New England supermarket chain Market Basket is denying rumors that one of its stores is haunted after someone posted on social media about seeing an apparition at a store in Wilmington, Mass. D.C.’s famous cherry blossoms are blooming a bit earlier than expected. Initially predicted to reach peak bloom between April 3 and 6, the cherry trees that ring the Tidal Basin are on track to peak around April 1, the National Park Service announced Tuesday. Are special citizen funds helping D.C.? THE DISTRICT The “vast majority” of dollars raised through private donations by D.C. elected officials to help District residents are not spent as intended, according to a new report by Public Citizen, a government watchdog organization. District law allows elected officials to accept donations to help residents with certain expenses or services, such as an overdue electric bill, the burial of a loved one or a turkey at Thanksgiving. But these accounts, known as constituent services funds, rarely end up helping residents with urgent needs and are occasionally used by politicians to promote themselves, the new analysis says. The study found just a quarter of the $1.1 million in expenditures from constituent services funds between 2012 and 2018 went to expenses considered “immediate constituent needs.” More than half of the spending went to fundraisers, catering and refreshments, sports tickets and advertising, Public Citizen found. And some D.C. Council members used the funds to pay for banners, T-shirts and advertisements

resembling campaign materials. Constituent services funds have long been controversial in D.C. Critics call them slush funds and a way for donors and lobbyists to curry favor with officials. Eight of the council’s 13 members and Mayor Muriel Bowser maintain constituent funds. Council member Jack Evans, D-Ward 2, has the fattest fund by far, even though his constituents have a median income of $104,504 — the second-highest of any ward in the city. He had $143,152 available in his account at the start of the year. He has famously used his funds to buy seasonal sports tickets, which he says he sometimes gives away to residents or school auctions. Former lawmaker Yvette M. Alexander, D-Ward 7, was fined in 2011 for using constituent funds for political purposes. Council member Trayon White Sr., DWard 8, was forced to pay back $500 to his constituent account last year after donating to a Nation of Islam convention in Chicago where Louis Farrakhan made a series of anti-Semitic comments. In 2016, Evans spearheaded an effort that raised the limit on the amount that could be spent from $40,000 to $60,000 — as a budget change without public hearings,

The total Maryland budget approved Tuesday by the General Assembly for the next fiscal year. It includes $255 million in extra education funding to start implementing a state commission’s recommendations to improve schools. The budget also includes $500 million for school construction. In total, there is about $7 billion in education funding. The budget for the next fiscal year includes increases in pay for state employees, including a 9 percent pay hike for correctional officers. Man arrested in fatal stabbing of black man at U-Md. in 2017 will not face federal hate charges

A D.C. barbershop owner is accused of posing as a Howard University student and preying on incapacitated teenagers. Prosecutors say allegations against 35-year-old Julian Everett date back to at least 2001, including a case in which he was convicted of kidnapping a transgender woman. Everett is accused of raping three teens, ages 16 to 18, and was arrested last week on rape and related charges. Handheld cellphone ban on roads gets amended Virginia Gov. Ralph Northam is trying to revive an effort to ban motorists from holding cellphones while driving. Northam announced Tuesday he’s adding a proposed amendment to legislation that would bar drivers from holding a cellphone while driving in a highway work zone. The governor’s amendment would broaden the ban to all roads in Virginia. The legislature will return April 3 to take up Northam’s vetoes and amendments. (AP)

local Loophole could mean new moniker for road honoring rebel leader ARLINGTON COUNTY The portion of Jefferson Davis Highway that runs through Arlington County could be renamed as early as this summer thanks to the discovery of a loophole in state law and a legal opinion from the Virginia attorney general. Attorney General Mark Herring said the name change does not need approval from the General Assembly. Instead, the

Commonwealth Transportation Board has authority to rename the section of Jefferson Davis Highway if Arlington County makes such a request, the opinion said. Before Herring issued his opinion, the general understanding was that local governments lacked authority to change names that the General Assembly had placed on certain roads. Crime lab logjam: Uncle Sam yields to DNA backlogs Uncle Sam doesn’t like to surrender. But that seems to be what he’s doing in his losing effort to reduce, let alone eliminate, the steadily growing backlog in DNA testing to fight crime. According to a Government Accountability Office (GAO) report, Justice Department officials said eliminating the backlog is not a program goal because it “is unachievable in the foreseeable future because increases in demand for DNA analysis are driven by factors outside” of the control of the department’s National Institute of Justice (NIJ). The factors increasing the backlog are winning.

Ironically, the reason the backlog grows, as my colleague Tom Jackman reported last week, is that DNA testing is a victim of its own success. From 2011 through 2017, the backlog of state and local government requests for DNA analysis grew by 86 percent, from approximately 91,000 to about 169,000. “They can’t keep up,” said Gretta L. Goodwin, GAO’s director of homeland security and justice. Success breeds the backlog, but the backlog needs to stop. “The continued and worsening backlogs of forensics evidence testing is unacceptable,” said Sen. Chuck Grassley, R-Iowa, who requested the GAO report. “Victims of terrible crimes shouldn’t have

to wait — for years, in some cases — to get a shot at justice before the statutes of limitation expire.” The report identified several factors that, while positive, helped lead to the growing backlog. Scientific advancements have increased the amount of evidence that is eligible to be analyzed. And cuts in turnaround times for DNA analysis have encouraged law enforcement officials to request more DNA analysis. DNA is critical in law enforcement, for the prosecution and the defense. In fact, 364 people in the U.S. have been exonerated by DNA testing, including 20 who served time on death row, according to the Innocence Project. Clearing the backlog is essential. But now Justice deems it unachievable. Not so, said Greg Totten, a vice president of the National District Attorneys Association. “I don’t agree … that reducing the backlog is an unachievable goal,” said Totten, who is the district attorney of Ventura County, Calif. “As a prosecutor, I want to continue to fight the backlog.” The fight is winning in Ventura County, where the sheriff runs the crime lab. “They’ve gotten additional resources,” said Totten, “and maintain a backlog of virtually zero on sexual assault kits.” The federal government has awarded almost $1 billion since 2004 to state and local government crime labs to increase their capacity and cut backlogs. That’s a lot of money, but not enough. “Specifically, labs have continued to receive more requests for DNA analysis than they can complete each year,” the GAO found, “even though labs have consistently completed an increasing number of requests over time.” Follow Joe Davidson on Twitter @joedavidsonWP

POLITICS When an overwhelming majority of Floridians voted in November to restore voting rights for as many as 1.4 million felons, liberals and conservatives alike celebrated the largest expansion of voting eligibility in the country since the elimination of poll taxes and literacy tests in the 1960s. The bipartisan cheering waned this month when Republican state lawmakers proposed limiting the scope of what is known in Florida as Amendment 4. Republicans said they want only to guide implementation of a sparsely worded amendment. Their critics said the GOP is trying to go far beyond that. Although the legislation is not final, the episode has revealed how complicated and increasingly polarized the issue of voting law has become. Amendment 4 restores the voting rights of felons upon completion of all terms of their sentence, including parole and probation. It excludes those convicted of murder or felony sexual offenses. The amendment took effect on Jan. 8. But Republicans, including Gov. Ron DeSantis, said the amendment required implementing legislation. In particular, GOP leaders said three terms in

the amendment — completion, murder and sexual offense — needed to be defined for clarity, so the state’s 67 county elections supervisors could administer the measure uniformly. What Republicans came up with prompted an uproar. One GOP proposal broadly defined sexual offense to include — in addition to violent crimes — video voyeurism, lewd exhibition, prostitution and locating an adult entertainment store within 2,500 feet of a school. Amendment 4 advocates said the list should have been limited to those crimes that qualify criminals for the state’s sex offender registry.

In addition, lawmakers defined sentence completion to include prison time, probation, parole, fines, fees and restitution declared by a judge to be part of a sentence. More troubling for Amendment 4 advocates, though, was the inclusion of costs that have been converted by a judge to civil liens — meaning it could take years for an individual who has otherwise completed their sentence to be eligible to vote. Jeff Brandes, a Republican state senator from St. Petersburg, said in an interview last week he expects a bipartisan solution to emerge that will “try to soften some of the language.”

NASA has called off its first all-female spacewalk over a spacesuit sizing issue. Astronaut Anne McClain was supposed to float out of the International Space Station on Friday with newly arrived Christina Koch to replace old batteries. But McClain pulled herself from the lineup because there’s not enough time to get two medium suits ready. Koch will go out with crewmate Nick Hague instead. McClain did her first spacewalk last week using a medium suit and was supposed to switch to a large this week, but realized it would be too big. It would have taken too long to get another medium suit configured properly. (AP)

POLITICS The Trump administration has told a federal appeals court it wants the entire Affordable Care Act struck down, an outcome that could leave millions uninsured and reignite a winning political issue for Democrats. The administration, in a terse filing Monday with the court in New Orleans, said it agrees that former President Barack Obama’s health care law should be declared unconstitutional after Congress repealed one part of it — unpopular fines on people who remain uninsured. That position is at odds with previous statements by leading congressional Republicans who said they did not intend to repeal other parts of the law when they cut out its fines, effective this year. It’s also a departure from the administration’s earlier stance in a lower court, where it had argued that only federal protections for people with preexisting medical conditions and limits on premiums charged to older, sicker people should be struck down. House Speaker Nancy Pelosi said the turnabout shows that Republicans “say one thing and they do another.” “Republicans did say during the campaign that they weren’t there to undermine the preexisting condition benefit,” Pelosi said. “Then they go to court to

HEALTH Americans are increasingly likely to die by their own hand. In 1999, about 29,000 people in the U.S. killed themselves, and by 2017, the toll had grown to more than 47,000, a significant rise even when adjusted for the growing population. In recent days, three of those deaths have shocked the nation. Two teenage survivors of the Parkland, Fla., school shooting of 2018 apparently died by suicide, as did the father of one of the children slain at Sandy Hook Elementary School in Newtown, Conn., in 2012. Mental health experts advise caution in moments like these. There is a persistent concern about contagion effects, the risk that people who hear about suicides will be more likely to end their own lives. And experts say it can be difficult to draw specific conclusions from individual deaths in which the contributing factors are not fully understood. Every suicide is a unique tragedy. But these deaths provide an opportunity to confront a national public health crisis as suicides become more common. Researchers who study suicide say the field is grossly underfunded. They say they have minimal understanding of who, exactly, is most at risk of suicide. “We know that adverse childhood experiences are linked to many ‘bad’ outcomes — suicides, drug fatalities are examples — but we don’t know how much higher that risk is, as no one has studied folks over the course of time comparing diverse outcomes against diverse experiences,” said Eric Caine, a researcher at the University of Rochester Medical Center. “And, indeed, the vast, vast majority of abused, traumatized folks don’t kill themselves.”

The Parkland students and the Newtown father reportedly died by gunfire. Anestis said people need to be sure to lock up firearms if there is someone in a home who might be vulnerable to self-harm. A county in New York City’s northern suburbs declared a state of emergency Tuesday over a measles outbreak that has infected more than 150 people since last fall, hoping a ban against unvaccinated children in public places wakes their parents to the seriousness of the problem. “It’s an attention grab, there’s no question about it,” Rockland County Executive Ed Day said at a news conference, noting that he didn’t believe such a drastic step has been tried in the U.S. before. Day said he hoped to reverse a recent uptick in cases amid disturbing reports that health workers were encountering resistance when investigating cases. Rockland’s outbreak has most heavily affected Orthodox Jewish communities, which tend to have lower vaccination rates. Under the declaration, which lasts for at least 30 days, anyone under 18 who is unvaccinated is barred from public gathering places including shopping malls, civic centers, schools, restaurants and houses of worship. Those in violation could be charged with a misdemeanor punishable by up to six months in jail. The condo units are on the second to fifth floors. “There are no cookie-cutter units because the units don’t stack one above the other. Some floor plans are similar, but they’re all different from one another,” says Chris Masters, executive vice president of McWilliams Ballard, the company handling sales for the developer. Short will move into her unit soon. “I only live three blocks away so this will be the shortest move in history,” she says. Her unit was sold as a threebedroom, but she wanted to maximize the living area, so she took down the wall between one bedroom and the living room to make a great room. “I’ll never sit at a desk in the third bedroom when I can be sitting in a living room looking at the Capitol,” she says.

While the skyline surrounding Nationals Park has an abundance of construction cranes, many of the developments are apartments. For those who prefer to buy, sales will begin soon at a condo that provides direct views into Nationals Park. Envy at 70 N St. SE, a 127-unit high-rise condo, will include a roof terrace for residents with views into the park for baseball games and concerts. Some of the studio, one- and two-bedroom condos will also feature views into the stadium. The tools of a new home Newly rebuilt after a fire, Frager’s Hardware now comes with condo units on top CONDO SPOTLIGHT Visitors to Capitol Hill may be looking for such landmarks as the Library of Congress or the Supreme Court. But people who live there are more likely headed to other destinations. For many years, a popular spot among the locals was Frager’s Hardware, at 11th Street and Pennsylvania Avenue SE — a two-story yellow brick building offering hardware, paint and household sundries. Then in early June 2013, fire devastated the building, the business and many loyal customers. “I used to be a customer at Frager’s. I bought my Christmas tree there,” Andrea Short says. Kyle Erickson remembers the store as “a staple of the neighborhood. Everyone came here.” Now, Short and Erickson both

have a hand in a multi-use project that is bringing Frager’s — which has operated elsewhere since the fire — back to its former Pennsylvania Avenue address. Erickson is the construction manager for Grunley Construction, the general contractor for the Penn Eleven development. Short bought one of Penn Eleven’s condominium units. “Frager’s wanted to return to the site, and we were thrilled to be able to return Frager’s to their historic location on 11th Street and Pennsylvania Avenue SE,” says Adam M. Peters, executive vice president of Perseus TDC, the development company. Frager’s has already moved its garden center there from E Street SE, and the rest of the store is expected to follow next month. The condo units were built on

Underneath ‘This Land’ Gary Clark Jr. confronts racism head-on with his new album’s provocative title track MUSIC Gary Clark Jr. has created a lot of conversation with “This Land,” the provocative first song off his latest album of the same name, released last month. In the angry blues-rock song, he recounts racial epithets hurled his way and other racist taunts before he defiantly asserts that he too is “America’s son.” In the accompanying video, young black children confront racist imagery, including a noose. Clark says the song was sparked after he sensed a change in his Austin, Texas, neighborhood during the 2016 presidential election campaign between Hillary Clinton and eventual victor Donald Trump. Then a confrontation with a neighbor

prompted him to write it. “I would be driving home and I would see a lot more Trump signs than Clinton. Things in the news, there started to be conversation — something shifted,” says the 35-year-old musician. “I’m not going to try and explain all of it, but you could see it in the news and what the narrative was. Having two young ones, it kind of made me concerned about what we were getting into.” Clark says the neighbor met him outside the home he’d recently purchased and told him there was no way he — a black man — could be its owner. “I had to deal with something out in front of my house — I’m going to check the mail and I’m with my kid and I’m confronted

by racism at my front door,” Clark says. “And I’m like, ‘Man, what time is it? What day is it? Where are we?’ “I think it was something I was just sitting on for a while. I was taught to just be quiet and let things pass. And I was just tired of it. It’s like, I’m here, we are here. Strong, confident, we’re not going anywhere.” Clark now has two children with his wife, Nicole Trunfio, a white Australian model. So he laughs at Twitter trolls who have called his latest song “reverse racism.” “How? Do you see my wife and my children?” Clark says. “Look at my band. We look like the Village People. There’s somebody from everywhere. Out of

darkness comes the light. So with the rest of the album, there are brighter notes. And the idea is hope and love and just showing love to people.” The genre-hopping artist says he crafted the rest of his album with a hip-hop producer’s mindset, sampling from a range of musical styles, crafting lyrics about politics and his personal life. “In my mind, I’m trying to be like Dr. Dre, [J] Dilla, DJ Premier, RZA, the Wu-Tang Clan. I love that stuff,” he says. “In the studio, there’s so many options. … It’s like, man, let’s just have fun with it all. So that’s how I approached it. I just didn’t care. Where Yeezys pass as formal church wear Kanye West and Kim Kardashian West recently started a weekly worship service, the Daily Mail reported on Sunday. According to the British tabloid, the couple has hosted their private Sunday event at an undisclosed location in Los Angeles since January, with stars such as Katy Perry, Orlando Bloom, Tyler, the Creator and Courtney Love attending services. Justin Bieber announced Monday via Instagram that he’s taking a break from music to focus on his mental health. “I’ve toured my whole teenage life, and early 20s, I realized and as you guys probably saw I was unhappy last tour and I don’t deserve that and you don’t deserve that,” he wrote, referring to his “Purpose” world tour that he canceled in 2017. “I am now very focused on repairing some of the deep rooted issues that I have as most of us have, so that I don’t fall apart, so that I can sustain my marriage and be the father I want to be.” The singer, who married model Hailey Baldwin last year, also noted that he planned to return to music eventually. Wendy Williams’ husband, Kevin Hunter, has allegedly welcomed a child with reported mistress Sharina Hudson, according to E! News. The outlet confirmed Monday that Hudson was discharged from a Philadelphia hospital Sunday, but could not confirm if Hunter was the child’s father. Page Six reported that Williams was rushed Monday to a hospital after drinking. (EXPRESS)

Keanu Reeves’ flight from San Francisco to Burbank, Calif., made an emergency landing over the weekend, forcing him and his fellow passengers to take a van to Los Angeles, Page Six reported. Once Reeves’ United flight was diverted to Bakersfield, Calif., due to a mechanical issue, witnesses said that he helped to coordinate travel arrangements for the group. In the van, Reeves played country music and recited facts about Bakersfield. (EXPRESS)
