A North Carolina thrift store got $1,000 for a bedroom suite that may be haunted. Do you feel like you’re not in a safe situation?” Anyone whose gut answer is “yes” is encouraged to go straight to the bar and ask the staff if Angela is around. No, “Angela” isn’t a burly bouncer who’ll pin the aggressive patron up against the wall. It’s a signal to the staff that a situation is uncomfortable, and the person asking for her needs help extricating themselves, whether it’s having someone call a taxi or walk the customer to their car. Ask for Angela launched in pubs in Lincolnshire, England, in 2016, and has spread across the world, as far as Australia, Canada and now, Arlington. She believes in more direct methods of dealing with harassment. Taylor also takes issue with the fact that “the whole world knows about this secret code,” pointing out that signs are hung where men and women can see them. That said, Taylor has talked to many women who are fans of the program: Seeing the signs, Taylor says, is a reminder that “someone is paying attention. They appreciate that someone cares enough to put it up.”

Smithsonian shrinks annual Folklife Festival THE DISTRICT The Smithsonian Institution has canceled this summer’s 10-day Folklife Festival celebrating the music and culture of Benin and Brazil and will replace it with a smaller event. January’s government shutdown is partly to blame. Sabrina Motley, director of the festival, said Thursday that initially, crucial funding for the 2019 event arrived later than expected, slowing preparations. “And once we had those funds,
we had the shutdown,” she said. “The timing was unfortunate.” The partial government shutdown lasted 35 days, from Dec. 22 through Jan. 25. The Smithsonian used reserve funds to remain open through the end of December, one of its busiest weeks. When it closed Jan. 2, its federal employees were furloughed and not permitted to work. Still, the Smithsonian employees were back at work five months before the festival was set to open. It was scheduled for
June 26-30 and July 3-7. A decision was made to postpone the Brazil and Benin celebration until summer 2020 and do a smaller event this year, Motley said. “Our partners were quite happy with that. They understood the pressure we were under.” The 2019 festival will be a two-day event, with the dates not yet announced, focused on the “Social Power of Music,” in keeping with the Smithsonianwide 2019 Year of Music theme. Sports betting bill looks to be stalled this year A key Maryland lawmaker said measures to allow sports betting in the state are “not going to happen this year.” State Sen. Metro to help riders pay for ride-hail trips Metro will foot part of the bill for an Uber, Lyft or taxi ride for late-night workers to ease the burden for those affected by the agency’s service cuts. The transit agency formally announced Wednesday its previously reported plan to subsidize ride-hailing trips in lieu of expanding service hours, after the agency’s board rejected a District proposal to restore the system’s midnight weekday and 3 a.m. weekend closings. Under the $1 million ridehailing subsidy program, Metro will pay for up to $3 of an Uber, Lyft or taxi trip for late-night hospitality, health care and other workers primarily in the service industry between midnight and 4 a.m., seven days a week. Riders would be eligible for 10 trips per week and would register for the program, which is initially set to last for one year. Metro has come under criticism, however, for opting to subsidize ride-hailing trips rather than bolstering bus service or adopting a more transit-oriented program to shuttle late-night workers. Uber and Lyft are widely acknowledged to be driving customers away from transit with discount fares. The transit agency said vendors should respond to its request for proposals by April 10. A tweet for help: When aversion isn’t an option Daniel Marcin admits he probably acted like a lot of the other passengers when he got on a Green Line train leaving Gallery Place on Monday morning and smelled the distinct odor of feces. The stench was coming from a man sitting in the middle of the car. Marcin couldn’t describe him afterward. He was trying not to look. But he did notice that most of the 15 or so other passengers stood away from the man, though it didn’t help them escape the odor. Marcin said he probably did make a face. And when the train pulled into Archives a moment later, he joined several others in escaping to the next car. Later, he wondered if the man saw his look of disgust or if he’d done something to
make the man feel ashamed. “If I did, I’m sorry about that,” he said. But while he said later that he could have handled the situation better, a Twitter exchange he had with Metro about the encounter stood out to me. Instead of tweeting the type of complaint that the smell of feces on Metro might elicit, Marcin tried to get the man some help. “Hi @wmata @Metrorailinfo, a guy pooped himself on car 7571 green to branch. Can you please get him some help? Pulling into L’Enfant now,” he tweeted to Metrorail’s account. Metro at first sounded as if it assumed Marcin wanted the man kicked off the train, and said it was letting Metro Transit Police know: “We have contacted MTPD and they would notify a medic if one is needed to assist. Our car maintenance

Metro spokesman Ian Jannetta said police did go find the man, but he couldn’t immediately say what the police did. Transit police “are trained to handle these situations with sensitivity and to recognize the appropriate course of action, whether an individual needs medics, shelter, mental health services or may be a danger to themselves,” he said. Some transit systems are taking innovative approaches toward the homeless. Philadelphia’s Southeastern Pennsylvania Transportation Authority (SEPTA) worked with social services groups to open an 800-square-foot “Hub of Hope” near Penn Center, which serves free food and coffee to get the homeless to come in and get connected to needed services. Minnesota’s Metro transit police last year created a special unit whose members go around introducing themselves to the homeless to see what they need. They also began handing out rental vouchers last year to get people into housing. Los Angeles’ Metro system in 2017 contracted with a social services group to send outreach workers on the subway, providing what help they could, such as rides to the doctor and help getting photo IDs, according to the Los Angeles Times. “I don’t know that I’m any more passionate about [helping the homeless] than other people,” Marcin said about his tweets. “I don’t volunteer at a homeless shelter or anything,” he said. “But I would prefer that homeless people had safe and healthy homes, much like anyone else would.” Reach Kery Murakami at kery.murakami@washpost.com. Universities put to the test EDUCATION Universities raced to contain damage this week from scandalous allegations that athletic coaches took bribes as part of a wideranging scheme to let unqualified children from wealthy families gain entry to prestigious schools. Outrage mounted among parents and students who said the scheme showed those who play by the rules are losing seats at elite universities to unscrupulous families with money and clout. In response, Georgetown disclosed that it tightened vetting of athletic credentials after the university in late 2017 discovered “irregularities” in the recruiting practices of tennis coach Gordon Ernst. The coach, who left the university last year, was among dozens of people charged with crimes in the college admissions cheating and bribery conspiracy revealed Tuesday. Authorities said conspirators manufactured test scores and funneled payments to coaches who designated favored applicants as recruits, giving them priority in admissions. Affected schools said they were reviewing records of current students and graduates who may be connected to the scheme — even though law enforcement officials have not charged any students with crimes. College admissions have come under scrutiny in the past year, especially through a federal

But affluent families routinely secure an edge in testing without breaking the law. They pay thousands of dollars not to cheat but to hire tutors for test preparation, one of many ways wealth tilts admissions. Another edge: the special consideration given children of alumni and donors. “Ultimately, I think the goal of a racially and socioeconomically diverse student body is essential to the mission of higher education,” said John B. Beto O’Rourke announces run for presidency POLITICS Beto O’Rourke, the former Democratic congressman from Texas who became a national celebrity with his unexpected campaign for a U.S. Senate seat, announced Thursday that he will seek the presidency in 2020. The announcement came after months of public reflection that included a solo road trip through rural America, a heartto-heart talk with Oprah Winfrey and rallying with supporters near the southern border. In a video made public early Thursday, O’Rourke promised to run “a positive campaign . . . to bring out the very best in every single one of us,” striking the same upbeat tone that he took in his contest against incumbent Sen. After weeks of political gridlock, Parliament voted Thursday to seek to postpone the country’s departure from the European Union, a move that will likely avert a chaotic withdrawal on the scheduled exit date of March 29. The House of Commons voted 413-202 to ask the EU to put off the exit until at least June 30. The vote gives Prime Minister Theresa May some breathing space, but is still humbling for a
leader who has spent two years telling Britons they were leaving the bloc on March 29. Power to approve or reject the extension lies with the EU, which has signaled that it will only allow a delay if Britain either approves a divorce deal or makes a fundamental shift in its approach to Brexit. May is likely to ask EU leaders for an extension at a March 21-22 summit. The European Commission said the bloc would consider any request, “taking into account the reasons for and duration of a possible extension.” May was forced to consider a Brexit delay after lawmakers twice rejected her EU divorce deal and also ruled out,

Gun control advocates touted the ruling as a possible way to circumvent a federal law that shields gun manufacturers from liability in most cases when their products are used in crimes. Gun rights backers bashed the decision as judicial overreach. In a 4-3 decision, justices reinstated a wrongful death lawsuit against Remington and overturned the ruling of a lower court judge. The majority said that while most of the lawsuit’s claims were barred by the federal law, the maker could still be sued for wrongful marketing under Connecticut law. Joshua Koskoff, a lawyer for the plaintiffs, has said the Bushmaster and other AR-15style rifles were designed for military uses and should never have been sold to the public. He said Remington targeted younger, at-risk males through “militaristic marketing and astute product placement in violent first-person shooter games.” Allowing the lawsuit to move forward means that there will be an opportunity for discovery that could unearth company documents that could be embarrassing for Remington. GOP splits with Trump POLITICS The Senate passed a resolution Thursday to overturn President Trump’s declaration of a national emergency at the U.S.-Mexico border, with 12 Republicans joining all Democrats to deliver a bipartisan rebuke to the president. The disapproval resolution passed the House last month, so the 59-41 Senate vote will send the measure to Trump’s desk. Trump has promised to use the first veto of his presidency to strike it down, and Congress does not have the votes to override the veto. “VETO!” Trump tweeted moments after the vote. Still, the Senate vote stood as a rare instance of Republicans breaking with Trump in significant numbers on an issue central to his presidency — the construction of a wall along the southern border. For weeks, Trump had sought to frame the debate in terms of immigration, arguing that Republican senators who supported border security should back him up on the emergency declaration. But for many GOP lawmakers, it was about a bigger issue: The Constitution itself, which grants Congress — not the president — control over government spending. By declaring a national emergency in order to bypass Congress to get money for his wall, Trump was violating the separation of powers and setting a potentially dangerous precedent, these senators argued. “It’s imperative for the president to honor Congress’ constitutional role,” Sen. NEW YORK The reputed boss of New York’s Gambino crime family was shot to death in front of his home by a gunman who may have staged a car accident to lure him outside, dying a virtual unknown compared with his 1980s-era predecessor, John Gotti. Police said Thursday they were reviewing surveillance camera video of the attack on Francesco “Franky Boy” Cali, 53, who was gunned down Wednesday night at his house in Staten Island. The assailant sped off in a truck, police said. No immediate arrests were made and the motive was under investigation, Chief of Detectives Dermot Shea said. Federal prosecutors had referred to Cali in court filings in recent years as the underboss of the Mafia’s Gambino family, once one of the most powerful and feared crime organizations in the country. News accounts since 2015 said he had ascended to the top spot. Federal prosecutions in the past 25 years decimated the ranks of New York’s five Mafia families, the Gambinos among them. The cases resulted in long prison terms for their bosses — Gotti included — and encouraged their successors to keep a lower profile. The last Mafia boss to be shot to death in New York City was Gambino don Paul Castellano; he was assassinated at Gotti’s behest outside a midtown Manhattan steakhouse in 1985. The magic touch: Lovable leads save ‘Five Feet Apart’ There are a lot of ways a movie can go wrong. Film is such a communal machine, and if just one or two cogs aren’t working, any reach toward greatness (or just goodness) grinds to a halt. In the case of “Five Feet Apart,” the newest entry in the “teenagers fall in love, [fatal disease] strikes, everyone learns a valuable lesson about living for the now” genre, the script causes the clog. Luckily, the two lead actors are skilled enough to keep the machine chugging along. In a movie that will inevitably be compared to 2014’s sobfest “The Fault in Our Stars,” Stella and Will are teenagers; both have cystic fibrosis and are staying on the same
hospital floor. Stella (Haley Lu Richardson) is waiting for a new set of lungs, putting her in the strange position of waiting for someone to die so she can live. Will (Cole Sprouse) has a particularly nasty and permanent bacteria that removes him from the transplant list; he’s undergoing a clinical trial as a last-ditch effort to survive. The title refers to the fact that no CF patient can get within 6 feet of another due to the danger of infection. (The “five feet” thing refers to the 12-inch risk the two eventually take because they luuuuuuv each other.) Of course, Stella and Will — she the responsible good girl, he the darkly comedic bad boy — fall in the kind of teenage love that can only take place within the space of about three weeks and mostly

over FaceTime. It’s hard to blame the writers of such scripts (I mean, I still DO), because it must be tough. When one or both of your main characters are already living under the specter of dying young, how do you raise the stakes? They are literally facing down death with every breath they take; even action and war movies give you a break sometimes. The answer is to give the audience characters to care about, so that you root for them not necessarily to not-die, but to live. The real trick is you have to do it without depending on lines of dialogue like, “I’ve been so worried about dying I haven’t been living.” Which means the burden falls on Richardson and

Sprouse, and they do surprisingly well — Richardson in particular. CF is a nasty disease, and Richardson sacrifices any vanity she has in order to look like, well, a teenage girl who has lived too many of her days under fluorescent lighting, doesn’t see the point in putting on makeup, and lets her hair do whatever. Sprouse is slightly more conventionally handsome and looks a lot less sick, but still brings a surprising amount of depth to a role where the emotional arc could have ranged from “smoldering” to “more intense smoldering.” The script doesn’t make you care about Stella and Will; Richardson and Sprouse do. Yes, there are some eye-rolling moments and cheap plot devices that they can’t quite overcome, but they largely bring the movie from mediocre to whatever a step above mediocre is. Oh, and if you haven’t registered as an organ donor, you should. There are people out there — some of them probably good-looking teenagers in love — who need you. It’s easy to see the appeal of this film’s source material: a 1992 pulp best-seller about a drug courier who gets caught up in a spiral of retaliation. But there’s also not a whole lot to this story beyond the story. Idris Elba’s directorial debut is all kiss-kiss, bangbang and backstabbing, with a twist that, while effective, leads to a denouement of questionable — and not entirely satisfying — moral reckoning. For the first half of this spellbinding little film, there’s barely any dialogue at all. “Wonder Park” follows a girl who imagines a colorful cast of characters and a drab plot.
Going round and round … The muted, uninspired ‘Wonder Park’ suffers from a lack of direction FILM REVIEW It’s safe to assume that any animated movie made for children will probably not entirely cleave to reality. When a tale pretty much starts off with a talking mouse, you know things are going to get weird from time to time. The problem with “Wonder Park,” which is set in a magical theme park, is not the element of the fantastical. The problem — one of many — is that the story can’t seem to weave that element into a narrative that makes sense. To put it simply, “Wonder Park” can’t keep the wonder and the park on the same page.
That story begins in Wonderland, a place inhabited by a group of furry park mascots. Their leader is Peanut (voiced by Norbert Leo Butz), a monkey who creates the park’s rides. It turns out that Wonderland isn’t real, but the product of someone’s imagination: a little girl named June (voice of Brianna Denski), who dreamed it up with her mother (Jennifer Garner). After Mom is diagnosed with a mysterious illness and goes away for treatment, June puts the notion of Wonderland aside. But while on her way to math camp one summer, June escapes from the bus, intending to return home to be with her father. En route, she stumbles across — wait for it — Wonderland. The visitors have all left. Rides are crumbling. Peanut

is missing, and the rest of the mascots are under threat from something called “chimpanzombies”: stuffed-animal prizes from the park’s games of skill that have come terrifyingly to life. June and the mascots must team up to save the park, which was, apparently, real the whole time. Or was it? Much of the movie feels like filler. Shots are often overlong; scenes drag or are entirely unnecessary. Still, June is a
compelling enough character. It’s nice, for once, to see a girl on screen with a knack for engineering and a fondness for math. But June is also the only one in the movie with any sort of depth or character development. Worse yet, the visuals are dreary, and the colors muted. “Wonder Park” might have made a charming short film. As is, it’s a pointless and meandering meditation on, well, nothing. There’s no director credited either, the result of the original filmmaker, Dylan Brown, being fired for what Paramount said were inappropriate sexual comments and behavior. That’s bad. Moore gives ‘Gloria Bell’ a ring of truth FILM REVIEW Gloria Bell, a middle-aged middle manager at a middle-size insurance company, lives in Los Angeles, although you would barely know it from the movie bearing her name. The L.A. of “Gloria Bell” isn’t the one of palm trees, beaches and invidious glamour shots, but the featureless sprawl that tends to be overlooked in glossy layouts and Hollywood fantasies. Against this aggressively neutral backdrop, Gloria (Julianne Moore) — divorced, with two grown children — tries to inject color and fun and sex into a life that, according to the world at large, isn’t worthy of such indulgences. When she meets a man named Arnold (John Turturro), Gloria explores the pitfalls and pratfalls of latein-life dating. Chilean director Sebastian Lelio adapted “Gloria Bell” from his 2013 movie “Gloria.” Here, he re-creates the film almost shot for shot, putting Moore in a pair of owlish eyeglasses and emphasizing her natural, unforced beauty. It’s a tribute to Moore’s charisma that such a visually bland film is still compelling to watch. Supported by terrific performances from Michael Cera, Brad Garrett and Holland Taylor, Moore is fearless as a woman fighting fears of loneliness, poverty and undesirability, and persevering in her pursuit of happiness. Lori Loughlin’s daughter, Olivia Jade Giannulli, was in the Bahamas on a yacht owned by a University of Southern California official when her mother was arrested as part of this week’s college bribery scandal, according to TMZ. Giannulli, 19, reportedly is friends with the daughter of Rick Caruso, the chairman of USC’s board of trustees. Ben Affleck opened up about his sprawling back tattoo during an appearance Thursday on “The Ellen DeGeneres Show,” saying he’s pleased with the widely derided ink. Photos of Affleck have revealed glimpses of the tattoo at various points since 2015, with the actor initially claiming it was temporary for a movie role.
