A woman was attacked by a jaguar as she was apparently trying to get a photo outside its enclosure at Wildlife World Zoo in Litchfield Park, Ariz. Fire crews said the woman, who is in her 30s, climbed over a barrier Saturday to get closer to the jaguar’s enclosure so that she could get a selfie with it. The jaguar reached out and grabbed her arm with its paw, leaving lacerations. She was taken to a hospital with non-life-threatening injuries. (TWP)

A suspected burglar was arrested north of Reno, Nev., after deputies following his footprints found his shoes stuck in the mud. A resident who reported a burglary in Sun Valley on Sunday saw the suspect run away. Deputies saw footprints in the wet ground, which led them to a shoe stuck in mud, then another shoe and some of the stolen items.

These squares can dance CULTURE On a frigid Saturday night in January, more than 400 people have packed the sanctuary of St. Stephen and the Incarnation Episcopal Church in Columbia Heights — but not to sit quietly and chant hymns and prayers.

These folks are clapping, tapping their feet and moving briskly to the sounds of old-time music played by a five-member band.

These folks are square dancing.

They’re dancing in pairs and in two-couple squares. They’re circling left. They’re circling right. “Bird in the Cage!” shouts the caller from the stage, and three dancers circle a fourth.

“The beauty of square dancing is someone tells you what to do,” says Gabriel Popkin, a cofounder of the DC Square Dance Collective.

Square dancing is multigenerational and doesn’t require fancy dress. The crowd this night includes men and women of all ages, clad in plaid shirts and jeans, skirts and dresses, running shoes and high heels.

Anyone can ask anyone to dance.

Square dancing is an American folk dance that incorporates elements of Scottish and Irish reels, English country dances, French cotillions and quadrilles, and West African and Native American dances, says Phil Jamison, a professor of traditional music and dance at Warren Wilson College in Asheville, N.C. “You hold hands with people you don’t know. That brings people together and creates a bond,” Jamison says.

“We moved a few pews to make enough room to dance. And then 200 people showed up! It was divine intervention.”

Popkin, a 38-year-old science and environmental writer, got into square dancing while living in Louisville, Ky., after college.

He moved to D.C. in 2008 and organized a half-dozen or so public dances.

In October 2010, a group of folks came together and decided to call themselves the Collective. They organized a dance at St. Stephen’s on Feb. 26, 2011, “to see if anyone would come,” Popkin recalls.

Co-founder Janine Smith says the church had them use the sanctuary. “We moved a few pews to make enough room to dance. And then 200 people showed up! It was divine intervention,” she says.

Since then, the group has organized regular dances. Popkin remains the backbone of it all.

“Gabe is passionate about dancing. He’s a quiet, unassuming, behind-the-scenes guy, but he’s the mastermind,” Smith says. “He insisted that our public dances be accessible by Metro and bike and that it be cheap.”

Popkin is modest about it.

“People have been dancing since there were people,” he says. “It’s the most basic thing.”

Amid scandals, Evans ending consulting jobs THE DISTRICT D.C. Council member Jack Evans privately told fellow lawmakers Tuesday he plans to end the consulting business that has made him the target of an expanding federal investigation, according to several people in the room.

Evans made those comments during a closed-door meeting of the D.C. Council to discuss a scandal that has reached City Hall.

Mayor Muriel Bowser and the D.C. Council received federal subpoenas last week for documents

related to Evans and his constellation of private legal and consulting clients.

Maryland could become the first state to ban foam food containers.

Md. closer to ban on foam products MARYLAND Maryland’s proposed first-inthe-nation statewide ban on foam food containers appears headed for passage after a decisive House of Delegates vote on Tuesday to outlaw them.

The 97-to-38 vote came on the heels of the Senate’s approval of similar legislation last week and signals the state’s Democratic Party-dominated General Assembly intends to pass a ban this year.

Lawmakers still must resolve some differences, since the House version calls for a more sweeping ban on polystyrene foam.

If the legislation is signed by Gov. Larry Hogan, Maryland would become the first state in the country to forbid the sale of foam cups, takeout containers and food packaging. Proponents of the ban say foam containers damage the environment, clogging

up waterways and filling landfills with trash that is not fully biodegradable. “We have to do what we can to limit our impact on the planet,” said Del. Brooke Lierman, D-Baltimore City, who sponsored the House’s ban.

Hogan, R, has not taken a public position on outlawing foam containers, and a spokeswoman did not immediately respond to request for comment Tuesday.

The ban passed each chamber by a veto-proof majority, and largely along party lines.

Bans are already in place in two Maryland counties — Prince George’s and Montgomery — and in cities across the country, including Washington, New York and Miami. As environmentalists push to reduce plastic pollution, cities like D.C. have also banned plastic straws.

With a president as suspect as Donald Trump and legislators as eager as House Democrats, investigations into his many scandals are not only expected, but required.

Yet to be effective, those probes need quality. Willy-nilly, feel-good efforts might get lots of publicity, which can serve partisan ends, but not result in the impact taxpayers deserve.

A new paper from Paul C. Light, a Brookings Institution senior fellow in governance and a New York University public service professor, provides congressional investigators a framework for their work.

The title — “How the House should investigate the Trump administration” — grabs attention but is a bit misleading. This is not a partisan document aimed specifically at a deceitful man. The better

heading is the subtitle: “Lessons from the most important House probes since WWII.” Those lessons apply to congressional investigations generally, not just for this administration. But now, Trump has presented the House, newly controlled by Democrats, a target-rich environment.

“Democrats do not want for investigatory targets and platforms,” Light writes, citing the 100 committees and subcommittees they control and the promise of a “subpoena cannon” to probe a reluctant administration.

One reason there are so many targets is that Republicans, who controlled all of Congress during Trump’s first two years in office, largely ignored his outrages.

“We had an investigatory drought,” Light said during a briefing on his report sponsored by the good-government Project on Government

But as the House investigative machinery gets in gear, Light predicts “many of these investigations are unlikely to produce significant effects.”

He previously studied 100 House, Senate and blue-ribbon investigations between 1945 and 2012 and found just five of 31 in the House had a very significant impact, five had a moderate impact and 21 had little or no impact.

“Impact is the product of the investigation done well.

Bright lights, perp walks, and brutal questioning are no substitutes for thoroughness, determination, persistence, and a commitment to careful fact finding,” his report says, adding: “The quality of investigations … flows from the faithful pursuit of truth regardless of the party in charge.”

One problem with investigating Trump is there is so much to investigate. In a way, the overload works to his advantage because he has “managed to get by one scandal by having another scandal and then another scandal and another scandal and then it just doesn’t get covered … and people tune out,” said Norman Ornstein, an American Enterprise Institute political analyst and a POGO board member.

Ornstein lamented the lack of an effective probe, despite some hearings, into Trump’s disgraceful child separation program on the southern border, including the checks on journalists seeking to report on related issues.

“This is police state kinds of stuff,” he lamented, adding that Congress has not yet had “a model investigation” into it.

“The bandwidth is such that for each of these committees there are so many things to do and it becomes a question of whether they have the resources to do it.”

White House tries to halt defections in the Senate

Caracas blames Guaido for sprawling blackout Opposition leader says government is at fault as some power returns CARACAS, VENEZUELA Venezuelan officials reported blackouts easing in some areas Tuesday, while the chief prosecutor said opposition leader Juan Guaido is being investigated for allegedly sabotaging the power grid, whose collapse last week has inflicted misery on millions.

The announcement by Tarek William Saab, the attorney general, escalated the socialist government’s standoff with Guaido, although there are questions about how aggressively authorities would move against a man who is staunchly supported by the U.S. as well as many Venezuelans.

Guaido, who is trying to oust President Nicolas Maduro and hold elections, blames corruption and incompetence for nearly a week of nationwide blackouts that deprived most of the already struggling population not just of

electricity, but also water.

Adding to tension over Venezuela’s fate, the United States said it was withdrawing its last diplomats still in Caracas. The U.S. has dismissed the Venezuelan government’s accusations that it triggered the power crisis with a “cyberattack.”

Venezuelan’s information minister, Jorge Rodriguez, said the power grid had been almost completely restored and that water service was also returning.

However, reports indicated continuing outages for many Venezuelans, who were already suffering from hyperinflation and shortages of food and medicine.

On Tuesday, long lines of people converged again at springs in the mountains of Caracas to collect water in bottles because water pumps have been out of service.

Maduro’s cousin, Argimiro Maduro, along with his spouse, children and extended relatives, tried to enter Colombia, seeking relief until power is restored in

Venezuela, said Christian Kruger, Colombia’s migration director.

Permission was denied. Colombia, which views Maduro as an illegitimate leader and recognizes Guaido as Venezuela’s interim president, will not allow Maduro’s relatives to vacation while “avoiding the reality of a people in agony,” Kruger said.

One of the areas hit hardest by the power cuts that started Thursday is the city of Maracaibo, where widespread looting has occurred since Sunday. On Tuesday, areas of the city still had no power and hundreds looted nearly half the 270 shops in the Sambil mall, officials said.

Authorities also detained a Venezuelan journalist and activist and confiscated computers and cellphones from his home.

May’s Brexit deal is rejected Parliament vote throws U.K. into fresh chaos as deadline approaches

LONDON With just 17 days to go, Britain’s departure from the European Union was thrown into chaos and doubt Tuesday as Parliament delivered a crushing double blow to Prime Minister Theresa May’s Brexit divorce deal and to her authority as leader.

Lawmakers rejected the deal 391-242, ignoring May’s entreaties to back the agreement and end the political chaos and economic uncertainty that Brexit has unleashed. It was a narrower outcome than the historic 230vote margin of defeat for the agreement in January, before May secured changes from the bloc — but not by much.

Top EU officials warned that the defeat had increased the chances of a chaotic “nodeal” British exit, which could mean major disruption for businesses and people in the U.K. and many of the 27 remaining EU countries.

The stinging 149-vote defeat stripped away May’s control over the course of Brexit and handed it to Parliament, which is divided about what to do next.

May admitted defeat — again — and confirmed that Parliament will vote Wednesday on whether to leave the EU on March 29 without an agreement. If that is defeated — the likely outcome — lawmakers will vote Thursday on whether to delay Brexit,

something that also needs to be approved by the EU nations.

May warned lawmakers that “voting against leaving without a deal and for an extension does not solve the problems we face.”

“The EU will want to know what use we mean to make of such an extension. This House will have to answer that question.

Does it wish to revoke [Brexittriggering] Article 50? Does it want to hold a second referendum? Or does it want to leave with a deal but not this deal? “ T h e s e a r e u ne nv i a ble choices,” she said.

The EU, which had warned there would be no more changes or negotiations if Parliament threw out the deal, expressed

exasperation at yet another crisis.

In a statement, the European Commission said the member states “have done all that is possible to reach an agreement.”

“If there is a solution to the current impasse, it can only be found in London,” it said, adding that “today’s vote has significantly increased the likelihood of a ‘no-deal’ Brexit.”

The defeat came after May and European Commission President Jean-Claude Juncker announced changes Monday designed to overcome lawmakers’ concerns about provisions designed to ensure the border between EU member Ireland and Britain’s Northern Ireland remains open after Brexit.

Some British lawmakers had warned their Brexit-backing colleagues that rejecting the deal could lead to Britain’s departure being postponed indefinitely, because a delay would give momentum to opponents of withdrawal.

“Today is our Hotel California moment. If we don’t check out tonight, we may never leave,” tweeted Conservative legislator Bob Seely.

The government’s defeat also increased the chances that May’s fragile government could fall, sparking a snap election.

HEALTH African-Americans and Hispanics breathe in far more deadly air pollution than they are responsible for making, a new study found.

The study looked at who is exposed to fine particle pollution — responsible for about 100,000 American deaths a year — and the extent to which different races are responsible for the pollution based on their buying, driving and living habits.

Scientists calculate that Hispanics on average breathe in 63 percent more of the deadly pollution than they make. For African-Americans, the figure is 56 percent, according to the study, published Monday in the Proceedings of the National Academy of Sciences.

On the other hand, nonHispanic whites on average are exposed to 17 percent less air pollution than they make.

This pollution comes from gases from smokestacks, tailpipes and other places that then solidify into fine invisible particles small enough to pass through lungs and into bloodstreams. These particles, more than 25 times smaller than the width of a human hair, pose the greatest risk to people’s health, the U.S. Environmental Protection Agency says.

While other studies have shown minorities live with more pollution, this study is one of the first to combine buying habits and exposure into one calculation of inequity. SETH BORENSTEIN (AP)

The European Union Aviation Safety Agency has grounded the Boeing jet involved in two crashes in the past six months that have killed more than 300 people. The move follows action earlier Tuesday by the United Kingdom, France, Germany and at least 10 other countries to break with the U.S. Federal Aviation Administration and ground the U.S.-made Boeing 737 Max 8 aircraft, which was involved in Sunday’s crash in Ethiopia. The EU agency issued an “airworthiness directive” suspending all flight operations of the 737 Max 8 and 737 Max 9 — another model in the series — in Europe. It also suspended all commercial flights by third-country operators “into, within or out of the EU” of the two models. Ethiopian and U.S. investigators are seeking insights into the disaster from a recovered digital flight data recorder and cockpit voice recorder.

It’s unclear how long that process will take. (THE WASHINGTON POST)

Calls from members of Congress to ban the Max 8 from U.S. airspace increased Tuesday, with Sen. Mitt Romney, R-Utah, joining several Democratic lawmakers in advocating for restrictions similar to those imposed by a growing list of other nations. In a tweet, Romney said the FAA should ground the planes “out of an abundance of caution for the flying public” following Sunday’s crash. Sen. Elizabeth Warren, D-Mass., called on Congress to hold hearings and noted that the Boeing 737 Max “is a major driver of Boeing profits.” House Transportation and Infrastructure Committee Chairman Peter DeFazio, D-Ore., said he wanted to know more about the FAA’s decision not to require pilot retraining on the new Boeing model and suggested that the FAA could be conflicted between its role in regulating U.S. aviation and its role in promoting the industry. When China on Monday became the first country to order all Max 8 planes grounded in the aftermath of Sunday’s crash, its aviation regulator sent a signal: The U.S. FAA is no longer the only authority in civil aviation worldwide. After China ordered a dozen carriers to ground their 96 planes, authorities from countries around the world quickly followed suit. China’s move, which was unprecedented for a government that once took cues from the FAA, was motivated by what Chinese officials and pilots said was months of equivocation from U.S. officials and Boeing in response to safety inquiries after a 737 Max 8 flight crashed in Indonesia in October. Neil Hansford, an aviation consultant at Strategic Aviation Solutions in Sydney, said Chinese authorities had ample justification for the move and that the FAA has shown reluctance to take tough action on a major U.S. manufacturer. Now, Africa is mourning not only the victims of the aviation disaster but also a symbol of the continent’s rise. “This couldn’t have come at a worse time for Ethiopian Airlines,” Nigerian President Muhammadu Buhari said. “Like every other African leader, I am proud of the fact that Ethiopian Airlines represents one of Africa’s success stories.” In January, Addis Ababa’s Bole International Airport inaugurated a passenger terminal equipped to handle 22 million visitors a year, tripling its capacity in a city that is a diplomatic hub with the headquarters of the African Union continental body. The opening was a dramatic pushback against the long-held image of African air travel as chaotic and dangerous. Before Sunday, no major aviation accident had occurred in more than two years. (AP)

Pelosi: Trump ‘just not worth’ impeachment POLITICS House Speaker Nancy Pelosi is setting a high bar for impeachment of President Trump, saying he is “just not worth it” even as some on her left flank clamor to start proceedings.

Pelosi said in an interview with The Washington Post that “I’m not for impeachment” of Trump. “Unless there’s something so compelling and overwhelming and bipartisan, I don’t think we should go down that path, because it divides the country,” she said.

Pelosi is making clear to her caucus and to voters that Democrats will not move forward quickly with trying to remove Trump from office. It’s a departure from her previous comments that Democrats are waiting on special counsel Robert Mueller to lay out findings from his Russia investigation before considering impeachment.

Oversight and Reform Committee Chairman Elijah Cummings said he agrees with Pelosi. “I get the impression this matter will only be resolved at the polls,” he said.

Still, Pelosi’s comments are certain to stoke tension within the party. Some new freshman Democrats who hail from solidly liberal districts haven’t shied away from the subject — Michigan Rep. be a great option for some shy kids. In 2019, the Ornstein Summer Debate Institute takes place July 22-Aug. 2. The camp is free for sixth- through 12th-graders at public schools in D.C. and Prince George’s County, and parents can apply for one of the 150 spots through WUDL’s website.

“Shyness will usually come from a lack of confidence or a lack of comfort, and those are two things we work on building,” says Trigaux. “Debate as an activity helps build the social comfort of engaging with one another.”

But those put-yourself-outthere camps aren’t always the best fit for every shy kid out there. Arts and craft camps can

be a good option, because they give children something to focus on. “It’s something they can work on independently,” says Brian Washington, deputy director of the Capitol Hill Arts Workshop, which offers an Arts Adventures camp over the summer ($380-$475 per week). “There’s no right or wrong way to do art; it’s all about feeling good about what you’re making. Some kids come and they’re really shy on Monday, but by Friday afternoon they’re having a good time and asking their parents to come back for a second week.”

Animal-related camps can also be a good option for shy kids who have a passion for furry, winged or scaly creatures. “Animals

“She didn’t say much,” says Trigaux, program director for the Washington Urban Debate League, which hosts the camp.

“But when she did say things, they were right. Over the course of the two weeks she started speaking out more and more, and now she’s going to national [debate competitions] this year.”

If you’re the parent of a shy child, that’s the kind of comingout-of-their-shell scenario you might hope for when signing up for summer camp. To increase that likelihood, there are several factors to consider and questions to ask when choosing a camp.

Sometimes a general camp experience — the kind that includes a variety of activities, like crafts, swimming, drama, cooking and other programs — can be the way to go. At Green Acres Camp in North Bethesda, Md., camps are offered in six-week sessions for younger kids ($2,750) and threeweek sessions for older campers ($1,640). Camps of those lengths provide continuity, which can make shy kids feel more comfortable forging friendships or exploring a new activity.

“Over the years, we’ve seen the evolution of camps from what we offer to all of these one-week options where kids are shuffled back and forth among programs,” says Judy Shniderman, pre-camp administrator at Green Acres. “For a shy kid, that can be a nightmare scenario in terms of having to get used to new kids, new staff and a new place every time. Our camp is modeled on the premise that children have to feel safe and secure in order to try something new.”

Helping kids feel comfortable and in touch with themselves is the main focus of Circle Yoga Summer Camp ($250-$365 per week) in the District.

“The goal of the camp is to make everyone feel at ease,” says Linda Feldman, director of programming at the Chevy Chase studio. “The kids aren’t judged in any way, shape or form. They get a real sense of what mindfulness and yoga are about — accepting themselves for who they are.”

A low staff-to-camper ratio is always a plus for shy kids, so that’s something parents should look out for. “One counselor trying to lead 30 kids is not going to have the bandwidth to give extra attention or TLC to a kid who needs more prodding,” says Jake Schwartzwald, associate director of Everything Summer, a paid service that helps parents around the country find camps for their children. “Find out if there’s a counselor who can be your child’s go-to person.”

Communication between parents and camp can also set shy kids up for success. Green Acres Camp calls all parents two weeks into camp to talk about how their kids are adjusting. Capitol Hill Arts Workshop asks parents to fill out a pre-camp questionnaire about their child.

Whenever I send out a résumé, I am skeptical about what the words “overnight camp counselor” might mean to the person reading it. What do people who have not gone to summer camp think my five summers as a counselor communicate about me? Do they find it silly I even included it?

They shouldn’t, says Michael McCutcheon, a counseling psychologist and career coach at Wanderlust Careers in New York City. “The great thing about overnight camp counselors is that they have actual, real, valuable skills. Like the ability to work with people from all sorts of backgrounds, the ability to hold the attention of antsy audiences,

outside-the-box thinking.”

Overnight camp counselors bring a myriad of qualities that can’t be taught during onboarding or professional development seminars — qualities that take months or even years to ingrain.

Hillary Handler is a genetic counselor and a Ph.D. student in neuroscience. She says she worked harder during her five summers as a camp counselor than she has in any job since.

“It’s a 24-hour job that just comes at you and comes at you,” she says.

In science, Handler explains, you have to be OK with failing again and again and still persevering toward your goal, trying new ways to achieve it. Camp,

she says, taught her persistence.

Ann Tobias, an MBA student at Yale and a former consultant, spent four summers as an overnight camp counselor and urges employers to take references from camp directors seriously.

“A camp director knows who their high performers are and

who is making their life easier or harder,” she says. “It’s a highintensity 10 weeks or so. … They know who does a good job and who doesn’t. Those are pretty meaningful references.”

Sally Cohen, now a lawyer, says the round-the-clock nature of being a camp counselor

prepared her well for her job demands. At camp, she explains, “Just because you’re asleep and it’s 2 a.m. doesn’t mean you won’t be called upon to do something.”

She also says camp taught her how to work with a diverse group of people. Staff members often come from around the world, and must learn not only to work together but to live together.

Since employers who were not camp counselors may not appreciate these skills, Judi Lansky, president and founder of Chicago-based Lansky Career Consultants, says job seekers should clearly communicate them, whether on the résumé, in a cover letter or in an interview.

McCutcheon agrees, and says that too often applicants do not take advantage of their cover letter as an opportunity to tell their story.

CAMP THEMES For thousands of teens, the ideal summer camp has nothing to do with roasting s’mores over a fire.

It’s about spending an intensive week or two — or maybe the entire summer — on a college campus, immersed in the world of policy debate.

“It’s a great chance to hone critical thinking, public speaking and research skills, and get a real feel for college life,” says Aaron Kall, who runs the University of Michigan debate team and the university’s policy debate summer camp.

For university admissions officers, it’s a chance to meet motivated kids and show them what the university has to offer.

Often, students select camps at universities they are considering attending after high school.

There are around two dozen policy debate summer camps across the country, all of which focus on the same policy topic, agreed on each year by the National Federation of State High School Associations.

This year, for example, the topic is whether the federal government should decrease restrictions on immigration. This summer and next school year, the focus will be on whether the federal government should reduce arms sales.

“Debaters might do research on whether more visas should be offered to professionals in STEM fields, for example, or the pros and cons of any of a number of aspects and perspectives of the main topic,” says Mikaela Malsin, head of debate at Georgetown University, who oversees that university’s policy debate summer camp.

Contrary to popular belief, the camps attract a wide range of students, “not just nerds and kids who want to go to law school,” says Malsin.

of backgrounds. A lot of them find debate to be a very empowering form of expression,” she says.

Another misconception is that debates resemble a courtroom setting, or a back-and-forth like one might see during a political campaign.

“Some people imagine that debates are formal, like a presidential debate. It’s a lot more casual than that, with people

talking very quickly and practicing reading their arguments from laptops,” Malsin says.

Each policy debate summer camp accepts between 150 and several hundred debaters each summer, mostly — but not exclusively — high school students.

They tend to fill up by early April.

The camps are not cheap, averaging around $1,000 per week including room and board

(Georgetown offers a commuter option), according to Malsin, who adds that scholarships and financial aid based on merit or need are usually available.

“The camps are not necessarily competitive in terms of admissions, but the students who enroll tend to be ambitious and intellectually curious. Students don’t accidentally show up at these sorts of camps,” Malsin says. “And anyone unsure about how much they like debating might want to hold off, or start out with one of the shorter camps. If you’re on the fence to start with, it might turn out to be a little overwhelming.”

Kall also says students tend to be so passionate about debate practice that it can be hard to get them to turn off the lights at the required hour. “The friends you make at policy debate summer camp often end up being friends for life,” he says. “I’m still in touch with some of the kids I met in debate summer camp when I was in high school.”

The investigation began when authorities received a tip from someone they were interviewing in a separate case, Lelling said.

Authorities said coaches took payoffs to put students on lists of recruited athletes, regardless of their ability or experience. Once they were accepted, many of the students didn’t play the sports in which they supposedly excelled.

Prosecutors said parents were also instructed to claim their children had learning disabilities so they could take the ACT or SAT by themselves and get extra time.

That made it easier to pull off the tampering, prosecutors said.

DOHA, QATAR The longest peace talks between the U.S. and the Taliban to end America’s 17-year war in Afghanistan concluded Tuesday night in Qatar, with both sides saying progress had been made.

The nearly two weeks of talks produced two draft agreements between the militants and the U.S. government on a “withdrawal timeline and effective counterterrorism measures,” American envoy Zalmay Khalilzad, above, wrote on Twitter.

The diplomat said he’d go to Washington and meet with other concerned parties, likely including the Afghan government, which did not take part in the 13 days of face-to-face talks in Doha, the Qatari capital.

“It’s clear all sides want to end the war. Despite ups and downs, we kept things on track and made real strides,” Khalilzad wrote.

The Taliban issued their own statement, similarly saying “progress was achieved” on both of those issues. It stressed that no cease-fire deal had been reached, nor any agreement for it to speak to the Afghan government.

It wasn’t immediately clear when the next round of talks would begin.

EDUCATION Fifty people, including Hollywood stars Felicity Huffman and Lori Loughlin, were charged Tuesday in a scheme in which wealthy parents allegedly bribed college coaches and other insiders to get their children into some of the nation’s most selective schools.

Federal authorities called it the biggest college admissions scam ever prosecuted by the U.S. Justice Department, with the parents accused of paying an estimated $25 million in bribes.

At least nine athletic coaches and 33 parents, many of them prominent in law, finance, fashion and other fields, were among those charged. Dozens, including Huffman, the Emmy-winning star of ABC’s “Desperate Housewives,” were arrested by midday.

“These parents are a catalog of wealth and privilege,” U.S. Attorney Andrew Lelling said in announcing the results of a fraud and conspiracy investigation code-named Operation Varsity Blues. The coaches worked at such schools as Yale, Stanford, Georgetown, Wake Forest, the University of Texas, the University of Southern California and the University of California, Los Angeles. A former Yale soccer coach pleaded guilty and helped build the case against others.

No students were charged, with authorities saying that in many cases the teenagers were unaware of what was going on.

The scandal is certain to inflame long-standing complaints that children of the wealthy and connected have the inside track in college admissions — sometimes through big, timely donations from their parents — and that privilege begets privilege.

College consultants were not exactly shocked by the allegations. “This story is the proof that

there will always be a market for parents who have the resources and are desperate to get their kid one more success,” said Mark Sklarow, CEO of the Independent Educational Consultants Association.

The central figure in the scheme was identified as admissions consultant William “Rick” Singer, founder of the Edge College & Career Network of Newport Beach, Calif. He pleaded guilty Tuesday, as did Stanford sailing coach John Vandemoer.

2011 through last month to bribe coaches and administrators to falsely make their children look like star athletes to boost their chances of getting into college.

The consultant also hired ringers to take college entrance exams for students, and paid off insiders at testing centers to correct students’ answers. Parents spent anywhere from $200,000 to $6.5 million to guarantee their children’s admission, officials said.

Several defendants, including Huffman, were charged with conspiracy to commit fraud, punishable by up to 20 years in prison.

The Redskins are winning the offseason again.

After trading little to obtain Denver quarterback Case Keenum, Washington managed a creative free agent deal to get New York Giants safety Landon Collins. A team with scant salary cap space added two key pieces for a combined $7.5 million this season — half of what one of them usually would cost.

A team notorious for overpaying suddenly found a winning conservative path — although it’s only temporary.

Collins’ deal for $4 million this season swells to $14.6 million in 2020 while Keenum becomes a free agent. But the Redskins once more slapped on a financial Band-Aid while trying to stay somewhat competitive.

The true beauty of the moves is how they set up the draft: The Redskins will be able to pick who they need rather than who is most marketable.

There’s now no pressure to find a quarterback to sell jerseys or

a safety to captain the defense.

Neither position figures to be worthy of the Redskins’ No. 15 overall pick, so Washington might have forced a selection and whiffed.

Instead, receiver now figures as the top need, and the club could take a pass rusher in the second round and a guard in the third.

The important thing is that the Redskins concentrate on offense, or they could have another season of trying to win with field goals, a scenario that put unrealistic pressure on the defense.

The exception is at outside linebacker. The Redskins need another pass rusher — they are losing free agent linebacker Preston Smith to Green Bay, and linebacker Ryan Kerrigan turns 31 in August.

The Redskins will be tempted to draft a pass rusher in Round 1, but they don’t need that as much as they need to rebuild their depleted passing game. They can get away with fewer sacks, but not fewer catches.

Coach Jay Gruden’s plan can’t be to rely on tight end Jordan Reed and running back Chris Thompson to lead the team in receptions because neither can stay healthy.

The Redskins have been eyeing Duke QB Daniel Jones for their first pick, and he’ll probably be available given that Jacksonville, at No. 7, is filling its quarterback need with former Eagles QB Nick Foles. But

some draft gurus feel Jones might be a second-rounder, so Washington shouldn’t press.

Instead, they should try for one of the Ole Miss receivers, D.K. Metcalf or A.J. Brown.

Metcalf has more athleticism while Brown is steadier. Either way, Washington needs to pick a playmaking receiver.

That’s the freedom they get in the draft after a couple of savvy decisions at the start of free agency.

The NFL’s top defense in 2018 will have a decidedly different look in 2019. With unrestricted free agent linebackers C.J. Mosley, Terrell Suggs and Za’Darius Smith headed elsewhere and the release last week of safety Eric Weddle, the Ravens lost four key contributors. Mosley, a four-time Pro Bowl pick at 26, agreed to a five-year, $85 million deal with the Jets.

Suggs, below, the Ravens’ career sack leader, heads to Arizona at 36. Smith, 26, is getting a four-year, $66 million deal in Green Bay. And Weddle, 34, agreed to a two-year contract with the Rams.

CBS and Turner are going back to basics for the NCAA Tournament selection show. The networks experimented last year with a widely panned two-hour show in which the 68 teams were announced alphabetically before the full bracket was unveiled. Viewers criticized the interminable wait to see the full brackets. The networks announced Tuesday that they will return to the traditional format: CBS will host the selection show at 6 p.m. Sunday. Nationals put another teen on the fast track

NATIONALS The Nationals have a record of fast-tracking deserving young players, from Bryce Harper to Victor Robles to Juan Soto, who starred as a 19-year-old last season once injuries cleared a spot for him in left field.

And this spring, Nationals prospect Luis Garcia is the only 18-year-old in a major league camp.

Baseball Prospectus ranks Garcia, a smooth infielder from the Dominican Republic, as the Nationals’ third-best prospect and the 81st-best in baseball.

Washington, rankings aside, has him as a part of its future.

That’s why Garcia survived the first round of cuts Friday to stay in major league camp in West Palm Beach, Fla. He’s learning from veterans, getting regular opportunities at shortstop and second base, and testing his left-handed swing against experienced pitchers.

He already seems comfortable, grinning at reporters in passing and shouting jokes in Spanish across the clubhouse.

General manager Mike Rizzo undoubtedly is encouraged.

Rizzo’s logic is that top prospects need to play when ready.

It’s why starter Stephen Strasburg debuted at 21. It’s why Harper came up at 19 and played every day until he departed this offseason. It’s why Soto was called up last year, after starting the season with low-Class A Hagerstown, and went on to have one of the best 19-year-old seasons in history.

And it will dictate the next steps for the 21-year-old Robles, 21-year-old infield prospect Carter Kieboom, and, after them, Garcia, who turns 19 in May. “He’s got plenty of time to keep getting better, but I think he has

a head start on a lot of people and he’s going to be a good player,” Nationals shortstop Trea Turner said before breaking into a smile.

“Hopefully he doesn’t take my job any time soon.”

Since Turner is 25 and has proved to be a franchise shortstop, the Nationals are teaching second base to Garcia and Kieboom. With veteran second baseman Brian Dozier on a one-year contract, it seems that Kieboom could get a shot there as soon as 2020.

That doesn’t leave much room for Garcia, at least in short-term plans, but the Nationals will find a spot for him if he demands one.

The NBA and Jazz management took action Tuesday after Thunder guard Russell Westbrook and a Utah fan made ugly comments to each other during a game Monday in Salt Lake City. The Jazz said fan Shane Keisel has been permanently banned from all events at the arena following a review of video evidence and eyewitness accounts.

Westbrook said the fan made “racial” comments.

Westbrook responded by telling the fan in comments caught on video, “I promise you. I’ll f--- you up. You and your wife. I’ll f--- you up.” The NBA fined Westbrook $25,000 for “profanity and threatening language” toward fans. (TWP)

Dismissed by record labels, the genre has taken the streaming age by storm

MUSIC In 2018, Latin trap was everywhere. The “Te Bote” remix — a trap juggernaut featuring Latin heavyweights Bad Bunny, Nicky Jam and Ozuna — spent 21 weeks on the Billboard 100.

The rapper Anuel AA climbed Latin music charts with a slew of releases. And Bad Bunny and Ozuna logged billions of plays on Spotify and YouTube.

In the early days, this style of bass-heavy hip-hop — derived from Southern rap traditions created by African-American emcees — lurked underground, primarily in Puerto Rico. Ozuna and Anuel would duck into local studios, trying to kick kick-start start their

careers. Bad Bunny found time between college classes and his job bagging groceries to upload music onto SoundCloud.

“So many of the guys who are famous right now were just kids doing the same thing in the street,” Myers says.

But the music has morphed over time, and pioneers noticed the possibilities of mixing their high-hats and skittering beats with other styles of urbano, or Latin urban genres, such as reggaeton, R&B and dembow. Now the sounds percolating in Latin music are more experimental and va varied than ever before.

It wasn’t easy. Record labels told Dominican rapper Messiah that Latin trap was “going nowhere.” Websites and Latin blogs told him the music was “cool” but had no future.

Of course, they were wrong.

Toward the end of 2014, singersongwriter Fuego released “Fireboy Forever,” a mixtape full of Latin trap songs. In New York, Messiah growled Spanish rhymes over popular rap songs.

All the while, a younger generation in Puerto Rico started paying attention to mainland trap stars and the ways in which DIY artists had built fan bases on SoundCloud.

In the past, Puerto Rican rapper De La Ghetto says, artists like him “didn’t really have internet access or phones like that.”

But the internet age shifted the

tectonic plates of the music scene.

By the start of this year, Bad Bunny had released his groundbreaking debut album, “X 100pre,” earned a Grammy nomination and got booked for Coachella. Ozuna, who has both a movie and a new album in the works, obliterated streaming records, beating Justin Bieber as the most-streamed YouTube be artist of 2018 with more than 8.7 .7 billion views.

As Latin trap continues to o move in new directions, artists ts now want to keep building moomentum and proving the global al power of their sounds.

“We’re breaking barriers, s, we’re connecting genres, and d we’re making these connecctions,” Fuego says. “It’s still ll growing and glowing up.” ”

“Sucker Punch,” rising pop singer Sigrid’s album released Friday, is perfectly titled — it’s a surprise hit you never saw coming that instantly makes an impact. The Norwegian performer has a knack for pure, crystalline synth-pop, and her fulllength debut is a string of massive hooks and beats. The down-toearth and endearingly goofy 22-year-old lets her falsetto soar on “Basic” and shows adaptability on the complex “Strangers.”

While the excellent Lorde-like title track seems deceptively spare, it’s a pure wriggling wriggl g ing earworm.

The word is rough on Morris’ ‘Girl’ ALBUM REVIEW First things first: Maren Morris has the best voice of any country singer working today — a way of melodic air-walking that makes the “country” part of that assertion feel more debatable than the “best” part.

But the words, the words, the

words. On her second album, “Girl,” they really gunk things up, no matter how Morris tries to sing her way through, over or around them. It feels almost criminal when a singer this expressive describes her own emotional state as “the feels” — which occurs tragically and repeatedly on a song of that very title. Epic voice, basic lyrics, rough scene.

On to the “country” part. Is it still worth debating whether this music qualifies as country?

Smuggled into the chorus, there’s a heroically vexed lyric: “I don’t know what God is.” Yet this exquisite line gets blotted out by the misguided certitude oozing from the neighboring lyrics: “We got way too much in common, so what’s the point in fighting?”

These words capture the lazy, misshapen logic that so many white Americans share with one another about the importance of hearing both sides. In and of itself, Morris’ voice sounds beautiful here, without a doubt. But in a protest song, nothing sounds uglier than when the implicit voice of reason has such a weak grasp on the problem at hand.

Tomlinson claimed that Malik never showed up to support him at his 2016 “X Factor” performance, which took place just days after his mother’s death. “Truthfully, it never really got better,” he told the British outlet. Gwyneth Paltrow revealed at South by Southwest that Jeff Bezos once ignored her request to meet, Page Six reported Tuesday.

Paltrow said Bezos had reached out to her after discovering that she had tried to contact him.

“I got an email and the subject was ‘Jeff Bezos.’

And the sender was Jeff Bezos!” she said.
