Firefighters in Colorado Springs, Colo., got a shock last week after retrieving a litter of puppies from a storm drain, CBS Denver reported. When the wellmeaning rescuers took the eight black puppies to the Humane Society of the Pikes Peak Region, they learned the “puppies” were in fact red fox kits. The baby foxes were returned to the storm drain in hopes their mother will return. Otherwise, they’ll be sent to a licensed wildlife rehab facility. (EXPRESS)

Spring into … a snowstorm? WEATHER The arrival of spring Tuesday threatened to bring with it the most significant snowfall since winter arrived in December, with forecasts of up to a foot in the Washington region and a deeper blanket expected to fall throughout the northeastern United States. Several Washington-area school districts closed early or canceled afternoon and evening activities as the snowy weather began to arrive Tuesday. The National Weather Service issued a winter storm warning from 2 a.m. to 8 p.m. today for the entire region. The Washington Post’s Capitol Weather Gang reported that as little as 2 inches and as much as a foot could fall in the region today. They predicted 2 to 5 inches in downtown D.C. and to the south, and 4 to 8 inches north of the city. The forecast was for accumulation to begin by early rush hour, with moderate to heavy snow through the morning and

Winter storm warnings were posted for Pennsylvania, New Jersey, New York City and the lower portions of New England, with snowfall of up to 14 inches forecast for Boston.

Authorities in the Washington region said that they were prepared for the winter weather. “While Tuesday is technically the first day of spring, Mother Nature doesn’t seem ready to let go of winter just yet,” Christopher Shorter, director of the District’s Department of Public Works, said in a statement. Shorter said his department was deploying more than 200 heavy and light plows by Tuesday morning to pre-treat primary, secondary and residential routes. Metro’s website said Metrorail service would open at 5 a.m. today, with trains running on a modified weekday schedule. Metro will have plows on standby to help keep the tracks clear. Additional crews are being brought in to clear station platforms, walkways and parking areas. While many were lamenting the wintry weather on the first day of spring, March snow is not uncommon for the Washington region. There have only been 36 years dating to 1885 when there was no snowfall in Washington in March. In 12 years, there have been 10 inches or more in the city, with 19.3 inches falling in March 1914. But if Gaskill’s shot stopped him, the deputy would be only the second resource officer to gun down an active school shooter since the Columbine High School massacre in 1999, according to a Washington Post analysis of dozens of school shootings. In either case, St. Mary’s County Sheriff Tim Cameron said there was “no question” that Gaskill’s quick arrival at the scene and immediate engagement with the shooter prevented more injuries. Rollins had fired on a female student in a hallway, Cameron said, drawing Gaskill’s response. As of the 2016 school year, there were more than 300 officers assigned to Maryland schools, according to the Maryland Association of School Resource Officers. A teenager with a handgun shot and critically wounded a girl inside a Maryland school on Tuesday and the shooter was killed when a school resource officer confronted him moments after the gunfire erupted. It wasn’t immediately clear whether the shooter took his own life or was killed by the officer’s bullet, St. Mary’s County Sheriff Tim Cameron said, but the officer was credited with preventing any further loss of life. Authorities didn’t release a motive, but said they believe the girl and the shooter — 17-yearold Austin Wyatt Rollins — previously had a relationship. A 14-year-old boy also suffered a gunshot wound, but it wasn’t clear who shot him. He was in good condition. Cameron and Maryland Gov. local Report: Agency used $16.6M meant for poor for other purposes THE DISTRICT The D.C. government has used a $1 billion fund made to create affordable housing and stave off gentrification to repay the federal government millions of dollars for mismanaged grants, the D.C. Auditor said in a new report Tuesday. Since 2001, the Housing Production Trust Fund has doled out nearly $750 million in grants and loans to developers to build
or preserve thousands of units of affordable housing. But the agency that oversees the fund, the Department of Housing and Community Development, also used the program for purposes unrelated to creating housing for low-income D.C. residents, according to the audit, the first comprehensive examination of the program. From 2009 to 2014, DHCD steered $16.6 million from the fund to the Department of Housing and Urban Development to make up for the city’s “ineffective management of federal grants,”

Policy shift could cause traffic woes TRANSPORTATION A new initiative at the U.S. Department of Agriculture that requires thousands of its employees to work from the agency’s offices rather than at home has some planners and traffic experts worried that other federal agencies could follow suit — a move that would increase congestion on area roads. After years of the USDA encouraging more of its employees to telework, Agriculture Secretary Sonny Perdue reversed course this year and said employees would be permitted to telework only one day a week — and no more than two days per pay period. Before, eligible employees could work remotely up to four days per week. Perdue did not respond to requests for comment on the policy change, but in an emailed statement a spokesman said: “USDA’s telework policy is designed to be responsible to the taxpayers and responsive to the customers who depend on our services. It is also respectful of our fellow employees
who come to work each day.” The shift, which began last month, is part of Perdue’s OneUSDA philosophy, which aims to promote “USDA as one family, working together as a single team to serve the American people,” the spokesman added. Supervisors can make caseby-case exceptions if there are space issues, officials said. Like many federal agencies, the USDA has downsized its office space as more workers have opted to telework. Nationwide, one-third of its 97,200 employees telework. “We’re just baffled by it,” said Jeff Streiffer, spokesman for the American Federation of Government Employees Local 1106. Added Rep. Gerald Connolly, D-Va., a co-sponsor of the 2010 legislation that increased the teleworking opportunity for federal workers: “This is a retrograde move by Perdue.” The change is happening at other federal agencies, too. The Commerce and Education departments have placed new restrictions on teleworking. But some, such as the Defense Department, said they do not plan to make any alterations to their current program. According to an analysis by

A. The largest federal pay system, the General Schedule, has 15 pay grades with 10 steps in each, with each step worth about 3 percent more in salary. Most employees start at the first step of a grade, although agencies can start them higher for recruitment reasons. So long as their performance is rated at least “fully successful,” employees climb on a regular schedule: one year to advance to each of the next three steps, two years each for the following three, and three years each for the final three. Management also can move employees up faster as a performance reward. When an employee hits step 10, within-grade raises stop. When employees are promoted into a higher grade, the process starts again. In its budget proposal last month, the administration said it wants to “slow the frequency of these step increases” as part of a larger plan to link pay more closely to performance. That proposal did not specify how slowly it would go, but a more recent budget document did: an additional year for each step. TEXAS The bombs were left on porches, then by the side of the road, then at a FedEx facility. The victims were black, then Hispanic, then white. The blasts happened in different parts of Austin, Texas, and then near San Antonio. The seemingly zigzag work of an apparent serial bomber may be a sign that whoever is behind the attacks is determined to launch more of them. “Successful serial murderers are determined, adaptable and cognizant of their surroundings, which allows them to learn from their mistakes, improve their abilities and implement new tactics to remain steps ahead of those searching for them,” said Enzo Yaksic, co-director of Northeastern University’s Atypical Homicide Research Group. The suspect “could be engaging in these new behaviors in an attempt to challenge reports characterizing him as inexperienced and prove true those that reference his high level of sophistication.” A bomb that went off early Tuesday at a package shipping facility in Schertz, which is northeast of San Antonio, was the fifth such explosion this month in a widening circle from Austin. Two people have been killed and five others injured. Hundreds of officers from multiple law enforcement agencies are on the case. Randall Rogan, a Wake Forest University professor who is an expert on forensic linguistic analysis, said the person or people behind the explosions may get a thrill from evading capture. “They’re learning. They’re feeling more and more confident,” said Rogan, who worked with the FBI on the Unabomber case. “There becomes a game of wits, who can outsmart the other.” Though to the public it may

seem a series of random blasts, authorities are tightly focused on any connections among the attacks in hopes of pinning down a profile of the killer. The sites and the people targeted might offer some link to the perpetrator, but absent a smoking-gun video of someone dropping off a suspicious package, the bombs themselves may hold the greatest potential to unlock the mystery. Mary Ellen O’Toole, a retired FBI agent and profiler who worked on the Unabomber and other bombing cases and now heads the forensic science program at George Mason University, said because bombs require so many components, they increase the chance that whoever built it could leave a trace of themselves behind. Investigators are “looking to see if they can determine a signature for the bomber,” she said. Scouring the areas where the bombs went off could uncover

While the FBI was able to build an accurate profile of the bomber as having been raised in Chicago with ties to Salt Lake City and San Francisco, the big break in the case did not come for 17 years, when he sent a 35,000-word manifesto. Even then, Ted Kaczynski was identified as the Unabomber only after his brother came forward to help authorities. Experts say because the Texas bombings have continued, the bomber likely feels no remorse and is prepared to do it again. (AP)

As time passes, Rogan said, it’s likely the person or people behind the explosions will seek more than just the thrill of the crimes alone and will desire more recognition, something that could drive them to make contact with police or release some sort of communiqué or manifesto. NATIONAL SECURITY Government efforts to protect state and local elections from Russian cyberattacks in 2016 didn’t go far enough, leaders of the Senate intelligence committee said Tuesday as the panel released recommendations to safeguard against foreign meddling in the 2018 elections. Federal warnings last time did not provide enough information or go to the right people in state and local governments, the committee’s leaders said. Russian agents targeted election systems in 21 states ahead of the 2016 general election, the Homeland Security Department has said, and officials said they’ve seen indications Russian agents are preparing a new round. The recommendations include urging states to make sure voting machines have paper audit trails and aren’t capable of being connected to the internet. Senators also are pushing for better communication among U.S. intelligence agencies and federal and state governments about cyber threats. FRANCE Former French President Nicolas Sarkozy was taken into custody Tuesday in connection with allegations that he received millions of euros in illegal campaign financing from the regime of the late Libyan leader Moammar Gadhafi. A judicial source, speaking on condition of anonymity, told The Associated Press that Sarkozy was being held at the Nanterre police station, northwest of Paris. It was unclear if he would be kept in custody overnight. Sarkozy, 63, who was president from 2007 to 2012, has vehemently and repeatedly denied wrongdoing in the case, which involves funding for his winning 2007 presidential campaign. While an investigation has been underway since 2013, it gained traction when FrenchLebanese businessman Ziad Takieddine told the online investigative site Mediapart in 2016 that he delivered suitcases from Libya containing 5 million euros ($6.2 million) in cash to Sarkozy and his former chief of staff, Claude Gueant. Soon after becoming president, Sarkozy invited Gadhafi for a state visit and welcomed him to France with high honors. Trump sought to block the legal action, but New York Supreme Court Judge Jennifer G. Schecter, citing court precedent that led to the impeachment of President Bill Clinton in 1998, said that “a sitting president is not immune from being sued in federal court for unofficial acts.” Trump’s attorneys argued that the president cannot be sued in state court and also said the comments he made were political opinion and thus “protected by the First Amendment.” The ruling is a setback for Trump at a time when his history with women has surged to the fore after recent revelations regarding his alleged affair with Stormy Daniels, an adult film star. Daniels has said she was secretly paid to stay silent about the affair. At least a dozen women have aired complaints about past inappropriate behavior by Trump since his election, but Zervos is the only one to bring court action. “If Summer is successful, this will open the door for other cases,” said Jessica Leeds, 76, who alleged Trump groped her decades ago. UNITED KINGDOM A British parliamentary committee on Tuesday summoned Facebook CEO Mark Zuckerberg to answer questions as authorities stepped up efforts to determine if the personal data of social media users has been used improperly to influence elections. The request comes amid allegations that a data-mining firm based in the U.K. used information from more than 50 million Facebook accounts to help Donald Trump win the 2016 presidential election. The company, Cambridge Analytica, has denied wrongdoing.

Dialing back Max: Nats hope ace will lighten workload On the third pitch of his day, Max Scherzer allowed a triple. Against the first batter of the second inning, he coughed up a solo homer. Later Monday against the Marlins, he walked the opposing pitcher, then saw him score on a three-run bomb. In five innings, he gave up six runs and three homers. “I actually like that I got hit around,” Scherzer said straight-faced. Scherzer — winner of the past two NL Cy Young awards — can say that because he had allowed just three hits in
his first four spring outings, striking out 21 in 14 innings. His stature allowed him to shake off his manager and say he needed one more inning on a dull March Monday. “He knows what he needs to do,” manager Dave Martinez said. What he needed Monday: to get to 90 pitches. What he needs next: 100 more in his final Grapefruit League tuneup. During the season? That’s an evolving discussion. “I want to go out there and make 33 starts,” Scherzer said. “. . . My job is to go out there and post up every fifth game.” Thirty-three, huh? In his
fourth season in Washington, Scherzer will face sometimes competing forces: what he wants to do, and what is best for him and his team, which has championship aspirations. Last August, the Nationals placed Scherzer on the disabled list because of a neck issue. It was his first trip to baseball’s wasteland in eight years. The injury was minor. The conversation that put him there was monumental. Ask general manager Mike Rizzo if he remembers it. “Oof,” Rizzo said. “I’ll never forget it.” To argue against Scherzer, you better be armed with facts. “You have to have coherent arguments and evidence. It’s like a friggin’ court case,” Rizzo said. “Because if he catches you, he’ll call [BS].” Last August, Rizzo showed Scherzer that he could rest and still get 31 starts — enough to stay in contention for the Cy Young. Rizzo also told Scherzer: If you enter the postseason with less than 200 innings, that
would be OK — maybe better. That’s not an accident. Scherzer’s total last year: 2002/3 innings pitched, his fewest since 2012. The key is to convince Scherzer that it’s preferable to record fewer outs, to throw fewer pitches. At this point in his career, the outs and pitches that matter come in October. Since 2013, no pitcher has thrown more innings than Scherzer, who’s averaged 218 per year. He topped 228 innings in each of his first two years in Washington. Here’s betting he won’t reach that total again. This is a trend, one to maximize relievers and protect starters, and it isn’t unique to the Nationals. The era of 240-inning seasons may be over. “In the new day and age of no assistance with amphetamines and the other stuff, the workload strategy has changed,” Rizzo said.
A new football season will start right after the next Super Bowl. A spring league, the Alliance of American Football, will kick off its inaugural season Feb. 9, 2019, and will include a modest broadcast deal with CBS, the league announced Tuesday. The AAF is founded by Charlie Ebersol, who directed an ESPN documentary about the XFL last year, and longtime NFL executive Bill Polian, below. It will feature eight teams, a 10-game regular season schedule and rule changes designed to speed up games. Players on 50-man rosters will mostly be those cut by NFL teams and other pro leagues. NFL reworks catch rule Receivers would not be required to maintain control on the ground
FOOTBALL The NFL’s competition committee was poised to change the sport’s catch rule Tuesday by eliminating controversial provisions related to slight movement of the ball in a receiver’s hands and the goingto-the-ground requirement. The modifications could be presented to owners at next week’s annual meeting in Orlando, Fla., according to Troy
Vincent, executive vice president of football operations. “We looked at plays and said: Do you want that to be a catch? And then we applied that to the rule,” Vincent said. The new catch rule, Vincent said, requires only that a receiver have control of the football, and any slight movement of the ball in the receiver’s hands detected via replay review would not result in an incompletion. The new rule would eliminate the requirement that a receiver who is in the process of going to the ground while making a catch

MUSIC For decades, country music has been a place where artists have kept any progressive political or social views to themselves, careful not to anger the genre’s traditionally conservative fans. But recent months have seen major artists and industry leaders speak out about gay rights and race issues, gun control and sexual harassment in the industry. “A lot of people are like, ‘Stay out of politics,’ ” says T.J. Osborne of country rockers Brothers Osborne. “We should all be involved in politics because it affects every single one of us.” Though hundreds of miles from Music Row, the Oct. 1 massacre at the Route 91 Harvest country festival in Las Vegas shook Nashville’s music industry. In the aftermath of the mass shooting, country power couple Tim McGraw and Faith Hill were among those who called for “common sense” gun laws. “I don’t find it our responsibility
to talk politics at all,” Hill says. “But when you’re a parent, it is our responsibility as human beings to try and make the best choices for the future of our children because they will be the ones who have to deal with the choices we make.” The Valentine’s Day mass shooting at Florida’s Marjory Stoneman Douglas High School brought more calls for action from a host of singers. “I wonder how long it will take our government to do anything at all,” Jennifer Nettles tweeted. Nettles believes that expectations combined with the proliferation of social media are among the reasons more artists are speaking out. “The interesting thing about this country and the way it is set up is that for anything to happen, we have to work together,” she says. “People need help processing emotion, and that’s what art does.” But speaking out comes with risk. Maren Morris, one of country’s fastest-rising stars, also spoke out after the Florida

On Friday, NRA Country, a lifestyle page for the National Rifle Association, unveiled a redesigned website that removed the names of dozens of “featured artists” from the site, Rolling Stone reports. The list of artists had included Luke Bryan, Blake Shelton and Florida Georgia Line, among others. Now, the only musicians on the site are those playing two NRA concerts, including Randy Rogers Band, Charlie Daniels and Travis Tritt. (EXPRESS)

She believes those ose who live in fear of alienating g their fan base aren’t giving country ountry listeners enough credit. “Don’t be afraid of the e fans because of what we learned arned from the Dixie Chick syndrome,” ome,” Nettles says. “Trust that if [you] provide and offer an invitation ation to [your] fans to engage in n intelligent and respectful cononversation that they can do it.”
Colin Meloy, below, wanted The Decemberists’ new album, “I’ll Be Your Girl,” to reflect the mood of the times, and sadly, it’s even more topical than intended. “We All Die Young,” an anthem that pairs jarring words with defiantly exuberant music buoyed by a kids’ chorus, takes on new meaning in the wake of recent headlines. Then there’s “Everything Is Awful,” written in the wake of the 2016 election, which the band performs as a children’s song for adults. Meloy is at his most literary on the fable “Rusalka, Rusalka/ Wild Rushes,” which reads like a Russian novel but is slightly shorter and delivers a lesson on the hazards of temptation. Jack White offers messy mix of styles ALBUM REVIEW For his third solo album, Jack White, the mad scientist of rock, got out of his comfort zone. Mind you, his comfort zone would make a lot of musicians go insane. White recorded in New York and Los Angeles for the first time and sought out musicians he hadn’t worked with before — some he hadn’t even met. Then he listened to what happened. “Boarding House Reach,” out Friday, is thrilling stuff, but more than a little disorienting. White’s trademark yowl and fuzzy guitar are firmly in place, but then, suddenly, there might be a conga drum solo. Or a synth riff. Or a face-melting distorted chorus. The 13-track Frankenstein-like album doesn’t always work, but when it does, it’s like a jolt of electricity, mixing hip-hop, gospel, blues and hard rock. “Forgive me and save me from myself,” White warns us in one lyric.
The funky, hard-rocking “Over a nd Over and Over” is a success. “Ice Sta‘Boarding tion Zebra” is House Reach’ brilliant, but in Jack White a bizarre way. The lyrics are as oddball as the music, going from quoting the baby book “Goodnight Moon” to name-checking Italian luxury carmaker Isotta Fraschini. Some of the experiments should have been left as outtakes. “Ezmerelda Steals the Show” is, as one line goes, “totally absurd.” White dips into country on “What’s Done Is Done,” but it seems more like he’s mocking the genre. He swipes a melody from Antonin Dvorak for the final tune, “Humoresque,” as if classical music was one more thing he wanted to mess with. MARK KENNEDY (AP)
