A retired Alaska state lawmaker said a naked passenger was tackled and detained on a flight from Seattle to Anchorage. Former state Sen. Johnny Ellis tweeted that the incident happened Monday after the man ran from the front of the plane to the back, yelling and waving. An Alaska Airlines spokeswoman said flight 107 landed without incident. She said a disruptive passenger was detained shortly before the descent. (AP)
A Michigan engineering company employee has been fired after police determined she baked laxatives into brownies intended for a departing colleague’s send-off. Saline police Chief Jerrod Hart said officers confiscated the brownies May 3 after another employee tipped off management. The Ann Arbor News reported that other employees told police there may have been tension between the woman and the departing employee. (AP)

Jackson is among researchers working to find a version of the Romans’ ancient miracle compound that will work in the United States. Council on Tuesday introduced a proposal that would tax ride-hail trips at a higher rate than Mayor Muriel Bowser had sought and would require the companies to disclose extensive data about the scale of their operations in the District. The proposal, which had first been floated in budget documents released this week, would raise the “gross receipts tax” on Uber, Lyft and Via ride-sharing services from 1 to 6 percent, rather than the 4.75 percent Bowser had proposed. The mayor sought the tax increase as a way to help raise money for the District’s $178 million share of dedicated funding for the Metro rail system. The Council says its tax on the companies would raise about $23 million for the transit agency, compared to about $18 million under Bowser’s plan. And it argued that the departure from Bowser’s recommendations is justified because research shows Uber and Lyft “contribute to traffic congestion, add wear and tear to the District’s roads, and there is evidence that they draw people away from public transit.” Researchers across a range of studies arrived at figures showing anywhere between 15 and

The reaction was swift from the ride-hailing firms and advocates who had pushed for a tiered system that would exempt pooled rides from the tax increase altogether. The Council’s proposal would add about 60 cents to a $10 ride — if the services decide to pass the cost on to customers. “This disappointing proposal, devised behind closed doors without public input, stands in stark contrast to the good-faith example set by Mayor Bowser and Council member [Jack] Evans, who found a way to sustainably fund transit while helping reduce congestion,” said Uber
spokesman Colin Tooze. “Punishing District residents who choose to share their rides and help take cars off the road is not the right approach.” Bowser’s office criticized the budget tweaks Tuesday, citing their likely impact on residents and commerce rather than tourists. “While we’re still in the process of reviewing the Council’s proposal, our concern is that the new tax increases shift the burden away from visitors and onto District residents and businesses,” Bowser spokeswoman LaToya Foster said. “We will continue to work with the Council and other partners to ensure that the final budget works in the best interest of our residents.” FAIZ SIDDIQUI (THE WASHINGTON POST)
Qatar steps up to keep Metro open for Caps D.C. Council member Jack Evans, who also chairs the Metro board, said last week that he had talked with a couple of companies that were considering paying the $100,000 fee to keep Metro open an additional hour for Tuesday night’s Capitals game, and Exelon and Pepco stepped up. On Tuesday, Evans said the tiny, wealthy nation of Qatar agreed to pay the $100,000 fee to keep Metro open until 12:30 a.m. after Thursday’s Game 4 of the CapsLightning series. That game also will start at 8 p.m. The government of Qatar previously invested heavily in the development of D.C.’s City Center. (TWP)

Naked suspect shot by police on I-95 dies Police in Virginia said an unarmed hit-and-run suspect who ran naked onto an interstate highway has died after being shot by an officer. Richmond police said Tuesday that MarcusDavid L. Peters, 24, died shortly after midnight. Police said Peters ran naked onto I-95 on Monday around 5:30 p.m. before he “charged” the officer, who fired a stun gun. BALTIMORE Even in a city accustomed to rapid turnover of police commissioners, Darryl De Sousa’s tenure as Baltimore’s top cop was brief. Within days of being charged by federal prosecutors with failure to pay his taxes, he resigned Tuesday after just 116 days on the job. De Sousa was the third person to hold the post over the last three years and the ninth since 2000. His three misdemeanor charges are the latest embarrassment for the beleaguered Baltimore force, which has been reeling from scandal to scandal. “Law enforcement needs to follow the law. It is critically important that the citizens of Baltimore have complete faith in their police department. I am deeply disappointed by Mr. De Sousa’s actions that leave us in this place,” city councilman Zeke Cohen said. De Sousa’s resignation was announced by Mayor Catherine Pugh, who said she accepted it. She picked him as commissioner in January. Senators irked: SSA gets criticism over poor service The Social Security Administration (SSA) is taking heat from inside and outside the agency stemming from scores of field office closures and poor customer service. Bipartisan leaders of a special Senate committee want Social Security to explain why so many facilities have been shuttered, while a new internal watchdog report documents long processing times at hearing offices. In letters to SSA and the General Services Administration (GSA) on Monday, Sens. Susan Collins, R-Maine, and Robert Casey Jr., D-Pa., of the Senate Special Committee on Aging wrote: “As some 10,000 seniors turn 65 each day and file for Social Security and Medicare, we should be expanding access to services, not reducing access.� Social Security has closed about 125 field offices since 2000 and, the senators said,
“service hours at field office locations have also been cut while wait times have risen and hearing backlogs have grown.� That was detailed in an SSA inspector general’s report that examined regional Social Security hearing offices in New York and Atlanta and found both had “high average processing times (APT), had below-average staffing levels, low morale, and issues with telework, claimant representatives, and the quality of the support staff’s work.� These regions “had a disproportionate number of the lowest-ranking hearing offices in terms of average processing time,� Acting Inspector General Gale Stallworth Stone said in a letter with the report. In fiscal 2016, 88 percent of the offices in the New York region had worse-than-average processing times, as did 65 percent of the Atlanta region, a trend that continued through fiscal 2017. The report demonstrates
that the availability of an office alone doesn’t ensure good service. But without a convenient office, it could be difficult for many to get any service at all. Collins and Casey included GSA in their letter because that agency acts as the government’s real estate agency and landlord. “Particularly concerning are reports that in at least some of the locations where offices were closed, the reason cited for the closure was the inability of GSA to locate acceptable real estate within the geographical area served by the closed or consolidated offices,� Collins and Casey said. “This is reportedly the case even in areas where there were significant vacancy rates in commercial real estate.� In 96 interviews the inspector general did with employees, including management officials, judges and hearingoffice staff for the report, more support staff was, by far, the most frequently suggested way to improve processing time. GAZA CITY, GAZA STRIP Patients with gunshot wounds filled wards and hallways in Gaza’s under-equipped and overwhelmed main hospital Tuesday, with dozens still waiting in line for surgery a day after Israeli soldiers shot and killed 59 Palestinians and wounded hundreds in mass protests on the Gaza border. The high casualty toll triggered a diplomatic backlash against Israel and new charges of excessive use of force against unarmed protesters. The U.N. Security Council began its session Tuesday with a moment of silence for the dead, and the U.N.’s special Mideast envoy said there was “no justification for the killing.” Turkey expelled Israel’s ambassador, Ireland and Belgium summoned the Israeli ambassadors to their foreign ministries for questioning about the violence, and the latter two nations, along with Germany, called for an investigation. China called on Israel to show restraint. Israel said it has the right to protect its border and nearby communities, accusing Gaza’s ruling militant group Hamas of carrying out several attacks under the guise of the protests. The City Council unanimously passed a compromise plan on Monday that taxes businesses making at least $20 million in gross revenues about $275 per full-time worker each year — lower than the $500 per worker initially proposed. The so-called “head tax” would raise roughly $48 million a year to build new
affordable housing units and provide emergency homeless services. The debate over who should pay to solve a city housing crisis exacerbated by Seattle’s rapid economic growth comes after weeks of tense exchanges, raucous meetings and a threat by Amazon, the city’s largest employer, to stop construction planning on a 17-story building near its hometown headquarters. Republican lawmaker said he would seek legislation next year saying that a city tax on employees, wages or hours is illegal.
Worker and church groups and others praised the tax as a step toward building badly needed affordable housing in an affluent city where the income gap continues to widen. “People are dying on the doorsteps of prosperity. This is the richest city in the state and in a state that has the most regressive tax system in the country,” said council member Teresa Mosqueda. The Seattle region had the third-highest number of homeless people in the U.S. and saw 169 homeless deaths last year. The city spent $68 million on homelessness last year and plans to spend even more this year. The tax will provide more revenue.

BUSINESS Uber’s ride-hailing service will give its U.S. passengers and drivers more leeway to pursue claims of sexual misconduct, its latest attempt to shed its reputation for brushing aside bad behavior. The shift announced on Tuesday will allow riders and drivers to file allegations of rape, sexual assault and harassment in courts and mediation, rather than being locked into an arbitration hearing. The San Francisco company is also scrapping a policy requiring all settlements of sexual misconduct to be kept confidential, giving victims the choice of whether they want to make their allegations public. CEO Dara Khosrowshahi has vowed to “do the right thing,” repair the damage from previous missteps and lure back alienated riders who defected to rivals. The changes governing sexual misconduct come a month after Uber announced it will do criminal background checks on its U.S. drivers annually and add a 911 button for summoning help in emergencies. It’s an effort to address concerns that it hadn’t done enough to keep crooks from using its service. By the end of the year, Uber will also start to publicly report incidents of alleged sexual misconduct in hopes of establishing more transparency about the issue throughout the ride-hailing and traditional taxi industries. MLB Even among the highest-paid starting pitchers in the majors, Max Scherzer isn’t your typical ace. His three Cy Young awards, two no-hitters and $210 million deal all stand out among his peers, and Scherzer’s durability puts him in even rarer company. Scherzer has made at least 30 starts in nine consecutive seasons dating back to 2009. Jon Lester is the only other pitcher in the majors with an active streak that long (10 seasons). Clayton Kershaw made history in 2014 when he became the first pitcher to sign a contract worth more than $200 million. In the four years since, Scherzer, David Price ($217 million) and Zack Greinke ($206.5 million) have followed Kershaw ($215 million) with their own mega-deals. None of that group has been able to sustain the consistent balance of health and success demonstrated by Scherzer, who is scheduled to face the Yankees tonight at Nationals Park. Entering Tuesday, Washington’s ace
was 7-1, the only pitcher in the majors with seven wins, and led the big leagues with 13.96 strikeouts per nine innings. Among NL starters, Scherzer had the lowest opponents’ batting average (.167), the best WHIP (0.82) and the second-best ERA (1.69). Meanwhile, the other three $200 million arms had seven wins among them. Kershaw and Price are suffering biceps and wrist injuries, respectively. “Man, it’s incredible,” Nats manager Dave Martinez said of Scherzer’s consistency. “To watch him prepare, it’s not just the day of the game. It’s every day in between. He’s unbelievable, he really is. He’s the best I’ve ever seen and he’s ready to go every single time he goes out there. I try to manage myself and be as honest as I possibly can with Davey so that he can make the best decision.” With only one stint on the disabled list — a precautionary measure for neck soreness last year — blemishing an otherwise healthy career, Scherzer has missed just one turn in the rotation since becoming a full-time starter in 2009. A clean bill of health has allowed him time to focus on improving his arsenal. “He’s constantly thinking of some ways to improve and try to get better,” catcher Matt Wieters said, “and I don’t see that slowing down any time soon.”

NBA PLAYOFFS Steve Kerr’s tenure as coach of the Warriors has been defined by a couple of things. The first, and most obvious, is postseason success. The Warriors have made three straight NBA Finals, winning two. The second, and more subjective, has been his conservative decision-making. Kerr has often been prodded — by media, by fans, even at times by his own players — to go for the jugular. When Stephen Curry was at his peak a couple of years ago, Kerr resisted going away from his egalitarian, ball-movement offense to allow Curry to run all pick-and-rolls. Kerr declined to start his best lineup this postseason — going small with Draymond Green at center — until the second round. That’s what made Kerr’s decision to start Game 1 of the Western Conference finals Monday with that small-ball lineup so telling.

“We felt it was important to get off to a good start,” Kerr said after a 119-106 win in Houston. “That’s why we made the decision [to start small]. Financier will put up $2.2B to buy Panthers NFL Hedge fund boss David Tepper on Tuesday was finalizing arrangements to purchase the Carolina Panthers from Jerry Richardson for approximately $2.2 billion — a record-setting sum for an NFL team — with the intention to keep the franchise in the Charlotte area, according to multiple sources. Tepper, above, is a minority partner in the Steelers. He could be approved by the other owners as the new Panthers owner at meetings next week in Atlanta. If the deal is ratified, it would complete the succession put in motion last year after Richardson was accused of workplace misconduct. Tepper would have to sell his stake in Pittsburgh. Tepper, 60, is the founder and president of Appaloosa Management. He is described as “arguably the greatest hedge fund manager of his generation” by Forbes, which estimates his net worth at $11 billion. Tepper’s hedge fund firm is based in Miami Beach and manages about $17 billion, according to Forbes. He already has been vetted and approved by the league and the owners as a Steelers partner, so the ratification process could be relatively seamless. The deal would be scrutinized by the owners on the NFL’s finance committee and then would require the approval of at least 24 of 32 owners. The singer is planning a new album after her venture into Broadway MUSIC When Sara Bareilles starred in her musical “Waitress” for the second time this spring, and then was a stunningly effective Mary Magdalene in NBC’s live “Jesus Christ Superstar,” and days later got tapped to co-host June’s Tony Awards, the truth was finally clear: The singer-songwriter of the uplifting cultural anthems “Love Song” and “Brave” has become a bona fide theater person. “It’s the most welcoming safe space on the planet,” Bareilles says of theater. “Taking a left turn into a pop artist career is not necessarily what I envisioned for myself.” It’s been nearly five years since Bareilles’ last studio album, “The Blessed Unrest,” because Broadway has so consumed her that she now divides her life into what
came before and after “Waitress.” Would she take another role on Broadway? “Totally,” she says. “I’m lucky that I get to have those conversations now.” Eight shows a week is tough, but compared to touring … well, she doesn’t hit the road hard anymore, the way she did when she was paying her dues. She voices her fans’ complaints: “Yeah, b----, you don’t tour.” Instead, she’s been tapped to pen songs such as the inspiring “If I Dare” for the movie “Battle of the Sexes” and a peppy number for Broadway’s “SpongeBob SquarePants” musical. More intriguing is “Seriously,” which the radio program “This American Life” asked her to write during the 2016 presidential campaign, imagining what Barack Obama was thinking as Donald Trump captured the Republican base. That song saw “Hamilton” star Leslie Odom Jr. caress Bareilles’ lyrics over a light rhythm and haunting string arrangement.

when the write-record-tour cycle burned her out. The new album has no shape yet, but Bareilles figures she’ll trust her habit of looking inside. It worked for a decade before Broadway; immediate personal circumstances generated her standbys “Love Song,” “Brave” and “Gravity.” “ ‘Gravity’ — I had no intention of making anybody else feel better with that song,” Bareilles says. “I was only self-soothing. They were all teachers to remind me: If I can just speak truthfully to my experience, it will resonate where it needs to resonate.”
Charlie Puth’s new album, “Voicenotes,” is an astonishing collection of summerperfect pop, crafted by a gifted songwriter with a butterfly falsetto and a knack for hooks. (“Attention” and “How Long” have already been on the radio for months.) The songs for the most part deal with youthful infatuation: He asks a lover to be understanding (”Patient”), suspects he’s being cheated on (“Somebody Told Me”) and tries to convince a girl he’s mature enough (”Boy”). Farewell to the apostle of ‘New Journalism’ 1930-2018 The birth of the literary movement known as New Journalism can be traced to one coffeefueled episode in 1963: Tom Wolfe’s all-nighter. He had been sent to California by Esquire to report on a gathering of custom car designers. With Wolfe on the verge of missing his deadline, managing editor Byron Dobell told him to write up his notes as a memo, which the editors would shape into a story. Wolfe began at 8 p.m. and wrapped up around 6:15 a.m. That piece, “There Goes (Varoom! Varoom!) That Kandy Kolored (Thphhhhhh!) Tangerine-Flake Streamline Baby,” was more than a dutiful report. Wolfe had discovered an underground culture among the West Coast car designers, hailing them as the vanguard of a form of modern art. Just like that, the legend of Tom Wolfe was born. Wolfe, who had a transformative effect on journalism and later became a best-selling novelist, died Monday at a Manhattan hospital. He was 88.
