What kind of regulations, if any, would Congress need to enact to support the transition? If a text message to 911 is delayed and someone dies, who is legally responsible? And who will pay for the new system? The cost of upgrading 911 across the country over the next 20 years could be $9.1 billion, according to a 2009 Department of Transportation study. The future of 911 can be seen in a pilot emergency-text-message program in Black Hawk County, Iowa. So she pulled out her cell and started thumbing. â&#x20AC;&#x153;911 . . . pls noww man with gun,â&#x20AC;? she wrote in a text message. The plea went out to her mother, father and four friends. But dispatchers at the 911 call center never got it. The emergency line is not equipped for text messaging. The growth of technology has left 911 behind. Although people
can send a text to vote for the next American Idol, they canâ&#x20AC;&#x2122;t send one to report the East Coast Rapist in Prince William County or almost anywhere else. Modernizing 911 has taken on renewed urgency as the 10th anniversary of the Sept. 11 terrorist attacks approaches, but actual progress is slow. The Federal Communications Commission regulates the 911 number, and FCC officials say they plan to propose rules this year on how to begin the upgrade. â&#x20AC;&#x153;The shift that we need to make from analog to digital 911 is by far the most important change in 911

The Arlington County emergency communications center recently completed a $38 million upgrade in anticipation of a digital 911 network. And Virginia Tech, where Seung-Hui Cho opened fire on campus in 2007 and studentsâ&#x20AC;&#x2122; 911 texts went nowhere, has sought to change its 911 system. The campus will be part of a new regional authority that will handle emergency calls, which four dispatch centers have done. Sara Wilson was halfway through her errands Friday when she dropped off her second bike of the day at Union Station. “I’m probably the only person riding a bike around town with a 5-pound rack of lamb in my backpack,” she said, shifting her shoulders in discomfort, “and I don’t think I put it in there right.” Wilson had used a bike from the Capital Bikeshare program to pedal over to Eastern Market. Lamb in hand, she used another bike for the return trip, leaving it at the bike station on Columbus Circle just up the street from the Securities and Exchange Commission. Later she thought she might use her third bike of the day for a trip to Woodley Park. “It’s changed my life,” she said as she slipped the bike into the docking station. Her husband, an avid cyclist, bought Wilson a membership in the bike-share program as a Christmas gift. “I’ve been scared of biking forever,” she said. “Now my comfort level is creeping up. It’s an easy bike to ride. It handles the road well. It’s definitely not like a sexy thing, but you can ride it wearing a business suit without any trouble.” More than 300,000 rides have been logged since the program launched Sept. 20, and people were

When they said the Capitals couldn’t play defense, coach Bruce Boudreau traded his offensive style in for a defense model. When they said captain Alex Ovechkin was a one-trick scoring pony, he became a more responsible player in his own end at the expense of his stats. So, naturally, the last wrong to right — accusations the Capitals couldn’t play playoff hockey — were put to rest with Saturday’s 3-1 win over the New York Rangers.

The Capitals came out flying, scored the series’ only first-period
goal and never looked back. “They played probably the best period of their career this year in the first period,” Boudreau said. Washington’s round one win is also the first playoff series win of the Ovechkin captaincy era. “Last year when we have the lead 3-1, we thought it was over and was a little relaxed,” Ovechkin said. “Right now everybody focusing and nobody have any relaxes.” As of Sunday morning, the Caps and Detroit Red Wings had ended their respective first-round bouts. So rather than grind out two more games, the Capitals will enjoy

For fans of TV’s “Friday Night Lights,” the sight of a groggy Taylor Kitsch is a familiar one. On the acclaimed small-town Texas drama, Kitsch plays the hard-drinking Tim Riggins, who perpetually rolls out of bed bleary-eyed. The reason Kitsch was a little sluggish at a recent morning interview at a Manhattan hotel, though, is that he had been working late the day before on the movie “John Carter of Mars” and then flew overnight to New York for the Tribeca Film Festival screening of his latest film, “The Bang Bang Club.” In it, Kitsch plays South African war photographer Kevin Carter, whose work in early 1990s Sudan earned him a Pulitzer Prize. Carter killed himself in 1994. Kitsch’s portrayal of Carter — at turns brilliant and self-destructive — is a promising sign of the actor’s budding movie career. The f ilm, which also stars Ryan Phillippe, is based on photographer Greg Marinovich and Joao Silva’s book “The Bang-Bang

7 J_c[ je Iem M_bZ EWji John Oates revisits the roots music of his youth on a solo effort John Oates says he’s starting “Part Three” of his life with the release of a new album that explores his old passion for blues and roots music. It’s a different kind of place for the 62-year-old, who first found fame in the 1970s and ’80s as half of the iconic pop duo Hall & Oates. For instance, he recently signed on for a couple of shows with the Avett Brothers — as the opening act. “Getting to open for them is kind of a strange place to be, but I think it’s amazing,” Oates said. “They’re big fans of Hall & Oates. I think I just have a great opportunity to reach a new set of people [who] don’t know much about me.” Oates talked with The Associated Press about his album “Mississippi Mile,” released April 11. You’ve recorded some classic songs that aren’t immediately

recognizable, because you’ve used different approaches to them. How did you come up with the idea for the album?
It started out with the song “All Shook Up.” I don’t know what happened. I started playing “All Shook Up” in a minor key — it was originally in a major key — in kind of a Delta blues style. I thought, “Wow, that’s cool.” I just liked the sound. This is a song I sang when I was a kid. Then I thought, “Well, what

With Hall & Oates, honestly, after years and years of playing the same material, it’s easy to coast. I can coast through a show. Not that I don’t care, but I can just do it. I don’t like to feel like that, because I still play with passion, but there was something else I needed to go to, another level that I felt I could personally go to. The guys down here, playing with Sam Bush and Jerry Douglas, introduced me to that level and I said, “You know, if I’m going to enter that world, I need to step it up.” And it was a real challenge for me, and I like a challenge, so I went for it. What’s the status of Hall & Oates?
We do about 30 to 35 shows a year. We do it when we want. ... Our mantra is “fun and interesting.” If we think it’s fun and interesting, then we’re interested. If it’s not, then we don’t do it. Stars, Facts Align Against Persecuted Child Actress Actress Lindsay Lohan has been sentenced to 120 days in jail and 360 hours of community service for violating her probation after a DUI arrest in 2007, according to Us Weekly. She has also been charged with stealing a necklace, and her trial for that misdemeanor is set for June 3. Her bail was posted at $75,000. Lohan’s lawyer, Shawn Holley, immediately filed an appeal.
