In a major shift that will make some of Washington’s most impressive public spaces available for personal use, the federally funded Smithsonian has decided to rent its signature spaces for such celebrations as weddings, proms and other such events. As of March 1, individua ls, nonprofit groups a nd
corporations can host parties in more than a dozen venues, including the Renwick Gallery’s elegant Grand Ballroom, the entire National Zoo, the Natural History Museum’s iconic rotunda and the spacious Kogod Courtyard (shared by the Smithsonian American Art Museum and the National Portrait Gallery). “We have these extraordinarily beautiful buildings, and the fact that we haven’t been able to make them available for nonprofit fundraisers and personal, joyful celebrations has felt like a wasted opportunity,” said Rachel Goslins, the director of the Smithsonian’s Arts and Industries Building. The three-year pilot program
will bring in much-needed revenue for the museums that make up the world’s largest cultural organization, which must raise about $500 million in earned revenue and donations each year to supplement its $1 billion annual federal subsidy. It took more than two years for the policy to wend its way through the Smithsonian bureaucracy and receive approval. The Smithsonian’s previous special events policy, last updated in 2006, limited outside use of the federal buildings to co-sponsored events that individual museums would host for a donation. Yet despite the prohibition on private parties and outside fundraisers, many
of the spaces were busy. T h e ch a n ge a l lows t h e Smithsonian to catch up to other cultural organizations, including many in Washington. The National Building Museum, the National Archives and the National Museum of Women in the Arts are a few of the spaces that already host such social events. But these rentals don’t come cheap. Renting the whole zoo costs $150,000. That fairy-tale wedding in the Castle on the Mall will cost about $15,000 for rent and security and maintenance fees. Evans under fire over deals D.C. Council member faces criticism for ties to several businesses

Council said Council member Jack Evans, DWard 2, acted inappropriately when he emailed business proposals to potential employers and offered them his influence and connections as an elected official. Chairman Phil Mendelson, D, said the council would respond to Evans’ conduct but that he would first consult with Evans and other council members after meeting with council’s lawyer. “I believe our Code of Conduct provides that a member should not use council resources for personal purposes, for personal gain,” Mendelson said at a news conference Monday. “On the face of it, that appears to be exactly what happened.” Evans, the city’s longest-serving lawmaker, faces growing scrutiny after The Washington Post reported last week that he sent solicitations on his government email to law firms that lobby the District government. The Post also reported that a federal grand jury issued a subpoena to D.C. officials for documents related to legislation that Evans promoted in 2016 that would have benefited a digital sign company. The Washington City Paper reported Monday that “three or four” of Evans’ private clients also received subpoenas seeking documents and information in nfo formation
related to his work for them. Evans, through a spokesman, declined comment Monday. His lawyer, Mark H. Tuohey, did not return multiple messages. Tuohey told the City Paper that “any work that Jack performed was permitted by Council rules.” The council has a variety of ways to punish one of its own, including a vote of reprimand or censure, forming a special committee to investigate a lawmaker and removal of committee assignments. “I don’t want to speculate what the response would be at this point, but I do believe the Council does have to, depending on the degree, have to respond,” Mendelson said Monday.
Five members of the D.C. Council can vote to create a special committee to investigate a lawmaker, a step suggested in a letter to Mendelson by D.C. Council member David Grosso. By late Monday afternoon, Grosso was joined in that effort by Council members Elissa Silverman and Brianne K. Nadeau. “As the Chairman of the Council of the District of Columbia, you have the authority and responsibility to ensure that the integrity of the body is maintained, and that those who engage in ethically suspect behavior [are] fairly investigated and held accountable,” the letter said. Several progressive groups, including D.C. Working Families,

Family charged in woman’s killing Husband initially said panhandlers killed wife last year in Baltimore BALTIMORE The first details about the woman’s stabbing death in December were shocking. Police said Jacquelyn Smith had rolled down her window on a dark Baltimore street just after midnight to give a woman, who was panhandling in the
cold, money for her baby, only to be stabbed in the chest after a scuffle ensued for her wallet. Smith’s husband, who was in the car, had called 911 to report the attack and rushed Smith to a hospital, where she died, police said. The killing drew national headlines, its horror underscored by the story of the selflessness that had preceded it; Oprah Winfrey commented, saying it had prompted her to reconsider donating to panhandlers.
But on Sunday, Baltimore police announced arrest warrants for Smith’s husband, Keith Smith, 52, and his daughter, Valeria Smith, 28. The story about the panhandler appeared to have been concocted to cover up a premeditated murder, police said. The case’s unraveling drew widespread condemnation and criticism from officials in Baltimore about the way the apparently phony cover story had played on stereotypes of the city as crime-ridden and dangerous. “The information and the evidence points to: It was not a panhandler,” Baltimore Police Commissioner Michael Harrison said Sunday. “People took advantage of Baltimore. Bike-share isn’t shared equally Study finds it’s easier to access bikes in whiter, more affluent parts of D.C. TRANSPORTATION As he does most evenings, Scott — who only wanted to be identified by his first name — arrived at Union Station, having taken the MARC train from his job in Baltimore. He stopped at one of the 54 red Capital Bikeshare bikes that covered nearly an entire block on the east side of the station. Instead of trudging the mile home, he rode off. “It’s just quicker,” he said. Every few minutes around 5 p.m. one recent evening, others — all of them white — said much the same thing. Like three-quarters of regular Capital Bikeshare users, they got off the Metro and pedaled home. According to a study last month by the Urban Institute, you’re far more likely to have this convenience if you’re white, make more money and live west of the Anacostia River. The study, “Three ways bikeshare can counteract, not reinforce, DC’s disparities,” raises questions about the equity of the popular bike program, which allows people to make unlimited short trips for an annual $85 fee, or pay $2 each for rides shorter than 30 minutes. (Longer trips cost more.) The Feb. 11 study found that census tracts in the District with the largest percentage of white residents had an average of 2.36
bike stations, whereas the leastwhite areas had only 0.62. Areas with the highest percentage of people making $75,000 or more had on average 2.25 stations, while the least-welloff areas had half as many — 1.02 stations. The study did not look at other bike or scooter rental companies. Capital Bikeshare did not respond to inquiries about the report or why bikes are placed where they are. City transportation spokesman Terry Owens said a number of factors come into play, but one is that the program wants to emphasize putting new bike stations in the city’s core — “otherwise, when trips are made to the central business district, there may not be docks available for the new bikes.” Capital Bikeshare, in a report on the results of a 2016 rider survey, acknowledged it hasn’t made much progress in diversifying. Eighty percent of survey respondents were white, about the same as the 84 percent in 2014. Yipeng Su, one of the authors of the Urban Institute’s report, acknowledged the program faces a conundrum: Even when bikes are put in lower-income neighborhoods, they’re barely used. Four of the five least-used Capital Bikeshare stations in 2017, the most recent year examined by the Urban Institute study, were east of the Anacostia River.

The area directly around the station has the lowest income of the city’s 40 Metro stations. “My bike-riding days are over,” said one man in his 40s. Another said he didn’t trust using his credit
card to rent a bike. Others carrying construction helmets said they didn’t feel like pedaling home. To Su, it makes sense to put bikes where they will be used the most. But that also makes other disparities worse, she said. Poorer communities are less likely to have bike lanes, she said. So if that makes it less likely for lower-income people to ride bikes, then making bikes available based on ridership would just make it even less likely for people in poorer areas to have the same options as those in wealthier areas. The number of bike stations is also significant because the bikes can’t just be left sprawled on the sidewalk like scooters. They have to be docked at another station. Guaido returns to Venezuela CARACAS, VENEZUELA A defiant Juan Guaido returned home to Venezuela on Monday despite concerns the opposition leader might be detained, and he urged supporters at a rally to intensify their campaign to topple the government of President Nicolas Maduro. The 35-year-old leader of Venezuela’s National Assembly showed off his passport before climbing onto scaffolding and pumping his fist during the demonstration in Caracas, delighting euphoric followers whose efforts to oust Maduro have fallen short in a nation gripped by a humanitarian crisis. There were few security forces nearby and no immediate comment from Maduro’s government, which has tried to divert the public’s attention to Carnival festivities. While thousands of Venezuelans heeded Guaido’s call for protests coinciding with his return, many wonder whether he can maintain momentum against a government that has relentlessly cracked down on opponents, jailing or driving into exile top opposition leaders. “We know the risks that we face. House panel starts sweeping Trump inquiry WASHINGTON The House Judiciary Committee has launched a sweeping new probe of President Trump, his White House, his campaign and his businesses, sending document requests to 81 people linked to the president and his associates. Committee chairman Jerrold Nadler, above, said Monday the investigation is focused on possible obstruction of justice, corruption and abuse of power. The broad, aggressive investigation could set the stage for an impeachment effort, although Democratic leaders have pledged to investigate all avenues and review special counsel Robert Mueller’s report before trying any drastic action. Now that Democrats hold a majority in the House, the new probe is a sign that Trump’s legal and political peril is nowhere near over, even as the special counsel’s Russia investigation winds down. States file suits to block abortion rule changes COURTS A coalition of 20 states and California Attorney General Xavier Becerra separately announced lawsuits Monday seeking to block changes to the Title X family planning program that would shift tens of millions of dollars from Planned Parenthood toward faith-based pregnancy clinics. The lawsuits seek a court injunction to stop the rule from taking effect in 60 days. The filings are the first of what is expected to be a flurry of challenges to the new rule that would affect more than 4 million low-income women who receive services including cancer screenings and pregnancy tests through the Department of Health and Human Services program. The California suit was filed Monday in U.S. District Court in San Francisco. The multistate lawsuit, brought mostly by Democratic-controlled states, is expected to be filed today in U.S. District Court in Eugene, Ore. Washington, D.C., Maryland and Virginia are participating in the lawsuit. “Everyone deserves the ability make their own decisions about their health care,” Kate Brown, governor of Oregon, which is leading the 20-state effort, said in a statement. “It is appalling

A new study, led by Berlin-based scientist Dario Lupianez, sequenced the DNA of Lil Bub, who has polydactyly and a rare bone disorder called osteopetrosis. She never developed teeth, and she stopped growing around 4 pounds. An initial test found that Lil Bub’s polydactyly resulted from the same gene mutation that causes it in Ernest Hemingway’s famous six-toed cats. VATICAN CITY Declaring that the church “isn’t afraid of history,” Pope Francis said Monday he has decided to open up the Vatican archives on World War II-era Pope Pius XII, who has been criticized by Jews for staying silent on the Holocaust. Francis told officials and personnel of the Vatican Secret Archives that the archive would be open to researchers starting March 2, 2020. Pius, above, was elected pontiff March 2, 1939, six months before World War II erupted in Europe. He died in 1958. The Vatican usually waits 70 years after the end of a pontificate to open up the relevant archives. But the Holy See has been under pressure to make the Pius XII documentation available sooner, while Holocaust survivors are still alive. The Catholic church has been widely criticized for not doing enough to stand up to the Nazi regime. The Vatican has defended Pius, saying he used behindthe-scenes diplomacy to try to save lives. Francis said that Pius was “criticized, one can say, with some prejudice and exaggeration.” In Jerusalem, the Yad Vashem Holocaust memorial commended the decision and expressed the expectation that “researchers will be granted full access to all the documents stored in the archives.”

Deadliest U.S. tornado since 2013 leaves at least 23 dead after raking rural Alabama LEE COUNTY, ALA. Rescue crews using dogs and drones searched for victims amid splintered lumber and twisted metal Monday after the deadliest U.S. tornado in nearly six years ripped through a rural Alabama community. At least 23 people were killed, some of them children. Dozens were missing in Lee County nearly a day after the twister struck, according to the sheriff, who said crews had combed the hardest-hit areas but that other places had yet to be searched. The winds Sunday afternoon obliterated numerous homes, leaving huge, jumbled piles of wood and household belongings. Some homes were reduced to concrete slabs. Debris was scattered across the countryside, with shredded metal hanging from the pine trees. “I’m not going to be surprised if we don’t come up with some more deceased. Hopefully we won’t,” coroner Bill Harris said. He said the dead included almost entire families and at least three children, ages 6, 9 and 10. nation+world Closing consulate seen as latest step that may undercut peace talks JERUSALEM The United States has officially shuttered its consulate in Jerusalem, downgrading the status of its main diplomatic mission to the Palestinians by folding it into the U.S. Embassy to Israel. For decades, the consulate functioned as a de facto embassy to the Palestinians. Now, that outreach will be handled by a Palestinian affairs unit under
the command of the embassy. The symbolic shift hands authority over U.S. diplomatic channels with the West Bank and Gaza to Ambassador David Friedman, a longtime supporter and fundraiser for the West Bank settler movement and fierce critic of the Palestinian leadership. The announcement from the State Department came early Monday in Jerusalem, with the merger effective that day. “[The move] does not signal a change of U.S. policy on Jerusalem, the West Bank, or the Gaza Strip,” State Department
spokesman Robert Palladino said in a statement. Palestinian official Saeb Erekat called the move “the final nail in the coffin” for the U.S. role in peacemaking. The downgrade is just the latest in a string of divisive decisions by the Trump administration that have backed Israel and alienated the Palestinians. Are the Redskins desperate enough to trade for a quarterback who’s coming off a dismal rookie season just because he fits under the salary cap and can be used as a new marketing tool? Buyer beware. The Arizona Cardinals are looking to unload 2018 first-rounder Josh Rosen after he went 3-10 as a starter last season. It seems his 14 interceptions and 66.7 passer rating were bad enough for the Cardinals to want to draft a replacement with the No. 1 pick on April 25. Most likely, they will go with Kyler Murray after he measured up well last week at the NFL combine. The Redskins are reluctant to admit that Alex Smith won’t be ready to return this fall from a broken leg, and coach Jay Gruden claims to have complete faith in Colt McCoy. But as the Redskins play coy, they are also linked to every available passer leaguewide. Washington just has to be
careful not to pull another Donovan McNabb trade. Why would the Redskins want someone else’s reject? If your friend hated his new car because it ran poorly and offered it to you for nearly full price, wouldn’t you think twice about buying it? The Redskins need to go slow here. If someone beats them to trading for Rosen, so be it. Sure, the Redskins’ tight salary cap would make the three seasons Rosen has left on his rookie contract very attractive. Washington doesn’t even have $10 million to spend on a journeyman free agent passer. The Redskins need someone much cheaper. With the No. 15 overall draft pick, Washington would have to settle for the fourth- or fifth-best passer in this draft class, and that would be a big reach. There doesn’t appear to be a receiver worth taking that high, either. That means the Redskins could target an edge rusher or safety at No. 15, but it would probably be best to trade down for more picks

rather than forcing a selection. Rosen was chosen No. 10 overall last year, so the Cardinals will want the Redskins’ No. 15 pick. Arizona will pretend there’s a bidder’s market to tempt Washington into overpaying for Rosen, who’s really worth a third-rounder — maybe a late second-rounder — at most. Washington is known for overpaying in trades under owner Dan Snyder, and he desperately needs a marketable passer to sell tickets. McCoy won’t sell peanuts at FedEx Field, much less seats. Still, if Arizona wants to dump a first-round quarterback after one year, there’s
a big reason. Why should Washington pay for the Cardinals’ mistake? Giving up a third-rounder for Rosen would be a reasonable deal, and the Redskins will probably be tempted to offer a second. But a first — that’s insanity. Rosen had limited talent around him and is supposedly better than he showed last season. But the Redskins’ offense isn’t filled with gamebreakers, either. Washington needs a fire-sale price or it will get burned.
Troy Brown Jr., who was drafted No. 15 overall last summer, could finally be carving out a role in the Wizards’ rotation. The 19-year-old has logged double-digit minutes in three straight games after not playing most of February. Veterans praise Brown for his willingness to listen and behind-thescenes diligence. Tomas Satoransky said: “He’s a very humble rookie. He’s a guy that wants to learn a lot.” Trevor Ariza said: “When I get to the gym, he’s usually there or we’re arriving at the same time. His work ethic is there and that’s the main reason he’s getting more minutes.” And more minutes are likely to come in the team’s final 19 games. “Well, it’s 60 games in,” coach Scott Brooks said. “He’s earned it.” (THE WASHINGTON POST)

ANALYSIS Once Bryce Harper signed with the Phillies last week, it seemed the NL East arms race may have finally reached its conclusion. Not so fast. A person familiar with the Nationals’ plans said the team remains interested in signing star closer Craig Kimbrel — a seventime All-Star who recorded six saves last postseason for the World Series-winning Red Sox. Signing him makes sense for the Nationals, with their bullpen a potential question mark despite the additions of Trevor Rosenthal and Kyle Barraclough. But it could also make sense for two of their NL East rivals; reports indicate the Phillies and Braves are in the mix, too.

If the Phillies get Kimbrel, 30, it would cap an offseason shopping spree that included landing Harper on a 13-year, $330 million deal, trading for star catcher J.T. The defending division champion Braves, for whom Kimbrel pitched from 2010 to 2014, could
use bullpen help after adding third baseman Josh Donaldson to an already loaded lineup. The Nationals have positioned themselves for a tight division race that should include the Phillies, Braves and Mets, who added power and relief pitching this winter. Female officials may finally be coming to NHL HOCKEY In 2015, Katie Guay, above, became the first woman to officiate in Division I men’s college hockey. Might she also become the first woman to referee an NHL game one day? Of the five major professional sports, the NHL is the only major league to not have a woman officiate on its stage, exhibition or otherwise, and it is actively looking to change that. To help identify potential future officiating talent for the NHL and other professional leagues, the NHL has been encouraging women to participate in its annual combine. NHL Director of Officiating Stephen Walkom said the league plans to reach out to Division I hockey coaches this year for help spreading the word about the NHL Exposure Combine to their seniors, women in particular. Guay was one of seven women who were invited to the combine this past August, but she and two others had scheduling conflicts. Violet Palmer became the first woman to call an NBA game in 1997. After Sarah Thomas made her debut as an NFL official in 2015, she worked a playoff game between the Patriots and Chargers in January. While there hasn’t been a female umpire in an MLB game, women have worked spring training games. Sandra Hunt, Nancy Lay and Kari Seitz all worked as center referees in MLS roughly two decades ago. A healthy lifestyle and an anti-inflammatory diet can help control these disorders right nutrients, maintaining a healthy weight, managing stress and sleeping regularly can help prevent an autoimmune flare. “Nutrition, the intestinal microbiota, the gut mucosal immune system, and autoimmune pathology are deeply intertwined,” a 2014 study reads. In other words, what we eat and the health of our digestive tract are directly connected to our autoimmune system. Other studies suggest that autoimmune issues can be managed by healing a damaged gut. The gut is where foreign substances first interact deeply with our bodies. This is likely why almost 70 percent of our immune system lies in and around our gut, so it can react when toxic things enter our systems. Since the gut is directly tied to the immune system, it is important to keep it healthy. You can do this by cutting out foods that inflame the gut, limiting unnecessary medications that can alter its bacteria balance and consuming prebiotics (such as artichokes and asparagus), probiotics (such as kimchi and miso) and bone broth to build a healthy mix of bacteria.
What’s behind the recent celery juice trend? It all started with a blog post on Goop by Anthony William, aka the “Medical Medium,” who claims he communicates with the “Spirit of Compassion” to get “extraordinarily accurate health information.” William, who has no medical or scientific certification, called celery juice a “miracle juice” that can heal people who suffer from chronic illnesses. Because I want to please people, it puts me in a situation where I don’t want to disappoint them and am afraid to say no, but I also know I’ll be miserable if I go. I know what limits I need to set for myself, and I prioritize the things I want to, but I need a better way of just saying no to the things I don’t. Respectfully declining an invitation in order to see to your own needs is not a crime. But remind yourself that the sooner and more definitively you do it, the less you can be accused of being a ghosting flake (or a flaking ghost) — which does venture into crime territory, at least from a civility standpoint. So be early and clear, and don’t talk yourself into circles that give people
openings to pressure you. Give yourself permission to say a firm no with little explanation. “I’m so sorry I won’t be able to make it. I hope you have a wonderful time!” Often with social anxiety, the goal is to push through angst by actually attending events you ultimately would like to attend. But in this case, it’s just as important to push through your angst in saying no.

I am not trying to be unkind, but I’m getting a strong vibe of “sitcom character” from you. I’d urge you to read your letter again, and pick up on the irony: You are worried a girl is steamrolling your son, so your reaction is to try to steamroll her (and your son) in the process. Seriously. If he can’t decide for himself what is acceptable and what is not in terms of his nickname (and I’m assuming he is far past the preschool years), then what can he decide? How would he even be autonomous enough to be in a relationship? If he hates the name, it will be a growth experience for him to speak up himself. If he likes it, then you have no right (or reason!) to intervene. And if you’re worried that he has somehow learned to be overly dominated by strong-willed women (how curious!), then commit to not be doing the dominating.

1966-2019 Luke Perry, the rebellious teen idol of the 1990s TV series “Beverly Hills, 90210,” who in recent years played the father of another high school heartthrob in the CW drama “Riverdale,” died Monday. He was 52. His publicist, Arnold Robinson, said Perry had suffered “a massive stroke” but did not say precisely where he died. The actor had been hospitalized since Wednesday, when an ambulance was called to his home in Los Angeles. Perry was a frequent guest actor on television and is slated to appear in Quentin Tarantino’s upcoming film “Once Upon a Time in Hollywood.” Since 2016, he had starred in “Riverdale” — based on the Archie Comics series — as Fred Andrews, the divorced father of Archie (played by K.J. Apa). But it was “Beverly Hills, 90210” that defined him for a generation of viewers. The show centered on a pair of Minnesota twins, played by Jason Priestley and Shannen Doherty, who move to Southern California and adapt to life at glamorous (and fictional) West Beverly Hills High. The series premiered on Fox in 1990 to dismal ratings and reviews but took off the following year. Drawing millions of viewers each week, it ran for 10 seasons, spawned a spinoff series, “Melrose Place,” and served as a model for teen dramas such as

1969-2019 Keith Flint, the fiery frontman of British dance-electronic band The Prodigy, was found dead Monday at his home near London, the band said. He was 49. Prodigy co-founder Liam Howlett said in an Instagram post that Flint killed himself over the weekend. “The news is true,” he wrote. “I’m shell shocked … confused and heart broken,” he wrote. Police confirmed that the body of a 49-year-old man had been found at a home in Brook Hill, northeast of London. They said the death was being treated as non-suspicious and a file would be sent to the coroner — standard practice in cases of violent or unexplained deaths. Flint was the stage persona of the band, whose 1990s hits “Firestarter” and “Breathe” were an incendiary fusion of techno, breakbeat and acid house music. He was renowned for his manic stage energy and distinctive look: black eyeliner and hair spiked into two horns. The Prodigy sold 30 million records, helping to take rave music from an insular community of partygoers to an international audience.
