lady criticized over mansion tour
D.C.’s attorney general wants to look into President Trump’s inauguration, which raised over $100 million.
Trump inauguration hit with D.C. subpoena Attorney general wants to probe how money was raised for 2017 gala THE DISTRICT D.C. Attorney General Karl A. Racine, D, has subpoenaed documents from President Trump’s inaugural committee, the latest of several requests from federal and state authorities probing how money was raised and spent for the January 2017 gala. The subpoena, issued Tuesday, requests documents related to committee payments to the Trump Organization or Trump International Hotel, according to two law enforcement officials familiar with the matter. It states
that Racine is seeking the documents under his civil authority to ensure that funds from nonprofit groups in D.C. — like the inauguration committee — are not wasted or mismanaged. The subpoena set a deadline of March 29 for the inaugural committee to respond, according to the law enforcement officials. If the committee does not meet that deadline, Racine’s office could file a lawsuit in pursuit of the documents. A spokesman for the inaugural committee said the committee had received the subpoena, and was in touch with Racine’s staff. Racine has been among the most aggressive Democratic attorneys general challenging the
Trump administration. In June 2017, he and Maryland Attorney General Brian Frosh filed a lawsuit alleging that the president’s ongoing attachments to his businesses violate anti-corruption clauses in the Constitution. The committee, which raised and spent more than $100 million on inaugural events — more than twice the amount raised for President Barack Obama’s 2009 inaugural events — was headed by real estate developer Tom Barrack Jr., a longtime friend of the president’s. Federal Election Commission filings show that contributions came from an array of corporate interests and wealthy Trump supporters.
Virginia first lady Pam Northam has expressed regret after the mother of an African-American teenager complained that a tour of the governor’s mansion was racially insensitive. Leah Walker said her eighth-grade daughter toured the mansion last month. Walker says Pam Northam singled out black students when passing out cotton and discussing the horrors of slavery. Northam’s office said the first lady did not single anyone out. The outrage comes amid heightened racial tension in Virginia politics. Gov. Ralph Northam and Attorney General Mark Herring have recently apologized for wearing blackface decades ago. (AP)

Council member Evans’ documents subpoenaed A federal grand jury has issued a subpoena for documents relating to D.C. Council member Jack Evans and legislation he promoted in 2016 that would have benefited a digital sign company, Digi Outdoor Media. The subpoena provides the first public confirmation that Evans has been under federal scrutiny. In May, The Post reported that Evans created a firm in July 2016, three weeks before it received checks totaling $50,000 from Digi’s president, who had launched a multimillion-dollar effort to construct digital signs across D.C. Evans said he subsequently returned the payments. (TWP) ANNAPOLIS
Defense seeks details in Capital Gazette shooting Attorneys for the man accused of fatally gunning down five employees at the Capital Gazette are seeking more details about the case as they consider mounting an insanity defense. Defense attorneys for Jarrod Ramos argued in court Thursday that prosecutors did not offer enough information in legal filings that detail the charges against the defendant. They have asked for information to help them determine whether Ramos could be considered “not criminally responsible” for the June 2018 mass shooting. (TWP)

The Metro system is a blank canvas. Local artists have some ideas for filling it. Want more art?
KERY MURAKAMI (EXPRESS)
METRO When Juan Pineda was a teenager growing up in Bowie, Md., he’d see blank canvases. on the sides of buildings around Fort Totten. Inspired by the graffiti art in places like New York, he and his friends would go to the buildings with markers and spray paint in their backpacks. They’d scrawl their signature tags. Pineda’s said “Cri,” short for the Mexican composer known as Cri-Cri. Difficult to describe in words, it was sort of a stylized scrawl in whatever bright colors he happened to have on him. He’d admire his artwork from the Red Line the next day. Pineda was recalling all this on a recent day as he rode down the long, steep escalator at Metro Center. As he passed the station’s ornate canopy, he looked to the left and saw blank, gray, slightly stained concrete. He looked to the right and saw blank, gray, slightly stained concrete. He looked up. And he saw blank, gray, slightly stained concrete. Everywhere he looked: blank canvas. Pineda had agreed to meet us

at the Metro Center entrance at 12th and G streets Northwest after we’d asked him how he’d respond to a recent online survey from Metro. For the first time in its 22-year history, Metro’s Art in Transit program surveyed riders about what they want to see from the program “as Metro looks to develop new arts initiatives and expand its existing programming.” The program commissions public art and puts on musical performances around stations. Now 43, Pineda still continues to color the commutes of Metro riders through art. He created the brightly colored mural of geometric shapes that

adorns an overhang outside the Bethesda station that thousands pass through every day. And he has a vision for what he’d like to see in the stations: more. More art. More color, whether in the form of murals or something else. There’s plenty of canvas. The vibrant colors Pineda uses in his artwork are mostly missing from Metro. A few murals — like the Community Rhythms scene of a jazz club in the tunnel of the U Street station — bring a riff of color. But for the most part, stations look like what Pineda saw around him as he descended into the station: blank, gray, slightly stained concrete. “There’s so much you can do there,” he said. In a dark station that felt like a cave, Pineda pointed at more blank concrete walls behind the

still images of ads for Metro’s M Shop and Swarovski jewelers. The station would feel more alive if more of the ads were digital and constantly changing, he said. “It’s time for Metro to transform and support the moment by transforming their indoors platforms and stations with permanent and cool art,” he said. Still, there are those who see beauty in the raw industrial feel of the stations’ concrete. Sam Husseini, a local writer and progressive political activist, for example, once had an exhibit of photos he took of the mold he found growing in Metro stations. “I see many of the walls as beautiful as they are,” he said by email. And Metro should embrace the caviness of the stations, he said. “It can bring us back to a primordial place in us all. I think of having things like ‘primitive’ cave painting.” Pineda said he could see Husseini’s point of view. But as Pineda stood in the station, a couple walked by with the tired, blank expressions you often see on the Metro. They could stand to see more color, he said. KERY MURAKAMI (EXPRESS)

Board votes to keep shorter Metro hours The Metro board voted 7-1 Thursday to keep the system’s current operating hours, amid opposition from D.C. officials who had pushed for a return to late-night service. In an expeditious vote, without debate, the board approved the extension of Metro’s 11:30 p.m. weeknight and 1 a.m. weekend closings. The deal appeared to have been sorted out during an executive session before the board meeting. Board member Corbett Price, who represents D.C., cast the lone vote against the measure. Pressed on what changed following the vote, Metro board Chairman Jack Evans said it simply reflected the realities of the system. Metro management had argued the system is still catching up on a backlog of deferred maintenance that culminated in the system’s safety crisis in 2015, followed by the yearlong SafeTrack program and a new preventive maintenance program launched in 2017. “I don’t know if anything convinced me,” said Evans. “I just recognize the state of our system.” D.C. had pushed for a return to 3 a.m. weekend and midnight weekday closings, but Metro argued such a shift would shrink overnight maintenance windows so as to render them inefficient, because the setup and takedown time allows for too little work to be performed. Israel’s AG: Indict Netanyahu Prime minister faces potential charges for corruption and bribery
GETTY/EXPRESS ILLUSTRATION
GOP opposition builds against wall emergency
ABIR SULTAN (AFP/GETTY IMAGES)
JERUSALEM Israel’s attorney general on Thursday recommended criminal charges against Prime Minister Benjamin Netanyahu in a series of corruption cases, shaking up an already tumultuous election campaign and threatening to end the Israeli leader’s decades-long political career. The potential charges stretch across an array of embarrassing scandals that have painted Netanyahu as a hedonistic leader with a taste for expensive gifts and an obsession over his public image. They include allegations he accepted hundreds of thousands of dollars of champagne and cigars from billionaire friends, and allegedly used his influence to help a wealthy telecom magnate in exchange for favorable coverage on a news site. While a final decision on charges is still months away, Attorney General Avichai Mandelblit’s recommendations threatened to hurt Netanyahu’s standing in the heat of a tight re-election battle. Netanyahu quickly faced calls to immediately step aside while he deals with trying to clear his name. Appearing on national TV late Thursday, Netanyahu dismissed the allegations as an “unprecedented witch hunt” by political opponents intent on seeing him lose the April 9 election. “This house of cards will

collapse,” he said as he addressed voters. “Don’t let this witch hunt affect you.” Mandelblit announced his recommendations after over two years of intense investigations and deliberations by police, legal experts and financial regulators. Netanyahu was not formally charged. Under Israeli law, he is entitled to defend himself at a hearing before charges are officially filed. That process will likely take many months and be completed long after the election. The recommendations mark the first time in Israel’s history that a sitting prime minister is so close to facing criminal charges. While Israeli prime ministers are not required by law to resign
if charged, the prospect of a prime minister standing trial while simultaneously running the country could increase calls, even from his allies, to step down. For now, Likud Party officials and his current coalition partners are supporting him. The most serious allegations against Netanyahu involve his relationship with Shaul Elovitch, the controlling shareholder of Israel’s telecom giant, Bezeq. Mandelblit recommended a bribery charge in the case based on evidence collected that confidants of Netanyahu promoted regulatory changes worth hundreds of millions of dollars to Bezeq. In exchange, they believe
Netanyahu used his connections with Elovitch to receive positive press coverage on Bezeq’s popular news site Walla. Mandelblit also filed breach of trust charges in two other cases. One involves accepting gifts from billionaire friends, including over $300,000 worth of champagne and cigars from Hollywood mogul Arnon Milchan. The second revolves around alleged offers of advantageous legislation for a major newspaper in return for favorable coverage. Mandelblit’s office said the timing of Netanyahu’s hearing would be set in the near future in coordination with the prime minister’s lawyers. ARON HELLER AND JOSEF FEDERMAN (AP)

Doctors in Australia have documented what they say is the world’s second known case of “semi-identical twins,” BBC News reported. The rare phenomenon occurs when two sperm fertilize one egg, which then divides, resulting in two babies. The boy and girl, who are now 4, are identical on their mother’s side but share only a portion of their father’s DNA. The New England Journal of Medicine published the case Thursday. (EXPRESS)

POLITICS Senate opponents of President Trump’s declaration of a national emergency at the Mexican border moved within a hair Thursday of having enough votes to prevail, and one Republican suggested he risks a rebuff by the GOP-led chamber if he doesn’t change course. Trump’s move would “turn a border crisis into a constitutional crisis,” Sen. Lamar Alexander, R-Tenn., said. But he stopped short of saying he’d support a resolution blocking the president’s move. Had Alexander pledged his vote, it would probably be enough for the Senate to repeal the emergency declaration. The Democratic-led House voted Tuesday to upend Trump’s declaration, which he declared to circumvent Congress and funnel billions of extra dollars into erecting his proposed wall. Trump has promised to veto the effort to thwart him, and Congress seems all but certain to lack the two-thirds majorities in each chamber that would be needed to override his veto. But the showdown puts GOP lawmakers in a ticklish spot. Republicans say a Senate vote is likely in two weeks. GOP Sens. Susan Collins of Maine, Lisa Murkowski of Alaska and Thom Tillis of North Carolina have said they will vote to derail the emergency declaration. Just four Republicans would be needed to send the measure to Trump for his promised veto. ALAN FRAM AND ANDREW TAYLOR (AP)

U.S. military members who have transitioned speak before Congress
MILITARY Army Capt. Alivia Stehlik, an infantry officer and graduate of the U.S. Military Academy at West Point, N.Y., and Ranger School, spent long periods in the field before becoming a physical therapist in the service. After the Obama administration rescinded a ban in 2016 on serving while transgender, she transitioned from male to female. The decision did not affect her ability to do her job, she told the House Armed Services Committee’s subcommittee on military personnel on Wednesday.
She found that soldiers in her unit opened up to her after she transitioned. “They talked to me and told me things they never would have before,” Stehlik said. “Things they said they’ve never told other people. I asked them why, and the consistent answer is that they valued my authenticity — my courage in being myself.” Stehlik was one of five U.S. service members who testified before the subcommittee, becoming the first transgender members of the military to openly talk about their experiences before Congress. Rep. Jackie Speier, D-Calif., chairwoman of the subcommittee, condemned the Trump administration’s fight to implement a policy change that will

limit many transgender people from serving in their preferred sex. The new policy is being contested in federal court. In a separate panel, James N. Stewart, a retired Air Force general who is now performing the duties of the undersecretary of defense for personnel and readiness, told the subcommittee that the new policy does not amount to a ban. Transgender service members who are now serving will be allowed to continue, he said, and new ones can join as long as they are not diagnosed with gender dysphoria, a condition under which people experience distress as a result of the gender they were assigned at birth.
Those fur-trimmed parkas so common on city sidewalks have become a boon to backwoods trappers. Coyote pelts are in big demand to provide the lush arcs of fur on the hoods of Canada Goose coats, which can retail for more than $1,000 each. A western coyote, prized for its silky, light-colored fur, can fetch more than $100. The top price at a recent Colorado auction hit $170, a 40 percent increase from four years ago. The hot market for coyotes comes as trappers deal with economic slumps in China and Russia, competition from ranched fur and the ire of animal welfare activists. (AP)

Cohen hearing points Dems to new probes WASHINGTON House Democrats moved quickly Thursday to investigate a host of fresh allegations made this week by President Trump’s former personal attorney, Michael Cohen, including potentially calling top Trump business associates and family members as witnesses on Capitol Hill. A House Intelligence Committee aide said that the panel anticipates bringing in for an interview Allen Weisselberg, the Trump Organization’s chief financial officer, but did not name a date. And House Oversight and Reform Committee Chairman ElijahCummings, D-Md., said Thursday that any person Cohen named during public testimony the day before will “have a good chance of hearing from us.” Cohen testified Wednesday about a number of key players, including Weisselberg; Trump’s children, Donald Trump Jr., and Ivanka Trump; and his longtime secretary, Rhona Graff. Democrats are talking first about bringing in Weisselberg and Trump Jr., pointing to their alleged involvement with hush payments during the 2016 election to women alleging sexual affairs with Trump. Cohen presented the panel with a check signed by both men, one of 11 checks he said were reimbursements for purchasing adult-film star Stormy Daniels’ silence. RACHAEL BADE (THE WASHINGTON POST)

RELIGION Dumbarton United Methodist Church is the oldest United Methodist congregation in Washington, D.C., dating almost 200 years before the United Methodist denomination was created — even before the U.S. was created. On Wednesday, when the church’s minister, the Rev. Mary Kay Totty, traveled back to Washington from a groundbreaking meeting in St. Louis, where the denomination decided to uphold its opposition to same-sex marriage and LGBT clergy, she said she thought that centuries-old history might be at a breaking point. “To think of not being Methodist,” she said, then stopped, unable to complete the sentence. Dumbarton voted to affirm gay worshipers more than 30 years ago, and the church has performed 20 same-sex marriages since 2010, breaking the rules of the denomination every time. Now such actions will be met with much harsher penalties. “I will not comply with unjust rules,” Totty said. “At this point, all possibilities are on the table for consideration, whether that’s
affiliating with another denomination, starting a new Methodist denomination, or remaining in this denomination and continuing to work for justice.” The meeting in St. Louis, which concluded Tuesday evening with 53 percent of the clergy and lay leaders from around the world voting in favor of the “traditional plan” to keep banning same-sex marriages and noncelibate gay clergy, was meant to settle this question that has divided Methodists for years. Instead, LGBT advocates and scores of American pastors left the meeting vowing that the fight was far from finished. “We’ve had the schism. We just don’t know what’s next,” said Andrew Ponder Williams, a candidate for ministry in the church who is in a same-sex marriage and who previously chaired a denominational committee on LGBT issues. “Yesterday ended us as we’ve been.” To avert such a break, many bishops of the church, and many LGBT advocates, had backed the “one church plan,” which would have allowed every pastor to decide individually whether to perform same-sex marriages and ordain gay clergy. But the delegates voted down that plan. Instead, the plan approved

hardens the denomination’s approach to rule-breakers. It enacts new across-the-board standards for punishing ministers who perform same-sex weddings: a minimum one-year suspension without pay for the first wedding, and permanent removal from ministry for the second. Less than 60 percent of United Methodist churches are in the U.S. Much of the rest of the voting power rests with African churches, which tend to be far more conservative.
Adam Hamilton, who leads America’s largest United Methodist church, in Kansas, was one of the most high-profile proponents of the failed one-church plan. “I don’t want to leave,” he said. “But I don’t want to stay longterm if we are going to continue to treat gays and lesbians as second-class in our churches.” He plans to gather Methodist leaders from across the country at his church to discuss options in May. Senate confirms ex-coal lobbyist to lead the EPA The Senate on Thursday approved former coal lobbyist Andrew Wheeler to head the Environmental Protection Agency by a vote of 52 to 47, elevating a veteran of Washington political and industry circles who has advanced President Trump’s push to roll back Obama-era environmental regulations. Wheeler, who began his career at the EPA during the 1990s and spent years on Capitol Hill before heading to the private sector, has won praise from Republicans for his deregulatory agenda but criticism from Democrats for his refusal to take action on climate change and several public health priorities. He has been running the agency since Trump’s first administrator, Scott Pruitt, stepped down in July amid multiple scandals surrounding his management and spending practices. Trump said in November that he intended to nominate Wheeler for the top job, saying he had done a “fantastic job” in his interim role. Despite the litany of rollbacks, the EPA under Wheeler has also rolled out initiatives aimed at reducing lead exposures around the country and providing oversight for a class of unregulated, long-lasting chemicals known as PFAS that pose serious health risks to millions of Americans. HANOI, VIETNAM President Trump said Thursday he takes North Korean leader Kim Jong Un “at his word” that Kim was unaware of the alleged mistreatment of an American college student who died after being imprisoned there. Trump said in Vietnam that Kim “tells me he didn’t know about it, and I will take him at his word.” Trump’s comments about the Otto Warmbier case called to mind other times when he chose to believe autocrats over his own intelligence agencies, including siding with the Saudi royal family regarding the death of journalist Jamal Khashoggi and supporting Russian President Vladimir Putin’s denials that he interfered with the 2016 election. “There is something wrong with Putin, Kim Jong Un — in my view, thugs — that the president chooses to believe,” said House Speaker Nancy Pelosi, D-Calif. Ohio’s Republican senator, Rob Portman, also spoke out. “We must remember Otto, and we should never let North Korea off the hook for what they did to him,” he said. Portman has been in contact with Warmbier’s family since the suburban Cincinnati youth was imprisoned in North Korea in early 2016 for allegedly stealing a propaganda poster. HANOI, VIETNAM President Trump and North Korean leader Kim Jong Un abruptly cut short their two-day summit Thursday amid contradictory accounts over why they were unable to reach an agreement to dismantle Pyongyang’s nuclear weapons. Talks collapsed unexpectedly amid a disagreement about the trade-off between sanctions relief and denuclearization steps, leaving questions about the next possible moves for each side to keep alive the diplomatic outreach. The two leaders and their delegations departed the meeting site in Vietnam’s capital without sitting for a planned lunch or participating in a scheduled signing ceremony. After that came two different versions of the impasse. Trump said the main impediment to a deal was Kim’s requirement that the U.S. lift all economic sanctions on North Korea in exchange for the closure of only one nuclear facility, which still would have left Pyongyang with a large arsenal of missiles and warheads. “We had some options, but at this time we decided not to do any of the options,” Trump said. He added, “Sometimes you have to walk, and this was just one of those times.” Hours later, North Korea’s foreign minister, Ri Yong Ho, offered a different take. Kim’s regime sought only “partial” sanctions relief as a framework to move ahead with plans to dismantle the North’s main enrichment capabilities for fissile material. The foreign minister, in a rare news conference, said the North sought an end to “sanctions that hamper the civilian economy, and the livelihood of all people in particular.”
President Trump and North Korea leader Kim Jong Un hold a bilateral meeting during a summit in Hanoi, Vietnam.
For Trump, the surprising turn of events amounted to a significant diplomatic setback. The president flew 20 hours to Vietnam with hopes of producing demonstrable progress toward North Korea’s denuclearization, building upon his first summit with Kim last summer in Singapore. At a news conference before he left Vietnam to return to Washington, Trump said he and Kim did not commit to holding a third summit. Still, he said they parted ways on positive terms. “This wasn’t a walkaway like you get up and walk out,” Trump told reporters. “No, this was very friendly. We shook hands. . . . There’s a warmth that we have, and I hope that stays. I think it will. But we’re positioned to do something very special.” But North Korea’s vice foreign minister, Choe Son Hui, was less optimistic. “ T he i mpr e ssio n I got ,
Far apart on key issues It was clear that the two sides remain far apart on some key issues, including a fundamental one: what denuclearization of the Korean Peninsula would actually mean. It is still not clear what demands Kim Jong Un would place on U.S. forces in South Korea and in the region for him to be willing to surrender his nuclear arsenal. “He has a certain vision,” President Trump said. “It’s not exactly our vision, but it’s a lot closer than it was a year ago.” (TWP)

he would not conduct missile launches or test nuclear weapons. And he said Kim was willing to close the Yongbyon Nuclear Research Center, the site of North Korea’s main nuclear reactor and its only source of plutonium to make bombs. But Trump said Kim did not offer to close other, covert facilities to enrich uranium. Ri Yong Ho later confirmed that the North would be willing to “permanently dismantle all the nuclear material production facilities” at the main Yongbyon nuclear site, and would allow U.S. nuclear experts to observe. But he did not mention uranium enrichment facilities at other sites. Trump zeroed in on sanctions as the key sticking point. “It was about the sanctions,” he said. “Basically, they wanted the sanctions lifted in their entirety, and we couldn’t do that.”

nation+world Prime minister calls for de-escalation among nuclear-armed rivals ISLAMABAD Pakistan’s prime minister pledged on Thursday his country would release a captured Indian fighter pilot, a move that could help defuse the most serious confrontation in two decades between the nuclear-armed neighbors over the disputed region of Kashmir. Memorable moments
Harper to Philly: Get ready to see a lot of an old pal the year and MVP as a Washington National. He became a face of the sport as a Washington National. He was supposed to be a Washington National. It’s hard to predict what the reaction will be when Harper steps to the plate at Nationals Park in the road grays of the Phillies on April 2. Cheer him for what he did here, the central character in the Nationals’ turn from 100loss laughingstocks to perennial playoff contenders? Or boo because they never won a playoff series and he left to play his home games all of 130 miles away? The Phillies had been Harper’s most ardent public pursuers since his interminable free agency began in November, so Thursday’s news of an agreement should scarcely have been jarring. So why did

And so, on the first day of March, we all can circle the second day of April, when Bryce Harper will walk back through those doors again. We also can circle April 3. And June 17, 18, 19 and 20. And . . . ah, to heck with it. Circle nine or 10 dates on the calendar from now through 2031. That’s how long Bryce Harper is set to be a Philadelphia Phillie. That’s the team that gave him the largest contract in the history of North American sports: 13 years, $330 million, a scant $5 million more than the Miami Marlins once granted slugger Giancarlo Stanton. Forgive me if I don’t like this one bit. Harper was drafted as a Washington National and was rookie of

it jar so? It’s got to be the Philadelphia factor. The Los Angeles Dodgers would have felt justifiable. Harper grew up in Las Vegas, a short flight away. Los Angeles can spend — and has spent — more than any team in the game. Plus, they’re the Dodgers, iconic. How could the Nats compete? Harper wouldn’t have returned to Washington as a villain. The Dodgers play only one series a year in the District. Same for the San Francisco Giants, another pursuer. Series against those distant clubs might have felt like times to reflect on and appreciate Harper for what he did here. Thanks for the memories, Bryce. Best of luck. But these Phillies games, they already feel intense.

The opponent is so close, and the NL East race will be impacted. Plus, there will be so many Harper-vs.-Nats games year after year after year — 19 each season. Maybe it had to end this way. The one thing we thought we knew throughout his free agency was that the Nationals offered him a 10-year, $300 million deal to remain in D.C. What we learned Thursday, though, was that $300 million isn’t always $300 million. According to two people with knowledge of the process, the Nationals’ offer included a massive amount of deferred money. Now, deferrals are simply the way the Lerner family, which owns the club, does business. Scott Boras, Harper’s agent, had negotiated huge contracts with the Nats for Max Scherzer and Stephen Strasburg that included deferred money. This, according to the people with knowledge of the deal, was more extreme, diminishing the value to the player. So Harper is a Phillie. Say it again, until it feels natural. It might take a while.

D.C. UNITED VS. ATLANTA UNITED | 6 P.M. SUNDAY, ESPN
Big encore won’t be easy
D.C. United caught lightning in a bottle in the second half of the 2018 season, as the confluence of Audi Field’s opening and Wayne Rooney’s arrival led to the most electrifying four months in franchise history. So what can United do for an encore? Four months after that run ended with an opening-round playoff exit, the club begins the 2019 campaign with a home match against reigning MLS Cup champion Atlanta United. Here are five storylines to watch as Rooney and Co. kick off the new season. THOMAS FLOYD (EXPRESS)
Rooney tackles his first full MLS season
Acosta prepares for the next step
Can Rodriguez fill the Asad vacancy?
Defensive options pose questions
D.C. makes itself at home at Audi Field
The former Manchester United captain became the biggest name in D.C. United history upon joining the club last summer, and his production lived up to that billing: Rooney racked up 12 goals and seven assists in 20 games, earning a spot on the MLS MVP shortlist. This year, Rooney has had the benefit for a full preseason to further develop a rapport with his D.C. teammates. But the 33-year-old forward will have to endure the rigors of a full, 34-game season this time around, and deal with a harsher travel schedule (United played the bulk of its road games before Rooney’s arrival last season). His durability certainly looms large.
No player benefited more from Rooney’s arrival than midfielder Luciano Acosta, who posted 10 goals and 17 assists in his third MLS season — both career highs. He then found himself on the verge of a big-money move to European giant Paris Saint-Germain, but the transfer fell through at the last moment. Entering a contract year, Acosta appeared to move past that disappointment and refocus with some strong performances in the preseason. If he delivers another productive season, the 24-year-old could position himself for an even more lucrative move than the one he would have made to Paris Saint-Germain.
While Rooney and Acosta grabbed most of the headlines last season, winger Yamil Asad was quietly lethal (nine goals and eight assists) as a complementary attacking option. But after enjoying his services on loan last season, United failed to reach agreement with Asad’s parent club, Argentine side Velez, for a more permanent move. Filling the void left by Asad on the left flank will likely be another young Argentine: offseason signee Lucas Rodriguez, 21. The promising midfielder, who represented Argentina at the 2017 Under-20 World Cup, will be expected to produce immediate results.
United filled its biggest hole this offseason with the signing of right back Leonardo Jara from Argentine power Boca Juniors. But the club didn’t add a veteran in central defense, where 33-year-old Frederic Brillant remains the starter alongside stalwart Steve Birnbaum. United coach Ben Olsen said last season that he might have overused Brillant — who lost his starting job to the since-departed Kofi Opare for a 10-game stretch — and the lack of depth behind the veteran could be a concern in 2019. But rookie Donovan Pines, a homegrown signing out of Maryland, is an enticing prospect at the position.
United finished fourth in the Eastern Conference last season with a 14-11-9 record, including a 12-2-1 mark at Audi Field. After mostly playing to sellout or near-capacity crowds at the 20,000-seat venue, United will want to ensure that its home form and reinvigorated fan base are sustainable — and not just an aberration brought on by the buzz of the Rooney signing and the stadium opening. A more measured schedule should help: After risking fan fatigue by packing 15 matches at Audi Field into a 14-week stretch last year, United this season has a normally balanced schedule — 17 home games from March to October.

Witten jumps from the booth back to the field NFL The Dallas Cowboys announced Thursday that tight end Jason Witten is rejoining the team after spending a turbulent year in the broadcast booth of ESPN’s “Monday Night Football.” “The fire inside of me to compete and play this game is just burning too strong,” Witten, who turns 37 in May, said in a statement. He will return on a one-year deal that will pay him $5 million, if he makes all incentives, the Dallas Morning News reported. His one-season run at ESPN, which reportedly paid him north of $4 million, was marked by disappointment. Working with play-by-play announcer Joe Tessitore while Booger McFarland roamed the sideline in a cart, Witten often had little to offer and stumbled over his words. His problems were magnified by comparisons with Tony Romo, his former Cowboys teammate who quickly became a much-beloved color commentator on CBS telecasts. The easiest replacement for Witten would be McFarland, who could simply move from the sideline to the booth as the color analyst. Another internal option is former NFL executive Louis Riddick. Greg Olsen, the Carolina Panthers tight end, is another person to watch. He is seen as a future broadcasting star and has battled injuries in recent years, but the Panthers expect him to return. One of the referees told a TV station that they had been subject to a “verbal tirade.” (EXPRESS)
Wide receiver Demaryius Thomas, who was released Feb. 12 by Houston, has been arrested on charges including felony vehicular assault stemming from a crash Feb. 16 in Denver. Police said he was speeding and flipped his SUV. One of two passengers was hurt. Colorado law says a person can be charged with vehicular assault if his or her conduct causes “serious bodily injury” to someone else. (AP)
blue line. “If you allow teams to come through the neutral zone with too much speed — if you don’t slow down some of these skilled forwards — they’re going to eat you alive,” defenseman Brooks
Orpik said. The Capitals experienced that during a seven-game losing streak in January, when they were victimized far too often by odd-man rushes and opponents’ transition plays. The Capitals tightened things up while going 9-4-1 in February, but they know there is room to improve. “Sometimes we get out of sync with the D and the forwards,” MacLellan said. “It’s going to be important for us, just like last year, to find that neutral zone and to find our defensive zone game.” A year ago, the Capitals also ranked last defensively among the 16 teams in a playoff spot on March 1. But in the final 18 games, they produced the lowest goalsagainst average in the Eastern Conference. That meant rare lapses, even toward the end of an 82-game marathon. “The dirty little things that we finally figured out last year,” Niskanen said, “the dirty little things that move a game along and that give your skill a chance to come out, I expect that we’ll start ramping that up over the next few weeks and hopefully hit our stride right around playoff time.” BEN RABY (FOR EXPRESS)

CAPITALS As the calendar flips to March, the Capitals are ready to flip the switch. “We know what to do,” defenseman Matt Niskanen said. “It’s just a matter of doing it. It’s that time of year where we need to start building really good habits.” With the trade deadline behind them and a first-place showdown against the New York Islanders in Uniondale on Friday, the Capitals’ playoff push has arrived. But with 18 games left in the regular season, the Capitals are hardly a finished product. Of the 16 teams currently in a playoff spot, the Capitals have the highest goals-against average (3.2). Since Jan. 1, they rank last among all 31 teams in goals against (3.58). “We’ve been a little inconsistent on the back end, and I don’t know that it’s just the defensemen,” general manager Brian MacLellan said. The Capitals’ biggest defensive issues have not necessarily been

The measured height Thursday at the NFL Scouting Combine of quarterback Kyler Murray. That was good news for Murray, since some people thought he might be a smidge shorter. Murray, who weighed 207 pounds, is a likely first-round pick in the draft, but NFL evaluators generally prefer QBs who are at least 6 feet. (TWP)
Gruden scouts for QBs but still believes in Colt REDSKINS Coach Jay Gruden is at the NFL Scouting Combine in Indianapolis to check out rookie prospects, but he said Thursday that he is preparing to start veteran backup QB Colt McCoy this fall. Then Gruden admitted what has been obvious since Alex Smith broke his leg in November: The Redskins have to get another passer, whether it is in free agency, by trade, or with the team’s 15th overall pick in April. Gruden didn’t say whether the Redskins are leaning toward signing a free agent like Teddy Bridgewater or picking one of the handful of top prospects who will work out Friday. Doug Williams, the team’s vice president of player personnel, said the Redskins wouldn’t trade up to get a quarterback because they have too many needs to fill. If they do get a rookie quarterback, Gruden said he would not fear starting him. “That’s why you use a draft pick on these guys: You expect them to play; you draft them for a reason.” Gruden has a soft spot for McCoy, who has gotten hurt twice when he had a chance to take over the No. 1 job. In December, he broke his leg in his second start. “I’ve been around him for five years,” Gruden said. “I know that he’s been fired up to get an opportunity. When he finally got one it’s like letting an animal out of the cage.” LES CARPENTER (THE WASHINGTON POST)

Frances: “Thanks for the coffee!” Frances’ gut: “Next time, I’m keeping the purse.”
KRISTEN PAGE-KIRBY | THE REELIST
‘Greta’ and regret: This is what being nice can get you I have given hugs I didn’t want to give. I’ve dodged kisses by doing that last-minute swerve that offers my cheek instead of my lips. I’ve endured questions about whether my hair color is natural, delivered in a tone that made clear that the man asking them wasn’t interested in contacting my stylist. I have smiled when guys on the street have told me to. I’ve done all those things because I was trying to be nice. Nice can get you into trouble, and that’s what “Greta” is about. In the wildly uneven yet
adequately compelling story, Frances (Chloe Grace Moretz) finds a purse on the subway and, in clear violation of the “see something, say something” way of our brave new world, looks through it, finds the address of the owner and returns it to Greta (Isabelle Huppert). Greta invites Frances in for coffee, and she accepts — though every woman in the audience can read in her face and body that she doesn’t want to. Still, to be nice, she does. Over time, the relationship deepens, largely due to shared losses: Frances’ mother has recently died and Greta is a widow with a daughter living in Paris. Eventually, Greta becomes obsessed with Frances
and things go pretty much off the rails at that point, both in terms of their relationship and the film itself. Now, why is Frances in this mess? Well, first and foremost it’s because Greta is a woman with a mental illness. Greta’s obsession with Frances is none of Frances’ responsibility, yet Frances gives Greta access to her because she feels she has to be nice. Returning the purse is nice. Going in for coffee is nice. Sidestepping Greta’s frantically increasing number of calls rather than blocking the number is nice. It’s interesting that both characters here are women — in my experience, women being nice in uncomfortable situations mostly happens around

men — but the underlying understanding still is that a young woman saying, “No, I don’t want that” is rude. And women shouldn’t be rude. “Greta” is beautifully shot and mostly well-acted, particularly by Huppert, who manages to pull off a performance we can safely call “psycho chic.” It’s also stunningly stupid at times, with twists — sorry, “twists” — that are as predictable as delays on the Red Line. What it does best is show, albeit with an extreme example, how women often keep their gut feelings way down in their guts because it wouldn’t be nice to act on them. Being nice is, in general, good — being nice at the expense of one’s own emotional, mental and physical comfort is a burden many women are far too used to carrying. By the way, I’m 42 now. I care a lot less about being nice to people I don’t care about. Turns out it’s a great way to be nice to myself. For more movie musings, follow Kristen on Twitter: @kpagekirby

Rami Malek ready to torment 007
Oscar winner Rami Malek is in talks to play the villain in the next James Bond film, according to Variety. The movie’s producers reportedly are working to accommodate the 37-year-old actor’s schedule for the upcoming final season of “Mr. Robot.” Billy Magnussen, who worked with Bond director Cary Joji Fukunaga on “Maniac,” also is being considered for a role in the film, which is targeting an April 2020 release. This story of a psychoanalyst struggling with his Oedipal demons (with the help of some hardened burglars) isn’t a story at all, really, but a rickety scaffold on which Hungarian animator Milorad Krstic can hang his images, an array of references to the painters and directors who inspired him. The end result is overplotted, convoluted and self-consciously weird. ANN HORNADAY (THE WASHINGTON POST)
‘Tito and the Birds’ Unrated, 73 min.
The Brazilian feature is beautiful, but its subject is ugly. As an opportunistic TV personality inflames angst through on-air fearmongering, an epidemic begins to sweep through the population, transforming people into stonelike lumps. If the metaphor is obvious — and it is, to the point of eye-rolling — the telling of the tale has a certain poetry. MICHAEL O’SULLIVAN (TWP)

Cinema at your service
A movie a day in theaters for $10 a month seemed too good to be true — and it was. MoviePass, which tried to bring Netflix-like subscriptions to the movie theater, pulled back on its deal last summer. MoviePass was a consumer success, but a financial disaster: The company had to pay theaters the full price of most tickets, which quickly exceeded $10 each month. Today, MoviePass chugs along with an offer for three movies a month starting at the same $10 fee. But it faces competition from theater chains and a Turkish
‘Apollo 11’ looks at the minutiae behind history
startup. Here’s a comprehensive breakdown of the major subscription offerings for theaters in the U.S. ANICK JESDANUN (AP)
You get a debit card that MoviePass loads with money when you show up at a theater and check in on the MoviePass app. The card works at most theaters, but not necessarily with all movies, and you can only get tickets for showings that day. The $10 monthly rate limits you to MoviePass’ rotating list of about six movies each day — only one or two of which is a major studio release. The selection can be good if you like independent movies, but awful if you live where those films aren’t shown. If movie tickets tend to cost more where you live, the subscription price goes up to $13 or $15. For $5 more each month, MoviePass will let you see any movie of your choice. Yet another $5 — a total of up to $25 — gives you one Imax or 3D screening per month. Your three movie credits disappear if you don’t use them before the billing month is up. If you watch all three movies, MoviePass is cheaper than regular tickets. But you might be better off without MoviePass by simply choosing matinee and other discount showtimes. There’s no long-term commitment, though if you cancel, you’re not allowed to sign up for MoviePass again for nine months.

Sinemia
Sinemia, a Turkish company now based in Los Angeles, has a service that works much like MoviePass, except you pay a one-time fee of $15 to get a debit card for same-day tickets at theaters. There are no restrictions on which movies you can watch. If you don’t buy the card, you can still use your plan to get tickets online (though you’re then subjected to processing fees). Prices and plans change frequently, so if you see one you like, grab it right away. Recently, Sinemia had a movie-a-day plan for $20 a month, excluding 3D and other premium movies. Most of the plans offered require a yearlong commitment, paid upfront.
AMC Stubs A-List
The chain offers three movies a week, including an unlimited number in premium formats, starting at $20 a month — though it’s $22 in Maryland, Virginia and D.C. You get same-day and advance tickets through an app, with no fees, and can cancel up until showtime. But the plan is good only if you live near an AMC theater and like the major studio releases typically shown there. There’s a three-month commitment, though you’re still billed monthly. If you cancel, you can’t come back for six months. AMC does offer $5 tickets on Tuesdays, so that might be cheaper if you aren’t going to watch at least four movies a month.
Other theater chains
With Cinemark Movie Club, $9 gets you one non-premium ticket per month, which isn’t necessarily a great deal, considering that the average U.S. ticket price is $9. Unused tickets can be rolled over into future months. You also get 20 percent off concessions. Alamo Drafthouse is testing its own subscription offering, initially in Yonkers, N.Y., and Raleigh, N.C. Prices and terms vary during the testing period. Sinemia, meanwhile, is helping other theater chains create their own subscriptions distinct from the main Sinemia service — Studio Movie Grill and Showcase Cinemas offer plans this way.

Deadline: Ray Liotta in talks for “Sopranos” prequel film
FILM REVIEW One of filmmaking’s cheapest tricks is on-screen applause — where characters clap to cue the movie’s viewers that they should also be impressed. There’s a lot of that in “Apollo 11,” but it’s not cheap. In this documentary about the people who pulled off the spectacular feat of sending Neil Armstrong, Buzz Aldrin and Michael Collins to the moon in 1969, the ovations are genuine, spontaneous and well deserved. NASA’s first lunar landing is not exactly an obscure event. And “Apollo 11” doesn’t profess to offer new information or insights. What it does offer is a wealth of fresh images and sound, assembled into an immersive Imax journey by director and editor Todd Douglas Miller. “Apollo 11” tells the story by an accumulation of small details: a rig in motion; a leaky valve; Aldrin’s heart rate; snippets of flight data and diagrams superimposed on the screen. Close-ups of text-only computer monitors and pencil-on-paper calculations reveal the project’s reliance on human smarts and dedication. Ordering a pair of socks online today involves more computing muscle than NASA had in 1969. To tell the story, Miller combines newly excavated footage with some that’s been seen before. It’s a more visceral trip than any moviegoer has ever taken before. MARK JENKINS (FOR THE WASHINGTON POST)

SUMMARY: You know this is a SERIOUS superhero movie because people stand in the rain with tormented expressions. The most powerful member of the X-Men is pretty angry and taking it out on, well, everyone. Her reasons are unclear but it could be she’s tired of the name of her group not being gender-neutral. KRISTEN PAGE-KIRBY (EXPRESS)
SUMMARY: This movie, about a group of women who start a cheerleading team in their retirement community, may be up to challenge “Bring It On” as the greatest cheerleading movie in cinematic history. And it sounds totally silly, which is why it’s so strange that at the end of the trailer you find yourself tearing up and sniffing a bit. K.P.K.

@WALPSTAR, criticizing makeup artist Jeffree Star for his overly harsh
response to a tweet. After Star congratulated a fan for getting a job at Ulta, another fan, @keanubalani, replied with a photo of his own makeup work. In a now-deleted tweet, Star lashed out at him, saying @keanubalani didn’t need to “whore [himself] out” and had hijacked someone else’s accomplishment. Though many understood Star’s distaste for the selfpromotion, they took issue with his disproportionately nasty tone.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Lady Gaga emphasized that it was acting, not love, when she and Bradley Cooper sang “Shallow” on Sunday at the Academy Awards. Gaga discussed the emotional performance of “A Star Is Born’s” Oscar-winning song during an appearance Wednesday on “Jimmy Kimmel Live!” Responding to internet chatter that the duo must be romantically involved, Gaga rolled her eyes and called social media “the toilet of the internet.” “Yes, people saw love, and guess what — that’s what we wanted you to see,” Gaga added. “I guess we did a good job.
