From his hometown and the city where his re-election operation hums, Obama spoke of a post-2014 world when “the Afghan war as we understand it is over.” Until then, though, remaining U.S. and allied troops face the continued likelihood of fierce combat. “We still have a lot of work to do, and there will be great challenges ahead,” Obama said. Gen. John Allen, the top commander of U.S. and NATO forces in Afghanistan, offered a stern warning Sunday that the plan to give Afghan forces the lead in fighting next summer won’t take coalition troops out of harm’s way. “It doesn’t mean that we won’t be fighting,” Allen said. “It doesn’t mean that there won’t be combat.” The fate of the war is both the center of this summit and a topic no one is celebrating as a mission accomplished. Exonerations Registry Created New archive shows more than 2,000 wrongly convicted MWi^_d]jed More than 2,000 people who were falsely convicted of serious crimes have been exonerated in the United States in the past 23 years, according to a new archive compiled at two universities. There is no official record-keeping system for exonerations of convicted criminals in the country, so academics set one up. The new national registry, or database, painstakingly assembled by the University of Michigan Law School and the Center on Wrongful Convictions at Northwestern University School of Law, is the most complete list of exonerations ever compiled. “We know there are many more that we haven’t found,” added University of Michigan law professor Samuel Gross, the editor of the

J^[ IYef[ e\ j^[ FheXb[c The newly created National Registry of Exonerations begins at the start of 1989. It gives an unprecedented view of the scope of the problem of wrongful convictions in the United States, and the figure of more than 2,000 exonerations “is a good start,” said Rob Warden, executive director of the Center on Wrongful Convictions. The registry excludes at least 1,170 additional defendants. Their convictions were thrown out starting in 1995 amid the periodic exposures of 13 major police scandals around the country. In all the cases, police officers fabricated crimes, usually by planting drugs or guns on innocent defendants. (AP)

The researchers are aware of nearly 1,200 other exonerations, for which they have less data. They found that those 873 exonerated defendants spent a combined total of more than 10,000 years in prison, an average of more than 11 years each. Nine out of 10 of them are men and half are Afri-

can-American. Nearly half of the 873 exonerations were homicide cases, including 101 death sentences. Over one-third of the cases were sexual assaults. Seven percent of the exonerations were drug, white-collar and other nonviolent crimes, 5 percent were robberies and 5 percent were other types of violent crimes. “It used to be that almost all the exonerations we knew about were murder and rape cases. Robin Gibb, a founding member of the Bee Gees who helped propel the group to international stardom, has died. He was 62. “The family of Robin Gibb, of the Bee Gees, announce with great sadness that Robin passed away today following his long battle with cancer and intestinal surgery,” family spokesman Doug Wright said in a statement. “The family have asked that their privacy is respected at this very difficult time.” Gibb was one of three brothers whose soaring falsetto harmonies helped power such hits as “Stayin’ Alive” and “Night Fever.” The band was best known for the influential “Saturday Night Fever” soundtrack album that became one of the fastest selling albums of all time. The 1977 soundtrack came to epitomize the flashy disco era.

It also gave families a chance to reissue pleas for further investigation. Abdel Baset al-Megrahi, a Libyan intelligence official, died of complications from cancer, a relative said. Al-Megrahi was convicted of blowing up Flight 103 over the Scottish town on Dec. 21, 1988, which killed 270 people, many of them New York and New Jersey residents. The families had banded together after the bombing, immersing themselves in terrorist policy, international relations and airline security and lobbying for compensation from Libya. NIH researchers seek currently depressed persons ages 18-55 to enroll in research studies evaluating how an FDA-approved drug, Scopolamine (for motion sickness) versus placebo can help with depression. In one study,

the drug is given intravenously over 7-sessions (inpatient or outpatient), in the other the drug is given by patch over 12 sessions (outpatient). Participants must not be taking medications for three weeks prior to starting the study.

The studies are conducted at the NIH Clinical Center in Bethesda, Maryland, and may include brain imaging and attention and memory tasks to help understand the role of some brain chemicals in depression. Take it to enjoy a different drive to Western Maryland but not to save time. Travel tip: Maryland’s major roads, including I-270, I-70 and routes 15 and 40, pass through a bottleneck at Frederick. Try to avoid starting your trip between 1 and 8 p.m. Fridays, have a map to review options on detours and be patient.

Route 50 are HOV all the time. Maryland Gov. Martin O’Malley, D, has long promised that the D.C. suburbs and Baltimore would each get a new light-rail line and that the Purple Line and its counterpart in Charm City could be built at the same time. But financial documents recently submitted to the Federal Transit Administration show that O’Malley’s promise will be difficult — if not impossible — to keep. The General Assembly’s recent rejection of the governor’s proposed gas-tax hike makes it likely that the state will have to choose to build one of the lines before the other, state and local transportation officials say.

With no new tax revenue dedicated to transportation, finding the money for even one of the light-rail lines will be difficult, the officials say. The state hoped to begin construction on both lines in 2015, with the 16-mile Purple Line opening between Bethesda and New Carrollton by late 2020 and the 14-mile Baltimore Red Line opening in early 2021. But construction of the runner-up project probably would be delayed at least five years.
