GOING OUT The most common complaint about the Miracle on Seventh Street pop-up holiday bar in Northwest wasn’t the line or crowds: It was the cavity-inducing sweet cocktails. One might expect candy-sweet drinks from a Christmas bar serving cookie dough-infused vodka drinks garnished with cookie dough, but not everyone got the memo. “I was more disappointed in the drinks than anything. I tried several and they were all pretty gross and way too sweet,” one Yelp reviewer wrote, expressing a common sentiment. To amend that issue for the Cherry Blossom Pop-Up Bar — which opened Thursday

— beverage director Paul Taylor developed the Bee Key, a pictograph system to rate each cocktail’s sweetness from one bee (“Not Sweet”) to three bees (“Sweet”). It feels like a compromise: Taylor and the Pop-Up Bar crew are
going to keep making elevated cocktails, with unusual spirits and house-made juices. The target audience at these bars, however, cares more about the experience — photos, cool garnishes and glassware, exploring the various rooms — than
asking the bartender about the ingredients in the “Cherry Blossom G&T.” As far as the drink list, the only drink to actually receive three bees is the Beana Colada, a thick pina colada with Plantation rum, coconut and red bean paste, an ingredient frequently used in Japanese desserts. “I wouldn’t say it’s polarizing, but you definitely have to like red bean paste,” Taylor says. Of course, you can always just forgo the cocktails: There’s sparkling rosé and other wines, a menu of Japanese sake and whiskey, and craft beers, including Stillwater’s Extra Dry “sake style saison.” The best deal, though, is probably the sake bomb: a pint of draft Kirin Ichiban beer and a shot of sake for $8. Peak bloom expected March 17-20
The National Park Service said Thursday that it expects the cherry blossoms to reach peak bloom — the region’s unofficial start to spring — between March 17 and 20. The projections fall before or at the beginning of the National Cherry Blossom Festival, which runs from March 20 to April 15. The historical average peak bloom date — when 70 percent of the blossoms near the Tidal Basin are open — is April 4, a Park Service spokesman said. (TWP)
Expect to start seeing scooters strewn on sidewalks along with dockless bikes. Some electric scooters from Waybots have been rolled out as part of D.C.’s pilot program for dockless bikesharing systems. The District is the first city to partner with the scooter company. D.C. graduation rate projected to decline Only 42 percent of public school seniors on track for diplomas THE DISTRICT Fewer high school seniors in the District are expected to receive a diploma in June than the year before, a sharp reversal for a school system that had celebrated a 20-point increase in its graduation rate since 2011. Data released Thursday by D.C. Public Schools show that 42 percent of seniors attending traditional public schools are on track to graduate, while 19
percent are considered “moderately off-track,” meaning they could still earn enough credits to get a diploma. The likely drop in the graduation rate is the latest fallout from an investigation that cast doubt on the validity of diplomas awarded last year. The graduation rate in 2017 was 73 percent, but the probe revealed that one in three graduates received a diploma in violation of city policy. Those students had walked across the graduation stage despite missing too many classes or improperly taking makeup classes. Even if all of the students

As a powerful nor’easter rapidly intensifies off the Northeast coast Friday, a fierce high-wind event will unfold over the D.C. and Baltimore regions. The combination of the intensity and duration of high winds may make this the worst windstorm in the region since Sandy in October 2012. Sustained winds Friday are likely to reach 25 to 40 mph, with frequent gusts of 50 to 60 mph. These winds will have the potential to bring down trees and cause power outages. Loose objects will become projectiles and should be secured or brought inside. In the hours before sunrise, winds may well already be gusting over 50 mph. Bill may force candidates to release tax returns A proposed law requiring would-be presidents to make their tax returns public before appearing on Maryland’s ballot has advanced in the state Senate. Gun-control rally eyes new location March For Our Lives bumped from Mall by a school talent show THE DISTRICT A planned rally against mass shootings can’t be held on the Mall later this month because it conflicts with what’s described in a National Park Service permit application as a talent show. A permit application filed last week by survivors of the Parkland, Fla., school massacre indicated the “March For Our Lives” rally will be March 24, with up to 500,000 attendees expected. Exits, investigations rattle the West Wing POLITICS Rattled by two weeks of muddled messages, departures and spitting matches between the president and his own top officials, Donald Trump is facing a shrinking circle of trusted advisers and a staff that’s grim about any prospect of a reset. The announcement of Hope Hicks’ resignation spread new levels of anxiety across the West Wing and cracked open disputes that had been building since the White House’s botched handling of domestic violence allegations against a senior aide last month, according to White House officials, congressional aides and outside advisers interviewed by The Associated Press. One of Trump’s most loyal and longest-serving aides, Hicks often served as a buffer between the president and the business of government. One official on Thursday compared the instability caused by her exit to that of a chief of staff leaving — though that prospect, too, remained a possibility given the questions that have arisen about John Kelly. Other countries make progress on gun control As more U.S. companies were showing support for stricter gun laws this week, two foreign governments announced Wednesday that they had made significant progress on restricting access to firearms. In Australia, authorities revealed that citizens had handed over 57,000 illegal firearms between July and September last year during a gun amnesty. In total, more than 35,000 rifles and more than 12,000 shotguns were turned in, among other firearms. Meanwhile, the Norwegian government now appears to have a majority for its plan to ban semi-automatic rifles by 2021. If passed, the Norwegian law would classify previously legal rifles used by hunters as “military-style” weapons. It would be accompanied by other measures, such as upgraded background checks before handgun purchases, Peter Frolich of the Norwegian parliament’s judicial affairs committee told The Associated Press. Australia’s firearms amnesty is based on a nationwide scheme that followed a mass shooting at a tourist site in the country in 1996 that left 35 people dead. At the time, the government decided to buy back firearms and strengthen gun control laws. POLITICS President Trump on Thursday said he has decided to impose punishing tariffs on imported steel and aluminum in a major escalation of his trade offensive, disappointing Republican leaders and inviting retaliation by U.S. trading partners. The president said he has decided on tariffs of 25 percent for foreign-made steel and 10 percent for aluminum. He acted after a Commerce Department finding that rising import volumes threatened U.S. security. “You will have protection for the first time in a long while, and you’re going to regrow your industries,” Trump told steel and aluminum executives at the White House. Investors appeared shaken by the news. The Dow Jones industrial average fell 420 points, closing down 1.68 percent. Trump initially planned a formal announcement for Thursday morning, canceled it amid pushback from opponents and then finally disclosed the tariffs in a meeting with industry executives. The decision is expected to trigger immediate legal challenges by U.S. trading partners

UN official: Pauses in attacks too brief DAMASCUS, SYRIA The five-hour daily pauses in fighting in the eastern suburbs of Syria’s capital — laid out under a “unilateral” plan by Russia — are not enough to take in aid or evacuate civilians, a top United Nations official said Thursday. Jan Egeland also said the U.N. Security Council resolution last weekend calling for a 30-day cease-fire has done little to improve the situation in the rebelheld region east of Damascus. “Since it was adopted, it did not get better — it got worse,” Egeland said. Eastern Ghouta was among the first areas to rise up against President Bashar al-Assad’s rule in 2011. For the first time, Putin claimed that Russia had successfully tested nuclear-propulsion engines that would allow nuclear-tipped cruise missiles and underwater drones to travel for virtually unlimited distances. He also warned that Moscow would consider a nuclear attack, of any size, on one of its allies to be an attack on Russia itself. Putin made clear that his declaration of Russian prowess was aimed at the U.S., which he accused of fomenting a new arms race by resisting arms control negotiations, developing new missile defense systems and adopting a more aggressive posture in its nuclear strategy. In doing so, he said, the U.S. had failed to take seriously Russia’s strength. “No one listened to us,” Putin said. “Listen to us now.” Pentagon spokeswoma n Dana White said U.S. officials were “not surprised” by Putin’s comments. Pro-gun Georgia lawmakers on Thursday made good on Republican threats to deny Delta Air Lines a hefty tax break after the company cut ties with the National Rifle Association in the wake of the deadly shooting at a Florida high school. Oshie may be among the Capitals’ most experienced players, but the 31-year-old is ready for a fresh experience Saturday when the Capitals face the Maple Leafs at Navy-Marine Corps Memorial Stadium in Annapolis. Oshie will be skating in his 650th NHL game, but his first outdoors, and will have nine family members in town from Seattle. The game at the Naval Academy is especially meaningful for Oshie. Both of his grandfathers served on the same Navy ship — the USS Saint Paul — years before his parents met. “It means a lot to my family that we’ll be playing there. You can never show enough
appreciation for the military and for what they do for us,” Oshie said. Oshie has seen bits and pieces of the NHL’s previous 24 regular-season games outdoors, and concedes he was jealous of those participating. After spending the first seven seasons of his career in St. Louis, Oshie was already in his second year in Washington when the Blues hosted the 2017 Winter Classic. The Capitals have played two games outdoors, a 3-1 win over Pittsburgh at Heinz Field in 2011 and a 3-2 victory over Chicago at Nationals Park in 2015. The former Bills great released a statement Thursday saying he is “shocked and deeply saddened” by the news, which was discovered following a test, and vows to once again fight to overcome the disease. Hoyas lack stopping power MEN’S BASKETBALL Coach Patrick Ewing’s efforts to rebuild Georgetown with a defense-first approach seemed to be paying off during back-toback close wins in mid-February. But the three straight losses that followed showed just how far Georgetown still has to go ahead of next week’s Big East tournament. Inconsistency on defense has been Georgetown’s biggest downfall this season. It’s the reason the Hoyas have lost six Big East games by five points or fewer and have consistently struggled to close out opponents. This season, Georgetown has allowed opponents to shoot 34.6 percent from 3-point range, which ranks 166th out of 341 Division I schools. That weakness carried into a late collapse Monday against Marquette. The Golden Eagles trailed Georgetown by 12 with 2:08 left in the first half but canned three 3s before the break and eventually won 90-86 in overtime. Last Saturday against Providence, Georgetown followed an impressive first-half defensive

Oldman is among our greatest living actors, but his turn as Winston Churchill isn’t even close to his best performance. He’ll take the trophy this year as kind of a symbolic Lifetime Achievement Award/Sorry You Haven’t Gotten One Yet, but Chalamet’s performance as a lovesick teenager is quiet, nuanced and immensely powerful. In 10 years, Chalamet will also be one of our greatest living actors, and in looking back on this performance, we’ll see more clearly just how good he was when he was just so young.

As host of Sunday’s Academy Awards (8 p.m., ABC), Jimmy Kimmel has nothing to do with the envelopes. “And I’m very glad I don’t,” says Kimmel, who also hosted last year. There are things he can control, though.
McDormand’s fierce performance as a griefstricken, rage-fueled mother bent on revenge (or justice, depending on your point of view) elevates an uneven script and is worthy of celebration, but its power isn’t enough to keep it in memory for a decade. Neither is any other lead-actress performance I could think of after going through the list of every movie I saw last year. I leaned toward Kristen Stewart (“Personal Shopper”) and Brooklynn Prince (“The Florida Project”) but couldn’t talk myself into either. Guess we’ll just have to wait and see.

It’s been a tough year for many. How will you strike the right tone as host? I want to make people laugh, and I want to appropriately honor the people who have been dreaming of this night for their whole lives, and let them enjoy it.
Darren Aronofsky’s bizarre biblical metaphor “mother!” was divisive. To say the least. Pfeiffer, though, was rightfully celebrated for her role as … actually, better not to say. She was funny and terrifying, often at the same time, and whenever she fixed her gaze on Jennifer Lawrence, you could feel the skill and power behind it. The film didn’t get any nominations, but it will be part of the cinematic dialogue for years (we just need some space from it), and Pfeiffer’s performance will be at the center of the conversation.
The always-great Rockwell deserves the win, but his flawed movie isn’t enough to ensure him a place in history. “Call Me by Your Name,” on the other hand, will still be around when we’re in flying cars. Much has been made of Stuhlbarg’s final monologue, but the reason it’s so powerful is that it emerges organically from Stuhlbarg’s complicated — and un-nominated — performance. His short time at center stage is a master class in quiet emotion and a subtle, shining moment that will stand the test of time.
You’ve gotten more political on your talk show. How much of that will you bring to the Oscars? I just try to be sincere, even when I’m joking. And I’m there to do jokes for the most part. But if there’s a moment where I … have something serious to share, then I will.
2028’s hindsight winner: “Mudbound” Netflix’s “Mudbound” was in theaters just long enough to put it in Oscar contention — and it did pick up four nominations, including Rachel Morrison’s for cinematography and Mary J. Blige’s for best supporting actress. But it didn’t get the recognition it deserved. It is a timeless story of race in America set in post-WWII Mississippi, beautifully shot by Morrison, masterfully directed by Dee Rees and full of absolutely perfect performances. Maybe in 10 years there will be a “What the hell were they thinking?” Oscar; if so, the American masterpiece that is “Mudbound” is a shoo-in.

FILM Your mission: Pay attention during “Red Sparrow.” “This is not a movie where you can sort of lay back,” says Francis Lawrence, who directed the espionage thriller. “You have to pay attention; you have to be thinking, ‘What are these people up to?’ If you want to lean back and let explosions and car crashes wash over you, it’s not your kind of movie.” “Red Sparrow” centers around Dominika Egorova (Jennifer Lawrence), a Russian ballerina who, after a horrifying injury, becomes a “Sparrow,” a spy highly trained in the art of seduction and manipulation. Dominika crosses paths with Nate Nash (Joel Edgerton), an American agent who isn’t sure if she’s actually into him or if she’s simply using her Sparrow training as a way to double-cross him. With all of these uncertain motives and emotions, the agents’ relationship is, to say the least, muddy. “Nate is really like the audience in many ways,” says Edgerton (“Loving,” “It Comes at Night”). “He’s going, ‘Can I trust this girl? Can I not trust this girl? Am I a puppet in her game, or does she have affection for me?’ ” Lawrence — who directed Jennifer Lawrence (no relation) in the three “Hunger Games” sequels — was very conscious about not being so ambiguous
TELEVISION In making a documentary about disgraced Hollywood mogul Harvey Weinstein, PBS’ “Frontline” wanted to focus less on what he did than on how the alleged sexual misconduct went on for so long. “Weinstein” airs at 9 p.m. Friday, two nights before the Academy Awards. Its richness comes in detailing the combination of fear, intimidation and self-interested passivity that papered over allegations of harassment and assault dating back nearly 40 years. Several of the more than 100 women who have come forward about the film producer’s behavior speak to “Frontline,” their stories unfolding with numbing similarity, usually starting with an unwanted request for a massage. To illustrate how long this has been going on, PBS interviews two women who worked on Weinstein’s first film in the early 1980s and kept their stories to themselves because they figured no one would care. “Frontline” also speaks with two ex-Weinstein employees, who reveal how things continued due to their own inaction. PBS did not interview Weinstein, but his camp discusses some accusations. The documentary’s final scene is of reporters recently cornering Weinstein as he gets into an SUV. “We all make mistakes.
