A Nova Scotia man is finally welcome back at a hotel in Victoria, British Columbia, 17 years after a seagull incident left him banned ostensibly for life, The Canadian Press reported Monday. Nick Burchill left a suitcase full of pepperoni near a window in his room at the Fairmount Empress in 2001, tempting a flock of seagulls to fly in and destroy the room. After Burchill recently penned a letter of apology, the hotel’s PR director says, all is forgiven. (EXPRESS)
Residents and police in Arden, N.C., were baffled by a doll concert in a local park, WLOS reported Monday. More than three dozen dolls and toys were arranged in a semicircle around a toy musician playing a saxophone. “Do these dollies come alive at night and play on the playground that we’re playing on right now?” a child named Ethan asked WLOS. Police were called to investigate, but declared the display harmless. (EXPRESS)

History of an electric horse WHITE HOUSE The mechanical horse came quietly to the White House. President Calvin Coolidge had confided in an old friend that he was sad that the Secret Service made him give up riding real horses, according to news reports at the time. So the friend, a financier who had used a man-made horse for exercise, gave one to the 30th president. The horse looked like a barrel with a neck, and it was made of wood, metal and leather. The rider used a saddle, and electricity powered it. You pushed a button to vary gaits, from a trot to a gallop. It was not unlike a Jazz Age exercise bike — something users kept at home and hopped on when they found time to work out. The machine stood in Coolidge’s dressing room and was pretty much a secret until 1925, when the news leaked after the White House had to call mechanics, The Boston Globe reported. Newspaper readers soon learned that Coolidge rode three

don’t think the hobby horse will make the President any more cheerful,” she told The Globe. Jokes about Coolidge’s hobby horse — nicknamed “Thunderbolt” — killed. Democrats asked whether it was Coolidge’s “dark horse.” One senator said the contraption should be called

“Foreign Policy,” because it had no head or tail. Coolidge’s passion even caused a scene in the House of Representatives, where Kentucky Democrat Fred Vinson read a mocking poem that he had written about the mechanical horse. Two lines in, a Massachusetts congressman jumped up to object that his colleague was ridiculing the president, but his opposition was shouted down. Vinson read on: “The ‘hobbyhorse’ ’tis easily seen/ Is as silent as its master/ It trots and canters in one spot/ The ‘jockey’ urging it faster,” went one verse, which was reprinted in The New York Times. Silent Cal’s mechanical horse now sits motionless at the Calvin Coolidge Presidential Library & Museum in Northampton, Mass. “We now think of things like Pilates and yoga working our core, so this was really way ahead of its time for exercise like that,” said Julie Bartlett Nelson, an archivist at the library. It’s no longer operational, she added, and visitors can’t sit on it, but they do love to photograph it. “We’ve seen it tagged in all kinds of places. It’s definitely a conversation piece.” ELIZA MCGRAW (FOR THE WASHINGTON POST)

Scars of 1968 riots run deep
expressline
CHARLES HARRITY (AP)
In 1968, D.C. police in riot gear form a line as they begin a sweep on 14th Street Northwest to stop looters.
AP
THE DISTRICT For 50 years, friends and relatives have advised Larry Rosen to forget about the riots. But as the 94-year-old sat one recent afternoon in a Maryland retirement home, sifting through a pile of old photographs, he said his reply remains the same: “It’s hard to forget.” The photos show the pharmacy he owned on 14th Street in Northwest D.C. before and after the April 1968 civil unrest that left 13 dead. In one, Rosen fixes a display of toy baseball bats feet away from a lunch counter where black and white residents sit side by side on swivel stools. Other photos show a gaping hole in place of the window and soot-shrouded stools in a firegutted room. “They might have thrown dynamite in my store,” Rosen said, scrunching his nose as if struck again with the smell of the debris. Time and age have not dulled his memories of the hours and days that followed the killing of the Rev. Martin Luther King Jr. 50 years ago today. Rosen can tick off the names of neighboring businesses whose owners all made the same difficult decision he did. “Nobody rebuilt on our block,” he said. “Nobody ever reopened.” The riots devastated D.C. A preliminary damage report in 1968 estimated that 909 commercial establishments across the city were affected, with nearly 40 percent of them extensively damaged. It also found that the losses on 14th Street NW made up nearly half of the $13.3 million estimated value of the damage. Now, residents can walk along 14th Street in Columbia Heights and go shopping at Target, pick up a prescription at CVS and grab a “responsibly raised” steak bowl at Chipotle.
RAY LUSTIG (THE WASHINGTON STAR)
Those who lived through the violence after King’s assassination have a unique perspective on D.C.’s history
Many buildings burned down during riots in D.C. after the killing of Martin Luther King Jr.
Scars from the riots remain, but they are subtle and noticeable mostly to the dwindling number of people who can remember the “what was” before the “what is.” Reuben Jackson was 11 years old when he stood on the roof of his family’s rowhouse, watching the city burn. Later, when the family drove
Glass and mannequins litter the sidewalk at a shop in Northwest D.C. on April 4, 1968, after crowds looted stores.
past the looted areas, he saw exactly what had burned. The record stores Jackson loved were gone. So was the car dealership his father visited on Sundays. They would never come back. “You can walk around 14th Street, and you start having these conversations that begin, ‘Didn’t that used to be?’ ” Jackson,
now 61, said. He recalled sitting recently at a restaurant with a friend and joking that the city logo should be a crane because of the volume of construction. “I still see the scars there,” Jackson said. “They may be hidden behind a new craft beer place, but they’re still there.” In the months after the riots,
March honoring MLK to be held at 5:30 p.m. today from Howard U. to Ben’s Chili Bowl on U Street
hearings were held on how the city should rehabilitate the neighborhoods that suffered the most damage. People from across the city, according to transcripts preserved by the District’s Historical Society, spoke passionately about their visions for what should come from the ashes and their hopes for what would not. One of them was Marion Barry, who was still a decade away from becoming mayor. “There is a black city and a white city,” he said. “There are black values, and there are white values, and let there be no mistake about it, the two are not the same, and, therefore, you can’t plan the same way, you can’t plan for black people like you do for white people because there is a difference.” He suggested that the rebuilding should result in the city’s black population owning 51 percent of the District. “I have gotten word that if the city is rebuilt the same way it was, it is going to be burned down again,” Barry said. “I am speaking for people who are angry. I am speaking for people who have no other way to move except to do what they tried to do.” Rosen later operated several newsstands and other small businesses, but he said nothing compared to the nine years he owned the 14th Street shop. It was a different era, he said. “CVS hadn’t yet become the king,” he said. “There was no Amazon.” A Boys & Girls Club now sits where the pharmacy did. Among his photos, Rosen keeps one of himself standing in front of it. It marks a rare splash of color amid shades of black and white, and its place in his pile is an acknowledgment that it is part of history, his and the city’s. THERESA VARGAS (THE WASHINGTON POST)

Howard leaders face no-confidence vote
GREAT MILLS, MD.
Students return to class after fatal shooting
Move by faculty comes after students occupy a university building ASTRID RIECKEN (FOR THE WASHINGTON POST)
THE DISTRICT Full-time faculty members at Howard University are expected to begin voting today on a “no confidence” measure targeting embattled school President Wayne A. I. Frederick and other university leaders as hundreds of students continue their occupation of the administration building. The voting, which is scheduled to remain open until Friday afternoon, was sparked by the school’s faculty leaders, who voted overwhelmingly Monday to express their lack of confidence in Frederick and other administrators. The referendum, which is not binding, comes at a critical time for Howard’s leadership, with the nearly weeklong takeover of the administration building. Students have issued a long list of demands including that Frederick step down. The students have also called for improved access to university housing, transparency on university finances, an overhaul of policies related to sexual assault and a greater voice in university decisions. Students with HU Resist, the group that has led the protest and coordinated the occupation of the “A” Building, said Tuesday they were optimistic and that negotiations with the

longer had confidence in Frederick, provost Anthony Wutoh, chief operating officer TashniAnn Dubroy and members of the executive committee of the school’s Board of Trustees. Faculty members have expressed dismay with building conditions, a loss of staff and what they view as a lack of a robust strategic plan to move the university forward. The revelation last week that the university had fired six employees who were allegedly involved in a financial aid scam deepened the sense among some faculty that the school’s leadership needs to change. Stacey Mobley, the Board of Trustees chair, said in a statement the board was “disappointed” to learn about the planned no-confidence vote.
D.C.-based chef Mike Isabella’s company used nondisclosure agreements to prevent employees from speaking out about sexual harassment, lawyers representing his former manager allege in a new expanded lawsuit filed Tuesday in federal court. Chloe Caras’ new suit asks the court to declare the NDAs unenforceable. The complaint includes new allegations that Isabella’s company retaliated against employees for speaking up against sexual harassment and used the NDAs to ensure their silence. The new lawsuit was filed amid an intensifying legal battle in which Isabella and his team are aggressively defending his reputation while also alleging that Caras engaged in some of the same conduct about which she is complaining.

university’s Board of Trustees have been productive. “There are some things that are non-negotiable to us and the Board of Trustees is not willing to move on,” said freshman Imani Bryant, one of the HU Resist student leaders. “We’re hopeful they’ll be more receptive to our demands in the next couple of days.” Bryant said the non-negotiable demands included that Frederick step down, but that the decision on whether the protest will continue will be made democratically. “The students will decide whether to leave or stay, even if that is longer than we had ever anticipated staying,” she said. D.C. HOSPITAL PLANS
The cost of a new facility to replace United Medical Center, Southeast D.C.’s troubled public hospital, according to a proposal Tuesday by Mayor Muriel Bowser. The new medical center would be built by the city on the sprawling campus of St. Elizabeths Hospital, a 19th-century psychiatric facility that today is home to a small public hospital for the mentally ill and a large swath of land slated for redevelopment. The new facility would have 106 beds, less than half of UMC’s 234 beds. (TWP) Jury recommends 10 years for man who fatally punched a woman last July at an Alexandria 7-Eleven
Students at a southern Maryland high school have returned to class for the first time since a student shot and killed a former girlfriend and then himself. Community members lined the street and held signs of support Tuesday as students at Great Mills High School arrived at campus. Sixteen-year-old Jaelynn Willis died days after she was shot March 20 at the school. Authorities said 17-year-old Austin Rollins shot her and then killed himself. Ex-school aide gets more time on child sex charges An HIV-positive former teacher’s aide and track coach has been sentenced to an additional 190 years in prison on child sex charges. Carlos Bell of Waldorf had already been sentenced to 105 years on federal child pornography charges. On Tuesday a judge in Charles County sentenced him to 190 years on state charges, including child sex abuse. WTOP-FM reported that prosecutors put forward evidence to support charges involving 42 boys aged 11 to 17. Investigators have said they don’t believe Bell transmitted HIV to any of his victims. The Baltimore Sun reported Monday that Jessica Marie Cross, 27, admitted to charges of burglary and theft and will spend three months in jail. Cross, nicknamed the “hamburglar” by police, stole from a McDonald’s in Columbia. After appealing to federal court, his case was sent back to the administrative law judge in December 2016. Now, six years after his initial application, Steers is still waiting to find out if he’ll get the insurance. Sen. Richard Blumenthal, D-Conn., has taken an interest in his case, but so far that has not been enough to shake it loose. “Reducing the wait times for a hearing decision is of utmost importance to the Social Security Administration,” said Mark Hinkle, an agency spokesperson. The current number of pending hearings is almost 986,000 and the average wait for a hearing decision is 600 days. That’s after 15 consecutive months of reducing the number of people waiting for a hearing decision. “I think SSA does not have the staff it needs,” said Ivan A. Ramos, Steers’ lawyer. “Many of my clients have trouble paying for food and shelter while they wait for their disability claims to be processed. Seeing what many of my clients

Robert Steers of Southington, Conn., was an Army captain who served in Afghanistan. He also served his country looking for contraband with the Transportation Security Administration. Now, he’d like to get decent service from the Social Security Administration. But, as many know, this can be an exasperating experience, filled with endless waits and growing frustration. Infuriating encounters have earned federal disability programs a spot on the Government Accountability Office’s “high-risk” list, and Steers’ fight with Social Security shows why. Congress is increasingly concerned. PTSD and worsening depression left Steers unable to work. He was medically retired from the Army and received an “individual unemployability” determination from the Department of Veterans Affairs. The VA considered him a high suicide risk, according to his lawyer. With this history, getting Social Security Disability Insurance seems like a nobrainer. But Steers applied in

The disability hearing process can be particularly vexing because there are too few administrative law judges, who hear appeals, and they have too little support staff. Marilyn Zahm, an administrative law judge in Buffalo, N.Y., and president of the
Association of Administrative Law Judges, said 2.6 hours “is the average amount of time that a judge is allotted to adjudicate a case,” based on 500 dispositions annually — “the quota mandated by the agency.” That little time “is not fair to the claimant, the government or the judge,” she said. “… We need more staff support and an efficient adjudicatory system, rather than management that threatens and browbeats judges to issue more decisions.” Follow Joe Davidson on Twitter @joedavidsonWP

But it now lags behind the private sector as the problem gains prominence in the #MeToo era, according to federal officials and employment lawyers. A. An Office of Personnel Management database shows that Uncle Sam hired about 215,000 people — excluding current federal employees changing jobs — during its fiscal year ending last September, almost exactly the average of the previous six years. Remember, many government jobs are seasonal, temporary or part time. Counting only nonseasonal, full-time, permanent employees — the core of the federal workforce — the government hired 109,000 from the outside in fiscal year 2017, about 6,000 above the average of the previous six years. Hiring basically offsets turnover. Across all categories, just under 200,000 of 2.1 million left the government last year, about 10,000 below average. In just the core categories, about 123,000 of 1.9 million left, about 3,000 above average. About half of employees who leave core positions retire; the large majority of the rest quit for various reasons. About 8,500 were fired in 2017 for performance or conduct reasons, 1,100 above average. The figures exclude intelligence agencies and the self-funding U.S. Postal Service. ERIC YODER (TWP)

Why TV giant Sinclair is under fire for promo

DEADSPIN VIA TWITTER
MEDIA Sinclair Broadcast Group is the largest owner of local television stations in the country, with 173 stations in 81 broadcast markets that stretch from coast to coast. A stunning video that showcased its anchors reading required scripts that seemed to parrot one of President Trump’s favorite themes has drawn renewed scrutiny to what critics consider Sinclair’s years-long effort to inject conservative-tinged coverage into local markets. Here are some things you should know about the company.
An assortment of screen shots from a video compiled by Deadspin show anchors at Sinclair syndicate stations reading the same script.
What is Sinclair? Based in Hunt Valley, Md., Sinclair owns and operates local news stations nationwide, although it does not currently own any stations in New York, Chicago, the San Francisco Bay area or Los Angeles. Its stations are clustered in conservative areas of the country. According to an analysis by The Washington Post, the broadcast areas of Sinclair stations voted for Trump over Hillary Clinton by a 19-point margin, on average.
Why is Sinclair in the news? Interest in Sinclair picked up recently after reports exposed a seemingly Trump-friendly script
the company ordered its anchors nationwide to read, lambasting “irresponsible, one-sided” and “fake” news stories. The promo drew wide attention after Deadspin published a video Saturday that layered dozens of the company’s anchors reading the script over one another, creating a visceral portrait of corporate message control. Trump defended the network, tweeting that “Sinclair is far superior to CNN and even more Fake NBC, which is a total joke.”
Why do critics say it is biased?
typically use “must-run” segments to push station promotions, Sinclair has used required programming to push conservative-leaning stances into its local broadcasts. “The must-runs look like they are part of the news,” said David Twedell, a business manager of a local camera workers’ union in Seattle. “And they’re clearly not.” Boris Epshteyn, a former Trump White House official and campaign surrogate who was hired last year as the company’s “chief political analyst,” helms segments that often defend Trump and push other Republican themes. Astronomers using the Hubble Space Telescope have found the farthest star ever observed, a bright dot 9 billion light-years away. The star, known as Icarus, is 100 times more distant than any other lone star previously detected, according to Patrick Kelly, an astrophysicist at the University of Minnesota. Kelly and his colleagues were studying images of a supernova in 2016 when they found a blip that appeared in the same galaxy. This blip, as they wrote in a report published in Nature Astronomy, was a blue supergiant star. Icarus was massive, hotter than the Sun and possibly thousands of times as luminous — and it no longer exists, Kelly said, as blue supergiants do not have life spans as long as 9 billion years. (TWP)

The study, published in Nature Geoscience, says the situation is worst in West Antarctica, where the enormous Thwaites Glacier is retreating at a rate of 300 to 400 meters per year. The melting, caused by an influx of warm ocean water, could significantly raise sea levels. (TWP) Britain’s Prince Philip, 96, in hospital for previously scheduled hip surgery today

nation+world Taxes amount to $50B on Chinese electronics and other products ECONOMY The Trump administration Tuesday unveiled its list of roughly $50 billion in Chinese electronics, aerospace and machinery products it plans to hit with steep tariffs, the latest move in a deepening U.S.-China trade conflict. The 25 percent import taxes are designed to penalize China for discriminatory policies that the United States says put its
companies at a disadvantage in the Chinese market. President Trump has complained that the Chinese government forces U.S. companies to surrender their proprietary technology in return for access to the Chinese market and engages in cybertheft to acquire other U.S. trade secrets. Trump’s latest protectionist move threatens to upend global supply chains for corporations such as Apple and Dell, raise prices for American consumers who have grown accustomed to inexpensive products and
aggravate tensions between the world’s two largest economies. The office of the U.S. trade representative released a list of 1,300 proposed tariff increases, but set a 30-day period for receiving comments from affected businesses and seeking a diplomatic solution. China has opposed Trump’s tariff plan, calling it “self-defeating.” Beijing earlier this week imposed tariffs on about $3 billion in American goods, in response to separate U.S. import levies on steel and aluminum. Trump’s border war President says he’ll send U.S. troops to guard border with Mexico until wall is built
Caravan that’s alarmed Trump stalls in Mexico
allow this to happen. Congress MUST ACT NOW!” The Mexican government took steps late Monday to break up the caravan, registering the migrants and saying that some would be asked to leave the country while others would receive humanitarian assistance. Mexico’s Interior Ministry said Monday that “under no circumstances does the government of Mexico promote irregular migration.” Trump later took a less aggressive tone later Tuesday. “The caravan doesn’t irritate me, the caravan makes me very sad that this could happen to the United States,” Trump told reporters during his meeting with the Baltic leaders. Honduras received about $127.5 million in aid from the U.S. in fiscal 2016, according to data from the U.S. Agency for International Development. Congress is in a two-week recess.
MATIAS ROMERO, MEXICO After days of walking from Mexico’s southern border, the caravan of hundreds of migrants that has drawn President Trump’s Twitter ire was halted on a brown-grass soccer field, its participants unsure and anxious about the way forward. The men and women, most from Central America, were squatting Tuesday in a walled public park while government officials decided their fate. While the march wasn’t unprecedented, this year’s exercise drew an unusually large number of participants. For most migrants, their goal is the U.S., still more than 800 miles away. They wanted to march on. A number of them said they were fleeing gang violence and extortion in their violenceplagued countries, while others said they were looking for better-paying jobs. All of those interviewed Tuesday said they would prefer to live in the U.S. but that they would settle for Mexico if that was where they were allowed to stay. Almost anything, they said, would be better than returning to Central America, which has some of the hemisphere’s highest levels of violence. “There is a barbarous situation in our country,” said Santos Alberto Lino, 40, who had worked as an auto mechanic in Honduras before joining the caravan. “People want to live in peace and harmony.” JOSHUA

NATIONAL SECURITY President Trump on Tuesday said the military will be sent to guard the U.S.-Mexico border as he signaled plans to escalate a crackdown on illegal immigration and called U.S. laws governing the border “weak.” For the third straight day, Trump used Twitter and his public remarks to warn of threats posed by immigration, but the prospect of sending military personnel to the southern border added a new dimension to Trump’s immigration strategy that had centered on threats to walk away from the North American Free Trade Agreement and pressuring Congress to send him funding for a border wall. “Until we can have a wall and proper security, we are going to be guarding our border with our military. That’s a big step,” Trump said Tuesday during a meeting at the White House with the leaders of three Baltic nations. “We cannot have people flowing into our country illegally, disappearing, and by the way, never showing up for court.” Later at a news conference with these leaders, Trump said he would soon meet with Defense Secretary Jim Mattis to discuss having the U.S. military deployed to the border. “I think it is something we have to do,” Trump said. Deploying troops to the border is not unprecedented. The Obama administration sent 1,200 National Guard troops to the southern border in 2010 to assist Border Patrol and immigration officials amid rising concerns about drug trafficking. In 2014, then-Texas Gov. Rick Perry said he would dispatch as many as 1,000 National Guard troops to the southern border as the country faced an influx of

migrant children and families from Central America. Perry is now Trump’s energy secretary. But Trump, while providing no details, sought to portray his plan to send troops to the border as a new, aggressive part of his immigration agenda. “The Mexican border is very unprotected by our laws,” he said at the news conference. “We have horrible … and very unsafe laws in the United States, and we’re going to be able to do something about that hopefully soon.” Trump also floated a threat to cut off foreign aid to Honduras in a tweet early Tuesday morning as he continued to complain about a “caravan” of 1,000 migrants, primarily from Honduras, traveling through Mexico. The caravan — an annual event that is meant to draw attention to the refugee crisis in Central America — has been a particular focus for Trump this week as conservative media outlets have
Yesterday’s favorite Honduras received the brunt of President Trump’s ire Tuesday over immigration, but only a few months ago it was receiving accolades from the administration. Honduras was among only seven nations that voted with the U.S. and Israel in December against a resolution condemning the U.S. decision to recognize Jerusalem as Israel’s capital. Trump and Nikki Haley, the U.S. ambassador to the United Nations, both suggested U.S. aid could hinge on how nations voted. (TWP)
has highlighted it in recent days. “The big Caravan of People from Honduras, now coming across Mexico and heading to our ‘Weak Laws’ Border, had better be stopped before it gets there,” Trump tweeted shortly before 7 a.m. Tuesday. “Cash cow NAFTA is in play, as is foreign aid to Honduras and the countries that

Shooting at YouTube leaves several hurt Deceased woman with self-inflicted wound is likely shooter, police say SAN BRUNO, CALIF. Several people were injured Tuesday at YouTube’s headquarters in San Bruno, Calif., officials said, in a midday shooting that sent employees fleeing the office complex in terror and drew a flurry of heavily armed law enforcement officers to the scene. Police said they believe that a woman they found dead from an apparent self-inflicted gunshot wound is the shooter. Four people were wounded in the shooting, Police Chief Ed Barberini said. He did not clarify if that number included the deceased woman or not. This story was still developing at Express’ deadline. Vadim Lavrusik, who works on the company’s product team, tweeted that he heard shots and saw people running as he waited with a group of co-workers inside a room they had barricaded themselves in. Francisco General Hospital said that the hospital had received three wounded patients: a 36-year-old man in critical condition, a 32-year-old woman in serious condition and a 27-yearold woman in fair condition. Images and videos shared on social media appeared to show workers leaving the building, with their hands above their heads, and police rushing in, while other law enforcement officers massed outside. Barberini said that a few hundred workers had been evacuated from the building as officers worked to make sure it was completely clear. Police set up a barricade around the building. President Trump said on Twitter that he was briefed on the shooting. The Bureau of Alcohol, Tobacco, Firearms and Explosives said that it was sending officials from its San Francisco division in response to the reported shooting. Google, which owns YouTube, said in a statement that it was coordinating with law enforcement authorities. HAYLEY TSUKAYAMA AND ELI ROSENBERG (THE WASHINGTON POST)

Survey: Hunger hits 36 percent of collegians Thirty-six percent of students on U.S. college campuses do not get enough to eat, according to a first-of-its-kind survey released Tuesday by researchers at Temple University and the Wisconsin HOPE Lab. The report is the first to include students from two-year, four-year, private and public universities. It found that 1 in 10 community college students and 6 percent of university students have gone a whole day without eating in the past month. The study used the Department of Agriculture’s assessment for measuring hunger, meaning students classified as having “low food security” aren’t just skipping meals; they aren’t eating because they don’t have enough money. Researchers blame ballooning college costs, inadequate aid packages and growing enrollment among low-income students — as well as some colleges’ unwillingness to admit they have a hunger problem. College hunger is not a new issue, researchers caution. But ut it appears to be growing worse. e. To combat the problem, George Washington University rsity opened a food pantry in 2016. Hundreds of schools havee recently launched similar pantries: Membership in the College and University Food ood Bank Alliance has swelled from 15 in 2012 to more than 600 00 today. CAITLIN DEWEY
POLITICS President Trump is offering measured support for Scott Pruitt, the Environmental Protection Agency chief whose deregulatory efforts make him one of the most consequential Cabinet members. But Pruitt, who is at the center of swirling ethics questions over his travel spending and ties to Washington lobbyists, is not out of hot water yet. In a call Monday, Trump told Pruitt that “we’ve got your back” and urged him to “keep his head

The ban, which will impose a maximum five-year prison sentence for offenders, is the toughest in Europe, U.K. officials said Tuesday. There will be exceptions for some old musical instruments and artwork, such as portrait miniatures that are over a century ol old. They added that the call’s tone was not entirely positive — and that John Kelly, Trump’s chief of staff, delivered a warning to Pruitt about the White House’s displeasure with the cloud over him. Pruitt has come under intense scrutiny for his use of a Capitol Hill condominium owned by the wife of prominent D.C. lobbyist Steven Hart, whose firm

represents fossil fuel companies. Pruitt paid a total of $6,100 over the six-month period he leased the condo, an average of about $1,000 a month. Current rental listings for two-bedroom apartments in the neighborhood show they typically go for far more than what Pruitt paid, up to $4,000 a month. Pruitt also has come under increasing scrutiny for his extensive use of bodyguards and frequent taxpayer-funded travel, which has included first-class airline tickets. Though regulations require federal officials to fly in coach, the EPA chief has said he needed to sit in premium seats due to security concerns. ZEKE MILLER AND MICHAEL BIESECKER (AP)

With the division title in hand, coach Barry Trotz can use the last two games to tinker with lineups.
MAKING STRIDES
Capitals ease off the gas Trotz will rest veterans, let young players compete for playoff roles in final two games NHL The Capitals have reached the last week of the regular season, with two remaining games that will have no bearing on their postseason positioning. But some players will use these outings as their final opportunity to secure a place in the playoff lineup. Others won’t play at all, using the time to heal bumps and bruises. The luxury of clinching the Metropolitan Division crown is that the Capitals can afford to experiment with parts of the lineup and rest players in other spots in home games Thursday against Nashville and Saturday against New Jersey. Forwards Jay Beagle and T.J. Oshie were both out of the lineup in a 4-2 win at St. Louis on Monday, a day after Washington
clinched the division with a 3-1 win in Pittsburgh. Beagle suffered an undisclosed “upperbody” injury Sunday. Although Oshie played against the Penguins, he has a “lower-body” ailment. Trotz said Oshie wanted to play, but the Capitals didn’t see the need to risk his health. Defenseman Brooks Orpik would be another candidate to sit. At 37, he’s the team’s oldest player, and he’s missed recent practices as maintenance for a “lower-body” injury. “At this time of year, guys have a lot of bumps and bruises,” Trotz said. “If you get an opportunity to just allow players to heal up a bit, it pays dividends. Because once the playoffs start, it’s another level, and you don’t want to have a guy working from a deficit.”
HOT STREAK
11-2
The Capitals’ record since March 10. Unlike the past two years, when having the NHL’s best regularseason record meant Washington had little to play for in March, the team had to stay sharp to lock up the Metropolitan Division, ensuring that it had momentum close to the start of the playoffs next week. (TWP)
For the players left in the lineup, Trotz plans to balance ice time. He has declared a competition for the four wing positions on the third and fourth lines.
Rookie Shane Gersich, who joined the team less than two weeks ago, is “making a case for himself,” Trotz said. Devante Smith-Pelly has played the past four games beside third-line center Lars Eller, and his physical play has been noticeable. Fellow right wing Alex Chiasson upped the ante when he scored Monday against the Blues. He has eight points in his past 11 appearances. Another battle is brewing between defensemen Christian Djoos, a rookie who has developed well, and Jakub ub ed Jerabek, who was acquired Feb. 21 from Montreal for ra fifth-round pick. In his past ast four games, Jerabek has recorded two assists and scored ed one goal. ISABELLE KHURSHUDYAN YAN

Murphy’s return still weeks away Before Monday’s series opener in Atlanta, Daniel Murphy and the Nationals’ director of medical services, Harvey Sharman, jogged short distances around the outfield. To a casual observer, it would have looked like an insignificant workout. But for Murphy, it was an important step, the first time in a fivemonth recovery from microfracture surgery on his right knee that he had run on a surface besides the treadmill. Murphy can jog only short distances for short times, signaling how far he still has to go before returning. But he looks better in the batting cage than he did a week ago, when he used a more upright stance to protect his legs. He probably won’t be ready to play until at least late April. (TWP)

REMATCH CANCELED
Alvarez withdraws from Golovkin fight
The Canelo-Triple G rematch, expected d to be the fight of the year, is off. Canelo Alvarez, left, has withdrawn from the May 5 middleweight title bout with Gennady Golovkin after getting a temporary ban. Two months ago, Alvarez twice tested positive for a banned substance. The fight was to have been a rematch of the draw they fought last September. Alvarez tested positive for the steroid clenbuterol, which he blamed on eating contaminated meat. (AP)

Villanova looks poised to defend title next year
BASKETBALL REFORM
NCAA panel will present report soon
MEN’S BASKETBALL Odds on who will be the 2019 NCAA champion began to trickle out even before Villanova could run out the clock in Monday night’s title win over Michigan. By next April, the Wildcats could very well have their third championship in four years, with most sports books projecting them among the top contenders. Westgate Superbook in Las Vegas on Monday night tabbed Duke as a 5-to-1 favorite to win it all next season. Villanova, Kansas and Kentucky got 8-to-1 odds. In this year’s tournament, Villanova was the first team to win each of its six games by double figures since North Carolina in 2009. It wouldn’t be a surprise to see coach Jay Wright’s program back in the Final Four, to be played in Minneapolis next year, even if juniors Jalen Brunson and Mikal Bridges declare for the NBA draft as expected. Wright — who has never had a one-and-done player — will still have a loaded roster. That was clear Monday night, when sixth man Donte DiVincenzo, a former redshirt who played on the scout team for the 2016 title squad, scored 31 points to capture the Final Four’s most

COACHES WITH MULTIPLE TITLES
The number of active men’s basketball coaches with more than one NCAA championship. The club grew from two to three late Monday night when coach Jay Wright, left, l led Villanova to its second title in three years, joining North Carolina’s C Roy Williams — who won in 2005, 2009 and 2017 — and Duke’s D Mike Krzyzewski (1991, 1992, 2001, 2010, 2015). (EXPRESS) Mets place reliever Anthony Swarzak (strained oblique) on 10-day disabled list
NCAA leaders expect to receive recommendations for reforming college basketball in late April and have pledged to quickly implement changes while preserving amateurism in the sport. NCAA President Mark Emmert said last week that the commission on college basketball, led by former Secretary of State Condoleezza Rice, below, will present its report on the state of the game to the Division I Board of Directors and Board of Governors on April 25. The commission was formed to look into the NBA’s one-and-done rule, recruiting practices and the role of AAU basketball in response to a federal probe that alleged hundreds of thousands of dollars in bribes and kickbacks were funneled to recruits to influence their school choices. WASHINGTONPOST.COM REDSKINS INSIDER
Redskins could take linebacker with No. 13 pick The official departure of Will Compton this week was a reminder that the Redskins remain in the market for a linebacker despite re-signing Zach Brown and adding Pernell McPhee in March . The defense has lost Compton, an inside linebacker who signed with the Titans on Monday, and Trent Murphy, an edge rusher who signed a three-year, $21 million deal with Buffalo earlier in free agency. Junior Galette was told the team isn’t going to bring him back. The starting lineup of Ryan Kerrigan, Mason Foster, Brown and Preston Smith remains intact, with McPhee and Ryan Anderson expected to rotate on the outside. The prevailing thought is that Washington will address the defensive line with the No. 13 pick in the draft, possibly with Washington defensive tackle Vita Vea. Florida State safety Derwin James has also been a popular guess in mock drafts. But linebacker is very much in play. Tremaine Edmunds, above, of Virginia Tech has a rare blend of speed and size — at 6 foot 5 and 253 pounds, he ran the 40-yard dash in 4.54 seconds at the NFL combine. Regarded as the best linebacker in the draft, he could still be available at No. 13. Georgia’s Roquan Smith (6-1, 236), the Butkus Award winner who ran the 40 in 4.51 seconds, could be another option for Washington. KAREEM COPELAND

Ballads of the exes
The Weeknd’s ‘My Dear Melancholy,’ seems to be about two famous former flings
MUSIC The Weeknd dropped a 22-minute EP, “My Dear Melancholy,” last Thursday at midnight to the relative surprise of us mere plebeians, who only found out about the project when he teased album art earlier in the day. Given his popularity, it’s not surprising that the EP reached the No. 1 spot on the iTunes album chart just hours after its release. But listeners who expected something similar to the pop-house vibes of 2016’s “Starboy” were likely thrown for a loop. As the name suggests, “My Dear Melancholy,” marks a return to The Weeknd’s gloomy mood, which longtime listeners will recognize from his acclaimed 2011 mixtape “House of Balloons.” The reason behind much of
this sorrow is presu mably his most recent ex-girlfriend, Selena Gomez. The pair broke ‘My Dear up in October, Melancholy,’ a month after The Weeknd Gomez re vealed that she had undergone a kidney transplant to treat her lupus. The Weeknd appears to address this in the EP’s first track, “Call Out My Name,” when he sings, “I almost cut out a piece of myself for your life/ Guess I was just another pit stop ’til you made up your mind.” (Gomez and her ex-boyfriend Justin Bieber were photographed together in November.) The shade goes further, as he begins the third song: “Wasted times I spent with someone else/ tim
Backstory “My Dear Melancholy,” — yes, that pesky comma is a part of the name — is Canadian singer The Weeknd’s first project following 2016’s “Starboy,” which debuted at No. 1 on the Billboard 200. The Weeknd has also since appeared on tracks from Kendrick Lamar’s “Black Panther” soundtrack and rapper Trouble’s “Edgewood.” S.R.
She wasn’t even half of you.” The song seems to be directed to The Weeknd’s previous ex-girlfriend, supermodel Bella Hadid, which would make Gomez the dreaded “someone else” in this equation. How do we know Hadid is the “you”? Those who have followed any of the Hadids on Instagram for more than a month would
know that this family — which also encompasses matriarch Yolanda and siblings Gigi and Anwar — absolutely loves horses. Hadid had once planned to compete at the 2016 Olympics in the equestrian events, a dream the model left behind because of her struggle with Lyme disease. Later in “Wasted Times,” The Weeknd sings, “You were equestrian, so ride it like a champion.” Gross but telling. Fans seem to believe “Privilege” is about Gomez, too, as The Weeknd begins the prechorus with, “And I don’t want to hear that you are suffering// You are suffering no more.” We will leave the veracity of this interpretation up to you — just make sure you listen with a tissue box in hand.

CRITIC’S NOTEBOOK
LaVette does Dylan her way There are enough cover versions of Bob Dylan songs for a lifetime, but Bettye LaVette’s own dozen are truly special. The soul singer from the 1960s, whose career didn’t hit a stride until 2003, doesn’t simply sing them — she molds, adopts and transforms them, taking possession of the songs as few others can. The repertoire of “Things Have Changed” sticks mostly to roads less traveled, including “Don’t Fall Apart on Me Tonight” and “Ain’t Talkin’.” “The Times They Are A-Changin,’” the biggest hit she covers, gets a funky, swampy reading that injects the menacing track with a deep soul. Kacey Musgraves goes her own way ALBUM REVIEW Kacey Musgraves made inroads in the last decade as a country upstart with earthiness and wit. She tied together the genre’s traditions (pedal steel and banjo in the recording studio, rhinestone and cowgirl boots on stage) with pithy, observant lyrics about small-town life. On her seventh studio album, “Golden Hour,â€? the singer-songwriter doesn’t get hung up on genre. She’s made a style-hopping pop album that infuses her songs with a relaxed spaciousness while muting, but not ignoring, her country roots. For subtext, Musgraves has found

Creator Aaron Korsh says Markle’s Rachel Zane will exchange vows during the April 25 Season 7 finale with longtime love Mike Ross (Patrick Adams). Both actors will then leave the legal drama. (AP)

The singer doesn’t let country define her on spacey ‘Golden Hour’

new love and says she dropped acid while in the midst of writing and recording, which may explain the neo-psychedelic haze that hangs over several songs. Opener “Slow Burn immediately redraws the boundaries. Even as a banjo percolates in the background, a sense of
wonderment prevails amid the loping dreaminess, evoking “Harvest-era Neil Young more than a traditional Nashville-style storyteller. There’s also a mission statement, all the more potent because she delivers it with such calm resolve: “I’m gonna do it my way, it’ll be alright/ If we
burn it down and it takes all night. This sly country rebel doesn’t quite burn it all down ‘Golden Hour’ with this album Kacey Musgraves — its boldness is still couched in solid, fairly traditional verse-chorus songcraft — but there are detours aplenty. “Oh, What a World kicks in with vocoder-enhanced vocals and gives the twangy accouterments a spacey glow. “Lonely Weekend underlines the chill-out atmosphere with Caribbean accents and echoes of “Rumours-era Fleetwood Mac. “Mother, the album’s shortest, sparest song, is an acid reverie about how family ties become lifelines that transcend distance and time.
Still, she hedges a few bets. Nashville pros help with the production and songwriting, and they keep this album from becoming quite as radical a statement as it might have been. Tracks such as “Wonder Woman and “Velvet Elvis drag “Golden Hour back toward assembly-line country-pop. The singer is best when she upends convention. “High Horse recalls the sassiness of her previous albums, but this time it’s dressed up with a strutting disco bass line. “Rainbow, an impressionistic piano ballad, drapes its tale of resilience in the symbolic colors of the LGBT pride flag. Like much of “Golden Hour, its warmth masks its defiant, subversive edge. Listen more closely, and it gleams just beneath the surface. GREG KOT (TRIBUNE NEWS SERVICE VIA AP)

Channing Tatum and wife Jenna Dewan Tatum announced Monday on Twitter that they have decided to “lovingly separate as a couple” after nearly nine years of marriage. The couple said they are best friends who have decided their relationship has run its course. The two met on the set of the 2006 dance movie “Step Up” and married in 2009. They have a 4-year-old daughter together. A source told Page Six that the two have been kept apart by work. “Channing has been working non-stop, with four movies announced for 2018 alone,” the source said. (AP/EXPRESS)
