A rooster rescued from a Santeria priest in Miami has been menacing its new neighbors, the Miami Herald reported Friday. The rooster is named Payo, but locals call him “El terrorista” — “the terrorist.” Payo attacks dogs, cats and even people. “That is one rogue rooster. I swear he’s got fangs,” said Michael Demarziani, who co-owns a local restaurant. “I told my customers that one of these days we’re going to serve fried chicken.” (EXPRESS)
A harbor seal known for her incorrect Super Bowl predictions has died at a Connecticut aquarium. The 35-year-old seal, Orange, had been at the Maritime Aquarium in Norwalk since 2005. Orange was the aquarium’s oldest seal. For the past seven years she would predict a Super Bowl winner by swimming to the window of her tank and putting her nose on a picture of the helmet of one of the competing teams. CULTURE The white buildings are rising from the construction site south of the Kennedy Center, but the long-awaited expansion — two years delayed and costing some $50 million more than originally planned — is now expected to be completed in 2019. Kennedy Center Chairman David Rubenstein said the expansion project — called the REACH — should be finished next May. An arts center official said a grand opening is planned for September 2019. “We hope by this time next year it will be open,” Rubenstein said before the Spring Gala on Sunday. “Thank you for supporting it so far.”

The first new space in the 47-year history of the national arts center, the Steven Holldesigned project will provide intimate indoor and outdoor performance opportunities, officials have said. The original $100 million

design has grown to a $175 million effort that will open 27 months late, due to changes in design and a major sewer project in the District. The expansion will add 60,000 square feet of classroom, rehearsal and performance space
on the 4 acres to the south of the white marble arts center. In addition to the three pavilions, the project includes a reflecting pool, a grove of trees, a sloping lawn that will allow for outdoor screenings of performances and a pedestrian bridge over Rock Creek Parkway connecting the arts center to the riverfront. Officials plans to announce more information about the project — including what REACH means — next month. Kennedy Center officials hosted a ceremonial groundbreaking Dec. 4, 2014, and announced that the new space would open May 29, 2017, the 100th anniversary of John F. Kennedy’s birth. The number of pinatas that set a world record in Richmond last weekend at the ¿Que Pasa? Festival of Virginia. The pinatas, which lined the city’s Canal Walk, more than doubled the previous record of 504. That record was set in 2008 in an event organized by the Union de Locatarios del Mercado Municipal in Mexico. Guinness World Records still has to certify the new one. The pinata display at the annual celebration of Virginia’s Latino community was part of an effort to raise money for a mentoring and leadership program. (AP)
Bikeshare rolls into Prince George’s County next week, when five Capital Bikeshare stations open for business on May 18. The distinctive red bicycles will be available along a stretch of the Route 1 corridor from Mount Rainier to Riverdale Park and in the Largo area. Forty-nine bikes will be available among the stations, and county officials anticipate that more stations will open in the coming months. (TWP)

MONTGOMERY COUNTY Mary Ann Olson volunteered with her church, her family said. She was quick to help people on her block in the Brookeville, Md., area too, so they said it was natural for her to open her home to a neighbor fleeing her husband Monday afternoon. Olson let the woman in and when the husband followed with a gun, Olson tried to calm him. But in a matter of minutes, Christopher Snyder, 41, opened fire, killing Olson, her friend who had just arrived for a beach trip and a contractor working on her deck. Police said all three had no connection to Snyder, but were in the wrong place at the wrong time. Afterward, Snyder retreated to his home, where for hours police negotiators tried to coax him into surrendering. At 11 p.m., officers forced their way in. “Did they just break in the front door?” Snyder asked a negotiator over the phone, before hanging up and fatally shooting himself, police said. Louise Tano, Olson’s sister, said she was artistic and loved cooking. Olson had two children and was selfless. In short, Tano said the 66-year-old died as she lived. “Mary would do anything in the service of others,” Tano said. “She didn’t hesitate a second

to protect this woman in need.” Snyder’s wife told police Monday he had held her captive in his Snyder home on a cul-desac on Brown Farm Road over the weekend. Montgomery County police identified the visiting friend who was killed as Danny Lee Murphy, 70 of Brandon, S.D., and the dead contractor as Craig Harold Shotwell, 54, of Owings Mills, Md. Snyder’s wife and two other adults managed to escape the home unharmed during the rampage. Snyder claimed in divorce filings that he was formerly a member of the Armed Forces, served on classified missions
and was a contractor for local law enforcement agencies, but some people who came in contact with him doubted some of those claims and others of his assertions could not be verified. The court records showed he had a troubled relationship with the ex-wife he had divorced last year. The ATF said Snyder had a federal license to be a firearm’s dealer under. Montgomery County Police Chief Tom Manger said that Snyder was known to police. “We’ve had a number of contacts with this suspect in the past over a number of different issues,” Manger said, adding that his department will be releasing more details about those interactions. TSA: No guns, no matter how ‘cute’ they are Loaded handguns — even the “cute” colorful ones — still don’t belong in your carry-on, as a Virginia woman learned Monday. The unidentified woman was arrested at Richmond International Airport when she tried to bring a hot-pink gun loaded with eight pink-tipped bullets onto a New York-bound plane, the Transportation Security Administration said Tuesday. Police confiscated the gun and arrested the Hopewell, Va., woman on weapons charges, TSA said. This marked at least the fourth time this year a weapon was confiscated at a checkpoint at the Richmond airport. In the Washington area, three guns have been found at Reagan National Airport, four at Dulles and seven at Baltimore-Washington International. (TWP)

The proportion of more than 500,000 civil cases handled in Virginia’s general district courts each year that have lawyers representing people on both sides, according to a National Center for State Courts study. The Richmond Times-Dispatch reports the study found that plaintiffs are represented by lawyers in more than half the cases, while defendants are represented in very few. Plaintiffs with lawyers won 60 percent of cases when the defendant did not have a lawyer. Plaintiffs won just 20 percent of cases when both parties had lawyers. (AP)

Teen shot, injured Tuesday in front of Northeast D.C. charter school, police say
A Maryland man who identified himself as a Ku Klux Klan imperial wizard was found guilty Tuesday of illegally firing a weapon during last year’s volatile rally in Charlottesville, Va. Richard Preston Jr., 53, pleaded no contest to the charge of firing a weapon within 1,000 feet of a school property. After Preston entered his plea, prosecutors laid out the case they would have presented at trial. Immediately afterward, Charlottesville Circuit Court Judge Richard Moore found Preston guilty. He is scheduled to be sentenced today and faces up to 10 years in prison and a $100,000 fine. (TWP) SILVER SPRING
Man suspected in wife’s death found in Mexico A man wanted in connection with the death of his wife in Montgomery County has been arrested in Mexico, the county police said. The police said they were notified Sunday that Ruel Francis Dempster II, 30, was arrested in the Nuevo Laredo area. Dempster was wanted on a first-degree murder charge in the death of 34-year-old Alice Mino Dennis. She was found dead on the kitchen floor of their apartment with trauma to the upper body on April 18. Officials said he had been returned to the United States. (TWP/AP) CARROLL COUNTY, MD.
Video shows Md. deputy fatally shooting rodent Video shows a deputy fatally shooting a groundhog on a Maryland roadway. Carroll County Sheriff’s Office spokesman Cpl. Jon Light said the deputy spotted the animal in the roadway creating a traffic hazard Sunday and exited his patrol car. Light says the deputy believed the groundhog was “acting oddly.” He says it was not known whether the groundhog was rabid, and that the deputy tried to guide it to the side of the road. (AP)

local Alexandria changes design for new station to rein in cost overruns ALEXANDRIA Alexandria is scaling back the design of the Potomac Yard Metro station, including scrapping the south entrance, in an effort to save costs on the $320 million project. Under the revised design, the new station will no longer have an entrance or mezzanine accessible from East Glebe Road. Two ramps will be eliminated,
as will a south pedestrian and bicycle bridge. Park improvements planned as part of the project are also off the table. The changes will put the Metro entrance farther from hundreds of residents on the southern side of the station, and from a growing area of new residences. But the adjustments will keep the project’s cost down at a time when both construction materials and labor prices are up, while remaining consistent with its objectives to support mixed-use development, City Manager Mark Jinks said. Police seek city approval to encrypt radio channels Police in Virginia’s largest city plan to encrypt their radio channels, ending the public’s ability to listen in. The VirginianPilot reported Monday that the encryption is contingent on approval from Virginia Beach’s City Council later this month. Virginia Beach police believe encryption will prevent criminals from listening to police communications. Police said officer safety would increase and citizens would be better protected. But the change could affect media coverage of public safety. The implementation costs are about $5 million. (AP)

D.C. homeless numbers fall Annual report finds population dipped for a second straight year THE DISTRICT The number of homeless people in the nation’s capital has declined for the second year in a row, while remaining higher than it was five years ago, according to the results of an annual count released Tuesday. The survey, mandated by the federal government, found 6,904 homeless people in D.C. The figure represented a 7.6 percent
drop from 2017 and a 17.3 percent drop from 2016. It remains slightly higher than the homeless population of 6,865 in 2013. The annual homeless count is conducted largely by volunteers on a night in January, and its results can vary based on factors such as the weather, with more people staying outside when it is unseasonably warm. Surveyors found 600 people sleeping on the street this year, compared with 897 last year. The reduction was driven by a diminished number of homeless families. Kristy Greenwalt,
director of the D.C. Interagency Council on Homelessness, pointed to the results as evidence the city’s plans to combat homelessness — which since 2015 have focused on families — are working. During her 2014 campaign, Mayor Muriel Bowser pledged to address homelessness. She has implemented a politically risky plan to close the main family shelter at the former site of D.C. President Trump really knows how to say thank-you. Just as festivities geared up for Public Service Recognition Week, which began Sunday, his administration sent a letter to Congress proposing $143.5 billion in compensation cuts for federal employees. In a letter Friday to House Speaker Paul Ryan, R-Wis., Office of Personnel Management Director Jeff T. H. Pon pushed four proposals that, over 10 years, would significantly cut retirement benefits for 2.6 million federal retirees and survivors. In addition, the administration has proposed freezing federal pay next year. Employees suffered a three-year freeze on basic pay rates under the Obama administration. With next year’s planned freeze, federal employees would have been hit with $246 billion in cuts to wages and benefits, complained J. David Cox Sr., president of the American Federation of Government Employees, which released Pon’s letter after getting it from a congressional source. “President Trump’s war on

“data required for having an intelligent conversation” with federal unions about compensation and having “that dialogue with the same data.” So why is he pushing major compensation cuts before there is any dialogue or agreement on the data? There’s far from a consensus on federal pay. In April, a Federal Salary Council report said federal pay lags behind the private sector by about 32 percent. Last year, the Congressional Budget Office said that overall, feds are paid 3 percent more than private-sector
workers, but that varies widely with educational level. In his Public Service Recognition Week proclamation, Trump praised the workforce, saying, “Every day, our Nation’s civil servants help make America better, safer, and stronger. This week, we honor their efforts and extend our gratitude for their exceptionalism and steadfast commitment to serving the American people.” They can take that to the bank. Q. Am I the only millennial working for the government? Exaggerating, but sometimes it sure seems that way. A. The federal workforce is indeed top-heavy in age. That’s partly because much of the work requires extensive experience, but it does raise questions about whether Uncle Sam readily keeps up with the times and whether there’s enough of a pipeline to take over as older employees move up or retire. The Partnership for Public Service, a nonprofit that promotes more effective government, recently found that while those under age 30 constitute 24 percent of the nationwide workforce, they represent only 6 percent of executive branch workers in a commonly used count. Max Stier, the nonprofit’s CEO, said that is “ominous evidence that our government doesn’t have the generational diversity necessary to deliver best results in today’s data- and technologydriven environment.” “The government’s inability to attract the younger generation has been hampered by disengaged leadership, a slow and arcane hiring process, a general preference for prior experience over high-potential capability, poor recruiting practices and a continued hiring freeze at many agencies,” he said in an email. New York AG resigns amid abuse allegations NEW YORK Less than three months ago, New York Attorney General Eric Schneiderman went before the news cameras to announce a lawsuit accusing movie mogul Harvey Weinstein and his former studio of abusing and intimidating a multitude of women. “We have never seen anything as despicable as what we’ve seen here,” Schneiderman declared. Now, in a stunning turn rife with seeming hypocrisy, Schneiderman’s own career has imploded, collapsing just three hours after the 63-year-old Democrat was accused of choking, slapping, threatening or otherwise abusing four women during intimate encounters. The allegations, which Schneiderman contests but which led him to resign, emerged Monday in an article in The New Yorker, a publication he hailed just last month for reporting on Weinstein and starting a “critical national reckoning” on sexual misconduct. It was a dizzying fall for a politician who put himself at the fore of the #MeToo movement and had cast himself as a defender of women ever since he worked at an abortion clinic at 17. HEALTH The head of a major pharmaceutical distributor apologized before Congress on Tuesday for not doing more to stop the shipment of millions of powerful prescription opioids to pharmacies in two small West Virginia towns, while another industry leader admitted that his company contributed to the nation’s opioid crisis. Cardinal Health Executive Chairman George Barrett said he is sorry that the company did not act faster to halt millions of hydrocodone and oxycodone pills to the pharmacies in West

HEALTH New research suggests duped patients sometimes crowdfund to pay for bogus stem cell treatments. A study published Tuesday in the Journal of the American Medical Association focused on for-profit clinics that use direct-to-consumer advertising for costly, unproven stem cell treatments for conditions including chronic lung disease, Parkinson’s disease, multiple sclerosis and arthritis. Patients who believe the hype sometimes turn to crowdfunding sites when their health insurance won’t pay. The study looked at GoFundMe and YouCaring. Over four months last year, the researchers found 408 pleas involving stem cell treatment that got pledges for nearly $1.5 million from 13,050 donors. Most of the campaigns echoed the companies’ claims, inadvertently spreading potentially misleading messages, the researchers said. Some clinics encourage patients to use crowdfunding, and crowdfunding sites recommend sharing pleas on social media to help raise funds, said study lead author Jeremy Snyder. The study didn’t examine how many patients eventually underwent stem cell treatment or how those who did fared, but deaths and permanent injury, including blindness, from unproven stem cell treatments have been reported. POLITICS President Trump withdrew the U.S. from the landmark nuclear accord with Iran on Tuesday, declaring he was making the world safer in restoring harsh sanctions. But he also dealt a profound blow to allies, deepened his isolation on the world stage and revived doubts about American credibility in the most consequential foreign policy action of his presidency. The leaders of Germany, France and Britain, co-signers of the agreement, expressed regret and said they would try to salvage the accord with Iran. Iranian President Hassan Rouhani said he was sending his foreign minister to work with those remaining countries but warned there was only a short time to negotiate with them and his country could soon “start enriching uranium more than before.” The 2015 accord, which lifted major economic sanctions against Iran, was specifically aimed at preventing that result. But Trump said, “The Iran deal is defective at its core.” “If we do nothing, we know exactly what will happen. In just a short period of time, the world’s leading state sponsor of terror will be on the cusp of acquiring the world’s most dangerous weapons,” Trump said in a televised address from the White House. He said the U.S. “will be instituting the highest level of economic sanction.” Trump’s decision means Iran’s government must now decide whether to follow the U.S. and withdraw or try to salvage what’s left of the deal. The leaders of Britain, Germany and France immediately urged the U.S. not to take any actions that could prevent them and Iran from continuing to implement the

But the deal’s critics say it’s a giveaway to Tehran that ultimately would pave the way to a nuclear-armed Iran.
NATIONAL SECURITY Now that the Trump administration has decided to withdraw from the 2015 nuclear deal with Iran, the U.N. watchdog agency that monitored live video from inside Iran’s once-secret uranium enrichment plants is preparing for the possibility that its window into Iran’s nuclear affairs will abruptly slam shut. Many experts believe a collapse of the agreement will trigger a suspension of the unique, wide-ranging access accorded to the International Atomic Energy Agency over the past three years. The IAEA has been an indispensable partner in the Iran deal’s implementation. The agency’s inspectors have recorded and certified Iran’s compliance with each of several key components of the agreement. They confirmed, for example, that Iran had shipped out or eliminated 95 percent of its stockpile of enriched uranium, and dismantled or idled twothirds of its centrifuge machines used in making nuclear fuel. U.N. officials say the pact’s transparency provisions have helped prevent war by replacing suspicions with hard facts. Yukiya Amano, the IAEA’s director general, told the agency’s 35-nation board of governors that Iran has complied so far with every request made by his inspectors. A collapse of the deal, he warned, would be “a great loss for nuclear verification.” JOBY

They ended a narrative that made no one happy, that wasn’t cute or goofy, that failed to interest the rest of the country. The Caps did not choke, gag or falter. They did not blow a

Washington has fetishized this next round of the playoffs, because Washington hasn’t seen this particular round of the playoffs in more than 7,000 days — not in the NHL, MLB, NBA or NFL. (Yes, there have been MLS titles in there.) There had been 71 completed seasons in those sports since a D.C. team advanced to a conference finals. That means there have been 284 league semifinalists spread across this grand continent. Zero of them represented Washington. Cincinnati, the next-closest city, has had just 45 seasons of similar futility. And so, Washington’s 20-year slump turned the league semifinals into some Holy Grail, holy only to the District. Just over a week ago, James was limping to the locker room with cramps in a toss-up game with the Pacers in Cleveland — a Game 7 that could have served as his last in his second tenure with the Cavaliers. Had Cleveland lost, the chances of James returning would’ve been remote at best. But Cleveland won, surviving the hardest first-round series of James’ illustrious career. Up next were the Raptors, the No. 1 seed in the East and winners of a franchise-record 59 games. But a meeting with Toronto, a team the Cavs had knocked out the past two seasons, was exactly what the doctor ordered. After completing a four-game
sweep of Toronto for a second straight season, the Cavs are back in the Eastern Conference finals for a fourth year in a row. And that caused James to mention something he hasn’t been talking about much recently. “We’re excited about ... having the opportunity to compete for a championship,” James told reporters. “That is what our goal is.” According to interview transcripts reviewed by The Cleveland Plain Dealer, it was the first time the superstar has mentioned “competing for a championship” since March 1. It’s been a crazy year in Cleveland, going back to the decision not to retain David Griffin as the team’s chief executive last summer. That was followed by Kyrie Irving’s trade demand and the move to ship him to the Celtics for Isaiah Thomas, Jae Crowder and Brooklyn’s first-round pick. The Cavaliers played well without Thomas early, struggled after he returned in January,

Cleveland’s starting lineup of James, Love, Hill, J.R. Smith and Kyle Korver can score with anyone in the NBA. And Tristan Thompson is suddenly a factor again. Cleveland will almost certainly face Boston next. Without Irving and Gordon Hayward, it’s hard to see the Celtics putting up much of a fight. So James and the Cavaliers could be back to the NBA Finals for a fourth straight year, eighth straight for James. Now the idea of James sticking around isn’t so far-fetched. Rooney, 32, has scored 10 goals for Everton in the Premier League this season — none since mid-December — after spending 13 years with Manchester United. He scored 53 goals for England in 119 appearances from 2003 to 2016. Rooney has a year left on his Everton deal but reports in Britain said he has grown frustrated there. ‘America’s’ horror story
While hosting “Saturday Night Live” this past weekend, Donald Glover dropped a music video for the new single “This Is America”
from his rapper alter ego, Childish Gambino. Watch it once, and your eyes will naturally be drawn to his movements and facial expressions. Watch it again, but focus on the chaos reigning in the background. There’s a surreal element to all that goes on, as every frame is packed with visual references to racism and related violence in the United States. Let’s break it down. SONIA RAO (THE WASHINGTON POST) 1 Glover stands behind Los Angeles-based artist Calvin the Second, whose head has been covered with a bag, and shoots him with a gun pulled out of his back pocket. As many have pointed out, his stance while holding the weapon mimics that of the minstrel character Jim Crow, the origin of the term used to describe pre-Civil rights-era segregation laws. 2 Glover’s erratic dancing, choreographed by Sherrie Silver, distracts from everything happening in the background throughout the video. Paired with exaggerated expressions, his movements further the connection to minstrel shows, a form of
entertainment popularized in the early 1800s that mocked black people in the United States. The stock characters were usually played by white people in blackface, though some all-black groups performed under white directors. 3 Glover’s character, who appears to represent how white American culture oppresses black people, periodically kills innocent performers. As a choir joyfully sings the refrain — “Get your money, black man, get your money” — Glover slips out from behind a door and dances in front of them. He is then handed an assault weapon, shoots all 10 singers and walks away. aw The imagery evokes the
2015 Charleston church massacre, in which attendees of a prayer service were murdered by selfdescribed white supremacist Dylann Roof. As Glover tells listeners to “watch me move,” people in the background are chased by cops. The camera quickly glides past young people with their phones out as Glover says, “This a celly, that’s a tool.” Cellphones have been used to record police officers shooting or choking black people in recent years. 4 As Glover continues to dance amid the chaos, a hooded figure rides past on a white horse. Some have drawn connections to the Four Horsemen
of the Apocalypse from the Book of Revelation, in which death rides on a pale horse with hell following behind. As Glover climbs atop a parked car, all the cars pictured are from the 1980s and 1990s — perhaps representing the stalled socioeconomic mobility of black Americans. The video ends with Glover chased down a dark hallway, and some point to the darkness behind him as a physical representation of the Sunken Place, a mental prison used to trap black people in Jordan Peele’s “Get Out.” Glover’s character keeps the darkness at bay by acting within white-imposed boundaries for most of the video, but it eventually catches up with him.
Does a lifetime of smoking weed produce chronic bad breath by the time you’re 85? Most of us will never know, but Willie Nelson suggests it does in one of the warm, quiet songs on his new mortality-tinged album “Last Man Standing.” A more serious approach colors the title track as he sings, “I don’t want to be the last man standing,” lamenting the loss of so many of his closest friends. Then there’s a pause before he adds, “Well, then maybe I do.” That sets the tone for another burst of creativity from a towering American artist who can’t seem to stop writing, singing and playing guitar. entertainment Soul singer broadens his horizons with the personal ‘Good Thing’ ALBUM REVIEW Leon Bridges explores new musical dimensions on “Good Thing,” updating the retro soul of his acclaimed debut with a fresher approach and more personal lyrics, all without eroding the smoothness of his sounds. With its string section and impassioned vocals, the ’70s-style opening ballad “Bet Ain’t Worth the Hand” allows for a smooth
transition from “Coming Home,” his Grammy-nominated first albu m , wh ich m u s i c a l l y ‘Good Thing’ placed Bridges Leon Bridges somewhere in the mid-’60s. “Bad Bad News,” the first single, gracefully picks up the pace and comes rhythmically even closer to the present. It offers a booster shoot to his confidence — “I made a good, good thing/ Out of bad, bad news” — as well as the source of the album title.

“Beyond,” a touching, refreshingly innocent confession to Mom about the absolute joy of finding your soul mate, has a
Macy Gray vibe. At under three minutes and highlighted by falsetto oohs and ahhs, “You Don’t Know” sounds ripe for summer success. Bridges displays his strongest passion and fire on the album’s closing tracks, not to be missed. There’s no subtlety in the bluesy “Mrs.,” which struggles to reconcile the emotional and physical aspects of a relationship. Bridges’ voice remains his biggest strength, but “Good Thing” is proof positive that the rest of his artistry is fast catching up.
