DWj_ed Student Loans Could Be ‘Next Debt Bomb’ in U.S. MWi^_d]jed Bankruptcy lawyers have a frightening message for America: They’re seeing the telltale signs of a student loan debt bubble that is placing increased financial pressure on families struggling with their children’s mounting debt. According to a recent survey by the National Association of Consumer Bankruptcy Attorneys, more than 80 percent of bankruptcy lawyers have seen a substantial increase in the number of clients seeking relief from student loans in recent years. In most cases, those clients could not meet the federal hardship standards that are necessary to discharge a student loan through bankruptcy proceedings. Instead, many of these parents or guardians who co-signed the student loans face the prospect of losing their life savings, cars or homes to collection agencies for aggressive private lenders. Users of the Dulles Toll Road are worried because they face higher rates to help pay for more than 50 percent of the rail extension’s cost. Nearby residents express concern that the higher toll rates could push drivers onto already-clogged secondary roadways. Meanwhile, some businesses wonder whether Fairfax and Loudoun counties might balk at making their full contributions for the 23-mile rail line. The first phase of the $6 billion Silver Line is under construction from Falls Church to Reston and is expected to open in late 2013 or 2014. Construction on the second part of the project, which will run to Dulles International Airport and into Loudoun, is expected to start in January and be completed in five years. Dulles Toll Road rates are expected to rise sharply over the next few years. Tolls for a one-way trip that now costs $2.25 could increase to $4.50 as early as next year, according to a consultant’s report for the Metropolitan Washington Airport Authority, which operates the toll road and is supervising construction of the Silver Line. By 2018, tolls for that oneway trip could rise to $6.75. The increased rates could drive down the number of trips

Officials at the Virginia Department of Transportation, however, aren’t as worried. Hari Sripathi, the agency’s regional operations director, said drivers won’t abandon the toll road — even with higher rates — immediately. “People are not going to flood the secondary roads overnight,” he said. There are plans to enlarge part of Route 7 from Reston Parkway to Tysons Corner from four lanes to six, he said, which could help handle some additional traffic. “Not everybody is going to use the arterial streets,” he said. “Some a re going to leave their cars and use rail. A man has been sentenced to 15 years in prison for his role in the killing of a University of Maryland student. Stephan Weaver was sentenced Friday in Prince George’s County Circuit Court after pleading guilty to charges including attempted robbery with a dangerous weapon and conspiracy to commit robbery. Prosecutors say Weaver acted as the getaway driver in January 2011 when the student, Justin Vance Desha-Overcash, was killed in his off-campus apartment during a botched robbery. When I was chief engineer for a program at the Federal Aviation Administration, we

had a test where an air traffic control system needed to demonstrate over a period of 72 hours straight that it could run with stability. We had this one problem. At hour number 36, it would encounter a problem and go down for a day and a half. It must’ve occurred 10 to 15 times. Eventually, we finally figured out how to fix the problem. Once we fixed it, it was smooth sailing.

:[]h[[ Wj W :_ijWdY[ Even for students close to campus, online graduate classes offer flexibility 9ekhi[i Education at the click of a mouse only sounds easy, says Tim Jarrett. “I actually find the online courses to be a little bit more challenging, a little harder,” says the 32-year-old student, “partly because you have to keep yourself motivated.” The Catonsville, Md., resident is one of the growing numbers of students choosing to earn a degree online — in Jarrett’s case, from Johns Hopkins — even

though he could easily take classes at his school’s brick-and-mortar campus. Jarrett has a full-time job managing software developers at Johns Hopkins University’s Engineering for Professionals (EP) program. Part time, he works toward a master’s degree in computer science through the same program. Even though he’s attended classes on campus in the past, Jarrett prefers to learn online. “What I like about the online class, especially compared to EP’s other face-to-

Some students choose to study online because they have a full-time job or family obligations; others study online simply because it’s convenient. Money is rarely a factor: Most schools charge the same tuition regardless of whether the student takes the class online or

For instance, Georgetown’s Department of Nursing offers an online master’s program (Online.nursing.georgetown.edu) that replicates the on-campus structure, says Jeanne Matthews, the department’s interim chairwoman. Clinical work is completed at university-approved sites near where the student lives. “This is a regular Georgetown degree,” Matthews says. “It just happens to be delivered through an online modality. There’s no difference in what the students are expected to do in the time they spend with us.” Online students have access to the same career and academic counseling; libraries; and writing centers as campus-based students. one thing all Web-based students need to succeed is a lot of self-motivation. “For any students who really need their hand held, they really need someone scaffolding their learning and telling them what to do, I’m not sure that online learning is the best for them,” says Natalie Milman, associate professor of educational technology and coordinator of George Washington University’s fully online Educational Technology Leadership program

(Gwu.edu/~etl). From the schools’ perspectives, online offerings can increase matriculation and name recognition. “You’re trying to reach out to people who couldn’t get to campus otherwise,” says Stephen Ehrmann, GW’s vice provost for teaching and learning. Some of the 7.5 percent of GW students enrolled in online degree programs live as far away as Japan. First offered a year ago, Georgetown’s nursing program has attracted 340 students — many in rural

Institutions examine one another’s performance using government-approved processes, so “if a program is accredited, it really means something,” says Stephen Ehrmann, vice provost for teaching and learning at the George Washington University. Curriculum. Find a program that meets your learning goals and make sure the platform the school uses to deliver it is easy to navigate and supported technically around the clock, says Mary Kelty, manager of Information Technology and Distance Education at Johns Hopkins University’s Engineering for Professionals program. Faculty. Ask about instructors’ backgrounds in the subject matter and their track record both at the school and in online teaching, Ehrmann says. Also, check out the support system for teachers, says Lisa Powers, a student in GW’s education technology and leadership program. “Some instructors might have a difficult time moving from a traditional lecture-based discussion to an online discussion,” she says. Support. How a school handles services for remote students is important, says Susan Henderson, director of online strategies and programs at EDUCAUSE. “They should be able to expect the same services that an on-campus student receives — except for parking,” she says. “The accrediting agencies actually require that any institution that offers online degree programs be able to provide the same level of services and the same services to their students that a traditional student on campus receives.” S.K.

Lack of face time is a concern for some, but it’s becoming less so, thanks to new technology. “We have Web conferencing, where students can engage with each other and form teams or do group projects, so there’s a lot more technology that allows for collaboration and making them feel part of something and not so isolated,” says

She signed up for Code Year, an interactive programming course, after seeing an article in Slate. The weekly courses on JavaScript haven’t been too much of a drain on her time, and she can do them when she wants. “The exercises are short,” she says. “It’s no harder than checking your email.” And, like email, the weekly classes are free. Zach Sims, one of the minds behind Code Year, said he designed the classes to be very manageable. “It’s the new technical literacy,” Sims wrote in an email. “Programming helps to make almost everything easier — it’s simpler for financial analysts to create better models, easier for journalists to data-mine and collect statistics.” Before you start a class, be sure to do your homework. Washington career counselor Karen James Chopra advises her clients to go to informational interviews with professionals in their field before enrolling in any programs. At these interviews, she encourages her clients to ask professionals whether there are any skills that might help them stand out. “Too often people do the training in lieu of the networking and job searching,” she wrote in an email. “Then when the training is done, they still have to do the job searching, and they are out a lot of money.” AMANDA ERICKSON

How one man’s talent for juggling chaos inspired a new career: professional organizing Scott Roewer, 38 J?JB;0 Certified professional organizer and president of Solutions by Scott (202-249-8330, Solutionsbyscott.com) I7B7HO0 Professional organizers charge, on average, $50 to $150 an hour based on experience and type of project, Roewer says. M>7J >; :E;I0 Roewer cuts through the clutter. One day might find him combing through a company’s paperwork; the next day he might be knee-deep in a closet overflowing with outdated clothing. Roewer starts off with a phone assessment, then tours the space to see which clutter-control methods will work best. Organizing can be messy. “I’m climbing into some very dirty closets and basements and attics,” Roewer says. “It’s often not very pleasant.” And the job requires discretion. “You’re sometimes hearing and see-

ing things that could be very sensitive in nature,” he says. “So you have to be very trustworthy.” Certified by the Board of Certification for Professional Organizers, Roewer must adhere to a code of ethics. If he violates that, his certification could be revoked. Clients find Roewer on the Web or via the National Association of Professional Organizers (Napo.net), of which he is a member. He doesn’t pay for advertising, instead preferring to get his name out through networking, professional organizations and tools like his blog, Declutteryou.com. tidy home. An organizer has to be something of a jack-of-all-trades. “I need to know the legal ramifications for keeping certain paperwork; the best way to store and fold cashmere; and how to install closet systems so that they don’t fall out of the wall,” Roewer says. People skills are a must. Organizers work one-on-one with clients and often have to persuade them to get rid of things with sentimental value. “Sometimes people break down emotionally,” he says.

teacher and meeting planner, Roewer got into organizing after listening to a friend complain about the chaos in his life. “I did a whole ‘while you were out’ makeover on his home,” he says. “He was shocked and amazed and said, ‘Scott, people would pay you to do this for them.’” That friend helped Roewer start his business in 2004. Roewer enrolled in classes on organization and other topics including hoarding and space planning. He was certified through the Board of Certification for Professional Organizers (Certifiedprofessionalorganizers.org). >EM OEK 97D =;J J>?I @E80 The National Association of Professional Organizers offers an online professional organizer curriculum (Napo.net). The Institute for Challenging Disorganization (Nsgcd.org) also offers classes and certification. Do your homework before enrolling in a training or certification program. “There’s no official licensing for our industry, and anyone can start a website that says ‘Become a professional organizer,’” Roewer says. We share the same brain.” Their synapses may be networked, but few have a hard time telling one Duplass from the other: Mark Duplass is far more recognizable than his older brother, Jay. From the time the two wrote and directed 2005’s “The Puffy Chair” (a micro-budgeted highlight of the “Mumblecore” movement), Mark Duplass has been increasingly active in front of cameras, too. Honing a likably shaggy Everydude persona, he has upped the charm factor of such unusual indies as “Humpday” and the upcoming “Your Sister’s Sister.” At the same time, he’s spent three seasons on FX’s ensemble comedy “The League” and popped up in the

Ben Stiller vehicle “Greenberg.” The peculiar flavor of a Duplass brothers film results from a lot of improvisation and much back-and-forth in the editing stage. Though each film’s plot is firmly scripted ahead of time, the dialogue heard in theaters may not resemble what was on the page. Actors “know exactly the trajectory of the scene and what needs to happen,” Mark Duplass explains, but “can re-say those words in ways that are more comfortable to them.” The goal is capturing the way sticky
