A 22-year-old Arabian mare is causing a stir with her 12-mile strolls through a Frankfurt, Germany, neighborhood. Werner Weischedel says his horse, Jenny, who recently gained social media fame, has been taking her daily walks for 14 years. “Everybody knows her,” the 79-year-old said Tuesday. The value of an hour’s work SILVER SPRING On a recent spring morning, Susan Alexander left her Maryland home, climbed into her Volkswagen Passat and drove about 3 miles to pick up two strangers. She battled rush-hour traffic on the Capital Beltway and George Washington Memorial Parkway before dropping them off curbside at Reagan National Airport. She didn’t earn a dime for her trouble, and that was the point. There and back, the trip took about 90 minutes — worth about $40 if Alexander, a retired government intelligence analyst, were an Uber driver. Instead, she’s a member of the Silver Spring Timebank — one of more than 100 such exchanges around the world trying to build community by exchanging time credits for services instead of dollars and cents. “I have time,” she said. “I like giving the gift of time to other people.” About 70 such time banks exist across the country — some with a few members, others with

That’s a bonus that’s part of an exchange.” In Alexander’s case, passengers Mary and Al Liepold were grateful for the ride, but it wasn’t charity. Mary, a retired writer and editor for nonprofit organizations, used time credits she banked for editing work and baking. The Liepolds cashed in their credits to catch a flight to Montreal for a five-day vacation. Without money changing hands or shifting between virtual accounts, the airport drop-off was more like a coffee klatch than a taxi ride. Maggie McIntosh launched a public offensive Tuesday, promising an educationcentric agenda and asserting she has the votes in hand to become the first woman and first openly gay person to lead a chamber of the General Assembly. “I’ve got it,” the Baltimore City Democrat told reporters. “I feel like it’s mine.” But her rival, Del. Dereck E. Davis, D-Prince George’s, says he has the votes to win, from a minority of Democrats but also from Republicans, who hold about 30 percent of House seats. He said he will rely on support from both sides of the aisle in his quest to become the first African American House speaker in state history. “People are going to do what they have to do to win,” Davis, 51, said. “If she indeed has the votes, I’d tip my hat and shake her hand,” he said of McIntosh. “I hope she’d do the same.” Lawmakers will convene in Annapolis at noon today to elect a successor to Michael E. Busch, the state’s longest-serving speaker, who died unexpectedly April 7. The unusually public battle among two of his top lieutenants reflects a broader divide in the Democratic party nationally, as well as internal competition among key constituencies that

In Maryland, it has pitted liberals against moderates and severed long-standing alliances, alienating some black lawmakers from whites and splitting the Democratic caucus along generational lines. Davis, a six-term lawmaker, is viewed as a centrist who is sympathetic to business interests. A majority of the divided Legislative Black Caucus on Monday rallied around him. Liberal groups have buoyed McIntosh, conducting robocalls this week and threatening primary challenges against Democrats who back a candidate who wins the speakership by relying
on Republican support. McIntosh, 71, is seen as a tough negotiator and more in tune with growing left wing of the party. On Tuesday, she cast herself as a teacher whose goal in life and in public office is to close the achievement gap between white and black students. She promised to champion increased spending on education, expand access to affordable child care and require businesses to provide paid family leave. The House elects a speaker every January, at the start of the 90-day legislative session, which means that regardless of who is elected today, the other candidate could try to marshall majority support to stage an
insurrection next year. McIntosh would not rule out such a move if Davis won the speakership on the basis of Republican support. “I’m going to win as speaker with Democratic votes only,” she said. “I do not want to win with Republican votes.” House Minority Leader Nicholaus R. Kipke, R-Anne Arundel, meanwhile, said his caucus will decide this morning on which candidate to support and will cast its 42 votes as a bloc. He said that many GOP lawmakers are smarting from “very insulting” social media posts from McIntosh supporters, who alleged the minority party was seeking to divide the Democrats in a power grab. Jury to decide fate of Baltimore teen accused of killing officer in May
Two students at Walt Whitman High School in Bethesda posted an image of themselves in blackface on a social media account over the weekend and used the “N-word” while describing their picture, the school’s principal said. The Montgomery County police were called and helped investigate the use of the racist term, Principal Robert W. Dodd said in a letter to the school community. Hogan signs reform bill after student’s death Maryland Gov. Larry Hogan signed a measure Tuesday to implement reforms requiring more transparency by the University of Maryland Board of Regents after its handling of a University of Maryland football player’s death last year. ACLU sues city, officer for search of critic’s yard The American Civil Liberties Union is suing D.C. and a police officer over the search of a yard belonging to a woman who made negative comments about police. The ACLU filed a federal lawsuit Monday against the District and Officer Joseph Gupton. The lawsuit accuses officers of unlawfully searching Denise Price’s yard in May as retaliation for her critical comments about police. Confederate memorials in Virginia considered war monuments CHARLOTTESVILLE A Virginia judge has ruled that Charlottesville’s Confederate statues are war monuments protected by state law. Judge Richard Moore’s ruling came in a lawsuit filed against Charlottesville City Council members who voted in 2017 to
remove a statue of Gen. Robert E. Lee. Moore noted that statues of Lee and Thomas “Stonewall” Jackson depict the men in military uniforms and on horses associated with them during the Civil War. Virginia law makes it illegal for local municipalities to remove war monuments without permission from the state. Moore acknowledged the controversy that has swirled around Confederate statues in recent

Moore said his ruling doesn’t guarantee that the plaintiffs will win if the lawsuit goes to trial. He said he still needs to rule on several pending issues, including the city councilors’ motion that they have immunity from the lawsuit. The Monument Fund filed the lawsuit in March 2017, alleging that the council violated state law when it voted to remove the Lee statue. The lawsuit was later amended to also include the Jackson statue. The statues have not been taken down. (AP)

Three hospitals launch new addiction programs Three D.C. hospitals have launched programs providing medication-assisted addiction treatment to recent overdose victims in emergency rooms. Howard University Hospital, MedStar Washington Hospital Center and United Medical Center have their programs up and running, the D.C. Hospital Association said Tuesday. The programs involve outreach to opioid overdose victims, who will be able to begin taking buprenorphine — a medicine that diminishes cravings for opioids — while still in the emergency room. (TWP)

TOKYO Japan’s popular Emperor Akihito formally abdicated Tuesday in a short ceremony at the Imperial Palace, giving way to his son after the weight of official duties became too much for the 85-year-old. Dressed in a morning coat with his wife, Empress Michiko, just behind him, Akihito gave a short televised speech encapsulating the humble and peaceful values that marked his rule. “Since ascending the throne 30 years ago, I have performed my duties as the emperor with a deep sense of trust in and respect for the people, and I consider myself fortunate to have been able to do so,” he said. At the start of the ceremony, Akihito had walked into the room slowly with his wife, before the pair stood together in front of two thrones on a raised platform. Their steps ringing out on the polished wooden floor, imperial chamberlains then carried in two of Japan’s three sacred treasures, a sword representing valor and a jewel representing benevolence, as well as the Privy Seal and the Great Seal of Japan — the seals of the emperor and state, respectively. A third treasure, a mirror — representing wisdom — is kept at Ise Grand Shrine, the holiest Shinto site in Japan. Akihito is a much-loved figure in Japan. With his wife at his side, he humanized the role of the emperor, once viewed as a living god, by reaching out to vulnerable members of society and victims of natural disasters, and actually looking ordinary people in the eye when talking to them. But he also encouraged Japan to acknowledge its wartime past, and never pandered to the
conservative nationalists who revere the tradition embodied in his role, experts say. Akihito is the first Japanese emperor to abdicate since the Emperor Kokaku gave way, also to his son, in 1817. Akihito’s 30year reign as ceremonial head of state came to an end at midnight, concluding what is known as the Heisei era. Crown Prince Naruhito, 59, will accede to the Chrysanthemum Throne in another ceremony at the palace today. His reign will mark the beginning of the Reiwa era, a term taken from ancient Japanese poetry and translated as “beautiful harmony.”
New Mexico health officials say two people who received facial injections from the same spa are infected with HIV. The state’s Department of Health said Monday that two clients of VIP Spa in Albuquerque who received “vampire facials” last year were recently diagnosed with the same HIV strain. The two people visited the spa between May and September of 2018. The spa provided “vampire facials,” during which the client’s own blood is injected into the face to replenish the skin. The agency said over 100 people have been tested for HIV, hepatitis B and hepatitis C. VIP Spa closed in September after state agencies found problems with its handling of needles. (AP)

A beluga whale found in Arctic Norway wearing a harness that suggests a link to a military facility in Russia is so tame that residents can pet the mammal on its nose. The white whale recently found frolicking in the frigid harbor of Tufjord has become “a huge attraction” for locals, one resident said. The whale — whose harness has the lettering “Equipment St. Petersburg” in English — even swims to the dock and retrieves plastic rings thrown into the sea. (AP)

Study: Higher wages mean fewer suicides ECONOMICS Since 2000, the suicide rate in the United States has risen 35 percent, primarily because of the significant increase in such deaths among whites. But new research indicates that when the minimum wage in a state increased, or when states boosted a tax credit for working families, the suicide rate decreased. Raising the minimum wage and the earned-income tax credit by 10 percent each could prevent about 1,230 suicides annually, according to a working paper circulated by the National Bureau of Economic Research this week. The analysis by a team of economists at the University of California at Berkeley found that these changes help lesseducated, low-wage workers who have been hit hardest by drug overdoses, suicides and alcohol-related liver mortality, known as “deaths of despair.” The Berkeley team looked at death data from the Centers for Disease Control and Prevention for states that had raised their minimum wage or EITC between 1999 and 2015. It found that the number of suicides that weren’t related to drugs dropped noticeably. Among adults without a college education, increasing the EITC by 10 percent appears to have decreased non-drug suicides by about 5.5 percent. Want asylum? Pay up. Trump says he wants to impose a fee on immigrants seeking refuge in the U.S. President Trump on Monday announced changes that will make seeking asylum more difficult.

IMMIGRATION President Trump ordered major changes to U.S. asylum policies in a White House memo released Monday night, including measures that would charge fees to those applying for humanitarian refuge in the United States. Trump’s directive also calls for tightening asylum rules by banning anyone who crosses the border illegally from obtaining a work permit, and giving courts a 180-day limit to adjudicate asylum claims that now routinely take years to process because of a ballooning case backlog. The order, announced in a presidential memorandum, comes as the president is seeking to mobilize his supporters with a focus on illegal immigration ahead of his 2020 reelection campaign. “If the Democrats don’t give us the votes to change our weak, ineffective and dangerous Immigration Laws, we must fight hard for these votes in the 2020 Election!” the president tweeted. The surge of migrants from Central America arriving at the U.S. southern border with Mexico has frustrated the Trump administration, which has been trying various methods to stem the flow, all of them thus far unsuccessful. The proposed changes to the asylum system aim to address one of the most confounding aspects of the surge: families seeking safe passage using long-standing U.S. asylum protections. More than 103,000 migrants crossed the U.S.-Mexico border last month, the highest level in more than a decade. About 60 percent were Central American parents traveling with children — who, upon arrival on U.S. soil, have the legal right to request refuge from persecution. Adults who arrive with children are typically assigned a court date and are released into the country, often reuniting with family members and taking jobs while their claims are pending. Trump in recent weeks has increasingly mocked asylum seekers as fraudsters trying to game the system by making up stories about their hardships and fears. Though homicide rates in Central America are among the highest in the world, many of those now arriving acknowledge they are fleeing poverty and hopelessness, which are not grounds for asylum protections. David A. Martin, a former Homeland Security deputy general counsel who helped make changes to the asylum system in the 1990s, said he had never heard of charging a fee to applicants and that it would be a “bad idea.” Asylum seekers are fleeing for their lives — fearing torture or death in their home countries — and often cannot afford to survive without assistance in the United States, he said. “Genuine asylum seekers by definition leave in the most urgent of circumstances,” he said. “As a group, they tend to be very short on resources. If you’re going to leave the possibility of refuge for people who legally qualify truly open, you wouldn’t impose a barrier of a fee.” Charging a fee for asylum claims would put the U.S. in the clear minority. The lawsuit against Deutsche Bank, which has loaned Trump more than $360 million in recent years, and Capital One is designed to prevent the two institutions from providing records to the House Intelligence and Financial Services committees. The filing in federal court claims the subpoenas were issued to “harass” the president. “No grounds exist to establish any purpose other than a political one,” the lawsuit asserts. Trump lawyers called the subpoenas “unlawful and illegitimate.” But legal experts predicted that the courts would be unwilling to stand in the way of congressional oversight. nation+world Top Democrats, Trump agree to work toward costly infrastructure bill WASHINGTON In a rare moment of bipartisanship in polarized Washington, President Trump and Democratic congressional leaders agreed Tuesday to work toward a $2 trillion infrastructure plan to rebuild roads and bridges, provide clean water and extend broadband coverage — but they put off the thorny matter of how to pay for it. Both sides seemed determined to show a willingness to work with the other, even as tensions between the White House and congressional Democrats have
only intensified with the release of special counsel Robert Mueller’s redacted report on Russian meddling in the 2016 elections. Democrats have multiple investigations of the Trump administration underway, and Trump’s White House is resisting them. The decision in Washington from U.S. District Judge Emmet G. Sullivan adopted a broad definition of the anti-corruption ban and could set the stage for Democratic lawmakers to begin seeking information from the Trump Organization. The Justice Department can try to delay or block the process by asking an appeals court to intervene. Sullivan refused the request of the president’s legal team to dismiss the case and rejected Trump’s narrow definition of emoluments, finding it “unpersuasive and inconsistent.” The congressional lawsuit is one of two landmark cases against Trump relying on the once-obscure emoluments clauses of the Constitution. In a separate case brought in Maryland, Justice Department lawyers representing the president have succeeded in temporarily blocking subpoenas for financial records related to Trump’s D.C. hotel. The emoluments cases, which could eventually end up at the Supreme Court, appear to mark the first time that federal judges have interpreted these clauses with regard to a sitting president. CARACAS, VENEZUELA Violent clashes erupted across Venezuela on Tuesday after opposition leader Juan Guaidó launched what appeared to be a military-backed challenge to President Nicolás Maduro, summoning thousands of people to the streets to demonstrate against the socialist leader. It was a high-risk gamble for Guaidó, the leader of the National Assembly who declared himself interim president of Venezuela in January. By late Tuesday, it was unclear whether his latest action would succeed. Dozens of people were injured by rubber bullets, tear gas and live ammunition in melees across Venezuela, according to local observers and hospital officials. An armored vehicle ran into a cluster of Guaidó supporters. A group of hooded men in a pro-government militia fired into a crowd of protesters, witnesses said. And a colonel loyal to Maduro was shot in the neck, the defense minister said. The extent of his injuries was unclear. President Trump accused Cuban “troops and militia” backing Maduro of conducting military operations in Venezuela to cause “death and destruction to the Constitution of Venezuela.” If the alleged activities didn’t immediately stop, Trump tweeted, his administration would impose a “full and complete embargo, together with the highest-level sanctions” on Cuba. There were protests across the nation, according to the Venezuelan Observatory of Conflicts, and violent clashes in at least five states. At least 25 people were detained, according to Foro Penal, a local organization that tracks political detentions. Five post-draft questions
The running jokes about the Washington Redskins’ competence as an organization subsided over the NFL draft weekend, as even the club’s harshest critics had to acknowledge what appears to be a job well done. The team addressed nearly every major roster need in its NFL draft class without reaching for players. In the near future, this could be the draft remembered for rebuilding the

offense. Here are five key questions about the roster coming out of the draft. KAREEM COPELAND (THE WASHINGTON POST)

The competition is on. The Redskins drafted Dwayne Haskins with the 15th overall pick to be their quarterback of the future, but as coach Jay Gruden pointed out, first-round quarterbacks get the chance to play immediately. The Big Ten offensive player of the year led the nation with 4,831 passing yards and 50 touchdown passes at Ohio State. But Haskins is still a rookie, and Gruden needs to win now. The Redskins traded for Case Keenum this offseason as a bridge quarterback, and Colt McCoy, a Gruden favorite, should soon be fully recovered from a broken leg. Those players will form a three-man competition in training camp.
As at quarterback, there will be an open battle to start at left guard. Tackle Ereck Flowers, signed in free agency with the hope that he could rebound after a rough start to his career, might move to guard. Fourth-round pick Wes Martin and fifth-rounder Ross Pierschbacher will get chances to win the job, as will recently re-signed Tony Bergstrom. Martin is a bruising strongman while Pierschbacher is the heady technician. But Flowers has four seasons of NFL experience. “We’re hoping that athletically, the skill set that Ereck has, he can [play guard],” Gruden said. “But Ereck is also a good tackle. So, we have some options there.”
With Jamison Crowder gone to the Jets, Terry McLaurin, a third-rounder out of Ohio State, should get a chance to start at slot receiver. Josh Doctson and Paul Richardson have a grasp on the starting outside spots, and would have to struggle to lose out to a rookie. The Redskins certainly didn’t sign Richardson to a $40 million contract last offseason to be a rotational player. Trey Quinn is also in the mix, competing for the slot role. There is also excitement about former N.C. State wide receiver Kelvin Harmon, who was drafted in the sixth round. Both he and McLaurin have the chance to earn snaps as rookies.
The defensive backfield is pretty clear, although the team is awaiting word on safety Montae Nicholson, who was placed on the non-football illness/ reserve list after being arrested following a fight outside a Virginia bar in December. He is due in court May 14 and could face a suspension. If he returns, he’ll be the favorite to start at safety alongside Landon Collins, who signed a free agent deal worth $84 million this offseason. Quinton Dunbar and Josh Norman will start as outside cornerbacks if healthy, with Fabian Moreau as the team’s No. 3 corner. Deshazor Everett could compete with Nicholson if his game continues to grow.
The drafting of former Heisman Trophy runner-up Bryce Love out of Stanford won’t have immediate implications, as he continues to rehab from a torn ACL suffered in December. A 2,000-yard rusher during the 2017 season, Love hopes to be ready by the middle of training camp. He may start the season on the physically unable to perform list and not count against the 53-man roster, giving the team more time to decide what to do next. Samaje Perine seems to be the odd man out if the team doesn’t want to keep five running backs on the 53-man roster, despite Gruden saying he wanted to get Perine more opportunities.

Soon after QB Dwayne Haskins was selected No. 15 overall in the NFL draft Thursday, he did an interview on “NFL Total Access.” Host Scott Hansen informed him that No. 7 — which Haskins wore at the Bullis School and Ohio State — was available on the Redskins’ roster. “I gotta talk to Mr. Theismann first before I get that number,” Haskins replied. While No. 7 isn’t officially retired by the team, Joe Theismann, below, who played 12 seasons and led the Redskins to a Super Bowl in 1983, is the only player to have worn it. Too early to turn attention to 2020? CAPITALS The Capitals have a big summer ahead with nine players on the roster set to become restricted or unrestricted free agents, but talk has already turned to 2020, when center Nicklas Backstrom and goaltender Braden Holtby will be due new contracts. Washington
can extend both players as soon as this July. The Caps regularly encounter salary-cap constraints, and keeping both Backstrom and Holtby past next season will be a challenge. Two of Washington’s most important players, both have aged well. Backstrom, 31, is coming off a campaign with 22 goals and 52 assists in 80 games, and he’s finished with at least 70 points in six straight seasons. Holtby, 29, has been the Capitals’ top goaltender

Holtby’s future in Washington is threatened by an elite goaltending prospect. Through three playoff appearances with the Hershey Bears, 22-year-old Ilya Samsonov has a 1.61 goals against average
and a .945 save percentage. Backstrom signed his current deal in 2010, a 10-year, $67 million extension at the time. It has become a bargain with top centers now typically paid north of $8 million, and that’s what he could command a year from now. If the Caps can’t afford to keep both Backstrom and Holtby, Backstrom is the player more likely to be re-signed. He broke his leg in the fourth quarter of the so-called Greatest Game Ever Played — the suddendeath duel between the Colts and the New York Giants in 1958 — but refused to be taken to the locker room. ‘Hurts 2B Human’ is a predictable effort from the pop-punk veteran ALBUM REVIEW Right out of the gate on her new album, Pink gives you just the song you expect from the punk superstar: a pop ballad oozing with confidence. Her background vocalists sound like a posse as she sings out, “Don’t hustle me / Don’t f--- with me.”
Released Friday, “Hurts 2 B Hu m a n” sounds largely like Pink’s typical aesthetic — mostly pop ‘Hurts 2B Human’ with a punk Pink attitude and a few sentimental piano ballads sprinkled in. Just like her 2017 album “Beautiful Trauma,” Pink dabbles in myriad styles, though this record ultimately lands in

Pete Davidson pulled out of a stand-up show Monday night after a comedy club owner mentioned Kate Beckinsale and Ariana Grande onstage, TMZ reported. According to the outlet, before Davidson was set to perform at a club in Bridgeport, Conn., owner Vinnie Brand told the crowd to not mention Davidson’s exes. Davidson then left the club and posted a video to Instagram Stories. “The owner, Vinnie Brand, disrespected me and did something that I told him not to do and I can’t perform under those circumstances,” he said. Sources close to Davidson told TMZ that Brand also did an opening set despite objections from the star’s team. (EXPRESS)

Larry King is recovering in a hospital after undergoing heart surgery on Thursday, according to CNN. The longtime talk show host had a procedure done to address chest pains and is expected to make a full recovery. The outlet also noted that Ora TV — the network behind “Larry King Now” — disputed rumors that King suffered from a heart attack. (EXPRESS)
Chris Stapleton, along with his bassist and tour manager, landed guest spots on Sunday’s “Game of Thrones.” The trio appeared as White Walkers and, according to Rolling Stone, were given training on set. “I was like, you know, I would gladly fly to wherever in the world just to be a small part and get to watch that show going down,” Stapleton said. “They were gracious enough to let me come participate that way.” (EXPRESS)
