One of the world’s biggest and most powerful steam locomotives chugged to its big debut after five years of restoration. Big Boy No. 4014 rolled out of a Union Pacific shop in Cheyenne, Wyo., on Saturday as hundreds of spectators looked on. Nenana Ice Classic organizers have announced this year’s guessing contest winner. Ice Classic manager Cherrie Forness says Anchorage resident Patricia Andrew was the only one to guess the exact time the ice went out on the Tanana River in Nenana, Alaska. EDUCATION Sometimes, to make life lessons stick you have to start young. Stop, look and wave before you cross the street. Always cross at a crosswalk. Wear a helmet when you ride a bike. When you come to a stop sign, stop; look both ways before proceeding. As traffic fatalities rise, teachers and traffic safety experts in the Washington region are bringing those lessons to school classrooms, training students on how to safely navigate the streets — lessons that educators say will last a lifetime and that transportation officials hope will inculcate a safety culture in the next generation of road users. “Teaching safe roadway behavior at a young age is the best way to ensure that they are safe users of the roadways as they become adults,” said Jeff Marootian, director of the District Department of Transportation. Cities nationwide are embracing that strategy, incorporating street safety education in school curriculums, and promoting

And in the District, schools are building miniature city grids on their

Thirty-six people were killed in traffic crashes in the District last year, up from 31 in 2017, according to city and federal crash data. Half the victims last year were either on foot or two wheels. Neval Thomas Elementary Principal Jaimee Trahan said the programs could give parents greater assurance about the safety of their children in areas where they have to cross wide roadways and dangerous intersections to get to school. The students are learning to understand how all modes of transportation interact with one another, about signage and roadway markings, and to be fully aware in the city’s transportation system. “For some families, walking here can be a 20- to 30-minute journey,” she said. “Them understanding how to navigate the streets safely is very important.”

ACLU lawsuit alleges some prisoners held in isolation for decades VIRGINIA A federal class-action lawsuit filed Monday is seeking to end solitary confinement at two maximum-security prisons in Virginia, claiming inmates have suffered PTSD, weight loss and hallucinations while spending up to nearly 24 years in isolation. The American Civil Liberties Union of Virginia says a dozen named plaintiffs at Red Onion

and Wallens Ridge prisons in the southwest part of the state are being held in what amounts to permanent solitary confinement because they have no meaningful way of getting out. The plaintiffs also contend the solitary programs are nearly identical to one that the Virginia Department of Corrections (VDOC) agreed to stop using as part of a settlement of a previous class-action lawsuit involving the now-shuttered Mecklenburg Correctional Center in the 1980s. “ S o l i t a r y c o n f i n e m e nt should only be used in rare and

VDOC officials did not respond to a request for comment. The plaintiffs have been held in solitary about 22 to 24 hours a day for between two and nearly 24 years, according to the lawsuit. The cells are about the size

of a parking space and the lights are constantly on, according to the lawsuit. The inmates have suffered what is described as “severe physical and mental health damage.” The ACLU estimates hundreds have been through the programs since they were created in 2011. Inmates are typically assigned to solitary confinement at Red Onion and Wallens Ridge if they have been disruptive or committed assaults, tried to escape or committed a particularly violent or notorious crime, according to the VDOC. But the lawsuit claims some are kept in solitary confinement for infractions as small as not shaving a beard or using disrespectful language, or for behaviors related to mental illness. Father arrested in killing of 3-month-old in March The father of a 3-month-old girl police said was killed in March inside her residence in Southeast D.C. has been arrested after a weeks-long search, authorities said Monday. Cornell Delvonte Holton, 25, was charged with first-degree murder and cruelty to children. The infant girl, Skylar Newsman, died at a hospital three days after police said she was found unconscious. Suspect in couple’s killing arrested after fleeing U.S. A man who police say fled to his native Ethiopia more than two years ago after the killing of a young couple in Northern Virginia has been arrested and charged in their deaths. Fairfax County police allege that Yohannes Nessibu, 24, left the region after killing Henok Yohannes and Kedest Simeneh, both 22, on Dec. 22, 2016. Authorities have long said they were confident that Nessibu committed the slayings. Officials said Monday that he had been brought back to the U.S. (TWP)

The dredging survey released Monday is the latest sign of a healthy crab population and welcome news for fisherfolk in America’s largest estuary. “It looks like we’re heading in

the right direction,” said Robert T. Brown, president of the Maryland Watermen’s Association, a nonprofit that represents commercial fishermen and other seafood interests. “I think it shows you’ve got to be conservative to get your population to increase.” Overall, the baywide crab population rose by 60% from last year to reach an estimated total of 594 million crabs. An annual winter survey released by the states of Maryland and Virginia shows almost twice as many juveniles as last year. Adult males rose by 38 percent,

At arms’ length: For some, Metro is a bit of a stretch for being a little shorter. When have nothing to hold on to, you tend to improvise, Hiler said. And one of the pet peeves of riders — people in crowded cars with big backpacks on — becomes a blessing. Hiler will ask riders if she can hold on to their backpacks if she has to. That can bring quizzical looks, she said. But usually she gets a nod. Hiler has found she’s not alone in her frustration. Fed up after another commute of stretching like she’s reaching for the top shelf, she complained on Twitter. “Can someone at @wmata explain to me why they’ve basically made it impossible for short people to ride on crowded trains?” she wrote. “100%,” agreed 5-foot-3-inch Sarah Sattelmeyer, a Red Line commuter. “It can be challenging to hold on, and I’ve had times when I’ve fallen into other people.” Hiler is aware there are riders, including the disabled, who face far worse challenges. But, she said, it just seems that giving her more to hold on to is a “solvable problem.” Handrails and hanging handles are so prevalent in other places, after all, that subway riders are often called straphangers. But for Metro, the problem is trying to accommodate nearly 600,000 daily riders of all sizes and situations. Metro ditched the poles by the middle door because they got in the way of people in wheelchairs. It also wanted to encourage

Tamara Hiler stands an even 5 feet tall, and in her 32 years, she’s really only found one advantage for being that height. “It helps with limbo,” she deadpanned. But as she got on a Red Line train at Farragut North recently, it was soon apparent that while her small stature might be an advantage when scooting under brooms, it can pose challenges on Metro. As she looked for something to hold on to for all the stops and lurches to Brookland, the new 7000-series train she was on seemed to be built for people at least several inches taller. Unlike the older trains, Metro’s newest models don’t have a pole by the middle door. Often, crowds block Hiler from the other poles too, leaving only the rails that run horizontally high above the seats to hold on to. “I have to stand on my tiptoes and really stretch,” she said, grimacing a little as she reached to get a grip with her fingertips. For the nine months leading up to the birth of her daughter in January, Hiler commuted on tiptoes while pregnant. There were times when other standing women would glare at a man sitting obliviously until he got the hint and stood up. If no one thinks to help a pregnant woman, there’s not much chance of being offered a spot at the pole

GRIDLOCK A $2.2 million study released Monday lays out more than two dozen recommendations for transforming the Washington region’s bus network into one that is centered around customers’ needs, is financially sustainable and embraces innovation and technology. The draft recommendations would help reverse ridership declines driven by service that is too slow, complex and unreliable. Bus ridership is down thousands of daily trips, an estimated 13% between 2012 and 2017, the report finds. “Transforming the bus system won’t be easy,” said Robert Puentes, president and chief executive of the Eno Center for Transportation, and chair of the executive steering committee for the bus transformation project. To achieve the project’s vision to make buses “the mode of choice on the region’s roads by 2030,″ Puentes said the region needs to create “a better system that works when, where and how customers need it.” Among key actions recommended in the report: making boarding easier through mobile or off-board payment systems; enhancing affordable options with free transfers between bus and rail and reduced fare passes for low-income riders; and improving the rider experience with efficient nextbus technology, modern fleets, clear system maps, and safe and accessible bus stops. ECONOMY Accusing Beijing of “reneging” on commitments it made in earlier talks, U.S. Trade Representative Robert Lighthizer said Monday that the Trump administration will increase its tariffs on $200 billion in Chinese goods early Friday, a sharp escalation in a yearlong trade dispute. At the same time, a Chinese trade delegation is expected to arrive in Washington to resume negotiations on Thursday, a day later than originally planned. Treasury Secretary Steven Mnuchin, who briefed reporters with Lighthizer, said Trump officials learned over the weekend that Chinese officials “were trying to go back on some of the language” that had been negotiated in 10 earlier rounds of talks. Mnuchin and Lighthizer offered no details of China’s alleged backsliding, and there was no immediate response from Beijing. Mnuchin won’t furnish Trump’s past tax returns POLITICS Treasury Secretary Steven Mnuchin on Monday told House Democrats he would not furnish President Trump’s tax returns despite their legal request, the latest move by Trump administration officials to shield the president from congressional investigations. Mnuchin, in a letter to House Ways and Means Committee Chairman Richard Neal, D-Mass., said he had consulted with the Justice Department and that they had concluded that it would not be lawful for the Trump administration to turn over the tax returns because of potential violations of privacy. Mnuchin added that requests from Congress “must serve a legitimate legislative purpose” and that the request from Democrats does not. A number of legal experts have said it would be unprecedented for Mnuchin to refuse to turn over the tax returns, as the power for lawmakers to seek the returns is written explicitly in a 1924 law. Trump is the first president since the Nixon administration to refuse to provide his tax returns. House Democrats have insisted they are on strong legal footing in their request for the tax returns, and several lawmakers said they expect to file a lawsuit so a federal judge will rule on the matter. U.N. report warns that extinctions of plants and animals will affect human well-being

ENVIRONMENT Up to 1 million plant and animal species are on the verge of extinction, with alarming implications for human survival, according to a United Nations report released Monday. The report’s findings underscore the conclusions of previous scientific studies that say human activity is wreaking havoc on the wild kingdom, threatening the existence of living things ranging from giant whales to flowers and insects that are almost impossible to see with the naked eye. But the global report by the Intergovernmental SciencePolicy Platform on Biodiversity and Ecosystem Services goes a step further than previous studies by linking the loss of species to humans and analyzing its effect on food and water security, farming and economies. According to the report, which included input from more than 450 researchers, more plants and animals are threatened with extinction now than at any other period in human history. Nature’s current rate of decline is unparalleled, it says, and the accelerating rate of extinctions “means grave impacts on people around the world are now likely.” Robert Watson, a British chemist who served as the panel’s chairman, said the decline in biodiversity is eroding “the foundations of our economies, livelihoods, food security, health and quality of life worldwide.” The report’s authors declared that the world’s governments should address the global decline of biodiversity together with human-caused climate change. The warming climate is a major driver that is exacerbating the effects of overfishing, widespread pesticide use, pollution and urban expansion into the natural world.

People are putting nature in more trouble now than at any other time in human history, scientists said Monday. According to the 39-page summary of the United Nations’ first comprehensive report on biodiversity, here are five ways people are accelerating extinction. (AP)

Pesticides used by farmers kill pollinators such as bees and have a devastating effect on crops, a U.N. report said. Overfishing and the loss of coral reefs to warming could affect billions of coastal residents who rely on seafood.

For example, ocean ecosystems are degrading as temperatures rise toward 2 degrees Celsius — 3.6 degrees Fahrenheit — above preindustrial levels, the study warns. Coral reefs lost to warming and acidifying oceans could cause a collapse in commercial and indigenous fisheries, affecting billions of coastal residents who rely on seafood for protein. “Let’s be quite candid,” Watson said. “We’re not on the pathway to 2 degrees Celsius. We’re on a pathway to 3, 3 ½ degrees Celsius. The coral system is truly in trouble.” The report emphasized the effects humans have on animals that are key to their own survival. Otherwise we’re going to look like a bunch of tree-huggers.” The report has a positive spin, saying that “it is not too late to make a difference.” But that difference requires more than 100 nations to work together to bring about change. Forests, grasslands and other areas are being turned into farms, cities and other developments. The habitat loss leaves plants and animals homeless. About three-quarters of Earth’s land, two-thirds of its oceans and 85% of crucial wetlands have been severely altered or lost, making it harder for species to survive, the report said.

Burning fossil fuels

Climate change has been exacerbated by the burning of fossil fuels, making it too hot, wet or dry for some species to survive. Almost half of the world’s land mammals — not including bats — and nearly a quarter of the birds have already had their habitats hit hard by global warming.

Polluting land and water

Every year, 300 million to 400 million tons of heavy metals, solvents and toxic sludge are dumped into the world’s waters.

After losing the rubber match of a three-game series in Philadelphia on Sunday with an injurydepleted lineup that looked like something out of spring training, the Nationals began their journey to Milwaukee. It didn’t go well. Mechanical issues kept Washington’s charter plane on the tarmac in Philadelphia for more than seven hours before the Nationals decided to return to the team hotel. The team finally arrived just after 12:30 p.m. Eastern time Monday, about seven hours before first pitch. Over the weekend, the Nationals dropped two of three games

against the NL East-leading Phillies for their fifth straight series loss. It’s OK to skip the gym

‘Non-exercise’ physical activity can offer the same benefits if you make it a routine FITNESS Most people don’t meet the American Heart Association recommendation of 150 minutes of heart-pumping exercise plus two sessions of muscle-strengthening exercises per week. Some don’t have the time, while others simply hate exercising. But there are other ways to get the health benefits associated with the AHA guidelines, including a lower risk of cancer, heart disease, depression and disability. With the advent of wearable devices that make it possible to measure energy expenditure, researchers are finding that dozens of non-exercise activities can be slipped into our daily routine and, together, can replace a stint at the gym or a morning jog. “We are moving away from the word ‘exercise,’ ” says Barbara Brown, a researcher at the University of Utah who studies physical activity. “Exercise is that thing you do where you have to wear funny clothes, and you have to go to the gym and buy a membership, and you have

to sweat for an hour.” Instead, Brown says, she and her colleagues talk about “active living.” Endocrinologist James Levine coined the term NEAT (non-exercise activity thermogenesis — the energy you burn when you’re not sleeping, eating, resting or deliberately exercising) when he was director of the Obesity Solutions initiative at the Mayo Clinic. “Anybody can have a NEAT life,” he says. “Our research showed that you can take two adults of the same weight and one can burn an extra 350 [calories per day] simply by getting rid of labor-saving devices and moving more throughout the day.” “First and foremost, avoid chairs at work, ” says I-Min Lee, a professor of epidemiology and physical activity researcher at Harvard. Working Americans spend, on average, more than 40 percent of our waking hours in a chair, making this is an obvious place to amp up energy expenditure. Researchers agree that the best way to nudge people toward non-exercise activity is to change the environment. “I am interested in upstream things that can be done that subtly change our behaviors without having to think a lot about it,” Brown says. A natural low-calorie sweetener Last August, Nielsen reported stevia sales had grown 11.9% year over year, while artificial sweetener sales were down 6.6%. Stevia leaves have been used as a sweetener since the 16th century, but it has only been approved in the U.S. since 2008. It is 200 to 300 times as sweet as sugar, so you only need a small amount. To give it more bulk, other sweeteners, carbohydrates and fibers are added. Some compounds in stevia have a bitter aftertaste — another reason other sweeteners may be added. Stevia doesn’t raise blood sugar or cause cavities. It may help reduce insulin levels compared with artificial sweeteners. There is some concern that low-calorie sweeteners make people hungrier; studies have had conflicting results. So far, evidence doesn’t show that low-calorie sweeteners help with weight loss. ‘Chernobyl’ burns slowly

TV REVIEW HBO’s fascinating and necessarily bleak miniseries “Chernobyl” is every bit as grim as it looks — maybe even grimmer than that. How could it not be? It takes viewers back to the Ukrainian town of Pripyat in the early morning hours of April 26, 1986, when an explosion occurs at the Chernobyl Nuclear Power Plant, showering the site with radioactive chunks of graphite and releasing a toxic plume that put much of Western Europe, Scandinavia and the western side of the Soviet Union at risk for deadly contamination. Chernobyl’s human toll is still unknown; this effective, nononsense and highly researched dramatization estimates deaths anywhere from 4,000 to 93,000 over the past 33 years. (An official count, left over from Soviet authority, is still just 31 dead.) Depressing as it may be, “Chernobyl,” created and written by Craig Mazin and directed by Johan Renck, is a fine study in the uses of sanctioned obfuscation — and how much easier that becomes in a country where media and scientific leadership are tightly restricted. There was a time when that sort of thing might have seemed entirely foreign to an American audience; now, it’s another resonant alarm sounding uncomfortably close. While the Soviets are able to

Emily Watson co-stars as physicist Ulana Khomyuk, a composite character who stands in for the many Soviet scientists who jeopardized their careers to discover the truth about what happened. The performances are engaging, verging here and there on superb, and there’s a familiar, drab despair that assures us we’re back in the U.S.S.R. Contrary to some advertising that makes “Chernobyl” look like a fast-paced Cold War thriller with gross-out consequences, it is instead more committed to a disciplined, truthful and scientific account. FILM REVIEW When Ted Bundy died in the electric chair 30 years ago in Florida, a witness to the execution — a prosecutor in the case of a 12-year-old girl Bundy murdered — told The New York Times: “He probably could have done anything he set his mind to do, but something happened to him and we still don’t know what it was.” Three decades later, we still don’t, and the aptly named “Extremely Wicked, Shockingly Evil and Vile,” which hit Netflix on Friday, doesn’t provide any new answers. Instead, Joe Berlinger’s film, starring an impressively scary Zac Efron, tries with mixed success to address a different issue, namely how Bundy not only used his good looks and boyish demeanor to fool those closest to him, especially his longtime girlfriend Liz Kloepfer (Lily Collins), but how he managed to seduce some in the media and public. By telling the story from the perspective of Kloepfer, Berlinger necessarily has to refrain from depicting Bundy’s crimes. The problem is that, by the end of the film, the approach is distracting. We all know what Bundy did — he confessed to some 30 murders. The film doesn’t glorify its subject. But it doesn’t explain him, either.
