It’s official: This May is the worst one ever REGION May is typically one of the best — if not the best — months of the year for weather in Washington, D.C. It offers a lovely transition between the cool, damp days of April and the crescendo of June heat and humidity. Average highs in May are in the 70s for most of the month. It’s common to have extended stretches with the optimal mix of sunshine, humidity and temperature. The region comes to life. Outdoor happy hours are packed and weekend soccer and Little League games are played under azure blue skies and beautiful sunshine. But plagued by persistently cool and wet weather, May 2016 has not delivered or even come close to delivering the magnificent days the month is known for. Outdoor events are in constant limbo due to frequent showers, and most of us have spent

the balance of the month hunkered down inside, deprived of sunlight. Every time there is a nice day (or two), it is followed by a series of dreary, damp ones. It certainly hasn’t been the coolest or wettest May that D.C. has ever witnessed. It ranks around 20th place (out of 146 years on record) in both of those categories (month-to-date).

But when you consider statistics that convey the frequency of the month’s gloom, they leave little doubt that this May is the worst in recorded history: It is almost always cloudy and rainy. It has rained nearly every day this month, including the first 11 days — part of a record 15-day streak with measurable rain. No May on record has had so many rainy days (month-to-date). Skies have been overcast at noon on 75 percent of days, whereas “normal” is 32 percent. No other year on record has been so cloudy. The forecast for the next week isn’t particularly promising for dry, warm weather, either. We could sneak in a nice day on Friday, but the weekend forecast is dreadful, with a soaking rain likely Saturday and lingering clouds and showers possible Sunday. Early next week is a wild card, but models are hinting at onshore flow (off the ocean), which means the possibility of more overcast, drizzly conditions.

Metro revises track-fix plan TRANSPORTATION Metro on Thursday released a revised final schedule for its yearlong subway maintenance blitz that includes changes demanded by federal safety officials, with three sections of the rail system now set to be temporarily closed, one at a time, for a total of 30 days beginning in mid-June. Before that series of shutdowns, the updated plan calls for 13 days of continuous single-tracking, starting June 4, on the Orange and Silver lines between the Ballston and East Falls Church stations. The next surge, beginning June 18, will force a 16-day shutdown of service along a stretch of the Orange, Blue and Silver lines, from the Eastern Market station to the Benning Road and Minnesota Avenue stations. Beginning at 8 p.m. July 5 and lasting through July 11, Yellow and Blue line service will be shut down between Reagan National Airport and Pentagon City. Another shutdown will occur in that area starting July 12, with no Blue or Yellow line service between the airport and Braddock Road. The two shutdowns near National had been part of Metro’s original schedule for the work,

dubbed “SafeTrack,” which was announced two weeks ago. However, the work to be done in the vicinity of Eastern Market had been scheduled for August. But Metro moved that project forward after the Federal Transit Administration last week deemed the work urgent and ordered Metro to give it priority. That also was the case with the work to be done between Ballston and East Falls Church, which originally had been set for November. The FTA, which has safety oversight responsibility for Metro, said in a statement Thursday that it approved of the revised schedule. But it said the 11-month SafeTrack program, which includes 15 separate projects, shouldn’t be viewed as a cure-all for the beleaguered transit system, emphasizing that more work will be needed in future years. “The plan gives first priority to the FTA-identified track locations where urgent repairs are required to reduce the risk of smoke and fire events,” the statement said. “While track repairs are necessary and long overdue, it is just one piece of the much larger [Metro] safety puzzle,” the FTA added. “Once repairs are made, they must be sustained with a long-term preventative maintenance plan as well as a strong safety culture.” PAUL DUGGAN AND LORI ARATANI (THE WASHINGTON POST)

BALTIMORE A judge’s intense line of questioning Thursday appeared to expose weaknesses in the state’s case against an officer on trial for assault in the arrest of Freddie Gray, but legal experts cautioned against drawing any conclusions. Baltimore Circuit Judge Barry Williams was bullish in interrogating prosecutors during closing arguments in the bench trial for Officer Edward Nero, repeatedly asking when the alleged assault occurred: Was it when Gray was first stopped or when he was handcuffed? “I’m trying to figure out what you’re arguing,” the judge said. “It’s a continuum,” Assistant State’s Attorney Jan Bledsoe said. “If you find putting him down in handcuffs wasn’t an assault, fine. But putting a cooperative citizen into a prone position, that’s an assault.” Prosecutors say Nero, 30, unlawfully detained Gray and acted callously when he made a decision not to buckle Gray into a seat belt when he was loaded into the back of a transport vehicle. CAIRO An EgyptAir jetliner en route from Paris to Cairo with 66 people aboard veered wildly in flight and crashed in the Mediterranean Sea early Thursday, authorities said. Egyptian and Russian officials said it may have been brought down by terrorists. There were no signs of survivors. EgyptAir Flight 804, an Airbus A320 with 56 passengers and 10 crew members, went down about halfway between the Greek island of Crete and Egypt’s coastline, about 175 miles offshore, after takeoff from Charles de Gaulle Airport, authorities said. Greek Defense Minister Panos Kammenos said the plane spun all the way around and suddenly lost altitude just before vanishing from radar screens around 2:45 a.m. Cairo time. He said it made a 90-degree left turn, then a full 360-degree turn to the right, plummeting from 38,000 to 15,000 feet. It disappeared at about 10,000 feet, he said. There were no reports of stormy weather at the time. Egyptian and Greek authorities in ships and planes searched the suspected crash area throughout the day for traces of the airliner or its victims, with more help on the way from the U.S., Britain and

Speaking Thursday to the Canadian Parliament, Prime Minister Justin Trudeau apologized for a third time for elbowing a female member of parliament in the chest and grabbing another MP. Trudeau, a boxer and former bar bouncer, said he should not have made physical contact with the one lawmaker and said he accidentally bumped into the female MP. “I expect better behavior of myself,” Trudeau said. Trudeau had waded Wednesday into a clutch of lawmakers who were blocking another from getting to his seat as Trudeau’s Liberals tried to get a vote in on time. Charges to be dropped for Ferguson reporters Missouri’s St. Louis County agreed Thursday to drop charges of trespassing and interfering with a police officer against Wesley Lowery of The Washington Post and Ryan Reilly of the Huffington Post. Both were arrested in 2014 while covering protests in Ferguson, Mo. The charges were dropped as part of a settlement in which the reporters agreed not to sue the county over the incident. OKs anti-abortion bill POLITICS Oklahoma lawmakers have moved to effectively ban abortion in their state by making it a felony for doctors to perform the procedure, an effort the bill’s sponsor said Thursday is aimed at ultimately overturning the U.S. Supreme Court’s 1973 decision that legalized abortion nationwide. The bill, which abortion rights group the Center for Reproductive Rights says is the first of its kind in the nation, also would restrict any physician who performs an abortion from obtaining or renewing a license to practice medicine in Oklahoma. Rare deal in the works to rescue Puerto Rico POLITICS House Republicans and Democrats reached a rare, election-year deal with the White House to try to rescue Puerto Rico from $70 billion in debt as millions of Americans in the cashstrapped U.S. territory struggle with the loss of basic services. A revised House bill introduced late Wednesday would create a board to help manage the territory’s financial obligations and restructure some debt. House Speaker Paul Ryan, R-Wis., said the legislation would avoid a taxpayer bailout. Puerto Rico already has missed payments to creditors. A $2 billion installment, the largest yet, is due July 1. The island’s businesses have shuttered, schools lack sufficient resources like electricity and some hospitals are limiting treatment. Further complicating Puerto Rico’s outlook is the Zika virus, which has hit the territory hard. Like U.S. states, Puerto Rico cannot declare bankruptcy. The legislation would allow the control board to oversee negotiations with creditors and the courts. Puerto Rican Gov. Alejandro Garcia Padilla said the bill isn’t “consistent with our country’s basic democratic principles.” He wants a board that can’t fully control the island’s finances. For women, primping pays Study finds time spent on grooming translates into higher incomes

FINANCE A fascinating new paper from two sociologists suggests that women have good reason to spend so much time and money on their appearance: If they don’t, they risk losing a substantial amount of money. Jacyln Wong of the University of Chicago and Andrew Penner of the University of California at Irvine used data from a longrunning national study of more than 14,000 people to look at the association between attractiveness and income. Interviewers asked people questions about their salary, job, education, personality and other attributes. Interviewers rated their interviewees on how attractive and how well-groomed they appeared. Numerous studies in the past have shown that people who are considered physically attractive have many advantages. In school, attractive people tend to receive higher grades. In courtrooms, they receive shorter prison sentences. Research shows that attractive people are more likely to be hired and promoted and end up with higher earnings. Wong and Penner didn’t find any significant gender differences in financial returns people receive for being considered attractive. However, the researchers did find a big difference

between men’s and women’s salaries when it came to grooming. Wong says they wanted to look more closely at what being “attractive” really meant — is it something you are born with, or something you can acquire? After all, beauty can be an innate quality, or it could be the result of styling your hair and wearing clothes that look nice on you. They found that a substantial amount of attractiveness was the result of grooming, and here’s where they found gender differences, Wong says. “For women, most of the attractiveness advantage comes from being well groomed. For men, only about half of the effect of attractiveness is due to grooming.” According to the researchers,

the results suggest that beauty, especially for women, is more of a behavior — “something you do,” rather than “something you are.” Most research and most people tend to see attractiveness as a fixed, innate trait, but the researchers say it’s more accurate to think of it as a combination of biological traits, personality characteristics and beauty practices. Why would all this primping and preening be more important for women than men? Wong and Penner offer a few possibilities. One is that women just have a wider range of beauty practices available to them — they can go to work in suits or maxi dresses, stilettos or brogues. They can

wear makeup, or not. A more sinister theory is that these gender differences are the result of a cultural tendency to monitor women’s behavior more than men’s, in ways that keep women distracted from really achieving power. Wong quotes Naomi Wolf, a third-wave feminist who argues that the unrealistic standards of beauty that women are encouraged to pursue — an ideal she calls “the beauty myth” — are ultimately a way to control and constrain women’s behavior. Wong says that both explanations probably have some truth. “I think that we more readily judge women,” she says, “and so this presentation becomes so important to them.” ANA SWANSON

POLITICS A bipartisan agreement reached by House and Senate negotiators would set new safety standards for asbestos and other dangerous substances, including tens of thousands that have gone unregulated for decades. A bill to be voted on as soon as next week would offer new protections for pregnant women, children, workers and others vulnerable to the effects of chemicals such as formaldehyde and styrene, used in homes and businesses every day. If enacted into law, the bill would be the first significant update to the Toxic Substances Control Act since the law was adopted in 1976. “This is a political Halley’s Comet” that may not be seen again for many years, said Sen. Edward Markey, D-Mass., a former opponent of the bill who recently signed onto it after changes were made to ensure that states that closely regulate chemicals can continue to do so. Chemicals used in everyday products such as household cleaners, clothing and furniture have been linked to serious illnesses, including cancer. Under current law, only a small fraction of chemicals used in these products have been reviewed for safety. “Today we are stepping forward and we are putting a law in place that will protect American families and protect children from chemicals,” said Sen. Muddying the field: Rain could hamper Nyquist Victor Espinoza’s tactics. Favored American Pharoah was supposed to stay off the early lead and move late. Instead, Espinoza took the Derby winner to the lead immediately to spray others with mud and won easily en route to his Triple Crown championship. The rain was so bad that one soaked jockey weighed in 15 pounds heavier than at the pre-race weigh-in. Pimlico’s surface dries quickly and can go from muddy to fast in less than an hour. But daylong rains may change rider tactics like they did last year. Several others could set the early pace on a wet track, letting Nyquist save for a late run. But that makes him more vulnerable to Exaggerator. Nyquist is the class of the field, undefeated in eight starts. In the last seven, he has led every step in the stretch. He’s not a scrapper because no one has looked him in the eye coming down the final yards. That won’t happen here, though. Exaggerator will find Nyquist somewhere in the

REDSKINS Nine in 10 Native Americans say they are not offended by the Washington Redskins name, according to a new Washington Post poll that shows how few ordinary Indians have been persuaded by a national movement to change the football team’s moniker. The survey of 504 people across every state and the District reveals that the minds of Native Americans have remained unchanged since a 2004 poll by the Annenberg Public Policy Center found the exact same result. Responses to The Post’s questions about the issue were broadly consistent regardless of age, income, education, political party or proximity to reservations. Among the Native Americans reached in a five-month period ending in April, more than 7 in 10 said they did not feel the word “Redskin” was disrespectful to Indians. An even higher number (8 in 10) said they would not be offended if a non-native called them that name. “I’m proud of being Native American and of the Redskins,” said Barbara Bruce, a Chippewa teacher who has lived on a North Dakota reservation most of her life. “I’m not ashamed of that at all. I like that name.” The results — immediately celebrated by team owner Daniel Snyder and denounced by one Native American leader — could make it that much harder for antiname activists to pressure team officials, who have already used the poll as further justification to retain the nickname. Beyond that, the findings might impact the ongoing legal battle over the team’s federal trademark registrations and the eventual destination of the Redskins’ next stadium. But Suzan Harjo, lead plaintiff in the first case challenging the team’s trademark protections, dismissed the Post’s findings. “I just reject the results,” said Harjo, 70, who belongs to the Cheyenne and Hodulgee Muscogee tribes. “I don’t agree with them, and I don’t agree that this is valid way of surveying public opinion in Indian Country.” Two other leaders in the namechange movement issued a joint statement that didn’t dispute the authenticity of the results, instead

calling the responses from Native Americans “encouraging.” “Native Americans are resilient and have not allowed the NFL’s decades-long denigration of us to define our own self-image,” wrote Oneida Nation Representative Ray Halbritter and National Congress of American Indians Executive Director Jackie Pata. “However, that proud resilience does not give the NFL a license to continue marketing, promoting, and profiting off of a dictionarydefined racial slur — one that tells people outside of our community to view us as mascots.” They noted research that shows the harm native imagery in sports can have on young Indians. Since the nearly half-centuryold debate regained national attention in 2013, opponents of the name have won a string of high-profile victories, garnering support from President Obama, 50 Democratic U.S. senators and tribal leaders in Indian Country. Criminal charges were announced Thursday against gambler William Walters and a former director of Dean Foods, Thomas Davis, alleging that they used inside information to make millions in illicit trades. In 2012, the SEC said, Walters called Mickelson, who owed him money, and urged him to trade Dean Foods stock. The SEC said Mickelson did so the next day and profited $931,000. Male-only Muirfield barred as site for Open Muirfield was stripped of its right to host the British Open after the Scottish club voted against admitting female members in a move Thursday that provoked sharp criticism from players and lawmakers. The Honourable Company of Edinburgh Golfers, which owns Muirfield, announced its decision to retain the club’s male-only policy after a ballot of its members. The Royal and Ancient, which runs the British Open, then said Muirfield had been taken off the list of 10 courses that can host golf’s oldest major. “Going forward we will not stage the Championship at a venue that does not admit women as members,” R&A chief executive Martin Slumbers said. United in March. Worra, 23, entered the season as the third-stringer, but because of injuries to starter Bill Hamid and his backup, Andrew Dykstra, the unheralded Worra was thrust into the spotlight. Don’t get left out in the mold New District rules regulate how your landlord deals with fungus

Tenants ask many different questions about mold. Is the landlord responsible for eliminating mold in my apartment? Do I have the right to terminate my lease if the landlord fails to get rid of the mold? Is the landlord required to hire a professional to perform the work? A recent statute and new regulations from the District’s Department of Energy and Environment help answer some of these questions. Mold is never pleasant, and the variety of problems that come with it only make things worse. Mold can stain or discolor walls, ceilings, floors and fixtures; it can decay the structure of someone’s home; and it can cause human health problems, including asthma and allergy attacks. Mold exists practically everywhere in the environment and cannot be entirely CONTINUED ON PAGE 18

eliminated. Since mold thrives on moisture, the key to controlling it is to eliminate sources of moisture and water intrusion. The tenant and the landlord have a shared responsibility to prevent and control the growth of mold. The tenant is responsible for keeping the unit clean and sanitary, and for promptly reporting to the landlord or management any suspected mold issue. The landlord has a general duty to keep the building clean, safe and sanitary, and to repair any damage to the building’s structure and systems. That includes leaky water pipes, windows and rooftops. But until recently, the mere presence of mold did not explicitly violate the District’s property maintenance codes. So unless the underlying cause could be identified, the tenant had limited options when seeking redress for a mold problem. The Air Quality Amendment Act of 2014 sets forth much more specific landlord requirements, as do DOEE regulations that took effect at the end of April. The landlord must disclose to a prospective tenant any indoor mold contamination discovered within the past three years, unless it has been professionally remediated; must assess a suspected mold problem within seven days of a tenant’s written request; and must remediate the problem within 30 days. If there are at least 10 square feet of visible mold, the landlord must employ a professional to assess and remediate the problem. If the landlord fails to fix an identifiable source of water intrusion, where the problem is not merely the presence of mold but an environment where mold could thrive, the tenant should request an inspection by the D.C. Department of Consumer and

Regulatory Affairs (202-4429557 ext. 6). The inspection report will cite any code violations and specify how much time the landlord has to abate them. The tenant may also file an action at D.C. Superior Court’s Housing Conditions Calendar. This special judicial branch gives tenants a way to seek expedited relief from poor housing conditions, specifically a court order to the landlord to fix the problem. Information about mold issues is available at the DOEE website (doee.dc.gov). The tenant may also seek monetary damages if the landlord’s failure to respond to a substantial mold problem led to loss on the part of the tenant. If the unit is under rent control, the tenant should

lost wages, medical bills, damage to personal property and relocation expenses, or if the unit is not under rent control. In these cases, the tenant may seek relief at D.C. Superior Court’s Small Claims branch (510 Fourth Street NW, Court Building B, Room 102) or the Civil Division.

Roomi has a built-in chat feature to allow users to communicate quickly and ask each other about lifestyle and socializing preferences, common interests and things like the kinds of food they like and TV watching. ‘Nice Guys’ makes nice Gosling flexes his comedy muscle in this uneven but enjoyable cop-duo film

FILM REVIEW Directed by Shane Black from a script he wrote with Anthony Bagarozzi, “The Nice Guys” stars Ryan Gosling as bumbling gumshoe Holland March and Russell Crowe as beefy hired goon Jackson Healy, who run afoul of each other in 1977 Los Angeles while following intersecting cases, then wind up in cahoots in search of a missing teenage girl. March himself happens to be the father of a 14-year-old daughter (Angourie Rice), who has a habit of tagging along on his jobs — in this case having to do with pornography, multiple murders and the recent invention of the catalytic converter. And yes, all of that does

add up in a movie that, with so many moving parts, possesses a choppy, hit-and-miss tone, trotting out appallingly tasteless groaners one minute, then spinning on a tarnished dime to deliver genuinely droll, wellchoreographed gags. The approach will work fine for anyone who doesn’t mind (or can at least tolerate) watching a bloodied, pointedly big-bosomed woman gasping for her last breath or someone being casually shot for laughs by mistake through a window. It will also seal the deal for Gosling fans who are convinced that the handsome young actor can do anything: Here, he solidifies his chops as a fleet, self-deprecating comedian as

comfortable with dumb-sounding dialogue (he’s the Costello of the duo) as he is with carefully timed but seemingly spontaneous physical comedy. Crowe, for his part, is the softspoken straight man in “The Nice Guys,” a role he accepts with gracious, somewhat bloated, always

bleary-eyed resignation. When the movie gets cooking, he and Gosling develop easy, unforced chemistry. As a grab bag of visual and aural callbacks to the ’70s (the soundtrack features choice cuts from Earth, Wind & Fire and the Bee Gees, among others), “The Nice Guys” does a slapdash but ultimately winning job of interweaving the era’s anything-goes pop culture and post-Watergate politics. “The Nice Guys” makes good on the title, occupying the nice, mushy middle — perhaps unfocused and off-balance at times, but conveying a sense of buoyancy that’s as cheerfully contagious as it is freewheeling. 1931-2016 Morley Safer, the longest-serving correspondent on CBS’ most popular news show, “60 Minutes,” died Thursday, days after he announced his retirement on Sunday’s broadcast. He was 84. CBS announced his death. The cause was not immediately known. The Canadian-born Safer spent more than 50 years as a correspondent for CBS News. He was one of the network’s most familiar faces, often wearing trenchcoats and field jackets while reporting from war-torn regions and other hot spots. ‘Lobster’ crack-up: If you’re laughing, there’s still hope unpleasant things we don’t get.” I think it’s more “we laugh when we realize things are bleak but they’re going to get better.” In the world of “The Lobster,” no one is laughing when one character chokes on a martini olive while sitting in a hot tub, because for them olive-related deaths are sad. For me, in contrast, the movie had framed Death by Olive in such a way that I could barely breathe, and there wasn’t an olive anywhere near me. “Cremains” (“The cookie dipped in grief”) made me laugh a lot too, and not just because the absurdity could distract me from the fact that my father was now in a box that fit in my sister’s purse. Our Cremains ad campaign (“A dessert to die for!”) was funny because we knew Dad would have been coming up with taglines right along with us. Those laughs — like the biggest ones found in “The Lobster” — come from the tiny voice inside saying that the current level of suck will shrink, that there is a chance at righting a broken world. The world of “The Lobster” presses down so hard on you that every time you get a chance to breathe, that gasp of

The time around when my father died was also the time in my life I laughed the hardest. I realize how messed up that sounds, but I stand by it. The best example is the long discussion I had with my sister about “cremains,” the funeral industry’s word for “ashes,” and how it sounds like a weird kind of cookie. Then we made up a commercial for Cremains. Complete with jingle. Dark humor is usually explained away as a natural response by human beings to unpleasant things that don’t make sense. That certainly explains a lot of the laughs in “The Lobster.” The film’s plot is deliberately surreal: Single people check in at a hotel to find love; if they don’t succeed after 45 days, they’re turned into animals. And the film only gets funnier as it gets harder to watch; it’s rare that I take in a movie through my fingers while laughing and whispering “what the [ALL CAPS, RHYMES WITH DUCK]?” over and over again. So why was I laughing? I think dark humor is more complex than “we laugh at

FILM REVIEW “The Angry Birds Movie” is best described as a mobile-gaming app’s origin story. The movie focuses on Red (voice of Jason Sudeikis), a beetle-browed avian who has a hard time keeping his cool, and warns his fowl-folk not to trust the pigs that have sailed onto the birds’ home island, insisting that they just want to hang out and become friends. But, the pigs are evil, and the birds become angry. The laughs are few and far between despite the fact that Jon Vitti, the veteran television writer who worked on both “The Simpsons” and “The Larry Sanders Show,” wrote the script. This is especially disappointing considering the voice cast, which is studded with such comic greats as Josh Gad, Danny McBride, Bill Hader, Kate McKinnon, Keegan-Michael Key and, er, Sean Penn. Ultimately, “The Angry Birds Movie” exists so that the audience can experience, in widescreen, what it feels like to play the game. In scenes in which Hal (the boomerang bird) or Bubbles (the orange bird who expands once dropped on a target) zoom through the CGI air, the film is actually kind of fun. But those few moments still can’t justify a theatrical feature. After paying good money to take your family to see this film, you may be dealing with some anger-management issues of your own.
