Officials at a South Carolina resort are looking for the people who harassed an 11-foot alligator by throwing carrots at him, calling the action “a new level of stupid.” The Fripp Island Resort Activity Center posted about the harassment Friday on its Facebook page, noting that it has a description of the offenders. The potential fine is $200 per carrot. Wildlife experts say most alligator attacks occur when humans feed, poke or swim near gators. (AP)

A naked jogger surprised Baltimore commuters during Monday’s morning rush hour, The Baltimore Sun reported. The man eschewed both clothes and shoes as he trotted past a hospital and a courthouse. Witnesses said he didn’t seem lost or confused. Police spokeswoman Detective Nicole Monroe said officers drove up the street in response to 911 calls, but the man had disappeared, evading an indecent-exposure charge. (AP)

Hiccups over ‘Hamilton’ CULTURE After two years of waiting, three waves of tickets sales, tens of thousands of individual purchasers and about 250,000 actual seats, “Hamilton” has made its mark on Washington. Most of the tickets to the blockbuster musical about Alexander Hamilton have been sold, but the Kennedy Center’s handling of sales has been marked by confusion and complaints, with many patrons struggling to buy tickets to the 14-week run, which opens June 12. Many standing in line outside the Kennedy Center for the March 26 general sale — the final round, after subscribers and members — grumbled about the way tickets were being distributed. Many members who hadn’t been able to get tickets at the early-access sale in February came back for a second try. The biggest complaint was that the Kennedy Center encouraged buying a membership to get tickets, but then there weren’t enough tickets to satisfy them.

But a month later, many $99-to-$199 tickets were still available. “They were offering [priority sale] as a benefit,” said one member, who asked not to be identified because he felt tricked into buying the premium tickets. “But if I’m purchasing tickets that are undesirable, how is having early access to them helpful?” Kennedy Center officials say that some “limited-view” tickets can still be purchased in person or by phone and that $625 premium seats are available for many shows. But that price is out of reach for many, including Nora Carroll of Silver Spring. Carroll received a Kennedy Center membership for Christmas, but after spending two days tied to her iPad trying to get tickets, she came away empty-handed. Larry Hogan signed legislation Tuesday that takes a unique approach to stabilize health insurance rates in the state health care exchange’s troubled individual market. The bill taps about $380 million that health insurance companies no longer have to pay in federal taxes due to changes in the federal tax code to help prevent rising premiums for about 150,000 people. Test scores in the region fail to rise much EDUCATION The Washington region’s fourth- and eighth-graders made no substantial gains on national math and reading tests in 2017. The scores on the National Assessment of Education Progress administered by the federal government highlight a persistent achievement gap between white and minority students and show just how difficult it can be to boost student achievement on standardized tests. Nationally, 36 percent of fourth-graders were considered proficient in reading and 40 percent reached this threshold in math on the 2017 exam, according to data released Tuesday by the National Center for Education Statistics. Thirtysix percent of eighth-graders were considered proficient in reading, and 34 percent in math. Virginia outperformed the national average, and Maryland stood out in its fourth-grade reading scores but was otherwise on par with outcomes across the country. D.C.’s scores continued to trail those of other urban school districts. The agency is upgrading its fare boxes, fare gates and fare vending machines — adding new hardware that will allow customers to use the same tap-and-go technology with their phones

Authorities say a woman riding Metro was sexually assaulted on board a Red Line train at 10:30 p.m. on a Gill Saturday, and the alleged assailant was arrested. The woman told Metro Transit Police that the man forced her into various sexual acts after she boarded the train at the Rockville Station on March 31. Both later switched trains, finally exiting at Shady Grove station, where police arrested Orin Gill, 25, and authorities took the victim to the hospital. Gill was arrested on charges including second-degree rape. (AP)

A man has been sentenced to 364 days in prison for stealing hundreds of World War II war relics, including the dog tags of fallen servicemen, from the National Archives in Maryland and peddling them to unwitting buyers. Antonin DeHays, of Normandy, France, was also ordered Monday to pay more than $43,000 in restitution to the buyers. A historian, DeHays used his researcher identification card to access hundreds of artifacts. He stole hundreds dog tags and other records including personal photos dating to World War II. A Howard University law student is suing the university, alleging it allowed him to become the scapegoat for a financial aid scandal gripping the institution. The lawsuit filed by Tyrone Hankerson Jr. also names Howard’s president, Wayne A.I. Frederick, as a defendant. The complaint was filed Monday, court records indicate. A Howard representative said in a statement that the university does not comment on pending litigation. MIDDLE EAST The international chemical weapons watchdog said Tuesday it was sending a fact-finding mission to the Syrian town where a suspected chemical gas attack took place over the weekend, following a request from the Syrian government and its Russian backers that appeared to be aimed at averting punitive Western military action. It was not immediately clear whether the announcement would delay or prevent a U.S. strike in Syria. Zuckerberg testifies on Hill TECHNOLOGY Facebook CEO Mark Zuckerberg disclosed Tuesday his company is “working with” special counsel Robert Mueller in the federal probe of Russian interference in the 2016 presidential campaign — and working hard to change its own operations after the harvesting of users’ private information by a Trump campaign-affiliated data-mining company. The founder of the social media giant publicly apologized for his company’s errors in failing to better protect the personal information of its millions of users, a controversy that has brought a flood of bad publicity and sent the company’s stock value plunging. POLITICS Michael Cohen sums up his closeness with President Trump in one word: “loyalty.” After setting up a committee in 2011 designed to boost the possibility of a Trump presidential bid, he described his role as “fixer” in this way: “It means that if somebody does something Mr. Trump doesn’t like, I do everything in my power to resolve it to Mr. Trump’s benefit. If you do something wrong, I’m going to come at you, grab you by the neck and I’m not going to let you go until I’m finished.” Loyalty, he has said, spurred him to regularly threaten lawsuits against those he perceived as threats to Trump. Loyalty, he said, prompted him to use a home equity line of credit to finance a payment of $130,000 to adult-film star Stormy Daniels for her silence. He even compared himself to Ray Donovan, the fictional television character who fixes problems for the moguls he serves. Now, in the wake of Monday’s raid by federal agents on his law office, a looming question is whether Cohen went too far in seeking to solve Trump’s problems. The raid was aimed at seizing documents related to the Daniels payment. It was based on a referral to the U.S. attorney for the Southern District of New York from special counsel Robert

By 2001, Cohen, who said he had admired Trump for years, bought his first property in a Trump building. Around 2006, after Trump got to know Cohen through his condo purchases, Cohen became executive vice president and special counsel of the Trump Organization. Cohen was an early supporter of Trump’s presidential ambitions, creating the 2011 committee called “Should Trump Run?” and flying to the first-caucus state of Iowa to explore the possibility. After Trump did not run in 2012, Cohen talked regularly with Trump about running in 2016 and became his most public defender.

Ultimately, as impressive as Braden Holtby has been over the past four years, twice a Vezina Trophy finalist and winner of the award for best goaltender in 2016, Grubauer’s body of work since November trumped all else. After three years as Holtby’s understudy, Grubauer has at least temporarily passed him in the pecking order. This season was expected to be challenging for Holtby after Washington lost three veteran defensemen over the summer. Two rookies were in the lineup for most of the season, and Holtby faced more shots than in any other season under Trotz. Holtby’s play declined in February, when he went 2-5-2 with an .873 save percentage and 4.62 goals against average. Grubauer started four straight games in March, a period Trotz called a “reset” for Holtby. Trotz started rotating goalies, but the tipping point might have come when Grubauer started April 1 in Pittsburgh. Washington clinched its division as Grubauer made

United to partner Jason Levien, who, in turn, has begun assembling a group to invest in the MLS team, sources said Monday night. Thohir, an Indonesian businessman who has been United’s general partner since July 2012, owns 78 percent of the team’s operating rights but has been seeking to divest for more than a year. Bloomberg reported that billionaire Patrick Soon-Shiong is buying into Levien’s group. SoonShiong, 65, is a former transplant surgeon who has a minority stake in the NBA’s Lakers and in February purchased the Los Angeles Times. A source close to the talks

Twang suits Kylie Minogue

It’s not just her lyrics that are musical — it’s how she delivers them ALBUM REVIEW American life asks us to pick a lane and stay put, but like Walt Whitman before her, Cardi B contains multitudes to spare. “Is she a stripper, a rapper, a singer?” the 25-year-old asks on her new album, mocking anyone baffled by how an enterprising young loudmouth from the Bronx could graduate from the strip club to a reality TV series, to acquiring a bazillion Instagram followers, to rapping the dizziest song of 2017. Here’s the important part: While she was playing this incredible game of platform leapfrog, Cardi became one of the greatest talkers of our tim time. Now,

everything she says is music. In his 1998 book “The Sounds of Poetry,” scholar Robert Pinsky argues that we need to read poetry out loud to really get it, and with that claim, he reminds us that everyday speech is overflowing with hyper-nuanced musicality. “It is almost as if we sing to one another all day,” he writes. So that makes the demarcation lines in Cardi’s stripperrapper-singer question — which she asks during an aptly oozing song called “Drip” — important. Like every rapper, Cardi is transmuting speech into music. But the fact that we were initially introduced to her on VH1’s “Love & Hip-Hop: New York” has changed the way we’ve absorbed her words ever since. We knew Cardi as a reality show talking head first — so hearing her rap

She tends to let her vowels run as hot as the emotional moment demands, sometimes smearing the edges of her words as if she’s buttering the beat. This allows her to say outrageous things outrageously. Listen to her bounce her consonants and

heave her vowels when she asserts that the “only thing fake is the boobs.” Listen to her brag in hissing staccato: “I say my own name during sex.” Listen to her sneer-snarl about upgrading her smile on “Bodak Yellow,” Cardi’s single from last summer: “Got a bag and fixed my teeth.” She seems to be telling one long story here — about selfempowerment, beating the odds, transcendence — but the force of Cardi’s narrative resides in the sound of her voice as much uch as it does in her words. You can hear it during the album’s grand and finale, “I Do,” when she asks, ks, “My little 15 minutes lasted ted long as hell, huh?” What a victory speech. Close your eyes yes and you might feel the confetti etti falling on your shoulders, too. oo.

Kylie Minogue, the pop goddess from Australia, has gone country, even if she hasn’t completely ditched her pop-dance roots for “Golden,” her 14th album. Released last week, the album emerged following Minogue’s first trip to Nashville last year. Lead single “Dancing” is positively Dolly Partonesque, and Minogue goes on to sing about rodeos, drinking-toomuch mates and even a muscle car (“Shelby ‘68”). The lyrics — regret, bad love, hope and yearning — fit a woman who turns 50 this year. “Raining Glitter” is what happens when fingerpicking and disco collide; there is reallyy no way it should work, but it does. Leaving Vegas? Not this show. Country’s ACM Awards debated moving but will remain on the Strip AWARDS For 15 of the last 16 years, the Academy of Country Music Awards have taken place in Las Vegas. The days leading up to the show, held at the MGM Grand Garden Arena, are dubbed “The Week Vegas Goes Country” and include multiple concerts around the Las Vegas Strip. This year, of course, the location takes on new significance as the Reba McEntire-hosted ACM Awards are set to air at 8 p.m. Sunday on CBS: It’s the same place a gunman shot and killed 58 concertgoers at the Route 91 Harvest festival in October, the deadliest mass shooting in modern U.S. history. Jason Aldean, nominated for two ACMs, was on stage when the gunfire began, and countless others who witnessed the violence will be back in Las Vegas for the first time this weekend. Producers and organizers are acutely aware of the sensitive nature of this year’s show, and,

for months, have grappled with how to handle the event. “It takes a lot of courage and commitment for the artists and industry, many of whom were there that night on those festival grounds dodging bullets, to return to Las Vegas,” says Pete Fisher, ACM chief executive officer. Fisher says that some involved with the ACMs wondered whether they should keep the ceremony in its original location or go somewhere else for 2018. “As difficult as it will be for some people, everyone wanted to come back to Vegas,” he says. Since the tragedy, Fisher says, the ACM’s charitable arm has donated $400,000 to organizations helping the victims, their families and first responders.
