An Ohio woman has been arrested for making lewd comments to an Easter Bunny. A Colorado woman’s home was ransacked by people who thought it was the site of an estate sale. The Daily Camera reported that Mary Andrews left her Longmont home unlocked and came back Friday morning to find people taking items from her house. A Welsh couple’s wedding took an unexpected turn when an owl serving as the ring-bearer attacked a groomsman, the BBC reported Tuesday. Temperatures have remained below normal in the region for 22 straight days and, at Dulles, have dropped below freezing the past 20 days, a March record. Springlike weather will tease the region today through Friday, with highs in the 60s to possibly near 70 on Thursday, but temperatures will come crashing back down next week. The first week of April promises to be colder than normal.

Even beyond next week, the pattern will probably shape up on the cool side. A cold front sweeping through the region between Easter Sunday and early next week will initiate the shift back to chilly weather. The American modeling system forecasts highs hovering in the 50s through the first 10 days of April. These are temperatures that are more typical of the first 10 days of March. While the coldest weather is expected to center in the Midwest early next week, the signal for chilly weather in the eastern United States becomes strong by the middle of next week, lasting through at least April 10. Virginia Zoo names new baby bongo Baxter The newest baby bongo at the Virginia Zoo in Norfolk has been named Baxter. The 50-pound calf was born Friday morning to bongos Bob and Betty. Bongos are antelope-like herbivores that roam lowland forest in parts of Africa. Baxter is already on display in the zoo’s exhibit. THE DISTRICT At the XO Lounge in downtown Washington one January night, people who paid a $10 cover charge were greeted with samples of caramel popcorn, brownies and crisped-rice treats — all infused with marijuana. Customers could browse three floors with tables featuring all manner of cannabis: edible candies, smokable flowers, wax, oils and more. All were available only after a suitable “donation” was given for a sticker, or a football card. The cannabis was billed as an added “gift.” The next night, D.C. police and the city’s Alcoholic Beverage Regulation Administration (ABRA) poured in. They arrested 22 of the vendors, charging them with misdemeanor drug possession with intent to distribute. Weeks later, though, D.C. prosecutors dropped the charges, raising questions about how the U.S. attorney’s office will handle such cases. These marijuana pop-up events have emerged in the bizarre twilight zone of D.C. marijuana law, where it is legal to possess small amounts of cannabis but not legal to sell it. The events occur nightly in private residences, public restaurants and vacant office spaces, and are advertised openly on social media. Some vendors believe they have found a workaround to the law, saying that they are

selling only trinkets and that the cannabis is included. Police call it illegal drug dealing. “It’s plainly obvious they’re negotiating for marijuana sales,” said Lt. Andy Struhar of the D.C. police narcotics unit. He said police don’t actively seek out the marijuana markets, but they do respond if they get complaints.

Initially, some vendors said, police and the ABRA seemed to tolerate the pop-up markets. But recently, the number of such markets has mushroomed, complaints from neighbors and tipsters have risen, and the authorities were obliged to get involved. Struhar noted that the markets are easy to find on Google or Instagram. When police are notified of possible illegal activity, they often team up with the ABRA or the District’s business licensing agency to investigate for legal and administrative violations. How these cases play out in court remains to be seen. In the case of the XO Lounge, defense attorney Paul Zukerberg said prosecutors dismissed charges against his client and the 21 other defendants and gave no explanation. The U.S. attorney’s office declined to comment. Lisa Scott, who operates the edible cannabis company Bud Appetit in the District, said growing interest from consumers and other entrepreneurs led to an expansion in the pop-up scene. “Consumers make the demand happen,” Scott said, “and ... the city should recognize that.” Morgan Fox, of the Marijuana Policy Project, said: “The vast majority of operators or potential operators want to be legal and licensed.” Fox said that clarifying city laws would eliminate the “gray market” of the popups, remove the threat of raids and allow the District to collect taxes on regulated marijuana sales. DAILY PAY FOR FEDERAL JURORS

The amount jurors on federal cases will be compensated per day after Congress approved a $10-aday increase. Compensation for jury service at federal courts around the country had languished for 28 years. The increase was approved Friday as part of the $1.3 trillion spending bill. Jurors will get $50 a day when they start service and $60 a day after completing 45 days of service — up from the $50 they now get at that mark. The pay boost came after a group of 24 federal grand jurors in Washington formally petitioned congressional leaders. (TWP)

Council member Trayon White’s path to atonement included a bagels and lox breakfast with fellow lawmakers and Jewish community leaders. The Monday morning meal — catered by a kosher supermarket — turned into a chance to air grievances and begin healing after White’s antiSemitic comments set off an international uproar last week. White, a Democrat elected in 2016 to represent Southeast Washington, has been privately meeting and speaking to Jewish leaders since last Monday, and is planning to visit the Holocaust Museum and attend a Passover Seder. Several Jewish community leaders talked about the dangerous history of stereotypes painting Jews as power-hungry, but said White deserved a chance to redeem and educate himself. “Trayon made a mistake, but only fools repeat a mistake. People who are wise try to correct them,” said Rabbi Levi Shemtov of the American Friends of Lubavitch. After 35 minutes of listening, White said he couldn’t apologize enough for his comments. “Growing up as a young man in Ward 8, I had no idea what anti-Semitism was,” said White, his bagel and lox mostly untouched. A U.S. District Court judge on Tuesday sentenced a former Maryland middle school aide and high school track coach to 105 years in prison on federal child pornography charges involving 10 minors. In January, Carlos DeAngelo Bell, 30, of Waldorf admitted he coerced children to engage in sexually explicit conduct to produce child pornography from 2014 to 2016. During earlier state proceedings, Bell pleaded guilty to attempted transmission of HIV. Authorities had disclosed Bell was HIV-positive. Investigators have said they do not think any victims were infected. (THE WASHINGTON POST)

Two young children died after an early-morning house fire Tuesday in Leonardtown, Md. Cpl. Julie Yingling, a spokeswoman for the St. Mary’s County Sheriff’s Office, said two children under the age of six were dead and that others — she wasn’t sure how many — were said to be injured. The extent of the injuries wasn’t immediately known. WJLA reported that a family membered identified the deceased children as Kaleb and Kassidy Johnson, ages 2 and 3. Investigators at the scene were trying to figure out the origin and cause of the fire, according to the fire marshal’s office. (TWP)

The coach of the Virginia Tech women’s lacrosse team has apologized on behalf of the team after a Snapchat video of the women saying the N-word while singing along to a song was shared online. In the video, which was recorded last Saturday, a group of white players are seen on a team bus singing along to white rapper Lil Dicky’s song “Freaky Friday.” Coach John Sung issued an apology for the video in a conversation with The Roanoke Times on Monday. “This is a teachable moment,” Sung said. “It’s not something that we’re proud of. Combining sick, annual leave would likely reduce days off A. Nearly all full-time federal employees earn 13 days of sick leave per year plus 13, 20 or 26 days of annual leave (vacation) depending on their years of service. Part-time employees get prorated amounts. The White House budget plan

last month proposed combining them into what would be called paid time off, although it didn’t specify that it would cause a reduction in the total. A follow-up document said, “This proposal would reduce the total number of leave days accrued by an employee annually,” although it didn’t specify by how many. That would have to be decided if the proposal starts moving in Congress. Other issues would include how much leave employees

could carry over from year to year and what would happen when they leave the government. Currently, there are limits on accumulating annual leave, and the value of unused leave is paid in a lump sum at separation, regardless of retirement eligibility. Study reveals bath-time toy’s dirty secret

Trump administration sued over census change California, New York: Citizenship question violates Constitution POLITICS The state of California sued the Trump administration Monday night, arguing that the decision to add a question about citizenship in the 2020 census violates the U.S. Constitution. The state’s attorney general acted just after the Commerce Department announced the change. The action was followed Tuesday by an announcement from New York Attorney General Eric Schneiderman that he will lead a multi-state lawsuit to preserve what he said was a fair and accurate census.

The suits are the start of a likely broader political battle that pits the administration against many Democratic states, which believe that the citizenship question will reduce the response rate for the census and produce undercounts. Opponents say states with significant immigrant populations stand to lose seats in state legislatures and Congress, and electoral college votes. Commerce Secretary Wilbur Ross said the data could help identify potential voting-rights violations by providing more accurate information about the proportion of a congressional district’s population that is eligible to vote through citizenship. The Constitution requires a census, or “actual enumeration,”

every 10 years to apportion congressional representation. Apportionment is based on the “number of free persons” in each state. The lawsuit alleges the change violates this. Schneiderman said, “The Trump Administration’s reckless decision to suddenly abandon nearly 70 years of practice by demanding to know the citizenship status of each resident counted cuts to the heart of this sacred obligation — and will create an environment of fear and distrust in immigrant communities.” The Commerce Department portrayed the move as enforcing Section 2 of the Voting Rights Act, which protects minority population voting rights. Scientists have the dirt on the rubber ducky: The bath-time toys are a haven for nasty bugs. Swiss and American researchers counted the microbes swimming inside the toys and said the murky liquid released when ducks were squeezed contained “potentially pathogenic bacteria” in four out of the five toys studied. The study, published Tuesday in Biofilms and Microbiomes, found a strikingly high volume and variety of bacteria and fungi, including a bacterium that is “often implicated in hospitalacquired infections.” (AP)

Trump presses military to fund his border wall POLITICS During his election campaign, President Trump frequently said Mexico would pay for a wall along the southern border. Now, he is privately pushing the U.S. military to fund construction of his signature project. Trump told advisers he was spurned in a large spending bill last week when lawmakers appropriated only $1.6 billion for the border wall — far short of the $25 billion he was seeking. He has begun suggesting that the Pentagon could fund the sprawling construction, citing a “national security” risk. After floating the notion to several advisers last week, Trump told House Speaker Paul Ryan, R-Wis., that the military should pay for the wall, according to three people familiar with the meeting. Ryan offered little reaction to the notion, these people said, but senior Capitol Hill officials later said it was an unlikely prospect. In another such interaction with senior aides last week, Trump noted that the Defense Department was getting so much money as part of the $1.3 trillion spending package that the Pentagon could surely afford the border wall, two White House officials said. Authorities in Louisiana said Tuesday that the two white Baton Rouge police officers involved in the fatal shooting of Alton Sterling will not face criminal charges, a decision announced nearly two years after his death prompted intense protests. The announcement makes Sterling’s death the latest highprofile police shooting to end without charges for officers involved. Sterling was killed in July 2016 by officers responding to a call about a man who had threatened someone with a gun.

The Baton Rouge officers then encountered Sterling, 37, selling CDs outside of a convenience store, and fatally shot him during an encounter that lasted less than 90 seconds. “I know the Sterling family is hurting,” Louisiana Attorney General Jeff Landry said. “I know that they may not agree with this decision.” The Justice Department said last year it decided against bringing federal charges against officers Blane Salamoni and Howie Lake, concluding that there was insufficient evidence to prove they violated Sterling’s rights. BALTIMORE Imani Holt was just 10 when she saw a neighbor get fatally shot by a triggerman riding a bicycle. The African-American girl from a gritty section of Baltimore was so traumatized by the drug-fueled bloodshed she refused to leave her family’s apartment for weeks. In the eight years since, Holt has seen the chaotic aftermath of two more deadly shootings and has lost seven high school classmates to the daily drip of gun violence. Like many black teenagers in neighborhoods hobbled by generational poverty, she is scrutinizing the national gun control debate intensely, frustrated because her community feels ignored, but she is also cautiously hopeful that the massacre in Florida may bring about change closer to home. “I feel really bad that they lost those kids in Florida. But, like, we go through shootings all the time. It’s just that our shootings happen day by day. Because it happens on the regular up here, the world says it’s really not that important,” said the 18-year-old Holt, a junior at Excel Academy, an alternative high school across the street from a cluster of West Baltimore’s boarded-up row houses. Christina Martin, a 17-year-old who lost two schoolmates to gun violence this year at Thurgood Marshall Academy in Washington, noted that the victims in the affluent Parkland community were mostly white and Latino. The sexual abuse scandal at Michigan State University widened Tuesday, when authorities charged a former dean not only with failing to keep sports doctor Larry Nassar in line but with sexually harassing female students. William Strampel, 70, above, is the first person charged since an investigation was launched in January into how Michigan State handled complaints against Nassar, who for years sexually violated girls and young women, especially gymnasts, with his fingers during examinations. Strampel, who as dean of the College of Osteopathic Medicine oversaw the clinic where Nassar worked, neglected his duty to enforce examining-room restrictions he imposed on Nassar after a patient accused the doctor in 2014 of sexual contact, authorities alleged. The criminal complaint also accused Strampel of soliciting nude photos from at least one student and using his office to “harass, discriminate, demean, sexually proposition, and sexually assault female students.” His work computer contained about 50 photos of female genitalia, nude and semi-nude women — many of them female MSU students — sex toys and pornography, prosecutors said. Facebook signals CEO will testify TECHNOLOGY Facebook has signaled that CEO Mark Zuckerberg will testify before Congress by discussing the details of the appearance with lawmakers, according to a person familiar with the conversations. Three congressional committees, including the Senate Judiciary Committee, have invited Zuckerberg to testify at an April 10 meeting on data privacy. It is unclear how many hearings he’ll attend, and of which committees.

FBI arrests man over shipments to military sites NATIONAL SECURITY The FBI has arrested a 43-yearold Seattle man believed to be responsible for sending a series of suspicious packages to D.C.-area government facilities, authorities said Tuesday. Thanh Cong Phan was arrested late Monday at his home in Everett, Wash., the FBI said. He was charged Tuesday with shipping of explosive material, a crime punishable by up to 10 years behind bars. Investigators do not believe the incident involved terrorism, but they are exploring the suspect’s motive. In a statement, the FBI said it believes Phan may have sent more than half a dozen packages containing “potential destructive devices.” The packages were sent to Fort McNair in D.C.; Fort Belvoir in Fairfax County; Joint Base Anacostia-Bolling in D.C.; the CIA in Langley, Va., and the Naval Surface Warfare Center in Dahlgren, Va. No one was injured in the incidents. It was not immediately known what had tipped off authorities to deem the packages suspicious, but authorities said at least one of the packages contained black powder. The FBI had said Monday in a statement that each of the packages was collected for more analysis and sent to its lab. Woke pair not all talk MLB Sean Doolittle and Eireann Dolan almost wore the same shoes to a photo shoot last week. Most major league players don’t argue with their wife over who gets to wear Birkenstocks, but Doolittle and Dolan are not most major league couples. In a sport with a decidedly conservative culture, they’re unafraid to be different. Their Twitter banter fostered hordes of loving fans during Doolittle’s time in Oakland. Their stances on political and social issues stand out because so many athletes won’t go there. Their community service has given their online personalities real clout. Their social media back-andforth includes Dolan’s jokes about Doolittle’s workouts with 5-pound dumbbells, or his nerdouts over “Star Wars.” But it also includes support for the Black Lives Matter movement, increased gun control and other political po t ca issues. ssues.

Doolittle is less public about his opinions, but he does feel responsibility to speak up. When violence erupted at a white nationalist rally in Charlottesville, the Virginia alumnus felt he had to say something. “It’s on us to condemn it and drive it out,” he wrote on Twitter, adding that the city is “no place for Nazis.” Doolittle thinks before he tweets, sometimes deciding it’s best not to hit send. He takes care because MLB clubhouses have long been considered bastions of conservatism. If a younger generation is trending more toward the socially active habits of their peers in the NBA and NFL, no one is saying so. If there is a prevailing ideology in baseball, it is to keep one’s ideology to himself. Don’t ask, don’t tell, and don’t mess up the clubhouse vibe. “I used to care a lot about what other people thought — like teammates,” Doolittle said. “But then, I feel like in this atmosphere and

Within weeks, fans had filled every cabinet and drawer. “I think that was the first time we realized we had the ability to

move the needle,” Dolan said. When the Athletics received backlash for scheduling an LGBT Pride Night in 2015, Doolittle and Dolan raised enough money to buy 900 tickets that they donated to local LGBT youth groups. They organized a Thanksgiving meal for Syrian refugees in Chicago. They wrote an op-ed for Sports Illustrated about the need to fund mental health resources for discharged veterans. “Other people have a chance to get involved so we’re not just, like, yelling into the void and retweeting things,” Doolittle said. “. . . I’m not just an athlete doing something for likes on social media.”

The left fielder signed a minor league deal with Seattle just before Washington’s spring training finale against Minnesota. It pays to shop around Homebuyers who don’t compare lenders could be missing out on saving thousands REAL ESTATE It’s one of the weirder documented facts about homebuying in America: Surprising numbers of consumers don’t bother to shop around for mortgage money, even though they could save tens of thousands of dollars through lower interest payments by doing so. People search incessantly online to find the best deals on hotel rooms, kitchen appliances, furniture, clothing and tons of other stuff. But for some reason, many go limp when it’s time to make a really high-dollar purchase — a home mortgage, often the biggest expenditure of their lives. When the Consumer Financial Protection Bureau surveyed 5,000 home purchasers several years ago in the first national study of its type, it found that 47 percent of buyers didn’t even “seriously consider” more than one lender; 77 percent applied to only one. CFPB researchers also found that rate quotes among competing lenders for the same prime

borrower — with a high credit score and a 20 percent down payment, seeking the same mortgage amount — frequently vary by half of one percentage point. That may not sound like much, but the bigger the loan and the longer it continues, the heftier the savings for borrowers who nail down the best-priced offer. Even on a $200,000, 30-year fixed-rate loan, choosing a lender quoting a 4.5 percent rate compared with a lender who’ll do the loan at 4 percent can cost you $3,500 in the first 60 months alone. New studies suggest that the spread between high and low quotes available to borrowers may be higher — and may even be increasing. Lending Tree, an online network with 342 mortgage companies competing for homebuyers’ business, found that the median spread between annual percentage rate (APR) quotes to individual borrowers for each loan request on its platform was six-tenths of a percentage point

Online options Although there are other online shopping platforms, Lending Tree and Zillow are major players, easy to use and free. There are noteworthy differences, however. (TWP) Lending Tree: It promises you up to five firm offers from competitors but requires you to submit personal identifying information so lenders can evaluate your application. Zillow: It does not require personal information and says it averages 30 return quotes per inquiry, but the quotes become firm only when you actually apply to a specific lender, and that requires submission of the usual personal information needed for underwriting.

What that means is that, as a potential applicant presenting identical characteristics to each competing lender, you would probably see a high-low spread of nearly six-tenths of a percentage point in quoted APRs. (The APR measures the cost of the

In the case of a $300,000, 30-year fixed rate mortgage, that spread translates to $26,780 over the life of the loan. Another online platform that allows lenders to make competing offers, Zillow, conducted a data analysis exclusively for this column that showed the median high-low APR spread in offers on its network of hundreds of lenders and brokers to be even wider: just under seven-tenths of a percentage point on a 30-year fixed loan with 20 percent down. Erin Lantz, vice president of mortgages at Zillow, says homebuyers’ willingness to forgo shopping among multiple lenders “is a head scratcher.” A “fear bar” may be part of the problem, Lantz believes. There “are a lot of numbers, a lot of terms that are foreign” in mortgages, she says, which for some buyers can be intimidating. Bottom line: Don’t go limp. If owner stops paying fees, associations can foreclose before banks REAL ESTATE A recent case in the District offers good news to condo associations struggling with owners delinquent on their fees: It reinforces their right to foreclose on a unit without having to wait for the bank to do so first. Homeowner associations have lost money they desperately need to operate whenever they wait for banks to foreclose first. Other winners in the case are buyers looking to whisk up a foreclosed condo at a huge bargain.

Losers are banks that are left without the right to foreclose first and unable to get back the money they lent. Back in May 2014, Andrea Liu bought a unit at the Sonata, a luxury condo building in Northwest Washington, at a foreclosure auction, paying $17,000 for an apartment that was valued around $700,000. The reason Liu got such a deal on the condo was that the previous owner stopped making mortgage payments and paying condo fees on the unit. Under D.C. condo law, condo associations have what is known as a six-month “super-priority” lien. If a unit owner stops paying fees to the

association, the association can foreclose and get its money before anyone else — even the bank. Because of this, most banks, when faced with a foreclosure by a condo association in the District, will often pay the condo association what it is owed to prevent the foreclosure. In this case, U.S. Bank, which held the mortgage on the unit that Liu bought, tried to pay off the approximately $5,200 the owner owed in condo fees to the association. But it was one day too late. The foreclosure had already taken place. U.S. Bank then filed its own foreclosure action in D.C. Superior Court against the original

condo owner and included Liu in the lawsuit. The Superior Court ruled in favor of U.S. Bank, but in early March, the D.C. Court of Appeals reversed the decision, confirming that Liu was the property owner and did not have to pay

“Paradox” doesn’t offer documentary-style footage of Neil Young’s writing process, but we imagine it looks something like this.

Forever a free spirit Neil Young keeps doing things his weird way with a Netflix movie, archival releases STREAMING At 72, Neil Young feels a sense of urgency. The Rock and Roll Hall of Famer has a joyfully perplexing, pseudo-Western film “Paradox,” written and directed by actress and girlfriend Daryl Hannah, out now on Netflix, with a soundtrack he wrote. Next month, he’s digging into his archives for “Roxy — Tonight’s the Night Live,” culled from the famed Los Angeles club’s opening week in 1973. And if that’s not enough, Young continues to follow his vision to make his online musical archives the definitive repository of everything — previously released or not — that he’s ever recorded. “I like to get it out there so I’m alive to see how people like it,”

Young says. “Why not?” Young unveiled his new archival website in December, making all of his officially released recordings available to stream in the highest audio quality possible — a passion of his — for free. Young says he has 12 to 14 unreleased records he made between the late 1960s and 2012 that he wants to get out soon. The 1973 Roxy concert highlights is next in April, and two more vault releases are planned for this year. “When I made these records, I made them so fast that I couldn’t put them all out,” he says. “I finished one and I’d go on to the next one. That’s just the way it was at that time. I put out what I was most interested in at the time.” “Paradox” features Young as

Billed as a “fantasy, a loud poem and a free-spirited tale of music and love,” the film begins sometime in the “future-past” with Willie Nelson proclaiming that “time is fluid.” It follows Young and a band of outlaws in the mountains as they scavenge for treasure that includes keyboards, cameras and cellphones. In the film, Young’s band plays his song “Peace Trail” as listeners float in the air. In another scene, Young strums a ukulele as Hannah floats behind him, tied to Young’s waist by a rope. “When you’re in the music, sometimes you float away in your mind,” Young says. “It’s just another representation of the effect of art and music on people.” SCOTT BAUER (AP)

George Ezra turns travels into songs George Ezra can’t stand still. “Staying at Tamara’s,” his second album, arrives four years after his debut, which included breakthrough smash “Budapest.” For this album, Ezra took to the road to hone his songwriting. Barcelona was his first destination — the title references the Airbnb he stayed at. Traveling is presented as a good alternative to whatever may be ailing you: “With a suitcase in your hand/ It don’t matter now,” he sings on “Don’t Matter Now” (your own results may vary). ‘The Americans’ plots an endgame TV REVIEW FX’s “The Americans” returns at 10 p.m. tonight for its sixth and final season with a fraught episode that represents everything the series has been about, especially its underlying sense of doom. Fans of the show’s intrigue will immediately notice an uptick in tension and momentum from last season. And fans of the complex love story between the show’s married Russian secret agents, Philip and Elizabeth Jennings, will pick up on a new layer of iciness that may never thaw. The story has shifted forward a few crucial years, to the fall of 1987, skipping over the rise of Mikhail Gorbachev as Soviet leader — on which the ending of “The Americans” and its many characters and subplots will probably and symbolically hinge.

After being granted a reprieve by KGB superiors from the hardcore assignments that he used to undertake with his wife, Philip (Matthew Rhys) has spent the past few years building up the couple’s travel agency cover business. Elizabeth (Keri Russell) dutifully continues to work solo on increasingly dangerous missions. For some work, she gets an assist from her daughter, Paige (Holly Taylor), now a college student. Without spoiling upcoming episodes, it’s worth thinking about the show as a story about a marriage and a family in crisis, rather than as a show about Cold War espionage.
