Museum’s new ‘front door’
verbatim
THE DISTRICT Seeking to raise its visibility and welcome more visitors, the Hirshhorn Museum plans to redesign its sunken sculpture garden to create an expanded entrance on the Mall and directly connect the artsy oasis to the museum’s main plaza. “This is an opportunity to create a new front door for the Hirshhorn on the Mall,” said Hirshhorn Board Chairman Dan Sallick. “You have 25 million people walking on the Mall every year and right now our garden is largely invisible.” Artist and architect Hiroshi Sugimoto, who redesigned the Hirshhorn’s lobby last year, has created the concept for the 1½-acre garden, part of Gordon Bunshaft’s celebrated Brutalist design of the Smithsonian’s modern and contemporary art museum. The design plan, released Monday, reorganizes the garden’s many separate spaces into three key areas — one for the modernist works on view, a second for

performances and a third for new installations. The new spaces will allow the museum to program more events and showcase more art, officials said. “The plan recognizes the shifts in art-making in the 40-odd years since we were founded,” said Hirshhorn Director Melissa Chiu. “Many artists create work on a larger scale, and we want to create a space for performance and other interactive work.” The Smithsonian Museum and Sculpture Garden opened in
1974 to display the collection of donor Joseph H. Hirshhorn. The garden was extensively modified in 1981 by landscape architect Lester Collins. The Hirshhorn’s board authorized the museum to move forward with the redesign at a meeting earlier this month. The cost is being determined, but Chiu said it would be funded by a combination of federal dollars and private donations. The museum will begin a required community review of the
plan in the coming weeks, and it must be submitted to the city’s design boards for approval. In addition to a new entrance, Sugimoto’s design provides accessible entries on the north and south sides of the garden and reopens a tunnel under Jefferson Drive to the Hirshhorn’s main plaza. “We wanted to look carefully at the garden and make it just as active as the museum and d fully draw visitors,” Chiu said.

Park Service pothole fix? Slow down. TRANSPORTATION For the thousands of drivers who have barely managed to avoid being swallowed by one of the potholes on the Baltimore-Washington Parkway, their commute has entered another circle of hell. The National Park Service decided the potholes present such a danger to motorists that it lowered the highway’s posted speed limit to 40 mph from 55 along one stretch. The lower speed is in effect between Routes 197 and 32. “Lowering your speed will make it safer for you and for the crews working every day to address current road conditions,” Park Service Superintendent Matt Carroll said in announcing the change earlier this month. Potholes appear to have hit the Washington region especially hard this year, with the dramatic temperature swings and repeated freezing and thawing creating perfect conditions for the craters to multiply. So, a curious driver might ask, why not just fix the potholes instead of lowering the speed limit on a road that carries 125,000
cars daily? The 29-mile parkway is one of the busiest thoroughfares in the region for commuting between Washington and Baltimore, and it connects to several major job centers. “If you are saying you have to slow down the speed limit in order to ensure the safety of drivers, OK, we get it, safety first, you can’t be mad at that. But please do something to fix the roadway,” said D.C. resident Bashon Mann, a Navy lieutenant commander stationed at Fort Meade. What the parkway really needs, officials say, is a complete overhaul. The Baltimore-Washington Parkway has long shown signs of wear and tear. A need to resurface the road was identified a decade ago, but repaving has been done only in segments as funding has become available, park service officials said. The section of parkway that is in the worst shape, where the speed limit was lowered, is expected to undergo a major repaving starting in the fall. It would be the first complete repaving of the parkway in 20 years. Officials say improvements have already been made from the District line to the Patuxent River Bridge near the Maryland

The final phase of that project is scheduled for completion in 2021. “We are currently investigating more immediate solutions while working with the Federal Highway Administration to try and expedite the start of this phase of the repaving project,” park service spokeswoman Jenny Anzelmo-Sarles said. 2 brothers, another man get parole in 1994 slaying
Most Virginians to get credits on electric bills
Three Virginia men found guilty in a 1994 slaying have won their parole, but they say that’s not enough. The Daily Press reports that the three say they’re innocent in the killing of 19-year-old Steven Anthony Smith and want to clear their names. The Virginia Parole Board most recently voted to release 40-year-old Darryl Leon Hunter, who was 15 when Smith was killed. Two other men — Reginald Lee Fletcher Jr., 44, and Nathaniel Dale Pierce, 49 — have been released. Pierce and Hunter are brothers. Newport News police arrested the three a few weeks after Smith was killed in July 1994.
Most Virginians will get a credit on their electric bills this year because of a federal tax overhaul. The State Corporation Commission announced Friday that Dominion Energy customers will get a onetime customer credit by July 1. Customers of Appalachian Power will get their credit by Oct. 1. Both companies had reduced rates on an interim basis after the federal corporate income tax rate was lowered from 35 percent to 21 percent starting in 2018. Dominion is the state’s largest electric utility and Appalachian Power is the state’s second-largest electric utility. (AP)

Ridership hits low point Metro sinks to fewer than 600,000 average weekday trips for first time since 2000 METRO Metro ridership has hit another low, sinking to fewer than 600,000 average weekday trips for the first time since 2000, before the original system was completed, according to the agency’s latest performance report. Despite pleas from riders and advocacy groups for more service and an internal Metro report that points to the need to boost ridership — and ways to do so — agency officials and board members show little urgency to address the decline. Ridership fell from a 2008 peak of 750,000 weekday trips to fewer than 650,000 during the transit agency’s SafeTrack rebuilding program. Between July and December, average weekday ridership was 595,000, according to the agency’s latest report. Metro General Manager Paul Wiedefeld included several riderfriendly initiatives in his proposed budget for the fiscal year that begins July 1. Among them: increasing service on the Red and Yellow lines, expanding the window of rush-hour service, gradually
moving to all eight-car trains, and a flat $2 fare on weekends. But some, including the agency’s Riders’ Advisory Council, have said those plans don’t go far enough to address what have become some of the agency’s chronic problems: too few trains and too many service disruptions sending riders to alternatives such as ride-hailing services Uber and Lyft, and modes other than public transit. Additionally, Maryland and Virginia — along with the Metro board members who represent them — have said they are unwilling to provide the extra money that would be needed to fund Wiedefeld’s proposals. The board will vote on a budget this spring. Still, even the measures Wiedefeld proposed would produce only marginal gains in ridership: 1,000 to 3,000 additional daily riders for the increased Yellow Line service, for example, compared to an additional 10,000 to 20,000 riders that would be gained by running all-day, rushhour-level service under a recommendation made in an internal
“I think [the ridership decline] reflects trends that have been continuing over a number of years. … I’m not sure there’s any really good solution.” MICHAEL GOLDMAN, a Metro board member who represents Maryland, on the agency’s declining ridership
agency ridership growth plan. Capital projects included in the budget are projected to hurt ridership even more. Among those projects: the system’s longestever rail line shutdown, for 101 days. The agency will shutter six stations south of Reagan National Airport for three months to rebuild platforms on the Blue and Yellow lines beginning in May. “I think the board is very concerned about ridership,” Metro
Md. House passes bill that would allow state to use collection agency to pursue out-of-town toll debtors
board Chairman Jack Evans said. “But I think that at least with Maryland and Virginia, they are also very concerned about cost. And it appears the cost … the cost was overrunning the ridership issue.” Evans said the board will ultimately be forced to make compromises, although some proposed by board members, such as charging peak fares for the additional rushhour service, would wipe out any ridership gains. Amid mounting pressure from the board to keep the agency’s spending under control, Wiedefeld has ceded ground on some of the measures he proposed. Asked by the board late last month, for example, which of the improvements he would select if he had to choose two, Wiedefeld opted for extending all Red and Yellow line service to their endpoint stations. The board had already nixed one of the more dramatic proposals — expanding the rush-hour windows without an accompanying fare increase. FAIZ SIDDIQUI (THE WASHINGTON POST)

Metro’s ridership has fallen from a 2008 peak of 750,000 weekday trips to fewer than 600,000.
Advocates say Metro must focus on service METRO To bring back riders, advocates say, Metro needs to focus its attention on service — in addition to long-term investments that will bring more passengers. “Transit agencies and cities must invest in new capacity where population and jobs will propel ridership gains,” wrote New York-based TransitCenter in its annual analysis of rail, bus and paratransit ridership in 35 cities late last month. “They also need to think at the level of the network — improving one or two transit routes in isolation is not going to cut it.” The group found that transit ridership is growing in only seven regions — gains propelled by bus ridership growth in areas that underwent significant network restructuring or boosts in service; among them are Seattle, Houston and Austin. Metro is in the midst of a regional bus overhaul targeted for completion by July 2020, but it’s unclear whether it will rise to the level of a full-network redesign seen in cities such as Houston, Baltimore and Richmond. Ben Fried, director of communications for TransitCenter, said Metro’s situation calls for significant efforts to bolster ridership, lest it risk losing some riders permanently. “I think they risk squandering this culture of transit riding that has taken many decades to build up,” Fried said. “You can’t take that for granted.” FAIZ SIDDIQUI (TWP)

Trump submits $4.7T budget POLITICS President Trump proposed a record $4.7 trillion federal budget for 2020 on Monday, relying on optimistic 3.1 percent economic growth projections alongside accounting shuffles and steep domestic cuts to bring future spending into promised balance in 15 years. The deficit is projected to hit $1.1 trillion in the 2020 fiscal year, the highest in a decade. The administration is counting on robust growth, including from the Republican tax cuts, to push down the red ink. Some economists, though, say the bump from the tax cuts is waning, and they project slower growth. The national debt is $22 trillion. Even with his own projections, Trump’s budget would not come into balance until 2035. Trump said in a letter to Congress accompanying the plan that the country’s next step must be “turbocharging the industries of the future and establishing a new standard of living for the 21st century.” Presidential budgets tend to be seen as aspirational blueprints, rarely becoming enacted policy, and Trump’s proposal for the new fiscal year, which begins Oct. 1, sets up a showdown with Congress over priorities, including his push for $8.6 billion to build a U.S-Mexico border wall. Despite the large projected

deficits, Russ Vought, the acting director of the Office of Management and Budget, said the administration has “prioritized reining in reckless Washington spending” and shows “we can return to fiscal sanity.” Some fiscal watchdogs, though, panned the effort as more piling on of debt by Trump with no course correction in sight. Maya MacGuineas, president of the Committee for a Responsible Federal Budget, said Trump “relies on far too many accounting gimmicks and fantasy assumptions and puts forward far too few actual solutions.” She

warned the debt load will lead to slower income growth. Trump’s budget proposes increasing defense spending to $750 billion — and building the new Space Force as a military branch. To stay under budget
caps, the plan shifts a portion of the defense spending, about $165 billion, to an overseas contingency fund, which some fiscal hawks will view as an accounting gimmick. To counter those increases, it reduces nondefense accounts by 5 percent, with cuts recommended to many economic safety-net programs. The budget imposes work requirements for those receiving food stamps and other government aid as part of the cutbacks. It cuts the Department of Housing and Urban Development by 16 percent and Education by 10 percent. Trump’s budget would reopen two health care battles he lost in his first year in office: repealing the Affordable Care Act and limiting future federal spending on Medicaid for low-income people. Under the budget, both programs would be turned over to the states starting in 2021. The Democratic chairman of the House Budget Committee, Rep. John Yarmuth of Kentucky, called the proposed cuts to essential services “dangerous.” One area of increased health spending would be $291 million to “defeat the HIV/AIDS epidemic” with hopes of eliminating 90 percent of new infections within 10 years. It would also increase resources to fight the opioid epidemic, the administration said. It provides $200 billion toward infrastructure, much lower than the $1 trillion plan Trump once envisioned. SHAH ALAM, MALAYSIA One of two women accused of killing North Korean leader Kim Jong Un’s half brother by smearing VX nerve agent on his face was freed after two years of detention Monday when Malaysian prosecutors unexpectedly dropped the murder charge against her. Indonesian Siti Aisyah and her Vietnamese co-defendant, Doan Thi Huong, have said they thought they were taking part in a prank for a TV show. Prosecutors did not give any reason for the remarkable
retreat in their case against Aisyah in the killing of Kim Jong Nam at a busy Kuala Lumpur airport terminal. Indonesia’s government had lobbied repeatedly for her release. Vietnam has pushed less hard on behalf of Huong, and recently hosted leader Kim Jong Un for an official visit and a summit with President Trump. Aisyah cried and hugged Huong before leaving the courtroom and being ushered away in an Indonesian Embassy car. She told reporters that she had only learned Monday morning that she would be freed. She flew back to Jakarta, Indonesia’s capital, later Monday and thanked the president and other officials for their help.
“I feel happy, very happy that I cannot express in words,” she told reporters at Jakarta’s airport. “After this I just want to gather with my family.” Huong, who remains on trial, was distraught. “I am in shock. My mind is blank,” she told reporters. The two women had been the only suspects in custody after four North Korean suspects fled the country the morning of Feb. 13, 2017, when Kim Jong Nam was killed. The trial is to resume Thursday, and prosecutors are expected to reply to a request by Huong’s lawyers for the government to withdraw the murder charge against her as well.

Under pressure, Tucker Carlson won’t apologize Fox News host Tucker Carlson refused to apologize Sunday after audio surfaced of him degrading women and airing controversial opinions about statutory rape and underage marriage on a radio program between 2006 and 2011. Carlson was widely criticized following a report from the nonprofit Media Matters for America that compiled and transcribed more than a dozen instances of the host appearing on the “Bubba the Love Sponge Show,” a popular radio program broadcast from Tampa. In the segments, Carlson suggested underage marriage is not as serious as forcible child rape, called rape shield laws “totally unfair” and once said he would “love” a scenario involving young girls sexually experimenting. He also described women as “extremely primitive,” and used words such as “pig” and the C-word to describe them. In a statement emailed to The Washington Post on Sunday, Carlson took a defiant stance. “Media Matters caught me saying something naughty on a radio show more than a decade ago,” he said. “Rather than express the usual ritual contrition, how about this: I’m on television every weeknight live for an hour. If you want to know what I think, you can watch. Anyone who disagrees with my views is welcome to come on and explain why.” ALLYSON CHIU

Wreckage is piled at the Ethiopia Airlines crash scene outside Addis Ababa.
The Ethiopian government declared a national day of mourning Monday as the recovery efforts continued. Ethiopian Airlines reported that the plane’s flight data recorder and cockpit voice recorder have been recovered. The hope is that the instruments will offer critical details about what may have happened in the minutes before the Nairobibound flight crashed. “At this stage, we cannot rule out anything,” Ethiopian Airlines CEO Tewolde Gebremariam said, the BBC reported. The investigative team includes representatives from the FAA as well as the National Transportation Safety Board. Those aboard the flight represented more than 30 nationalities and included several individuals traveling to a United Nations environmental conference. Thirty-two Kenyans, 18 Canadians and eight Americans were among the dead. “The environmental community is in mourning today,” the U.N. Environment Program said in a statement, describing the loss of “seasoned scientists, members of academia and other partners.” The organization’s global headquarters is in Nairobi. The crash drew immediate comparisons to the October crash of Lion Air flight 610. All 189 passengers and crew aboard the flight were killed after it crashed into the Java Sea. Both flights went down shortly after takeoff.

TRANSPORTATION U.S. officials on Monday expressed confidence in the Boeing-made jetliner involved in Sunday’s Ethiopia Airlines crash that killed all 157 people aboard and see no reason so far to restrict them from flying. Airlines and regulators in Ethiopia, China, Indonesia, Vietnam, Mongolia and other countries, meanwhile, said they were temporarily grounding Boeing’s newest version of the 737, the Max 8, after the plane was involved in its second fatal crash in less than six months. Caribbean carrier Cayman Airways, Comair in South Africa and Royal Air Maroc in Morocco also temporarily grounded their Max 8s. The Federal Aviation Administration on Monday issued a “continued air worthiness notification to the international community for Boeing 737 Max operators.” The notification essentially says U.S. regulators think the aircraft are safe to operate but that the agency will take additional action if it receives information that indicates otherwise. European regulators, too, are continuing to monitor the investigation before taking action. “The European Aviation Safety Agency will assess the risk and decide based on information received if there is any further action,” European Commission spokesman Enrico Brivio said Monday.

Victims had local ties One of the 157 victims killed Sunday in the crash of an Ethiopian Airlines plane bound for Nairobi was Cedric Asiavugwa, a third-year law school student at Georgetown University in D.C. Officials said Asiavugwa, 32, was a member of the campus ministry and a residential minister. Four employees of Baltimore-based Catholic Relief Services were also among the victims. Sara Chalachew, Getnet Alemayehu, Sintayehu Aymeku and Mulusew Alemu were headed to training, the nonprofit said. (TWP/EXPRESS)

But FAA officials cautioned against drawing conclusions so early in the process. Officials at Boeing said the company had no reason to recommend the planes be grounded. “The investigation is in its early stages, but at this point, based on the information available, we do not have any basis to issue new guidance to operators,” a company spokesman said. Among U.S. airlines still using the plane are Southwest and American. PAUL SCHEMM , LORI ARATANI AND MICHAEL LARIS (THE WASHINGTON POST)
Algerian leader abandons bid for fifth term ALGIERS, ALGERIA Algerian President Abdelaziz Bouteflika bowed to unprecedented public protests Monday and promised not to seek a fifth term after 20 years in power. In a letter to the nation released by state news agency APS, the ailing leader also said the presidential election scheduled for April 18 would be postponed. He promised to establish a panel to plan a rescheduled vote. Bouteflika, who is 82, has barely been seen in public since a 2013 stroke. His decision to run again set off protests in February that have expanded to include complaints about corruption and heavy-handed security policies. The president returned Sunday from two weeks in a Geneva hospital, but his overall condition remains unclear. Celebrations popped up on the streets of the capital, Algiers, at the news the president had dropped his re-election bid. Car horns rang out while people waved Algerian flags and sang the national anthem. Bouteflika said the “national conference” he would task with planning the vote would be responsible for drafting a new constitution. He said he would name an interim government as well. Noureddine Bedoui, the current interior minister, was made prime minister and charged with forming the new administration, APS said. AOMAR OUALI (AP)

‘Packing’ gains ground Democrats eye adding justices to weaken Supreme Court’s ideological leaning White House looks to change overtime rules
Indivisible, a grass-roots network, “is strongly against packing the courts — which is why we think we need to expand the courts, to undo all the packing that has been done in recent years,” said Ezra Levin, coexecutive director of the group. McConnell, for his part, says Democrats are merely upset at Republican success in sitting conservative judges. Some legal scholars warn that the debate over court-packing risks weakening the court’s credibility further, since it suggests that the court is irrevocably political in its current form. “The risk is really, one way or another, undermining the ability of the court to play the role it has played in American democracy,” said David Strauss, a professor at the University of Chicago Law School. “People have to be willing to go along with what the court does.” MICHAEL SCHERER
ECONOMY The Trump administration on Thursday proposed new rules mandating when certain workers must be given overtime pay, pushing a plan that would raise pay for more than a million people. Under the administration’s proposal, employees who earn under $35,308 a year must be paid overtime if they work more than 40 hours per week, according to a news release from the Department of Labor. Under current law, that number is set at $23,660. The Trump administration estimates its plan would affect 1.1 million workers. The Obama administration had proposed a more aggressive threshold, mandating overtime pay for those earning less than about $47,000 annually, but it was invalidated by a Texas judge weeks before it was scheduled to go into effect. Workers who are paid on an hourly basis are entitled to overtime regardless of their income. But a number of workers in retail, fast food and other industries have been categorized as having supervisory responsibilities, thus depriving them of overtime pay even if they make as little as $23,000. The current overtime rules have not been updated since 2004, during the Bush administration. The proposal will now head to the Federal Register for a 60-day public comment period. JEFF STEIN

SUPREME COURT The once-remote idea of adding more justices to the Supreme Court to change its ideological bent is prompting growing discussion within the Democratic Party, creating a new frontier for presidential candidates looking to display their liberal credentials. Former Attorney General Eric Holder Jr. became the latest figure to embrace an expansion of the nine-member court, in recent talks at Yale Law School and Columbia University. He questioned the validity of the current court, given Senate Republicans’ refusal to vote on Judge Merrick Garland after President Obama nominated him to the Supreme Court in March 2016, following the death of Antonin Scalia. The seat was ultimately filled by President Trump’s nomination of Justice Neil Gorsuch. “Given the Merrick Garland situation, the question of legitimacy is one that I think we should talk about,” Holder said. “We should be talking even about expanding the number of people who serve on the Supreme Court, if there is a Democratic president and a Congress that would do that.” His comments come as activists launch an organized effort to prod the presidential contenders to say publicly they’re open to such ideas. Sen. Kirsten Gillibrand, D-N.Y., has called adding justices or imposing term limits “interesting ideas that I would have to think more about.” Pete Buttigieg, the mayor of South Bend, Ind., who is exploring a presidential campaign, has responded to questions by suggesting either adding justices or rotating them on and off the court. He has also discussed a

The concept of expanding the Supreme Court, like the phrase “court packing” itself, fell into disrepute after 1937, when President Franklin Roosevelt — frustrated that conservative justices were blocking his New Deal programs — sought to add six friendlier justices, prompting an outcry even from allies. Some activists and scholars say the idea merits a new look. They view the GOP’s refusal to consider Garland as tantamount to stealing a Supreme Court seat. “Democrats cannot sit back and accept the status quo of a partisan Republican five-seat majority for the next 30 years,” said Brian Fallon, who runs the group Demand Justice. Fallon has been in contact with a new group, Pack the Courts, which seeks to inject the idea of

Safety Landon Collins made three Pro Bowls in four seasons with the New York Giants.
OPENING DAY
Scherzer will start vs. Mets and deGrom
Redskins go safety first REDSKINS The Redskins have agreed to sign former New York Giants safety Landon Collins, potentially filling a major hole in the team’s secondary with a player who has been to three Pro Bowls in his four NFL seasons. The agreement was confirmed by two people with knowledge of the situation, who spoke on the condition of anonymity to discuss a deal that cannot become official until the start of free agency, which is at 4 p.m. Wednesday. A person familiar with the agreement said the deal is for six years and $84 million, with $45 million of the contract guaranteed. Collins, 25, was likely Washington’s top priority in free agency. The Redskins went into the offseason with no clear answers at the position after releasing D.J. Swearinger last December and letting midseason acquisition Ha-Ha Clinton-Dix test the free agent market. Montae Nicholson, who started seven games last year before
being replaced by Clinton-Dix, is on the NFL’s reserve/NFI list after being arrested for assault and battery following a December fight. While with the Giants, Collins was much better as a strong safety than free safety, but given the Redskins needed help at both safety positions, his tackling ability should improve Washington’s defense. In four years he had 437 combined tackles, four sacks, three forced fumbles and eight interceptions. Collins also was a team captain in New York and can assume a leadership role for the Redskins, who will need a strong voice in the back of the defense. He played at Alabama, as have several other key members of the team’s defense — including the team’s last two first-round picks: defensive end Jonathan Allen and defensive tackle Daron Payne. Growing up in Louisiana, Collins was a fan of Sean Taylor, the Redskins’ star safety who was murdered at his Miami home during the 2007 season. He wore

Addressing its top priority in free agency, Washington agrees to sign Landon Collins
What’s next? The deal for Landon Collins means the Redskins may be limited in how they address their other needs in free agency. This became evident later Monday, as WR Jamison Crowder agreed to a deal with the Jets for a reported three years and $28 million. The team also made a run at former Ravens LB C.J. Mosley on Monday, although they probably don’t have enough money. (TWP)
number 21 with the Giants as a tribute to Taylor, and has talked in the past about an affection for the Redskins because they were the team for which Taylor played.
“I idolized Sean Taylor for his physical play, his passion for the game, you could see it every time he touched the field … and I like being physical in the box,” Collins told NFL.com in 2015, adding that he cried the day he heard Taylor had died. The Redskins went into Monday with only $13.3 million in salary cap room according to the site Over The Cap, and it is unclear how they plan to clear enough space to add Collins. They are reportedly trying ying to dump salary by trading several players, including linebackers backers Zach Brown and Mason Foster.
Nonchalantly, Nationals manager Dave Martinez made official on Monday what most already assumed — ace Max Scherzer will be the first to get the ball. “I’m going to go out on a limb today and tell you that Max will be our opening day starter. How’s that?” Martinez said. That sets up a marquee matchup March 28 at Nationals Park: Scherzer vs. Jacob deGrom of the New York Mets. Between them, Scherzer and deGrom own four Cy Young awards, including the three most recent in the NL. Last year, the duo finished 1-2 in the voting, with deGrom claiming his first trophy. Martinez made the announcement after Scherzer surrendered three runs on six hits and a walk while striking out two in 6 ⅓ innings against St. Louis. (AP) g

several other college hoops teams in Virginia, Maryland and D.C. are still alive in their league tournaments. But there are only five teams in the area that can make a case for an at-large NCAA berth. Next game: The Cavaliers earned a double bye as the top seed in the ACC Tournament. They will play the N.C. State/Clemson winner at 12:30 p.m. Thursday (ESPN or ESPN2).
Next game: The Hokies are the No. 5 seed in the ACC Tournament and will play the Miami/Wake Forest winner at 2 p.m. Wednesday (ESPN).
Next game: The Terps are the No. 5 seed in the Big Ten Tournament and will play the Nebraska/ Rutgers winner at 2:55 p.m. Thursday (BTN).
Next game: The regularseason A-10 champions will play the Rhode Island/ La Salle winner in the conference tournament at noon Friday (NBCSN).
Next game: The Hoyas are the No. 6 seed in the Big East Tournament and will open against No. 3-seeded Seton Hall at 9:30 p.m. Thursday (FS1).
NCAA seeding outlook: Virginia Tech will likely be a No. 4 or 5 seed but could jump to a No. 2 or 3 seed with an ACC tourney title considering that would likely mean having to beat Florida State, Virginia and Duke or North Carolina.
NCAA seeding outlook: Maryland will probably be between a No. 4 and 6 seed, and will have a chance to pick up quality wins over Wisconsin, Michigan State and Purdue or Michigan in the Big Ten tourney.
NCAA seeding outlook: The Rams have won 12 straight games, but they lack quality wins so their ceiling is probably a No. 5 or 6 seed. And they could fall to a No. 8 or 9 seed if they lose in the A-10 Tournament.
NCAA seeding outlook: Georgetown is on the outside looking in right now, but it could earn a No. 11 or 12 seed with wins over Seton Hall and Marquette en route to the Big East title game.
NCAA seeding outlook: Virginia is pretty much a lock to be a No. 1 seed. The Cavaliers are ranked No. 2 in the AP poll and have three fewer losses than the three teams behind them. Key to making a run: De’Andre Hunter, a potential NBA lottery pick, is an efficient scorer and one of the best lockdown perimeter defenders in the country. His injury ahead of last year’s NCAA tourney played a big part in the Cavaliers losing to No. 16-seeded UMBC.
Key to making a run: The Hokies are a dangerous team when Kerry Blackshear Jr. is running pick-and-rolls and producing from the low block. The junior is coming on strong down the stretch, with three double-doubles in his past five games.
Key to making a run: The Terps turn to Anthony Cowan Jr. when they need a key bucket down the stretch. The junior guard has a history of stepping up in big moments and averaged 18 points a game in the Terps’ four victories over ranked teams this season.
Key to making a run: VCU has had a balanced attack for much of the season, with four players averaging at least 9.5 points, but Marcus Evans has emerged as the Rams’ go-to option. The junior led VCU in scoring in the past five games.
Key to making a run: While Jessie Govan is one of the most reliable players in the country, freshman Mac McClung appears to be the Hoyas’ differencemaker. He had 21 points when they beat Villanova on Feb. 20, but just 4 points when they lost to the Wildcats on Feb. 3.

Why icing a sprain won’t help Experts now believe inflammation is part of recovery, and cold may slow it down HEALTH If you’ve ever needed to recover from an athletic injury, you’ve probably used ice to reduce soreness and swelling. For decades, doctors and athletic trainers have recommended RICE — rest, ice, compression and elevation — to reduce pain and inflammation. But what if that’s not quite right? What if inflammation is an indication of recovery, and icing and other cold-based “cryotherapy” only delays it? Icing is not strongly supported by clinical evidence. The oldest justifications for icing, dating to the 1970s, have melted under
scientific scrutiny, some cryotherapy researchers say, and most scientific studies on icing haven’t provided the solid results that would justify its popularity. This is true both for icing for daily recovery and for an injury. A 2008 meta-analysis published in the Emergency Medicine Journal concluded there is “insufficient evidence to suggest that cryotherapy improves clinical outcome in the management of soft tissue injuries.” Similarly, a 2012 paper published in the Journal of Athletic Training noted that the practice of using ice to treat sprained ankles “is based
Benefits of ice Icing to numb something works, and “icing is the safest pain medicine we have,” says Dr. Gabe Mirkin. Ice may also help people get a damaged area moving again. “If you have an injury, the muscles around it switch off,” limiting mobility, says Chris Bleakley, a professor of physical therapy at High Point University in North Carolina who has studied icing. “Ice helps to switch those muscles back on again.” A.H.
largely on anecdotal evidence” and that “evidence from [randomized controlled trials] to support the use of ice in the treatment of acute ankle sprains is limited.” Even the doctor who coined RICE doesn’t promote it. “It’s perfectly fine to ice if you want, but realize it’s delaying healing,” Dr. Gabe Mirkin says. Instead of icing to reduce inflammation, athletes might be better off letting it run its course. Better yet, get moving again, Mirkin says: “Don’t increase your pain, but you want to move as soon as you can.” Christie Aschwanden, author of “Good to Go,” a book on the science of recovery in sports, concluded that cryotherapies are “not an evidence-based practice.”
Yoga at National Building Museum is 10 a.m. Sunday; $20, includes museum tour
The experts she cites believe the justifications given for using ice — to reduce swelling — could be counterproductive. “There’s this idea out there that inflammation is terrible, and you want to reduce it,” Aschwanden says. “But the inflammatory process is how your body recovers.” Immediately after tissue damage, cells send out a chemical distress signal that is answered by several types of white blood cells, which arrive on the scene and trigger inflammation as they attack pathogens and clean up and repair the damaged cells. “If done for too long,” icing could have a negative effect on regeneration, says UCLA prorofessor James Tidball. In other her words, by using ice to try to lessen sen inflammation, you could also be reducing the activity of the cells ells that are promoting repair. The National Athletic Traininers’ Association and the National nal Institutes of Health both recommmend icing for sports injuries, es, despite the lack of evidence. “We don’t have a lot of evividence that ice doesn’t work,” ,” says Mark Merrick, director off athletic training at Ohio State e University. “We don’t have a lot of good evidence at all.”
Use the right dose: Using too little detergent not only means that stains won’t be removed, but also allows body soils to build up, resulting in odors. Air-dry before washing: Allow your clothes to air-dry before placing them in a hamper or another enclosed space. Putting damp clothes in a gym bag creates a breeding ground for mold. Use cold water: Machine wash items in cold water and lay them flat to dry. This helps protect the life of Lycra and other synthetics and maintains the shape of your clothes. Turn items inside out: Turning your clothing inside out before washing will allow detergent to tackle soils head-on.

So show him that that doesn’t have to be jeopardized by the divorce, and mean it — if he’ll do his part.
It’s the “grown adults” concept you can take to the bank, and not let his power grab win. Let him know that he harms your relationship when he tries to make this more conflict-heavy than it already is. And explain that there aren’t “sides”

Why does the beat go on? STAGE The essence of “The Cher Show” on Broadway isn’t really the story of the famed entertainer’s life, as narrated by the three women who play her. Its soul is in the style, starting with the voice — that deadpan sneer, wisecracking her understated one-liners. It’s the voice of a hipster chronically ditching school, and then growing up to belt survival anthems with one-of-a-kind “A” and “O” vowel slurs. These idiosyncratic, fashionable elements persuasively whispering Cher matter far more than whether the show’s narrative framework will make Aristotle wake up and notice. Does that mean “The Cher Show” is good? On the whole, nope. For bored or outraged critics, jukebox musicals are Broadway’s most cynical money-grabbers. The critiques are legit: Too many jukebox projects are pale, confused imitations. The flops — from the Earth Wind & Fire bomb “Hot Feet” more than a decade ago, to the Jimmy Buffet “Escape to Margaritaville” last season — seem to outnumber the hits. Yet jukebox musicals just keep coming. Tina Turner and Alanis Morissette shows are in advanced stages of evolution, and in 2015 Baltimore’s Center Stage premiered a Bob Marley musical.
THE WASHINGTON POST, JOAN MARCUS, MATTHEW MURPHY AND GETTY IMAGES/EXPRESS ILLUSTRATION
Critics, audiences seem divided on the merits of jukebox musicals
Musicals like “Marley,” “The Cher Show” and “Escape to Margaritaville” can easily fall into formulaic pitfalls.
The omnipresence suggests a cultural hunger, and audiences aren’t wrong to sniff out the possibility of pleasure. They know that jukebox shows guarantee songs with proven muscle, and in projects such as “Ain’t Too Proud: The Life and Times of the Temptations,” they just might spawn a stage full of dancers in thrilling motion. Among “Cher” and other shows recently making the rounds — “Summer: The Donna Summer Musical,” “A Sign of the Times,” “Head Over Heels” — only the Go-Go’s confection “Head Over Heels” displayed real storytelling verve. But they all tap into a nostalgia not just for old radio staples, but also for a Broadway
in tune with the performer-driven essence of showbiz. Writing a bio-musical that doesn’t sugarcoat the truth or resort to formulas is hard, and you can feel the pressure as both “The Cher Show” and “Summer” take an unexpected page from Edward Albee’s “Three Tall Women,” with three actresses playing the title characters at different ages. The gambit doesn’t work in either case. “The Cher Show” boils down Cher’s life to a “Behind the Music” cliche. Girl gets fame, hits the skids, somehow survives — it’s as rote as you fear. In “Summer,” you wonder what kind of show might have evolved by going all in with music and the
stage presence of the headliner, ignoring the false shorthand of the bio-formula, not watering Donna down into three smaller portions. And it must be said that trying to glue a song catalogue not to a biography but an original story — like the goofy “Mamma Mia!” or Twyla Tharp’s Billy Joel dance drama “Movin’ Out” — is also fraught with formulaic pitfalls. Critics of jukebox musicals aren’t wrong: We really do want that crisp, new snap. But Broadway has deep roots in vaudeville — no story, just acts — so audiences are right: We’ll always crave performances that revel in that singing, dancing beat. Jonas Brothers are better than ever, apparently
The Jonas Brothers’ comeback single, “Sucker,” debuted Monday at No. 1 on the Billboard Hot 100, marking the group’s first stint at the top of the chart. After splitting in 2013, the trio announced their reunion Feb. 28 and released “Sucker” the next day. Their previous high was “Burnin’ Up,” which hit No. 5 in 2008. Ariana Grande’s “Seven Rings” came in second on this week’s chart, while Cardi B and Bruno Mars’ “Please Me” surged to No. 3. (EXPRESS) Kevin Hart to release new Netflix special April 2

‘Daisy Jones’ is a cliche-riddled guilty pleasure BOOK REVIEW Is Daisy Jones gorgeous? Oh, yes. We know because Taylor Jenkins Reid reminds us every few pages of “Daisy Jones & The Six,” the fictional story of a 1970s California rock band that breaks big, then combusts due not to artistic differences or overdoses but sexual heat between the musicians. Daisy is a talented singer and songwriter, a rock-and-roll animal with the drug-ingesting abilities of Hunter S. Thompson, and a reckless, shameless, braless abandon toward almost everything. Reid’s twist is constructing her sixth novel as an oral history, complete with lyrics, album photo shoots and atmospheric period details. The structure serves her well — except when it doesn’t. Oral histories work when the voices are known or a glossary is attached. They’re less successful when every witness is fictional. Is the book, which hit shelves last week, riddled with cliches? Check. Twists the reader can spot chapters in advance? You betcha. Yet here’s the thing: “Daisy Jones & The Six” works. It’s big, dumb fun. Like a vat of movie popcorn, you inhale the thing against all better judgment. Sure enough, Reese Witherspoon has snapped up “Daisy Jones,” striking a co-production deal with Amazon for a 13-episode series. And it might make for terrific guiltypleasure television.
