Firefighters in California have rescued 13 ducklings from a storm drain. The San Diego Union-Tribune reported churchgoers called police Sunday after hearing chirping from a drain in Chula Vista. Fire officials said the ducklings may have fallen through a grate while walking in a parking lot. Chula Vista Battalion Chief Rich Brocchini said they would be raised at the San Diego Humane Society’s Project Wildlife until they can survive on their own. (AP)
Workers on an oil rig in the Gulf of Thailand rescued a dog they spotted swimming some 135 miles out at sea, the Daily Mail reported Monday. The brown dog, a male between 3 and 5 years old, spent two nights on the oil rig before being taken to veterinarians in Songkhla, Thailand. Khon Vitisak, one of the workers who saved the dog, hopes to adopt him. “I am looking forward to spending many happy years together with him,” he said. (EXPRESS)

page three ‘It just opens up possibilities’ THE DISTRICT Washing up in a shower with someone’s feces at your feet seems counterproductive. But when you have no home, there aren’t many options for what you eat, or where you sleep and shower. Robb El said that in D.C. homeless shelters and day centers, he’s had to shower while watching where he steps. There’s a lot about being homeless that is dehumanizing, says El, 44, who hasn’t been able to get back on his feet after spending a few months in jail three years ago. “I sleep in a men’s dorm with 60 men who are inches away from me,” he said. He’s seen showers worse than the ones he saw in prison. But last Tuesday, El was almost giddy, because he was about to wash off the grime of homelessness without worrying about getting dirtier. El was waiting his turn to shower at the Downtown Day Services Center operated by the DowntownDC Business

Shower at a new center leaves a homeless man feeling more than clean
The Downtown Day Services Center provides a space for people experiencing homelessness to shower, use computers and do laundry.
Improvement District. The center opened in late February in the basement of the New York Avenue Presbyterian Church, near Metro Center. “When each person comes out, they wipe down the shower and mop down the floor,” El said, after a worker entered the shower with a bottle of cleanser.
El recalled that wasn’t even the case in gyms he’d used in better times. “I don’t want to just say we’re being treated humanely,” he said. “It exceeds the humane level.” In a common room near the shower room, dozens of men and women sat at tables with soft R&B playing in the background.
The music changes throughout the day to accommodate a clientele ranging from young adults to senior citizens. In another room, two washers and two dryers hummed, full of clients’ laundry. Outside the shower, a man grumbled that El was taking the full 30-minute allotment, saying he had to go meet his parole officer. Thirty minutes may seem like a long time. But Montee “Angel” Saunders, a facility assistant and sometime shower timekeeper, said it can be about more than rinsing off. The shower is a warm, sweet-smelling moment of privacy for those with none. “It probably feels so good for them with nobody on top of them,” Saunders said. The shower El took that day left him feeling more than just clean. He described it in almost metaphysical ways. “To me, it just opens up possibilities and portals and dimensions,” he said. “When you’re dirty, it shuts down opportunities, because that’s the first thing that you look at.” He stepped out of the shower room dressed in all black. “Ready for the next episode,” he said. “Like the Dr. Dre song.” KERY MURAKAMI (EXPRESS)

Experts mourn a year without eaglet births Experts said there will probably be no baby bald eagles coming this year from two closely watched nests in the District, as the birds’ breeding season is coming to an end. There are no eggs in the National Arboretum nest of the eagle couple known as First Lady and Mr. President. Nor are there any in the nest of Liberty and Justice on the grounds of the D.C. Police Academy. Dan Rauch, the city’s wildlife biologist, said it’s first year in 20 years without any eagle hatchings in D.C. “Hopefully they’ll bounce back,” he said. (THE WASHINGTON POST)

Five employees at the Capital Gazette were killed in an attack last June.
THE WASHINGTON POST
JOURNALISM Capital Gazette staff stayed silent and somberly exchanged hugs Monday when they learned the Maryland newspaper won a special Pulitzer citation for its coverage and courage in the face of a massacre in its own newsroom. Before the announcement, employees gathered in their newsroom to toast the five staffers who were shot and killed last June in one of the deadliest attacks on journalists in U.S. history. Employees John McNamara, Wendi Winters, Rebecca Smith, Gerald Fischman and Rob Hiaasen were killed in the attack. “It’s definitely bittersweet,” said reporter Chase Cook. “Since it’s so connected to something so tragic, there was no euphoric pop-off of excitement.” The Capital Gazette, based in Annapolis, published on schedule the day after the shooting attack. The man charged in the attack had a long-standing grudge against the newspaper. Capital Gazette editor Rick Hutzell said the paper had submitted entries for five categories, including a joint entry with The Baltimore Sun for breaking news. Although the Capital Gazette didn’t win in any of those five categories, the Pulitzer board awarded it an extraordinary

$100,000 grant to further its journalism with the citation. Nonetheless, Hutzell said he thought the Pulitzer board handled its decision admirably. “Clearly, there were a lot of mixed feelings,” Hutzell said. “No one wants to win an award for something that kills five of your friends.” Washington Post critic Carlos Lozada was named the winner of the Pulitzer for criticism, bestowing journalism’s highest honor on him for his perspectives
on politics and the presidency. Two other journalists affiliated with The Post were also cited by the Pulitzer judges for their work in 2018. Lorenzo Tugnoli, a freelance photographer, won in the feature photography category for his stark and gripping portfolio of images from war-torn Yemen. Darrin Bell, a cartoonist best known for his comic strip “Candorville,” won for editorial cartoons about President Trump and other topics. The South Florida Sun Sentinel won the Pulitzer Prize for public service for its coverage of the school massacre that killed 17 people in Parkland, Fla., and the shortcomings in school discipline and security that contributed to the carnage. The Associated Press won in the international reporting category for documenting the humanitarian horrors of Yemen’s civil war. (AP/THE WASHINGTON POST)
Speeds return to normal on B-W Parkway The speed limit along parts of the Baltimore Washington Parkway in Maryland has returned to 55 mph after it had been dropped to deal with a large number of potholes. In early March, officials with the National Park Service — which manages the parkway — cut the speed limit to 40 mph between MD 197 and MD 32 to make sure drivers slowed down due to the proliferation of potholes. Drivers had compared traveling along the B-W Parkway to “driving on Swiss cheese.” Crews have been working to fix the potholes over the past few weeks. The potholes have hit the D.C. region hard because of record rain levels and temperature fluctuations that have caused road conditions to deteriorate. (TWP)

Prosecutors have dropped a criminal case against a Maryland woman who was charged with assaulting White House counselor Kellyanne Conway during a confrontation last year at a restaurant in Bethesda. A trial for 63-year-old Mary Elizabeth Inabinett was scheduled to start Monday. Instead, a county prosecutor asked a judge to dismiss the charges. Stand right, walk left? Maybe not.

everyone standing on the escalator is lazy and slow, and they would rather everybody walk.” And it turns out that although Washington’s Metro officially adheres to pass-left, stand-right etiquette, there’s ambivalence. From the website: “Stand to the right facing forward. Walk on the left.” But Metro officials at times have played down the official line or flatly contradicted it. Still, thanks to the riders themselves, the “stand right” etiquette is pretty well established in D.C. — to the extent that reminders and other signage are unnecessary, a spokesman said. “Metro customers have done more to determine escalator etiquette than any policy, rule, or sign ever could,” Metro spokesman Ian Jannetta said in an email. “There are places, such as the website, where we note customary behavior with the goal of familiarizing new riders and visitors. … [But] it’s also important to note that, while we recognize the common practice of ‘standing to the right,’ we don’t officially encourage walking on a moving escalator.” Sounds like that’s our job.
METRO The surveillance camera is perfectly placed to show the man walking along a nearly empty Metro platform. He steps sure-footedly across the distinctive hexagonal flooring, moving into place as any waiting passenger would do. It’s easy to miss the white cane he sweeps and taps in front of him with confidence. The man arrives at the bumpy strip of tile meant exactly for this moment: to warn the visually impaired that they are at the brink. He stops, tests his path carefully, seemingly aware of the void inches away. And then, for unclear reasons, he takes a further step and tumbles down onto the tracks. “It’s a very hard video to watch,” said the man’s sister, Syl Higgins, a local fitness instructor. “You hear about things like this all the time, but when it’s your own brother …” Higgins didn’t identify her brother, saying he was too embarrassed to talk about his chilling misstep last Tuesday at Bethesda’s Medical Center station on the Red Line. Luckily, bystanders quickly ran over and pulled the man to safety seconds before a train pulled into the station. “I am so thankful to those people,” Higgins said. Metro officials said the man was taken to a hospital for injuries that were not lifethreatening and released.
The best way to move more people on escalators is for everyone to stand still, a Mississippi State professor claims ANALYSIS It’s that time of the year when tourists flock to the nation’s capital so that Washingtonians can inform them — courteously, kindly, patiently, forbearingly — to “stand right, walk left” on Metro escalators. So perhaps it’s time to renew the perennial question about whether that etiquette actually makes sense. Lesley Strawderman, a professor of industrial and systems engineering at Mississippi State University, says it does not. In an article that appeared last month in The Conversation and Quartz, she says people who walk on escalators slow things down. Strawderman says that in general we’d be better off if people rode two at a time and just stood still. “Stand on both sides of the escalator,” she writes. “Others will follow.” That’s exactly the problem we run into this time of the year. WMATA has more escalators than any other transit system in North America: 618, to be exact. So it stands to reason Metro may also have more people gumming up the works on escalators than any other transit system in North
America. The Guardian calls them “escalumps.” Harried Metro riders have no doubt called them worse. When Greater Greater Washington sponsored a contest on how to improve Metro a few years ago, some requested signs to remind Metro riders to stand right and walk left on the escalators, the website reported. But Strawderman challenges the notion that we go farther and faster by jumping into the escalator’s left lane. She argues that the stand-only principle is better and holds true whenever the system is near peak capacity, regardless of the length of the escalator. She also acknowledges that it’s counterintuitive, not to mention downright annoying for Type A personalities. “My recommendation of everybody standing actually slows some people down,” she said in an interview. “It means you’re on the escalator longer but it still, overall, lets us get more people on and off the escalator in a shorter amount of time.” For starters, Strawderman says only about one in four people is “impatient” enough (her word) to hustle up and down an

escalator. That raises the question of whether it’s sensible to set a policy for a minority when most people are content to let the escalator do the walking. What’s more, an experiment on London’s Underground in 2015 demonstrated that escalators move people more efficiently when everybody goes up two by two and side by side. Capacity increased about 27 percent. Strawderman said her standonly proposal has received mixed reactions. “Some people are excited to learn there’s some science to explain how to get more people on the escalator and get more people through the transportation system,” she said. “But there are others who think the idea of

Scientists print 3D heart with patient’s cells KYODO NEWS VIA AP
FUKUSHIMA, JAPAN The operator of the tsunamiravaged Fukushima nuclear plant began removing fuel Monday from a cooling pool at one of three reactors that melted down in the 2011 disaster, a milestone in what will be a decades-long process to decommission the facility. Tokyo Electric Power Co. said workers started removing the first of 566 used and unused fuel units stored in the pool at Unit 3. The fuel units in the pools located high up in reactor buildings are intact despite the disaster, but the pools are not enclosed, so removing the units to a safer place is crucial to avoid disaster in case of another major earthquake or tsunami. TEPCO said the removal at Unit 3 will take two years, followed by the two other reactors, where about 1,000 fuel units remain in the storage pools. Removing fuel units from the cooling pools comes ahead of the larger challenge of removing melted fuel from inside the reactors, but details of how that might be done are still largely unknown. Removing the fuel in the cooling pools was delayed more than four years by mishaps, high radiation and radioactive debris

Workers at Fukushima hit milestone in wake of meltdowns in 2011
The moving of fuel units began Monday at the Fukushima nuclear plant.
from an explosion that occurred at the time of the meltdowns. Workers are remotely operating a crane built to raise the fuel from a storage rack in the pool and place it into a protective cask. The whole process occurs underwater to prevent radiation leaks. Each cask will be filled with seven fuel units, then lifted from the pool and lowered to a truck that will transport the cask to a safer cooling pool elsewhere at the plant. About an hour after the work began Monday, the first fuel unit was safely stored inside the cask, TEPCO spokesman Takahiro Kimoto said. No major damage
was found on the fuel unit Monday, Kimoto said. The removal, however, raises a storage capacity concern at the plant because the common pool is almost full. Kimoto said TEPCO has made room for the incoming fuel by moving yearsold and sufficiently cooled fuel into dry casks for long-term storage, though further details are being worked out. Experts say the melted fuel in the three reactors amounts to more than 800 tons, more than six times that of the 1979 accident at Three Mile Island, where one reactor had a partial core melt. Researchers at Tel Aviv University used a 3D printer to create a tiny prototype of a human heart using a patient’s own cells, Bloomberg reported Monday. The organ has all the blood vessels and chambers of a normal heart, albeit in one the size of a rabbit’s. The researchers used fatty tissue from a patient and separated cellular material — which was developed into stem cells — from non-cellular material, which became the “ink” used in the printer. Future applications could include creating patches for damaged tissue, or possibly building a complete heart for transplant. (EXPRESS)

Plunging His Pen Into the Dark Heart of 1980s Wall Street With “Junk,â€? the Pulitzer-winning SOD\ZULJKW $\DG $NKWDU H[DPLQHV Ă€QDQFLDO FKLFDQHU\ LQ WKH V Âł DQG KRZ LW VKDSHG WKH EOLQG ZRUVKLS RI DIĂ XHQFH WRGD\ %\ 0LFKDHO 6RNRORYH turns deeply religious. His play “Disgraced,â€? an emotionally raw drama focused on a culturally conicted Pakistani-American lawyer, was awarded the 2013 Pulitzer Prize for drama. Mr. Akhtar’s subject has been the tension between the sacred and the secular — how to honor one’s culture, including its ancient religion, without being imprisoned by it. â€œâ€Ś[H]is new play, “Junk,â€? marks yet another creative turn. The setting is Wall Street in the 1980s and the battle between an entitled old-money establishment and a new wave of aggressive corporate raiders. Like his other work, “Junkâ€? is intensely interested in the issue of identity, but with a twist: There are no Muslim characters.
Pulitzer-winning playwright Ayad Akhtar
“At the age of 7, Ayad Akhtar, the son of two doctors in suburban Milwaukee, was seized by a religious fervor. He began asking his parents to take him to the one mosque in the area, a converted schoolhouse on the city’s Polish south side that they only occasionally attended. He taught himself to pray, and he saw the Prophet Muhammad in his dreams. “His devotion to Islam deepened until he reached high school and encountered a teacher who introduced him to the European Modernists: Kafka, Camus and others. Mr. Akhtar, who is now 46, went o to Brown, got a graduate degree in ďŹ lm at Columbia and then spent a big chunk of his early adulthood, six years, writing a novel in the style of his literary heroes. “What followed was an astounding creative explosion, both in its volume and quality. Over the course of four years, he produced a wellreviewed novel, “American Dervish,â€? a comic retelling of his own childhood, narrated by a boy from a secular Muslim household who
“He had long wanted to write “a very big play about ďŹ nance,â€? but his choice of subject can be taken as a statement: He is not going to be solely deďŹ ned as an ethnic playwright. Having been a decoder of a strain of MuslimAmerican life — middle-class, educated, assimilated, though less comfortably so after 2001 — he has, for now, moved on.â€? “His work, however, is notable for its directness — it is all lean muscle and tension. It’s as if he disgorged all his extraneous words during his European Modernist phase. With 17 characters, “Junkâ€? is bigger in scale than Mr. Akhtar’s previous plays, but it bears his signatures — it is fast, funny, ruthless and dark. (My favorite bit is when the wife of one of the main characters urges him into a can’tmiss investment — for-proďŹ t prisons — as she is nursing her baby.)â€? “Though there are no Muslim characters in “Junk,â€? there are lots of Jewish characters — many of them engaged in behaviors other Jews ďŹ le into the category “bad for the Jews.â€? The ethnic mix in Mr. Akhtar’s work and deadon portrayals are the product of a writer who has dwelled in several dierent worlds. His mother (‌) believed that American Jews were the model immigrants, assimilated enough to make it in the new land but respectful of their traditions. “I don’t think it’s a coincidence that when I got to college all my closest friends were Jewish,â€? Mr. Akhtar said. “From “The Merchant of Veniceâ€? to “Glengarry Glen Rossâ€? to “The Big Short,â€? writers have told stories involving money and commerce. (Mr. Akhtar’s “The Invisible Handâ€? depicted an American ďŹ nancier kidnapped in the Middle East for his investing expertise.) The more
complex the machinations, the more diďŹƒcult the storytelling. “Junkâ€? is a ďŹ ctional retelling of an era on Wall Street when junk bonds, or high-risk debt, were used by corporate raiders to take over companies. Some of the players, including Mr. Milken, ended up in jail. “Mr. Akhtar does not expect every audience member to follow every ďŹ nancial twist and turn, but said, “If the human stakes are understandable, if we understand the action of any given scene — somebody is lying; somebody is trying to steal; there is a vendetta — those basic human interactions will be understood. That was my gambit.â€? “Although his drama is set a quarter-century ago, “Junkâ€? speaks to the present day. Mr. Akhtar believes that all the sound and fury and political chaos of Trump-era America covers for even greater shifts of money and power to the upper classes — and that we are looking in the wrong direction and have been for quite some time. “The new landed gentry are those who manufacture money, who have access to massive amounts of capital,â€? he said. “That’s the strand the play is really following.â€? “The last time we were together, I asked Mr. Akhtar if he ever worried that he should, so to speak, declare a major. “It’s a qualm that drifts in and out of my consciousness, but it doesn’t drive what I do,â€? he replied. “I’m guided by invisible inuences. I’ll hear some odd voice urging me to do this or that, and until I do, I hear that voice.â€?
“This latest work is a progression rather than a departure for Mr. Akhtar. He once again mercilessly examines a faith and culture — in this case, money and Wall Street — and his characters are subject to the pull of a powerful orthodoxy. An idealistic journalist in the story sets out to “torpedo every piety of this new faux-religion of ďŹ nanceâ€? but edges too close and is compromised and subsumed. The drama is not an overt comment on the current political moment, but it is a kind of parable. It implies we have all been co-opted, having traded our healthy suspicion of people with vast wealth for something more like worship. “The whole culture around rights, it’s valuable and it’s important but it’s not really what’s happening,â€? Mr. Akhtar said. Identity politics on both sides, he believes, has the nation “consumed and distracted from the real story.â€? “Money,â€? he said, “is what’s happening.â€? “His interest in ďŹ nance is longstanding. When Mr. Akhtar set o for New York to become a writer, his father, who founded a cardiology practice in Wisconsin, made him promise to read The Wall Street Journal every day. He helped support himself by trading stocks, using as seed money annual stipends of $12,000 or so sent by his parents.

The blaze collapsed the cathedral’s spire and spread to one of its landmark rectangular towers, but Paris fire chief Jean-Claude Gallet said the church’s structure had been saved after firefighters managed to stop the fire spreading to the northern belfry. The 12th-century cathedral is home to incalculable works of art and is one of the world’s most famous tourist attractions, immortalized by Victor Hugo’s 1831 novel “The Hunchback of Notre Dame.” The exact cause of the blaze was not known, but French media quoted the Paris fire brigade as saying the fire is “potentially linked” to a 6 million euro ($6.8 million) renovation project on the church’s spire and its 250 tons of lead. The Paris prosecutors’ office ruled out arson and possible terror-related motives. As the spire fell, the sky lit up orange and flames shot out of the roof behind the nave of the cathedral. Hundreds of people lined bridges around the island that houses the church, watching in shock as acrid smoke rose in plumes. Gallet said, “Two thirds of the roofing has been ravaged.” Late Monday, signs pointed to the fire nearing an end, as lights could be seen through the windows moving around the front of the cathedral, apparently investigators inspecting the scene. Only one of the about 400 firefighters who battled the blaze was injured, officials said. The fire came less than a week

before Easter, amid Holy Week commemorations. As the cathedral burned, Parisians gathered to pray and sing hymns outside the church of Saint Julien Les Pauvres across the river from Notre Dame while the flames lit the sky behind them. Paris Archbishop Michel Aupetit invited priests across France to ring church bells in a call for prayers. French President Emmanuel Macron was treating the fire

as a national emergency, rushing to the scene and straight into meetings at the Paris police headquarters nearby. “I tell you solemnly tonight: We will rebuild this cathedral,” he vowed. “The worst has been avoided, although the battle is not yet totally won,” the president said, adding that he would launch a national funding campaign today and call on the world’s “greatest talents” to help rebuild.
Built in the 12th and 13th centuries, Notre Dame is the most famous of the Gothic cathedrals of the Middle Ages and one of the most beloved structures in the world. French historian Camille Pascal told BFM broadcast channel the blaze marked “the destruction of invaluable heritage.” He added: “We can be only horrified by what we see.” LORI HINNANT AND SAMUEL PETREQUIN (AP)

POLITICS Rep. Ilhan Omar, D-Minn., says she’s faced increased death threats since President Trump spread a video that purports to show her being dismissive of the 2001 terrorist attacks. “This is endangering lives,” she said, accusing Trump of fomenting right-wing extremism. “It has to stop.” Her statement late Sunday followed a statement by House Speaker Nancy Pelosi that she took steps to ensure Omar’s safety. Pelosi also called for Trump to take down the video. Soon after, the video disappeared as a pinned tweet atop Trump’s feed, but it wasn’t deleted. Trump escalated the standoff Monday, tweeting, “Before Nancy, who has lost all control of Congress and is getting nothing done, decides to defend her leader, Rep. Omar, she should look at the anti-Semitic, antiIsrael and ungrateful U.S. HATE statements Omar has made.” Pelosi was among Democrats who had criticized Trump over the tweet, with some accusing him of trying to incite violence against Omar, a Muslim. An upstate New York man recently was charged with making death threats against her. White House press secretary Sarah Sanders defended Trump earlier Sunday, saying the president has a duty to highlight Omar’s history of making comments that others deem anti-Semitic or otherwise offensive. nation+world 90 new cases bring the tally to 555, the highest in five years HEALTH For the third week in a row, U.S. health officials have added dozens of new reports to the year’s list of confirmed measles cases, bringing the total to 555 — already the highest number in the past five years. If the outbreaks aren’t brought under control, public health experts worry that the cases in 2019 will hit a record nearly two decades after measles was “eliminated” in the U.S. The number of people sickened by the highly contagious, potentially deadly disease increased by 90 during the second week of

Iowa reported its first case since 2011. The total so far is the second-greatest number of cases reported since 2000. The Maryland case was in Pikesville in Carroll County. In 2014, the United States reported a record 667 cases, including one large outbreak primarily among unvaccinated Amish communities in Ohio that accounted for more than half of the cases. Last week, New York City officials declared a public health emergency and ordered mandatory measles vaccinations to halt an outbreak among ultraOrthodox Jews in Brooklyn. The six current outbreaks, in California, New Jersey, New York and Washington states, are linked to travelers who brought measles back from other countries, the CDC said. (TWP/AP)

KHARTOUM, SUDAN | Protesters rally outside Sudan’s military headquarters Monday, hours after soldiers attempted to break up a sit-in. Last week, Sudan’s military ousted longtime President Omar al-Bashir following months of protests.

POLITICS The Justice Department said Monday that it expects to release Thursday a redacted version of special counsel Robert Mueller’s report on President Trump, his associates and Russia’s interference in the 2016 election, setting the stage for further battles in Congress. The report, which runs nearly 400 pages without exhibits, has been the subject of heated debate since Attorney General William Barr notified lawmakers last month that Mueller had completed his 22-month investigation. The report’s release to Congress and the public will come days after Barr told Congress he believed “spying” on the Trump campaign occurred during the 2016 election — a statement that buoyed Trump and his supporters. In a four-page letter March 29, Barr said that Mueller “did not find that the Trump campaign or anyone associated with it conspired or coordinated with Russia in its efforts to influence the 2016 U.S. presidential election.” Barr’s letter also said the special counsel withheld judgment on whether Trump tried to obstruct justice during the investigation. The House Judiciary Committee is poised to issue a subpoena for the report’s redacted portions. DEVLIN BARRETT (THE WASHINGTON POST)

EU approves copyright overhaul
People demonstrate in favor of a new copyright directive at the European Parliament in March.
The European Union has approved a copyright overhaul that aims to give more protection to artists and news organizations but that critics say will stifle freedom of speech and online creativity and punish smaller web companies. The EU directive, which the 28 member states are required to adopt as law within two years, got final approval from the European Council on Monday. KELVIN CHAN (AP)
What does the directive say?
The most debated part of the legislation is a section that makes companies responsible for ensuring that copyrighted material isn’t uploaded without permission from the original creator. It puts the legal onus on platforms to prevent copyright infringement — but critics say it will end up having a chilling effect on freedom of expression on the internet.

How will it affect internet platforms?
Some sites would be forced to license music or videos, or make sure they don’t have unauthorized copyrighted material. Critics worry that having to pay for links could create further costs, giving tech giants an edge over smaller companies. Google said last year it spent over $100 million on Content ID, its copyright management system for users on YouTube.
How will it shape internet content?
G
Critics say it could act as censorship and change internet culture. YouTube has warned of unintended consequences, saying that in cases where copyright is uncertain, it would have to block videos to avoid liability. Some consumers worry that the new rules would bring an end to parodies and viral memes that have powered online culture. The EU disputes this.
The music industry and other groups that collect royalties say the revamp will help give writers, artists and creators more protection of their rights and incomes by requiring tech giants such as Apple, Facebook and Google to pay them more for their work. Some authors and artists fear they won’t earn significantly more money but that their creativity will be stifled.

Draft quandary: Try to win now or develop a QB? The draft is always about the future, but for Redskins coach Jay Gruden the future is now. Either the Redskins make the playoffs next season or someone else is coaching these draft picks in 2020. At drama-filled Redskins Park, poor choices are usually made when “group decisions” are complicated by individual desires. And there seem to be divisions among front office leaders. Some want to draft a quarterback or trade the 15th overall selection to Arizona for 2018 first-rounder Josh Rosen.
But Gruden doesn’t feel the team can win right away with a young passer. Some decision-makers favor drafting a receiver who can help now, but Ole Miss’ D.K. Metcalf is the only one worthy of a middle first-round pick. Even then, the Redskins haven’t had great luck drafting receivers over the past 30-plus years, so the thought of them using their first-round pick on a wideout should make fans uneasy. The last elite receiver Washington picked was Gary Clark in the 1984 USFL supplemental draft. The need for offensive playmakers is so great there is even a passing thought of
taking Iowa tight end T.J. Hockenson in the first round to replace ever-injured Jordan Reed. Given that Washington’s current quarterbacks aren’t great deep-ball throwers, it might not be the worst idea. The Redskins need a receiver, tight end, left guard, edge rusher and several defensive reserves out of the April 25-27 draft. They have also looked at every quarterback prospect who might be taken in the first two rounds. Washington needs a good draft to help revive a team mired in mediocrity for the last three years. But it needs marketable stars to resurrect ticket sales, too. Nothing sells tickets more than a QB. The Redskins would probably get more production from a tight end or edge rusher, but draw mostly a yawn from the public watching from home. So, as always, it comes down to bringing in the right QB to revive the team. It’s been that way since they took
Sammy Baugh in 1937. And Gruden doesn’t want to mentor Rosen or a rookie for one season only to have to turn them over to his successor. He wants someone to help the Redskins win immediately, and they desperately need a receiver. While Gruden has a say in the draft room, he doesn’t have the final say. No one wants to admit there is a tie-breaker in the room that includes vice president of personnel Doug Williams, but the guy who signs the checks has used his veto powers before to choose the first-rounder. Through president Bruce Allen, owner Dan Snyder will surely try to find a quarterback for the future. Maybe the team would be better overall this fall with a receiver or pass rusher, but its best long-term hope is finding a passer — no matter how much the war room fights over the pick. Boston Marathon WE GET margin: 2 seconds IT DONE. BOSTON A race of more than 26 miles came down to the final few agonizing yards Monday as Lawrence Cherono edged Lelisa Desisa in the closest Boston Marathon finish since 1988. On the women’s side, the finish was exactly the opposite, with Worknesh Degefa cruising to a comfortable victory. It was the men’s race that brought drama to the 123rd running of the marathons. Nearly out of gas approaching the finish line, Cherono and Desisa dueled with arms and legs flailing, but Cherono had just a bit more left and won in what was very nearly a photo finish. The
unofficial times: Cherono of Kenya in 2:07:57; Desisa of Ethiopia in 2:07:59. Kenneth Kipkemoi, also of Kenya, faded over the final 300 yards or so and was third in 2:08:07. On the women’s side, Degefa, a 28-year-old Ethiopian who was running only her fourth marathon, took control of the race at about Mile 4. With an unofficial winning time of 2:23:31, she easily beat 39-year-old Kenyan Edna Kiplagat (2:24:13), who finished second, and American Jordan Hasay, who was third. Terps’ Fernando, Cowan plan to declare for draft
Walton hired by the Kings days after leaving Lakers
An engineering firm has determined the last historic section of Pimlico Race Course isn’t safe, meaning 6,670 seats in the Old Grandstand’s open-air section won’t be available for the Preakness Stakes on May 18. The Maryland Jockey Club told ticket buyers of the closure in an email Saturday. Pimlico’s website says the seats make up about 17.5 percent of the overall capacity of nearly 38,000 people. An additional 82,000 are estimated to fit in standing room and infield areas. (AP)
Maryland sophomore Bruno Fernando and junior Anthony Cowan Jr. intend to declare for the NBA draft and hire agents, the team announced Monday. Under new rules, college players who sign with an agent can return to school if they remove their names before the draft. Fernando is expected to be a first-round draft pick. Cowan will likely not draw much attention from NBA teams, but he could have other opportunities to play professionally.
The Kings hired Luke Walton as their coach Monday, just days after the Lakers parted ways with him following three losing seasons. Neither the Kings nor Walton waited long following changes. Sacramento fired coach Dave Joerger on Thursday after a 39-43 finish that was the best record for the franchise in 13 years, while Walton was dismissed in Los Angeles a day later when he failed to get the Lakers into the postseason in the first year with LeBron James. Why Nats smash cabbage after wins
Odd ritual that started at spring training makes its regular-season debut
NATIONALS On Saturday, after a come-frombehind 3-2 victory over the Pirates, the Nationals gathered in the clubhouse, formed two teams and passed around a head of cabbage in a relay race until the last person in each line hurled it to the floor. The leafy vegetable has come to define the Nationals’ dramatic wins this season. “The boys like their cabbage,” manager Dave Martinez said. Last Tuesday in Philadelphia, Martinez’s club erased a 6-1 deficit and won in extra innings. When the players returned to the clubhouse, they shuttled around heads of cabbage for the first time during the regular season and smashed them on the floor. Within hours, two companies had started selling Nationals “Cabbage Smash Kids” T-shirts. The tradition began during spring training. On Feb. 17, third base coach Bob Henley assumed
the responsibility of firing up the players. He searched the internet for inspiration and read that it was “National Cabbage Day.” That day, Henley acquired heads of cabbage and gathered some team members, mostly pitchers. He preached the hidden virtues of cabbage and surprised a few players, including veteran starter Jeremy Hellickson, who “had never looked at cabbage that way before.” “Cabbage is very versatile, and it sticks together,” Hellickson said, even though the players ended this exercise by spiking the symbol of solidarity into smithereens. That day in camp, the pitchers were the only ones who relayraced, so closer Sean Doolittle’s favorite part about last week’s comeback against the Phillies was getting the hitters involved. “It’s a good, healthy way to get our vegetables in after a game,” Doolittle deadpanned. He added: “It’s a fun thing. … And the message is about being able to pick your teammates up.” SAM FORTIER (THE WASHINGTON POST)

Dietary science seems to flip-flop daily. Here’s how to decipher the latest news. NUTRITION It’s frustrating when nutrition studies seem to contradict earlier ones: “Are Eggs Good or Bad for You? New Research Rekindles Debate,” The Associated Press wrote in mid-March. It may seem that dietary science is changing every day, but that’s not really the case. Take, for example, saturated fat. There are studies that suggest it increases cardiovascular disease risk, and studies that suggest it doesn’t. Why the apparent contradiction? “Nutrition research is not wellfunded,” says David Jenkins, Canada Research Chair in Nutrition at the University of Toronto. For that reason, research trials usually have only 70 to 120 subjects. Small studies don’t provide powerful results, so researchers repeat the same small study many times, then group similar studies together in a meta-analysis. “We pool data and come up with a moderately big study and reliable result,” Jenkins says. Imagine a small study is replicated many times. One research
team may discover something that contradicts the commonly accepted science. When pooled in a meta-analysis, it won’t really skew the results. But as a stand-alone study, it may make headlines. Base your nutrition decisions on the weight of evidence, not the trend of the day. That’s true for the saturated fat debate. There are good studies that indicate there’s no link between saturated fat and heart disease, but the vast majority of the evidence supports the connection. Jason Riis, a cognitive psychologist and senior research fellow at the University of Pennsylvania, says, “By all means, read dissenting views, and continue to look at evidence, but following opinion of the vast majority of experts on a scientific issue is generally a very good bet to make.” It is also easier to understand nutrition research when you know more about the different types of studies. The gold standard for evaluating cause and effect is the randomized control trial (RCT), where participants are divided into separate groups that undergo
Read beyond headlines The next time you see a headline about a study that seems to contradict nutritional norms, scrutinize the story carefully. different regimens. But it’s not always possible to do RCTs because they’re expensive and it’s hard for people to follow strict diets. Instead, researchers often rely on correlational studies, which tell us if two things are related in some way. A major problem with this is controlling for outside variables. With saturated fat, researchers try to control for factors like income and exercise, but can never account for all variables. Correlational studies leave

more room for interpretation than RCTs. Personal bias, funding sources or pressure to succeed can creep into a researcher’s work and affect the results. Another possible influence is social conformity. “Researchers care about speaking the truth in their area of expertise, but they also care about how their peers and audience will value their ideas,” Riis says. Just as scientists must try to deal with their own biases, laypeople should, too. If you believe a certain idea to be true, you probably seek out information that aligns with your perspective. You can try to overcome this by reading different interpretations of the same science and by listening to all perspectives. “If you’re really going to try to understand the science,” Riis says, “you have to keep thinking about it, read new evidence, talk to more people and be ready to update your beliefs.” CARA ROSENBLOOM
Make tasty popcorn on your stove While movie theater popcorn is loaded with fake butter, stovetop popcorn can be very nutritious. Popcorn is low in calories and full of fiber and antioxidants. When making it at home, use coconut, avocado, olive or grapeseed oil. Put the oil in a pan on medium heat so it doesn’t burn. Add the popcorn and cover. After a minute, shake the pan and tip the lid slightly to let steam escape so it doesn’t make the popcorn soggy. Shake constantly so the unpopped kernels make their way down to the hot oil and the popped ones rise to the top. Pour the top layer of popped corn into a bowl as it is ready, giving the unpopped kernels more room. While the popcorn is still steaming, sprinkle on your favorite toppings. fit+wellness The brother beyond the wall Q. My brother has cut me
BEN CLAASSEN III (FOR EXPRESS)
and my family out of his life after a disagreement. He didn’t acknowledge my son’s birth, tell me he got married or acknowledge the gifts we sent when he had a child. My parents think he’s taken it too far but won’t tell him that out of fear of repercussions. Do I just accept that my family is essentially split in two?
DR. ANDREA BONIOR | BAGGAGE CHECK
Hey, they were my friends first! Q. I’m 28 and have a close set of friends. I have a new-to-thearea co-worker who’s smart and funny, so I welcomed her into this group and everyone hit it off. But lately I have gotten a vibe from her that she wants to do things with my friends without me. Part of this is because they share an interest in a type of music I am not into, but I feel like she is trying to poach my friends. I feel hurt but also sort of petty about this. I know this stings, but with a whole group to choose from, it might be time to start cultivating individual relationships rather than over-focusing on the in-versus-out mentality. They share taste in music; what activities of your own might you share with one or two of them? It could be that the casual hangouts were not meant to exclude
you — perhaps there was a logistical or communication kink — or yes, it could be that there’s more deliberate poaching going on. Either way, your best bet is to keep initiating social experiences you want to have, and keep nourishing the particular connections that you most enjoy. View it as a question of who best fits you — rather than whether you fit in.
At some point, acceptance of this — and letting yourself grieve it — will help you regain control and protect yourself from false hope. For clarity, it could be worth one last reconciliation attempt. Not that you owe him that, but it would be your chance to let him know that you need to move forward. You could say that you still want your families to be in each other’s lives, it saddens you you’re not, and you’re willing to work with him to move forward together. But that this will likely be the last time you reach out for a long while because it hurts too much otherwise. If it’s a final no, you’ll need to accept your parents’ choice as well — and give yourself permission to protect your feelings by focusing on your own family’s relationship with them, even if it means an embargo on the painful topic of his family. FILM Elisabeth Moss wants to go to an honest place. As Moss tells the story, she was shooting a scene at the Lincoln Memorial for the third season of “The Handmaid’s Tale” when she looked down at her feet and saw the engraved space honoring the Rev. Martin Luther King Jr.’s landmark “I Have a Dream” address. Then, in her red handmaid’s cloak, she knelt down on the marker. Moss, who has forged her character Offred into a feminist icon, didn’t shy away from recognizing the link between the show and some of the political and social issues unfolding in the country. She even calls it cathartic. “I don’t know how many people have this experience of being in that costume on those steps,” she says, “with the president a few blocks away making massive decisions that will affect immigration and the freedom and rights of many citizens.” If the red cloak is now the international protest symbol for women’s issues — whether it’s in support of reproductive rights abroad or against a Supreme Court nominee in the United States — then Moss, or her character, is the face of that t
branch of the resistance. It’s a role she admittedly wishes she didn’t have to take on, but she says she remains honored for the responsibility in the “really unusual circumstance.” “How would that feel for you?” the 36-year-old actor says, calling the situation “nuts.” “The fact that it’s entered the culture the way it has is incredibly unusual. I wish it was fantasy. I wish it was ‘Game of Thrones,’ you know? I wish it was like, ‘This is crazy!’ “But unfortunately, it’s not.” While “The Handmaid’s Tale” is her most celebrated role, Moss will tell you that her next film, “Her Smell” —which hits the D.C. area Friday — was the hardest thing she’s ever done. Alex Ross Perry’s film is an addiction-fueled love letter to the highs and lows of ’90s punk rock, and that subject matter put Moss — who grew up with jazz and blues musicians for parents and adored Paula Abdul — squarely out of her element. “Nirvana wasn’t my thing at all. I just skipped right to Britney Spears,” she says. “That was my journey. I mean, how do you get better than that?” Becky Something, Moss’ character in the fictional biopic, is the toxic, self-destructive frontwoman of the riot grrrl feminist punk movement. She is less Courtney Love and more Kurt Cobain, as well as Amy Winehouse, Marilyn Monroe and James Dean — those who struggled with a life

of incredible fame mixed with crippling addiction. “In one sitting, she achieves what she does season upon season on TV — creating a multiyear narrative for her characters,” Perry says. Moss’ striking range was apparent during last month’s South by Southwest festival. One night she was Kitty, the vain, gossipdriven housewife who drowns her insecurities in rosé in “Us.”
The next, she was hard-living Becky. She says she played four different characters in less than five months last year. “It’s not rocket science to me,” she says. “My job is, in a sense, ridiculous. I put on costumes and hair and makeup and pretend to be other people. Then, there’s a hundred people that are in on the game and also playing with you. It’s ridiculous.”

Franklin wins posthumous Pulitzer Prize AWARDS Aretha Franklin is still getting R-E-S-P-E-C-T after death: The Queen of Soul received the Pulitzer Prize Special Citation honor Monday, becoming the first individual woman to earn a special citation prize. The Pulitzer board said the award was given to Franklin for her indelible contribution to American music and culture over more than five decades. Franklin died Aug. 16 at her home in Detroit from pancreatic cancer at age 76. The Pulitzer board most recently awarded a special citation prize in 2010 to Hank Williams, the country music legend who died in 1953. From the arts world, other recipients include Duke Ellington, Bob Dylan, John Coltrane, Thelonious Monk, George Gershwin and Ray Bradbury. David W. Blight’s “Frederick Douglass” was named the best work of history Monday, while the biography prize went to Jeffrey C. Stewart’s “The New Negro: The Life of Alain Locke.” Richard Powers’ innovative novel “The Overstory” won for fiction. The drama prize went to the play “Fairview,” by Jackie Sibblies Drury, and Eliza Griswold’s “Amity and Prosperity: One Family and the Fracturing of America” won for general nonfiction. Ellen Reid’s opera “p r i s m” was given the music award, and Forrest Gander’s elegiac “Be With” won the poetry prize. MESFIN FEKADU AND HILLEL ITALIE (AP)
