They soon realized she was driving without a valid license — and with a goat. She was released on a citation and was counseled about distracted driving. On Facebook, police wrote, “I wish this was another April Fool’s joke baaaht it’s not.” (AP)

A Maryland man accused of abusing a pelican faces charges in the Florida Keys. William Hunter Hardesty of Riva was booked into jail in Key West late Monday. He was arrested March 15 after a video posted on Facebook went viral, showing him leaping onto the federally protected pelican as it floated next to the Key West Historic Seaport. He resurfaces holding the bird, which snaps at his face. He loosens his grip and the bird flies away. (AP)

An off-duty police officer in Rinkeby, Sweden, found himself sitting in the same sauna as a fugitive who had dodged a jail sentence for aggravated assault, among other offenses. Police spokeswoman Carina Skagerlind said that after the two recognized each other, “the naked police officer calmly told the man that he should consider himself arrested.” The officer called colleagues to pick up the fugitive, Skagerlind said Tuesday. THE DISTRICT With peak bloom in full swing in the District, tourists and locals have descended upon the Tidal Basin to walk and take photos among the cherry blossoms. But to some of the visitors who might be there to pluck the blossoms or pose on the branches, the National Park Service has a message: Don’t. “The cherry trees are truly special and they’re very fragile,” said Bob Healy, an NPS park ranger of 34 years. This is Healy’s 19th Cherry Blossom Festival and part of his job is educating the festival’s annual 1.5 million visitors on how to enjoy the famous trees without damaging them. Last Sunday, Healy staffed an information booth at the Tidal Basin where visitors can receive a Cherry Blossom Protector badge by taking an oath to protect the trees. Healy said the bark on the trees is easily damaged when visitors pull or climb on them. The slightest fracture of the bark could let in what he calls “the bad

guys,” or fungus, which causes root rot, shortening the life span of the trees. But fungus isn’t the NPS’s only concern. Mike Litterst, a spokesman for NPS, said visitors who wander off the paved sidewalk and onto the roots of the trees can compact the soil, preventing nutrients from getting in. Visitors stripping petals from the trees, or climbing and breaking branches, are also hazards. “We had someone last year, a photographer, climbing trees to

get the perfect shot of a wedding or engagement portrait,” Litterst said. “They shared [the photo] on Twitter. We had to say, ‘Hey, don’t be that guy.’ ” Healy said he often sees families placing their young children onto the delicate branches of the trees for photographs. “If I had young children, I’d probably want to do that myself,” he admitted. Instead, Healy asks families to only take photos in front of the trees. “We see all of these violations

as teachable moments,” Litterst said, adding that even NPS’ junior ranger program and volunteers receive training on educating the public about protecting the trees. NPS also has a fulltime tree crew, which works year-round to prune the trees and repair loose bark. In its first collective act, the coalition submitted a letter Monday to members of Congress, urging them to push the acting director of the Park Service to halt attempts to change how the agency handles demonstrations. It is the latest push by civil rights groups and activist organizations to scuttle the Park Service’s proposal. “Our organizations do not agree on all issues, but one principle we unreservedly support is our right to gather together to express ourselves,” the letter said. “The quintessential locations for these expressive gatherings in the United States are the National Mall and the public spaces surrounding the White House. … We are very concerned that, should these rules go into effect, they will chill speech and harm our national discourse.” The group is led by the American Civil Liberties Union and comprises organizations that include the left-leaning left leaning Public

Metro took another step Tuesday toward relocating its headquarters by announcing the site of its current home, the land under the Jackson Graham Building, is available for long-term lease. The hulking, Brutalist-style building, occupying roughly an acre along 5th Street NW between F and G streets in the Judiciary Square area, has not undergone a major renovation since it opened 45 years ago, according to Metro, which described the structure as “inefficient” and out of compliance with the Americans With Disabilities Act. As part of a 99-year lease offering, the agency pledged to vacate the building by December 2022 as it relocates most of its operations to a new headquarters building on 7th Street SW in the L’Enfant Plaza area. A woman carrying two Chinese passports and a device containing computer malware lied to Secret Service agents and briefly gained admission to President Trump’s Mar-a-Lago club over the weekend during his Florida visit, federal prosecutors allege in court documents. Yujing Zhang, 32, approached a Secret Service agent at a checkpoint outside the Palm Beach club early Saturday afternoon and said she was a member who wanted to use the pool, court documents said. She showed the

passports as identification. Agents say she wasn’t on the membership list, but a club manager thought Zhang was the daughter of a member. Agents say that when they asked Zhang if the member was her father, she did not answer definitively but they thought it might be a language barrier and admitted her. Zhang’s story changed when she got inside, agents say, telling a receptionist she was there to attend the United Nations Chinese American Association event scheduled for that evening. No such event was scheduled and agents were summoned. Agent Samuel Ivanovich wrote in court documents that Zhang told him that she was there for the Chinese American event and

New Zealand lawmakers on Tuesday voted overwhelmingly in favor of new gun restrictions during the first stage of a bill they hope to rush into law by the end of next week. The bill would ban the types of weapons a gunman used to kill 50 people at two mosques last month. Only a single lawmaker from the 120 in Parliament voted against the bill. The vote was the first of three that lawmakers must pass. It would ban “military-style” semi-automatic guns and high-capacity magazines, semi-automatic shotguns that could be fitted with detachable magazines and pump-action shotguns that can hold more than five rounds. Algerian President Abdelaziz Bouteflika stepped down Tuesday after 20 years in office, and six weeks of massive nationwide protests aimed at pushing him from power. The announcement followed soon after a stern call from the powerful army chief for Bouteflika, 82 and ailing, to “immediately” bow out. The Constitutional Council is expected to convene today to formalize his departure. Under the constitution, the president of the upper house steps in as interim leader for 90 days so that elections can be organized. The move came a day after Bouteflika’s office said he would leave by April 28. (AP)

The House Oversight and Reform Committee voted Tuesday to subpoena Carl Kline, the former White House personnel security director accused of overturning denials for security clearances. The move follows whistleblower Tricia Newbold’s allegation that President Trump’s White House has behaved recklessly regarding national security. Newbold told the panel in March that Kline, then her direct manager, overruled clearance denials and retaliated when she objected. Trump postpones ACA fight POLITICS President Trump abandoned plans to press for a vote on a bill to replace the Affordable Care Act ahead of next year’s elections following a conversation with Senate Majority Leader Mitch McConnell, the Kentucky Republican said Tuesday. McConnell told reporters that he and Trump had “a good conversation” Monday afternoon in which he said that Senate Republicans had no intention of trying to overhaul President Obama’s signature health care law during a campaign season — a move many in the GOP saw as politically perilous, given that the issue helped Democrats in last year’s midterm elections. “I made it clear to him we were not going to be doing that in the Senate,” McConnell said, also citing the difficulty in crafting a bill that could pass the Democratic-led House. “We don’t have a misunderstanding about that.” In tweets late Monday night after the two men had talked, Trump signaled that he was punting on the issue. “Vote will be taken right after the Election when Republicans hold the Senate & win back the House,” Trump wrote. “It will be truly great HealthCare that will work for America.” McConnell said Tuesday that Trump still plans to develop a health care plan to present to

NASA: India’s space test was ‘unacceptable’ One week after India became the fourth country to target and shatter a satellite in low Earth orbit with a missile, NASA Administrator Jim Bridenstine condemned the move. During a town hall meeting Monday, Bridenstine, above, called the test “unacceptable.” He said, “Intentionally creating orbital debris fields is not compatible with human space flight.” According to a NASA assessment last week, the Indian space test increased the likelihood of small debris hitting the International Space Station (ISS) by 44 percent over a period of 10 days. The risk is expected to eventually return to normal. In space, even small objects can do catastrophic damage. “What we’re tracking right now — objects big enough to track, we’re talking about 10 centimeters or bigger — about 60 pieces have been tracked,” Bridenstine said, referring to the fallout of the Indian space test. The Indian Foreign Ministry defended its test last week, saying in a statement: “Whatever debris that is generated will decay and fall back onto the earth within weeks.” It did not acknowledge that debris could pose a threat to the ISS. The satellite destroyed by India last week was 186 miles from Earth, whereas the ISS usually circles Earth at 205 miles. But the test pushed some debris deeper into space. RICK NOACK

NATIONAL SECURITY With just a year to go before the 2020 Census, the U.S. government is urgently working to safeguard against hacking and disinformation campaigns as it develops a plan to count about 330 million people largely online for the first time. Going digital is intended to cut costs. But cybersecurity experts say it may also put the survey at unprecedented risk in a nation embroiled in fallout from Russian interference in the 2016 election. Any outside attempt to discredit or manipulate the decennial survey could drive down response rates, imperiling the integrity of data that help determine a decade’s worth of federal funding, congressional apportionment and redistricting throughout the country. “Just as with voting, completing the census is a powerful exercise in our democracy, and there are always people who want to prevent others from exercising their power,” said Indivar DuttaGupta, co-executive director of the Georgetown Center on Poverty and Inequality and an expert on the census. “I think there will be lots of attempts. We should be concerned.” So far, there has been no indication of anyone trying to target the survey, but experts say the risks will probably grow as the launch draws closer. Even if census data aren’t hacked, cybersecurity concerns could create an atmosphere ripe for disinformation campaigns seeking to influence how, or whether, people fill out surveys. “It’s tough, for those who care about the census,” Dutta-Gupta said. “We have to be careful in not raising false alarms or concerning people more than they need to be, since trust is essential in ensuring a fair and accurate count.” The U.S. Government Accountability Office has put the 2020 count on its high-risk list, and in a report last month it cited more than 1,000 system security weaknesses and warned that the bureau needs to address them “before systems are deployed.” Nick Marinos, director of IT and cybersecurity issues at the GAO, said: “This is an unprecedented effort. … Globally, there haven’t been too many online censuses performed. House approves subpoenas over census question POLITICS The House Committee on Oversight and Reform voted Tuesday to compel the Trump administration to provide more information on its decision to add a citizenship question to the 2020 Census. The 23-to-14 vote authorizes committee chair Elijah Cummings, D-Md., to issue subpoenas for a deposition of principal deputy assistant attorney general John Gore and for documents from the Departments of Commerce and Justice related to the decision. It comes three weeks before the Supreme Court is set to consider whether the question will be allowed on the forms every household in the U.S. will be required to fill out next year. Two federal judges have struck it down, saying Commerce Secretary Wilbur Ross’ actions in adding the question were in violation of the Administrative Procedure Act. The committee met last month with Gore but said he refused to answer over 150 questions, citing ongoing litigation. Opponents of the question say that its inclusion will deter many immigrants from participating. A reduced response rate would threaten the count’s accuracy and could harm people who live in areas with large immigrant populations. Wizards fire longtime GM WIZARDS Wizards majority owner Ted Leonsis finally ran out of patience with team president Ernie Grunfeld. The team announced Tuesday that it had fired Grunfeld after 16 years at the helm of the franchise’s basketball operations. Under his watch, the Wizards never won 50 games in a season or advanced past the second round of the playoffs. Overall, the team was 568724 — a winning percentage of .440 — since Grunfeld was put in charge in June 2003. At 32-46, Washington will miss the playoffs this season after making the postseason two years in a row. “We did not meet our stated goals of qualifying for the playoffs this season and, despite playing with injuries to several key players, we have a culture of accountability and a responsibility of managing to positive outcomes,” Leonsis said in a statement, in which he also thanked Grunfeld, 63, for his service. comment, Leonsis said, “I take responsibility … we failed and I failed.” Injuries were certainly a factor this season. Point guard John Wall and center Dwight Howard both missed most of the season, and forward Markieff Morris also was injured before getting traded. The team said that Sheppard, a longtime assistant to Grunfeld, will be a candidate when it begins a search for a new head of basketball operations upon the conclusion of the regular season next week. The more the merrier Brooks & Dunn enlisted country music’s biggest stars to rework their classic hits

MUSIC Country superstar duo Brooks & Dunn got back in the studio together for the first time in about a decade to rework their classic songs with the next generation of country stars, including Kacey Musgraves, Kane Brown and Luke Combs. The covers album called “Reboot,” out Friday, shows the timelessness of the duo’s catalog of No. 1 country hits, which has continued to influence a new generation of country singers. The idea came from noticing that many newer country acts were including covers of Brooks & Dunn hits in their live shows. “A couple of acts, like Luke Combs, were playing our music,”

Kix Brooks says. “Ronnie [Dunn] shows me this online live version of ‘Neon Moon’ that Kacey Musgraves was doing.” After their manager suggested a collaborative covers album, Dunn said he thought none of the artists they reached out to would actually want to do it. But he was wrong. “Everybody called back,” Dunn says. “Everybody had a song they wanted to do, and lo and behold they wanted us to be in the studio with them when they did it.” The Dann Huff-produced record includes a mix of today’s country hit makers, including Thomas Rhett, Jon Pardi, Ashley McBryde, Brothers Osborne,

There’s no doubt that Lion Babe has created a collection of beatdriven, catchy songs in the duo’s sophomore album, “Cosmic Wind,” released Friday. Jillian Hervey’s strong, soulful vocals shine through, accompanied by the production influence of Lucas Goodman. The first single, “Western World,” fits the album’s penchant for dance-floor songs. “Reminisce” shows off Hervey’s hip-hop chops, while “Hit the Ceiling” shows off her range. ‘Barry’ on target with killer encore The hit-man comedy plunges deeper into darkness in Season 2 TV REVIEW Although it was among the best shows on TV last year, HBO’s dark comedy “Barry” also made a strong, if unintended, case for the one-and-done theory of superior television: If a single season is so taut and fully realized, why not admire its sublime perfection and agree to walk away? The answer, of course, rests in one of the great promises of the medium: In TV, more isn’t merely a suggestion; more is the ideal state of being. “Barry,” created by Alec Berg and Bill Hader, returned Sunday with almost no trace of encore jitters. Instead “Barry” takes us deeper into the wounded heart of darkness belonging to its title character — played by Hader, who won an Emmy for his performance in Season 1. The show now further explores Barry’s ability to compartmentalize his life as a ruthless hit man for hire who is responsible for killing so many people (including the L.A. detective who tracked him down) with the part of himself who aspires to be an actor, finding unexpected happiness in workshop classes taught by Gene Cousineau

(Henry Winkler, “Barry’s” other big Emmy winner). Picking up a few weeks from where Season 1 left off, “Barry” steps back to expand on its flawed protagonist’s delusional hope that his criminal days are behind him, even as Detective Loach (John Pirruccello), the bereaved partner of the missing/ presumed murdered Detective Moss (Paula Newsome), picks up on the leads she left behind, which brings Barry’s estranged boss, Fuches (Stephen Root) back into the picture. To that, add the reappearance of fan-favorite NoHo Hank (Anthony Carrigan), the hilariously inept Chechen mob boss. Hank now needs Barry to help him eliminate a newly arrived Burmese crime lord. The idea, obviously, is that Barry can only continue to sink into the moral quagmire that requires his sharpshooting prowess, no matter how much sympathy we feel for him. The darkness gets darker, yet “Barry” is sticking to its comedic intent and half-hour format. This is remarkable, given that it plays as intensely and satisfyingly as “Breaking Bad” once did. Law enforcement authorities said Tuesday that a man believed to be the suspect in the fatal shooting of rapper Nipsey Hussle had been detained in Bellflower, a town in Los Angeles County. Police had identified 29-year-old Eric Holder as a suspect after Hussle was fatally shot Sunday in South Los Angeles. LAPD chief Michel Moore said Tuesday that police “believe this to be a dispute between Mr. Hussle and Mr. Holder.”

Luke Bryan, Keith Urban, Blake Shelton and Old Dominion will perform at the Academy of Country Music Awards on Sunday in Las Vegas.
