A Florida man was re-arrested for burglarizing cars in the parking lot minutes after being released from jail. The St. Lucie County Sheriff’s Office said Casey Lewis bonded out of jail Thursday, only to be caught by deputies burglarizing cars outside. Lewis was booked in the jail on burglary charges, then released a second time that day on bond. Treasure Coast Newspapers reported Lewis originally was brought to the jail on a grand theft charge. Police say an Altoona, Pa., man awoke to find a stranger sleeping on his kitchen floor. Police arrested Brian Smith on Thursday. MUSEUMS The National Children’s Museum’s anticipated new home opens Nov. 1 in the Ronald Reagan Building in downtown Washington, signaling a new chapter for a beloved institution that has been closed for more than four years. The fall opening is eight months later than promised, the result of unexpected construction delays. But museum officials are confident that the $15 million museum is now on track. The space will blend the techfocused characteristics of a science center with core elements of a children’s museum, stretching the target audience to age 12 and connecting the entire experience with a dream motif. “The children will have a magical moment of entry,” museum president and chief executive Crystal Bowyer said of the multiple-story Dream Machine, a structure of slides and climbers that starts the adventure. The museum will open with a gala party Nov. 1 and a family day Nov. 2. Beginning Nov. 3, the museum will be open daily

Originally named the Capital Children’s Museum, the institution opened in 1974 in a former convent on H Street NW. Congress designated it the National
Children’s Museum in 2003, and a year later the museum sold the property it had outgrown for $25 million. The plan was to reopen in a 140,000-square-foot space designed by architect Cesar Pelli at L’Enfant Plaza in 2008. That project never happened, nor did a second iteration of Pelli’s design — that one on donated land at National Harbor in Oxon Hill, Md. Since 2015, the museum has been a virtual one, creating programs for D.C. public schools and public libraries. The new space, at 1300 Pennsylvania Ave. — with nearby parking and a Metro stop — represents a return to stability, Bowyer said. “Whenever I’ve met with folks and told them our plans, they can see the possibility. They understand this is a very different project.” The museum’s 20,000 square feet of exhibition space is on par with other children’s museums, Bowyer said. 1947-2019 Michael Busch, a former collegiate football star who parlayed his esteem on the gridiron into a political career, and who as the longest-serving state House speaker in Maryland history helped shepherd laws that improved access to health care and legalized same-sex marriage, died Sunday at a hospital in Baltimore. He was 72. His office announced the death. Busch underwent a liver transplant in 2017 for a condition he described as an adverse reaction to skin cancer medication. He said he had been diagnosed with liver disease from nonalcoholic steatohepatitis, a condition he attributed to the medication. He received a donated organ from a sister. Last year, he had heart-bypass surgery. In recent weeks, he was back in the hospital with pneumonia after a follow-up procedure for his liver transplant. Busch, an Anne Arundel County Democrat, was a low-key but highly influential fixture in the state Capitol until his death. He was first elected to the House of Delegates in 1986. Busch was regarded as a respected dealmaker, known for a folksy style that leaned heavily on consensusbuilding. He skillfully managed

his party and his chamber, with all its egos. Only the governor and Senate President Thomas Mike Miller Jr., D-Calvert, who has been in his position since 1987, held as much clout over the fate of legislation. Busch made perhaps his greatest impact on health care, championing Maryland’s “all-payer” hospital system, in which all insurers pay a hospital the same rate for the same service or procedure. He also was a leader on broadening mandates for insurers well before the Affordable Care Act was signed into law in 2010. He helped promote African-Americans and women
to leadership posts. Anthony Brown, a former delegate representing Prince George’s County and now a U.S. congressman, served under him as majority whip — a level of visibility that led to his later selection as lieutenant governor and election to the U.S. House. Busch had a very public conversion on the issue of samesex marriage, and declared his support for it in 2011. Maryland began recognizing same-sex marriage while he was speaker. 35 rescue Chihuahuas need homes D.C.’s Humane Rescue Alliance has 35 rescue Chihuahuas that will be available for adoption in the D.C. area as early as this week, Washingtonian reported. The dogs, which range from 10 weeks to 7 years old, were among 140 rescued from a breeding operation in Hattiesburg, Miss. Of those rescued, 60 were sent to Loudoun County Animal Services, and just over half of those came to D.C. Claudia Roll, the Humane Rescue Alliance’s vice president of operations, said it’s unusual for the organization to get so many of a single breed at once. The amount that D.C. Superior Court jurors will receive in cash for their service as of today. Court officials said the daily payment is rising by $10, up from $30 a day. The court also announced it was boosting jurors’ transit subsidy to $5 a day, up from $4. The payments apply to jurors who are on trials that last more than a day. The change marks the first increase the court has implemented in more than 19 years. Even before the increases, however, D.C. A fossilized skeleton found in Peru’s Pisco Basin in 2011 is that of Peregocetus pacificus, a four-legged whale that spent time both in the ocean and on land, scientists reported Thursday in the journal Current Biology. The marine mammal, which lived some 43 million years ago, was about 13 feet long with a long snout and sharp teeth, as well as hooves at the ends of its digits, according to the Los Angeles Times. Scientists involved in the study also said the whale’s feet were likely webbed. Peregocetus pacificus means “the traveling whale that reached the Pacific,” a nod to how it has helped scientists trace how early whales migrated from the northern coast of Africa to the Atlantic and eventually the Americas. Moves enable riskier lending ECONOMY Actions by federal regulators and Republicans in Congress over the past two years have paved the way for banks and other financial companies to issue more than $1 trillion in risky corporate loans, sparking fears that Washington and Wall Street are repeating the mistakes made before the financial crisis. The moves undercut policies put in place by banking regulators six years ago that aimed to prevent high-risk lending from once again damaging the economy. Now, regulators and even White House officials are struggling to comprehend the scope and potential dangers of the massive pool of credits, known as leveraged loans, that they helped create. Goldman Sachs, Wells Fargo, JP Morgan Chase, Bank of America and other financial companies have originated these loans to hundreds of cash-strapped companies, many of which could be unable to repay them if the economy slows or interest rates rise. “This means that the next downturn that we have could be more serious and longer-lasting and more difficult to deal with than it would have been if we had constrained these practices,” former Federal Reserve chair Janet Yellen said in an interview.

The lending boom was precipitated, in part, by the rush to water down regulations at the start of the Trump administration. That’s when newly minted regulators — many with ties to the financial industry — sought to strip away post-crisis financial rules and find ways to juice the economy by encouraging more lending. One of their top targets was leveraged loans. These are giant loans that banks make to heavily indebted — in financial speak, highly leveraged — companies. Bankers often have little assurance that the loans can be repaid, which can make them particularly risky. Bankers earn
large fees off these products, and many banking executives say their institutions are sheltered from losses because they sell the loans to other investors such as hedge funds, mutual funds and insurance companies. By freeing banks to make more of these loans, regulators allowed more money to be pumped into the economy. Timothy Long, a former chief national bank examiner at the Office of the Comptroller of the Currency (OCC), said he and many of his former colleagues believe that, with the U.S. economy entering its 10th year of growth, it is only a matter of time before a downturn begins

and many of these loans unravel. When companies default on their loans, bankers often retrench and won’t lend as freely, worried about extending money to other companies that could also default. This can quickly affect the broader economy, leading to layoffs and bankruptcies, and halting new investment. “We are in the eighth year of a seven-year credit cycle,” Long said. “When things turn, they are going to turn hard.” Financial companies issued a total of $1.271 trillion in leveraged loans in 2017 and 2018, 40 percent more than in 2015 and 2016, according to S&P Global Market Intelligence. More than 80 percent of the loans made in 2018 were made with fewer restrictions on the borrower and fewer protections for the lender in the event the loan falls into default. These loans are often central elements of the leveraged buyouts private equity companies perform when they take over a struggling company at risk of collapse. In the past few years, household names like J. Crew, PetSmart, Neiman Marcus, Buffalo Wild Wings and Nine West have all been restructured with leveraged loans. “We’re doing a lot of work in this area, trying to understand the risk better,” said Bob Phelps, the OCC’s deputy comptroller for supervision risk management. “How this will play out … is really hard to figure out.” DAMIAN PALETTA (THE WASHINGTON POST)

Kennedy Profile in Courage Award at a ceremony next month, the Kennedy Library Foundation announced Sunday. The California Democrat is being recognized for leading “with strength, integrity and grace under pressure — using her power to protect the most vulnerable of our citizens,” former ambassador Caroline Kennedy, the foundation’s honorary president, said in a statement. “She is the most important woman in American political history and is a true Profile in Courage,” Kennedy said. The award, created in 1989, is among the most prestigious in politics. It is meant to identify heirs to the people profiled by President John F. Kennedy in his 1957 book, “Profiles in Courage.” Winners are chosen each year by a bipartisan committee of political, business and academic leaders. TRANSPORTATION Whenever Rachel Orden calls for an Uber, the 20-year-old Michigan State University sophomore immediately walks to the back of the vehicle to check the license plate number, then opens the door and waits for the driver to say her name before getting in. Even then, she devises a backup plan in case she feels uncomfortable. “How could I get out? Could I unlock the door? Who do I have on speed dial? Could I jump out safely if I needed to? All that goes through my mind,” said Orden, of Naples, Fla., who uses the ridehailing service about once a week. She said the March 29 slaying of University of South Carolina student Samantha Josephson, who mistakenly got into a vehicle she thought was her Uber ride, has made her even more cautious. It also has prompted law enforcement agencies and ridehailing companies to intensify efforts to warn passengers against getting in without checking to ensure both the vehicle and driver are legitimate. Although no official tallies exist, there have been several high-profile cases involving would-be robbers and assailants posing as ride-hailing drivers — often at bars. Police have not said if that was what the driver did in Josephson’s case. “You do have individuals who are predatory and roving around looking for potential victims,” said Chicago Police Department spokesman Anthony Guglielmi, adding that fraudulent drivers are drawn to bars because people might be drunk and inattentive. She mistakenly got into a car driven by 24-year-old Nathaniel David Rowland, according to authorities, who allege he used the childproof locks in his car to imprison Josephson before killing her and dumping her body about 65 miles from Columbia. Her funeral was held Saturday in New Jersey, where she grew up. Rowland is charged with kidnapping and murder. Then on Wednesday, a 34-yearold man was arrested on suspicion of raping a woman who got into his car after leaving a Seattle bar on Dec. 16. The King County Sheriff’s Office said the man led her to believe he was her driver before pulling the car over and raping her. A judge found probable cause to hold the man on investigation of third-degree rape.

Va. vs. Texas Tech: Expect defenses to determine final One thing that makes the NCAA Tournament such a unique part of American culture is that it almost always produces games and moments no one sees coming. That said, tonight’s national championship game between Virginia and Texas Tech (9:20, CBS) might come down to this: first team to 50 points wins. Virginia leads the country in defense, giving up fewer than 56 points per game. Texas Tech is third. So it seems likely that 50 points will be enough to win. The Cavaliers, who pulled another stunning escape to beat Auburn 63-62 in Saturday’s first semifinal, wear you down with their pack-line defense. They make you think you’re open from the 3-point
line when you’re not, and they attack anyone who goes inside. The Red Raiders, who smothered Michigan State in their 61-51 victory, have held their last three opponents — Michigan, Gonzaga and Michigan State — to a combined 74 points under their average. “They’re just physical on every single possession,” Gonzaga coach Mark Few said last week. “Nothing you get against them is easy.” Texas Tech goes after anything that moves on the perimeter. No pass is uncontested. Leave the ball anywhere near a Red Raider and it is apt to be slapped away an instant later. Late in Saturday’s game, with Texas Tech leading 55-51 and 1:23 to go, Michigan State’s Xavier Tillman caught the ball at the high post and turned, both hands on the ball, to scan

The officials let them play on until Jerome was fouled with 1.5 seconds left. Guy received the inbounds pass and rose to shoot. An official blew the whistle, finding that Auburn’s Samir Doughty made contact as Guy released. The three made free throws dictated the finish. Tonight’s game also is almost certain to come down to one possession, one shot, one foul called — or not called. And the first team to 50 might very well be the national champion.

CAPITALS As Washington looks to repeat as champions, it will start against a club it has never faced in the postseason. The Capitals swept their fourgame season series against the Hurricanes, who ended a 10-year playoff drought with this berth, but Carolina presents a challenge in that it’s been one of the NHL’s hottest clubs down the stretch, accumulating the league’s thirdmost points since Jan. 1. Carolina (46-29-7) finished fourth in the Metropolitan Division with 99 points; the Caps (4826-8) won the division with 104. The Capitals host the first two games of the series at Capital One Arena with Game 1 at 7:30 p.m. Thursday. Washington played Carolina twice in three nights less than two weeks ago, and while forward Brett Connolly said those victories give the Capitals “maybe a little” extra confidence, players also understand that regular-season results tend to have little bearing on what happens in the playoffs. Carrying coursework on top of parenting can be a balancing act GRADUATE PROGRAMS Think getting a Ph.D. sounds like a labor-intensive process? Try actually going into labor while in graduate school, as Deborah Hemingway did not once but three times while getting a Ph.D. in biophysics from the University of Maryland from 2011-2018. “When my husband and I sat down and looked at the program, we realized we would have a child at some point during my graduate school,” says Hemingway, who’s in her 30s. “And I had all three children while working on my dissertation.” According to a 2016 report from the National Center for Health Statistics, the mean age of first-time mothers increased from 24.9 years in 2000 to 26.3 years in 2014. And the average age for first-time dads is now almost 31 years, according to a 2017 Stanford University report. There’s overlap with the average ages for some graduate programs in this area. Georgetown University’s M.A. in democracy and governance: 25 years. George Washington University’s global MBA program: 28 years. George Mason University’s Scalia Law School: 25 years.
“I think the idea of graduate school as something you do immediately out of college is becoming less and less common,” says Michael Keynes, associate dean of graduate studies at American University. He’s seeing older students coming back to graduate school after spending time in the workforce, either to further their careers or change them altogether. For graduate students who are also parents, Keynes points to the variety of degree options at American, things like parttime and online programs that make it easier to juggle parenting with school. “Within about five years, we’ve gone from zero to 19 graduate programs online,” he says. “So students have flexibility in terms of when they take their classes.” Another consideration for parents is child care. Some students are eligible to take advantage of child care at American, Georgetown and George Mason universities. It’s something the University of Maryland sees a need for as well. “As we work with the city of College Park to build out, we are advocating for more graduate housing that is affordable and to have more services such as child care,” says assistant dean Jeffrey Franke. While she was attending the University of Maryland,

Hemingway was grateful for private lactation rooms around campus. (Georgetown, George Washington and George Mason Universities also offer these spaces for students and staff.) She also appreciated the ability to work from home. “New moms need flexible work hours and to be able to work from home as much as possible, especially if they are breastfeeding,” she says. Before enrolling in a graduate program, students should make sure they can truly balance the commitment of school with being a parent. “I went through a networking process to confirm that it was really important for me to get a graduate degree to continue to progress in the field I want to be in,” says Sarah Koning, 37, a mom of two who’s in a

part-time program at American for a master’s degree in organizational development. Relatives help her and her husband with kid duties. A supportive partner can make a big difference. “If it wasn’t for my wife I would be in trouble,” says Mohamed Osman, 42, a father of two who came from Sudan with his family to get a master’s in finance at American. His wife agreed to handle the bulk of the household and child care duties so he could focus on his studies. “But I devote all of my time to my kids on the weekends,” he says. It’s vital to stay organized and prioritize tasks so that you can deal with dirty diapers and temper tantrums as well as required reading and group projects. “My main thing is organization,” says Nabila Hijazi, 48, a mother of three older children who’s getting her Ph.D. in English at the University of Maryland. “I work best by having a routine and following that routine.” Hemingway hopes faculty can see the upside of being a parent and a graduate student. “You will never find a more productive graduate student than a graduate student who is a parent,” she says. “They’re motivated not only for themselves and their careers, but they’re also setting an example for their children.”
A $1.1 million gift to George Mason University’s Schar School of Policy and Government will pay for research on demographic changes, immigration and labor issues, the university announced last month. The five-year grant from the Charles Koch Foundation will underwrite work at the school’s Center for the Study of Social Change, Institutions and Policy. At least five new Ph.D. fellows are expected to be involved in the research, and the funding will also cover an annual workshop. The news comes several months after a review of donations to the university and their potential effects on academic independence, following concerns about another donation from Koch, a billionaire backer of conservative political causes. A panel that presided over that review did not find any “egregious practices” in its donor agreements, a report later indicated.

friendship enough to do this,” Robinson says. Robinson is essentially her own PR machine, and her marketing takes various forms. At the charity event Chefs for Equality, for example, mixologist and Tiki TNT owner Todd Thrasher used the rum to create his frozen “Rum in Coke” cocktails for hundreds of guests. During an intimate tasting of ruminfused caramel she hosted and bartended at The Gibson in February, Robinson explained the brand’s origins and its project to rehabilitate former gang members through rugby. Robinson’s brand ambassadorship is a part-time job. She sets her own hours and also tends bar part time at Reliable Tavern. There’s definitely a glamorous side to the job. The brand gives Robinson a budget to throw parties and happy hours at some of the most coveted spots in D.C. — her 30 accounts include Columbia Room, the W Hotel, Dirty Habit (where she briefly worked as a bartender) and the Michelin-starred Kinship. She reps the brand at well-attended food and drink events around the city, including Rum Day DC and the Repeal Day Ball. Sometimes businesses outside her account list invite her to guest bartend, which helps Robinson amplify the rum to people beyond her circle of influence. Robinson organizes one or two events a month centered on the rum that can get pretty involved. Before Robinson plans an event, she needs permission from her regional marketing manager to ensure it aligns with the brand’s image. If it’s a go, Robinson buys the equipment and tools, secures the venue, devises the theme, produces flyers for it, creates drink recipes, bartends if necessary, posts photos on social media (with the proper hashtags and tags, natch) and then cleans up. For her Chocolate City’s Best Cocktail competition for black bartenders last fall, Robinson also hired a DJ, created the online application for bartenders, chose the competitors, recruited judges, marketed the competition on social media, found sponsors, ordered a photo booth and put together swag bags for contestants and judges. “People think brand ambassadors are just swiping cards and having fun,” Robinson says. “Yes, kind of, but at the same time, you have so much work in between those swipes and in between
those parties. … I mean, there’s a team behind you, but most of your planning is you. Those ideas are yours.”
How she got the job Robinson, who started bartending in the District when she was 21, landed her ambassadorship the same way most people secure plum positions here: through a friend. In 2017, Robinson tended bar part time at Addendum inside the Eighteenth Street Lounge with bartender Jenny Feldt, then the D.C. brand ambassador for St-Germain. Robinson was mesmerized watching Feldt market and promote the French elderflower liqueur around the District with beautiful cocktails and chic events she designed. Eager to explore another side of the industry, Robinson chatted up Feldt and learned Bacardi Limited, whose portfolio includes St-Germain and Santa Teresa 1796, needed someone to rep the rum. “I was like, ‘OK, sign me up,” Robinson says. But Robinson’s star was rising in D.C.’s cocktail scene even before the ambassadorship fell into her lap. Months earlier, she won the Cocktail Queen Competition and was crowned D.C.’s Queen of Cocktails, and she found herself in demand at events around town. The local media came calling and tapped her to helm a cocktail segment on “Good Morning Washington.” Parlaying her local influence into a brand ambassadorship seemed like the next logical step, and Bacardi’s marketing partner hired her in the summer of 2017. “It’s been an amazing ride, I’ve been able to travel because of them,” Robinson says. “I’ve been able to just really get a better footing.”
Who would want this job You have to shine in big crowds, Robinson says, and you have to absolutely love people. Recognize you’ll be dealing with drinking customers — sometimes to excess — and you have to be unflappable no matter what, she says.

Aesthetics are a huge part of the job as well. A successful brand ambassador has an eye for design, an important skill when it’s time to create menus and fliers — Robinson typically uses a graphic design app when she makes her menus. A background or interest in
marketing and event planning is a plus. A bubbly personality, as well as the ability to attract crowds, nurse relationships and retain information about the brand are also critical tools. Robinson emphasizes over everything else that brand ambassadors must understand they’re part of a bigger picture to promote the brand, not themselves. “You’re the face of someone’s brand,” Robinson says. “You’re perpetuating an image.”
How you can get the job Show your face. Go out to different events and make sure people see you. Be approachable and don’t forget to shake hands, smile and hug people (if that’s your thing). Competing in cocktail contests and slinging drinks at
major events are also great ways to get on brands’ radar. But you don’t necessarily have to be a bartender, Robinson says. Branding jobs also look for people with skills in marketing, sales and education. Posting about your bartending adventures on social media is what matters most. Brands are especially interested in bartenders and potential brand ambassadors with a significant online presence, which helps them gauge your ability to influence others. And when you post on social media, Robinson recommends tagging the brands you’re interested in repping, the events you want to work and the press. “You just never know who’s going to ... contact you,” Robinson says. Back for double trouble Season 2 of ‘Killing Eve’ takes a stab at exploring one of TV’s most intriguing duos
TV REVIEW “Killing Eve” is under a lot of pressure. It premiered last spring, seeming at first to be just one more psychological crime drama set in London. Cable viewers discovered it on BBC America and could feel for a brief moment as if they’d chanced upon a delicious secret — a highadrenaline, sharply funny, pleasingly stylish, expertly written and beautifully acted drama, made by and starring women. All told, it was fun to be reminded that there is still such a thing in television as a sleeper hit. But that nap was short, as “Killing Eve” basked in unanimous praise and raked in some awards (including a Golden Globe for its star, Sandra Oh).
But get to the real stuff, wordy critic! How is Season 2? Is it just as good? Why, yes, it is. “Killing Eve” returned for another eight-episode season Sunday night (on BBC America and its corporate parent, AMC). This show is in no mood to stumble or become the victim of its own success — even after a friendly transfer of power from creator Phoebe Waller-Bridge to a new showrunner, Emerald Fennell (“Call the Midwife”). Fennell and company pick up 30 seconds after a shocking knife-to-the-gut scene that ended Season 1. This season, Eve Polastri (Oh), an American whose job in British intelligence has brought her to the fringes of a

secret international cabal, continues her obsession with Oksana Astankova, the elusive Russian assassin who goes by the name Villanelle (Jodie Comer). The new episodes make great use of Comer’s ability to play a
remorseless yet newly desperate Villanelle, who must scrape her way back into the game. Though most of the accolades for “Killing Eve” were first directed Oh’s way, the show might truly belong to Comer, who, beneath Villanelle’s psychopathic tendencies, transmits a slight yet necessary vulnerability. As it stands, the women are two of the most intriguing TV characters. There’s a thesis or two (or 20) to be written about the mutual attraction between Eve and Villanelle and how it plays out, which is not about sex so much as an admiring envy. It can be fun to try to deconstruct it. It can be even more fun to just sit back and watch it.

I think television has been forever changed by “Crazy Ex-Girlfriend,” which aired its series finale Friday. The titular “ex” is Rebecca Bunch (co-creator Rachel Bloom). In the last episode, she talks about her habit of singing about her life in original songs paying homage to Broadway, Beyonce and beyond.
“It’s weird,” she admits. And that’s true of the show’s storyline as well. A Harvard-trained Manhattan attorney, Bunch is deeply, crazily miserable. On the street one day, she spies the guy she once crushed on in summer camp, Josh Chan (Vincent Rodriguez III), and decides to chuck her upscale life and resettle in his hometown of West Covina, Calif. — without telling him that she’s stalking him.

But the four-season show was far more than a series of weird and wacky moments. It boldly explored mental illness. It could go very dark. And it was openly, defiantly Jewish, gleefully playing with stereotypes. In the end, “Crazy Ex” had insight coming “out the wazoo” — to quote the finale. Like the Bible’s Jacob, who wrestles with God, Rebecca wrestles with her very soul in that last episode.
