Police say a Long Island driver used a dummy tactic to take advantage of a carpool lane. Suffolk County police say the front-seat passenger in a Saturn sedan raised Officer Andrew Spina’s suspicions Monday on the Long Island Expressway in Dix Hills. Spina pulled the car over and found the “passenger” was a mannequin in a sweatshirt, jeans, baseball cap and sunglasses. The driver was ticketed for carpool lane violations. (AP)
A swarm of bees circled above the backstop screen before the start of the San Francisco Giants’ game against the Reds in Cincinnati on Monday, prompting an 18-minute delay. The umpires and players moved away from the plate and watched from a safe distance. The bees soon moved toward the upper deck and the game went on. A city to cry in: D.C. strivers share secret sob spots and lack of social support structure, plus the whole East Coast high-strung/unfriendly vibe, plus pressure to do well at whatever our Extremely Important Jobs are,” was the earnest response that an online sage gave to the folks confessing their secret sobbing spots. The corner of 14th and S streets in Northwest Washington is, on Sunday afternoons post-brunch, “the crying corner,” according to one post. A resident of that craft cocktail corridor reports that he “routinely hear[s] people of all genders and orientations having a meltdown after six too many bottomless mimosas.” Washington National Cathedral is among the many houses of worship cited as excellent crying venues. “I am sadly speaking from experience: Churches are the best public places to privately cry,” one tear-jerker wrote. “You may even get a stranger to pray about your stupid BS.”

Mostly, it’s the young and ambitious strivers, the fired-up idealists, the aspiring disrupters who move to the nation’s capital. And once they get to D.C., they are looking for a special place. To cry. You’ll find them on the Metro, on that single little tucked-away seat on the old train cars. On a Dupont Circle park bench. Anywhere in Rock Creek Park. These are some of the places that the stressed-out, angry, sad and overwhelmed go to cry in Washington, according to one of the most entertaining, salty and emotional threads to pop up on Reddit in a while: “Best places to cry in DC.” Why all the tears? “This is a young and anxious city. And tons of us are transplants, especially from suburban areas, meaning there’s a whole different environment
When you’re in a city that has more sharp elbows than soft shoulders, getting help with emotional issues isn’t always easy. And that Reddit user who explained the anxiety of young Washington nailed it in the next observation. “I’ve seen plenty of people walking and crying. Or having anxiety attacks,” the writer said. “It’s also really difficult to find a therapist accepting patients here.” Bingo. Nearly 75 percent of Americans who are looking for mental health care believe it’s inaccessible, according to a recent report from the National
Council for Behavioral Health. And that lack of access spans the socioeconomic spectrum, including issues about coverage and cost, as we see in the District. The person who first asked the online universe for help circled back five days later. “Didn’t expect this post to go anywhere at all. The number of people from around the country who visited D.C. in 2018, the city’s official marketing organization said Tuesday. The record number of domestic visitors also spent a record amount of money: $7.8 billion. Destination DC, a nonprofit funded by the city’s hotel occupancy tax, said the number of domestic visitors was an increase of 1.1 million over 2017. The amount they spent was up 4.3% from the previous year, the organization said. The number of international tourists won’t be available until later in the year. (TWP)

MARYLAND A Coast Guard lieutenant accused of stockpiling firearms and drafting a hit list of prominent Democrats and journalists can be released from custody and supervised by relatives in Virginia while awaiting trial, a federal magistrate judge said Tuesday. U.S. Magistrate Judge Charles Day stopped short of ordering 50-year-old Christopher Hasson’s immediate release after a hearing in Greenbelt, Md. The magistrate is giving prosecutors time to appeal his decision to a district court judge. Day said Hasson must be subject to 24-hour home detention at one of two Virginia homes: either his mother-in-law’s rental home or a house owned by his father-inlaw. The magistrate also agreed to using global positioning equipment to monitor Hasson. Court officials in Virginia must inspect the two homes and set up the monitoring equipment before Hasson can be released. Prosecutors have portrayed Hasson as a domestic terrorist and a racist extremist intent on carrying out killings. Hasson’s attorney says prosecutors haven’t filed terrorism-related charges since his Feb. 15 arrest because they haven’t found any evidence

to back up those claims. Day said during a hearing last month that Hasson is entitled to be freed pending trial on firearms and drug charges. Their appeal likely keeps Hasson detained pending a district court judge’s review of the matter. “The Government continues to believe that the defendant poses a serious danger and must be detained pending trial,” Assistant U.S. Attorney Thomas Windom

Hasson is a self-described white nationalist who espoused extremist views for years and “intends to murder innocent civilians on a scale rarely seen in this country,” Windom wrote in a previous court filing. Hasson has pleaded not guilty to charges of illegal possession of firearm silencers, possession of firearms by a drug addict and unlawful user, and possession of a controlled substance. Baltimore’s City Hall shut down many of its computer servers Tuesday after some kind of virus attack, but officials said automated public safety systems were still functioning. Lester Davis, a spokesman for Mayor Bernard “Jack” Young, said city technology employees were “working diligently to locate the source and extent of the infection.” It wasn’t immediately clear if any personal information had been compromised. Critical systems such as the 911 network remained up and running. The virus came over a year after a ransomware attack hobbled Baltimore’s 911 dispatch system. That March 2018 attack prompted a roughly 17-hour shutdown of automated emergency dispatching. (AP)

Montgomery County Council OKs police transparency bill
The junior varsity football coach at a Montgomery County high school is on leave while authorities investigate allegations that some of his players raped a teammate with a broomstick. Public Schools spokesman Derek Turner said Damascus High School coach Vincent Colbert was put on leave last month. Four teens are charged as juveniles with rape and attempted rape in the attacks on four others. Police: 3 corpsmen dead in double murder-suicide Authorities in Virginia say they’re investigating the shooting deaths of three active-duty service members in what appears to be a double murder and suicide. The Virginian-Pilot reported Tuesday that the two women and one man were Navy corpsmen. Police say the two women were shot to death at a 7-Eleven in Portsmouth late Saturday night. The man was found with a self-inflicted gunshot wound in a car parked nearby. Naval Criminal Investigative Service identified the women as Shianne Soles, 19, and Meaghan Burns, 23. Physicians-only abortion law struck down by judge A federal judge struck down a Virginia law that only physicians can perform first-trimester abortions. The Richmond TimesDispatch reported that U.S. District Judge Henry E. Hudson issued his ruling Monday. His opinion could increase access to abortions in the state by allowing more medical providers to perform the procedure. Hudson wrote that the law “is unnecessary and provides minimal medical benefits with respect to first trimester abortions.” (AP)

Bonus years? Just kidding. POLITICS President Trump for months has griped, complained and tweeted about what he says is the unfair Russia “witch hunt” investigation that has consumed nearly half of his presidency. Now, the president has floated a possible solution: two bonus years. Trump over the weekend shared a tweet by Jerry Falwell Jr., president of Liberty University, in which Falwell complimented Trump for “no obstruction, no collusion” and a soaring economy, before adding, “Trump should have 2 yrs added to his 1st term as pay back for time stolen by this corrupt failed coup.” White House officials and others close to the president said he was joking and is not serious about trying to increase his first four-year term by 50 percent — an extension that would violate the Constitution and has no historical precedent. But Trump’s suggestion came as House Speaker Nancy Pelosi, D-Calif., also raised concerns about the president potentially refusing to accept the legitimacy of a Democratic victory in the 2020 presidential election — saying it was important that Democrats win “big” to protect the country from such an outcome. “We have to inoculate against that, we have to be prepared for that,” Pelosi told The New York Times.

Germany could fine parents who skip vaccines
Germany’s health minister has proposed fining parents who don’t vaccinate their school-age kids against measles up to 2,500 euros, or $2,800. The fine is part of a draft bill Jens Spahn has submitted for debate as outbreaks of the highly contagious but easily preventable disease spread worldwide. The point, Spahn said, “is not to fine people. The goal is to ensure that people are immunized.” Germany has already seen 300 measles cases this year. Asylum officers told to toughen up on migrants IMMIGRATION The Trump administration has sent new guidelines to U.S. asylum officers directing them to take a more skeptical and confrontational approach during interviews with migrants seeking refuge. It is the latest measure aimed at tightening the nation’s legal “loopholes” Homeland Security officials blame for a spike in border crossings. According to internal documents and staff emails obtained Tuesday by The Washington Post, the asylum officers will more aggressively challenge applicants whose claims of persecution contain discrepancies, and they will need to provide detailed justifications before concluding an applicant has a well-founded fear of harm if deported to their home country. The new guidelines are among the most significant steps the administration has taken to limit access to the country for foreigners seeking asylum, whose right to apply for humanitarian protection is protected by U.S. law and rooted in post-World War II international treaties granting refuge to those fleeing persecution. The changes appear to signal the administration wants to turn away asylum seekers earlier in the legal process, aiming to cut down on the number of applicants who enter the court system and to deter others from attempting to cross into the United States to seek asylum. The growth of meatless Plant-based burgers are becoming mainstream. Here’s how they compare to beef. How do they taste?
HEALTH If you want to skip meat, a new era of options is here. Beyond Meat and Impossible Foods are among the companies racing to tap into the massive U.S. market of meat eaters by more closely mimicking the taste of beef than the vegetarian patties of the past. Others are working to grow meat in labs. So, are the plant-based patties better for you or for the planet? Here’s what you might want to know before taking a bite.
Reviews generally say Beyond Meat and Impossible burgers taste similar to meat. Unlike with a steak, any discrepancies in taste between beef and the plantbased burgers may be masked by buns, cheese and toppings. Both Beyond Meat and Impossible Foods have also updated their recipes, and may keep doing so to make them even more like meat.
How much do they cost? At a Whole Foods in New York, two Beyond Meat patties cost $5.99, roughly double the price of two ground beef patties. Impossible burgers aren’t yet available in grocery stores. But at a Bareburger restaurant in New York, it’s an extra $3 for either of the plant-based patties.

As with many questions about diet, it depends. For better or worse, patties from Beyond Meat and Impossible Foods can be nutritionally similar to beef. Beyond Meat’s 4-ounce patty is listed at 270 calories, while Impossible Foods’ is listed at 240 calories. Ground beef’s nutritional profile can range, but a similarly sized patty with 80% lean meat has around 290 calories. Protein content is about the same, while other nutrients vary. Some may like that the plantbased patties have fiber, but dislike that they’re higher in sodium. For overall diet, what matters more might be how the patties are served. At Umami Burger in New York, for example, a burger with two Impossible patties, cheese and fixings tops 1,000 calories. “People are going to be fooling themselves into thinking these are not just better, but healthy,” said Yoni Freedhoff, an obesity expert at the University of Ottawa. People also may not realize the saturated fat content can be similar to beef burgers, he said.
Fast-food chains join meatless burger craze In 2018, White Castle became the first major fast-food chain to put meatless burgers on its menu, serving the Impossible Slider, directly above, nationwide by the end of last year. Then, Carl’s Jr. and Burger King joined the veggie patty party. In January, Carl’s Jr. launched the Beyond Famous Star burger at more than 1,000 locations. And Burger King’s trial of the Impossible Whopper, top, at 59 restaurants in St. Louis went so well that it recently announced that it will be offered at all 7,200 of its U.S. locations by the end of the year. The meat industry, meanwhile, is appealing to people who prefer simpler ingredient lists. “A beef patty is one natural ingredient: beef,” says the North American Meat Institute, which represents meat makers.

Experts say reducing overall red meat consumption would be better for the planet. Beef is considered taxing on the environment because of the resources it takes to grow crops to feed cows. Cows also produce the greenhouse gas methane, mostly through burps.
What’s next? On the horizon is meat grown in labs by culturing animal cells, but it will be some time before people can get a taste. Right now, the solutions used to help cells grow are expensive and limited since they’re mainly made for medical therapy purposes, said Bruce Friedrich, executive director of the Good Food Institute, which advocates for meat alternatives. Still, the meat industry is watching and mobilizing to “protect beef nomenclature.” Already, Beyond Meat’s debut as a public company may be confirming the meat industry’s concerns. CANDICE CHOI (AP)
Bland’s video of traffic stop in 2015 surfaces AUSTIN, TEXAS Cellphone video recorded by Sandra Bland, a black woman found dead in a Texas jail following a confrontational 2015 traffic stop, shows for the first time her perspective as a white state trooper draws his stun gun and points it at close range while ordering her out of her car. The 39-second clip revealed by the Investigative Network, a nonprofit news organization in Texas, aired Monday night on Dallas television station WFAA. Bland was found hanging in her jail cell outside Houston three days after her arrest. Her death, and dashcam video showing trooper Brian Encinia trying to pull the 28-year-old Chicago-area woman out of her vehicle, became flashpoints in the debate over the treatment of black people by police. The clip of the July 2015 traffic stop near Prairie View A&M University shows Encinia opening Bland’s car door and drawing his stun gun as she tries to steady her phone’s camera. The flashlights on the stun gun flick on and Encinia yells, “Get out of the car! I will light you up. Get out!” Cannon Lambert, an attorney for the Bland family who settled lawsuits against the state of Texas and the Waller County Jail that totaled nearly $2 million combined, said he never saw the video until it was recently shared by a news reporter. were working on a story about security forces involved in killing Rohingya and were accused of illegally possessing official documents, a violation of the colonial-era Official Secrets Act. At their trial, the two contended they were framed because of official displeasure over their work, but they were convicted last September and sentenced to seven years in prison. The case drew global attention not only as a media freedom issue but also as an example of how democratic reforms in Myanmar have stalled under Nobel Peace laureate Aung San Suu Kyi’s civilian government, which took power in 2016 with high hopes that it would usher in a new, more open era after decades of isolation under military rule. Comedy of errors: Injuries, bad luck plague Nationals When the morning begins with the singular hope that the initial results of Yan Gomes’ MRI exam mean that he’ll be able to play Tuesday night in Milwaukee — because if he can’t, who the heck will hit cleanup? — well, then, the Major League Baseball team in question has crossed the threshold into that space where you can either laugh or cry, but you must pick one. When there is concern that Andrew Stevenson can’t answer the bell for the fifth inning, the absurd portion of the season is in full swing. Never, in the Nationals’ 15 seasons of existence, has it felt so late so early. The you’ve-gotto-be-kidding element to all the injuries has some very real ramifications for what this season is (troubling) and what it can become (an unmitigated disaster). Before the completely-indisarray Nats faced the ascendant Brewers on Tuesday night, exactly one National
League team had a worse record than Washington: the Marlins. This is dire territory. The injuries and the circumstances around them are important. Here, though, is why they matter not just in the standings: Fielding a lineup without your opening day Nos. 2, 3, 4 and 5 hitters — and without your eighth-inning pitcher — makes it nearly impossible to evaluate the leadership in place. Sift through the wreckage, and there’s a real urge to blame anyone for all the chaos. Can’t we strangle someone for the pitch that broke Trea Turner’s finger while he attempted to bunt or the one that plunked Anthony Rendon in the elbow, costing him 2 ½ weeks before he was activated Tuesday? “That’s part of the game,” General Manager Mike Rizzo said late last week, back when it seemed like there was no way to know they’d get bleaker. “Those things happen. You can’t attribute those injuries to the medical staff or the training staff or the baseball staff or anything else.

Kentucky Derby winner Country House won’t run in the Preakness. Assistant trainer Riley Mott confirmed Tuesday that the long shot winner of horse racing’s biggest event is no longer being considered for the second jewel of the Triple Crown. Country House was elevated to the winner’s circle at the Kentucky Derby after Maximum Security was disqualified for impeding other horses. Country House’s absence at the May 18 Preakness means there is no chance at a third Triple Crown winner in five years. Denny Hamlin suffered from nausea and double vision from carbon monoxide that seeped into his Toyota at the end of the NASCAR race at Dover. Hamlin felt ill after Monday’s race and was attended to by medical staff on pit road after he finished 21st. Hamlin was treated and released from the NASCAR medical care center. The illness stemmed from when debris struck Hamlin’s No. 11 Toyota during the race and knocked out the right rear crush panel, allowing fumes into the car. Down a member, Vampire Weekend struggles to re-create the band’s original sound ALBUM REVIEW Not to damn this band to the ninth circle of faint praise, but Vampire Weekend has always been the epitome of neato. When the New York quartet first colonized the greater indie blog-realm back in 2007, they weren’t posing as the brave saviors of rock-and-roll. They were just being their charismatic, affable, clever, Columbia-educated, “Graceland”-loving, boat-shoewearing selves. They were being honest. And the songs? They were light, bright, smart and as tidy as they come. It was as if these little tyros were trying to ramp up our skepticism so their melodies could melt it all away. Max-neato. Unfortunately, the band’s cheerily apocalyptic fourth album, “Father of the Bride,” arrived Friday after a six-year absence and the exit of a band

member — Rostam Batmanglij, the guitarist and producer who originally figured out how to “Father overload a Vam- of the Bride” Vampire Weekend pire Weekend song with sonic details that somehow made everything feel airy. Without Batmanglij at the controls, frontman Ezra Koenig’s songs now seem to only sprawl and sink. Or maybe we should chalk that up to the fact that Vampire Weekend has since relocated from New York (where you hustle down sidewalks with pep in your step) to Los Angeles (where you slog through traffic in the golden sunshine). Either way, “Father of the Bride” sounds like a tight band trying to get loose — or really, a prim band acting messy. Koenig’s approach hasn’t
changed all that much, just his execution. So much of Vampire Weekend’s breakout music owed big debts to Paul Simon’s “Graceland” and, 12 years later, Koenig has seemingly returned to the same wellspring of inspiration: the cassette collection stowed away in the glove compartment of his parents’ Saab. Listen to how the saggy groove of “Stranger” runs parallel to that Jimmy Buffett song about volcanoes. Or how the jangle-clap of “Sympathy” pantomimes the Gipsy Kings. And while there’s a strange filial piety to be felt in these gestures, there isn’t a lot else. In other songs, Koenig funnels his accurately doomy worldview through cute melodies, singing about “this life and all its suffering” and how “hate is always waiting at the gate.” At one point he asks, “What’s the point of human beings?” On the album’s lead
single, “Harmony Hall,” Koenig presents his desperation — “I don’t wanna live like this, but I don’t wanna die” — with some tambourine shimmy and a wink. Is this song supposed to sound like a Target ad? As long as we live in a capitalist system, Warholian lulz will never go out of style — but when the entire world already sounds like a commercial, there isn’t much reason to listen to this album more than once. If you believe in rock-and-roll as a game of eternal returns, “Father of the Bride” might feel like an attempt to replicate Fleetwood Mac’s 1987 opus, “Tango in the Night.” Both albums capture a pop-minded rock group floating beyond an era of music it helped define, simultaneously exuding hyper-presence and obsolescence, a last gasp that sounds more like a contented sigh.
Since the band’s debut album in 2016, Big Thief has pulled audiences in, captured by the voice of singer Adrianne Lenker, below, and the poetic lyrics the band pairs with her delicate tone. Her voice often comes across as angelic, but on “U.F.O.F.,” the band’s album released Friday, it takes a turn. This record shows the underbelly of folk — it is vulnerable, obscure and imperfect in a way that feels transparent and raw. Album opener “Contact” is hypnotic and dreamlike. “Cattails,” meanwhile, plays more fully to the band’s folk side, with foot-tapping percussion and a twangy guitar. COMEDY Dave Chappelle, among the most lauded and oft-quoted stand-up comedians of his generation, will receive comedy’s most prestigious accolade: the Kennedy Center’s Mark Twain Prize for American Humor. Chappelle, 45, who will be honored at a star-studded gala on Oct. 27, joins the ranks of past recipients, including Julia LouisDreyfus, David Letterman and Eddie Murphy. The performance gala will be televised Jan. 6 on PBS stations. “Dave is the embodiment of Mark Twain’s observation that ‘against the assault of humor, nothing can stand,’ ” Kennedy Center President Deborah F. Rutter said in a statement. “For three decades, Dave has challenged us to see hot-button issues from his entirely original yet relatable perspective.” Known for his incisive, offkilter and sometimes controversial approach to joking about race, family and relationships, Chappelle has influenced a generation of younger comedians since becoming a national sensation with “Chappelle’s Show,” his early-2000s sketch comedy
