The quest for a gallery space NATIONAL MALL The Smithsonian’s initiative on documenting Asians in America started humbly enough two decades ago, with a borrowed exhibit in a borrowed museum wing and a tiny staff. There was a National Museum of the American Indian attached to the Smithsonian, and progress was being made toward a museum on the National Mall celebrating African Americans’ history. But Asian Americans remained a largely invisible population in the 1990s, with few people represented in entertainment, politics, sports or business. “We had to really convince our colleagues that this was a field, this was a demographic ... that needed to be recognized and needed to be held with some respect,” says Franklin Odo, director at the time of the Smithsonian’s Asian Pacific American program. It’s too early to say how large a gallery would be or when it might be secured. Lisa Sasaki, the director of the center, says it is looking at several locations along the mall. Sasaki says $25 million is a fundraising goal for phase one of the project. Congressional approval is not required for a gallery within existing space, unlike the stand-alone 400,000-squarefoot National Museum of African American History and Culture, which opened in 2016. Odo, the former director, says the Asian American community has evolved enough as an identity to support a permanent gallery dedicated to their shared experience in America. “I don’t know that we have an Oprah,” Odo said, referring to Oprah Winfrey’s charitable foundation, which donated $21 million for the National Museum of African American History and Culture. THE DISTRICT Adrienne Dove pulled up to the checkout line of the Giant grocery store in Southeast D.C. with a cart filled with cabbage, bananas and bagged string beans. The register rang $20.60. Instead of cash or a card, Dove paid with a Produce Rx voucher from the store pharmacy. The Giant in the most impoverished part of the District is the latest frontier in the “food as medicine” movement. Hospitals and local governments across the country have been writing and filling prescriptions for healthy food in an attempt to address the root causes of diabetes, hypertension and other costly illnesses. The federal farm bill that was passed late last year included more than $4 million in grants for the U.S. Department of Agriculture to distribute to governments that run prescription produce programs, but the money has not yet been distributed. The goal, backed by some research, is to improve health and reduce costs by subsidizing fresh produce such as broccoli and grapefruit in addition to insulin and beta blockers. “What we are hoping to find is there is a return on investment for the health care system: a reduction in ER visits, medication compliance,” said Lauren Shweder Biel, executive director of DC Greens, a nonprofit group

that is managing the District’s Produce Rx pilot. “That’s the holy grail for systems like this.” Improved diet is also a target. “I was trying to manage my patients’ diabetes and high blood pressure, but when they were
telling me they were eating Top Ramen, doughnuts and bagels because it keeps them full, all I could say was, ‘That’s too bad, here’s some more drugs,’ ” said Rita Nguyen of the San Francisco Department of Public Health,
who now oversees an expanding produce prescription program at six clinics. In the nation’s capital, the Produce Rx program started last month and provides 500 Medicaid patients $20 weekly vouchers for produce at the Giant in Ward 8 through the end of the year. Ward 8 is the poorest, sickest part of the city and has the highest rates of death from diabetes and heart disease. It’s also a food desert, and the Giant is the only full-service grocery store. The Produce Rx program, which includes the costs of vouchers and evaluating patient outcomes, has received $500,000 from the D.C. government and about $150,000 from AmeriHealth Caritas, a Medicaid-managed care organization. AmeriHealth Caritas patients are the only ones now eligible for the Produce Rx pilot. Dove, 43, found out about the program while at a Community of Hope health clinic for a check on the state of her hypertension and anemia. Medical professionals often urge Dove to eat better, but she was surprised when a clinic official called the Giant pharmacy to secure produce vouchers for her the same way doctors would call in a prescription for drugs. “I was just mainly eating fried chicken wings and french fries. I grew up on McDonald’s and I got high blood pressure,” said Dove, who lives with her mother and two children. “Now I tell my son, ‘Don’t be like Mommy,’ and he asks for broccoli and spinach.” FENIT NIRAPPIL (THE WASHINGTON POST)

The number of people killed in shootings in D.C. last year who were struck multiple times, according to the Chief Medical Examiner. That’s up from 57 in 2017. Officials trying to understand D.C.’s rising homicide count have attributed that trend in part to shootings becoming more lethal. “Instead of single gunshots to the legs, we are seeing gunshot wounds going through the chest and abdomen, and causing multiple injuries,” said Mallory Williams, the chief of trauma and critical care at Howard University Hospital. Homicides in D.C. surged in 2018 to 160, 38% more than in 2017. (TWP)

Pediatrician faces dozens of sex offense charges A Maryland pediatrician accused recently of raping a patient has since been indicted on 65 additional charges, including nine counts of child sex abuse. Frederick County police and prosecutors say a grand jury has indicted Dr. Ernesto Torres after 11 more victims came forward after an initial indictment May 3. He was arrested Monday. Insanity plea considered in runner’s fatal stabbing A man accused of fatally stabbing a runner in D.C. has pleaded not guilty in the slaying, and his lawyer is gathering evidence for a possible insanity defense. WTOPFM reported Anthony Crawford on Friday pleaded not guilty to first-degree murder in the slaying of 35-year-old Wendy Martinez. Police say Crawford used a stolen kitchen knife to kill Martinez as she ran near her home in September. Crawford’s lawyer requested more time to develop a not guilty by reason of insanity defense. Teacher on leave after partying with students A teacher at a Montgomery County high school has been placed on administrative leave after attending a private graduation party where students openly consumed alcohol and played drinking games, school officials said. Four teenagers have been charged in an attack on a Prince William County, Va., middle school student as she walked home from school. The girl was walking May 10 when she encountered a 13-year-old boy and three 14-year-old girls. All four teens were charged with assault by mob. Trial begins in challenge to 4 abortion laws in Va. VIRGINIA A trial began Monday in Richmond in a federal lawsuit seeking to overturn four abortionrestriction measures in Virginia. The laws being challenged include a physician-only measure that bars nurse practitioners and physician’s assistants from performing abortions. The suit also seeks to overturn Virginia laws mandating that all second-trimester abortions must be performed at an outpatient surgical hospital or general hospital; that women must get an ultrasound at least 24 hours before the procedure; and that certain abortion providers must undergo licensing requirements. Missed message: Metro ad evokes images of violence supposed to tell people not to wear them on crowded trains, she said it seemed strange to evoke images of violence against women to say that it’s rude to wear backpacks. The ad, which appears on a WMATA webpage spelling out rules of conduct for passengers and also on posters and digital screens at rail stations, is also drawing criticism by anti-domestic violence advocates. “It comes across as confusing and tone-deaf as to how many women get bruises on their face,” said Dawn Dalton, policy director for the DC Coalition Against Domestic Violence, who hadn’t seen the ads until being contacted by a reporter. “It makes it appear like the only place where a

Rachel Williams wasn’t quite sure what to say when she was shown a new Metro ad and asked what she thought it was about. It showed a woman’s face. Near her head was a grayish object partially obstructed by the words “WHERE DID I GET THESE BRUISES?” Below it: “THE ANSWER IS OBVIOUS. SO IS THE SOLUTION. METRO MANNERS.” But it wasn’t so obvious to Williams, as she waited on the Gallery Place platform. “Domestic violence?” she ventured. When told the grayish object was a backpack and the ad is

Still, the message is at best confusing, said several women interviewed recently. “Domestic violence?” a puzzled-looking Samantha Welch said after she was shown the ad on the platform at Columbia Heights. “I don’t think I get that message,” she said, when told it was about backpacks. The ad has also drawn criticism on Twitter. “This is so offensive. Is this an active @wmata ad?” said a woman who goes by @WeinDC. “So, using violence against women is now an advertising tool?” she said when told that it was. The ad is one of several appearing in Metro stations as part of a campaign promoting its rules for conduct. One shows newspapers left on a seat with the message “WHY IS THE TRAIN SO MESSY?” In another, a woman is “woman-spreading,” with a purse and stretched-out legs taking up the seat next to her. The new Frederick Douglass Memorial Bridge over the Anacostia River is midway to completion and on track for a 2021 opening, according to the D.C. Department of Transportation. The project will replace the 70-year-old busy crossing that connects neighborhoods east of the Anacostia to the seat of the federal government. It’s the city’s largest infrastructure project in history, valued at $480 million. (TWP)

Is a monorail the solution to traffic on I-270? Montgomery County developer Robert Eisinger says he has found a fast, reliable and cost-effective way to ease traffic on Interstate 270: Get tens of thousands of motorists traveling from the outer suburbs to switch to a monorail between Frederick and the Shady Grove Metro station. Eisinger said he knows the word monorail conjures images of amusement park rides more suitable for ferrying passengers around Disney World than carrying commuters through the suburbs of the nation’s capital. But he said a consultant’s study, paid for by him and private contributors, found that a 27-mile monorail would be environmentally friendly and cost $3.4 billion — significantly less per mile than building a light-rail line or extending Metro’s Red Line. Most importantly, he said, a monorail would fit within the I-270 right of way, leaving homes and backyards untouched and sparing the state the potentially hefty expense of acquiring private property. He envisions trains zooming above highway traffic, making the trip between Frederick and Shady Grove in 31 minutes via six stations and someday extending south to Bethesda and across the Potomac River into Northern Virginia. DETROIT Ford revealed details of its longawaited restructuring plan Monday as it prepares for a future of electric and autonomous vehicles by parting ways with 7,000 white-collar workers worldwide, about 10% of its global salaried workforce. The major revamp, which had been underway since last year, will save about $600 million per year by eliminating bureaucracy and increasing the number of workers reporting to each manager. In the U.S., about 2,300 jobs will be cut through buyouts and layoffs. About 1,500 have left voluntarily or with buyouts, while another 300 have already been laid off. Trans woman beaten in video is found dead DALLAS A 23-year-old transgender woman whose beating in front of a crowd was captured on video has been found dead on a Dallas street, police said. Muhlaysia Booker was found face-down early Saturday after officers were called following reports of shots being fired. She was pronounced dead at the scene, authorities said. Booker died from “homicidal violence,” said police Maj. Vincent Weddington. He did not elaborate. No suspect has been identified. Weddington said there’s no evidence indicating a link between the shooting and the April 12 beating Booker suffered after she was involved in a minor traffic accident. A police affidavit released at the time said Booker accidentally backed into a vehicle before the driver of that vehicle pointed a gun at her and refused to let her leave unless she paid for the damage. As a crowd gathered, someone offered $200 to a man to beat the woman, who suffered a concussion, fractured wrist and other injuries, police said. Other men also struck Booker, with one stomping on her head. Edward Thomas, 29, was arrested and jailed on a charge of aggravated assault. nation+world White House shields former counsel from congressional inquiry WASHINGTON The White House on Monday blocked former counsel Donald McGahn from testifying to Congress, the latest act of defiance in the ongoing war between House Democrats and President Trump. McGahn, who Democrats hoped would become a star witness in their investigation into whether Trump obstructed justice, was subpoenaed to testify this morning. The former White House counsel was a key witness in several instances of potential obstruction detailed in special counsel Robert Mueller’s report.
In a summary from the Office of Legal Counsel, the Justice Department argued that the immunity of the president’s immediate advisers from compelled congressional testimony is long-standing and is based on the “fundamental working of the separation of powers.” The department said McGahn is “not legally required to appear and testify” about matters related to his past role as counsel to Trump. The move to bar McGahn from answering lawmakers’ questions is certain to anger House Democrats already eager to hit back at what they view as White House stonewalling. Google cuts off Huawei amid U.S.-China clash TECHNOLOGY Google is restricting future business with Huawei, cutting off access to its Android operating system and its popular apps, after the Trump administration escalated a crackdown on the Chinese tech firm. Google’s suspension is a major blow to the world’s largest telecommunications equipmentmaker, which will no longer receive access and support for Google’s proprietary apps such as Gmail, YouTube and Chrome. The open-source version of Android will still be available to Huawei, according to the report, but the Chinese tech giant will immediately lose access to updates to the operating system. And though existing Huawei users can still download popular Google apps through the Google Play store, they won’t be available on future Huawei handsets. People who already own Huawei phones will not see a sudden disappearance of their services. Google’s move is the latest setback for Huawei. Last week, the U.S. government added Huawei to its “Entity List,” forcing the company to obtain a U.S. government license to buy U.S. technology. Known to some as the “death penalty,” the designation makes it virtually impossible for firms to survive once U.S. businesses cut off their dealings. The penalty was seen as an escalation of the economic clash between the Trump administration and China.

ENVIRONMENT More than a dozen states are moving to strengthen environmental protections to combat a range of issues from climate change to water pollution, opening a widening rift between stringent state policies and the Trump administration’s deregulatory agenda. In recent months, Hawaii, New York and California have moved to ban a widely used agricultural pesticide linked to neurological problems in children, even as the administration has resisted such restrictions. Michigan and New Jersey are pushing to restrict a ubiquitous class of chemical compounds that have turned up in drinking water, saying they can no longer wait for the Environmental Protection Agency to take action. And Colorado and New Mexico have adopted new policies targeting greenhouse gas emissions from fossil fuel drilling and limiting where these operations can take place. The growing patchwork of regulations is creating uncertainty for American businesses as state lawmakers vie to change rules that, in past administrations, were more likely to be set at the federal level. Local officials say the jumble of policies threatens to create disparities, not only in obligations placed on businesses but also in the level of protections guarding human health in different communities. “It is difficult to communicate to your customers that New Jersey or Minnesota or Vermont has evaluated the risk to their residents differently, and that one state places a lower value on protection of public health than another,” Brian Steglitz, the water treatment manager for Ann Arbor, Mich., said last

Redskins players have required plenty of healing. The team led the league with 27 players on injured reserve last season and put 19 players on IR in 2017. Despite the lengthy injured list, Hess said the team reduced softtissue injuries — sprains, strains, tendinitis and damage to muscles, tendons and ligaments — by over 50 percent last season. He hopes that progress will continue now that players have a full offseason to use the recovery room at the practice facility in Ashburn. After a typical Sunday game, massage therapists and a chiropractor are available Monday and
then again Friday. The recovery room is always open and sometimes is the location of meetings. Coach Jay Gruden said players choose how much of the recovery techniques they want to get involved with. He has tried the recovery room devices himself, thinks they’re pretty cool, and believes they’ll make a difference on the injury front. “Give these guys just another way to help them recover,” Gruden said. “The players, even if it gives them a mental state of mind where, ‘Hey, I feel pretty good,’ then let’s give them every avenue to feel that way.” STEPHEN WHYNO (AP)

Mike DeWine has ordered a review of the state medical board’s handling of complaints against a now-deceased Ohio State team doctor who investigators say sexually abused at least 177 students decades ago. The governor said Monday that “we should all be disgusted� by what Richard Strauss did. A report released Friday found Strauss engaged in a pattern of sexual abuse of male students. It said university officials knew and did little to stop it. On Monday, DeWine ordered a working group to review an unredacted version of the report to see what the medical board knew and when. (AP)
The U.S. Soccer Federation and D.C. United are in talks to arrange a U.S. women’s national team friendly at Audi Field in November, multiple people familiar with the discussions said Monday. Skip sugar substitutes, Canada says
The best fuel for your workout Two experts offer their tips on what you should eat before and after exercise NUTRITION Timing food consumption with exercise is important to consider — whether you are striving for peak performance, efficient tissue repair or just better overall health. But each body is different, and staying in tune with your own signals is one of the healthiest things you can do. Experts generally advise eating protein, carbohydrates and a little fat at least 90 minutes before a workout, but some people prefer to work out before they eat breakfast in the morning. “Food is just energy, so when you decide what to eat before a workout you want something that gives your body the most usable energy,” strength trainer J Braun says. Usable is the key word — many foods that provide caloric energy to the body deplete energy during digestion. Dairy is one example: Many people struggle to digest the casein protein in dairy and find themselves sleepy or bloated after eating it. That’s not ideal before a workout. Sports nutritionist Barbara
Lewin suggests limiting fiber and fat before exercising because they “take longer to digest, and a full stomach can inhibit a workout. Also, if the pre-workout food is not digested, the energy from that food is not getting to the muscles.” The ideal time to eat is one or two hours before a workout, so the body has time to digest the food and use the nutrients, Lewin says. Braun says his “favorite preworkout snack is an apple with nut butter because it provides natural glucose, protein and healthy fats. The old advice to eat a bagel, pasta or bowls of cereal before a workout is flawed. It is better to eat regular meals with the right balance of protein, healthy fats and natural carbohydrates and then add in digestible pre- or post-workout snacks such as that apple, a cup of soup or a smoothie, if needed.” As for a post-workout snack, Lewin says it may only be beneficial if you’ve worked out for more than an hour. She suggests

The nutrients you need Carbohydrates make energy in the body faster than any other foods and are the primary place the body goes to find energy. Eat fruits, vegetables and whole grains such as brown rice, oatmeal and quinoa. Protein, a longer-range source of energy, helps build and repair muscle and tissue, and it regulates muscle contraction and water in the body. Don’t fall for the myth that you need to eat tons of protein to build muscle; stick to no more than 15 percent of total calories. Get it from eggs, lean meats, fish, beans, nuts and seeds. Fats are also a secondary source of energy. Nuts and seeds, fish, meat and olive oil provide energy and build the brain, supporting quick thinking on the sports field or during a fast-paced workout class. Water supports all bodily functions. Studies show that athletic performance can be affected by what, how much and when an athlete drinks. Braun recommends sips throughout the day and during a workout rather than gulps afterward. Stopping to take a few sips every now and then also gives you time to catch your breath. C.S.

She likes liquid recovery snacks like smoothies because they also rehydrate. Braun’s version involves whey protein, nut butter, almond milk, MCT oil and cold brew. Both he and Lewin are fans of a little caffeine before a workout for people whose bodies tolerate it. Neither Lewin nor Braun believes the idea that chocolate milk is the ideal recovery snack. Although it offers the right muscle recovery ratio of protein to carbohydrates, drinking chocolate milk with its difficult-to-digest casein and high sugar has its own side effects. “Eating the right amount of protein for your body throughout the day is the best way to give your muscles the nutrients to repair and grow,” Braun says. Lewin adds that “although some science is universal, people are so unique.” If you eat because you think you’re supposed to eat rather than because you feel hungry, you lose the authentic connection to your body. Health Canada, the country’s governmental agency for public health, is charting a new course when it comes to dietary advice, particularly in the area of sugar substitutes. In a significant departure from the past as well as from the U.S. approach, Canada’s new food and dietary guidelines say low-calorie sugar substitutes are neither necessary nor helpful. Because “there are no well-established health benefits associated with the intake of sweeteners,” the guidelines say, “nutritious foods and beverages that are unsweetened should be promoted instead.” The new Canadian approach seems to be that if a food or beverage doesn’t have a demonstrated health benefit, it doesn’t belong in your diet. Or maybe it’s a passive-aggressive jab that conveys that she thinks your boyfriend is more interesting than you are. If she doesn’t get the hint, though, you’d be forgiven for putting the brakes on the lunches.
There’s no magic elixir to give her to make her stand up for her own needs. And that pains me, because feeling like she lacks the right to make decisions about her well-being can only tighten the chokehold of her anxiety. But you can keep planting seeds, to see if something sprouts in time. One seed is the ways therapy could help her, and what her anxiety costs her in life. Another is how you can help — researching therapists, contacting them and even running interference with your dad if need be. Of course, the ultimate seed would be to help her see just how concerning it is that decisions about her health are left up to her steamrolling spouse, a guy who’s not exactly well-versed in the medical field. ‘Riots I Have Known’ smartly undermines academic pomposity BOOK REVIEW There are few survivors in Ryan Chapman’s comic novella. “Riots I Have Known,” which hits shelves today, is a compact cluster bomb of satire that kills widely and indiscriminately. Even the narrator is counting down the minutes to his impending death. But until then, there’s no shutting this guy up. Nicknamed “MF,” he’s an inmate serving nine consecutive life sentences in New York’s Westbrook state prison, which is currently going up in flames — and trending on Twitter. Barricaded in the prison’s new media center, he’s determined to provide “an official accounting of events, as they happened” — at least until the fire or some unloosed psychopath snuffs him out. The central joke of “Riots I Have Known” is that MF is the famous editor of The Holding Pen, a groundbreaking journal of “penal lit” or, worse, “postpenal lit.” The story is presented as a live-blog, a ricocheting monologue of self-justification, cultural criticism and last-minute revenge spinning out on social

Reese Witherspoon said Monday on “The Ellen DeGeneres Show” that “Big Little Lies” co-star Meryl Streep is a bad bowler. “I actually discovered the one thing that Meryl Streep is bad at,” Witherspoon said. “I honestly think at one point she threw it the opposite way and people, like, scattered.” Witherspoon added that Streep was still “a good sport.” (EXPRESS)
