Popular porcupine at National Zoo dies A well-known prehensile-tailed porcupine has died at the Smithsonian’s National Zoo in Washington. The zoo said in a news release that Clark died Wednesday. He was euthanized due to his rapidly declining condition and quality of life after he developed intermittent wheezing and a suspected upper-respiratory tract infection earlier this year. Staff will discourage guests from taking selfies and suggest they put away their phones entirely to leave behind the rush of regular life, said Emily Rales, chief curator and co-founder. “We’ve worked to create a visitor experience unlike any other, providing each visitor with an unhurried, contemplative engagement with the artworks,” she said. VIRGINIA Judging strictly by legislation passed, the record number of women in this year’s Virginia House of Delegates had only a modest impact. Most of the new delegates are Democrats, and most of their bills died in Republicancontrolled committees — which is typical for freshmen, male or female. But House members said the presence of a historic number of women in the chamber created a fundamental shift in matters large and small, from the tone of debate to the way the House operates. Two female delegates, for instance — one Republican, one Democrat — clashed over how to create sexual harassment policies. They disagreed on approach, but the result was the House’s firstever requirement for a training program to prevent harassment. Female delegates led the calls for gun control after the Florida school shooting. They had no luck on gun bills, but Republican Speaker Kirk Cox eventually appointed a rare select committee to address school safety — though only three of the 21 members are women. Some members credited the

greater presence of women with influencing the issues that did not come up this year. Most notably, few divisive abortionrelated bills made it to the floor of the House. Women made huge gains in Virginia’s House in last fall’s election. Twelve new women joined the chamber, all replacing men and bringing the total to an all-time high of 28 out of 100 seats. Now, new delegates Jennifer Carroll Foy, D-Prince William, and Kathy Tran, D-Fairfax, have taken the initiative to start an informal “parents’ caucus” to help members — male or female — deal with the tricky issues of raising young children while serving in the legislature. They
have worked with Del. Eileen Filler-Corn, D-Fairfax, to compile lists of family activities in Richmond and day care options. “Hopefully there’ll be another wave of women who have children and this would … actually encourage them to run knowing that we have a family-friendly atmosphere here,” Foy said. But change only goes so far. Del. Kelly Convirs-Fowler, D-Virginia Beach, introduced a resolution to recognize the anniversary of the Roe v. Wade Supreme Court decision legalizing abortion as a “Day of Women” instead of “Day of Tears” — the name chosen by the legislature last year. Her bill never made it out of committee. GREGORY S. Chilly March pushes back peak bloom The cold weather we’ve had so far in March has slowed the cherry blossoms’ progress toward peak bloom. With cooler-than-normal weather predicted for at least the next one to two weeks, the Capital Weather Gang has pushed its original forecast for peak bloom period back a week. The new estimate is March 30 to April 3, centered on April 1. The National Park Service also announced Monday that it is pushing back its peak bloom estimate from the March 17 to 20 window to March 27 to 31. “While the mathematical models still show the blossom reaching peak on March 18, this week’s cooler than forecast temperatures have necessitated moving the projection to the last week of March,” NPS said. POLITICS Not two weeks ago, President Trump wagged his finger at a Republican senator and scolded him for being “afraid of the NRA,” declaring that he would stand up to the powerful gun lobby and finally get results on quelling gun violence following last month’s Florida school shooting. On Monday, Trump struck a very different tone as he backpedaled from his earlier demands for sweeping reforms and bowed to Washington reality. The president, who recently advocated increasing the minimum age to purchase an assault weapon to 21, tweeted that he’s “watching court cases and rulings” on the issue, adding that there is “not much political support (to put it mildly).” Over the weekend, the White House released a limited plan to combat school shootings that leaves the question of arming teachers to states and local communities and sends the age issue to a commission for review. Seventeen people were killed in last month’s shooting at Marjory Stoneman Douglas High School in Parkland, Fla., prompting a national conversation about gun laws and, initially, a move from Trump to buck his allies at the National Rifle Association. A robotics construction company called ICON has developed a method for printing a single-story, 650-square-foot house out of cement in 12 to 24 hours, it revealed Monday at the South by Southwest conference. Currently, ICON can print an entire home for $10,000; it hopes to bring that down to $4,000, The Verge reports. The model it presented at SXSW was constructed with a Vulcan printer, and includes a living room, bedroom, bathroom and porch. ICON and international housing charity New Story hope to use the method, which creates minimal waste, to build a 100-home community in El Salvador next year. Black men reduced one of their biggest medical risks in a new study that shows the power of familiar faces and trusted places to improve health. Black men have high rates of high blood pressure and the problems it can cause, such as strokes and heart attacks. Dr. Ronald Victor, a cardiologist at Cedars-Sinai Medical Center, wanted a new way to reach them. “Barbershops are a uniquely popular meeting place for African-American men,” Victor noted. His research, reported Monday at a cardiology conference, involved 303 men and 52 barbershops. One group of customers just got pamphlets and blood pressure tips while they were getting haircuts. Another group met with pharmacists in the barbershops and could get treatment if their blood pressure was high. At the start of the study, their top pressure number averaged 154. After six months, it fell by 9 points for customers just given advice and by 27 points for those who saw pharmacists. Nearly two-thirds of the men who saw pharmacists lowered their pressure to under 130 over 80 — the threshold for high blood pressure under current guidelines. Fuel switch may have been hit by bag before copter crash The pilot who survived a helicopter crash that killed his five passengers told investigators he believed a passenger’s bag might have hit an emergency fuel shutoff switch in the moments before the chopper went down, a federal official told The Associated Press on Monday. nation+world Police are exploring race as factor in deadly package explosions AUSTIN, TEXAS Two package bomb blasts a few miles apart killed a teenager and wounded two women in Austin on Monday, less than two weeks after a similar attack left a man dead in another part of the city. Investigators said the bombings are probably connected, and they are looking into whether race was a factor because all the victims were minorities. The first of Monday’s attacks killed a 17-year-old boy and wounded a 40-year-old woman, both of them black. As Police Chief Brian Manley held a news
conference to discuss that blast, authorities were called to the scene of another explosion that injured a 75-year-old Hispanic woman. Authorities suspect that both of Monday’s blasts were linked to a March 2 attack that killed 39-year-old Anthony Stephan House, a black man, and they urged the public to call police if they receive any unexpected packages. House’s death is now viewed as a homicide. Manley first suggested the blasts could constitute a hate crime after Monday’s first bombing. Following the second explosion hours later, he said authorities had not settled on a motive and could not rule anything out. In both the March 2 attack and

House Intelligence Committee Republicans have completed a draft report in their year-long Russia probe that states they found no evidence President Trump or anyone affiliated with him colluded with Russian officials to affect the outcome of the 2016 elections. They determined that while the Russian government did pursue “active measures” to interfere in the 2016 election, it did not do so with the intention of helping Trump’s campaign, contradicting the findings of the intelligence community. “We’ve found no evidence of collusion,” Rep. K. Michael Conaway, R-Texas, above, who is in charge of the Russia probe, told reporters on Monday. LONDON Russia is “highly likely” to blame for poisoning a former spy and his daughter with a militarygrade nerve agent, British Prime Minister Theresa May said Monday, demanding Moscow give a compelling explanation or face “extensive” retaliation. May told lawmakers in a strongly worded statement that without a credible response from Russia by today, Britain would consider the attack on Sergei Skripal and his daughter “an unlawful use of force by the Russian state against the United Kingdom.” She did not offer any specific retaliatory measures. Russian Foreign Ministry spokeswoman Maria Zakharova dismissed May’s allegations as a “circus show in the British Parliament.” Skripal, 66, and his 33-yearold daughter, Yulia, remain in critical condition after being found unconscious March 4 in Salisbury. A police detective who came in contact with them is in serious but stable condition. May said British scientists have determined Skripal and his daughter were poisoned with Novichok, a class of nerve agent developed by the Soviet Union near the end of the Cold War. U.S. Secretary of State Rex Tillerson said Monday the poisoning “clearly came from Russia” and “certainly will trigger a response.” He said he doesn’t know if Russia’s government had knowledge of the poisoning.

IMMIGRATION More than a year after the government’s top oversight body urged the Department of Homeland Security to develop a way to measure the effectiveness of fencing and barriers along the border with Mexico, DHS has no such tool ready, even as President Trump prepares to pick the winning designs for his $18 billion border wall. Trump officials have dismissed criticism of their border security plan with a well-established defensive principle and simple retort: “Walls work.” But a February 2017 report by the Government Accountability Office found DHS has no way to measure how well they work, where they work best or whether less-expensive alternatives could be just as effective. Despite the assumption that illegal traffic enters through areas where fencing is absent, the report identified several sectors where more arrests occur in locations that have existing barriers. U.S. border agents collect “geotag” data, electronic markers that assign geographic locations, to map illegal crossings and arrests. But DHS has no means to gauge the extent to which those incursions are impeded by “tactical infrastructure,” the report noted, undermining the agency’s ability to avoid wasteful spending. “An assessment of border fencing’s contributions to border security operations could help position [U.S. Customs and Border Protection] to identify the cost effectiveness of border fencing compared to other assets the agency deploys,” the report said. DHS officials said last week they are working with the Johns Hopkins University Applied Physics Laboratory to develop
such an evaluation system, and it may be ready later this year. President Trump is moving forward anyway. His public statements have demonstrated a keen interest in the aesthetic properties of the wall, along with its height. His administration has budgeted $1.6 billion for wall construction this year. Trump is scheduled to travel to San Diego today to view eight prototypes and likely announce one or more winning designs. The trip will be Trump’s first as president to California, a state his administration is suing for refusing to assist with federal immigration enforcement. Trump’s wall-building plan — stalled in Congress — would spend $18 billion over 10 years to add 316 miles of new barriers and replace aging fencing along another 407 miles. How they stack up Winner Total Efficiency, or WTEff, is a team’s adjusted efficiency margin. The higher, the better. Every title winner since 2002 has sported a mark of 20.4 or higher, so here’s a look at the 18 teams in this year’s tournament that have a WTEff of at least 20.4. (TWP) Virginia

NCAA TOURNAMENT Last March, The Washington Post used one statistic to identify 26 teams capable of winning the NCAA Tournament. From the 26 schools singled out, 14 advanced to the Sweet 16, with three making the Final Four, including finalists North Carolina and Gonzaga. The telling statistic is dubbed WTEff, or Winner’s Total Efficiency. It represents a team’s adjusted efficiency margin — the difference between points scored and allowed per 100 possessions — according to stats guru Ken Pomeroy, who accounts for strength of schedule. Since 2002, when Pomeroy started listing stats, every NCAA champion has had a WTEff of at least 20.4. That low bar belongs to the 2014 Connecticut team. The 2008 Kansas Jayhawks remain the gold standard for efficiency
of points off 3-pointers but are also the second-best shooting team in the nation inside the arc and don’t rely on foul shots to score. No. 2 seed Purdue and No. 5 seed West Virginia are their biggest threats in the East Region.

They’re the best team at chasing down missed shots, putting up an offensive rebound rate of 39.1 percent. Virginia The Cavaliers’ defense has been wildly effective this season, and their offense is good enough to raise their WTEff to 32.1. Virginia’s defensive efficiency (84.4) matches Kentucky’s 2015 Final Four team. Virginia’s bracket is stacked with the No. 4 team according to WTEff — Cincinnati — as the No. 2 seed. Still, the Cavs are easily among the three best bets to take home the title.

in your day-to-day lifestyle, how well you can communicate about it without letting resentment fester, how much you can compartmentalize it as one part of him that doesn’t have to be perfect in order to still be perfectly happy together. So, how much does it mean to you, and can you use this transition period as an opportunity to practice adjusting to it?

If you can’t bring yourself to do that, then yes, you need to be more clear. Continuing to let someone try to connect when they aren’t capable of reading the silence just isn’t good human-ing. How about: “I appreciate that you got in touch and I wish you the best, but our lives are in such a different place now, we’re just not able to pick up where we left off.” Sound cruel? Maybe. On ‘Rise,’ theater lifts up students TELEVISION NBC’s “Rise,” premiering 10 p.m. Tuesday, comes with quite a pedigree: It’s from the “Friday Night Lights” producer who created “Parenthood” and a producer of Broadway’s “Hamilton.” With stars Josh Radnor (“How I Met Your Mother”) and Rosie Perez (“Fearless”) and a strong cast of young performers, including Auli’i Cravalho (“Moana”), the drama about a small-town high school and its theater program clearly deserves attention. For Jason Katims, the chance to take a different approach to themes he explored on “Friday Night Lights” drew him to “Rise.” He was captivated by the “idea of being able to observe the people of this community and do it through this beautiful storytelling device of musical theater,” he says. The youngsters face challenges
that are both timeless and contemporary, including teen pregnancy and gender identity. Radnor plays Lou Mazzuchelli, who finds himself in a rut teaching English and trying to cope with family tensions. Lou takes over his school’s theater program despite scant experience and the fact that he’s leapfrogged a more experienced colleague (Perez). But Lou’s passion is real — for theater, for the students and for his Pennsylvania town, which is struggling after a steel mill’s closure. He challenges the status quo by staging the provocative musical “Spring Awakening.” “The core of the story,” Katims says, is “that Lou’s vision enables these students to see their lives in a different way and imagine … a different future for themselves than they might have had.”

In an interview with Metro News, actress Selma Blair shared that her “The Sweetest Thing” co-star Cameron Diaz has quit acting. “Cameron’s retired from acting, she’s like, ‘I’m done.’ ” Blair said. “I mean, she doesn’t need to make any more films, she has a pretty great life, I don’t know what it would take to bring her back. Country music star Tim McGraw collapsed on stage during a performance on Sunday in Dublin. McGraw’s wife, singer Faith Hill, can be seen in a video on a fan’s Instagram page saying, “He’s been super dehydrated. I apologize, but I made the decision that he cannot come back out on stage.” A representative for McGraw issued a statement saying McGraw was attended to by medical staff and will be fine. (AP)
