A Maine apple orchard employee’s attempt Saturday to smoke a woodchuck out from a hole in the ground in Monmouth started a fire that burned almost 2 acres, the Kennebec Journal reported. “He was out pruning in the orchard and he saw [the] woodchuck, and decided he was going to smoke him out of that hole,” said Monmouth assistant fire chief Ed Pollard. The Minnesota State Patrol said a baffled trooper detained a goat and dog found strolling down a highway together on Saturday, UPI reported. Lt. Gordon Shank, who responded to a call about the stray animals, stayed with them until animal control arrived. The State Patrol tweeted Monday that the two had been returned to their owner, and quoted animal control as saying, “They were quite the pair — very attached to one another.” (EXPRESS)
A century-old outdoor recreation club must refrain from going outside because it is too dangerous, according to officials at Penn State University. The Penn State Outing Club announced last week that the university will no longer allow it to organize student-led outdoor trips. There’s the raft of Advanced Placement classes, a dozen during his four years at Monticello High School in Virginia’s Albemarle County. There are the extracurriculars — tutoring and Model United Nations and student council and cross-country. During his junior year, there was the stress that accompanied all of it — stress that, at times, made him ask: “What is the point of all of this?â€? The 18-year-old witnessed distress among his peers, too — troubling Facebook and Instagram posts, bullying that went unaddressed, students without a place to turn. So Johnson and two other Albemarle County students, Alexander Moreno and Choetsow Tenzin, sought to fix that. They lobbied for more mental health resources in their schools before setting their aim higher: a law requiring mental health instruction for Virginia’s ninth- and

In the fall, their school district will introduce a freshman seminar intended to help students navigate issues that may arise during high school — a seminar shaped with input from the three students. It will be up to Virginia’s Board of Education to determine how the state mental health mandate is carried out, but, under the law, the board must consult with mental health experts and update state standards. The Albemarle teens hope to reduce the stigma they said surrounds seeking help for mental health. Smithsonian debuts robot in D.C. museums The Smithsonian has a new employee, and it’s not a human. The museum group tweeted Tuesday to announce the arrival of Pepper, a humanoid robot that will work at a number of Smithsonian museums, including the National Museum of African American History and Culture and the Hirshhorn. Smithsonian tweeted that there are actually several Peppers, provided by Softbank Robotics as part of a pilot program. The bots will explore how robot technology can improve visitor engagement. The former treasurer of a PTA group in Maryland’s largest school system has been sentenced to a nine-month jail term for stealing funds. Montgomery County officials said Tuesday that Lisa Betts was also ordered to pay about $70,000 in restitution. Betts reached a plea agreement last year following an investigation into the embezzlement of PTA funds. Betts was treasurer of the Montgomery County Council of PTAs, which represents more than 190 local parent-teacher associations. Police launched an investigation after an internal audit found that money was taken improperly between July 2016 and March 2017. (AP)
A former Maryland senator has given up his right to vote to remove his name from the June Democratic primary ballot. Nathaniel Oaks pleaded guilty to fraud charges in a federal bribery case last month. A judge refused to remove Oaks’ name from the ballot last week as he’s still eligible for office until his July sentencing. Attorney H. Mark Stichel told Oaks on Sunday that the cancellation would make him ineligible immediately. The Baltimore Sun wrote Oaks doesn’t want voters to pick him in case he’s in prison in November. Stichel filed a copy of the canceled registration Monday with the Baltimore Board of Elections. (AP)
The new agency formed to oversee safety at Metro has picked a chief executive: David L. Mayer, a transportation expert who has been chief safety officer of the New York Metropolitan Transportation Authority, the largest mass transit agency in the country, since 2014. The Metrorail Safety Commission, which is in its third month of existence, announced its new executive director at a meeting Tuesday at the Metropolitan Washington Council of Government headquarters in downtown D.C. Md. law cracks down on ‘puppy mill’ sales By 2020, all pet shops will be banned from selling puppies, kittens MARYLAND Maryland is set to become the second state — after California — to ban retail pet stores from selling puppies and kittens, which animal rights advocates say will help reduce demand for dogs born in “puppy mills.” Gov. Larry Hogan, R, signed the legislation into law Tuesday despite pushback from the owners of the state’s seven affected pet stores, who lobbied unsuccessfully to convince the governor to veto the bill. The owners say they use responsible breeders that lawmakers and advocates have inaccurately characterized as “puppy mills.” By 2020, when the law will fully take effect, the owners say Marylanders will have fewer options for finding purebred puppies and could turn to the internet, where sales are difficult to regulate and fake websites abound. “We couldn’t have been in this business for 20 years if the breeders weren’t caring for the dogs,” said Jeanea Thomson, who with her husband owns Just Puppies, a pet-store business with locations in Rockville and Towson. Although Thomson acknowledged there are “bad players out there,” she said her business is not among them. She said she

and her husband regularly visit their approximately 50 breeders — most of them in Missouri and Iowa — so they can personally vouch for their conditions. “We don’t want puppy-mill puppies,” she said, sitting at the cash register in her Rockville location, which sold more than 1,000 young dogs last year. “Most of these puppies are being bred on farms.” But Del. Benjamin F. Kramer, D-Montgomery, the legislation’s sponsor and a longtime owner of adopted Doberman pinschers, called the commercial breeders that supply the stores “abominations” that lack “room for puppies to roam and for breeding dogs to play.” Hogan, who also owns dogs, appeared outside the statehouse Tuesday morning with several
rescues who are looking for new homes. He brushed off questions about whether the legislation would harm small business owners in Maryland, saying the law is really about “the puppy mills.” “There are about seven pet stores in Maryland that might be affected, but there are thousands of puppies,” he said, cradling one of the rescue dogs and asking it, “What do you think?” No retail pet stores sell puppies in the District, although they are legal, said Amy Jesse, a public policy director for the Humane Society. There are some in Virginia, which has passed a law requiring stores to reveal their breeders. Just three of the council’s 13 members called for disciplinary action against White after The Washington Post reported Friday that campaign finance officials were inquiring about his $500 donation to the Nation of Islam’s annual convention. White was already under fire for a video he posted to his Facebook page earlier this year in which he seemed to suggest that the Rothschilds, a Jewish banking family, controlled the weather. Defining the federal ‘pay gap’ ECONOMY Federal employee salaries on average lag behind those of similar private-sector workers by just under 32 percent, a pay advisory council said this month, while also deciding to reassess how it annually reaches similar conclusions, which are at odds with the findings of other pay comparisons. The Federal Salary Council reported that what is commonly called the “pay gap” is 31.86 percent, slightly below previous figures in the 34-35 percent range. The report also again showed that federal employees are furthest behind in the San Francisco area, with the second-widest gap in the Washington-Baltimore area. The council, consisting of unions representing federal employees and nongovernmental pay experts, oversees the pay system for most white-collar employees below the executive level, the General Schedule. Under a 1990 law, its findings are passed to a higher-level body of administration officials, who in turn make recommendations to the White House for specific raises for 44 city zones and a single figure for all areas outside those zones. While the process focuses on GS employees, the resulting localized raises commonly are extended to those under other pay systems.

Council plans to review methods for comparing federal, private salaries
The law envisioned virtually closing the pay gaps through those targeted raises, but that has not happened because of the potential cost — which the White House last year said would be $26 billion — and disagreements over how to compare salaries between the two sectors, including whether benefits should be taken into account. Federal employee organizations consider the Salary Council figures as the authoritative numbers, but some conservative and libertarian organizations cite their own reports showing an advantage for federal workers of about the same magnitude or more. Last year, the Congressional
Budget Office concluded that federal employees overall earn 3 percent more on average but that there are large differences by educational level: from a 34 percent advantage for federal workers with a high school education or less to a 24 percent shortfall for those with a professional degree or doctorate. Council members agreed to a review at the suggestion of the recently appointed chairman, Ronald Sanders, a longtime federal personnel official and consultant. “If the goal [of the 1990 law] is to assure that the government can recruit and retain the best talent, what’s the best methodology to attain that goal?” he asked.
He said that should start with a better understanding of the current method, which uses several sets of Bureau of Labor Statistics data to compare nearly 100 occupations at various levels in 250 geographic areas. “The math behind that is very, very complex,” Sanders said. “While I’m sure it’s all consistent with data science principles, it’s hard to know what that number reveals and what it masks. … It’s not clear to me that it truly represents what the pay gap is.” Sanders said he hopes the council can finish its review in time for decisions to be effective in January. In addition to reporting on the local pay gaps, the council also can recommend creating new localities and redrawing boundary lines. Rules are being drafted to add at least four, and potentially six, new localities and to expand two existing zones starting next year. The work could have little immediate effect, however, since President Trump has recommended that federal salary rates be frozen in 2019, while creating a $1 billion fund to reward top performers. National Treasury Employees Union President Tony Reardon, a council member, said: “We can talk about the methodology, but the underlying concern is that there is a discussion of a pay freeze. Aren’t there standards for how much room we should have? A. What you are seeing is likely a result of the Reduce the Footprint initiative the government started in 2015 to hold down spending on office space it owns or leases. The General Services Administration, the government’s landlord agency, does not set standards for working space per employee but instead leaves that up to individual agencies. The key measure is called “usable square feet,” which excludes common areas such as lobbies. A recent report on how agencies are using telework to reduce office space showed, for example, that the GSA’s own standard is 136 usable square feet per employee; at Health and Human Services, 170; and at Treasury, 200. Some buildings meet standards; others don’t. To meet space reduction targets, the report said agencies are replacing traditional layouts with “collaborative workspaces.” These commonly include open designs, desk sharing and unassigned workstations. TECHNOLOGY Among the most challenging issues for Facebook is its role as the policeman for the free expression of its 2 billion users. Now the social network is opening up about its decision-making over which posts it decides to take down. On Tuesday, the company for the first time published the 27-page guidelines, called Community Standards, that it gives to its workforce of thousands of human censors. The set of guidelines encompasses dozens of topics including hate speech, violent imagery, misrepresentation, terrorist propaganda and disinformation. Facebook said it would offer users the opportunity to appeal Facebook’s decisions. The move adds a new degree of transparency to a process that users, the public and advocates have criticized as arbitrary and opaque. The newly released guidelines offer suggestions on topics including how to determine the difference between humor, sarcasm and hate speech. “We want people to know our standards, and we want to give people clarity,” Monika Bickert, Facebook’s head of global policy management, said in an interview. She added that she hoped publishing the guidelines would spark dialogue. “We are trying

Construction workers in Iran may have unearthed the mummified remains of Reza Shah Pahlavi, the father of the country’s last monarch, nearly four decades after the Islamic Revolution toppled the Pahlavi dynasty in 1979. Reza Shah’s grandson, the U.S.-based exiled Crown Prince Reza Pahlavi, said he believes the remains are his grandfather’s, even as Iran waits for forensic experts to determine whose body was found. Penis, scrotum transplant seen as medical first HEALTH An Afghanistan war veteran whose genitals were blown off by a roadside bomb is the recipient of a donated penis and scrotum that doctors hope will restore his ability to function normally. Doctors said the transplant, made in a 14-hour surgery in March, is a medical first. The veteran, who asked to remain anonymous for privacy reasons, received the tissue transplant from a team of 11 doctors — nine plastic surgeons and two urological surgeons — at Johns Hopkins Hospital in Baltimore. The procedure was the result of years of research, studies and cadaver work, giving doctors hope that if it proves successful, it could be used for injured veterans and other men with severe injuries to their genital regions. Doctors said they hoped that the patient, who is expected to be released from the hospital this week, would regain “nearnormal” urinary and sexual functions as he recovers and his nerves heal. The transplant included an entire penis, scrotum and partial abdominal wall from a donor, which made it distinct from four previous penis transplants, which only included the organ. FDA: Source of tainted lettuce still a mystery Eight sick prisoners in Nome, Alaska, have provided a clue to authorities about the origin of a nationwide outbreak of dangerous E. coli infections from romaine lettuce, but U.S. officials said Monday they still havenâ&#x20AC;&#x2122;t pinpointed the source of the contamination. Instead, the Food and Drug Administration and the Centers for Disease Control and Prevention are sticking with a broad warning to consumers, telling them to throw away romaine, in any form, that comes from the Yuma, Ariz., growing region, and to avoid eating romaine of unknown origin. Most of the romaine sold in the United States during the winter is grown in the Yuma region. This is a dangerous strain of E. coli, known as 0157:H7. It produces a Shiga toxin that can enter a personâ&#x20AC;&#x2122;s bloodstream and wreak havoc on kidney function. Symptoms of infection include vomiting, painful cramps and diarrhea that is often bloody. The Nome case, revealed late last week, could potentially be a break in the investigation, because all the prisoners ate lettuce that came from a single supplier in Yuma. But FDA spokesman Peter Cassell said that although the Alaska information has been helpful, it has not solved the mystery. No single farm has been identified as the location of the contamination, he said.

Gortat mixes physicality with finesse NBA PLAYOFFS Marcin Gortat’s hairstyle was infuriating his Wizards teammates. Markieff Morris started bringing clippers to practices. Gortat, wily vet that he is, would sneak out before the power forward could touch his mohawk. Then, before Game 3 of a first-round series against the Raptors, the 34-yearold buzzed his head himself. “I finally said, ‘You know what, I’m done fixing it.’ ... It takes a lot of time to maintain,” Gortat said. While his hair was a target of disdain for teammates, it’s Gortat’s playing style that frustrates opponents. Although Gortat’s scoreless performance in Game 2 sparked debate about whether he should be replaced in the starting lineup, the Polish big man has made a consistent impact against the top-seeded Raptors with his physical brand of screening.
Through four games, Gortat leads all players in the postseason with an average of 6.8 screen assists per game, a statistic that measures how often picks create points for teammates. “That’s how I made my living in this league,” the center said. The Raptors, however, are trying to curb his go-to move. Before the series, Raptors coach Dwane Casey highlighted Gortat’s screens — likely as a way to subtly put officials on alert for offensive fouls. After Trotz informed Holtby that he had decided to go with Philipp Grubauer to start the postseason for the Capitals, Holtby responded with conviction. “If I get a chance to come back in the net, I’ll stop the puck,” Holtby said, according to Trotz. The coach’s decision wasn’t a surprise — Grubauer had comfortably outplayed Holtby over the second half of the season — but it was still a startling fall for a player who won the Vezina Trophy in 2016, was a finalist for the award again in 2017 and was named an All-Star this season. Along with losing his starting job, Holtby could have lost his confidence. Don’t let condo fees sneak up Amounts vary wildly depending on what different developments have to offer REAL ESTATE Whether you are looking at a condominium as an affordable first home or as a perfect place to downsize, do not forget to check the condo fees. As you start to search for condos, you’ll soon realize the amount you will pay to a condo association varies wildly from one development to another. When you are financing your condo purchase, your lender will include that condo fee in your debt-to-income ratio, which compares your gross monthly income with the minimum payment on all recurring debt. The condo fee — along with your principal, interest, property
taxes and homeowners insurance — will be part of your housing payment. Some condo buildings are approved for FHA (Federal Housing Administration) financing, and others are not. This is something homebuyers, particularly first-time ones, must consider when condo shopping. Even if you are paying cash for your condo, you will need to keep in mind that unlike other debts, your condo fee will never be paid down to zero. Not only will you always be obligated to pay it while you own the condo, but the fee could increase over time to keep up with inflation, to pay for ongoing community
maintenance and to bolster the condo association’s reserve fund.

What condo fees cover Among the reasons condo fees vary from one community to another are the size and age of the development as well as the amenities and features covered by the fee. Large developments that pay a management company can have higher fees than a small self-managed building. However, splitting costs between just four or six units can mean condo fees are a bit higher than a building with 10 or 15 units. Older condos often have higher fees than newer buildings because they need to factor in repair and replacement of common-area heating and air conditioning systems, an elevator or a surface parking lot. When examining condo fees, it is important to realize you are not making a dollar-for-dollar comparison. While condo association fees typically cover a reserve fund for major repairs, a master insurance policy for the community, maintenance of the development, and trash and snow removal, various other things may or may not be covered. For example, some condo fees include utilities such as water,
When comparing condos, you will need to evaluate your budget and determine how much you can afford to pay. Next, you will need to determine whether a low or high condo fee is justified by the condo’s condition and amenities. A low fee may look good to you, but if it covers very little and is an older condo with deferred maintenance, you can expect to pay a higher fee or even a special assessment in the future. A high fee may seem unappealing, but if it pays for a lot of amenities and/or your utilities, it may be more worthwhile than you think. Condo buyers have a review period between the time they make an offer and the time the contract goes into effect when they can read all condo documents. The documents can clue you in on the financial health of the association as well as whether large capital improvements will need to be made soon. New homes inside historic building REAL ESTATE For more than 100 years, the building at 57 N St. NW in the District was home to a wide variety of tenants, including horses, cars, hot dog carts, art studios and antiques. Now, the Truxton Circle building is undergoing a transformation into Chapman Stables, a 114unit condo building that gives a nod to its past while looking to the future. “When we looked at the building, it had been vacant for a few years and had empty lots behind it,” says John Sunter with Four

Points in Washington, the developer of Chapman Stables. “We had this vision of bringing life and pedestrian activity to all sides of the building, not just N Street.” A restaurant to be named Republic Cantina will be at one end of the building, with a glass wall and a patio. Across the front of the building, the sidewalk will be extended from the rowhouses on either side of the condo building. “We took clues from Blagden Alley in Shaw and realized that Hanover Place is wide enough to become an active pedestrian area,” Sunter says. “We’re extending the sidewalk and planting trees on the street along Hanover Place.” Residents are less than a mile from the NoMa/Gallaudet Metro

Sting and Shaggy feel the rhythm

Where is rapSwitzerland, and how much are the flights? Asking for a friend, and really for all of our friends, because J. Cole just dropped a new album Friday, which means it’s time for everyone with ears and a Twitter handle to pick a side in the year’s hottest fight over the year’s lukewarmest rap music. At the center of this war zone stands a man alone, tripling down on his mythology as a rapper-producer who doesn’t need anybody’s help. After his self-produced, guest-free 2014 album “2014 Forest Hills Drive” moved a million units, Cole’s most devout vassals blasted their rally cry across social media — “J. Cole went platinum with no features” — until it became scripture. Now the superfans’ meme is the rapper’s mantra, and on his new album’s title track, “KOD,” Cole is quick to remind
us that other rappers “ain’t worthy” of appearing next to him in song. It’s starting to feel a tiny bit sociopathic. Plus, if your music is the pure, unadulterated expression of your own beautiful mind, you better have some wild hieroglyphs up on your chalkboard. Instead, Cole’s pontifications on “KOD” continue to fulfill the world’s most conservative expectations of what virtuous rapping should sound like. He praises women who are “sexy, but never show too much.” He knows that money is overvalued because you “can’t take it when you die.” Instead of plugging the empty spaces between his lines with ad-libs, he graciously provides moments of silence for the listener to say, “Whoa, that’s deep.” Deep thinkers should give us the bends, but Cole only ever gives us clarity, telegraphing his rhymes. To his flock, that certitude must feel reliable, comforting, centering. To those who can’t stand him, it

feels inflexible, corny and pedantic. But maybe we can at least agree on why we all love or ‘KOD’ J. Cole hate J. Cole: His songs mean what they say, and nothing more. Too often, those words seem to drip down from some bogus moral high road. That drip turns to a fire-hosing when the album reaches its coda, “1985 (Intro to ‘The Fall Off’),” during which Cole calls all of the boisterous young rappers blowing out speakers on SoundCloud into the principal’s office. “I ain’t judging you,” Cole raps
at one point, and then, “I hope for your sake you ain’t dumb as you look,” the next. He ultimately sounds afraid — just like JAY-Z did in 2009 with “D.O.A. (Death of Auto-Tune).” So if you’re into anxious rap superstars who make music out of their condescension to another generation’s youthful hypervision, here’s another track for r your funky little playlist. For einthe rest of us, “1985” only reinw: forces what we already knew: An unimaginative rapper is primarily an unimaginative listener.
The fact that Sting and Shaggy teamed up on an album does, admittedly, sound like a gimmick. But put the skepticism aside and enjoy “44/876,” which was released Friday, as a warm bromance between the Jamaican dancehall king and the cool, intellectual Englishman, both of whom co-wrote every song on the album. The first single, “Don’t Make Me Wait,” a sway-inducing pop song with a reggae sheen, turns out to be a fitting taste of what these men can bring, their vocal and musical styles melding into something as delicious as a plate of jerk chicken washed down with a cold beer. Rapper Meek Mill freed from prison MUSIC Rapper Meek Mill walked out of prison Tuesday after Pennsylvania’s highest court ordered him freed while he appeals decadeold gun and drug convictions. Following a five-month campaign by his supporters to get him out, the state Supreme Court directed a Philadelphia judge who had jailed him to immediately issue an order releasing him on unsecured bail. Mill was sentenced in November to two to four years in prison for probation violations. Television coverage showed him being taken from the prison by helicopter. Earlier, scores of people gathered outside the prison near Philadelphia in hopes of seeing him walk free. A team of lawyers and public relations consultants had
waged an all-out battle to get him freed, leveling fierce criticism at the judge as a stream of highpowered figures and celebrities visited him in jail, including actor Kevin Hart just hours before the Supreme Court ruling. Mill issued a statement saying the past months had been “a nightmare,” and thanked his many supporters and visitors, who included Philadelphia Mayor Jim Kenney and New England Patriots owner Robert Kraft. “Although I’m blessed to have the resources to fight this unjust situation, I understand that many people of color across the country don’t have that luxury and I plan to use my platform to shine a light on those issues,” Mill said. He said he would now focus his attention on music and getting his convictions overturned. (AP)
