Obama Goes After College Vote President pitches his plan to lower rising costs of student loans

9^Wf[b >_bb" D$9$ President Obama went after the college vote Tuesday, pitching cheaper student loans as he courted the one age group where he has a decided advantage over Republican rival Mitt Romney. The twist? Romney, too, has endorsed the idea, though it’s unclear whether deficit-leery Republicans in Congress will go along. In the race for the White House, both the Obama and Romney campaigns see huge opportunities to court younger voters. This week, their efforts are focused on the millions of students — and their parents — who are grappling with college costs at a time when such debt has grown so staggering it exceeds the totals for credit cards or auto loans. Trying to make it personal, Obama told students at the University of North Carolina that he and first lady Michelle Obama had

“been in your shoes” and didn’t pay off their student loans until eight years ago. “I didn’t just read about this. I didn’t just get some talking points about this. I didn’t just get a policy briefing on this,” Obama said. “We didn’t come from wealthy families. When we graduated from college and law school, we had a mountain of debt. When we married, we got poor together.”
Obama’s emphasis on his personal experience set up a contrast with Romney, whose father was a wealthy auto executive. It’s a point the president is sure to return to during this summer’s campaigning. T hough bot h Oba ma a nd Romney have expressed support for freezing the current interest rates on the loans for poorer and middle-class students, lawmakers are still exploring ways to pay for the plan. The timing is important because the rate will double from 3.4 percent to 6.8 percent on July 1 without intervention by Congress, an expiration date chosen in 2007 when a Democratic Congress voted to chop the rate in half. Federal prosecutors brought the first criminal charges Tuesday in the Gulf oil spill, accusing a former BP engineer of deleting more than 300 text messages that indicated the blown-out well was spewing far more oil than the company was telling the public at the time. Two years and four days after the drilling-rig explosion that set off the worst offshore oil spill in U.S. history, Kurt Mix, 50, of Katy, Texas, was arrested and charged with two counts of obstruction of justice for allegedly destroying evidence. Federal investigators have been looking into the causes of the blowout and the actions of managers, engineers and rig workers at BP and its subcontractors Halliburton and Transocean in the days and hours before the April 20, 2010, explosion. But the case against Mix focuses only on the aftermath of the blast, when BP scrambled for weeks to plug the leak. Even then, the charges are not really about the disaster itself, but about an alleged attempt to thwart the investigation into it. Prosecutors also said BP gave the public an optimistic account of its May 2010 efforts to plug the well via a technique called a “top kill,â€? even though the company’s internal data and some of the text messages showed the operation was likely to fail. Frustrated Europeans Tire of Austerity As crisis wears on, voter backlash may recast region’s future 8hkii[bi For more than a year, European Union officials seeking to solve Europe’s debt crisis have been baying for austerity, austerity and more austerity. Now the people of Europe are taking their backlash from the streets to the ballot box — possibly forcing a change of direction. Governments have fallen, more are at risk and, in some places, a stark streak of nationalism seems on the rise that could swing Europe deeper into a fortress mentality. At stake is the future of Europe, where countries rich and poor are struggling with mountains of debt and moribund economies — a toxic combination that often seems to
require contradictory remedies of belt-tightening and economic stimulus.

voters may be wise to reject unrelenting cuts. But in their desire to avoid pain, they may also be prompting politicians to put off decisions that Europe must make to remain competitive globally. Many experts say that labor markets must be reformed, for example by making it easier for employers to hire and fire workers, in order to spur investment and halt the trend of ballooning unemployment. Growing fears about globalization have caused many governments to promise to cool their commitment to free markets. On Tuesday, German Chancellor Angela Merkel was still defending her insistence on austerity. “If you at home talk about how you want to shape your life tolerably, then one of the first conditions is that you somehow get by with what you earn,” Merkel said. Sunday Liquor Sales Proposed Graham may suggest lifting D.C. ‘blue law’ to raise tax dollars MWi^_d]jed For a place as allegedly cosmopolitan as the District of Columbia, residents and visitors here have long had to endure one arena of low-grade moralizing: The District has long prohibited the sale of liquor for off-premises consumption on Sundays. With that “blue law,” the District joins a dwindling number of states — which currently includes Connecticut, Indiana, Minneso-
ta, South Carolina, Tennessee and Texas — in banning package liquor sales on Sunday. That could soon end. D.C. Councilmember Jim Graham, D-Ward 1, said Monday he is likely to recommend allowing Sunday sales for holders of Class A (liquor store) licenses as part of the city budget. The additional $710,000 in sales tax revenue that would be generated by dropping the restriction would go some way toward the $3.2 million Graham needs to find to kill Mayor Vincent C. A meeting to gather the stakeholders involved in paying for the second phase of Metro’s Silver Line has been pushed back by a week because some officials are out of town. Transportation Secretary Ray LaHood had called last week for those involved in the project — Loudoun and Fairfax counties, Metro, Virginia, and the Metropolitan Washington Airports Authority — to hold a meeting to figure out how to keep the project on track. The first phase of the new Silver Line is under construction and expected to be completed in August 2013.
Residents in some neighborhoods have long resisted any move that could increase loitering and bad behavior outside corner liquor stores. Also, liquor laws like this typically get loosened when the government really needs the money. The amount of tax dollars at stake for Sunday liquor sales is not a whole lot in the grand scheme of municipal budgeting. (T WP)

Five people are dead in Prince George’s County of suspected carbon monoxide poisoning. County fire spokesman Mark Brady says the five people were found Tuesday inside a home in Oxon Hill. Two of the people were found by a family member who showed up at the house to check on the occupants’ welfare. Firefighters responded and found three additional bodies. Brady says firefighters detected extraordinarily high levels of carbon monoxide in the home. A police spokesman said there was no immediate indication of any foul play. (AP)

Guarded Response Officials tread carefully in reacting to the Secret Service sex scandal ÉJ^_i ?i Dej J^[ <_hij J_c[Ê Some Secret Service employees accused of misconduct in the Colombian prostitution scandal are contending their conduct wasn’t a firing offense because senior managers tolerated similar behavior on past trips, according to people familiar with their thinking. Several of the men who agreed to resign are considering fighting to keep their jobs, people knowledgeable about the case said. “This is not the first time,” said an agent not implicated in the matter, remarking on the Secret Service’s history of partying. The prospect of agents sharing such tales — including what some called a similar trip to Buenos Aires while protecting former President Bill Clinton in 2009 — could bring the agency more anguish. Panetta said he had “no tolerance for that kind of conduct.” The incident is similar, but unrelated, to the Colombian scandal. Secret Service Director Mark Sullivan has launched an investigation into the Cartagena incident and requested an independent probe. Sullivan also briefed key members of Congress who left no

The widening Secret Service prostitution scandal has touched off a delicate dance in Washington. People are loath to criticize an agency whose employees are trained to take a bullet for the people they protect. Members of Congress pressing for the juicy stories risk reviving — or having revealed — some of their own. Yet all parties claim to want the truth about the extent of sworn officers of the nation’s premier law enforcement agencies hiring Colombian sex workers ahead of President Obama’s visit there and whether national security may have been compromised. Spinning the facts as they emerge poses more risk: The Secret Service and the military are supposed to be above politics, dedicated to protecting presidents, their families and the nation. “Sure, it creates a problem for President Obama. It adds to the sense that Washington is broken. But if the Republicans try to make this a point in their arguments, they are making a big mistake,” GOP strategist Karl Rove said on “Fox News Sunday.” Two dozen Secret Service personnel and military enlistees preparing for Obama’s visit to Cartagena have faced scrutiny for cavorting with prostitutes. Nine Secret Service agents had been let go over the incident, including three more on Tuesday, and two others have been cleared of misconduct, said Rep. Peter King, R-N.Y. doubt they would hold public hearings should they find his investigation insufficient. For now, there’s no complaint about the swift pace of the fallout or Sullivan’s thoroughness. But there’s been much discretion, strategic question-asking and even notable silence from some mem-
bers of Congress, uncharacteristic restraint in a tense election year sizzling with gender politics. Asked how much responsibility Obama should be taking for the scandal, House Speaker John Boehner demurred, saying he’s interested right now in finding out just what happened in Cartagena.

For any president, a Secret Service scandal creates discomfort. Members of the elite agency help the first family feel safe in the public glare. It’s a fairly intimate relationship, first lady Michelle Obama, shown with President Obama, said last year. The first family playfully argued at the dinner table over their favorite agents, she said. “We love our detail,” Mrs. Obama said in October. “For us, it’s like having family around.” The Secret Service also shadows presidential candidates, and Republican front-runner Mitt Romney, left, is also said to be close to his detail. (AP)
Obama has urged a rigorous investigation. Republican frontrunner Mitt Romney suggested a lack of leadership led to the scandal and left no doubt what he’d do if it had happened on his watch. “I’d clean house,” Romney told radio host Laura Ingraham. “The right thing to do is to remove people who have violated the public trust and have put their play time and their personal interests ahead of the interests of the nation.” (AP)

Do-or-Die for the Caps Washington shoots to defy history with a Game 7 win in Boston
(&&. 3-2 OT loss to
Philadelphia: A tripping penalty to defender Tom Poti put the Flyers on a power play where Phildadelphia won the game on a goal from Joffrey Lupul. Caps fans to this day are still incensed over a potential goaltender interference call that was not administered on the goal.
J^[ 9Wf_jWbi For the fourth time in five playoff appearances, the Capitals are facing the dreaded Game 7. The difference this year is that Washington should be used to a “do-or-die” mentality after its furious push just to make the postseason. Boston’s Tyler Seguin forced the decisive matchup with his overtime goal in Sunday’s Game 6 at Verizon Center. So instead of eliminating the Bruins at home and moving onto the second round of the Stanley Cup playoffs, the Capitals will head to Boston trying to defy a history of losing in Game 7.
FIRST ROUND
In the past four seasons, Washington has played in four Game 7s, and is 1-3 in those games. “It’s tough, but we still have a chance on [tonight],” forward Nicklas Backstrom said. “We are just going to refocus and play our best game in Boston.” Washington will be looking to lean on nearly two months’ worth of “playoff hockey” to propel them through Game 7. Since the start of February, it could be argued the Caps have needed to play a style seen in Game 7s nearly every single night to stay in playoff contention. Whether or not that experience of 15-plus games of “do-or-die” hockey will pay off remains to be seen. Coach Dale Hunter believes past seasons’ playoff failures may have helped develop a stronger team this year. “Any experiences you get in the playoffs, it just adds to you,” he said. “You know what to expect. Game 7s are exciting games because it’s
6-2 loss to Pittsburgh: Washington managed a Game 7 win in the first round against the New York Rangers, but in the second round disappointment reared its head again. After surviving overtime in Game 6 in Pittsburgh, the Capitals fell flat in a much-hyped Game 7 between Alex Ovechkin and Sidney Crosby. An early breakaway by Ovechkin was denied by goalie Marc Andre Fleury and from there the Penguins dominated to a 6-2 win.

The Bruins’ Tyler Seguin scores past Caps goalie Braden Holtby in overtime of Game 6 at Verizon Center, setting up Game 7 in Boston.
B[ii e\ El_ It turns out Alex Ovechkin is not thrilled with getting less ice time in the playoffs. Less than a week after saying “it doesn’t matter” if he’s on the bench for long stretches, the two-time NHL MVP acknowledges after Tuesday’s practice that “of course, sometimes I get angry I didn’t play.” The Capitals’ captain also says that “if it’s good for the team, you have to eat it.” Ovechkin played a career playoff-low 15½ minutes in Game 5 of Washington’s first-round series against the Stanley Cup champion Boston Bruins. The teams are tied at three games apiece heading into Wednesday’s Game 7 at Boston. Capitals coach Dale Hunter said circumstances — including who is leading or which lines Boston uses — dictate Ovechkin’s minutes. (AP)
do-or die for both teams, and they’re awesome to play in.” Meanwhile the Bruins, last year’s defending Stanley Cup Champions, won three Game 7s en route to their title victory. From the start of the series, it’s been too close to call despite the Bruins being named heavy favorites. For the first time in NHL history, one goal has been the margin of victory in six of the seven games played. “I think both teams are heading into Game 7 with the same kind of confidence,” Bruins coach Claude Julien said. “They’ve beaten us twice in our building, and we’ve beaten them twice here [in Washington]. For us, it’s time to take advantage of that home ice that we’ve fought hard all year to get, and we have to make it count.” REED S. ALBERS (FOR E XPRESS)
2-1 loss to Montreal: Washington ran wild through the NHL in the regular season and took a 3-1 series lead in the first round of the playoffs against the eighthseeded Canadiens. But Habs goalie Jaroslav Halak led the Canadiens on a comeback Caps fans won’t soon forget. Montreal stymied Bruce Boudreau’s high-flying offense, and the series loss began the shift from offensive hockey to today’s grinding style employed by Dale Hunter’s Caps. R.A.

Wizards’ Grunfeld Wins New Deal Team president will continue rebuilding the lowly franchise

petitive next year,” said Grunfeld, whose contract was set to expire after this season. He was hired in June 2003 to run the Wizards, and with the help of All-Stars Gilbert Arenas, Antawn Jamison and Caron Butler — all acquired by Grunfeld — the team made four consecutive playoff appearances. But with a downslide that included Arenas’ legal trouble for bringing guns into the locker room, Grunfeld essentially started to
rebuild again from scratch. The retooling included constructing the team around point guard John Wall, taken by Grunfeld with the No. 1 overall pick in the 2010 draft. Before this season’s trading deadline, Grunfeld shipped talented-but-slow-to-mature young players JaVale McGee and Nick Young. In exchange, the Wizards added Brazilian big man Nene. “I think we’ve really made some good progress,” Grunfeld said. “I’m excited about being a part of it moving forward.” (AP)

With Ernie Grunfeld’s return as Wizards president official, the next decision for owner Ted Leonsis — and Grunfeld — is deciding who will be the coach going forward. Randy Wittman has gone 16-31 since replacing former coach Flip Saunders on Jan. 24 and the team has made strides in recent weeks, winning six of its past eight games. “I don’t really worry about that,” Wittman said before the Wizards’ 101-73 win over the NBA-worst Bobcats. “I’m a coach that’s going to go out, and I’m going to do the best that I can.” (T WP)
It’s official: Andrew Luck will be the No. 1 choice in Thursday night’s NFL draft. Rather than keeping the NFL’s worst-kept secret under wraps until Luck’s name rolled off the lips of commissioner Roger Goodell, general manager Ryan Grigson decided there was no reason to delay the inevitable: Luck will become the successor to Peyton Manning as
Indianapolis’ quarterback and the new face of the franchise. “We didn’t see the point in prolonging what the world already knows,” Grigson told reporters Tuesda. “It’s about Andrew, and we wanted to do the right thing by him.” The decision is no surprise. Last Wednesday, Grigson said the Colts had made a decision about whom to take with the first choice but declined to say whether it would be Luck, the Heisman Trophy runner-
up, or Robert Griffin III, the Heisman winner. Less than 24 hours later, the Associated Press learned that the choice would be Luck barring an unforeseen accident. The Stanford quarterback plans to have his entire family in New York on draft night. He’ll fly to Indianapolis on Friday, where he will take questions from local reporters and then meet fans at Lucas Oil Stadium, his new home field. MICHAEL MAROT (AP)

J^[ M_pWhZi The question put to Wizards president Ernie Grunfeld was simple and to the point: Does he feel he deserved a new contract? The Wizards, after all, are wrapping up a fourth consecutive season of far more losses than wins. Grunfeld’s response Tuesday was direct, too. “The important thing,” he said, “is Ted felt that.” That was a reference to Wizards owner Ted Leonsis, whose decision it was to keep Grunfeld in place. Leonsis did not attend Tuesday’s news conference announcing the move but said in a statement released by the team: “Ernie has led the charge to rebuild and change the direction of the Wizards.” Washington is 86-224 over the last four seasons, including 18-46 in 2011-12. That’s the second-worst record in the NBA, despite a current streak of four wins in a row. “This is Year 2 of a three-year rebuild, so we’re moving to a direction where we want to be more com-

All You Can Watch When the Mega Millions jackpot hit a record $640 million last month, I thought as much about what I would do with the money as I did about whether I would take the smaller lump sum or the yearly payouts. I didn’t win, so my dream of putting my favorite shows on a network where ratings don’t matter will have to wait. Then I remembered that “Arrested Development” is coming to Netflix next year, which is sort of 8o HkZ_ like saying we all won =h[[dX[h] the lottery. Last week, Netflix announced that all 10 new “Arrested Development” episodes will premiere simultaneously, like a lump sum of frozen Bluth bananas. Fans can devour them all at once or wait, creating their own viewing schedule. The move acknowledges a shift in overall viewer habits since “Arrested Development” went off the air in 2006, while also recognizing that the marathon method is likely how most fans saw the show in the first place. I watched in spurts when it originally aired on Fox, but I didn’t see the series in full until years later, on DVD. So, in this case, there’s no deliberation: I’ll take my “Arrested Development” in a lump sum, please. For more of Rudi’s thoughts, follow him on Twitter: @rudi_greenberg.
Comedic voice actor Jon Benjamin goes on tour after his ‘Van’ show was canceled 9ec[Zo Jon Benjamin had a van, but it’s gone now. More specifically, Jon Benjamin had a TV show called “Jon Benjamin Has a Van,” until Comedy Central canceled the mock news show after just one season. He had already booked a tour to prepare himself for season 2 when he got the bad news. Now, Jon Benjamin Has a Tour — a seven-city jaunt that puts the 45-year-old comedian and voice actor on the road for a rare string of stand-up gigs. Best known for his distinctive baritone — as the voice of several cartoon characters; see below — Benjamin shows off his dry, absurd and sarcastic humor at the Black Cat on Wednesday. Are you ready for the tour?
No, I just don’t want to do it anymore. I don’t, but I will. I have to get myself psyched up, I have to get my psych-up outfit on.
Touring is the first step, then I think just being nice to people. I have to stop saying “[Expletive] you” to every fan that comes up to me.
Will there be any videos?
[Me and my “Has a Van” co-stars Leo Allen and Nathan Fielder] did a show at Sketchfest in San Francisco this year, so we’ll use that as a template. We showed some video from stuff that we shot but didn’t make it to the show. So we’ll show those, which didn’t make it for a reason.
Why do you think your show was canceled?
It didn’t do very well ratings-wise. And to be honest, it didn’t catch on. I don’t know why. People didn’t immediately connect to it. I think they’ll be proven wrong, someday. I don’t think it was a failure, it was just weird. Some people really did like the show. But there were very few of them.
Why not?
They weren’t funny. That’s a great sales pitch: “Come to my show, I’ll show you videos that aren’t funny.”
Your speaking voice sounds just like the characters you voice. Is that just how you talk?
Well yeah — that’s something. Nathan, who makes a lot of videos, will show some videos. I will show some videos. There will be a lot of video. A lot of introing videos. If you like intros you’ll love this show. Why go on tour?
We actually did plan the tour to revolve around the second season and then we got canceled. This tour is kind of like the cancellation tour. In a way, we’re making the

“Archer” is very little improv. “Bob’s Burgers” is a lot more hanging around kind of messing with scenes because everyone is in the room. Sometimes we just start to snipe at each other and it works out to be a scene in the show. Like I’ll look over at Kristen Schaal and be annoyed and say something and that line will make it into the show. Are you working on anything else?

Senior Pranks On “Betty White’s Off Their Rockers” (8 p.m., NBC), two girls are cornered by pushy older women: One insists she’s the girl’s long-lost grandmother; the other, a flight attendant, is set on celebrating a passenger’s birthday — even though it isn’t. Later, a man with a radar gun reprimands pedestrians for walking too fast, and a mailman turns his duties over to someone else. (TRIBUNE MEDIA)

George Stephanopoulos doesn’t really get days off. He gets hours. The co-host of ABC’s “Good Morning America” (7 a.m., weekdays) and host of the Sunday political talk show “This Week” (10 a.m.) has both shows at such competitive crossroads that his bosses are reluctant to give him time off. “GMA” snapped the “Today” show’s 852-week winning streak the week before last, an event that set off parties at ABC. “This Week” is also slowly gaining ground lost in the ratings when he was replaced by Christiane Amanpour in 2010. “For him, it’s a win-win,” says
LOU ROCCO/ABC

It’s not a schedule built for the long term, but it’s made him the man of the moment at ABC News. He’s in before dawn on weekdays to prepare for “Good Morning America” and is on the air until 9 a.m. Then he takes some time off. His afternoons are spent on political reporting for “World News” and lining up Sunday guests. Friday afternoon is his time of intense study for “This Week.” Oddly enough, only a small number of ABC viewers are aware of this schedule. “In the last three months, I’ve had all these people come up to me on the street and say, ‘I’m so glad you’re back at ABC,’” Stephanopoulos says. “That’s the Sunday audience. My [weekday] morning audience has no idea that I’m on on Sunday. It’s just different worlds. The overlap is very small.” (AP)

TAURUS (April 20-May 20) You’ll be getting signals from others all day long, and it may take more work than expected to sort through them all. GEMINI (May 21-June 20) You’ll be asked to share certain information with those who you fear may not be in a position to use it wisely. Take necessary precautions. CANCER (June 21-July 22) You’re in no mood for criticism today, and yet you will require feedback in order to stay on task — and on schedule. LEO (July 23-Aug. 22) Focus on the details today. Others are tempting you to do something that doesn’t suit your temperament, but you’ll know what you can and can’t do. VIRGO (Aug. 23-Sept. 22) You can turn a disadvantage into something to be proud of long before anyone else thinks you can extricate yourself from a current problem.

LIBRA (Sept. 23-Oct. 22) You are making mistakes today based on how you see others; now is no time to be prejudiced in any way, however. Maintain an open mind. SCORPIO (Oct. 23-Nov. 21) You’re waiting for a call that may not come when expected, but you’ll get the message in some way before the day is out.

CAPRICORN (Dec. 22-Jan. 19) A situation that arises behind your back must be dealt with head-on before all is said and done. PISCES (Feb. 19-March 20) You can impress those around you without doing anything out of the ordinary. What is expected of you later may surprise you. ARIES (March 21-April 19) Your true feelings may be hard to suppress today, but suppress them you must if you want to keep others from reacting in kind.
