This Is the Year to Cheat the IRS Budget cuts force agency to dial back on tax-return audits

As millions of Americans race to meet Tuesday’s tax deadline, their chances of getting audited are lower than they have been in years. Budget cuts and new responsibilities are straining the Internal Revenue Service’s ability to police tax returns. This year, the IRS will have fewer agents auditing returns than at any time since at least the 1980s. Taxpayer services are suffering, too, with millions of phone calls to the IRS going unanswered. “We keep going after the people who look like the worst of the bad guys,” IRS Commissioner John Koskinen said in an interview. “But there are going to be some people that we should catch, either in terms of collecting the revenue from them or prosecuting them, that we’re not going to catch.” Better technology is helping to offset some budget cuts.

If you report making $40,000 in wages and your employer tells the IRS you made $50,000, the agency’s computers probably will catch that. The same is true for investment income and many common deductions that are reported to the IRS by ﬁnancial institutions. But if you operate a business that deals in cash, with income or expenses that are not independently reported to the IRS, your chances of getting caught are lower than they have been in years. Last year, the IRS audited less

than 1 percent of all returns from individuals, the lowest rate since 2005. This year, Koskinen said, “The numbers will go down.” S t i l l , m o s t p e o p l e d o n’t have much of an opportunity to cheat on their taxes, said Elizabeth Maresca, a former IRS lawyer who now teaches law at Fordham University. Your employer probably reports your wages to the IRS, your bank reports interest income, your broker reports investment income and your lender reports the amount of interest you paid on your mortgage. “Anybody who’s an employee, who gets paid by an employer, has a limited ability to take risks on their tax returns,” Maresca said. “I think people who own their own business or are self-employed have a much greater opportunity [to cheat], and I think the IRS knows that, too.” Koskinen said the IRS could scrutinize more returns — and collect billions more in revenue — with more resources. The president’s budget proposal says the IRS would collect an additional $6 for every $1 increase in the agen-

Case to Shed Light On Gitmo’s Camp 7 U.S. is accused of mistreating inmates in Guantanamo jail Attorney James Connell has visited his client inside the secret Guantanamo prison complex known as Camp 7 only once, taken in a van with covered windows on a circuitous trek to disguise the route on the military base. Connell is allowed to say virtually nothing about what he saw in the secret camp where the most notorious terror suspects in U.S. custody are held except that it is unlike any detention facility he’s encountered. The Camp 7 prison unit is so shrouded in secrecy that its location on the U.S. base in Cuba is classified and officials refuse to discuss it. But an ongoing court case is forcing it into the limelight. Today, a judge in Guantanamo will open a hearing into the sanity of a Camp 7 prisoner, Ramzi bin al-shibh, whose courtroom outbursts about alleged mistreatment in Camp 7 have halted the effort to try five men in the Sept. 11 attacks, all of whom are held there.

Ukraine Deploying Troops to Ease Unrest Slovyansk, Ukraine Ukraine is deploying troops in a “large-scale anti-terrorist operation” to resist attacks by armed proRussian forces, Ukraine’s President Oleksandr Turchynov said on Sunday in a televised address. Turchynov said the Ukrainian Security Council decided to use the army because “we’re not going to allow Russia to repeat the Crimean scenario in Ukraine’s east.” He

pledged amnesty to anyone who laid down arms by this morning. U k ra i n ia n spec ia l forces exchanged gunfire with a pro-Russia militia outside an eastern city Sunday morning, with one security officer killed and five others wounded. It was the first reported gunbattle in eastern Ukraine, where armed pro-Russian men have seized a number of government buildings in recent days. Interior Minister Arsen Avakov has described such attacks as “Russian aggression.” He said in a Facebook post Sunday that special forces of up to 12,000 people will be drawn from volunteers who will be tasked

with resisting attacks from proRussian forces in their local areas. Russia’s Foreign Ministry was quick to dismiss Turchynov’s decree as “criminal” and accused Ukrainian ofﬁcials of using radical neoNazi forces. The former Ukrainian interior minister, Vitaliy Zakharchenko, warned of “provocations” in the coming days to “discredit Russian armed forces.” Russia has tens of thousands of troops deployed along its border with Ukraine, which has raised fears of a military incursion, especially after the takeover of the Crimean Peninsula. she would prefer that her son didn’t have to wrestle with public transit to get to an out-of-boundary middle school across the Anacostia River. “I want awesome schools in every neighborhood,” said the mother. But her neighborhood schools aren’t awesome right now, she said. Advocates of school choice say it is unrealistic to expect longstruggling neighborhood schools to improve. “We’ve tried for 50 years to turn around low-performing schools, and the history of it shows it seldom works,” said Andy Smarick, a longtime choice advocate who said the idea of neighborhood schools is quaint. Throngs Descend on the District Washington For Antonio Sacchetti, the journey to witness D.C.’s famed cherry blossoms began Friday before dawn. At 6 a.m., he and his wife joined 100 other tourists from Montreal and embarked on a 12-hour bus trip. On Saturday morning, they got their ﬁrst glimpses of the blossoms while they cruised in a yacht along the Potomac River. Up next? A trip to see the monuments, the White House and the Tidal Basin, where he would probably battle through throngs of blossom peepers. “No pain, no gain,” Sacchetti said. End of the Road for Caps The Capitals’ season came to an earlier-than-usual end Sunday after they failed to qualify for the playoffs for the first time since 2007. Washington’s blue line was young and inexperienced. The Capitals used a league-high 14 defensemen, half of which had fewer than 30 games of NHL experience entering the season. The defensive corps often resembled a minor-league unit and was regularly overmatched. A lack of continuity among the pairings that never allowed for chemistry to develop only exacerbated the problem and prevented the Capitals from effectively breaking out.

Throughout the season, Washington’s self-inflicted mistakes developed into self-destructive habits. Among the most notorious, Washington blew 13 two-goal leads (including six in the third period alone), handing away standings points that ultimately proved costly. The Capitals also allowed 29 goals within two minutes of scoring one themselves, which killed any momentum. The Capitals simply could not get out of their own way.

Even-strength play was a glaring weakness. The Capitals were one of the worst puckpossession teams in the NHL, and they failed to generate consistent offense during fiveon-five play, scoring 2.11 goals per 60 minutes (ninth-fewest) while allowing 2.39 (10th-most) as of Sunday. Those evenstrength struggles rendered Washington one-dimensional as it became heavily dependent on its vaunted power play, which accounted for nearly a third of its total offense.

There were plenty of questionable personnel decisions: A midseason threegoalie logjam, playing top-six acquisitions Martin Erat and Dustin Penner on the fourth line and placing superstar Alex Ovechkin alongside grinder Jay Beagle in the midst of a playoff chase were among the most head-scratching. These decisions seemed to speak to a difference of opinion between coach Adam Oates and general manager George McPhee, who both may be on the hot seat.

The Capitals seemed to change their style of play on a game-to-game basis throughout this season. Some nights, they attempted to play a grind-’em-out way, though they were the only team in the league not to win a game when scoring two or fewer goals. Other nights, they adopted a more offensive approach. The only constant was that neither way proved successful enough to vault them into the playoffs.

Four years ago, as the Capitals were about to clinch the Presidents’ Trophy with the best regular-season record in the NHL, owner Ted Leonsis declared that his team had arrived as one of the league’s elite. “Alex and the Caps are going to win Stanley Cups,” Leonsis said during an interview on 106.7FM, referring to the club’s goalscoring forward, Alex Ovechkin. In the four seasons since, the Capitals have gone through three coaches, four styles of play and six goaltenders. But no version has advanced past the second round of the Stanley Cup playoffs. This season, the Capitals surpassed that level of disappointment by failing to reach the postseason for the ﬁrst time since 2007. “I want to conduct a comprehensive review of what transpired this year,” Leonsis wrote on his blog Thursday. “Listen to appropriate voices and then determine what steps are necessary to ensure the Capitals return to the playoffs and compete for a Stanley Cup.” KATIE CARRERA (THE WASHINGTON POST)

We collect people. When we joined Xceedium, we brought the gentleman who ran commercial sales for NetSec and the guy who founded NetSec to run federal government work for us. If you’ve had success over a number of years and you find that set of people that you really achieve excellence with, you collect them. That’s our process. It may not work for everyone, but it works for us. Have we made mistakes? Sure.

Startups on The Right Foot Programs tailored to entrepreneurs foster new businesses Business It’s not every day that a grad student finds himself in a closeddoor meeting with the head of the Department of Energy and former president Bill Clinton, talking about energy policy and jotting down ideas for a new startup. For Logan Soya, 29, it was one of a series of opportunities that helped him launch an energy management business in early 2011, during his

ﬁrst semester of an MBA program at Georgetown University. Soya was at the meeting, which took place during the ARPA-E Energy Innovation Summit, thanks to his Georgetown connections. “It was Georgetown … that provided the business the ability to mature and ﬁnd the right market,” Soya says. His company, Aquicore (aqui core.com), provides companies with real-time monitoring and management of their electricity and other energy consumption. Small sensors installed throughout their building let clients know if they’re being wasteful or losing

money. One of the company’s biggest clients is the D.C. government, a contract that includes more than 400 ofﬁce buildings, ﬁre stations, schools and other facilities. Grad schools around the District are catering to the rising numbers of entrepreneurs-in-training — through classes, internships, mentorships and competitions meant to give students an edge when starting a business in the real world. “More and more young people are interested in entrepreneurship,” says Jeff Reid, director of the Entrepreneurship Initiative at Georgetown. “The university that doesn’t provide this is less likely to attract

Don’t assume that MBA students are the only ones launching startups: “There is a growing interest in master’s and Ph.D. students on commercializing technology that they create in their labs,” says the University of Maryland’s Elana Fine. Along with George Washington University and Virginia Tech, U-Md. is part of the DC I-Corps program (dcicorps.org), backed by the National Science Foundation, which helps translate research in fields like engineering and life sciences into new technologies and startups. At GW, many of the businesses launched by grad students are tech startups, including some science companies launched out of academic research there. While working on her Ph.D. in biophysics from the University of Maryland, Deborah Hemingway, 30, came up with the idea for CellTrace, a software tool for scientists that quantifies information seen in their microscopes. U-Md.’s Dingman Center for Entrepreneurship was a big help in figuring out the business, says Hemingway, who has also won about $5,000 in seed money from the center’s business competitions. “They taught me so much,” Hemingway says. the best students.” You don’t have to look too far to ﬁnd entrepreneurial programs in the Washington area. The University of Maryland’s Dingman Center for Entrepreneurship (bit .ly/1hlnNV6), which opened in 1987, is one of the oldest entrepreneurial studies program in the region. And the entrepreneurial enthusiasm has spread: Georgetown’s Entrepreneurship Initiative, or Startup Hoyas (startuphoyas .com), is a community formed to cater to students’ demand for entrepreneurial classes and other programs. George Washington University has an Ofﬁce of

Entrepreneurship (entrepreneur ship.research.gwu.edu), focused on hands-on learning through internships and other real-world experiences, and the Center for Entrepreneurial Excellence (bit .ly/OKf96H), focused on entrepreneurship research and classes. American University (bit.ly/ PUPoBS), even offers students an MBA with a concentration in entrepreneurship. These programs are out to disprove the adage that “entrepreneurs are born, not made.” While the urge to be a pioneer may be more nature than nurture, it seems some essential startup skills can be taught in a classroom, program administrators say. “Some would argue that academia has no business in entrepreneurship,” says Elana Fine, managing director of U-Md.’s Dingman Center. “That’s not really true.” Entrepreneurial skills can be taught just like medicine or chemistry or accounting, Fine says. Of course, following the curriculum won’t guarantee that every graduate is the next Mark Zuckerberg. “But you’re giving someone a skill set that they hopefully can apply when they identify a new opportunity,” Fine says. Classes on raising money, identifying customers, and launching and managing a new venture help students test drive ideas before they invest a lot of time and money, and perhaps eventually launch a business. “We focus ideas down into something that’s manageable,” says George Solomon, director of George Washington’s Center for Entrepreneurial Excellence. Like Soya, who launched Aquicore in his first year at Georgetown, many students don’t even wait until graduation to start their businesses. In addition to providing a cool screensaver, ReefCam hopes to raise awareness about reef conservation, and gives 25 percent of its proceeds toward reef conservation, research and education. “It’s our way of putting [the reefs] right in front of the everyday casual nine-to-ﬁver,” says Richards, who graduated in May 2013. “Some people are never going to be lucky enough to see it in person.” Richards says study abroad programs when he was an undergrad and a grad student piqued his interest in other parts of the world. Then American helped him work out ideas in class and learn to cultivate and manage ReefCam. Jason McCa r t hy, 34, a lso drummed up business strategies in the classroom and then immediately tested them in the real world. Before starting his MBA at Georgetown, McCarthy had the idea for Goruck (goruck.com), a company that makes military-quality gear like “rucksacks,” or backpacks, and organizes intense endurance events to test out the gear. “I used Georgetown to incubate it,” says McCarthy, a former Green Beret. “I submitted applications to get tutorials taught about Goruck. It was like a live case study. [In class] we would look at what was going on, and I’d go home at night and make decisions.” Not every student with a startup entered grad school with business aspirations, though. Mariam Adil, 27, says her coursework at GWU inspired her to innovate. “Being at school made me realize that the way we’re taught development is very different than the way we do development [in the ﬁeld],” she says. Now, with the help of GWU, she’s developing a business and working at World Bank, all while completing her master’s in international development. Her venture, GRID (strikingly .com/grid), is developing low-cost video games to teach people how to do international development work, such as how to monitor and evaluate projects overseas.

Grad schools are increasingly seeing women interested in their entrepreneurship programs. George Washington University’s George Soloman says in the past several years, female participation has increased from about 10-20 percent to 40-50 percent. GW has the Women’s Entrepreneurial Leadership Initiative (bit .ly/Q9QF7V), a series of courses designed with the input of businesswomen, Springboard Enterprises (sb.co), which helps women raise venture capital, and the Hot Mommas Project (hotmommasproject .com), which collects female business success stories. GRID was a finalist in GWU’s Business Plan Competition, run by the school’s Office of Entrepreneurship. And immediate success is far from assured. As UMD MBA students, Derek Shewmon and Federico Campbell came up with the idea for their business, LetsMoveDown (letsmovedown.com), an app that allows teams and individuals to sell unused or extra tickets during a game, so spectators get an instant upgrade. “We thought there might be a unique opportunity,” Shewmon says. The idea didn’t take off at first, but Shewmon and Campbell persisted after graduation, and in 2012, signed on with their first client: the UMD men’s basketball team. Shewmon credits the school’s Dingman Center for Entrepreneurship with helping them refine the idea and business model, and landing their first client. LetsMoveDown has since expanded to nine college and professional sports teams. Even if students in these programs don’t launch their own business, they still benefit, says Jim Chung, executive director of George Washington’s Office of Entrepreneurship. “The sk ill sets t hey learn about innovation and idea generation are really skills they can use in any profession,” Chung says. Exton what he does, he usually says, “I’m a pattern maker.” If that doesn’t do the trick, he says: “Do you know the show ‘Project Runway?’ That’s what I do.” As a draper at the Shakespeare Theatre Co., Exton’s job is to make the dreams of costume designers a reality. He takes renderings of what the actors will wear and makes them into patterns — basically maps for seamstresses to follow. Then two other theater employees cut the cloth and stitch the costumes together. Exton takes those makeshift costumes to the actors and oversees a series of fittings, until each outfit is perfected. “It’s a very old-world job that not many people do,” he says. And drapers aren’t only found in the theater: Some work at universities, helping produce college plays and teaching their skill. Others work for fashion designers, and some work on films. HOW HE GOT THE JOB: Exton says

he found his career by accident. In 1984, while getting his undergraduate degree at Indiana University of Pennsylvania, he needed a work-study job, and spotted an opening at the school theater’s costume shop. Exton had tried out his sister’s sewing machine in the past, but didn’t really know how to sew. “I said, ‘I’m sure I can fake it,’ because I really needed the job,” he says. After a while, his supervisor told him he had a knack for the craft, leading Exton to pursue a master’s degree in costume design and technology at Florida State University. Since then, he’s worked for dozens of regional theaters as a draper, including a long stint at the Washington National Opera. He landed a contract at the Shakespeare Theatre Co. five

years ago. Since many drapers stitch together temporary jobs and freelance work to make a living, Exton’s contract at the Shakespeare Co. is a rarity in the theater-draping world. WHO WOULD WANT THIS JOB:

You have to work well under pressure and have good time-management skills, Exton says. For a recent production of “The Importance of Being Earnest,” Exton had to create four costumes in a week and a half, from mock-up to finished product, with three fittings each. Sewing skills are a plus, and pattern-making can be learned as you go or picked up from classes or books. Drapers sometimes make “flat patterns,” taking the designer’s sketch and turning it into a 2-D schematic for cloth-cutting, using the actor’s measurements and certain formulas. Exton makes nearly all pants this way. But for nearly everything else, he first looks at the costume design, then drapes (yes, that’s where the name of the job comes from) cloth over a mannequin to mimic the design sketch. Then he marks the cloth at the appropriate places and creates the paper pattern. Having an eye for beauty doesn’t hurt; but great drapers are the perfect blend of “book smarts and talent,” Exton says.

Most importantly, drapers have to have the theater bug. “It has got to be your passion,” Exton says, “because you’re never going to get rich.” The recession hit the arts scene hard: Jobs can be hard to come by, and they don’t pay much. But Exton doesn’t let that bother him. “You can worry about it, but then you say: ‘This is what I love to do.’ ”

THIS JOB: Most drapers have their master’s degrees in costume technology or design, like Exton, or have learned the tools of their trade in the fashion world. You can also learn a lot by teaching yourself with books on sewing and costumes, delving into the vast number of sewing tutorials on YouTube, or by attending a conference, like the annual U.S. Institute for Theatre Technology one (usitt.org). You can volunteer at a theater, or find internship programs like the one at Shakespeare Theatre Co. — Exton’s costume shop usually has three interns. Once you’ve developed your skills, expect to start small, working parttime gigs at local theaters before moving on to big-city, year-round theaters. The first thing you notice when you walk into Tandem’s office in Penn Quarter — one floor down from Sweetgreen’s headquarters — is a tandem bike. It’s a symbol of Tandem’s philosophy, “B.I.K.E.,” which stands for “Be yourself, Innovate, Kindness and Engagement” — principles you’d be hard-pressed to find in the halls of Big Law, though Tandem is home to a number of alumni of large corporate firms. Tandem Legal Group, which opened its doors in March, is a law firm that advises on general business issues, such as raising capital,

The firm’s services are not entirely unique, but its ownership structure is. McDevitt is not a lawyer, and the District is the only jurisdiction that allows law firms to share profits with non-lawyers. Price linked up with McDevitt to form Tandem in 2013. The vast majority of their 20-plus clients do not have an in-house legal team, so Tandem takes on that role for them. “When you’re a startup, people

almost treat you like they’re doing you a favor, like ‘Oh, let me get to it when I get to it,’ ” Tessemae’s chief executive Greg Vetter said of other large and small law ﬁrms the company enlisted before moving all legal matters to Tandem. He even turns to McDevitt for business advice beyond legal issues.

Throwback Style Tandem looks and feels like a startup. All 15 employees work out of a single floor. There are no cubicle walls separating desks, and no suits and ties in sight. But t he bu si ne s s t he y ’re attempting to build — legal services with a business advisory component — is a throwback to what law ﬁrms were a generation ago, before they began growing into global behemoths. According to TMZ, the woman claimed she was in a relationship with Depp at the time, and her lawyer wants Depp to testify that he doesn’t know her, proving that his client is insane.

Model Kate Upton, who has twice covered the Sports Illustrated Swimsuit Issue, told Britain’s The Sun newspaper that she hates her breasts. “I wish I had smaller boobs every day of my life as I love to wear spaghetti tops braless or go for the smallest bikini designs,” Upton said.
