Resilient teens: A bus fire couldn’t snuff out their spirit filming. It was Mehmet Oz, known at TV’s Dr. Oz, who happened to be driving by and stopped to help. Dozens of instruments were charred, burned, melted — including cellos, violas and a $6,000 clarinet. They belonged to some of the region’s most accomplished musicians. “Some of them have instruments that have been in their families for generations,” Anthony Townes, the director of bands at Northwestern, said. Or they have specialized, highend instruments their parents saved for years to buy. Losses like this are devastating for these students. At least 70 percent of the Prince George’s County students at Northwestern qualify for subsided lunches. Last week, before their big assessments, three local music stores swooped in to loan the kids instruments. The teachers could tell their gifted kids weren’t playing like

A real musician knows: An instrument is something special, precious as a baby. So when the flames shot high into the air and the smoke billowed, the Northwestern High School band members wanted to race back onto the burning bus and save their babies. They were on their way home to Hyattsville, Md., from a trip to New York. The timing couldn’t have been worse. Their big musical assessment — which they’d been training for all year — was the next day. But as they were riding on the New Jersey Turnpike on April 22, a tire popped, and soon their bus was on fire. The kids grabbed all they could safely get and jumped from the bus. Many left behind cellphones, laptops and instruments. They saw a familiar-looking man on the side of the turnpike

themselves, but they still got the highest scores possible. Then they had a big county honor band concert Friday night. The high school honors jazz band, led by Townes, killed it. Free-flowing, funky perfection. And then 17-year-old Sylvia Garcia stood up. The crowd went wild as she played, running the notes up and down, letting her mind and her fingers go. “When you do classical,
you’re judged by how you play what’s on the page,” she told me. “But in jazz, you can also play what’s in your mind.” She’s the quiet, reserved one in class. “And then you get her on stage,” Townes said, “and it’s like she has a cape! Sax Girl!” And her baby, a Yamaha Custom Z? It made it. And this fall, it’s going to Berklee College of Music in Boston with her.
Right on cue, colorful tulips have finally reached full bloom at Washingtonarea gardens. Although the District’s flowers opened up last weekend, those in the northern and western suburbs were slower to move because of the chilly weather. Tulips are putting on quite a show now at places including Brookside Gardens in Wheaton (part of the Montgomery County park system), open sunrise to sunset. THE DISTRICT The city official who organized an event on the steps of the District government building where a speaker directed anti-Semitic slurs against a Jewish lawmaker resigned Tuesday, just hours after a volatile council meeting where members debated how to respond to the incident. Joshua Lopez, whom Mayor Muriel Bowser paid as a consultant in her 2014 campaign and appointed to the board of the public housing authority, faced scathing criticism over a “unity rally” he organized last week to defend D.C. Council member Trayon White Sr., D-Ward 8. White has been at the center of controversy for the past month after it was reported that he repeated anti-Semitic conspiracy theories on his Facebook page and in a council meeting. White had also donated $500 from a fund meant for his constituents to a Chicago event for the Nation of Islam, where leader Louis Farrakhan said Jews were his enemy. He had also visited the U.S. Holocaust Memorial Museum as a way to try to repair relations but left the tour early, sparking further criticism. White, who faced calls for censure, has stood by his donation

and said he was done apologizing. The event organized by Lopez sparked an uproar after a representative of the Nation of Islam called D.C. Council member Elissa Silverman a “fake Jew” for criticizing Farrakhan. Silverman and four other lawmakers called on the mayor to dismiss Lopez, who held the megaphone for the speaker. Bowser had said Lopez needed to apologize, but she did not move to fire him from his post, which carries a $4,000 annual stipend. Lopez did apologize for the speaker’s comments and said he did not want to risk a physical confrontation by forcing the man to leave. He noted that he nudged the speaker and unsuccessfully
asked him to stay positive. That wasn’t enough to quell the controversy, as several Jewish community leaders as well as the Downtown Cluster of Congregations called for Lopez to leave public office. “It became clear that this issue was becoming highly politicized and people were using it as an opportunity to attack my family and people I care about,” Lopez said in a statement on Tuesday. He later told The Washington Post, “I’m now a private citizen and can return to my political activism without having it unfairly associated with anyone else.” The mayor never asked him to resign, he said. Spring has proved painfully slow in the D.C. area this year. Most of March and stretches of April more closely resembled winter. Flowers were delayed in blooming, opportunities to break out warm-weather attire were few and there were even snow flurries. The average temperature of 54.9 was 1.9 degrees cooler than normal, the first cool April since 2007, and the second-coolest of the 2000s. It also marked the first instance since 1999 when a cool April followed a colder-thannormal March (which was colder than February). That chilly weather pattern changed quickly this week. Some places picked up a good 40 degrees Tuesday from their low to their high. Summerlike highs in the 80s — even 90s — are expected on Thursday and Friday. (TWP)
CUTS AT CATHOLIC UNIVERSITY
The proportion of full-time faculty that officials at Catholic University want to cut through attrition, buyouts and possibly layoffs, a cost-saving proposal that has rattled professors at the school known for its close ties to the Vatican. Under the proposal, 35 positions would be eliminated from a roster that this school year includes 381 faculty members. Twenty-five of the departures would be “voluntary” and 10 “involuntary,” according to the proposal. University officials said they hope to keep the number of layoffs of tenured faculty as low as possible. (TWP)

Police charge Md. man in shooting Monday night of 4-year-old boy in Northeast D.C.
A Maryland man has been charged in a crash that killed an FBI agent and a deputy state fire marshal. Maryland State Police said Tuesday that Roberto Garza Palacios, of Germantown, was charged with negligent driving in the Dec. 8 crash. The charge carries a $280 fine, but no jail time. The events began when FBI Special Agent Carlos Wolff reached for his cellphone and crashed on I-270. Deputy Chief State Fire Marshal Sander Cohen stopped to help. Teen fatally stabbed near NoMa station, police say A teenage boy was fatally stabbed Tuesday afternoon near the NoMa-Gallaudet Metro station in Northeast, according to D.C. police. The boy, 16, died at a hospital, D.C. Police Chief Peter Newsham said. The attack occurred about 4:35 p.m. in the 1300 block of Second Street NE, near a hotel entrance and several restaurants. “There was a large group of kids,” Newsham said, adding that after the stabbing, “they scattered.” He said no weapon was recovered. Police: Mom injected son with an unknown liquid Police say a Fairfax County woman has been charged with child abuse after she injected her Malone hospitalized son with an unknown substance. Police on Tuesday said Elizabeth Malone, 28, has been charged with child abuse and larceny. According to police, Malone stole supplies from Inova Children’s Hospital April 25 and injected a substance into the boy. (AP)

PRINCE GEORGE’S COUNTY The embattled leader of Prince George’s County’s public schools will give up his post at the helm of Maryland’s second-largest school system, a school district spokesman said Tuesday. Kevin Maxwell, who was hired by Prince George’s County Executive Rushern L. Baker III in 2013 with a mandate to improve the long-struggling school district, is credited with expanding academic offerings and enrollment and slightly boosting test scores. But his critics have called for his ouster in recent months amid questions about unauthorized pay increases among centraloffice staff and fraud in graduation rates. The criticism has placed growing political pressure on Baker, who is running for governor in the June 26 Democratic primary. He hired Maxwell after the state legislature granted Baker the power to appoint the schools chief and some members of the school board. School system spokesman John White said Maxwell, 66, “intends to step down and wants to make sure there is a smooth transition” for the school system.

Reformer-in-chief: Pon seeks diversity in the Trump era The passion new Office of Personnel Management Director Jeff T.H. Pon has for civil service reform makes the Trump administration’s lack of enthusiasm for federal workplace diversity and inclusion all the more stark. “We want to be bold and aggressive, and we want to make sure that not only is it good for America but it’s also good for our civil service,” Pon said about reform Tuesday. Talk of overhauling the federal civil service has been around for decades. No matter how needed aspects of reform might be, federal employees can be excused if they view this administration’s push for civil service reform with trepidation, given the hiring
freeze Trump implemented shortly after taking office and the pay freeze and compensation cuts the administration has proposed. Yet Pon is determined to have a proposal done by the midterm elections, an ambitious goal. Unfortunately, his passion for changing the way federal employees are managed — hired, compensated, promoted, fired and retired — far exceeds the administration’s diluted desire to have the workforce look like the public it serves. While the administration’s retreat from diversity as a top priority can’t be pinned on Pon, he seems happy to represent an administration that gives diversity and inclusion advocates good reason to shudder. In response to Sen. Kamala
D. Harris, D-Calif., during his October nomination hearing, Pon said he had not read Barack Obama’s executive order to promote diversity and inclusion in the federal workforce. In written responses submitted after the hearing, Pon said that agencies “should actively recruit from all segments of society” and promised “to build upon the goals identified” in Obama’s order. “It is my understanding, based on the last data OPM posted to its website, that minorities as a whole are no longer under-represented across the Federal workforce,” his written response said, “although their representation lags somewhat in SES positions.” “Somewhat” is an understatement for women, who make up 35.3 percent of the Senior Executive Service. On the surface, it seems the data belie his understanding in another area. The federal workforce was 8.4 percent Hispanic, according to an OPM report for fiscal 2014, which was the document available in October. The fiscal 2016 report issued this February shows a slight increase, to 8.6 percent. In both fiscal years, the percentage of Hispanics in the civilian labor force was about 15 percent, making it seem that they are vastly underrepresented. But on this point Pon was not far off. The civilian labor force includes non-citizens. But citizenship is required for most federal jobs. Hispanic citizens are only about 10 percent of the civilian labor force, meaning their representation in the federal workforce is low, but not as low as it initially appears. POLITICS A controversial trip to Morocco by Environmental Protection Agency chief Scott Pruitt in December was partly arranged by a longtime friend and lobbyist, who joined Pruitt and his entourage at multiple stops and served as an informal liaison at both official and social events. Richard Smotkin, a former Comcast lobbyist who has known the EPA administrator for years, worked for months with Pruitt’s aides to hammer out logistics, according to four individuals familiar with those preparations. In April, Smotkin won a $40,000-a-month contract with the Moroccan government to promote the kingdom’s cultural and economic interests. Information obtained by The Washington Post shows that the visit’s cost exceeded $100,000, more than twice what has been previously reported. Pruitt was accompanied by eight staffers and his round-the-clock security detail. Smotkin didn’t return calls and emails seeking comment about his role in the trip or his relationship with Pruitt. The FDA — working with the Federal Trade Commission, which polices deceptive advertising — said the illegal packaging could lead to poisoning if children mistakenly drink the liquids, which are to be used with e-cigarettes and vaping devices. HEALTH The warmer weather of spring and summer means the start of tick and mosquito season and the diseases they transmit, including Lyme disease, Rocky Mountain spotted fever, West Nile and Zika. A new report from the Centers for Disease Control and Prevention has found that illnesses from mosquito, tick and flea bites more than tripled in the United States from 2004 to 2016. The report, released Tuesday, shows that the number of reported cases of these diseases jumped from 27,388 cases in 2004 to more than 96,000 cases in 2016. The data include illnesses reported in U.S. states and territories. During that period, more than 640,000 cases of these diseases were reported to the CDC. Officials say the actual number of people who have become sick is much higher, in part because many infections are not reported or recognized. Some patients may experience mild symptoms and not seek medical attention, and not all diseases were reported for the full 13year analysis period. For example, recent data from clinical and laboratory diagnoses estimate that Lyme disease infects about 300,000 Americans every year, which is eight to 10 times more than the number reported in the CDC analysis. In 2016, the number of Lyme disease incidents reported for the United States was 36,429. As a group, these diseases are notable for their wide geographical distribution in the United States and resistance to control. Only one of the diseases, yellow fever, has a vaccine
TRANSPORTATION Get ready for a little bit more pain at the pump this summer. Crude oil prices are at the highest level in more than three years and are expected to keep climbing, pushing up gasoline prices along the way. The daily U.S. average for regular gasoline is now $2.81 per gallon. That’s up from about $2.38 a year ago, according to the Oil Price Information Service. And across the U.S., 16 percent of gas stations are charging more than $3 per gallon, according to AAA. “This will be the most expensive driving season since 2014,” said Tom Kloza, of the Oil Price Information Service. The price of U.S. crude oil has been on a mostly steady incline since last June, last week hitting $68.64, the highest since December 2014. Oil prices near $70 per barrel shouldn’t put the brakes on economic growth, however. The energy sector and related industries have more money to spend on equipment and workers. But higher oil prices are certainly inconvenient for drivers, especially those with lower incomes. “The good news is, both at the global level and the U.S. level, this is occurring at a time when growth is fairly robust,” said Nariman Behravesh, chief economist at IHS Markit. “But consumers as a whole will be hurt ... because gasoline prices are going up.” ALEX VEIGA (AP)

Australia’s highest-ranking Catholic will appear for the first time today in the County Court of Victoria, where he has been ordered to stand trial at a date to be set. Lawyers for Pell, Pope Francis’ finance minister, have been
fighting the allegations since before he was charged in June with alleged sexual abuse against multiple people in Victoria. They date from the time he was a priest in his hometown of Ballarat until decades later, when he was archbishop of Melbourne. Magistrate Belinda Wallington on Tuesday dismissed about half the charges that had been reviewed in a four-week preliminary hearing in Melbourne, but decided the prosecution’s case was strong enough for the remainder to warrant a trial by jury. The charges the jury will hear include these: that Pell groped two boys’ genitals at a swimming pool in Ballarat in the 1970s, and that he assaulted two choristers at Melbourne’s St. Patrick’s

The Trump administration has drafted a proposal that would freeze the federal standards at 2021 levels, leaving them well below levels targeted under Obama. POLITICS President Trump said Tuesday that it’s “disgraceful” that a list of proposed questions from special counsel Robert Mueller was “leaked” to the news media. The New York Times late Monday published the 49 questions compiled by Trump’s lawyers during negotiations with Mueller’s investigators earlier this year over the prospect of a presidential interview. Mueller is investigating Russian meddling in the 2016 election, whether Trump’s campaign was involved and if the president obstructed justice after the campaign. The Times report said a list of the questions was “provided to The Times by a person outside Mr. Trump’s legal team.” The questions range from Trump’s motivations for firing FBI Director James Comey to contacts Trump’s campaign had with Russians. Although Mueller’s team has indicated to Trump’s lawyers that he’s not considered a target, investigators remain interested in whether the president’s actions constitute obstruction of justice and want to interview him about several episodes in office. They have not yet made a decision about an interview. In his tweet, Trump said there were “no questions on Collusion” and called Mueller’s investigation a “Russian witch hunt.” He said collusion with the Russians

The reactor in question is called Akademik Lomonosov. Once the barge is wired into the electrical grid in the Arctic town of Pevek in 2019, it will be the world’s northernmost nuclear reactor, capable of powering a town of 100,000 people (almost the population of Green Bay, Wis.) with what its manufacturer, Rosatom, calls “a great margin of safety” that is “invincible for tsunamis and natural disaster.” But environmental groups have other names for the barge: “Nuclear Titanic” is one. Another is “Floating Chernobyl.” Critics say that pretty much the worst thing you can do to a nuclear reactor is expose it to the high waves and fierce winds of the Arctic Ocean. Jan Haverkamp, a nuclear expert for Greenpeace Central and Eastern Europe, called it a “shockingly obvious threat to a fragile environment.” The world will see who is right sometime next year. Lomonosov, which is named after an 18th-century Russian scientist and poet, was towed out of the St. Petersburg shipyard on Saturday for its meandering year-long journey, The Associated Press reported. Wall’s prescription tough to fill ANALYSIS John Wall spent more than 15 minutes Saturday dissecting the Wizards’ roster flaws. He is, after all, emboldened by the organization to be the leader, vocal and otherwise. And as Wall capitalized on his platform, he spared no feelings. “There’s a lot that we can use,” Wall said, calling for the team to revamp its approach at the center position and add depth at small forward. Those changes, however, won’t come as easily as a 15-minute interview might suggest. Shepherded by team president Ernie Grunfeld, the Wizards are in a mess of their own doing. As they try to clean it up, they face significant practical hurdles with a changing climate in the NBA. Wall said he supports signing an “athletic big.” But Washington is already committed to three traditional centers: Marcin Gortat and Ian Mahinmi — who don’t fit into the modern NBA game — and Jason Smith, who can’t get off the bench. Wall also said he wants more wing help to back up Otto Porter Jr. But the money tied up in centers, coupled with Porter’s maximum contract, will hinder the team’s offseason spending. Several clubs are waiting out their own bad contracts, and teams with cap space prefer not to take in players with multiyear deals, meaning an ideal trade could be hard to execute. The

Wizards could still try to trade, but they would likely have to package an asset like the young and economical Kelly Oubre Jr. or a first-round pick. The team could use the stretch-and-waive option — which allows teams to spread out over multiple seasons the money they owe players they let go — but that’s a short-term fix. It’s possible that through astute scouting, Washington could find
an unpolished or underappreciated player. But while Wall has a wish list, a roster overhaul seems more like a pipe dream. “John Wall isn’t that far off from what they need,” said Eric Pincus, a salary cap expert for NBA TV and Basketball Insiders. “[But] they have lower flexibility. They don’t have as much spending power, and when they do spend, they have tax on it.”
In 2016, a year of big contracts around the league, Washington overspent on Mahinmi, who came off an impressive season with the Pacers and was rewarded with a four-year, $64 million contract. But the team already had a traditional big man with several years remaining on his contract. “When you already have Gortat, it didn’t make a lot of sense,” Pincus said. Mahinmi, 31, has battled injuries for two seasons. He averaged 4.8 points, 4.1 rebounds and 3.0 fouls this year. Gortat was often benched in fourth quarters as the team elected to go small. He excels in setting screens and rolling to the basket but refuses to add a 3-point shot to his skill set. Together, the old-school duo will take up more than $29 million next season. Throw in last summer’s investment with Porter, who is set to make $26 million in 2018-19, and Washington heads into the summer already beyond the luxury tax threshold. The salary cap for next season is projected at $101 million, and the luxury tax threshold at $123 million, Pincus said. The Wizards have eight players signed for next year, and Smith and Jodie Meeks can exercise player options to return. Pop-funk star explores her sexual identity in ‘Dirty Computer’ film MUSIC A decade has passed since Janelle Monae entered the public eye as Cindi Mayweather, a messianic android who falls in love with a human in her “Metropolis” album series. The alter ego represents “the other,” Monae has said in interviews, and serves as an indirect way for the artist to address certain aspects of her identity: “being a black woman right now,” as she recently told The New York Times, and “being a part of the LGBTQ community.” Monae came out as pansexual in a Rolling Stone interview published this past Thursday, a day before the release of her latest studio album and its accompanying short film, “Dirty Computer” (streaming on YouTube). The funky pop jams reveal her struggles while also celebrating
her sexual liberation, and she brings these sentiments to the “emotion picture” by ditching her android persona. Finally, Monae gets to be unabashedly human. She gets to be herself. But that human life comes with its own obstacles. The 48-minute dystopian film begins with Monae’s character, Jane 57821, in a memory-clearing facility run by a totalitarian government. “Dirty Computer” has attracted comparisons to the 2004 film “Eternal Sunshine of the Spotless Mind” in its structure, as the facility’s technicians replay Jane’s memories before clearing them. One such memory is Jane’s romance with Zen (Tessa Thompson), who shows up to guide Jane through the cleaning process with seemingly little recollection of their shared past. The album’s third single, “Django Jane,” includes Monae rapping about being a black woman — a theme present throughout “Dirty Computer.” It’s an anthem on the intersection

of gender and race, and one driven largely by anger. In a February interview with The Guardian, Monae called the song “a response to me feeling the sting of the threats being made to my rights as a woman. … Black women and those who have been the ‘other,’ and the marginalized in society — that’s who I wanted to support, and that was more important than my discomfort about speaking out.”
And bold statements are what “Dirty Computer” does best. Monae told Rolling Stone that she wants “young girls, young boys, nonbinary, gay, straight, queer people who are having a hard time dealing with their sexuality, dealing with feeling ostracized or bullied for just being their unique selves, to know that I see you.” She is proud to be a dirty computer, and she’d like you to be, too.
For someone who was a child when the 1980s ended, the artist known as Twin Shadow seems to have been powerfully affected by that decade’s sonic landscape. Those influences got away from him on 2015’s “Eclipse,” but he’s toned it down on “Caer,” which came out Friday. “Brace,” a standout, is a perfect collision of his influences. “18 Years” fails, sounding like a cut that didn’t make the “Say Anything” soundtrack. The album’s cover is apt, showing someone covering their face as if acknowledging that they’ve wasted a chance. “I’m too mixed up,” Twin Shadow warns us on “Too Many Colors” s — and you believe him. Brothers Osborne go their own way MUSIC For proof that Brothers Osborne do things differently than most country stars, look no further than the music video for last year’s hit single, “It Ain’t My Fault,” which features robbers wearing presidential masks. The one in the Donald Trump mask tries to steal from a collection plate, and the one who looks like Bill Clinton ogles a woman. Touching on politics is something most Nashville singers try to avoid. But John and T.J. Osborne, the affable sibling duo raised near the Chesapeake Bay in Deale, Md., don’t mind addressing controversial topics. “The fact that we can put out a political satire video and gain fans from it, that shows people want to see [someone] tackle these th hese e subj subjects,” jec ects, John sa says. ays.
Their sophomore album, “Port Saint Joe,” landed April 20. That record features the standout track “While You Still Can,” a quiet yet urgent song about appreciating time with loved ones. Midway through the song, John started crying and couldn’t finish.
