This austerity has led to overcrowded classrooms; schools without nurses, librarians, guidance counselors and supports to ensure children’s well-being; deteriorating school buildings with outdated teaching materials and technology; and unhealthy, unsafe environments. The testing fixation, coupled with austerity, has meant the loss of instruction in the arts, music and other programs; and disinvestment has led to huge increases in tuition and student debt as well as fewer course offerings and full-time tenured faculty. Starting today and throughout the month of March, educators and their allies across the nation are taking action to demand adequate investment in our public schools, colleges and universities, so students—particularly our most vulnerable and at-risk children—have the resources they need to succeed.

Enough is enough.

A cat named Stormy who’s spent more than six years in a remote Alaska general store has to leave. Officials notified the owners that the cat violates food safety standards. The Fritz Creek General Store near Homer has been home for Stormy since 2012, The Homer News reported Thursday. The Food Safety and Sanitation Program received a complaint about Stormy, and an officer saw her in the store, a spokesman for the agency said. (AP)

Galveston native Camp Bosworth created the show, including a 5-foot-long banana split. Curator Dennis Nance said Galveston’s Dairy Queen was destroyed by Hurricane Ike in 2008. What’s in a (new) name? Now that Harper plays for the Phillies, some local pets are getting new tags

many people are going to change the names of their pets.” While some fans may have grappled with that decision in the wake of Harper’s departure, at least one Nationals-loving family didn’t waste any time taking the plunge with their 5-year-old Goldendoodle named after the 2015 National League MVP. Virginia Tech sophomore Taylor Caskey, who graduated from Robinson High in Fairfax, immediately texted her parents when she saw the Harper news on Twitter. “Barf. Loser. [Our] dog needs a new name ASAP,” her mom, Jenny Caskey, replied. It wasn’t the first time a name change had been broached by the Caskey family. “We kept saying, if he gets traded to the Phillies, we are changing his name,” Taylor said. “We didn’t care if it was the Dodgers or someone else,

CULTURE Marlene Koenig broke the news to her 4-year-old orange tabby Thursday evening: Bryce Harper, the former Washington Nationals player for whom the feline was named, had signed a 13-year contract with the rival Philadelphia Phillies. “I sat him down and told him: You are now named for Harper Lee, the great writer,” said Koenig, an original Nationals season ticket holder. The cat, who is no doubt an admirer of at least the title of Lee’s most famous novel and occasionally dons a tiny Nationals cap, apparently took the news in stride. Koenig, the inspiration for the Cat-urday promotion that debuted at Nationals Park last year, said she never considered calling Harper by any other name. “I was an English major and a librarian, so this works fine,” she said. “In reality, I can’t imagine

but the fact that it was the Phillies just felt like a betrayal. Dogs are supposed to be loyal, and Bryce Harper was not loyal to the Nationals.” On Thursday, Taylor suggested the name Max, as in Scherzer, the Nationals’ ace. “Sorry, his name is Robles,” her dad replied. “Or Juansoto — I’m fine with either.” Max eventually won out, and when Taylor checked her phone after lacrosse practice, she had another text from her mom — a

mock baby announcement featuring Harper’s new name: Max Theodore Caskey. Taylor acknowledged that calling Harper by his new name when she returns from school will take some getting used to, but she isn’t concerned about Max adapting to his new name. “We’ve agreed that our dog isn’t the smartest dog and will pretty much respond to anything if we say it in a high enough pitch,” Taylor said. Chime the bells. The love birds Liberty and Justice — two bald eagles that have nested in a tree on the D.C. Police Academy property in Southwest D.C. — are back together. On Friday, experts said Liberty and Justice had been seen together at the nest that morning and on Thursday afternoon. Justice had been gone for about three weeks; it’s not clear where he was during that time. Experts say it’s unlikely the pair will have any eaglets this year. THE DISTRICT More than two months after D.C. Mayor Muriel Bowser, D, released a far-reaching plan to cut opioid overdose deaths in half by late 2020, key programs described in the plan have not yet been launched, according to city officials and service providers. The anti-opioid initiatives include a dramatic expansion of the availability of the overdose antidote naloxone and new treatment programs catering to overdose survivors in hospital emergency rooms. They were laid out by the mayor in response to one of the nation’s most severe increases in fatal overdoses over the last several years, most caused by heroin laced with the lethal synthetic opioid fentanyl. But both the naloxone expansion and hospital programs remain in the planning stages, city officials and others involved with the efforts acknowledged last week. Meanwhile, the D.C. Department of Behavioral Health — the District’s lead agency in combating the opioid epidemic — remains without a permanent director, approximately three months after the removal of former director Tanya Royster. City officials said Friday that the mayor’s plans for reducing overdose deaths are on track. Within two weeks, the Bowser administration will be issuing a revised, more detailed plan that lays out specific goals and timelines, said Department of Health Director LaQuandra Nesbitt.

Between 2014 and 2017, the District’s rate of fatal drug overdoses rose by 209.9 percent, according to CDC data. Critics say the city and Mayor Muriel Bowser, top, haven’t acted fast enough to combat opioid deaths.

“The city has been acting with a sense of urgency for quite some time,” said Nesbitt, who is now serving as interim director of the Department of Behavioral Health in addition to her role leading the health department. But the pace troubles some critics, who say the city has already

wasted years in its response to rising heroin and fentanyl deaths. “Every month that goes by . . . you still have overdoses and folks dying,” said Edwin Chapman, a longtime addiction medicine doctor who practices in Northeast. Chapman said that the initiatives the city plans have been

widely adopted elsewhere and should not be hard to get up and running. “This is not rocket science,” he said. D.C. Council Member Vincent Gray, chairman of the council’s health committee, said he did not see much progress. “I don’t think anybody can truthfully tell you that a lot has occurred,” Gray said. However, he said he would reserve judgment until he receives and reviews the new, more detailed plan Nesbitt has promised. In December, The Washington Post published a series on widespread shortcomings in the District’s response to surging opioid overdoses. Between 2014 and 2017, the city’s rate of fatal drug overdoses rose by 209.9 percent — an increase higher than that in any state and the ninth-highest among all U.S. counties, CDC data show. Wayne Turnage, acting deputy mayor for health and human services, said Friday that the Bowser administration has begun interviewing candidates to lead the Department of Behavioral Health. Turnage said the mayor wants to hire a new director “as soon as possible,” but was taking time to find a candidate with the right qualifications, including experience in public health efforts to address the opioid epidemic. “We don’t want to rush and end up with a candidate who is not a good fit,” Turnage said, “so that process is ongoing.” PETER JAMISON (THE WASHINGTON POST)

Loudoun County officials are investigating whether the Trump National Golf Club illegally cut down a dozen trees on the Potomac River shoreline and dumped them in the river. Officials said Friday that removing trees from the flood plain requires a permit, and the county is investigating whether the local ordinance was broken. The golf club faced criticism in 2010 after it cleared hundreds of trees to improve members’ view of the river. (AP)

Police: Husband, not beggar, killed woman Baltimore police say a man who reported his wife was killed by a panhandler last year was actually the one who killed her. Police announced murder charges Sunday against Keith Smith, 52, and his daughter, Valeria Smith, 28. Both were arrested in Texas. Police Commissioner Michael Harrison said the two were preparing to leave the country. Jacquelyn Smith was stabbed to death late last year in Baltimore. Harford Democrats call for Lisanti’s resignation Harford County Democrats are calling on one of their own to resign from Maryland’s House of Delegates after she admitted using a racial slur. Lisanti, a Harford County Democrat, was censured by the House on Thursday after she admitted using the N-word to describe work she conducted in Prince George’s County. Allies end drills on peninsula U.S., South Korea say move is meant to boost talks with Pyongyang SOUTH KOREA South Korea and the U.S. are eliminating their massive springtime military drills and replacing them with smaller exercises in what they call an effort to support diplomacy aimed at resolving the North Korean nuclear crisis. The decision announced by both countries Sunday came after President Trump complained about the cost of joint drills even as his high-stakes second summit with North Korean leader Kim Jong Un collapsed last week. The drills’ cancellation is an olive branch to North Korea,

which has viewed them as an invasion rehearsal. But some experts say it will likely weaken the allies’ military readiness amid worries that tensions may erupt again in the wake of the failed nuclear summit in Vietnam. The Pentagon said in a release that the U.S. and South Korean defense chiefs decided to conclude the Key Resolve and Foal Eagle series of exercises. It said the allies agreed to maintain firm military readiness through newly designed command post exercises and revised field training programs. Hamza bin Laden’s citizenship is revoked Saudi Arabia announced Friday it had revoked the citizenship of Hamza bin Laden, who is the son of the late al-Qaeda leader and has become increasingly prominent in the terror network. Two Sacramento police officers won’t face criminal charges for the fatal shooting of a black man following a chase that ended in his grandparents’ yard and started a series of angry protests that roiled California’s capital city, the county’s top prosecutor announced Saturday following a nearly yearlong investigation. Officers Terrance Mercadal and Jared Robinet acted within the law when they shot 22-yearold Stephon Clark seven times last March, Sacramento County District Attorney Anne Marie Schubert concluded, noting that the evidence supported their account that Clark was moving toward them when they fired. Schubert said the evidence, including their reactions captured on body cameras, supported the officers’ statements that they thought Clark was pointing a gun. It turned out Clark was holding only a cellphone. His family and their supporters expressed anger and disappointment, and accused Schubert of unnecessarily revealing grim details of

Clark’s personal life. Schubert said the decision not to file charges “does not diminish in any way the tragedy.” Schubert repeatedly apologized for raising the personal

details during her presentation. She revealed Clark was facing possible jail time after a domestic violence complaint two days earlier from Salena Manni, the mother of his two children.

He also had researched suicide websites including those that suggested using a tranquilizer, which was found in his system. The disclosures brought additional outcries from protest leaders and Clark’s relatives, including Manni, who said they weren’t relevant to whether the officers acted properly. Clark’s mother, SeQuette, held out the hope that her son’s death would result in systemic change. “This is just the beginning. The fight for justice has just begun,” she said outside the home where her son was killed. Clark’s family, including his two sons, his parents and his grandparents, filed a wrongful death lawsuit in January seeking over $20 million from the city and officers, alleging that they used excessive force and that he was a victim of racial profiling. Schubert also said for the first time that physical evidence showed Clark was the man who broke three vehicle windows and an elderly man’s sliding glass patio door. Previously, police had not said definitively that he was the vandal they were chasing. ANALYSIS Now that Bryce Harper is officially on another team’s roster, the Nationals’ outfield and lineup can be analyzed without the caveat that things would be much different if the former NL MVP somehow stayed in Washington. As Harper was agreeing to a 13-year, $330 million contract with the Phillies on Thursday, the Nationals were playing a spring training game with 20-year-old Juan Soto in left field and 21-yearold Victor Robles in center. They will be two major components to an outfield that, without Harper, also includes veteran right fielder Adam Eaton, Michael A. Taylor and 35-year-old Howie Kendrick, who can play the corner spots. None of the above players will be expected to replace Harper’s production and presence on their own. The Nationals will fill the Harper void by committee. In Soto, the Nationals a have a left-handed replacement for Harper in the middle of the order. They also have a potential franchise cornerstone coming off one of the best 19-year-old hitting seasons in history. It

was even better than Harper’s, important considering how often the two will be compared. Harper played 139 games at age 19, and Soto appeared in 116; they had the same number of home runs (22); and Soto had a better batting average (.292 to .270), a better on-base percentage (.406 to .340), a better slugging percentage (.517 to .477), more RBIs (70 to 59), more walks (79 to 56) and fewer strikeouts (99 to 120). Soto is the biggest reason to believe the Nationals’ outfield could thrive without Harper. Eaton will be the full-time starter in right field and bat first or second in the order. He has struggled to stay healthy in his two seasons with Washington but has proved to be consistently productive when on the field. The team’s situation in center field is not as clear cut. Manager Dave Martinez reiterated last week that Robles and Taylor are competing for the spot. Either will be a defensive upgrade over Harper, who occasionally struggled in center field and was not painted kindly by advanced fielding metrics.

Robles has two months of major league service time but has flashed the potential to be a fivetool player. He is still considered Washington’s top prospect and, if that translates, they’ll have a dynamic pair in him and Soto. If Robles needs more time to develop, especially after missing most of last year with an elbow injury, Taylor provides Gold Glove-caliber defense and is working on a shorter, simplified swing after slumping for the final months of 2018. Does this all mean the Nationals’ outfield is better off without Harper? It’s hard to improve after losing a six-time All-Star. But this is not an outfield that will hinder Washington’s quest to edge Harper and the Phillies — as well as the Braves and Mets — in the NL East. It is an outfield that could aid that effort considerably.

TV REVIEW It’s remarkable what happens when you take Michael Jackson out of the latest Michael Jackson scandal. Remove the usual “King of Pop” soundtrack and all that glitters, and things get so much clearer. The details are still appalling, but what we see and hear in “Leaving Neverland,” Dan Reed’s riveting and sharply convincing four-hour documentary, supplies the viewer with an unexpected measure of calm. Even the outrage feels at last like the real deal, instead of the manufactured byproduct of tabloids and TMZ. “Leaving Neverland,” a twopart HBO film that began Sunday before concluding tonight, is the story of two men: Wade Robson, 36, and James “Jimmy” Safechuck, 41. They each tell us, with the resolute certainty that they lacked as younger witnesses deposed and questioned in other

‘Leaving Neverland’ is a devastating look at allegations of abuse

cases, that Jackson sexually molested them when they were boys, starting in the late 1980s and early 1990s and continuing into their teenage years. What they are talking about is not just the creepy affection, playful roughhousing and tender hand-holding we were once told was the innocent expression of love between a man (Jackson), who sacrificed his own childhood to bring joy to millions, and the star-struck boys he was thus entitled to enjoy as special pals. What we get this time are disturbing, graphic and wholly consistent accounts of the predation, grooming and rape of two children. To say that we’ve all been here before and that many suspected this all along is an understatement; we simply have not been told this story in quite this way, at this level of frank detail. The biggest difference now, of course, is that Jackson is dead. The Jacksons object to “Leaving Neverland” as yet another opportunistic grab for Jackson’s considerable fortunes. There’s a

familiar echo in the Jackson family’s protest. In Michael’s world, his enemies live to make up terrible lies so that they can steal his money and ruin his name.

In that fragile falsetto that became his public speaking voice, Michael decried his haters long before it was cool to have haters, playing his charitable side to an advantage. How could I harm a child, he complained, when I love them so much? None of that self-pitying, saccharine logic stands up to the astonishing and empathetic discipline of “Leaving Neverland,” which remains focused all four hours on listening to Robson and Safechuck, along with their mothers, family members and spouses. Here, at last, is the Michael Jackson documentary that has little to no use for the routine adulation of Michael Jackson.

Things are not going better for Sam Fox. She’s a single mom to three daughters on “Better Things,” the FX series now back for Season 3 (10 p.m. Thursdays). It was created by Pamela Adlon and Louis C.K. (with whom she severed ties after his sexual misconduct scandal) but is now 100 percent her show. Or more like 300

percent. In addition to portraying Fox, she writes and directs. Adlon calls “Better Things” an exaggerated version of her life.
