A half-century after getting a divorce, a Kentucky couple plans to get married again. The Lexington Herald-Leader reports that 83-year-old Harold Holland and 78-year-old Lillian Barnes will exchange wedding vows on April 14 in Lexington. Their grandson will perform the ceremony at a local Baptist church. Holland and Barnes were first married on Christmas Eve in 1955. They had five children together before splitting up. (AP)

Cat recovering after being rescued from fire All human occupants escaped safely Sunday from a fire in an apartment house in the Columbia Heights neighborhood of Northwest D.C., and firefighters also saved a cat. Vito Maggiolo, a spokesman for the D.C. Fire and EMS Department, said the cat was “hanging on to something for dear life” when it was pulled from an apartment that was on fire. Firefighters administered oxygen, and by Sunday night, the cat was “vastly improved.” (TWP)

THE DISTRICT The cherry trees at the Tidal Basin in Washington took advantage of the warm weather this past weekend. In a matter of days, the blossoms advanced one full stage and are now likely less than a week away from peak bloom. The blossoms need warm weather to sprout, and Friday and Saturday were just what the cherry trees needed. Temperatures got up to 77 degrees on Friday and 60 degrees on Saturday. It finally felt like spring. The Yoshino cherry trees at the Tidal Basin hit the fifth stage of development on Sunday, called puffy white. The next stage is peak bloom, which should occur before the end of the week. It’s not going to be “warm,” but highs in the 60s today and Wednesday, and in the 50s on Thursday and Friday, should be enough to push the blossoms to bloom by this weekend. MARYLAND Cybersecurity experts are asking lawmakers to bring Maryland’s ballot access laws — which they say prioritize accessibility to an extent that makes the voting system vulnerable to hacking — in line with other states ahead of November’s elections. Information revealed last month by special counsel Robert Mueller about Russian interference in the political process highlights the need for states to examine the security of voting systems, advocates and computer scientists warn. But legislators say they must balance those concerns with ensuring ballots can be easily obtained by all eligible Marylanders who want to vote. “There is a tension there,” said state Sen. Cheryl C. Kagan, DMontgomery. “With all the news of election tampering in 2016, it’s critically important that voters have confidence in the security and accuracy of our elections. … We are also a fairly progressive state that wants to make it reasonably easy for people to vote.” Maryland is one of three states in which any resident can receive their ballot online and the only state in which there is no

Several Facebook users who sued Maryland Gov. Larry Hogan for blocking them on his official Facebook page after they made critical comments have reached a settlement in the case, according to the American Civil Liberties Union of Maryland. The state will pay $65,000 and devise a new social media policy that oversees the governor’s page, create a separate Facebook page where constituents can raise issues and set up an appeal process for those who feel their comments have been improperly deleted. The settlement is one of the first in the country to require an elected official to establish a new social media policy.

More than 50 people were taken to hospitals from a downtown Washington hotel Sunday night after about a dozen showed gastrointestinal symptoms, authorities said. All were described as being in stable condition. The majority of the 50 were taken as a precaution, said Vito Maggiolo, a spokesman for the D.C. Fire and Emergency Services Department. Before arriving in Washington, the group had been in New York, Maggiolo said and some of them had showed symptoms before arriving here. “We don’t have any reason to believe” the symptoms originated in D.C. he said. A Facebook page claiming to be the Republican Party of Virginia Beach promoted a debunked theory over the weekend that the Holocaust could have been prevented if Jewish people had guns. Republican Party of Virginia Beach Chairwoman Tina Mapes said the page is a copycat and not official; she also denounced its posts. The Saturday morning post was directed at students who have walked out of school in recent weeks in response to the school shooting in Parkland, Fla., and have called for stricter gun laws. A massive Confederate battle flag has been raised just off a major highway outside Charlottesville. A group called The Virginia Flaggers said it raised the 30-by-50 foot flag Saturday on private property just off Interstate 64. The flagpole is 120 feet high. The group calls the flag the “Charlottesville I-64 Spirit of Defiance Memorial Battle Flag.” It says the flag is a response to the city of Charlottesville’s vote to remove statues of Confederate generals Robert E. Lee and “Stonewall” Jackson. The controversy over the statues helped draw protests that culminated in a white nationalist rally in August that turned deadly. (AP)

Experts: U.S.-China spat not a trade war — so far

ECONOMY First, the United States imposed a tax on Chinese steel and aluminum. Then, China counterpunched Monday with tariffs on a host of U.S. products, including apples, pork and ginseng. On Wall Street, the stock market buckled on the prospect of an all-out trade war between the world’s two biggest economies. But it hasn’t come to that — yet. “We’re in a trade slap-fight right now,” not a trade war, said Derek Scissors, a China scholar at the conservative American Enterprise Institute. China is a relatively insignificant supplier of steel and aluminum to the United States. And the $3 billion in U.S. products that Beijing targeted Monday amount to barely 2 percent of American goods exported to China. But the dispute could escalate, and quickly. Already, in a separate move, the U.S. is drawing up a list of about $50 billion in Chinese imports to tax in an effort to punish Beijing for stealing U.S. technology or forcing U.S. companies to hand over trade secrets. China could respond by targeting American commercial interests uniquely dependent on the Chinese market: the aircraft giant Boeing, for example, and soybean farmers.

Trade tensions between the U.S. and China escalated Monday, with Beijing slapping tariffs on $3 billion in U.S. products, including pork and apples.

The possibility that the U.S. and China will descend into a fullblown trade war knocked the Dow Jones industrial average down as much as 758 points in afternoon trading. The Dow recovered some ground and finished down 458.92 points, or 1.9 percent, at 23,644.19. For weeks, in fact, President Trump’s aggressive trade actions have depressed the stock market. But many trade analysts suggested that the Wall Street sell-off may be an overreaction. China’s swift but measured retaliation to the U.S. steel and aluminum tariffs is meant to show “that it will not be pushed around but that it does not want a trade war,” said Amanda DeBusk, chair of the international trade department at the law firm

Hughes Hubbard & Reed. “It is possible for the countries to pull back from the brink.” “It seems to be pretty measured and proportional,” agreed Wendy Cutler, a former U.S. trade official who is now vice president at the Asia Society Policy Institute. “They didn’t seem to overreach, and they didn’t hit our big-ticket items like planes and soybeans.” Even if China’s tariffs don’t have a huge impact on America’s $20 trillion economy, they will bring pain to specific communities, such as American farm states, many of which voted for Trump in 2016. A census in India’s Kaziranga National Park has counted 2,413 onehorned rhinos — up 12 from 2015. The census, carried out every three years, highlights a remarkable conservation success, given that there were only a few hundred rhinos in the 1970s, the BBC reports. India has controversially given park rangers extraordinary powers to protect the animals: In 2015, park guards shot dead more people than poachers killed rhinos. The census total is an estimate. Authorities say the population could be bigger, as some animals were concealed by tall grasses and reeds. (EXPRESS)

DOJ sets quotas on immigration cases for judges IMMIGRATION The Trump administration will pressure U.S. immigration judges to process cases faster by establishing a quota system tied to their annual performance reviews, according to new Justice Department directives. The judges will be expected to clear at least 700 cases a year to receive a “satisfactory” performance rating, a standard that their union called an “unprecedented” step that risks undermining judicial independence. Attorney General Jeff Sessions has promised to stiffen immigration enforcement partly by moving to clear a backlog of more than 600,000 cases pending before the Executive Office of Immigration Review. Some immigrants facing deportation wait years for a court date, and are typically authorized to work in the U.S. to support themselves during that time, an arrangement critics view as an incentive to illegal immigration. According to the guidelines, the purpose of the new quota system will be to ensure “cases are completed in a timely, efficient, and effective manner.” Immigration judges complete 678 cases in an average year, said Justice Department spokesman Devin O’Malley, but he said some judges clear well over 1,000. 1936-2018 Nelson Mandela’s ex-wife Winnie Madikizela-Mandela, an antiapartheid activist in her own right whose reputation was sullied by scandal, died on Monday at 81. The woman many South Africans have described as the “Mother of the Nation” and a champion of the black majority died “surrounded by her family and loved ones,” according to a statement released by MadikizelaMandela’s family. Madikizela-Mandela was the second of Mandela’s three wives, married to him from 1958 to 1996. MLK’s unfinished legacy The Rev. Martin Luther King Jr. fought for many issues throughout his life, speaking out against systemic barriers holding back blacks, Hispanics, Asian-Americans and Native Americans. Fifty years after his assassination, some of these barriers have fallen — but others remain. Here’s a look at five civil rights issues King addressed during his lifetime and where they stand now. King’s legacy regarding desegregation remains mixed, said Gordon Mantler, a professor at George Washington University. “Yes, the traditional spaces like lunch counters and restrooms were integrated,” he said. “But some lunch counters were shut down, and public pools became private.” And while schools became largely integrated in the 1980s, many have resegregated. In 1988, 44 percent of black students nationally went to majoritywhite schools. Only 20 percent of black students do so today, according to a study assessing the nation 50 years after the 1968 Kerner Report, which examined the causes of urban riots in the 1960s.

King’s participation in the 54-mile march from Selma, Ala., to Montgomery elevated awareness about the troubles blacks faced in registering to vote. President Johnson addressed a special session of Congress after marchers were attacked by white mobs and police, successfully urging lawmakers to pass the Voting Rights Act. By the 1970s and 1980s, the South had elected thousands of blacks to offices, compared to almost none in the 1950s. Black and Latino coalitions sprouted around the U.S. to elect people of color to local and federal offices — and eventually aided in electing the nation’s first black president.

King was assassinated in Memphis while coming to the aid of striking sanitation workers. Former U.S. Sen. Fred Harris of Oklahoma said the fight to reduce poverty remains one of King’s most significant unfinished goals. “There are far more people who are poor now than was true 50 years ago,” Harris said. The percentage of people living in deep poverty — less than half of the federal poverty level — has increased since 1975, according to a study marking the 50th anniversary of the Kerner Report. About 46 percent of people living in poverty in 2016 were classified as living in deep poverty — 16 percentage points higher than in 1975.

During King’s lifetime, landlords could refuse to rent to blacks and Latinos, and racial covenants and redlining allowed people of color to be excluded from buying homes in certain neighborhoods. After King’s assassination, President Johnson asked Congress to pass the long-stalled Fair Housing Act, which prohibited refusing to rent or sell housing based on race, religion, sex, disability, familial status or national origin. In the decades after the act’s passage, black homeownership rose by almost 6 percentage points. But those gains were wiped out from 2000 to 2015, when black homeownership fell 6 percentage points.

“I speak out against [the war in Vietnam], not in anger, but … with a passionate desire to see our beloved country stand as the moral example of the world,” King said in 1967. King had concluded that militarism, like poverty, was preventing the U.S. from living up to its ideals. Today, the U.S. remains involved in the war in Afghanistan, and maintains military bases around the world. Mantler said the nation did not heed King’s warning that war damages the nation’s moral authority. “Both parties fight to give more money to the Pentagon,” Mantler said. “It hasn’t changed.” And that support for militarism often comes at the expense of fighting poverty, he said.

Poll: Most say U.S. hasn’t met civil rights goals ANALYSIS Fifty years after the assassination of Martin Luther King Jr., only 1 in 10 African-Americans think the U.S. has achieved all or most of the goals of the civil rights movement he led, according to a new poll by the Associated Press-NORC Center for Public Affairs Research. Three-quarters of AfricanAmericans said there has been little or no progress on fair treatment by police, and more than half answered the same about fair coverage by the media, political representation or equal economic opportunities. Even when it comes to voting rights — the high point for perceived progress for all Americans in the poll — just 34 percent of blacks said there has been a lot of progress made toward equality. Another 29 percent said there has been at least some progress. “We’re going backward to where we’re starting to see more black males mostly getting assaulted by police officers unjustly and stuff like that,” said Kyla Marshall, 28, of Lansing, Mich., a state government worker who is black. The poll, taken about six weeks ago, found that 30 percent of American adults — 35 percent of whites and just 8 percent of blacks — said all or most of the goals of the 1960s civil rights movement have been achieved. Scientists monitoring the craft’s disintegrating orbit had forecast the craft would mostly burn up and would pose only the slightest of risks to people. Life after Washington Baker enjoys new routine back in California, suggests it wasn’t Rizzo’s call to let him go NATIONALS Early Friday evening, a few hours after the Nationals opened their season in Cincinnati, their former manager Dusty Baker arrived at another stadium 2,300 miles away, where the hits make a metallic “ping” sound and the freshman second baseman for the University of California looks strikingly similar to a young Dusty. Baker placed a stadium seat on the concrete and camped out with a bag of peanuts. Did he catch the Nats’ opener, he was asked? “No, did they win? I saw they were up 1-0.” Actually, they won 2-0. Max Scherzer struck out 10. “Yeah,” Baker nodded. “I’m gonna miss that dude.” During a half-hour interview, it was the closest Baker, 68, would come to wistfulness or regret. Fired by the Nationals in October, following a second straight NL East title and a second straight first-round playoff exit, he felt shock, anger, resentment — and

even sadness, as he realized his last chance at a World Series title was probably gone. Until Friday, he had not spoken much publicly about the split. He did not want to until the anger subsided. Last week the Giants, the team Baker managed to two division titles and the 2002 NL pennant, named him a special adviser to CEO Larry Baer — a move that creates a neat triangle for Baker between San Francisco, his home near Sacramento and his son Darren’s games in Berkeley. “Sometimes you don’t like it, but they do you a favor,” Baker said of his transition. Eight days after falling to the Cubs in the NLDS last October, Baker got the call from Nationals general manager Mike Rizzo. Baker said there was no explanation for his firing, just a line about “going in another direction.” “He sounded like it was one of the hardest things he had to do,” Baker said of Rizzo. “So I didn’t ask for an explanation. ”

The tone in Rizzo’s voice led Baker to suspect the move was not the GM’s call, but that the decision had been made by ownership — a theory others have espoused. But Baker also recalled a conversation from when he was interviewing for the job in the fall of 2015 that made the firing last fall seem less shocking. According to Baker, the club presented him with a scenario in which he would groom a bench coach to be his successor after two seasons. Instead of the men the Nats suggested, Baker fought to put longtime right-hand man Chris Speier in the role. Speier didn’t get an interview for the

Brooks tells Oubre to fix defense first Coach calls for forward to keep effort up while 3-pointers aren’t falling WIZARDS The shots are there, and Kelly Oubre Jr. keeps taking them. As he elevates in open space around the arc, Oubre remembers the mechanics from last summer, when he reworked his jumper and improved as a 3-point shooter. But recently, something has been amiss. Over the past five games, Oubre has made just 1 of 26 attempts from 3-point range (3.8 percent). After the Wizards’ 113-94 loss to the Bulls, in which Oubre missed all three of his 3-point attempts, he pledged to fix his broken jumper. The Wizards visit the Rockets tonight and Oubre said Sunday he was “excited” to work on his shot before the game. Oubre shot 5-for-21 from 3 over the first five games of March. In February, he shot 0-for-6 beyond the arc in Philadelphia and 0-for-4 game in Orlando. Over the first 50 games of the season, he shot a respectable

39.5 percent while taking 4.2 long-range shots per game. In the 26 games since Feb. 1, Oubre has shot more (5.1 attempts) but his accuracy has dramatically declined (25.8 percent). “Just not in rhythm. It’s my fault, you know I got to focus in and lock in and fight through whatever mentally is going on up there,” Oubre said. Wizards Coach Scott Brooks would prefer that Oubre direct his focus in the gym to improving his defense instead of his jumper. “Yeah, you know what? He hasn’t shot the ball well but I’m more concerned about him getting blown by on defense,” Brooks said after the loss to the Bulls. “Seems like every time his man is scoring on him. He has to step up and start playing some defense if he wants to continue to play.” On Sunday, Oubre played less than 16 minutes but was on the floor for a first-quarter run in which the Bulls scored 14 straight and drained four 3-pointers. Ouch! Is that just soreness, or an injury? Know the difference between good and bad pain after a workout EXERCISE No pain, no gain. We’ve all heard it, and some people wear it like a badge of honor after a workout. But is it true? Can pain really be a good thing? “Yes, in a way it’s true, but we have to distinguish between good pain and bad pain,” says Elizabeth Brooks, a personal trainer in the District. Muscle aches after exercise are often a sign of delayed-onset muscle soreness, which is the feeling we get when our muscle fibers tear (during workouts) and then repair (during rest and recovery). “You have to push past your comfort zone to get gain,” Brooks says. Even the most fit people can get muscle soreness if they do something new or add duration, intensity or external load to their exercise. But the problem with “no pain, no gain,” says Winston Gwathmey, an orthopedic surgeon at the University of Virginia, is that it can be tricky to distinguish between good pain and bad pain. Sometimes pain is caused by a traumatic injury and you have no choice but to stop the activity and seek medical help — like

tearing your ACL while skiing. But often sports injuries happen over time when people do too much, too quickly, Gwathmey says. “You have to let the body adjust over time.” Brooks says sometimes new clients come in thinking they can pick up where they left off as college athletes — two decades ago! “If you haven’t worked out for the past six months to a year, you are a beginner,” she says. That means starting easy with lots of body-weight exercises, focusing on the core and doing 20 minutes of no-impact cardio as the body — muscles, tendons, ligaments and bones — gets used to the extra stress. The goal is to create muscle balance and range of motion, Brooks says, so exercises can be performed accurately. Otherwise, bad pain is likely to be felt in the wrong place. Says Christopher Ricardo, a physical therapist in the D.C. area: “If you’re doing a situp, you should feel it in your abs, not in your back.” In other words, be mindful as you go through your routine that you’re feeling the mild burn in the targeted muscles as opposed to any joint pain. Watch also for muscular pain in a non-targeted area. “Also, if soreness or pain is affecting how you’re moving during your workout — that’s

She’s easily distracted and her reflexes are not good, and she doesn’t have enough movement of her head and neck to look well when she backs out of driveways. It makes me sad that she will lose some of her freedom, but I can’t have her start to be a danger to herself. DREADING THIS TRANSITION A danger to herself, and to everyone else on the road! The sooner you bring this up, the better. You do not want to be having this conversation in a reactive way, after an incident like a traffic stop (or worse). If you need backup, your mom’s general practitioner might be able to offer a reality check at a physical checkup. But it’s up

to you to raise this. Go into the discussion with empathy and clear goals. Have a specific plan to help dampen the blow: If she doesn’t drive anymore, how will she get to A, B and C? The more logistical help you have already worked out, the better. Leave room for listening, because if she feels heard, it will be easier for her.

After his dream, a different MLK DOCUMENTARIES It’s easy to make another documentary that further elevates the life and work of the Rev. Martin Luther King Jr., who was assassinated 50 years ago this week, when he was 39. The trickier task is to make one that not only feels new but also brings King briefly back down to earth. Such is the careful result of “King in the Wilderness,” Peter Kunhardt’s empathetic and freshly revealing documentary, now streaming via HBO. Zeroing in on the last few years of King’s life, it acquaints viewers with a leader privately mired in self-doubt, who is physically and mentally exhausted by his own movement and challenged by the contradictory forces that threaten to undermine the progress already made. Without any preamble, the film skips ahead to a low moment in King’s story — well after the 1963 March on Washington. Almost symbolically, the archival footage is no longer the crisp black and white of King’s zenith; overnight, it seemed, a different kind of ’60s

The Rock gets real about depression Dwayne “The Rock” Johnson opened up in an interview with Britain’s Express about his mother’s attempted suicide when he was 15. “I was devastated and depressed,” he told the outlet. “I reached a point where I didn’t want to do a thing or go anywhere. I was crying constantly.” After the interview was published, Johnson tweeted that he received “tons of responses. … Especially us dudes have a tendency to keep it in. You’re not alone.”

Blac Chyna was involved in a physical altercation on Sunday at a Six Flags park in California. According ng to E! News, some videos of the incident show the reality star swinging a pink stroller at a woman, while others show her friends trading blows with someone. E! reported that Chyna’s children, King Cairo and Dream, were both present. A rep for the e park said “two visiting groups” were escorted from m the park after an altercation.
