A big African cat has been prowling around Virginia Beach. Animal control officials told The Virginian-Pilot Thursday that they were trying to capture the serval cat. Its owner, Brian Hankins, said Rocky the cat has been missing from his Kitty Hawk, N.C., home since October. Rocky roamed from the Outer Banks to Virginia Beach, a distance of about 80 miles. Hankins said Rocky is very friendly. Animal Control supervisor Meghan Conti said Rocky likely traveled up the Atlantic Coast and ate a fair share of seagulls along the way. (AP)

Folger Library to get underground addition

THE DISTRICT Home to the world’s largest Shakespeare collection, the Folger Shakespeare Library is planning an underground expansion to draw more visitors to its renowned holdings and spark interest in the playwright’s work. “This gift to the American people will really be unwrapped,” Folger director Michael Witmore said of the construction, which is set to begin next year and be completed by 2022. The library will announce a $50 million capital campaign on Monday to support the addition to the institution, which was founded in 1932 by philanthropists Henry and Emily Folger. The library has already raised $25 million toward its goal for the two-year project, which requires approval from two federal agencies. The Folger plan is similar to an initiative proposed at the Library of Congress, its neighbor on Capitol Hill, to make its vast collection more accessible to the public. Designed by Kieran Timberlake architects, the project would add 12,000 square feet under the library’s north lawn. Entrances on both ends of the marble building would be surrounded by

gardens designed by OLIN. “The idea is to use the landscape as a guide, to come down the garden path,” Witmore said. Inside the new space, the North Hall would feature a vault for the library’s 82 Shakespeare first folios, the first collections of Shakespeare’s plays, published in 1623. In addition, four immersive galleries would pose questions — such as “How does it feel to be an outsider?” and “Do you deserve what you take by force?” — to introduce visitors to Shakespearean themes. Live-action video and projection of play excerpts would also be used to help visitors learn about the plays, Witmore said.

Another new exhibition hall would display the library’s treasures as well as provide room for changing exhibitions. These new spaces mean that the Folger’s Great Hall, now used for exhibitions, would return to its original use as a gathering space for visitors, including audiences attending performances at Folger Theatre. The expansion plan solves some of the historic building’s accessibility problems without changing its stately exterior. The library’s reading rooms and collection storage would still serve scholars and curators, Witmore said. PEGGY McGLONE

Virginia officials are weighing whether to cancel this year’s fishing season for large rockfish in the Potomac River and Chesapeake Bay out of concern for their dwindling numbers. The rockfish season in Virginia will begin April 20 along the Potomac and its tributaries, then days later in the bay. But signs that the population of the fish — also called striped bass — is declining have raised concerns that further catches could have a longterm effect on its survival. If the proposal passes, it would become effective April 29 — creating a nine-day season this year along the Potomac’s tributaries. (TWP)

School finds evidence faculty abused students A private boarding school in Owings Mills, Md., says it has found evidence that five former faculty members sexually assaulted more than 20 students over several decades. The Baltimore Sun reported the McDonogh School sent families a letter about the findings Tuesday. The letter says the allegations don’t involve current faculty or students. It says an investigation was launched in 2016 when a former student from the 1980s told officials he had been sexually assaulted by Alvin J. Levy and Robert E. Creed. Local agencies prep for measles HEALTH A case of measles confirmed in Maryland last week appears not to have spread into the greater D.C. area, officials said Thursday, but government health agencies are preparing and watching for any additional signs of the highly infectious disease. From Jan. 1 to April 4, 465 measles cases were confirmed in 19 U.S. states, the federal Centers for Disease Control and Prevention reported. ‘To win hearts and minds’ THE DISTRICT By the dead fountain in front of Union Station, a woman knelt over a man lying face-down on the ground. She was urging him to get up and eat a gummy bear. “Sit up for me so I know you’re all right,” Ami Angell said. “C’mon mate, get up.” When he didn’t answer, she grew worried that he’d overdosed, and she called 911. Nearby a woman was taking a selfie, preoccupied with getting the Capitol in the background. Little noticed amid the daily buzz of travelers and commuters are a handful of outreach workers like Angell, who roams Union Station doing what she can to help the homeless. For many homeless people, the path to the streets is complicated and unexpected. So too has it been for the woman imploring that fallen stranger. A decade ago, Angell worked trying to stop terrorism. Behind the barbed-wire fences of Camp Bucca, the largest U.S.-run detention center in Iraq, she was part of a Defense Department and USAID-funded program working to de-radicalize as many of the 22,000 prisoners as possible. Some were known al-Qaeda operatives. Others had happened to be in the vicinity when a bomb went off and had been rounded up for the military to decide what to do with. Her role was to pull hints from them as to how local Iraqi clerics, social workers and teachers could reach them. When Angell left Iraq, she decided to see what she could do about homelessness. She’d once almost had to live on the streets herself. As a 16-year-old in Oregon, she was legally emancipated from her parents. She bounced from one friend’s couch to another’s for the rest of her childhood. “If I didn’t

have that support network, I would have been in the same place as a lot of the folks I see,” she said. Since October, Angell has headed five teams of outreach workers for Pathways to Housing DC. The group gets grants from the Downtown and Golden Triangle business improvement districts to reach out to the mostly men in their 50s and 60s who are homeless at Union Station, Gallery Place and downtown. In the fiscal year ending last July, the organization got 127 people into housing and made contact with more than 2,000 people on the streets, helping them with

Angell spent part of her childhood in England, so one of the peculiarities encountered by those living on the streets near Union Station is being addressed as “mate” by the woman offering help. She had gotten the man a belt because he’d been using a string to hold up his pants. To work the knot loose in the bathroom, he’d take out his knife, which could lead to misunderstandings. She had just left that man when she noticed another lying motionless. Rushing over, she pulled back his blue hood, revealing long, stringy gray hair and brown tortoiseshell glasses. Earlier that day, a paramedic had approached another unresponsive man in front of the station. When the medic reached him, he suddenly took a swing. The man Angell found, though, was still only semi-conscious a few minutes later as she watched an ambulance carry him away. She headed off to see what else she could do. In Union Station’s food court, a woman in her 60s, whose hair was braided so it curled back and up like an upside-down hook, sat alone drawing layouts of homes. She hadn’t revealed much to Angell in previous encounters. But in a soft voice, she said she’d lost her ID and her disability checks had been cut off. Angell told her that another outreach worker who specializes in IDs would come to meet her the next morning. “And I’ll be back with the colored pencils you wanted,” Angell said In that way, what Angell does now is like what she did in Iraq. “It’s trying to win hearts and minds,” she said.

TRANSPORTATION Speed limits on parts of Georgia Avenue in Montgomery County have been lowered to make the road safer for pedestrians and cyclists in business districts in Wheaton and Silver Spring, Maryland highway officials said. The sections of Georgia Avenue affected are in Wheaton between Veirs Mill Road and Arcola Avenue, where the speed limit was lowered to 25 mph from 35 mph; and in Montgomery County between Glenallan Avenue and Connecticut Avenue, where it was dropped to 35 from 45 mph; and between Connecticut Avenue and Cherry Valley Drive, where it is now 45 mph, down from 50. The lanes on Georgia Avenue were narrowed recently to 10 feet from 15 feet from south of the Capital Beltway to north of the Wheaton Triangle. The lower speeds, which took effect in March, are part of the State Highway Administration’s “urban mobility-focused program” for business districts with dense populations and many modes of transportation. The agency is looking for other urban areas in Montgomery and Prince George’s counties that would benefit from lower speed limits, narrower lane widths and improved crosswalks. Ex-Pope contradicts Francis RELIGION Pope Benedict XVI has ventured out of retirement to publish an essay blaming the Catholic Church’s sex abuse scandal on the sexual revolution of the 1960s and church laws that protected priests. His analysis was immediately criticized as “catastrophically irresponsible” — a conflict with efforts by his successor, Pope Francis, to lead the church out of its crisis. “Why did pedophilia reach such proportions? Ultimately, the reason is the absence of God,” Benedict wrote, in the 6,000word essay published Thursday in the German monthly Klerusblatt, the Catholic News Agency and other conservative media. Benedict traced the start of the crisis to the ’60s, citing the appearance of sex in films in his native Bavaria and the formation of “homosexual cliques” in seminaries “which acted more or less openly and significantly changed the climate.” He also attributed it to failures in moral theology in that era. In an essay, Benedict blames abuse scandal on the sexual revolution

An essay published by Pope Benedict XVI, right, conflicted with efforts by his successor, Pope Francis, to lead the church out of its sex abuse scandal.

1980s and 1990s, he wrote, “the right to a defense [for priests] was so broad as to make a conviction nearly impossible.” As Cardinal Joseph Ratzinger, Benedict spearheaded reforms of those laws in 2001 to make it easier to remove priests who abused children. pope, defrocking hundreds of priests accused of raping and molesting children. Francis has blamed the scandal on a clerical culture in the church that raises priests above the laity. In a major reversal, South Korea’s Constitutional Court on Thursday ordered the easing of the country’s decades-old ban on most abortions, one of the strictest in the developed world. Ex-Obama counsel indicted Charges for lying about work in Ukraine stem from the Mueller probe COURTS Washington attorney Gregory Craig, who served as White House counsel for President Obama, was charged Thursday with lying to federal officials who were examining whether he should have registered as a foreign lobbyist for legal work he did for the Ukrainian government in 2012. The indictment stems from

work Craig did with GOP lobbyist Paul Manafort while Craig was a partner at Skadden, Arps, Slate, Craig Meagher & Flom, the law firm he joined after leaving the White House. Craig’s lawyers, William Taylor and William Murphy, had said in a statement Wednesday that they expected he would be indicted, calling the action “a misguided abuse of prosecutorial discretion.” They said he is not guilty of any of the charges.

The case, brought by the U.S. attorney’s office in Washington and the Justice Department’s National Security Division, grew out of special counsel Robert Mueller’s probe of Russian interference in the 2016 campaign. Craig, 74, was charged with two felony counts in connection with alleged false statements related to his Ukraine work. Assange arrested in U.K. WikiLeaks founder accused by U.S. of conspiring in 2010 computer hacking attempt Twin study shows harsh effects of space

LONDON British authorities arrested WikiLeaks founder Julian Assange on Thursday in response to an American extradition request, and a U.S. federal court unsealed an indictment charging him with a single count of conspiracy to hack a classified Defense Department computer. Assange was taken into custody by British police after Ecuador rescinded his asylum at its embassy in London, ending a media-saturated standoff that lasted nearly seven years. London’s Metropolitan Police said that Assange, 47, was “arrested on behalf of the United States authorities.” British authorities originally sought custody of Assange for jumping bail after Sweden requested his extradition in a separate case stemming from sexual assault allegations. In an indictment unsealed hours later in Virginia, Assange was accused of conspiring in 2010 with Chelsea Manning, a U.S. Army intelligence analyst then known as Bradley Manning, to crack a password so that the young Army private could illegally obtain secret U.S. military and diplomatic documents whose dissemination could be used to injure the United States. The narrow case suggests the Department of Justice is hoping to avoid a fight over First Amendment protections. Attempts to prosecute Assange under President Obama faltered out of concern that doing so would be akin to prosecuting a news organization for publishing classified material. In his subsequent appearance in court in London on Thursday, Assange was quickly found guilty of breaching his bail, an offense that carries a prison sentence of up to 12 months. He

Judge Michael Snow reprimanded Assange Manning and said he demonstrated “the behavior of a narcissist.” The court was told that Assange resisted arrest at the Ecuadoran Embassy, shouting, “This is unlawful!” Assange is due to appear at a later date to be sentenced for the bail charge. He is due to appear again in Westminster Magistrates’ Court via video link on May 2 regarding the extradition matter. Outside court, one of Assange’s attorneys, Jennifer Robinson, said Assange would fight extradition to the U.S. She called the action against him “a dangerous precedent for all news media.” Robinson said she was seeking medical care for Assange, whose health she said has suffered

SCIENCE Astronaut Scott Kelly made himself a guinea pig for all the people who dream of human journeys to Mars. In 2015, Kelly rode a rocket into space and spent nearly a year on the International Space Station in low Earth orbit, while his identical twin brother, Mark Kelly, stayed on Earth for NASA’s “twins study” to see what spaceflight does to the human body. The full results, published Thursday in the journal Science, showed that Scott experienced numerous physiological and chromosomal changes during his long sojourn in orbit, including changes in gene expression. His immune system went on high alert both when he went to space and on his return to Earth. Retired astronaut Mark Kelly, who is married to former congresswoman Gabby Giffords and is running for the Democratic nomination for U.S. Senate in Arizona, served as the comparison subject. Blood samples indicated that Scott’s telomeres — structures that protect the ends of chromosomes, and that erode over time as part of the natural aging process — lengthened in space. But the telomeres shortened dramatically when he returned to Earth. KHARTOUM, SUDAN Sudan’s president was deposed Thursday the same way he came to power 30 years ago — in a military takeover. Omar Hassan al-Bashir’s downfall, however, did not come with the flying bullets or middle-of-the-night escapes many expected from a leader who survived numerous past crises. Instead, the biggest peaceful demonstrations in a generation precipitated his ouster, culminating in a vast sit-in attended by hundreds of thousands in the capital, Khartoum. The apparent coup in Sudan capped a season of protest and political churn in North Africa, recalling the 2011 Arab Spring uprisings that toppled autocratic leaders in Tunisia, Egypt, Libya and Yemen. In Algeria, protests that started in February forced North Africa’s longest-serving leader out of power earlier this month. But amid the euphoria in Algeria and Sudan, demonstrators have appeared more keenly aware of the looming dangers than their counterparts eight years earlier, vowing to remain in the streets until their broad array of demands were met. The protesters’ demands included Bashir’s prosecution. But many said Thursday that their hope was transformed into anger by Ibn Auf’s speech. The suspect in a string of fires that destroyed three black churches in rural Louisiana is the Matthews white son of a sheriff’s deputy whose father helped arrange for his son’s arrest, authorities said Thursday. Holden Matthews, 21, faces arson charges in connection with the blazes in and around Opelousas, a city of 16,000 where the flame-gutted remains of the buildings evoked memories of civil rights era violence. Louisiana Fire Marshall Butch Browning offered no motive for the fires, which happened over a 10-day period. Eric Rommal, the agent in charge of the New Orleans FBI office, said investigators were still looking into whether the fires were “bias motivated.” Investigators used surveillance video, cellphone tracking and a Walmart receipt to help identify Matthews, who was arrested late Wednesday. The elder Matthews was heartbroken when told his son was a suspect, St. Landry Parish Sheriff Bobby Guidroz said. Scientists have made what they called a possible first step toward diagnosing the neurodegenerative illness chronic traumatic encephalopathy (CTE) in living patients, an article in the New England Journal of Medicine said. CTE has afflicted many athletes, especially in football. Using an experimental PET scan, researchers were able to detect abnormal deposits of tau protein, the key indicator of CTE, in the brains of living former NFL players. To this point, medical professionals have been able to detect tau deposits only when examining a brain after death. (TWP)

He played behind the second-worst line in pass-blocking grades in college football. But he didn’t overcome that well enough to deserve to be a first-round pick; his passing grade was not even in the top five of his draft class.

He played on an excellent defensive line but had only 9.5 sacks and 23 tackles for loss in 34 college games. Gary’s stats are worrisome given that he had a clear athletic advantage over nearly every offensive lineman he faced.

He improved each of his four seasons in college. The problem is that even his best grade suggests he is little more than a middling quarterback prospect. He doesn’t have elite accuracy, a deficiency that doesn’t usually get fixed in the NFL.

He has proven himself very capable of being a slot receiver and gadget player. But if a team saw his 40 time (4.31 seconds) and envisioned him as a plug-and-play deep threat, it likely will be sorry: He simply hasn’t played that role.

He could be chosen late in Round 1, perhaps by the Ravens (22nd overall), Raiders (24th) or Eagles (25th). He is rightly seen as the draft’s best back, but he isn’t that much better than one who could be taken on the third day of the draft.

‘Little’ victories: Finding the power to conquer the fear “Little” is about two powerful women. And neither knows how to use that power. Thirteen-year-old Jordan (Marsai Martin) is having a tough time in middle school. She’s constantly bullied, and her torture culminates in a disastrous talent show performance. Afterward, her parents console her, promising that life will be better when she’s an adult — her smarts will take her to the top and no one will be able to bully her anymore. Flash-forward to the present: Jordan (now played by Regina Hall) is the head of her own tech company and the kind of woman who keeps giant portraits of herself in her office and has an amazing

apartment with a paint color on the walls that I covet. Jordan is also a boss from hell, a full-on abusive bully who’s positive that everyone is out to hurt her personally or professionally. April (Issa Rae), Jordan’s assistant, fears her so much that she can’t bring herself to pitch her idea for a new app. The two women stand face to face, each afraid of the woman in front of her. In an only-in-the-movies twist, Jordan is transformed into her little self — still played by Martin in a comedic triumph of a performance. (She nails Hall’s mannerisms, right down to the way she grabs her Birkin bag.) To appease Child Protective Services, April pretends to be Jordan’s aunt and enrolls her in the local middle school while April covers for

her at work. After this sudden power switch, the two women are standing face to face again, each afraid of the woman (or girl) in front of her. So mini-Jordan — who is still into money, clothes and men — and April have some zany adventures and some touching moments together. The script does get heavyhanded at times, and the romantic relationships are underwritten, but the central theme of “Little” is strong: What will these women do with power when they both have fear at their core? One is afraid to use it; one abuses it. That happens a lot with women. There’s the common fear of speaking up, whether it’s making a point in a work meeting or telling the vice president of the United States to stop smelling your hair. On

the other hand, when a woman IS powerful by any external measure, there’s often a feeling that there’s only so much power for women to go around. Any woman who tries to take a place alongside you isn’t a help — she’s a threat. Add gender, race and class into it and it gets even more complicated. When the power dynamic between Jordan and April changes, both women not only become more conscious of their own power, but reconsider how best to use it. Teen Jordan sees that, as an adult, she’s become the bully. Running things at work gives April a newfound confidence and a realization that she doesn’t have to act like CEO Jordan to be respected. They both come to the conclusion that there is no “right” way to be a powerful woman. The time they spend together doesn’t turn Jordan into April or vice versa; instead, each becomes more comfortable in who SHE is. Mindlessly gory ‘Hellboy’ reboot flames out fast

FILM “Peterloo” is a big, big movie. Which means it’s odd Mike Leigh directed it, since his films — which include “Secrets & Lies” and “Vera Drake” — are usually small, quiet and intimate. Though Mike Leigh doesn’t find it odd. “People have said to me, ‘You’ve never done a battle scene before,’ ” he says. “That’s not true. You’ve seen my battle scenes, but usually it’s a battle between two or three people on the staircase of a suburban house, or arguing in a kitchen. But a battle is a battle.” The battle at the center of this 152-minute film is really a massacre. On Aug. 16, 1819, tens of thousands of people gathered at St. Peter’s Field in Manchester, England. They were rallying for political reform; among other demands was the right for every adult male — not just landowners — to have the right to vote. During the peaceful demonstration, members of the military on horseback charged into the crowd, swords drawn. In the ensuing chaos, at least 10 people were killed and hundreds injured. The incident was named the Peterloo Massacre as a nod to the bloody Battle of Waterloo four years before. (“Peterloo” is an Amazon Studios production; Amazon chief executive Jeff Bezos owns Express.)

Known for small, personal films, British director Mike Leigh upped the ambition with his latest movie, “Peterloo.”

Leigh’s film builds slowly to the nearly final scene depicting the massacre. In that scene, it seems that chaos reigns. “The main thing was to have it very well planned and organized, but not for it to lose its organic spontaneity,” Leigh says. The scene took five weeks to shoot, and, “The actual shooting, when it all spins out of control, obviously took a lot of planning. Having said all that, when we first did the bit where the [soldiers] come in and start slashing with their swords, it was terrifying. The actors … were kind of traumatized it, because it seemed real.” Leigh is perhaps best known for rehearsing with his actors for close to six months before

to charge. But he still felt it was important to keep the tradition going. His rehearsal process, he says, enables the actors to find fully realized characters. “It’s about making the characters alive. My philosophy, irrespective of the film, is to put on screen people you can believe in as being real, not ciphers,” he says. “When I was a kid, I’d go to the movies as often as they’d let me. I’d sit in the cinema and think, ‘Wouldn’t it be great if you could have a film where the characters were like real people?’ In the 1940s and ’50s, people in films weren’t like you and me. CBS renews “NCIS” for Season 17

FILM REVIEW Sometimes “more adult” does not mean “more mature.” That’s the central problem facing “Hellboy,” the reboot of the comic book character popularized in previous films by Guillermo del Toro. Under the direction of Neil Marshall, this Hellboy curses, eviscerates, flays and disembowels. Marshall and screenwriter Andrew Cosby went overboard with their R rating, introducing so much gore and profanity that it, quite frankly, gets dull. The flat performances and incoherent story do not help matters. This time around, Hellboy (David Harbour) finds himself facing off against the Blood Queen (Milla Jovovich), a witch who wants revenge on mankind. The funny thing about overabundant gore is that it loses its potential for shock when viscera is more common than anything suspenseful. One way to overcome a dearth of memorable action is through memorable characters, but the film also fails on that front. Unsurprisingly, the only actor who elevates the material is Ian McShane, who plays Hellboy’s adoptive father. There is a moment in this film when Hellboy regrows his horns, wielding a fiery sword as he rides a huge beast and vanquishes the damned on hell’s surface. Kim Kardashian West wants to become a lawyer, the reality star told Vogue. Kardashian West said she plans to complete a four-year apprenticeship under two lawyers and take the California bar exam in 2022.
