Thieves keep stealing the wheels off police cars in Jackson, Miss. Police spokesman Sgt. Roderick Holmes said three patrol cars were towed Saturday after police discovered their wheels had been stolen. The cars were parked behind a police museum. It’s the second time thieves have taken wheels from a Jackson patrol car recently. A car was left on blocks near the police training academy in March after its tires and rims were taken. (AP)

A man who had just bought an $8 million island off Key West was arrested Saturday in a scheme to steal $300 in small items from Kmart. The store called police after Andrew Francis Lippi bought several items, including a coffeemaker and lightbulbs, and returned the boxes for a refund. But the boxes were stuffed with other items. The Miami Herald reported Lippi bought Thompson Island and also owns the “Real World” house in Key West. (AP)

A semi-truck overturned Monday on Interstate 10 in southern New Mexico, dumping candles all over the highway. The Las Cruces Sun-News reported the truck rolled and then flipped onto its side, ditching wax and wicks across the interstate. State police said the crash’s cause is under investigation. No injuries were reported. Police spokesman Dusty Francisco said east- and westbound lanes were blocked for several hours. (AP)

BELTSVILLE, MD. After Stephanie Fleming announced that Behnke Nurseries was closing after 89 years, the company’s website crashed. Her email stopped working, because so many people were responding to her message that “with great sadness, I must tell you that this 2019 Spring season will be our last.” In the Beltsville, Md., parking lot on one of the first warm weekends of spring, cars circled, and circled, and circled. Inside the sprawling garden center, employees apologized to people struggling with heavy bags of mulch and armloads of perennials: All the carts were taken. “No one wants a place like this to close,” Fleming said after accepting a hug from a longtime customer. “But the time came.” Over its many years in suburban Maryland, this sprawling nursery grew into a close-knit community and a destination for gardeners. “People and plants go together,” said Behnke’s president,

They settled on a quarter-acre of swampy land and built their family home — a shack, really, without running water, Fleming said — with a little lean-to on the side for plants. The early years were a struggle, during the Great Depression, a

drought and World War II. But with the family’s hard work, the business began thriving. By the mid-1940s, they were able to build a steel-and-glass greenhouse. Rose Behnke began cross-pollinating African violets. Beginning with Bess Truman, Behnke gave flowers to each first lady to welcome her to the White House. The nursery kept growing, and it’s huge now, at 12 acres. Even after plants became a commodity sold in grocery stores and big-box centers, people still came to Behnke’s for the same reasons they always had: the knowledge of the staff, the kindness, the sense of community. Dogs wander through, sniffing. People stop for long conversations about seed pods. “Some people come in at lunch hour, walk around, don’t buy anything — they leave happier,” Fleming said. “Being around plants is relaxing.” After they close, probably in June, the family will work to develop the land. Fleming said townhouses are likely. “At first I thought, ‘townhouses,’ ” she said, with a sort of shudder. “Well, everyone gets a little piece of Behnke’s.” SUSAN SVRLUGA (THE WASHINGTON POST)

The amount that state parks in Virginia contributed to the economy in 2018, according to a study by Virginia Tech’s Pamplin College of Business. The study found the economic activity generated by state parks supported nearly 4,000 jobs in Virginia and was responsible for about $133.2 million in wages and salary income in 2018. The report looked at money spent on things like hotels, campgrounds and restaurants. (AP)

State places first marker to honor lynching victim Virginia has installed its first historical marker to commemorate the lynching of a black man. The marker was installed on Sunday in Charles City, outside of Richmond. It marks the death of 43-year-old Isaac Brandon, who was lynched in 1892 after he was accused of attacking a white woman. Brandon was never charged and never had a trial. According to the Equal Justice Initiative, about 100 documented lynchings took place in Virginia. (AP)

More than basketball Title win brings Charlottesville positive attention after so many negative headlines

CHARLOTTESVILLE It was gray and damp, but the electricity in the air was unmistakable all day Monday. Up and down 14th Street NW, students, bedecked in orange and blue, packed onto front porches and carried boxes of beer. Women painted blue and orange stripes on their cheeks or pasted tiny temporary tattoos of the University of Virginia’s signature image — two crossed swords — on their cheeks. Hours later, as the seconds wore down, as the University of Virginia grew closer to making history, the crowd of fans inside the Boylan Heights bar near campus grew louder and louder. Then, with the buzzer, they exploded again in cheers, tossing their beers into the air in disbelief. In the hours after the Virginia Cavaliers won their first men’s national basketball championship, hundreds of students took to the streets and campus to celebrate. The moment was made even sweeter because it was the first time the team had made the Final Four since 1984. It was a shot at redemption for a squad that made history last year by being the first No. 1 seed to lose to a No. 16 seed when the team was bested by the University of Maryland Baltimore County. But for a town beset by controversy and tragedy, it was about more than just the basketball team. Nearly 20 months ago, white supremacists descended on the town to protest the proposed removal of a statue of Confederate Gen. Robert E. Lee. People across the country saw images of young white men carrying tiki torches, yelling racist slogans, their faces strained with anger. The following day, their demonstration turned violent, leading to clashes with counter-protesters. A man from Ohio plowed his vehicle into

a crowd of counter-protesters, killing a local woman, Heather Heyer, and injuring many more. Like so many other small communities that become settings for tragedies, the word Charlottesville became not just a place, but a single event. That event came to signify the terrifying rise of white supremacists. It came to signify many things that people who love the

community say it is not. “It’s a lovely small town,” said Larry J. Sabato, director of UVa.’s Center for Politics. He has lived in Charlottesville since 1970. “It’s heaven to live in.” Sabato said the game signified a chance for the world to get to know Charlottesville beyond the headlines. “It’s certainly attracting a great amount of positive attention,

which is a nice antidote to the avalanche of negative attention” that came after the white supremacist march, Sabato said. He pointed out that nearly all of those who arrived to protest were from out of town. “Nothing’s changed. It’s just the outsider’s view.” Daniel Redd, a 24-year-old urban planning graduate student, was a U-Va. fan long before he set foot on campus. Walking through campus a couple of hours before the game, he said the team’s performance this year inspired optimism in him — not just for the team, but also for the community. He said he worries that the outside world still equates the town with the images of hatred and violence generated by the demonstration in 2017. But, he said, maybe the game was a chance for the town to change that. “Maybe it can change the narrative, hopefully,” Redd said. MORIAH BALINGIT (THE WASHINGTON POST)

ANNAPOLIS One day after longtime Maryland House Speaker Michael Busch died, lawmakers gathered late Monday night to adjourn their annual 90-day legislative session with a moment of silence in honor of the 32-year lawmaker who became speaker in 2003. Remembered as a champion of the Chesapeake Bay and education, Busch died Sunday in Baltimore at 72 from pneumonia. Delegates and senators gathered at 11:30 p.m. to pay tribute to the longestserving House speaker in the state’s history. “He was a mentor, a coach, a friend, and each and every one of us benefited from his wise counsel and his steady leadership,” said Gov. Larry Hogan, a Republican and frequent political adversary. “Mike Busch truly became an institution within the institution of state government, and his name will long be synonymous with service in Maryland.” Del. Talmadge Branch, D-Baltimore City, opened the eulogies simply: “We loved him.” Busch, an Anne Arundel County Democrat, will lie in state in the rotunda of the Maryland State House next week. Public visitation will be from 1 p.m. to 7 p.m. Monday and from 8 a.m. to 10 a.m. next Tuesday, his family announced in a statement. His funeral will be Tuesday at 11 a.m. at St. John Neumann Church in Annapolis. (AP/TWP)

Academy dome set to be replaced The United States Naval Academy’s iconic chapel dome, whose patina has turned green with age, is set to be replaced with a shiny new version. Naval Academy spokesman Lt. David McKinney told The Capital that the copper dome was originally going to be repaired, but the severity of its deterioration has prompted officials to replace it entirely. It will take about 20 years for the dome to turn green again. An $8.9 million project to repair the dome began in GETTY IMAGES

State’s public housing worst in U.S., study finds

Police in Virginia say they’ve arrested an 80-year-old man for the slaying of two young women more than 45 years ago. The Virginia Beach Police Department announced the arrest Tuesday of Ernest Broadnax of St. Albans, N.Y., on two counts of second-degree murder and one count of rape. He is awaiting extradition to Virginia. Janice Pietropola and Lynn Seethaler were both 19 years old and on vacation from the Pittsburgh area when they were found dead June 30, 1973, in a cottage near the Atlantic Ocean. Police did not say how they caught Broadnax. (AP)

Almost a third of public housing inspections in Maryland have resulted in failing health and safety scores. An analysis of federal data shows that’s the worst performance in the country. Old, rundown complexes in Baltimore are the main culprit. Federal and city data show that 22 of 37 Baltimore sites failed their most recent inspections. Officials blame the problems on long-term underfunding by the federal government. Statewide, public housing buildings failed 32 percent of inspections since 2013. Measles emergency in NYC City orders vaccinations in neighborhood where disease has hit hardest NEW YORK New York City declared a public health emergency Tuesday over a measles outbreak centered in an ultra-Orthodox Jewish community and ordered mandatory vaccinations in the neighborhood. Mayor Bill de Blasio announced the unusual order amid what he said was a measles crisis in Brooklyn’s Williamsburg section, where more than 250 people have gotten measles since September. Officials blamed the outbreak on “anti-vaxxers” spreading false information.

The order applies to anyone living, working or going to school in four ZIP codes in the neighborhood and requires all unvaccinated people at risk of exposure to get the vaccine, including children over 6 months old. The city can’t legally physically force someone to get a vaccination, but officials said people who ignore the order could be fined $1,000. The city said it would help everyone covered by the order get the vaccine if they can’t get it quickly through their regular medical provider. “If people will simply cooperate quickly, nobody will have to pay a fine,” de Blasio said. The city’s health commissioner, Dr. Oxiris Barbot, said that the majority of religious

White House, Treasury spoke on tax returns POLITICS Treasury Department lawyers consulted with the White House general counsel’s office about the potential release of President Trump’s tax returns before House Democrats formally requested the records, Treasury Secretary Steven Mnuchin, above, said Tuesday. Mnuchin had not previously revealed that the White House was playing any official role in the Treasury Department’s decision on releasing Trump’s tax returns. Democrats are asking for six years of Trump’s returns, using a federal law that says the treasury secretary “shall furnish” the records upon the request of House or Senate chairmen. The process is designed to be walled off from White House interference, in part because of corruption that took place during the Teapot Dome scandal in the 1920s. “I think the fact that there was any communication with the White House about this is deeply troubling and certainly violates the spirit of the law, if not the letter of the law, and I think we need to get to the bottom of this,” Rep. JERUSALEM Israeli Prime Minister Benjamin Netanyahu and his main challenger, former military chief Benny Gantz, were locked in a tight race Tuesday as exit polls showed no clear winner in an election that was seen as a referendum on the long-serving leader. Both men declared victory, though Netanyahu appeared to have better prospects of forming a coalition with smaller ideological allies. The final results weren’t available at Express’ deadline. Still, it appeared to be a setback for Netanyahu as the results failed to give him the decisive victory he had sought. The 69-year-old prime minister’s fate is clouded by a series of corruption investigations. Two Israeli TV stations showed Gantz’s Blue and White Party with a narrow lead over Netanyahu’s Likud Party. Because both parties are far short of a majority in the 120-seat parliament, they would have to search for smaller ideological allies to cobble together a majority. The final results will depend on the performance of several small parties, including the Arab Balad party and the ultranationalist “New Right,” that were on the cusp of winning the needed 3.25 percent of the votes to enter parliament. If any of them fail to cross the threshold, the makeup of the next coalition could be dramatically affected. The election included several other surprises. Exit polls all projected the iconic Labor party, which ruled the country for its first 30 years, tumbling to single digits in the parliament. Clouded by looming corruption indictments, Netanyahu is seeking a fourth consecutive term and a fifth overall, which would make him Israel’s longestserving leader, surpassing founding father David Ben-Gurion. Texas Tech med admissions will stop using race EDUCATION Texas Tech University Health Sciences Center has agreed to stop using race when considering applicants to its medical school, bowing to pressure as the Trump administration campaigns to curtail the use of affirmative action in education. The action is the first of its kind under Education Secretary Betsy DeVos and signals the approach her agency plans to take with other schools. The department’s Office for Civil Rights has investigations underway into the use of race in admissions at Yale and Harvard universities. Those cases question whether Asian-American applicants are being discriminated against in admissions. Last year, DeVos revoked Obama-era guidance that offered schools a road map on how they could legally consider race in the interest of promoting diversity. Liz Hill, an Education Department spokeswoman, emphasized that the agency was not insisting the school stop using race completely, but that it abide by limits established by the Supreme Court. Hill said the school opted on its own to stop the use of race altogether, and the agreement with the university specifies that the school may notify the Education Department if it wants to resume the use of race or national origin for review in limited circumstances. TRADE The White House Office of the U.S. Trade Representative announced that it would pursue tariffs against a broad collection of aircraft and aircraft parts from the European Union. In addition, it said it is considering imposing tariffs on products such as swordfish, brandy and brooms from countries in the EU. It said the tariffs were meant to force action in a long-running trade dispute involving the European aircraft giant Airbus, and estimated that the harm caused by EU subsidies amounted to $11 billion a year. The action comes as U.S. aerospace giant Boeing grapples with the fallout from two deadly crashes involving its grounded 737 Max planes. The move Monday was met with immediate consternation abroad. A spokesman for the European Commission, the governing body of the EU, said the commission would “promptly take action” in what it called a Boeing-related dispute. The USTR’s announcement did not say what rate should be imposed on the aircraft and related parts. If the tariff rate is high enough, it could shut Airbus out of the U.S. aviation market. If tariffs were imposed on Airbus jets, it could significantly benefit Boeing’s U.S. prospects, although the company could be caught up in EU retaliation abroad. AARON GREGG

The attorney general appeared before a House appropriations subcommittee to discuss his department’s budget request — normally a sleepy affair — but Democrats, in particular, were more interested in asking questions about the report. Hard-earned title: 3 miracles bring Cavs’ redemption Virginia saved its best for last. If they hadn’t, the Cavaliers would not have won their first national championship Monday night in Minneapolis. Trailing Texas Tech by three early in overtime, the Cavs went on an 11-0 run to finally take control and walk away with an 85-77 victory — a score that didn’t begin to reflect the game’s extraordinary drama. Again they survived, having trailed a tough and talented Texas Tech team 68-65 with less than 20 seconds left in regulation. It was a familiar script for a team that redeemed itself in unlikely fashion. Consider: Virginia last year became the first No. 1 seed to lose to a No. 16 seed in the NCAA Tournament. Then

it went 29-3 in the regular season to become a No. 1 seed again. And what happened? It fell behind another 16 seed, Gardner-Webb, by 14 points in the first half in its first game of the tournament. “I remember thinking, ‘We can’t go through this again,’ ” coach Tony Bennett said later. “At halftime, I told them I could accept losing, but I couldn’t accept anything less than every single thing they had to give.” The Cavaliers didn’t have to go through it again. They rallied to win. Then they won a routine second-round game against Oklahoma and a tight game against Oregon in the Sweet 16. Then began the story even Disney wouldn’t believe. There was the escape from Purdue in the region final

when freshman point guard Kihei Clark miraculously found Mamadi Diakite for the tying jumper at the end of regulation. Call it The Pass and The Shot. The Cavaliers won in overtime. That was Miracle 1. Then came Saturday’s national semifinal against Auburn. Virginia led by 10 late and blew the lead. The Tigers led 62-60 when Kyle Guy was fouled with less than a second to play. Or maybe he wasn’t fouled. Or maybe Ty Jerome double-dribbled a few seconds earlier. It didn’t matter. Guy made all three free throws and U-Va. escaped, 63-62. The Free Throws. Miracle 2. And then came Monday night. Virginia again had a 10-point lead, but this was a team that did nothing easily. By the time the Red Raiders

Hunter had been awful in the first half — 1 for 8 — but he was almost perfect in the second: 7 of 8 from the field to finish with 27 points. No shot was as big as the 3-pointer he drilled from the corner off Jerome’s pass with 14 ticks left before overtime. Texas Tech had one more chance, but Jarrett Culver missed a 3. Overtime. The Red Raiders actually led 73-70, but Guy made two free throws and Hunter made a 3 for the final lead change of the season. Texas Tech was gassed. This time it was The 3. And, most important, Miracle 3. Job done. Redemption complete.

Tuttle loses her voice on debut album

‘Free Spirit’ soars high Khalid showcases his growth and maturity with a deeply personal sophomore album ALBUM REVIEW Khalid charmed us on his debut album by singing about being young, dumb and broke. None of that is accurate on his excellent sophomore effort. The pop-soul-R&B star, who knocked out many listeners with 2017’s “American Teen,” is 21 now — still young, sure, but no longer a teen — and he’s far from broke now.

And we find him on his second full-length album wrestling with deep stuff. The guy who worried a few years ago that his mom would kill him because his car smelled like marijuana is now singing, “I shouldn’t have to die to feel alive.” “Free Spirit,” which came out Friday, is a fuller, layered 17-track album of unrushed, somber pop from an artist extending

his wings and proving why he’s one of the most exciting voices in music today. On the funky “Para- ‘Free Spirit’ dise,” he ac- Khalid knowledges his maturity: “I’ve been thinking a little deeper / contemplation, getting cleaner.” Two of the better tracks, “Better” and “Saturday Nights,” appeared on Khalid’s recent EP “Suncity,” and he reunites with producers Charlie Handsome and Digi, who co-wrote many of the tracks. Though lately he’s been collaborating with everyone from Halsey to Kane Brown, Khalid keeps the guest list light here (though John Mayer supplies nifty guitar work on “Outta My Head”). Khalid’s sound has evolved, and so has the fuller production

elements. If in the past he used just a little piano or a guitar lick, now he nestles his voice in hazy clouds of warm synth, murky echoes and usually some distorted effects. He lays down overlapping vocals, adds twisty bits of electronica and employs his falsetto to great effect. At times, Khalid gets so introspective that listeners might feel like they’ve stumbled into a therapy session. “The man that I’ve been running from is inside of me / I tell him keep it quiet,” he sings on “Self.” We were warned “Free Spirit” would be a very personal album from the opening song, “Intro,” on which Khalid sings: “I can’t even live with being by myself / That’s the part of me that really needs your help.” But, to be honest, when it comes to making superb music, he doesn’t need any help. Acoustic guitar sensation Molly Tuttle doesn’t play to her strengths on her debut album, which came out Friday. “When You’re Ready” aspires to be contemporary rather than rootsy, and more like Taylor Swift than Maybelle Carter. The album is overproduced by Ryan Hewitt, as fussy arrangements compete for attention with Tuttle’s singing and picking. At times, when too many other instruments join in, the record creates a frothy swirl that sounds like product, as artifice displaces authentic. As a songwriter, Tuttle has a winning way with a melody. The final cut, “Clue,” highlights her voice, with long vowels that soar and bluesy twists that suggest her next record will be better. Onwuachi’s memoir doesn’t sugarcoat an up-and-down journey BOOK REVIEW The title of Kwame Onwuachi’s remarkable memoir, “Notes From a Young Black Chef,” riffs on the name of a slim volume penned more than 15 years ago: “Letters to a Young Chef,” in which French farm boy turned Michelin man Daniel Boulud doles out advice.

The two books could be mirror images of one another: Boulud’s letters offer a kind of softcover mentorship. Onwuachi’s book, which came out Tuesday, confronts the hard realities of a world often stacked against him.
