Major wireless service companies have agreed to disable cell phones after they are reported stolen under a strategy intended to deter the theft and resale of wireless devices. The system announced Tuesday relies on a centralized database that officials hope to be operating within six months. The database will record smartphones’ unique identifying numbers. That way, wireless carriers that receive a report of a stolen smartphone will be able to recognize the device and block it from being used again. “We’re sending a message to consumers that we’ve got your back and a message to criminals that we’re cracking down on the sto-

The ruling was a blow to the Islamists, who have catapulted into the center of Egypt’s political stage since the ouster 14 months ago of longtime authoritarian leader Hosni Mubarak. The vote came despite efforts by County Executive Isiah Leggett and his staff to lobby the council to support a more ambitious plan to build as many as three office buildings and a hotel on top of a platform to be built above the Metro bus bays. The council and Leggett have been at odds over the best strategy for revitalizing Wheaton’s aging downtown. Leggett’s staff argued that his plan was more cost effective. Stephen Martino, the state’s lottery director, said that the trio — one of whom is a frequent lottery player, one of whom is an occasional scratch player, and one who virtually never plays the lotto — each contributed $20 and bought 60 tickets from three different locations. Martino said the winners have chosen to remain anonymous. Three winning tickets were sold nationally, with a jackpot of $656 million. Martino said that one of the
three winners held on to all 60 tickets and spread them out on her floor on the night of the drawing. “When she saw she had the winning number and collected herself from her state of disbelief,” she contacted one of the other winners and they called the third together, Martino said. Still, he had moments where he could have emerged as a serious threat to Mitt Romney, which speaks to the power that evangelical voters retain. Santorum, like former Ark. governor Mike Huckabee before him, proved that a candidate who can unite — or come close to it — evangelicals can far outperform expectations. But, like Huckabee, Santorum failed to expand his base. In the end, he proved the strength, and ultimately the limits, of running as the social conservative candidate. By exiting now, Santorum did himself considerable good. What he does next remains to be seen, but his options have multiplied tenfold due to the race he ran and how he chose to end it.

Suspended for five games Tuesday because of his comments lauding Fidel Castro, Guillen again apologized and said he’ll do whatever he can to repair relations with Cuban-Americans angered by the remarks. “I’m very sorry about the problem, what happened,” said Guillen, who is only five games into his tenure with the Marlins. “I will do everything in my power to make it better. ... I know it’s going to be
a very bumpy ride.” The suspension by the team takes effect immediately. It was announced shortly before Guillen held a news conference to explain what he said. Guillen, a 48-year-old Venezuelan, told Time magazine he loves Castro and respects the retired Cuban leader for staying in power so long. In response, at least two local officials said Guillen should lose his job. At the news conference, Guillen said his comments were misinterpreted by the reporter, and that he doesn’t love or admire the dictator. “I was saying I cannot believe somebody who hurt so many people over the years is still alive,” Guillen said at the news conference. Comedy in Reverse When I visited Los Angeles in February, I was at a comedy show a few hours after landing. Jet-lagged and groggy, I sat on stage at the Upright Citizens Brigade Theatre, struggling to stay awake. Then Moshe Kasher came out to do 10 minutes of stand-up. He talked about how both his parents were deaf, and he told a particularly hilarious story about blowing all his bar mitzvah money — $1,500 — on a phone sex bill. Even though I was reaching the point 8o HkZ_ of visual hallucination, =h[[dX[h] his set stuck with me. Two nights later, I saw him again, and he said he had a memoir coming out. “Kasher in the Rye,” about how he became a drug addict, criminal and mental patient before turning 16, is a humorous account of a miserable childhood. (Kasher, 32, is sober now.) Seventy pages in, he tells the phone sex story, which made me wonder if he took his act and turned it into the book. “Quite the opposite,” Kasher told me last month. “What you saw that night is the beginning of my reverse engineering of this book into my stand-up act.” It’s a fascinating concept, and considering the subject matter, he likely won’t be running out of new material anytime soon. <_bc Just a few years ago, Hollywood filmmakers and moguls could be seen on the hustings, going city to city trying to convince critics, media reporters and theater owners that 3-D would save a floundering movie industry. How better to coax audiences out of their home entertainment centers than with a souped-up visual experience they could have only in theaters — at a nearly 50 percent markup on the ticket price? Their refrain was so redolent of the 1950s it was difficult to believe they were speaking in the 21st century: 3-D! It’s the future! If 3-D is the future, I’m over it. No evangelist was more passionate than DreamWorks Animation chief Jeffrey Katzenberg, who

stopped by Washington some years ago on his 3-D crusade. With highend production and presentation values, he argued, 3-D was on the verge of becoming as subtle and essential a filmmaking element as cinematography and music. Katzenberg has been proved both right and wrong in the ensuing years. He was correct about the recent onslaught of 3-D movies. His more grandiose point — that 3-D would migrate from being a cheap stunt to a legitimate part of cinematic grammar — has had more trouble finding purchase, although some recent films have admittedly used it to subtle, expressive and exhilarating effect. Still, whether as a commercial
lifeboat for a movie industry desperate to get tushies in theater seats or as a simple aesthetic element, the all-important third dimension quite simply has not lived up to Katzenberg’s evangelical zeal. That sobering reality was driven home over the past few weeks when two movies — coming from opposed poles of the cinematic spectrum — tried and failed to make 3-D work. “Wrath of the Titans” arrived in part as penance for “Clash of the Titans,” the disastrously cheaplooking 2010 swords-and-sandals adventure that had been sloppily converted into 3-D. This year’s sequel at least had the benefit of being filmed in 3-D. But, aside from an odd serpent biting through the screen, the benefits of the effect were negligible. “Titanic,” James Cameron’s 1997 action-adventure-romance-nautical-biopic, celebrated its 15th anniversary with the filmmaker taking it in for a 3-D reboot, with similarly moot results. Seeing “Titanic” in 3-D makes the experience no more immediate or enveloping than the original; if anything, the glasses give viewers more distance from the events they experienced so intimately and vicariously in the first place. As an element of style, 3-D has gotten cooler. But it’s also lost its heat, taking on formal seriousness at the expense of fun. Consider: This year, not only will we see Spider-Man and Katy Perry in 3-D but “The Great Gatsby” as well, suggesting that spectators may need a dose of Dramamine before they’re borne back ceaselessly into the past. Luo Zhongli became one of the country’s most celebrated artists for his depictions of farmers, but his ongoing retrospective reveals stylistic changes that divide critics, Zhang Zixuan reports.

is mouth opens with chapped lips. His eyes exude worry and exhaustion. Gullied wrinkles carve his swarthy face, carrying beads of sweat that are about to fall. The tea in the bowl his rough hands hold has become turbid.
The Super Realistic image of a traditional Chinese farmer was painted in a Sichuan Fine Arts Institute dorm during the summer vacation of 1980. Luo Zhongli, then a junior, didn’t expect his painting named Father would win gold at the coming Second National Youth Art Exhibition, and eventually become a milestone in Chinese modern art history. Nor did he anticipate the controversy that would swirl around the work after its debut. The residue of the “cultural revolution” (1966-76) still remained in the early 1980s. One accusation said Luo’s painting “smeared the image of laborers”. More vitally, this old farmer’s face was rendered as large as the portraits of Chairman Mao Zedong from that time. “My core was the concept shift — the time of God has passed, and here comes the time of man, upon whom our livelihoods really depend,” Luo explains. More than 800 people voted for Father — 700 votes more than the second-place winner received. “For the first time, a painting
featured the true color of laboring people, who used to be only painted in a bright way,” critic Shao Dazhen said. “It was a breakthrough in social ideology.” But that was more than three decades ago. Modern life has made Father’s time unimaginable. Still, Luo
portrays farmers. More than 60 of his works were on exhibition at the 20 Years of Glory — Mountain Art Foundation Collection of Sichuan Fine Arts Institute, nearly occupying the entire Hall No 1 of National Art Museum of China. These works include his

representative pieces, such as Sky and Spring Silkworms, which are contemporaneous with Father. There are also 40 pieces from the Hometown Series created from the 1980s until the early 1990s. A larger retrospective solo exhibition of his work will run at Taipei’s National Museum of

History from April 19 to June 3. It will show more than 100 artworks collected by Taiwan’s Mountain Art Foundation since 1978 and several recent oil paintings and sculptures Luo personally provided. “This will be Luo’s most comprehensive retrospective,” Mountain Art Foundation’s President Lin Ming-che says. Farmers are the subject of all the works. “The subject is infused in my blood,” Luo says. The 64-year-old lived in rural Chongqing’s Daba Mountains for 10 years before getting into the Sichuan Fine Arts Institute in 1977, when universities reopened after the “cultural revolution”. The urban native still recalls what he saw when he arrived in the rural areas for “reeducation”. One striking scene was when the farmers took in the arrivals from the urban areas one by one. “The torches and oil lamps they were holding looked like sparks scattered across the Daba Mountains’ terraced fields,” Luo recalled. “It was a silent, slow-motion fairy tale.” Oil lamps and torches often appear in his works and have become something akin to his signature. Luo also remembers the farmers’ pureness and diligence. The patriarch of the family that lodged him served as the inspiration for Father. The work’s composition was inspired by the spontaneous underground exhibition Weed in 1980, which set a precedent for the Scar Art School. “We were excited yet blind

and full of doubt about China’s future development,” Luo recalled. At Weed, Luo and his schoolmates first expressed thoughts about the “cultural revolution”, by using vanguard subjects and strokes that orthodox institutes would not then recognize. In one work, Luo portrayed a man painting nude in a room with sealed doors and windows. Another showed an ambulance running into a bloodied pedestrian. Luo’s former roommate Zhang Xiaogang, now a leading artist, described Luo as “the earliest avant-garde in our class”. “We were in a period of social transformation,” Luo said.“The old ideology had been proven wrong. But a new one hadn’t yet formed.” Father’s rendering is Super Realistic, but Luo called it an “exception”. “My passion was Chinese ink painting,” Luo said.“Although I majored in oil painting, I was never the best at it.” He said Father was meant to be his last stand for oil painting to prove to his classmates he could paint as realistically as they did. “The technique of Father can be accomplished by many welltrained painters today,” he said. “But what can’t be reproduced is the specific time background. I got lucky.” He abandoned Realistic
paintings with political messages in the 1980s. “They were not the real Luo Zhongli,” Luo said. “But they were real parts of Luo Zhongli. I have achieved success and no longer bear the financial burdens I used to. What matters is to return to the original passion of painting.” He kept farmers as his subject matter but switched to more Figurative and Expressionist styles. His interest in calligraphy and line drawing also led to new ways of using lines in his works. But many fans who adored Luo’s Realistic works were disappointed. However, Luo said his style has become more sophisticated. “The changes in my painting style adhere to a continuous arc that can be understood by professionals,” Luo said. “But the country’s incomplete art education unfortunately interrupts ordinary viewers’ appreciation and goes beyond the ability to judge whether something is like or unlike something.” Luo has been his alma mater’s president for 14 years and believes this role has taken too much time from painting. But it provides a higher-level understanding of art education. Luo values students’ independent creativities as much as their mastery of basic techniques. This has remained the school’s tradition since he was a student there, he said.
He also strives to provide better creation environments, so works like Father will not again have to be produced in crowded and messy dorms. In 2000, he bought a 6,000-square-meter former military tank warehouse and renovated it into art studios. A 54,000-sq-m art zone has opened on the school’s new campus. Any artist who has dreams can apply for an independent studio. As the dean of Chinese Academy of Contemporary Art, Luo plans to publish a thorough documentation of contemporary Chinese art in three or four years. He hopes the country will have its own National Contemporary Art Museum by then. Luo still carries pens and paper wherever he goes and constantly sketches. His studio’s light is the last to go off at night. “Just like someone who is addicted to smoking or drinking, I am addicted to painting without purpose or pressure,” he said. The artist visits the Daba Mountain area every year to seek inspiration. His namesake art museum is under construction in Chongqing. When it’s done, Luo hopes to provide a comprehensive demonstration of his creations. “Good or bad,” he said,“this is Luo Zhongli.”

The exhibition Face at Shanghai’s Minsheng Art Museum features portrait paintings by 75 contemporary Chinese artists. The show, curator Guo Xiaoli says, presents an evolution of contemporary portrait painting. Master artists from the 1980s, such as Luo Zhongli, 1990s’ representatives, such as Fang Lijun, Wang Guangyi and Liu Xiaodong, as well as a new generation of artists emerging after 2000 are all featured. Each presents signature styles and distinctive ideas. Those attending will note that quite a few artists show off self-portraits and portraits of fellow artists. These works are particularly humorous, expressive and interesting. One of the artists, Zhu Jia, gets a whole exhibition hall for his works. Zhu asked more than 40 fellow artists to create paintings based on the profile photograph of Mark Zuckerberg, creator of Facebook. Some have presented words with a touch of satire or mischief, and Zhu presents them anonymously. People familiar with the contemporary Chinese art scene may find it interesting to

Bonnie Raitt had been thinking about working with Grammy-winning producer Joe Henry for years. And Henry had been kicking around the idea of reaching out to the Rock and Roll Hall of Fame member whose voice he’s adored forever. It wasn’t until mutual friend Allen Toussaint made a cosmic connection that the two finally got together, launching Raitt on the journey to “Slipstream,” her first new album in seven years. During a recording session with Aaron Neville, Toussaint coyly suggested that Henry work with Raitt in the future. And when Toussaint speaks, Henry listens. “He’s not like anybody else on this earth,” Henry says. “He’s like Yoda.” The producer called the performer shortly thereafter and, as Toussaint suspected, the chemistry between Raitt and Henry was dynamite. “I was about a month away from thinking of calling and I got the contact from my office saying Joe wants to speak to you,” Raitt says. “And I

just thought it was so synchronistic. It was one of those really great times, a really great phone call.” That conversation led to several more and a flurry of emails, and
eventually an invitation to come to Henry’s home studio in the Los Angeles area, where both live. Henry’s invite came after a long period of relative inactivity for Raitt, 62. She’d lost her parents, her brother and a close friend over a five-year period that included the release of her last album, 2005’s “Souls Alike.” So she took a break. After two years of little more than the occasional
show, she began missing the road. But she didn’t think she was ready to put the energy into the recording and promotional work necessary to produce an album. So she really didn’t have elaborate expectations when she joined Henry. They thought they’d spend a few days on a handful of songs, but after three days, they had nine. “It was like the pilot light was on, but he turned the gas up,” Raitt says. They emerged from those sessions with four new cuts for the album — Henry compositions “God Only Knows” and “You Can’t Fail Me Now” (co-written with Loudon Wainwright III) and the Bob Dylan covers “Million Miles” and “Standing in the Doorway.” And Raitt emerged aflame with the need to pull her touring band together to cut more tracks. “I just kept going,” Raitt says. “It was just like someone put the paddles on your heart and said, ‘Welcome back.’” CHRIS TALBOT T (AP)

The magazine’s sensibility — bitingly satirical and anti-authoritarian with a dose of bad taste — had not yet taken over mainstream comedy.
