A 3-year-old Nubian goat is poised to become the first honorary pet mayor of the small Vermont town of Fair Haven. The goat, named Lincoln, was chosen by townspeople at the community’s Town Meeting Day voting. The Tuesday ballot of 16 pets was open to all town residents. Most of the other candidates were dogs and cats; a gerbil named Crystal also was a candidate. Lincoln takes office this coming Tuesday for a one-year term. (AP)
A New Jersey town is putting some bite in an ordinance that could result in hefty fines and even jail time for owners of barking dogs. The Saddle River council is amending a one-sentence noise rule to prohibit dogs from barking, howling or yelping for more than 15 to 20 minutes. Saddle River Borough Administrator Jerry Giaimis said one incident in particular prompted the change. He said he couldn’t elaborate on what the incident was. (AP)

The Greene Turtle, a popular bar near Capitol One Arena, has agreed to a buyout that will enable Monumental Sports and Entertainment to begin construction on a proprietary business concept. There’s speculation that part of that space will be used for a sportsbook. The D.C. Council legalized sports betting in D.C. in December, and granted Monumental Sports and Entertainment CEO Ted Leonsis the option to open Las Vegasstyle sportsbooks on site. THEATER Two local theaters are making it OK to have your phone out during performances. Both Signature Theatre and Arena Stage are incorporating the GalaPro system into their theaters. The app, which has been in use on Broadway for years, allows deaf and hard of hearing patrons to follow along with a show in real time in a way that open captioning (where words are displayed on a screen near the stage) and ASL-interpreted performances cannot. “If you want to attend a performance with three of your friends and they don’t need accommodation, then sitting with you could be difficult,” says Mai Yamada, head of U.S. operations and marketing for GalaPro. Most open captioned and ASL-interpreted performances require patrons to sit in certain seats. Moreover, those accommodations are typically only available at very few performances, with tickets that sell out quickly. “It seemed to be an almost

MARYLAND The Maryland House of Delegates on Thursday approved a measure to allow the terminally ill to end their lives with a doctor’s help. The House voted 74-66 for the bill, with 73 Democrats and one Republican voting for the measure, and 25 Democrats and 41 Republicans voting against it. The measure would allow adults to obtain a prescription for life-ending drugs if a doctor finds they have six months or less to live. The physician must certify that the person has the capacity to make the decision, and the prescription can only be self-administered. Supporters say they have included safeguards in the legislation. For example, a patient would have to make three requests, including one in private with a physician. “It’s the right time,” said Del. Shane Pendergrass, D-Howard, the lead bill sponsor in the House, who has introduced the bill four of the past five years. “There are people suffering.” The measure, which now goes to the Senate, prompted supporters and opponents to discuss personal experiences that have shaped their views on the matter. While she slowly recovered, Bartlett said she recognized many do not. “If things had been different for me — for me — not for someone I loved, but for me, and I only had six painful months to live or if I am ever diagnosed with a terminal illness with a short life expectancy, I do not want anyone forcing me to live in pain or in a drugged state or die humanely in starvation in hospice,” she said. Opponents expressed concerns that vulnerable older people would be susceptible to pressure from others to end their lives. “They are extremely vulnerable to persuasion from their

Nic Kipke, a Republican who is the House minority leader. “It takes little imagination to understand how abused patients might be persuaded to request doctor-assisted suicide.” Laws allowing medical aid in dying are legal in seven states — California, Colorado, Hawaii, Montana, Oregon, Vermont and Washington — as well as D.C. Gov. Larry Hogan has said it’s an issue that “I really wrestle with from a personal basis.” Hogan, a Republican, told reporters last month that he would take a close look at the measure, if lawmakers send the bill to his desk.
Loudoun County officials say the Trump National Golf Club violated zoning laws by cutting down trees without a permit in a flood plain along the Potomac River. A statement Wednesday outlines alleged violations that could result in fines of at least $600 for the golf club. The county ordered the golf course to stop all activity in the flood plain until it obtains the necessary permits. Trump golf course officials, who have 30 days to appeal the violations, did not immediately respond to requests for comment. The golf club already faced criticism in 2010 after it cleared hundreds of trees to improve members’ view of the river. Critics say cutting the trees can contribute to erosion and create a safety hazard in the river. (AP/TWP)

The amount donated to George Mason University’s Antonin Scalia Law School, which will allow the university to hire 13 new faculty chairs. The gift, announced Thursday, is the largest ever received by the public university in Northern Virginia. It comes from the estate of Allison and Dorothy Rouse. on a YouTube series called “All the Stations.” “One of the big themes on the show was to go out and go to places where you wouldn’t normally go,” said Hague, who’s been posting his photos of the stations online. “I thought that was a cool idea.” Recent figures released by Metro show that 87 percent of rail trips from last July through December were on time, compared to 66 percent during the same period in 2017, largely because increased use of new trains has reduced problems. Hague has noticed. There seem to be fewer “daily disasters.” Still, Metro’s figures show only 75 percent of weekend trips are on time and, Hague said, there are enough frustrating days like Saturday that the improvements haven’t reversed public perception. “And public perception is that Metro isn’t doing very well.” But Hague has also seen how

METRORAIL With long waits between trains on weekends these days, taking Metro seems like the last thing anyone would want to do on a Saturday. But last Saturday, as he’s done most weekends for the past six months, Justin Hague got on a Silver Line train at Wiehle-Reston East. With the train running only to Ballston because of track work, he got off there and waited eight minutes for an Orange Line train. He texted the reporter he was on his way to meet that he was going to be late as his train crawled, single-tracking, to Metro Center. Because it was a weekend. And weekends mean track work. He was doing all this for fun. No, Hague, who is 29 and has a round, affable face and wirerimmed glasses, isn’t crazy. He’s on a mission. He’s trying to visit all 91 Metro stations. When he transferred to the Red Line and finally got to BrooklandCUA later that day, it was the 67th station he’d visited. He’s been to stations on every line, and to the ends of most of the lines. To Shady Grove, Glenmont and Greenbelt, Largo Town Center, Huntington, Vienna and Wiehle-Reston East. He’s been to Dupont Circle, Federal Triangle, Mount Vernon Square and the Pentagon. If there were a station named after a rhombus or a trapezoid, he’d go there. When he got to Metro Center, apologizing for being 20 minutes late, he was — as he usually is on these excursions — traveling alone. “None of my friends are as interested in Metro as I am,” he said. As he stood on the platform waiting for the Red Line, he explained that he’d gotten the idea from watching a couple visit all 2,563 rail stations in Great Britain

Metro can still get you to interesting places. Early last New Year’s Eve, he went to check out the Arlington Cemetery station. Walking around afterward he found himself standing in the rain by the Netherlands Carillon belltower. Alone in the dark, he listened to 50 bells play Auld Lang Syne. At the end of the Yellow Line, he found that Huntington station was built into a hillside. “It’s visually interesting

because it has a back-to-nature feel to it. Nature is slowly taking over again. There’s plant life growing on it,” he said, raising his voice to a shout to be heard over some announcements. Despite the magic of that night listening to the bells, other stops are more like the Griswolds visiting the Grand Canyon in National Lampoon’s “Vacation.” Clark Griswold, played by Chevy Chase, takes in the view for a second, nods and says, “Great. Let’s go.” “NoMa,” Hague answered without hesitation when asked which stations were just meh. “It’s a very boring station.” It had been almost an hour and a half since he left Wiehle-Reston East. For as long as it took to get there, he didn’t linger. He took a couple of pictures and said he had to go meet some friends at U Street to play board games. “OK, I’m off to be a nerd,” he said, parting. “Or a different kind of nerd for the rest of the afternoon.” KERY MURAKAMI (EXPRESS)
Q. There was some good news out of Metro this week about the annoying wait for doors to open. But what about the problem of doors closing too fast when people are still trying to get on? As @franzirook described on Twitter this week, “Great job @wmata. Squeezing an infant in a stroller in the door because you cannot stop longer than 15 seconds at busy stations allowing ppl to get off and on.” A. The good news is Metro announced Monday that it has been testing a return to opening car doors automatically when sensors detect a train has come to a complete stop. That could mean an end to the annoying five-second wait for the doors to open now, while the train operator looks out to make sure they’re opening the doors on the correct side. But even when doors open automatically, train operators will still be responsible for closing them. Metro spokeswoman Sherri Ly said “train operators have to balance the need to accommodate customers with the need to keep the line moving.” A train that “dwells” too long at a station will delay trains behind it, she said. Metro factors into its schedule trains being stopped for at least 20 seconds at a station and as much as 50 seconds at busy transfer points like Metro Center. KERY MURAKAMI (EXPRESS)

The bull market for U.S. stocks turns 10 years old this weekend. Since rising from the rubble of the financial crisis in 2009, this bull market has faced several near-death experiences. Worries about everything from debt problems in Europe to the global trade war have nearly derailed it. But in each instance, the market steadied itself before notching a 20 percent loss, a reversal that would have turned the bull market into a bear. This bull market RICHARD DREW (AP)
has rewarded the faithful with a return of more than 400 percent, including dividends. Even investors who bought S&P 500 index funds at the 2007 peak and subsequently lost more than half their money now have more than double what they started with — if they resisted the urge to sell. Through the first year of the bull market, stocks surged about 75 percent. But by spring of 2010, markets had a new concern: Could Greece pay its bills? Greece’s economy was small, but the worry was that its debt problems could spill over into the global economy. Mixed data on the U.S. economy also raised concerns, and investors were talking about a “double-dip recession,” where the economy would fall back into contraction soon after the 2007-09 Great Recession.
In August, Standard & Poor’s stripped the U.S. government of its “AAA” credit rating, and one of the wildest weeks in Wall Street’s history got underway. The S&P 500 had swings of 4 percent on four straight days, each time in a different direction. The bull market nearly expired during that week: At its lowest point, the S&P 500 had lost nearly 18 percent from a prior peak set in April of that year. By October 2011, it was down 19.4 percent.
During this bull market, China overtook Japan as the world’s second-largest economy. China provided much of the momentum for a global economy that was desperate for growth following the Great Recession. U.S. companies increasingly depended on China’s surging economy. U.S. stocks buckled in the summer of 2015 and at the turn of 2016 as China’s torrid growth slowed. The country’s economy grew 6.9 percent in 2015, still a high rate but the slowest in 25 years.
In February, a report showed that workers’ wages rose more than economists expected. That sounds like a good thing, but investors grew nervous that higher labor costs would erode corporate profits. It also increased the chance of the Federal Reserve getting more aggressive about raising interest rates to forestall a surge in inflation. Since the Great Recession, low rates engineered by the Fed had helped to lift corporate profits and the stock market.
At the end of 2018, many fears converged to bring the bull market the closest it’s come to death over the past 10 years. Investors were fearful the Fed’s policy of gradual interest rate increases would put the brakes on the U.S. economy. China’s growth was slowing, and it was locked in a trade dispute with the U.S. By Christmas Eve, the S&P 500 had dropped 19.8 percent from its record, set in September. But a helpful Fed and rising corporate profits fueled a rebound.

When Donelan Andrews decided to plan a trip to England with some girlfriends, she purchased travel insurance from Tin Leg — a subsidiary of Squaremouth. “I always read all the fine print,” said Andrews, 59, a high school teacher who lives in Thomaston, Ga. “I know I sound like a nerd, but I learned to read contracts so you don’t get taken advantage of.” Andrews was deep into page seven of the policy when something jumped out at her. The contract read: “We estimate that less than 1 percent of travelers that purchase a travel insurance policy actually read all of their policy information — and we’re working to change that.” It said the first person to email the company and mention the fine-print contest would win $10,000. The company said it started the contest a day earlier, and in that time had sent out 73 policies to different customers. Andrews was the first to email. “We want people to read it because we want people to understand what they’re covered for and not covered for,” Squaremouth spokesperson Jenna Hummer said. “It makes everybody’s life a lot easier.” In addition to the $10,000 Andrews won, Squaremouth donated $5,000 each to the two Georgia schools Andrews works for, as well as another $10,000 to Reading Is Fundamental, a children’s literacy charity. POLITICS The House on Thursday passed a measure broadly condemning hate, as Democrats seek to move past a controversy over alleged anti-Semitic comments from freshman Rep. Ilhan Omar. The resolution, which passed on a 407-to-23 vote, condemns antiSemitism and anti-Muslim bias in equal measure, a shift from a draft circulated Monday that rebuked only anti-Semitism. Neither mentioned Omar, D-Minn., or her comments specifically. “It’s not about her,” House Speaker Nancy Pelosi, D-Calif., said of Omar. “It’s about these forms of hatred.” Thursday’s vote reflected Democratic leaders’ concerns that the acrimonious issue is overshadowing their legislative agenda, including the expected passage Friday of a sweeping election and ethics reform bill. The vote was briefly delayed Thursday afternoon as House leaders made further changes to the resolution, broadening it again to acknowledge prejudice against more minority groups. Omar suggested last week that Israel’s supporters have an “allegiance to a foreign country,” remarks that angered some Democrats who saw them as hateful tropes. Her defenders argued

that leadership was applying a double standard in singling out one of the two Muslim women in Congress. The resolution posted Thursday indirectly repudiates Omar’s comments, saying that “accusations of dual loyalty generally have an insidious and pernicious history” and noting that such an accusation “constitutes anti-Semitism because it suggests that Jewish citizens cannot be patriotic Americans and trusted neighbors.” But it also includes language condemning anti-Muslim bigotry and incidents of mosque bombings and planned domestic terrorist attacks targeting Muslim communities. in the West Virginia state Capitol falsely linking Omar, a Somali American immigrant, to the terrorist attacks of Sept. 11, 2001. The seven-page resolution also acknowledges that white supremacists have targeted “traditionally persecuted peoples, including African-Americans, Latinos, Native Americans, Asian-Americans and Pacific Islanders and other people of color, Jews, Muslims, Hindus, Sikhs, the LGBTQ community, immigrants, and others.” Numerous Democrats expressed hope that the new resolution could help Democrats put the Omar controversy behind them. Archaeologists have confirmed the longtime suspicion of historians that the famed Alcatraz prison in San Francisco was built over a Civil Warera military fortification. Researchers found a series of buildings and tunnels under the prison yard. A study published last week in “Near Surface Geophysics” said archaeologists used ground-penetrating radar and terrestrial laser scans and historical maps and photographs. SCIENCE It is a big step for women. If all goes according to plan, on March 29, astronauts aboard the International Space Station are scheduled to conduct the first all-female spacewalk. BUSINESS In a scene probably worth millions of dollars in free advertising, President Trump displayed a spread of sandwiches from some of the country’s biggest fast-food chains inside the State Dining Room of the White House on Monday as college football players looked on. With cameras rolling, he offered a presidential endorsement of “all-American” restaurants including McDonald’s, Chickfil-A and Wendy’s. “We like American companies, OK?” Trump said, standing before hundreds of Big Macs and chicken sandwiches alongside the FCS college football champion North Dakota State team. “Go eat up. Enjoy yourselves, everybody.” But the companies haven’t been quick to return the affection or attempt to cash in on the presidential product placement, with McDonald’s, Chick-fil-A and Wendy’s all remaining silent about Trump’s endorsements. When Trump held a similar event in January, Burger King was the only company to reference it on social media — by mocking Trump for misspelling the word hamburger in a tweet. “[D]ue to a large order placed yesterday, we’re all out of hamberders,” Burger King tweeted on Jan. 15, a day after Trump honored the Clemson football team with Whoppers and Big Macs, adding that it was “just
serving hamburgers today.” The corporate reticence underscores the tense relationship between a polarizing president and top U.S. consumer brands. The companies behind some of the president’s favorite products, including Sharpies, Big Macs and Diet Cokes, have kept him at arm’s length, even as he has lavished them with public praise and highlighted their products in the White House. “It used to be that brands would love to get an endorsement from the president,” said Tim Calkins, who teaches marketing at Northwestern University. “Now, if anything, I think these companies probably squirm a bit.” Trump’s own divisive brand makes him a less-than-ideal endorser for companies seeking to avoid the partisan fray, Calkins said. Several companies and White House officials did not respond to requests for comment. Redskins rent new QB REDSKINS The Redskins, in dire need of a quarterback, agreed Thursday to acquire Case Keenum from Denver, according to two people familiar with the discussions. The Redskins will send a sixthand seventh-round pick in the 2020 draft to the Broncos. The trade was first reported by NFL Network. Denver has reworked Keenum’s contract so that the Broncos will pay him a $500,000 restructuring bonus and will take on $3.5 million of his salary this season. The Redskins will also pay Keenum $3.5 million. Keenum, 31, will be a free agent after the 2019 season. Trades cannot be announced until the new league year starts Wednesday, but Washington will want to complete a deal before
teams can begin talking to other teams’ free agents Monday. Keenum is not the big-name quarterback some expected the Redskins to chase this spring. But with veteran Alex Smith unlikely to play in 2019 — and perhaps never again after he suffered a compound fracture in his leg in November and had multiple surgeries for infection — Washington needs someone to compete with Colt McCoy for the starting job. By trading for a quarterback who has started 54 games in his career, the Redskins get a oneyear rental at a bargain price, freeing them to take a quarterback in next month’s draft who can be developed while Keenum or McCoy start. Aye, aye, ‘Captain’: Finding the power to be who we are other women’s, minus the flaming hands. She’s told she’s too emotional. She’s told she thinks too independently. When she arrives on Earth, she’s even told that her clothes are wrong and that she needs to smile more. What Carol hears most of all, from all sides (except, to his great credit, from Nick Fury, who is too busy playing with the kitty), is that she needs to control her power — which is a not-very-subtle code meaning her emotions. And I assure you, up there with hearing that our clothes — or our bodies — are wrong and that we need to smile, women hear quite frequently that we need to control our emotions. After all, if we get really upset in public we’ll never get a Supreme Court seat. Watching Carol learn that her feelings aren’t getting in the way of her power — that they, in fact, ARE her power — is tremendously moving. That’s not to say that Carol starts out unsure of herself; her very walk signifies confidence. (At one point, she’s striding down a crowded sidewalk and doesn’t step aside for anyone approaching her. Go outside and see how many women you spot who don’t swerve around someone who’s walking toward them.) However, her limitations are not, contrary to what she’s been told, her fault. It’s

Earnest teen-sexual-identity drama “Giant Little Ones” is not the movie it initially seems to be. But that doesn’t mean it’s much better than the movie it seems to be either. The story of two longtime best buddies (Josh Wiggins and Darren Mann) who end up in bed together, Keith Behrman’s film faces a real problem: It’s a comingout drama in which no one actually comes out. “Captain Marvel,” as a movie, is pretty good. It’s also great. The latest planet in the Marvel Cinematic Universe, “Captain Marvel” introduces us to Vers, née Carol Danvers (Brie Larson), a member of the Kree, a race of aliens who are basically interplanetary cops. She’s often at odds with her crew leader, Yon-Rogg (Jude Law), who is constantly reminding her that she needs to fight with her intellect, not with her emotions. (She also fights with her flame-shooting hands, a trait that should make the action figures interesting. “Captain Marvel: Now with arson action!”) The Kree are at war with the Skrulls, a race that can take the shape of any life form; after a Kree-Skrull run-in, Vers ends up on Earth in the mid-1990s, whereupon she must stop a Skrull invasion. The screenplay has its share of lazy tropes and clunky dialogue, but it still delivers a sense of fun, some lovely moments with old friends, and Samuel L. Jackson (pre-reprising his role as Agent Nick Fury) playing with a kitty. Now on to the great part: Carol’s story (as in 2017’s “Wonder Woman,” she’s never referred to by her superhero name) is the same as so many

the world’s perception of her and her strengths that has been keeping her from reaching her full potential. Earthbound, non-superpower-having women experience this all the time. Some don’t speak up in meetings, but it might be because there’s a culture in the room that says we’re shrill if we do. Some give fake phone numbers to guys we’re not interested in, but it
might be because the world makes us feel compelled to give a kind-of yes instead of a straight-out no. Some stay in abusive relationships, but it might be because entertainment targeted at women often tells us that passion looks like violence and love like obsession (helllooooo, “Twilight”). “Captain Marvel” is a reminder that women are limited not because of what we are or are not doing, but because we’re taught that it’s us — not society — that needs to change. It’s too bad that “Captain Marvel” is only pretty good. But for women who almost never get to see our experiences told through the lens of a hero, getting our own pretty good movie is pretty great. ‘Woman at War’ meditates on human nature
Kidnapping drama ‘The Wedding Guest’ is packed with twists
FILM REVIEW It’s a while before we learn anything, even a name, about the title character in “The Wedding Guest.” Played by Dev Patel, who delivers an unexpectedly stoic — yet predictably appealing — lead performance, he is a man of deep professionalism and equally deep mystery. Jay, as we eventually come to know him, has multiple passports, each of which uses a different name, and all of which he has carefully packed in his luggage as he prepares, methodically, to fly from London to Lahore, Pakistan. Upon arrival, he embarks on a road trip west, ultimately ending up in a small town called Younganabad. Along the way, Jay picks up a couple of guns, some heavy-duty duct tape and multiple rental cars, presumably to use in a getaway of some sort. Despite a title that sounds like a rom-com, “The Wedding Guest” initially gives the impression that it is a conventional thriller.

Before two days have dawned in Younganabad, Jay has managed to abduct a bride-to-be, Samira (Radhika Apte) — at gunpoint — from her well-to-do family’s compound on the eve of her own wedding. It is not quite as efficient an operation as Jay has led us to expect of him: An armed guard is killed trying to stop Jay. But then things get really weird — and a lot more interesting. Jay, it turns out, has been hired
by Samira’s lover, Deepesh (Jim Sarbh), to save her from an arranged marriage she doesn’t want. But what happens between the kidnapping and the reunion of Deepesh and Samira — and even after that reunion — is a satisfyingly unpredictable meditation on female agency, in a culture in which women are too often treated as a man’s possession. Writer-director Michael Winterbottom (“The Trip to Spain”) is a shape-shifting filmmaker, and he continues that mutable pattern here, giving Patel the kind of role we’re not used to
seeing him in. Jay is not exactly a hero, although he has a kind of honor and perverse honesty. Nor is he the film’s antihero. For one thing, he’s a coldblooded killer. For another, the film belongs just as much to Apte, whose complex, contradictory character makes a great case for the argument that the film is misnamed for another reason. It’s her story, not his. In truth, it’s both of theirs, but not in the way you might think. A lesser storyteller would have brought Jay and Samira together. For a while, “The Wedding Guest” looks as though that’s where it’s going. And then — well, saying more would spoil the pleasure of the film, which surprises, in small ways, at every turn. Samira, like Jay, is no saint. Deepesh calls her a “snake” at one point, but he misses the point. She’s not treacherous because she defies his — and our — expectations. She’s simply human. FILM REVIEW In a clever twist of counterprogramming, Magnolia Pictures is releasing “Woman at War” the same day as “Captain Marvel,” presumably to give viewers more than one chance to see a female superhero get to work. As this intriguing, visually stunning movie opens, a woman named Halla is tightening her bow and sending an arrow across an array of utility towers, a real-life Artemis whose precise goal remains elusive in a mostly silent sequence. Played by the Icelandic actress Halldora Geirharosdottir, Halla doesn’t speak until she encounters a farmer who agrees to help her in her quest: to protest the Icelandic government’s cooperation with polluting corporations, in this case by temporarily paralyzing an aluminum smelter. The film has all the contours of a taut, paranoid thriller, if you can imagine that set within the tidy, brightly lit environs of Iceland. Benedikt Erlingsson, who wrote and directed “Woman at War,” doesn’t force viewers into one line of thinking. A film that could be a reflexive celebration of radical political action instead becomes a thoughtful meditation on the ethics of extremism, the limits of nonviolence and the proper response to global threats that aren’t just environmental or economic but existential.
