A parrot was taken into custody Monday after nearly spoiling a raid while playing lookout for two crack-dealing suspects by repeatedly yelling, “Mamãe, polícia!” (“Mama, police!”), according to Brazilian police in the state of Piauí. Last year, D.C. placed fifth among 65 competing cities, says Ana Kaahanui, founder of Capital Nature, one of the local environmental groups behind D.C.’s effort. This year, more than 160 cities are competing worldwide, and D.C. wants to stay in the top 10. Even if you can’t tell the difference between a dandelion and a daffodil, you can help, Kaahanui says. All you have to do is download the free iNaturalist app, and take a photo of any interesting wild animal, plant or fungus you come across during the contest period. Animal tracks and scat are fair game, but not pets or potted plants.

BALTIMORE Federal agents raided the homes and City Hall offices of Baltimore’s embattled mayor Thursday amid dramatically widening investigations to determine whether she used bulk sales of her obscure self-published children’s books to disguise kickbacks. The multiple searches pushed the latest political scandal for Maryland’s largest city to a crescendo after weeks of uncertainty and mounting pressure for Mayor Catherine Pugh to step down. The politically isolated firstterm mayor slipped out of sight April 1, citing deteriorating health, just as the governor called on the state prosecutor to investigate allegations of “self-dealing” by the embattled Democrat. Gov. Larry Hogan joined calls for her immediate resignation after news broke of the Thursday morning raids, as agents with the FBI and the IRS criminal division carried boxes of evidence out of City Hall. Agents also scoured her two Baltimore homes, the home of an aide and a nonprofit organization she once led. The increase in revenue on the Dulles Toll Road during the first three months of 2019 compared with the same period in 2018. The increase comes despite fewer people taking the Virginia toll road after a rate hike that took effect in January, although the dropoff was less than expected by the Metropolitan Washington Airports Authority, which operates the road. Detained child prompts probe of police practices Video of a D.C. police officer handcuffing a 9-year-old boy Monday has prompted a review of police practices. Attorney General Karl Racine announced the review Wednesday into how the department deals with children. He says those practices will then be compared to other departments’. The child wasn’t charged with a crime and was released. His mother says her son was leaning against a car and the officer asked him to move. She says her son then called the officer a slur and fled. Fairfax blasts Democrats over rejected donation Virginia Lt. Gov. Justin Fairfax is blasting his own political party for not letting him sponsor a table at major fundraising event. The Democratic Party of Virginia recently rejected Fairfax’s bid to donate $2,500 to pay for a table at the party’s annual Blue Commonwealth dinner. DPV spokesman Jake Rubenstein said the party does not feel “comfortable” accepting money from Fairfax after two women came forward accusing him of sexual assault. (AP)

History lessons: Book reveals D.C. by way of Metro about bars and restaurants. And “I don’t know what the best bar is for brunch or where you can find the best mimosa” — although she’s excited that the Iron Age Korean Steak House is opening a restaurant in D.C. “They cook it right in front of you and it’s amazing. Best pork belly ever, and bulgogi. … Anyway, I forgot your question,” she said, before explaining she likes that history is made up of stories. She’d also been annoyed that people didn’t know more about their city’s history. A cab driver once bragged to her that he was 10th generation D.C., then mansplained that the District limits building heights because the city didn’t want anything to rise above the Washington Monument. Goldchain, who used to be the editor of Curbed D.C., a local news site focused on neighborhoods and architecture, knew otherwise. “It was because of the Cairo,” she said, referring to the 12-story Cairo apartment building, built in Dupont Circle in 1894. “People were really afraid. They thought, ‘This is too high and it’s going to fall.’ ” Goldchain’s book is like talking to her, ranging from why the Pentagon is low and has its shape to why there’s a statue of a rooster named Roscoe near the Takoma Metro station. As dusk descended around the Dupont Circle Metro station on a recent evening, Goldchain wandered by the ornate fountain nearby, as fascinated by what isn’t there as by the panels depicting the sea, the

A couple of years ago, Michelle Goldchain, 26, was annoyed by all the D.C. haters living in D.C. They’re the kind of people who say the city is boring. She knew that wasn’t true, that within blocks of every one of Metro’s 91 stations there are countless stories. Like why is it that Dupont Circle has no statute for Admiral Samuel Francis Du Pont, the hero of the Mexican and Civil wars for whom it is named (though misspelled)? Goldchain has a tendency to make things when she feels things. Almost three years ago, she was despondent over the results of the election. So she dressed up a mannequin like Donald Trump in a MAGA cap and stuck its head in a red, white and blue toilet. Then, a couple of years ago, she was thinking how it’s important for women to see other women doing what they aspire to do. So she created a newsletter, Capital Women, and then a podcast interviewing prominent D.C. women. And so, annoyed by the D.C. naysayers, she wrote a book: “DC by Metro: A History & Guide.” Published recently by The History Press, the book features 314 pages of brief descriptions of landmarks, including Dupont Circle. Goldchain’s mind tends to take leaps when you talk to her. She was asked one night last week why she’d focused on history. She explained that there were already lots of guides

stars and wind. A statue of Du Pont had once stood there too. But it was panned by critics. “The Du Pont family was like, ‘No one likes this statue. We don’t even like this statue. Let’s get rid of it,’ ” she said. The statue ended up in a park in Wilmington, Del. In its place the family commissioned the fountain.

Goldchain’s mind took another leap as she passed the white marble and brick Patterson Mansion. The architect, Stanford White, also designed the site of the Adams Memorial near the Fort Totten station. A historian, Henry Adams, commissioned the memorial in 1885, she said. His wife committed suicide, and he wanted to find a way to memorialize her. An application to place it on the national historic register said Adams wanted to “convey the acceptance of intellectuality, of the inevitable.” “The way people spoke back then was so beautiful. With several Metro stations in Virginia set to close this summer during a refurbishing project, the transit agency says the parking facilities at three stations will remain open for use free of charge. The move is meant to encourage riders to use alternative transportation options, including carpooling. Normally, commuters parking at the Huntington, FranconiaSpringfield and Van Dorn Street stations on the Yellow and Blue lines pay $4.95 a day for parking. But Metro’s governing board Thursday approved a plan for free parking while the stations are closed from May 25 to Sept. 8. “In addition … customers can take advantage of express shuttle service to the Pentagon and conveniently transfer to the rail system,” the agency said in a statement. A total of six stations on the Blue and Yellow lines will be closed throughout the summer during platform-improvement work, but the other three stations — Eisenhower Avenue, King Street-Old Town and Braddock Road — do not have Metro parking facilities. The reconstruction work is meant to “address safety and accessibility concerns and structural deterioration as a result of exposure to outdoor elements,” Metro said, adding that crews are scheduled to work around the clock during the 15-week shutdown. Putin, Kim discuss security VLADIVOSTOK, RUSSIA Russian President Vladimir Putin emerged from his first summit with Kim Jong Un on Thursday saying that North Korea needs international security guarantees, not just U.S. pledges, if it’s to consider giving up its nuclear arsenal. Putin’s call for more multinational involvement — presumably reflecting views by Kim — contrasts sharply with President Trump’s strategy of one-on-one dialogue with the North Korean leader. It also reinforced North Korea’s attempt to link security and sanctions relief as twin demands in negotiations over its nuclear program. Meeting in the port city of Vladivostok in Russia’s Far East, two months after Kim’s failed talks with Trump, Putin raised the option of reviving international talks with North Korea if Kim was not satisfied with U.S. positions on security issues. “They [North Koreans] only need guarantees about their security. That’s it. All of us together need to think about this,” Putin told reporters after the talks with Kim. Six-party talks with North Korea — aimed at persuading Pyongyang to abandon its nuclear program — fell apart a decade ago when Pyongyang pulled out; the negotiations included

North Korea also has pushed for a peace declaration to formally halt the Korean War, which ended with an armistice in 1953, but without a peace treaty. Kim also has denounced past U.S.South Korea military exercises as a provocation. “Nobody is in a position to give them the security guarantees they would like to have,” said Andrei Lankov, a North Korea expert at Kookmin University in Seoul. “They want a guarantee not only against an outside attack but also against possible internal discontent. … On balance, it’s a non-starter.” Putin said he would press the security issue on Kim’s behalf
with Beijing and Washington. “We do share interests with the United States. We stand for full denuclearization,” Putin told reporters after the meeting. For the Kremlin, eager to play a part in nuclear talks, the flashy summit shows Russia’s growing political role around the globe. It would be a mistake, Putin said, not to involve regional players such as Russia and China, and instead rely on the United States and South Korea to try to resolve the situation on the peninsula. “It’s unlikely that any agreements between two countries will be enough,” he said. For Kim, meeting a world leader such as Putin presented an opportunity to save face after the breakdown in his second round
of talks with Trump in Hanoi. According to Russian state media, the one-on-one meeting between Putin and Kim lasted almost two hours, much longer than the 50 minutes allotted. Putin was scheduled to leave Vladivostok soon after his talks with Kim for a summit in Beijing. Washington will be closely watching from the sidelines for any potential cracks in economic sanctions and other pressures on Kim’s regime. Wary of a possible Russian turnaround, the U.S. State Department sent its envoy for North Korea, Stephen Biegun, to Moscow last week to push for maintaining pressure to realize the country’s full denuclearization. Korea billed U.S. $2M for Warmbier’s care WASHINGTON North Korea issued a $2 million bill for the hospital care of comatose American Otto Warmbier, insisting that a U.S. official sign a pledge to pay it before being allowed to fly the University of Virginia student from Pyongyang in 2017. The presentation of the invoice — not previously disclosed by U.S. or North Korean officials — was extraordinarily brazen even for a regime known for its aggressive tactics. But the main U.S. envoy sent to retrieve Warmbier signed an agreement to pay the medical bill on instructions passed down from President Trump, according to two people familiar with the situation. They spoke on the condition of anonymity because they were not authorized to discuss the matter publicly. The bill went to the Treasury Department, where it remained — unpaid — throughout 2017, the people said. However, it is unclear whether the Trump administration later paid the bill. The White House declined to comment. Trump, as recently as Sept. 30, asserted that his administration paid “nothing” to get American “hostages” out of North Korea. Warmbier, who was 21, fell into a coma for unknown reasons the night he was sentenced to 15 years in prison with hard labor in March 2016 after pulling down a propaganda sign. The Pentagon’s watchdog agency on Thursday cleared acting Defense Secretary Patrick Shanahan of wrongdoing in connection with allegations that he had used his official position to favor his former employer, Boeing. The decision by the Defense Department inspector general appears to open the door for President Trump to nominate Shanahan to succeed Jim Mattis as defense secretary. The White House, however, has not said whether Trump intends to do so and he seems content to let him remain in limbo. Shanahan, who spent 31 years at Boeing, has been serving as the interim Pentagon chief since Jan. 1, after Mattis resigned in protest of Trump’s policies. (AP)
An avowed racist who orchestrated one of the most gruesome hate crimes in U.S. history was executed Wednesday in Texas for the dragging death of a black man. John William King, who was white, received a lethal injection for the slaying nearly 21 years ago of James Byrd Jr., who was chained to the back of a truck and dragged nearly 3 miles along a secluded road in the piney woods outside Jasper, Texas. The 49-year-old Byrd was alive for at least 2 miles before his body was ripped to pieces June 7, 1998. Prosecutors said Byrd was targeted because he was black. King, 44, was openly racist and had offensive tattoos on his body, according to authorities. (AP)

POLITICS Declaring the “soul of this nation” at stake, former Vice President Joe Biden pushed into the crowded 2020 presidential contest Thursday and quickly sparked a fierce debate over the direction of the current Democratic Party. In an announcement video, Biden attacked President Trump, seizing on the Republican’s response to the deadly clash between white supremacists and counterprotesters in Charlottesville two years ago. That was the spur for him to launch a third presidential bid, Biden said, noting Trump’s comments that there were some “very fine people” on both sides of the violent encounter, which left one woman dead. “We are in the battle for the soul of this nation,” Biden declared. “If we give Donald Trump eight years in the White House, he will forever and fundamentally alter the character of this nation — who we are. And I cannot stand by and watch that happen.” Yet Biden will get a chance to take on Trump only if he survives a Democratic field that now spans at least 20 contenders. As a 76-year-old white man with often-centrist views, Biden must now prove he’s not out of step with Democrats trying to push the party to the left. MILITARY A recent uptick in sightings of unidentified flying objects — or as the military calls them, “unexplained aerial phenomena” — prompted the Navy to draft formal procedures for pilots to document encounters, a corrective measure that former officials say is long overdue. Recently, unidentified aircraft have entered militarydesignated airspace as often as multiple times per month, said Joseph Gradisher, spokesman for office of the deputy chief of naval operations for information warfare. Citing safety and security concerns, Gradisher vowed to investigate every report. Luis Elizondo, a former senior intelligence officer, said the new Navy guidelines formalized the reporting process, facilitating data-driven analysis while removing the stigma from talking about UFOs, calling it “the single greatest decision the Navy has made in decades.” In some cases, pilots claimed to observe small spherical objects flying in formation. Others say they’ve seen white, Tic Tac-shaped vehicles. Aside from drones, all engines rely on burning fuel to generate power, but these vehicles all had no air intake, no wind and no exhaust. “It’s very mysterious, and they still seem to exceed our aircraft in speed,” said Chris Mellon, an ex-deputy assistant secretary of defense for intelligence. Endorsements roll in Joe Biden racked up endorsements Thursday morning, becoming the first Democrat running for president with the backing of more than one U.S. senator. Rep. Police believe a Crystal Lake couple who reported their 5-yearold son missing last week killed him days earlier by beating him, according to court documents released Thursday. The allegations include first-degree murder, aggravated battery and several other charges against Joann Cunningham, 36, and Andrew Freund Sr., 60, in the death of Andrew “AJ” Freund. An autopsy was scheduled for later Thursday to determine a cause of death and to confirm that the remains found a day earlier wrapped in plastic and buried in a grave a few miles from the family’s home are those of the child, whom officials said lived in deplorable conditions. French President Emmanuel Macron announced tax cuts for middle-class workers and a more representative parliament Thursday to try to quell five months of yellow vest protests that have damaged his presidency. In a nationally televised speech, he also warned that France and Europe must better fight illegal migration. Macron also unveiled measures to boost pensions and help single parents and eased rules on referendums in response to the street protests that have convulsed the country for 23 weeks. He was going to make the announcement last week, but postponed it when the April 15 fire at Notre Dame broke out. (AP)
Ammonia leak sickens 37 BEACH PARK, ILL. A chemical leak that caused a toxic plume to hang for hours over a northern Chicago suburb Thursday sickened dozens of people, including seven who were in critical condition, officials said. Lake Forest Fire Chief Mike Gallo said a tractor was towing a pair of two-ton containers of anhydrous ammonia when the leak occurred around 4:30 a.m. The cause of the leak has not been released. The leak created a toxic cloud that lingered for several hours over Beach Park, about 40 miles north of downtown Chicago.
Authorities ordered residents within a 1-mile radius to stay inside and close their windows. Area schools were closed for the day. Eleven firefighters were among the 37 people who were hospitalized, and one of the injured firefighters was among the seven in critical but stable condition, according to the Lake County Sheriff’s Office. Three law enforcement officers were in good condition and several others were serious but stable, sheriff’s spokesman Christopher Covelli said. Authorities said most of those
injured suffered breathing problems. According to the Centers for Disease Control and Prevention, anhydrous ammonia is a colorless gas that can cause breathing difficulties, burns and blisters and is fatal if breathed in high concentrations. Farmers use it to add nitrogen to soil. The leak was contained within a few hours and the leaking tank was empty, authorities said, adding that they were waiting for the chemical plume to dissipate. The order to remain indoors was lifted by late morning, Covelli said. (AP)

Most of all, every Capitals fan, from the newest to the “Suffering Since 1974” crowd, will have those massive, citywide bonding moments, gazing last June at a mall jammed into the distance with rejoicing fans, with the Stanley Cup shining. What Washington will not have is back-to-back titles. That dream is dead after a crushing — and far too Old

NATIONALS When Washington signed Trevor Rosenthal to a one-year, $7 million contract in October, the idea was that he would be the Nationals’ setup man. Maybe, the thinking went, he could even spell All-Star closer Sean Doolittle for the occasional save opportunity. But it hinged on how Rosenthal pitched after a year off recovering from Tommy John surgery.
When the regular season began, it took the 29-year-old four appearances and 47 pitches just to record an out. By then, he had allowed seven earned runs. “We got to see what he can do and at this point he just doesn’t look right, right now,” manager Dave Martinez said after Rosenthal gave up three earned runs in a 9-5 loss at Colorado on Wednesday. ‘Endgame’ on! Let’s hear it for the Avengers. Loudly. One day I will win the lottery and I will buy a movie theater. In this Kristenplex, there will be certain rules. If you check your phone at the door, you will get a $5 concession credit. If you elect to bring your phone into the show — let’s say you’re waiting on a kidney transplant — and you take it out at any point instead of running to the lobby, your seat will deliver a mild electric shock. Loud chewers are banned for life. You are allowed three whispered comments to the friend next to you; after the third you must remain silent or you will be ejected from the theater. Ideally via a fighter jet-style ejection seat, though I admit that would be yet another distraction for the other patrons. In my theater, silence
and concentration will be the rule, and that rule will be enforced with the iron fist of a crazed dictator. I would make an exception for “Avengers: Endgame.” This is the MCU movie that concludes the current arc, “The Infinity Saga,” which began with “Iron Man” in 2008. That’s why some fans suspect that a few beloved characters may not be around for whatever comes next. Here is all I’ll say about the plot: Fifty percent of the universe got Thanos-ed at the end of last year’s “Avengers: Infinity War.” Now the Avengers who remain — many of whom have kicky new hairdos — are trying to fix that. “Endgame” is captivating on an emotional level — after all, we’ve been with some of these characters for over a decade. We’ve watched an Asgardian

prince come into the power he was never quite sure should be his, an inter-terrestrial team of weirdos form a family that includes a talking tree, and a scrappy kid from Brooklyn give his life for the country, only to be brought back to do it again and again and again without complaint. Directors Anthony and Joe Russo (who, as they showed with “Infinity War” and their other Marvel movies, are extremely talented when it comes to balancing a zillion storylines) ably bring the audience into a complex story built on complicated feelings. “Endgame” also succeeds in getting its viewers whipped up. Throughout the film I heard gasps, sniffles, laughs, applause and a couple of well-timed “YEAH!”s. I usually wish for a level of silence bordering on

monastic, but I was fine with all this. In fact, I loved it. In fact, I was gasping and sniffling and laughing and applauding right along. This is a movie that demands that sort of release. The Avengers are our buddies. They’re our heroes. They’re our team — and you can’t be silent when your team is battling it out on the field. Every movie requires some sort of investment from its audience. Some movies make that connection through cheap tricks in the script or the score. Some reach out quietly, drawing viewers in. When a film genuinely connects with its audience, it rewards them with an emotional experience — sometimes quietly, sometimes loudly. “Endgame” is a movie that encourages and rewards vocal enthusiasm; it would be no fun in a silent theater. For the three-hour “Endgame,” you still need to leave your phone in your pocket and avoid conversing with your neighbor (you will also need to pass on the Coke unless you are wearing Depends). But I give you permission to cheer on the team we’ve come to love. In fact, I demand that you do.

Disney+ joins the fold Disney’s streaming service, set to launch this fall, will feature three limited series about MCU favorites: “Loki,” “The Falcon and The Winter Soldier” and “WandaVision.” A show focused on Jeremy Renner’s Hawkeye reportedly is in the works, as well.
More movies coming Marvel reportedly is moving forward with a Black Widow solo film and follow-ups to “Black Panther,” “Doctor Strange” and “Guardians of the Galaxy,” plus at least two movies featuring new characters: “The Eternals” and “Shang-Chi.”

Written and directed by Robert Budreau, “Stockholm” is billed as the “absurd but true” story of the 1973 crime that introduced the world to Stockholm syndrome, the phenomenon in which a captive forms a bond with his or her captor. The story centers on an attempted heist, hatched by a sympathetic criminal (Ethan Hawke) who sings pop songs during the siege. Despite flashes of violence, the movie plays like a comedy. Scarlett Johansson noted that she’d been developing Black Widow for 10 years, and is excited that her character has evolved from a “sexy secretary” type to a more fully realized woman.
“The whole shoot felt pretty nostalgic,” adds Chris Hemsworth, who plays Thor. “We were constantly talking about when it all started to how we pulled this off, and what we were a part of.” There was no shortage of onset emotion from the actors, many of whom have now been working together for almost a decade or more. “I was pretty teary-eyed,” says Chris Evans, who plays Captain America. “This is the culmination of a really long endeavor. FILM About five years ago, Marvel Studios president Kevin Feige found himself on a retreat in Palm Springs, Fla., plotting the future for the wild, experimental “cinematic universe” that he helped start in 2008 with “Iron Man.” Feige wanted to do something that they hadn’t done. He wanted an ending. “[Ending] is not a scary word,” Feige says. “It’s a necessary word.” After a quick pitch to star Robert Downey Jr., Feige, directors Anthony and Joe Russo and screenwriters Christopher Markus and Stephen McFeely started plotting a way to bring this saga to a close. Anyone who saw last year’s crossover event blockbuster “Avengers: Infinity War” knows they weren’t kidding around. The villain Thanos dissolved half of all life in an event known as “the snap” that’s inspired tears, memes and more fan theories than the internet can hold. “I think the only reason we stuck around is because they were committed to an ending and we’re deconstructionists,” Joe Russo says. “We like to smash it and look at how you can put the pieces back together.” Endings are a rarity in the franchise movie-making business, especially when a property’s popularity has only multiplied — as the Marvel Cinematic Universe movies have. Judi Dench is the one marquee name associated with “Red Joan.” But really, who needs more than her? Loosely based on the life of English spy Melita Norwood, the film opens with the 2000 arrest of Dench’s fictionalized Joan Stanley. Largely told in flashbacks, “Red Joan” is ostensibly a spy drama. But at heart, it’s more like an antiwar film. As good as Dench is, the actress is little more than the framing device for this polished and morally provocative — yet hardly pulsepounding — tale. So Taylor just watched cat videos, right? Taylor Swift said she prepared for her role as Bombalurina in the upcoming movie adaptation of the musical “Cats” by attending “cat school.” “I went to cat school, which they have on set readily available for us, [and] learned how to be as much like a cat as I possibly could,” Swift told Time. “Cats are just really cool — they’re really great, they’re very dignified.”
Ariana Grande launched an attack on bloggers Wednesday in a series of since-deleted tweets. The pop star’s frustration came after Justin Bieber drew criticism for his brief appearance during Grande’s set Sunday at Coachella. Bieber took to Twitter first to fire back at TV personality Morgan Stewart, who had accused him of lip-syncing, explaining, “I sang to backtrack like most cameos do.” Grande then weighed in, tweeting: “One day everybody who works at all them blogs will realize how unfulfilled they are and purposeless what they’re doing is and hopefully shift their focus elsewhere. … I can’t wait for them to feel lit inside.” (EXPRESS)
